Commons ChamberI remind the hon. Gentleman that we have invested £2.8 billion to support the transition to electric vehicles, and a lot of that money has gone to Scotland. The funds for the plug-in car grants are available UK-wide, and, as I said, we will publish the transport decarbonisation plan in spring, as we have promised.
Transport infrastructure is central to the Government’s plans to build back better from covid-19, and the Department for Transport is at the forefront of Project Speed. We have also created our own acceleration unit as well as establishing the Northern Transport Acceleration Council, through which we have identified 112 schemes to progress.
My Dudley North constituents are seeing record levels of investment coming to them, and much of it is dedicated to very light rail, metro extension and the new transport interchange. However, connectivity from local housing estates to these transport networks is key. What assurances can my hon. Friend give my constituents that every link in this chain will result in a truly integrated transport system?
Dudley is indeed pioneering research and development into very light rail, and I am pleased that the West Midlands Combined Authority recently signed off funding into the Dudley interchange. Mayor Andy Street’s vision is for it to be the best-connected region in the country, and the Chancellor has confirmed the £4.2 billion intra-city transport fund, as well as the levelling up fund, in the Budget. I am sure that, with his help, Dudley will get its fair share of transport infrastructure funding. I am looking forward to riding the metro to Dudley Zoo very soon.

Commons ChamberThe Chancellor announced an unprecedented package of measures to support business and particularly the aviation sector. The Chancellor and my right hon. Friend the Secretary of State have been clear that we stand ready to talk to and hear from businesses that need further support. Of course, my absolute sympathies are with everybody affected with regards to redundancies or any kind of change within their terms and conditions. It is absolutely right that those employees should be treated fairly, and I hope that the unions and BA continue to work together to come to a proper resolution.
We are creating a transport decarbonisation plan, to be published by the end of the year, setting out a bold and ambitious pathway for the decarbonisation of transport.
Will the Secretary of State please do all he can to bring forward the very light rail scheme in Dudley so that we can benefit not just from the environmental impact that the scheme will bring, but from the economic benefits as we bounce back from covid-19?
I am aware of my hon. Friend’s enthusiasm and support for the very light rail scheme in Dudley, and we are keen to support it. It is important to get Dudley Council working with the West Midlands Combined Authority and the local enterprise partnership. We very much look forward to receiving the detailed business case.
It is indeed very frustrating that so much revenue failed to be collected in the previous four years because prices were not changed to keep up with inflation. There were no changes in the congestion charge either. Effectively, £700 million of take was left on the table by the London Mayor, meaning that the Government have had to come in and bail out Transport for London for £1.6 billion. A large chunk of that is uncollected revenue, and changes are having to be made for youngsters’ travel. Members across the House must recognise that it is fair that people in other parts of the country do not unduly subsidise the Mayor, who failed to collect the funds.
The Government recognise the impact on many local authorities that the hon. Gentleman has outlined. We have announced a vast package of support for local authorities, and we are consulting across government on the issues that he has raised today.

Commons ChamberThe hon. Gentleman knows that I am personally very interested in and care a lot about the Northern Ireland economy and some of the differences there compared with mainland UK. I reiterate that we are committed to regional connectivity, and I will work hard on that in this role. We had a manifesto commitment to consider the devolution of short-haul APD in Northern Ireland. We will work with the restored Northern Ireland Executive to consider any proposals submitted for the devolution of short-haul APD, and I stand ready to engage with Northern Irish colleagues at any time to take particular issues forward.
As somebody who, many moons ago, trained up as an airline pilot, I have a lot of sympathy with former colleagues. The sector is very much seen as a specialised sector, so will my hon. Friend work with the Employment Minister—the Under-Secretary of State for Work and Pensions, my hon. Friend the Member for Mid Sussex (Mims Davies), who I am grateful to see in the Chamber—to address the perception of specialisation? Other employers might see that as a barrier to entry, as opposed to looking at people’s transferrable skills.
I absolutely agree. My hon. Friend is right about the highly skilled nature of some individuals who have been working for Flybe. They absolutely have transferrable skills that can be used in other sectors. We will work together closely to make sure that we do all we can to recognise that.
