On a point of order, Madam Deputy Speaker. I seek the assistance of the Speaker’s Office. On Friday 29 November, I received an email from the parliamentary and diplomatic protection command regarding the honeytrap situation that hit Westminster. Unfortunately, in that email several other victims were named. It was then leaked to journalists and released from that point onwards. I have received a phone call and an email from the Met to apologise, but I would be grateful if Mr Speaker raised this significant issue with the Met to ensure that lessons are learned and that it does not happen again.
I am grateful to the hon. Member for giving us notice of his point of order. As he knows, we do not discuss security matters in the Chamber, but I share his concern, and I can assure him that Mr Speaker will raise the matter with the appropriate people.

Commons ChamberMaybe in two minutes, this debate can best be summed up with a lesser-known fable: the farmer and the viper. A farmer was walking through his field. It was very cold in the winter, and he found a viper just under the bushes. The viper was cold, limp, and almost dead. The farmer knew it was poisonous, but he felt compassion for the creature, picked it up and put it in his pocket. As the creature became warm, it reverted to type and bit him and, as he died in that field, he said, “I got what I deserved. I shouldn’t have shown kindness to a scoundrel.”
That rings true, because after 14 years of the Labour party being out in the cold, the pensioners of this country backed Labour into government, under an impression created by the Prime Minister. Only in May 2024, he goaded our Government, asking
“Will the Prime Minister now rule out taking pensioners’ winter fuel payments off them?”—[Official Report, 1 May 2024; Vol. 749, c. 255.]
If we scratch the surface a little bit deeper, though, we find that, on 25 March 2014, the now Chancellor said that
“We are the party who have said that we will cut the winter fuel allowance for the richest pensioners and means-test that benefit to save money”—[Official Report, 25 March 2014; Vol. 578, c. 174-175.]
so this is not a response to a concocted black hole. This was a choice—as Laura Kuenssberg pointed out, it was a choice to pay the unions on the back of our pensioners.
The public are not stupid. The cartoonist Matt sums it up perfectly when he says, “Surprisingly, Robin Hood, nobody likes your plan to steal from pensioners to give to train drivers.” I was in the Chamber last week when the Secretary of State for Energy Security and Net Zero said that Conservative Members should
“show a bit of bravery—even break the Whip and stand out from the crowd.”—[Official Report, 5 September 2024; Vol. 753, c. 461.]
I am disappointed that Labour Members did not take that advice, with only one Labour MP doing so.

Commons ChamberIn August, I was lucky to be invited to the 70th anniversary of Caterpillar being founded in my constituency. It was the first place outside the US it set up a base in, and it now employs 1,300 people, making things such as the electric backhoe loader. Will my hon. Friend congratulate Caterpillar on its investment here, from where it exports across the world? Would she like to come and see exactly what it does in Bosworth?
I join my hon. Friend, a great champion of Bosworth, in congratulating Caterpillar on 70 years and 1,300 employees. That is fantastic. I look forward to going along and having a go on the electric diggers.

Commons ChamberThe Government are working hard to share the challenges that will be faced by all manufacturers in Europe, not just the UK, when it comes to importing and exporting vehicles. This is not just a UK issue, and it is important that not just we but our counterparts in Europe make these arguments loud and clear to the EU. I recently met SMMT and asked that its sister bodies do the same where they reside in European countries, to ensure that those arguments are heard loud and clear.
As I said, there is huge diversity of companies within the supply chain and manufacturing of all automotive vehicles, and the UK has a full automotive eco-system across the UK. The sector is here because it recognises the UK’s unique strengths. Our engineers are world class—it is not for nothing that six out of a total of 10 Formula 1 teams are based in the UK. More broadly, the sector recognises that this Government have its back. We want to use innovation, skills and a competitive business environment to ensure that the UK automotive sector can thrive.
I am grateful to the Minister, because she alluded to the point that I was making about the automotive industry. We have talked a lot about manufacturing, but the UK is the world leader in things such as research and development, as well as in testing—autonomous testing, safety testing; we are literally the world leaders in this stuff. I mainly know that because a lot of it is based in my patch. Does the Minister agree?
I could not disagree with my hon. Friend, who is a champion for all things technology and transport, as well as for his constituency. The investment made in R&D has enabled large manufacturing firms to work closely with our academic institutions, and to de-risk some of the technologies that are now becoming mainstream, and we continue to support that area. That leads on to my next point about the Advanced Propulsion Centre and the automotive transformation fund, which are key in us trying to de-risk and adopt new technologies to drive the sector forward.
On the Automotive Council, the hon. Member for Stalybridge and Hyde said that he was engaging with the sector, but I am not quite sure where and when. A lot of the comments he made will not go down well with the sector because they were not very positive on all the work it has been doing. I engage directly with firms to see how hard they are committed to the sector, and what they expect from their politicians is support, not to be talked down.
I put on record my thanks to Graham Hoare, the current co-chair, Mike Hawes, Neville Jackson, Ian Constance, Markus Grüneisl, Paul Willcox, Murray Paul, Adrian Hallmark, Michael Leiters, Tim Slatter, Alan Johnson, Richard Kenworthy and many other indispensable members of the Automotive Council. I thank them for all the work they do, considering how challenging times have been not just for us but for our counterparts in Europe. I recently spoke at the Society of Motor Manufacturers and Trader’s parliamentary reception, and I welcome its “Manifesto 2030” with its five key priorities: green automotive transformation strategy, net zero mobility, green skills, made in Britain, and powering UK clean tech. There is a lot that we agree on, and I look forward to working with the sector to try to protect and strengthen the whole automotive industry. Car companies want to innovate, and we want to support them to do so. That is why the Government have an overarching goal of making the UK a global hub for innovation, as alluded to by the my hon. Friend the Member for Bosworth.

I am surprised that the Department for Transport has not yet buckled, because I know what a champion she is for her constituency and the region. I will ask my team to engage on this matter with their counterparts at the DFT and the Department for Levelling Up, Housing and Communities. I know that she will not stop until she gets what she deserves for her constituents, so I am more than happy to give the strength to her elbow.

I am hugely grateful to the hon. Member for Coventry North West (Taiwo Owatemi) for pointing that out. I believe that my hon. Friend the Member for North Wiltshire (James Gray) was referring to the Liberal Democrats, who I quoted in my speech. It is fantastic to see a Labour counterpart here to take part in this debate. This issue is important to all our communities, no matter which party we represent, and I am eternally grateful to her for being here to hear what we have to say.
I raised the point I was making because of the essence of our housing system. We need the right houses in the right place, with the right infrastructure and the right protections for our heritage and environment. We need houses that families can aspire to. In my area, more importantly, we need houses that the elderly generation can downsize to. We are struggling with both of those, not just in my area, but across the country. If we do not get this right, we risk losing our vibrant, rural aspects to suburban sprawl, with no thought given to where it should be. Piecemeal development does not help anyone—from schools to infrastructure and amenities, such as doctors surgeries—when we know that the country is under pressure.
How do we take this forward? Neighbourhood plans are a good way to help. This is where national policy intersects with localism, and rightly so. In my constituency, I have vanguard neighbourhood plans, such as in Market Bosworth, which has led the way for years in developing its plans. Various other areas, such as Markfield, Stoke Golding and Burbage, are all at different stages of working their way through their neighbourhood plans.
I am eternally grateful to the councils and individual constituents who have taken the time to go through what is, at times, a laborious, technical and painstaking process to try to get a result. What infuriates them more than anything else is that this has been ridden roughshod over because we do not have an up-to-date local plan. We must find a way to try to strength neighbourhood plans. In answer to the question:
“Can a Neighbourhood Plan come forward before an up-to-date Local Plan is in place?”
the House of Commons Library states:
“Where a neighbourhood plan is brought forward before an up-to-date Local Plan is in place the qualifying body and the local planning authority should discuss and aim to agree the relationship between policies in…the emerging neighbourhood plan…the emerging Local Plan…the adopted development plan…with appropriate regard to national policy and guidance”.
There is a framework there, but I question what that looks like in reality.
If only there were a legislative vehicle coming forward that could make a change. Well, it just so happens, as the eagle-eyed among us will have seen, that a Bill is being introduced tomorrow that will try to pull together and streamline 70 years of a fragmented planning system. I am pleased to see that this is taking place. There is lots to like in the Levelling-up and Regeneration Bill: simplification, design codes, choices opening up for developers and stopping land banking. Many of these matters go far wider than today’s debate, but there are five guiding principles. Hon. Members who have heard me speak on planning may argue about the acronym with the Secretary of State, but I will not be going there today.
The aim of the Bill is to support local communities to have control over what is built, where it is built and what it looks like, and to create an incentive for developments to meet set standards, with the aim of developing high-quality design and beautiful places and to protect our heritage. The Bill will enable the right infrastructure to come forward where it is needed, enable local democracy and engagement, foster better environmental outcomes and allow neighbourhoods to shape their surroundings, because that is where the impact of planning is most immediately felt. The last point is really important, and it is why I have called the debate.
In among those details, the Bill says that local plans will be given more weight when making decisions on applications, and the same weight will be given to other parts of development plans, including neighbourhood plans prepared by local communities. There will be opportunities for communities and interested parties to influence and comment on the emerging plans, which will be supported by digitalisation to ensure plans and data are accessible and understood easily. It will ensure that neighbourhood plans are given weight in planning decisions and in the development of neighbourhood priorities, with a statement to be taken into account when preparing the local plan.
Additional parts of the Bill state that neighbourhood plans will focus on development and use of land that contributes to the mitigation of, and adaptation to, climate change. That is done through a neighbourhood priority statement, which will set out the prevailing view of the community in a neighbourhood area on local matters including development, housing, the natural environment, the economy, public space, infrastructure, facilities and services in the area.
This is the prime evolution of where we are going with localism and neighbourhood plans, and I am pleased to see it. I would be more pleased if the Minister addressed some of the areas I have mentioned and talked about what the system will look like. We need to ensure that when it is working well, it runs at its full potential. Even more so, we need to know what it means for a community such as mine when the system starts to fall apart.
In closing, we have seen where the evolution of neighbourhood plans has come from. I have touched a little on the problems that we face when things do not go quite to plan—pardon the pun. Of course, we have opportunity for the future. I think we can all agree, yet again, that we need the right houses in the right place, with the right infrastructure, and the right protections for our heritage and environment. I would be grateful for the Minister’s response.
