Again, it is good to see support for Guyana across the House. Whether this is because of Venezuela’s aspirations about oil or some other matter, whatever that might be, its actions are completely unjustified. As the hon. Member indicated, we need to call it out. The 1899 border issue is settled. We support Guyana in its efforts to resolve this matter in whichever way it wants to through the ICJ, but it needs to be done peacefully.
The hon. Gentleman also makes an important point about Russia. These actions are opportunistic. There are huge issues geopolitically, and dictators or other Heads of Government should not seek to exploit these moments when there are far bigger issues at stake elsewhere in the world, so we need to call it out. As I said earlier, we are keeping this under very close scrutiny and will take whatever actions we think are appropriate, along with our regional partners.
I thank the Minister for his response to the urgent question, and my hon. Friend the Member for Bridgwater and West Somerset (Mr Liddell-Grainger) for securing it. I also thank the shadow Foreign Secretary, the right hon. Member for Tottenham (Mr Lammy), for his response. I do not often find myself in agreement with him, but, on this, I could not fault him on a single word. Both have raised the key strategic role that Brazil plays in the region. We are about to sign a defence partnership agreement with Brazil—in the not too distant future—so it plays a key strategic role. What further can the Minister do, particularly when he visits Guyana, to have enhanced conversations with Brazil to see what role it can play in making sure that we keep peace in the region?
That is a very good question from my hon. Friend. He knows more about Brazil than most people in the House, and I respect him for that knowledge and for the points he has made. Of course, we are working closely with Brazil. It has expressed its concern and warned against unilateral action. It has said that there is no way that Venezuela’s military forces would be able to access Guyana through Brazil, and we will continue to work with it very closely. As he says, we have a strong relationship not just defence-wise, but as we look to its G20 presidency and its hosting of COP30.

As I am sure you and others in this Chamber recognise, Mr Gray, the hon. Member for Liverpool, Walton (Dan Carden) clearly has a very genuine interest in all matters Mexico, and I compliment him on his speech. I will keep my words brief, but I would add that he and I have met on other occasions, on which he has supported me in my role as trade envoy to Brazil. I have a wider interest in all matters Latin America, as does he. The trade envoy programme is an area where we can put our politics to one side and bring into the fold those with a genuine interest in a country. Whatever the political nature of Brazil’s Administration—whether we are talking about the politics of Bolsonaro or Lula—my interest in Brazil remains unabated. I am just as resolute, excited and enthusiastic about the prospects for our relationships with all South American countries, including Mexico, but especially with Brazil.
I am sure that the Minister would like to reflect on these few words, and also on how he might see Mexico developing as a future powerhouse in the wider Latin American region. I know that he is very well travelled, including going to Brazil; I am not sure about his diary in relation to Mexico, but I am sure that he will expand on that as and when he speaks. I take this opportunity to thank you for your indulgence, Mr Gray, because I had not put in to speak in the correct way, and for accepting these few words. I give my compliments again to the hon. Member for Liverpool, Walton on his words. We are all grateful for the ambassador’s presence here in recognition of what is being debated.

Commons ChamberI do not think there are any climate deniers on the Government Benches. I am extremely flattered that it seems that more than one person on the Opposition Front Bench has read my Chatham House speech from last week. I point out to the hon. Lady that the Government have made an unprecedented commitment to spend £11.6 billion by 2025-26. We are focusing an enormous amount of effort on our technical expertise and, although the international community has promised to double adaptation spending by 2025, Britain has promised to triple it.
In December I made a speech in which I committed to a long-term
“effort to revive old friendships and build new ones”,
reaching beyond our traditional alliances, to ensure that we have sustainable, engaged relationships with countries that will make the weather in the forthcoming decades. I have travelled to a number of countries that fall into that category, as have my ministerial colleagues and friends.
Does the Secretary of State agree that we should have strong international relations with countries such as Brazil, which has non-aligned observer status, but is a country with huge wealth in food, energy and precious minerals and is therefore strategically important for a global UK on an increasingly volatile planet?
I commend my hon. Friend on the work he has done in building not only trade links but a strong bilateral relationship between the UK and Brazil. I will be seeking to reinforce his efforts on my forthcoming trip to Brazil because, as he says, it is an important and influential country, which has huge natural resources and is the lungs of the world.

I am all for international collaboration, including in the development of vaccines, but no, what we need is more independent development of medical devices and treatments. In fact, it was a race between different countries that led to the vaccine programme. We have a high degree of international collaboration at the medical level, and I am not sure that we need more.
What we now see is the World Health Organisation setting itself up as responsible not just for identifying pandemics but, crucially, for the worldwide responses to those pandemics. The proposed amendments recognise the WHO as the guiding and co-ordinating authority of international responses to public health emergencies of international concern. Of course, we know the WHO’s unaccountable nature: the director general is appointed through an opaque, non-democratic process, and international pharmaceutical companies have too much power.
The regulations propose the creation of a vast public health surveillance mechanism at public expense; if the WHO itself is anything to go by, that would be substantially funded by the pharmaceutical industry. Crucially, as my hon. Friend the Member for Don Valley said, the regulations propose that the WHO’s existing powers to make recommendations about what countries should do be upgraded from non-binding to binding. That amounts to a vast transfer of power to the WHO.
What would the new regulations enable? They would enable legally binding obligations on countries to mandate financial contributions to fund pandemic-response activities. They could require the surrender of intellectual property in technologies. They could mandate the manufacture and international sharing of vaccines. They could override national safety approval processes for vaccines, gene-based therapies, medical devices and diagnostics.
Does my hon. Friend agree that the ability to react to covid in an agile way, which was possible only with our having exited the European Union, enabled us to invest in, procure and then roll out the vaccine that saved millions of lives? As he has stated in his—as usual—eminently sensible speech, that should be a model for moving forward.
I am grateful to my hon. Friend. It is certainly the case that the best aspects of the British Government’s response were those that we were able to undertake using our own sovereignty.
The WHO’s powers will potentially extend to ordering countries to close borders; to travel restrictions; to the tracing of contacts; to refusal of entry; to forced quarantining; to medical examinations, including requirements for proof of vaccination; and even to the forced medication of individuals. It is not just when a pandemic has already been declared that those powers might be invoked: the WHO claims these powers when there is simply the potential for such an emergency.

Commons ChamberWe have been in close contact with members of Dom’s family. We will continue to give consular support to them at this time and through the next processes related to this tragic event.
The use of rape and sexual violence in conflict is a war crime, and I have made tackling it a top priority. The UK is campaigning for it to be treated as a red line on a par with the use of chemical weapons. We will host a conference against sexual violence in November.
We have had terrible reports of rape and sexual assault by Russian troops in Ukraine. What steps is my right hon. Friend taking to ensure safe and effective evidence collection, so that those responsible can be held to account?
We have seen appalling reports of atrocities and the use of rape and sexual violence. We launched the Murad code earlier this year, which sets the global standard for safe evidence collecting. We have dispatched a team from the United Kingdom to the region to help with that evidence collection—by interviewing witnesses and survivors and preserving and collecting images and videos, for example.

Commons ChamberI warmly welcome the Foreign Secretary’s statement. Does she agree that, although we have heard many reasoned and well-evidenced examples from Opposition Members as to why the protocol is not working, we have not heard a single example—except for a veterinary agreement, I think—that shows the path towards solving any of the problems, other than saying that whatever she and this Government do must be wrong, obviously. Will she assure me that the proposed legislation will deal with all these complex matters and put to bed, once and for all, the issues in Northern Ireland for the benefit of the people of Northern Ireland, as one United Kingdom?
The provisions in our Bill will do just that. We have heard acknowledgement from the Labour party that there are real concerns about the way in which the Northern Ireland protocol is operating, but we need to move to the solution, which requires the EU to change its mandate and the terms in the protocol itself. Otherwise, we cannot address the customs and tax issues. I urge the Opposition to look at that in more detail.

The hon. Gentleman has raised the case of Luke Symons previously, and directly with me, and I commend him for his work in support of his constituent and his constituent’s family. He will know that the situation in Yemen is incredibly difficult and it is hard to maintain anything like normal diplomatic relations at the best of times. Indeed, it is incredibly difficult to interact with the Houthis, who are responsible for Luke’s ongoing detention. This case remains a priority not just for the Department but for me personally. I raised it on my most recent trip to Oman, which is geographically one of the closest countries to Yemen, but even Oman is limited in the influence it can exert. Nevertheless, I assure the hon. Gentleman that we will continue to prioritise this terrible case.
Having just returned from a trade visit to Brazil, I can confirm that our staff in country are absolutely first class. Will Ministers and the Secretary of State consider further prioritising our efforts in a country that is the size of Europe, that dwarfs all other South American economies, that produces 25% of the planet’s food, and that was one of the first to show us a hand of friendship post the Brexit referendum and is therefore well placed as a strategic ally?
I am glad that my hon. Friend has raised his recent trip to Brazil. He is right to say that that country plays an important role commercially, agriculturally and environmentally, and I have no doubt that we will continue to make the most not only of our bilateral relationship with Brazil but of his language skills and experience in that incredibly important country.

Commons ChamberColombia is an FCDO human rights priority country. We regularly raise human rights concerns with the Colombian Government and in multilateral fora. The Under-Secretary of State for Foreign, Commonwealth and Development Affairs, my hon. Friend the Member for Aldridge-Brownhills (Wendy Morton), visited Colombia last week and spoke to Vice President Ramírez about the human rights situation.
I thank my hon. Friend for his question and for his passion for high-quality jobs in Dudley. We are building a network of liberty with our friends and allies. It will include new technological partnerships to embrace the opportunities of a global economy shaped on innovations in tech. In June, the Prime Minister agreed to develop a new, landmark bilateral technology partnership with President Biden to enable a new era of strategic co-operation between our countries. The AUKUS alliance will deepen security and defence-related science and technology with the US and Australia.

Commons ChamberForeign aid spend has frequently been a way for politicians to compete for moral righteousness in the public eye. My Dudley residents care not for this type of posturing.
My right hon. Friend the Member for Sutton Coldfield (Mr Mitchell)—he is no longer in the Chamber—who is a near neighbour of mine, referred in his closing remarks to his electorate, implying that they agree with his stance on foreign aid. I would make two points on that. First, my constituency is literally just down the road from his, and I can categorically assert that a significant majority of my residents do not agree with him. Secondly, I gently point out to him that, on average, two thirds of all people polled in this country very recently did not agree with him either. Just the other day, on GB News, he used the majority view argument to support assisted dying, so perhaps he might consider being consistent with his rationale, instead of imposing his moral virtues on the country’s majority view.
I am sorry to interrupt my hon. Friend. It is fine if that is his argument, but surely he believes that it is right for this House to have a vote on the issue, because we are all representatives of our constituencies, and of the views of our constituents. Forget the polling and allow this place to have its say. Does he not agree with that sentiment?
I might refer my hon. Friend to votes on Brexit in previous years, when a significant number of elected Members did not represent their constituents and voted the opposite way to them.
Labour will always oppose what the Government do, even if they tripled foreign aid. Having only ever averaged a maximum spend under 0.4% of national income when it was in office, compared with the 0.7% that we achieved, Labour’s protestations are somewhat shallow, if not risible. People will see Labour for what it is: out of touch with working-class people and totally clueless about their priorities.
I am concerned about some of my colleagues. They are being so generous with other people’s money—a notable socialist behaviour, I might add. Perhaps they can explain to my Dudley North taxpayers why we should spend £15 billion overseas when my residents cannot find council houses and when we still have homeless people on our streets, some of them brave veterans.
I would like to make progress, please.
Covid has given rise to exceptional circumstances, and the Government were entirely right to reduce aid and focus on rebuilding our country. Charity begins at home. That said, I do not agree with reducing the foreign aid budget from 0.7% to 0.5% of national income; I would scrap the target altogether. Foreign aid should be and needs to be completely reformed. A fluctuating number each year that bears no real link with need, priorities or actual outcomes is no way to plan or act strategically. It is not how a household would budget, it is not how a business would budget, and it should not be how a Government budget. Which other Government Department do we fund as a percentage of national income?
It is on that point—I can give the answer. We committed in our manifesto in 2019 to funding research and development at 2.7% of our GDP. We commit to NATO spending at 2% through the Ministry of Defence. The list goes on.
Order. Before the hon. Member for Dudley North responds to that intervention, it might be helpful for the House to know that so many colleagues have decided at the last minute not to take part in this debate, having originally asked to do so, that there is actually plenty of time. It is quite historic for me to say that; I would normally be saying, “I urge the hon. Gentleman not to take time on interventions”, but he is at liberty to do so.

I will respond by saying it is not the way we fund policing, education or health here at home. Surely a more sophisticated approach that is outcome-focused and delivers measurable change in very poor countries by employing some of our own local and UK-based companies is a far better approach than the arbitrary and unaccountable system that we continue to virtue-signal about.
I would ask two things of colleagues wanting to reinstate the 0.7%: let us focus efforts on achieving much better outcomes by reforming foreign aid, and, while we are at it, focus on challenging the EU and other wealthy countries that consistently fail to meet their own targets and do not measure up to what the UK is certainly doing.
No thank you.
By any measure, the UK already does far more than most, both in cash terms and in areas not captured by our foreign aid spending. Certainly my constituents know that very well.

I struggled to hear all of that question, but I can pick up on a key point to which the hon. Gentleman referred: the inability of the UN High Commissioner for Human Rights to access the region. If China really wants to dispute the compelling evidence of systematic violations in Xinjiang, all it has to do is, as the hon. Gentleman said, allow the UN High Commissioner for Human Rights or another independent credible body urgent and unfettered access. That will allow such a body to investigate and verify the truth.
Human rights violations should always be condemned wherever they take place. The world knows that such violations are happening in Xinjiang—we know they are happening—but they are not prevalent in the public eye and so are not as effective in terms of making action take place. What steps is the Minister taking to rally further international support for action on Xinjiang?
My hon. Friend makes a good point and is right to highlight that. We will continue to work with our international partners to build that international caucus of those who are prepared to speak out—sadly, there are plenty of countries that are not prepared to speak out on this issue—and increase the pressure on China to change its behaviour. We have gone from a situation in which China was denying what was going on—denying the very existence of these o camps—to a situation in which it now at least has to acknowledge the existence of the treatment. We have led joint statements and UN human rights bodies, and most recently we were joined by 38 countries at the UN General Assembly third committee in October. We will continue to work alongside our international partners to keep the pressure on China.
