I welcome the opportunity to speak in this timely and important debate. I pay tribute to the thousands of DFID staff in my constituency of East Kilbride, Strathaven and Lesmahagow, those here in London and those who are based around the world in the various DFID country offices. We should never underestimate the work that they do, and we must ensure that they keep on doing that work to support people in poverty worldwide. We often hear, in the House and outside it, that DFID is a powerhouse in development and one of the premier aid agencies in the world. It is because of those people, with their passion, their dedication and their commitment to their work, that that reputation exists.

I cannot begin to imagine how those staff are feeling right now, during what must be a challenging time. I am aware that the Prime Minister has reassured them that there will be no compulsory redundancies. However, in answer to my recent written questions, I was informed that jobs will change at DFID in East Kilbride, and that voluntary redundancies have not been ruled out. I would welcome urgent reassurance from the Minister on this issue. In such an unsettling time for workers across the United Kingdom, the Government must do everything possible to support staff at DFID and secure all jobs.

I am perplexed by the timing of the Prime Minister’s decision to merge DFID with the Foreign Office. In the midst of a global pandemic, it does not make any sense. The integrated review was meant to ask the experts, “How do we get this right? How do we make this work?” But with the stroke of a pen, the Prime Minister has done away with the review—another example of a Government who have had enough of experts.

Speaking of experts, I would be extremely interested to hear just who the Government consulted before making the decision to merge the Departments. According to the Prime Minister, there were a whole host of consultations before the announcement, but that does not seem to have been the case. It seems that no civil society organisations—often the experts working on the ground, on the frontline, delivering aid programmes—were consulted. Even Bond, the umbrella network for NGOs and charities working in international development, was in the dark about the decision, just like the rest of us.

Who did the Government speak to, and who actually thinks that this merger is a good idea? What plans do the Government have to consult civil society organisations, such as SCIAF? That organisation has been doing excellent work on women’s empowerment projects in 25 villages in the Democratic Republic of the Congo, Malawi and Rwanda; building the resilience of 23,143 agropastoralists in Ethiopia; and integrating community development in Cambodia, supporting 11,095 people to gain food security, water and sanitation facilities.

We have heard from the Government that development will be a core focus of the new Department, but they must understand that there are big concerns that the merger is nothing more than an opportunity to use the DFID aid budget to prop up FCO diplomatic activity. If we lose the International Development Committee—a robust and dynamic Committee on which I have had the pleasure of serving; I think it would be a dreadful idea to lose it—there must be a new cross-departmental ODA Committee in its place. It is for the birds to think that anyone in the Foreign Affairs Committee has time to focus on such a huge programme of aid and development on top of their already valuable work.

I am aware of the time, and I must conclude.

This ill-timed merger cannot happen at the expense of the world’s poorest and most vulnerable people, particularly those with disabilities. We must ensure that we support them—anything less will be letting down the poorest and most vulnerable across the world.

Approximately 600 jobs in the Department for International Development in East Kilbride in my constituency may be placed at risk by the shocking Government plans announced this week—shocking to staff, who found out just a few hours before the announcement, and shocking to the international community. They have caused considerable anxiety for local staff and all their families, who have been contacting me. Will the Secretary of State agree to meet me to discuss these crucial issues for my constituency and to guarantee that those highly skilled DFID jobs will remain in East Kilbride?

Is it not fantastic to have an SNP Member of this House asking for and giving value to the work that the United Kingdom Government do in Scotland, both domestically and around the world? My hon. Friend speaks with absolute authority on this subject. It is utterly shameful that money is paid to terrorists who have committed heinous crimes against the people of Israel and foreign nationals in Israel. This problem affects us globally. We absolutely need to ensure that the funding stops, because it does not show any sign of facilitating peace in the future.

This issue is taken extremely seriously by our colleagues in Europe. In 2018, the European Parliament’s budgetary committee voted to freeze more than €15 million of Palestinian Authority funding if they do not remove incitement from their textbooks. Last year, the ruling coalition in the Norwegian Parliament voted to withhold funding to the Palestinian Authority if this content is not removed. Our ambitions for a global Britain must include safeguarding for all recipients of UK aid, particularly in areas of conflict.

The UK Government provide £65.5 million annually to the United Nations Relief and Works Agency, which delivers vital humanitarian aid to Palestinian refugees, including education and healthcare. However, UNRWA schools in the west bank and Gaza use the official Palestinian Authority curriculum, so the textbooks I have quoted from are being used in UN schools that the UK and international partners support. In August 2019, the UN Committee on the Elimination of Racial Discrimination criticised the content of these textbooks for perpetuating prejudices and hatred. While one UN agency condemns the textbooks, another promotes them.

Uniquely, UNRWA extends refugee status beyond the UN’s 1951 refugee convention, to the descendants of all Palestinian refugee males, meaning that the UN recognises 5 million registered Palestinian refugees, rather than the estimated 30,000 refugees alive today. There are now more than 320,000 Palestinian refugee children in UNRWA schools in the west bank and Gaza—internationally designated Palestinian territories. Children in those schools are taught that they are refugees from what is now Israel, and that they will one day return, in line with the teachings in their textbook. Does the Minister believe that that is compatible with our stated aim to protect the political and physical viability of a two-state solution? A right of return for 5 million Palestinian refugees will demographically end Israel’s existence as a Jewish state. I do not suggest withdrawing UK aid contributions to Palestinians in need, but this Government—the people’s Government—must demand value for money and, with international partners, place pressure on the UN agency to ensure that its work lays the groundwork for a two-state solution, rather than prolonging the conflict.

I shall finish by reflecting on the impact that the Palestinian Authority curriculum has had in recent years on the children whom they are duty-bound to protect. Since September 2015, 87 Israelis and foreign nationals have been killed and more than 1,520 wounded in 210 stabbings, 239 shootings, 77 car rammings and one bus bombing. Palestinian youths under the age of 21 have carried out many of those acts of terrorism. Even screwdrivers have been used as weapons, and perpetrators have included children as young as 11 years old.

It is well known that Palestinian terrorists who kill Israelis receive monthly payments to reward their acts of terrorism, with higher salaries given to those who have killed more Israelis. It should be a matter of great sadness to us all that these children are raised in an environment infected with radical messages, with no hope for peaceful co-existence with Israel. No curriculum is perfect, as we are very much aware, and it is ultimately for the Palestinian Authority to address these issues, but they are recipients of UK aid so there is an expectation that they will uphold international standards of understanding, peace and tolerance, as set out in article 29 of the convention on the rights of the child.

There is a memorandum of understanding underpinning DFID’s support for the Palestinian Authority that requires the PA to commit to the principle of non-violence, and that includes a commitment from the PA to take action against incitement to violence and address allegations of incitement in the education curriculum. Recent UK assessments have concluded that the Palestinian Authority demonstrate a credible commitment to that principle. Does the Minister agree that that simply does not compute with the material that I have highlighted today?

I thank the hon. Gentleman for bringing this important matter to the House today. I refer hon. Members to my entry in the Register of Members’ Financial Interests. Does the hon. Gentleman agree that the Government should be looking very closely at the psychological impact of these materials on children and their upbringing? Should they not ensure that the work done by the Department for International Development, including in my own constituency of East Kilbride, fosters positive mental health and wellbeing throughout the early years, and supports and builds individuals who will be positive contributors to society? Some of the materials that he has described certainly run counter to that aim.

I could not agree more. Again, we are seeing vulnerable young children growing up in a world of conflict who already have some sort of psychological damage, just because of the situation and circumstances in which they live. To add on top of that the material seen in these textbooks and for that to be taught by their teachers will only create more harm. The money could be much better spent on creating a peaceful, tolerant society, while providing world-class mental health support.

While my constituents in Stoke-on-Trent North endure multiple types of deprivation and rightly call for greater funding for our schools, the UK’s commitment to build peaceful and stable societies overseas clearly misses the mark in this case. I struggle to look my constituents in the eye and justify our overseas aid spending when their hard-earned money enables radicalisation and UK-funded teachers use textbooks filled with hate. The two-state solution that we all hope to see remains unachievable so long as another generation of Palestinians are growing up indoctrinated to hate Israel and Jews. It is our responsibility as donors to ensure that the Palestinian Authority sit up and take note.

I am grateful for the intervention. On the IMPACT-se point, those were not my words, but the words of the then Minister. On UNRWA, I take the point that we need to see it in the round, but I do not see UNRWA as a particularly politicised operator, and it was on its numbers that I was relying.

From my time with UNRWA, it was clear that if its support stopped quickly, which it could if other Governments act as the United States did, there would not be significant support for people who desperately need it. The Government ought to be commended on their actions when that happened. I hope we can sustain that.

Surely that is exactly the point. UNRWA should act quickly to address all the concerns and issues that have been raised. All hon. Members want aid to reach people who are desperately in need, but at the same time, they do not want aid to be used counterproductively or in a way that promotes terrorist ideologies.

I quite agree. I have been proud to work with the Commonwealth secretariat in promoting press freedom, youth projects and, in particular, the youth development index, which includes an index based on freedom of speech. It is vital that we continue that important work. The Commonwealth Youth Ministers meetings happen regularly, and I have attended the last two. The Government have failed to turn up to a number of them in the past few years. I hope that with a new, revitalised ministerial team, we will see a change in that. Of course, I was personally proud and delighted to attend with Malala Yousafzai, who was honoured at the palace for the work she has done on girls’ education.

The shadow Minister is making an extremely good speech on gender equality. Does he agree that it is extremely important that we encourage and support Commonwealth countries to move forward and make progress on disability equality? That is an issue on which the Department for International Development in East Kilbride in my constituency is working hard. We should do our utmost in Parliament to champion movement on disability equality.

I do indeed agree. When I was at the most recent Commonwealth Youth Ministers meeting in Uganda two years ago, there were extensive discussions on that issue with some of the international disability organisations. I am pleased that in our presidency year London was host to a summit on disability and development. This country and the Government are doing things on disability, and for that they must be congratulated. They must continue that work.

If the Government believe that we need to develop new links around the Commonwealth, now is surely the time for them to develop schemes to make sure that young people and Commonwealth citizens can travel to meet and exchange with each other. A Horizon 2020 or Erasmus scheme for the Commonwealth—not just the poorly funded but very well managed Commonwealth Exchange programme that we currently have—must be on the agenda.

Let me turn to a couple of issues that cause so much pain among veterans in this country and in the Commonwealth. Every year since 2018, we have recruited 1,350 men and women from Commonwealth countries to serve in the British Army. That means that we currently have more than 6,000 Commonwealth personnel keeping our country safe. These men and women have come here, fought for our country and made lives for themselves. After four years, they are entitled to settled status, but they are forced to pay a punitive fee of £2,383, of which a large amount is profit to the Home Office. It is more than it costs to administer. Many of those who have come here have young families; for a partner and two children, they will be looking at a bill for more than £10,000 to stay in the place that they have protected, fought for and worked for, and that they now call their home. How can people who have volunteered to fight for us and our country—who have made their lives here—be treated so poorly? What discussions has the Minister had with his colleagues in Commonwealth countries about this issue? Will he speak to his colleagues in the Home Office about the Royal British Legion’s call for the removal of the fees for Commonwealth veterans? It is an issue on which we can probably find agreement throughout the House.

Let me finish by raising another issue. We literally owe an historic debt to members of the Commonwealth—Opposition Members have raised that issue a number of times. As the Minister will know, this time last year it was revealed that when the men of the East Africa Force —hundreds of thousands of black, white and Asian soldiers drawn from the British African colonies—received their demob pay at the end of the second world war, it was strictly calibrated according to their race, with black African soldiers from the same regiment paid a third of the amount given to their white counterparts of exactly the same rank. Many of those soldiers who faced discrimination are still alive today, but they are yet to receive even an apology from the Government, let alone any compensation.

The Opposition are yet to receive any answers to repeated letters asking the Government the following questions. First, how many surviving veterans were affected and are now contactable? Secondly, did the racial discrimination also apply to the demob pay of soldiers of the British Indian Army and the Caribbean Regiment in 1945? Thirdly, if so, do the Government know how many servicemen were affected in total across all regiments, and how many are still alive? Fourthly, what do the Government plan to do in response? They have had a year to provide answers to those questions, so will the Minister update the House on his actions going forward? When can the surviving men of the East Africa Force, and the other affected veterans, expect to receive an apology and acknowledgement? That is the very least that they deserve.

A Commonwealth must be more than just a name and more than just a glint in the eye of the past; it must be about honouring historic injustices, and it must be about a joint history. A Commonwealth must be about honesty if it is about anything at all.

That is a very positive suggestion. Perhaps we should take some money away from the Governments who are not doing enough and give it directly to people on the ground.

We could spend hours going over many countries in the world but I want to talk about Nigeria, to take one example. It is a wonderful nation on the west coast of Africa. It is a close partner in the Commonwealth. It is forecast to be the continent’s “bread basket” within a generation. The UN predicts that Nigeria’s population could be 411 million by 2050 and 794 million by the end of the century. We have many people born in Nigeria or of a Nigerian background living in Britain today, and we welcome all this. However, in the same way that the recent expansion of ISIS in Iraq and Syria could not have been so easily predicted, we should be careful not to exclude from our view the painful reality that parts of Nigeria are now ripe for an ISIS takeover. I will talk about a few distressing examples—all well documented—from Open Doors and other organisations.

Some 1,300 Nigerian Christians have been killed in the past year, in addition to the more than 6,000 deaths since 2015. The Islamic Fulani, a nomadic ethnic group of about 20 million people across 20 west and central African countries, are, I am afraid, largely responsible for this new wave of attacks. In the last four or five years, growing numbers of them have adopted a land-grabbing policy—motivated by an extremist belief system and equipped with sophisticated weaponry—leading to the massacre of thousands of people and the permanent displacement of vulnerable rural communities.

Despite centuries-long tension between sedentary farmers and the nomadic Fulani herders, recent attacks have exposed the Fulani’s improved military capability and ideological fervour. The Global Terrorism Index in 2016 and 2017 named Fulani militia as the fourth deadliest terrorist group in the world, with only Boko Haram, ISIS and al-Shabaab considered deadlier. Targeted violence against predominantly Christian communities suggests that religion and ideology are key drivers in the massacre, which is going on in our time and, we might say, on our watch.

The right hon. Gentleman is making an excellent point. Does he agree that it would be useful to have an update both from the Department for International Development regarding its involvement in supporting those persecuted in Nigeria and on the FCO’s and DFID’s engagement with the Government in Nigeria on those issues?

I will talk about our influence on Nigeria and the work of DFID and the Foreign Office, which is a very important point, but I will spend another couple of minutes detailing some of what is going on on the ground.

In Christmas eve in 2010 in Jos, at least 86 people were murdered and 74 injured in a series of Islamic bomb blasts and attacks, most of them targeting church services. Choir members were hacked to death in their pews. A year later in Madalla, Islamic bombers struck a Catholic church during a morning Christmas mass, slaughtering 45 worshippers and injuring 73 more. The day before, 11 were brutally murdered in Maiduguri, including a pastor and his young daughter who were incinerated in the fire-bombing of three churches. Life can be unpredictably and unbearably short for Christians in the killing fields of northern Nigeria. On the Epiphany of January 2012, 20 Christians who had gathered for a funeral were machine-gunned to death at close range by Muslim terrorists shouting “Allahu Akbar”, and a further 15 were brutally injured. In Rivers State in 2018, Islamic gunmen invoking the name of God opened fire on Christians returning from a church service, killing 17 and raping any vulnerable woman who could not escape. I could go on and on.

Warnings have been given by organisations such as PSJ, the Organisation for Peace and Social Justice. That organisation, which campaigns in Europe and the United States and is supported by many leading Nigerians, urges President Buhari to change course and raise his game. Its work is striking a chord with millions on the ground in Nigeria today. So many Nigerians have had their churches, homes, farms and even families taken from them in the harshest way imaginable. I commend the work of PSJ and other organisations, and hope that it can mark the beginning of a new era in Nigerian politics.

An ineffectual Government led by President Buhari have shown little sign of stopping the silent slaughter of the innocent. He has repeatedly paid lip service to possible solutions, but has failed to deliver on any of those vague promises. There are also geopolitical consequences. The President appears exceptionally relaxed about the fact that his border with Chad is porous and undefended, and, as such, it has become a transport hub for Islamist weaponry, intelligence and recruits.

Our long-standing connection and friendship with Nigeria means that we are well placed to do something about the unravelling situation. Whatever we do—if we save just one life—it is worth doing. At the same time we can respect national sovereignty, which, of course, we always do. Britain is one of the biggest donors of foreign aid to Nigeria: we give it £300 million each year. Is it not about time that we started to review the conditions attached to that aid, as our partners in America and Europe have been doing so in other contexts? One prominent example was in 2017, when the United States withheld nearly $96 million in foreign aid to Egypt and refused to commit itself to a further $195 million as a penalty for the country’s abysmal human rights record.

More recently, the US Government have proposed basing the apportionment of foreign aid on the way in which countries treat their religious minorities—all religious minorities. The scheme would involve designating a ranking system under which foreign aid handouts could be reviewed depending on the severity of the situation in each country. At this moment, the European Union is also preparing a human rights sanctions regime, which would allow the bloc to target specific individuals in breach of good practice. That regime could be readily applied to many in the Nigerian Government.

We might also consider using such mechanisms to hold Nigeria to account. Adopting that approach would place its Government under pressure to improve. The argument that Buhari needs British handouts to solve the problems facing him does not stand up to scrutiny. The fact that after years of generous aid packages the massacre of Christians is escalating is a sign that the money we have given him has not been used well. Continued and unquestioned support puts a seal of approval on his inaction. Undeserved aid packages of that kind provide a false sense of security, even when the situation on the ground is worsening.

We can help Nigeria greatly by incentivising it to use its natural wealth more effectively and equitably. It is 146th on the 2019 Corruptions Perceptions Index, and scores an abysmal 26 out of 100 for transparency. By contrast, Pakistan, which has seen horrendous human rights abuses towards Christians—most notably the poor woman Asia Bibi, imprisoned for years under an extremist blasphemy law—is 120th on the index, nearly 30 places higher.

One of the key policy aims of our Prime Minister and his new Government must be to defend persecuted Christians, at home and abroad. He has made some good moves so far, but they need to be backed up with more muscle. It is not that our impression of Nigeria as a resource-rich, joyful, and energetic part of the world is entirely wrong, but if we do not intervene soon, it risks becoming so. An ounce of prevention is worth a pound of cure.

It is a pleasure to serve under your chairmanship in this extremely important debate on the persecution of Christians, Madam Deputy Speaker.

As an officer of the all-party parliamentary group on international freedom of religion or belief, I pay particular tribute to the group and its chair, the hon. Member for Strangford (Jim Shannon), who is here today. His tireless work in the group is outstanding, as is his support for Christians and all other religious groups to prevent persecution and to ensure these issues are regularly raised in this House so that we are cognisant of our responsibility to address them at all levels of government.

This issue is of immense importance to constituents and church groups across East Kilbride, Strathaven and Lesmahagow. I have received over 60 emails in the past couple of weeks asking me to attend the Open Doors event in Parliament. I attended and was extremely impressed by its detailed work and its watchlist of countries where Christians are persecuted today.

I heard the poignant accounts of those who bravely practise their faith in countries where they experience threats to their life. As a Christian, I always seek to live by my values but, when there is a threat to someone’s life and, particularly, a threat to their family’s lives, the bravery, courage and absolute faith of those extraordinary individuals is commendable and insurmountable. I was moved by the whole experience of that event in Parliament.

Will the Minister take this away and consider the persecution faced by Christians in Turkey, China, Pakistan and Nigeria? I visited Nigeria with the Select Committee on International Development a number of years ago, and we heard at first hand the religious intolerance that appeared to be building and about the very real risks people faced every day. In support of the Bring Back Our Girls campaign, we spent time with the mothers whose children had been abducted.

As my constituency hosts the Department for International Development, I ask the Minister to look at the Department’s work. It is important to many Members that the Department continues to make progress on the spirit and recommendations of the Bishop of Truro’s report. The Department does fantastic work across the world, and people in East Kilbride are proud that we are at the helm of many programmes that support those facing persecution, as well as those in extreme poverty in developing countries.

As a member of the International Development Committee, I visited the refugee camps in Lebanon and Jordan following the Syrian crisis. I went with the hon. Member for Congleton (Fiona Bruce), who will speak shortly, and I distinctly remember that one of our reports highlighted how refugees from Christian backgrounds were often under threat of persecution and therefore could not, or felt they could not, go to the security and safety of the settlements developed by the United Nations High Commissioner for Refugees.

We took evidence over many months in producing our detailed report, and we understood that the proportion of Christians included in the resettlement programme was desperately low and that the issue had not been addressed at the time. I am not sure whether the Minister can provide an update today, but perhaps she could write to update me on the UNHCR’s work and on the number and proportion of Christians who are now part of the resettlement programme. Has that been addressed? My fear was that families were in hiding and were not able to take part in the very good programmes to which we contribute funding. That is extremely important.

We think about the international persecution of Christians, but we need to address how Christians across the United Kingdom sometimes feel. People from many different religions feel persecuted at times, and we must always address that. No matter our own religion or values, we must make sure that the UK has freedom of religious belief for everybody.

Some of the groups that contacted me over the past year have highlighted a gradual perception of the erosion of beliefs and values related to Christianity across the United Kingdom. That concern is felt by teachers who contacted me, and by individuals who feel it is important to celebrate Easter and who were very upset by the announcement a few years ago that Cadbury’s would be taking the word “Easter” off its Easter eggs. I remember writing to Cadbury’s at the time, and it subsequently reversed the decision. Although big companies might base such developments on their consumers, they have a fundamental impact on people with religious beliefs.

Other individuals highlighted cases where “Merry Christmas” has been replaced with “Happy Holidays,” or where they felt pressured to make that change. I visited a hospital not so long ago where staff were greatly upset that the star had been taken off the Christmas tree. It is important not only that we continue to work together across this House on all these issues, but that this is not just seen singularly as an issue for other countries, because we have to accept that we also have a lot of work to do to ensure the continuation of freedom of religious belief, which we all hold so dear as an absolute value in this House. We must support that and do everything we can, across all parties in this House, to ensure that it is one of the core fundamental values that underpin our democracy.

I thank the Minister for giving way; she is being very generous in taking interventions. She has said that points have been put on the record, but, with DFID in my constituency, I know that we are contributing enormous amounts of aid to these countries. What response do we get back? What progress is being made? What plans are being put in place? What concrete evidence is there that these countries are actually listening to anything we say?

With DFID offices in her constituency, the hon. Lady must realise that that is a question for DFID. Again, the civil servants in the Box will have heard what she said and, as I said to my hon. Friend the Member for Congleton, I am sure that they will reply to her.

We have talked about other areas where the UK Government are particularly encouraging the Nigerian Government to do more to reduce conflict. The fostering social cohesion conference being hosted by Wilton Park this month will look at the complex drivers of conflict and aim to identify solutions that meet the needs of the communities. I hope that that goes some way to answering the questions asked by my right hon. Friend the Member for Gainsborough (Sir Edward Leigh).

Today’s debate has focused on the persecution of Christians, but, as other Members have mentioned, we should not overlook the suffering of other religious groups around the world. We are deeply concerned about the persecution of minorities in China, particularly the Uyghur Muslims in Xinjiang, and we have raised our concerns on numerous occasions, including at the UN General Assembly last year. We are also aware of reports of church closures in China and of individuals being detained because of their faith, including Pastor Wang Yi who was sentenced last year. To answer the specific question: yes, we have raised our concerns about his case directly with the Chinese authorities. Lord Tariq Ahmad does this on behalf of the Government, and we will continue to monitor the situation closely.

I know that communities of Iranian heritage with links here in the UK, including the Baha’i community, are terribly concerned about the treatment of minorities in Iran. During the United Nations General Assembly in September 2019, the UK brought together many supportive states and independent legal experts to highlight increasing concerns about Iran’s human rights record.

I will be happy to return to that, but I would point out that 0.7% is a proportion of gross national income, so Scotland, under a Barnett formula or whatever, as an independent country, would continue to spend its equivalent proportion or possibly more.

We have yet another ministerial team in DFID. I welcome all those Ministers to their posts, especially those who have arrived via the Government Whips Office, but they should know that the trend away from the aid target for DFID spending is something that many of us have been keeping an eye on for many years, and it is a cause for concern. As my hon. Friend the Member for Stirling pointed out earlier, over 27% of ODA funds are now spent by Departments other than DFID, including the Home Office and the Ministry of Defence. I have been particularly concerned about the increasing amount of spending that is effectively being double-counted, towards both the 0.7% aid target and the NATO defence spending target of 2% of gross national income. I know that Ministers will say that they do not mark their own homework and that it cannot be helped if some spending meets both measurements, but every effort should be made to ensure that the two targets are reached with distinct spending and that any overlap just happens to be a bonus.

The National Audit Office concluded in June 2019 that aid spending outside DFID was not transparent enough. Those concerns can only be compounded by the growing rumour and speculation in the press and elsewhere about the future of the Department and the Government’s commitment to the ODA target. The Tory manifesto in this election barely mentioned international development and made no reference to the sustainable development goals. All the other main parties committed to maintaining DFID as a stand-alone Department, but the Tory manifesto was silent on that. The Minister now has an important opportunity to clarify, on the record, the Government’s position and intentions. Members have been asking about this all day, and we do not want to hear a “wait and see” response. He has seen my early-day motion about this issue and he knew perfectly well what the subject of this debate would be from the title, so here goes.

Can the Minister give the House a categorical assurance that the Government will spend 0.7% of gross national income on official development assistance each year for the lifetime of this Parliament? To do anything else would jeopardise over 20 years of cross-party consensus and risk undermining any pretence to global leadership on these issues. Can he confirm that the Government will not seek to change, or initiate changes to, pre-existing international definitions of official development assistance? If the OECD definition were to change, that should be done on the basis of an evidential need and using a consensus-based approach. At the very least, any changes would need to be agreed through a genuinely participative, consultative, global process. It would defeat the entire purpose of meeting the target if the definition of aid were to be arbitrarily or unilaterally changed, especially if it allowed aid to be used for diplomacy, military or corporate commercial purposes.

Can the Minister outline what discussions, if any, have taken place within Government about the continued existence of DFID as a dedicated, stand-alone Department? What is his response to newspaper reports that DFID might be retained as a Department, but that its Secretary of State would also be the Foreign Secretary? He must surely accept that if that were to happen, it would be a merger of the FCO and DFID in all but name. If DFID is to remain both effective and accountable, it must have its own dedicated Secretary of State, who can champion its cause in the Cabinet and answer questions on the Floor of this House.

Have any such discussions about the future of the Department been part of preparations for the Government’s proposed integrated security, defence and foreign policy review? As the hon. Member for Liverpool, Walton asked earlier from the Labour Front Bench, what is the timetable for the review? Will it be subject to consultation, and what other opportunities will there be for stakeholders to contribute? What is the Minister’s response to press reports that DFID country reps will be asked to report to local UK ambassadors? Does he realise that this risks politicising DFID programmes in developing countries?

Aid should be delivered without fear or favour. One of the great achievements of DFID and the global aid community since the 1990s has been the move away from conditionality of aid and the understanding that progress towards the global goals should be separated from any specific relationship issues with country Governments. We cannot allow that to slide backwards. If the Minister sees a case for integrating DFID functions with embassies, can he have a word with his colleagues at the Home Office, who are busy stripping visa functions out of embassies, privatising them and causing chaos in their wake? Either embassies are hubs for the entirety of the UK’s presence in a country or they are not.

What reassurances can the Minister give to DFID staff about the size of the workforce and the Government’s commitment to retaining their expertise, especially, but not only, for those based in Scotland?

Does my hon. Friend agree that, given the current reports and the lack of clarification from the Ministers in charge, staff based at DFID’s East Kilbride headquarters—who are doing fantastic work in reaching the poorest people all over the world through their programmes and their specialist expertise—face an uncertain future? Does he agree that that is unfair to them, and that clarity and reassurance must be offered immediately?

I wholeheartedly agree, and that was the whole point of my applying for tonight’s debate. We want those assurances from the UK Government.

Let me gently remind the Government, and other Conservative Members who raised this issue earlier, that in 2014 the presence of DFID in East Kilbride was touted as one of the great benefits of the Union, and it was said that its loss would be one of the great risks of independence. As I said earlier, the independence White Paper committed us to going further than the 0.7% target, and we would have wanted to retain that global expertise. It seems that—as with so many of the promises of Better Together in 2014—following Scotland’s choice to stay part of the United Kingdom, all the supposed risks of independence are being realised in any event.

What reassurances can the Minister give to the many stakeholders, charities and non-governmental organisations, here in the UK and around the world, about the future of the funds that they currently receive from DFID? Changing or diminishing aid definitions, departmental restructuring, or any wavering of the 0.7% target will put at risk the ability of those organisations to deliver their programmes and plan for the future.

No organisation should be, or wants to be, dependent on specific grant funding, but for many organisations of which I have had personal experience, DFID grants provide a foundation that allows them to develop or expand other aspects of their work. That is particularly true of the UK Aid Match programme, which I mentioned earlier. It is not without its flaws, but it has grown in popularity in recent years. The best development results are achieved when funding is provided on a stable basis over a long period rather than being chopped and changed on a whim. Such agencies should also be allowed—even expected—to challenge and lobby Governments on all of these issues, without any fear that that will affect their ability to be awarded funds for overseas programmes.

My final question to the Minister, which I have asked several of his predecessors and will probably ask several of his successors, is this: how do the Government define the “national interest”? It has been a mantra of DFID Secretaries of State and other Ministers since 2015 that aid should work in the national interest, but when it comes to aid and development, how does the national interest differ from the global interest? In what way is achieving the global goals for sustainable development contrary, or somehow supplementary, to the national interest?

It is in all our interests to end poverty, to ensure that every child is given an education, to keep the oceans clean, and to help communities adapt to and mitigate the effects of climate change. We are all part of one human family, and our own individual dignity is diminished when our poorest sisters and brothers are forced to live in a poverty that is not of their own making, so the global interest—the global vision of the sustainable development goals—must be in the UK’s national interest.

If the Government accept and recognise that, the logic follows that they must continue to meet their international obligations to aid and development through the 0.7% target, and they should deliver that through a dedicated Department for International Development. I hope very much that the Minister and his inevitable successors, in whatever shape or form, will agree.

Thank you, Madam Deputy Speaker. I assure you that I always try to make my words as meaningful and as brief as possible. I am also coming from the European Union Parliament where a nine to 10-minute speech is, as my good friend the hon. Member for Manchester, Gorton (Afzal Khan) knows, an acre of expanse, but I will certainly keep my words brief today.

I have listened carefully to the contributions thus far, and, as we approach Burns season, what strikes me is what our national poet said:

“O wad some po’er the giftie gie us

To see oursels as ithers see us.”

I look forward to the note from Hansard asking me to explain that. Global Britain is not just how Britain wants to be perceived; it is how the rest of the world judges Britain by its actions and its deeds. Warm words and sympathy are in no short supply in this place, but the world is watching, and it is watching Britain right now very carefully. I believe that we are at a crossroads—I say “we” quite deliberately, much as we have a different perspective from these Benches.

I am, as I say, new to this place, but I was elected to the European Parliament in 2004. I have served there since, lately on the European Parliament’s Foreign Affairs Committee, with a particular emphasis on the middle east and north Africa. I grew up in Saudi Arabia, so I have sand in my blood. I will always have a close interest in the middle east and what is going on there. That is a subject on which I look forward to engaging with colleagues.

I also bring an unashamedly European style to my politics. I believe that we get more done when we focus on where we agree, not on where we differ. I believe that we get more done when we strive for consensus, even if, perhaps, it cannot be found. When he visited the European Parliament, German Federal President Frank-Walter Steinmeier said that the European Union is based on the revolutionary idea that our opponent might have a point. That is always my politics. That is always the attitude that I bring. I do hope that the Foreign Secretary has received my email suggesting a coffee. I look forward to discussing where we do agree, and I look forward to working with colleagues across the House on where we agree. Where there is alignment of our view on Scotland’s best interests with global Britain, I will not be shy in agreeing.

Having said that, it is just possible that we might not agree on everything, because we on these Benches are not committed to Britain in the world. We wish it well, but it is not our project. We are committed to an independent Scotland in Europe. I was not always a nationalist, but I have concluded that Scotland’s best interests would be best served as an independent state in the European Union.

I said in my maiden speech back in December that I regret that Brexit is happening, but I accept that it is happening. I am not about fighting old battles; I am not about tilting at windmills. However, I do say to colleagues on the Government Benches—Members should trust me when I bring my European experience to bear on this—that leaving the European Union is the easy bit. What comes next is a quantum shift in complexity, and, because of the timetable that has been set, urgency. It is my view—others may disagree—that Brexit will leave global Britain poorer in every sense, weaker in every sense and less secure and less safe in every sense, unless we work together to get this right.

The view from the SNP Benches is that the implications of Brexit on foreign affairs and security co-operation are very far from clear. We have a number of documents in the conditional tense. They have not been agreed or signed off—at least not by the European Parliament. There is an interest in a close co-operation on the SNP Benches. We would very strongly urge Norway levels of co-operation with the EU, particularly on security issues. That will keep us safer—that will keep our citizens safer. It is in all our best interests to work towards that, and if that is where the Government are heading, I pledge the support of these Benches much as we have our difficulties and differences on other things.

It is also in the interests of democracy within these islands—we have heard mention of it already—to release the Russia report. The document exists. Grave concerns have been raised about external interference in the UK’s democracy. A document exists that has not been published for dubious reasons. It should be published now so that we can all see where things are. Surely when we are looking to be a beacon of best practice to the world, credibility begins at home.

An issue that is close to Scotland’s heart is international development. We very warmly support and welcome the 0.7% commitment on international aid, but that is not without caveats. We are concerned about the increasing politicisation of the aid budget. We are very concerned about the suggestion that the Department for International Development could be wound into the Foreign and Commonwealth Office. We think that would be an entirely retrograde step. We are pleased that it has been abandoned for the moment, but this is a continuing trend.

I thank my hon. Friend for giving way. He is making an excellent speech. On the very point that he is discussing, the staff of DFID, particularly those in my constituency in East Kilbride, contribute so much in relation to providing aid worldwide and excellent programmes. Having been chair of the all-party group for disability, I particularly consider its excellent work in getting children with disabilities into school. Does my hon. Friend agree that such work must be protected? It must be protected to protect the UK’s reputation, but also in relation to jobs, the wider economy and the good that we do internationally.

I very warmly agree. My hon. Friend is of course no stranger to DFID. SNP Members want to see that work and independence protected and maintained, but the trend we have seen is concerning. In 2017, DFID managed only 72% of official development assistance, down from 88% in 2013. Given the budgets being spent by other Departments, we think that is a retrograde drift that we need to reverse. We want to see an independent DFID—not part of the FCO—and we want the budget to be focused on climate change. The world is moving fast. We need to see a strong effort on climate change, because it is a global imperative that we very strongly support. The International Development Committee has called for this, and we would welcome and support moves towards it.

We are not going to agree on everything, but, as I have said, where we do agree I will not be shy of agreeing. “Perspective” is not just another way of saying “opinion”; we see the world differently on the SNP Benches. I am a Scottish European. I wish global Britain well; where we agree, we will agree. But Scotland is a European nation, and Scotland has not yet been heard on this.

That is a question that requires very serious consideration, and of course there are many persecuted Christians from countries such as Iraq and Syria who might wish to seek asylum as well.

Last year, again in Pakistan, Suneel Saleem was beaten to death by a group of doctors—a group of doctors—in the Services hospital in Lahore when he protested about the anti-Christian abuse his heavily pregnant sister had suffered at the hospital. The US State Department says that the Pakistani Government themselves have

“engaged in or tolerated systematic, ongoing and egregious violations of religious freedom”.

Yet, just a few weeks ago Pakistan’s Foreign Minister speaking in Brussels dismissed concerns as being “whipped up” by “western interests.” His attitude is not acceptable, especially bearing in mind that the UK Government send £463 million a year in aid to Pakistan—it is the single biggest recipient of UK overseas aid, but we do not attach conditions about ending persecution of religious minorities.

The litany of persecution goes on. In May 2017, two churches in Sudan were destroyed on the orders of the Government. In June 2017, some 33 Christian women in Eritrea were imprisoned by the Eritrean Government simply for taking part in prayer. And in India, 24,000 Christians were physically assaulted last year. Prime Minister Modi dismissed that as “imaginary fears”; he is wrong and we should say so.

The hon. Gentleman is making an excellent speech on a very important issue. Does he agree that we must also be very careful that individuals in this country have freedom of religious belief, particularly given the level of abuse and intolerance following the votes last week on abortion? Does he also agree that we should decry the fact that at St Vincent de Paul parish in East Kilbride in my constituency parishioners arrived this morning to find that their Our Lady of the Grotto had been destroyed by mindless vandals? Does the hon. Gentleman agree that these issues are also troubling people across the United Kingdom?

The hon. Gentleman is making an excellent speech, particularly in his focus on education. I am the chair of the all-party parliamentary group on disability. Does he agree that in many developing countries, children with disabilities still find it too challenging to get to school and that we must focus on those extremely vulnerable children, who are often kept behind closed doors and never seen? We must ensure that they get every opportunity in life and that, in line with the sustainable development goals, we leave no one behind.

Absolutely. The hon. Lady makes an extremely good and useful intervention. As many hon. Members have done, I have seen the disabilities that some children have that prevent them from attending school or from doing very much in life, really. For example, we see children who cannot stand up because their limbs are damaged, and children with cataracts who are blind because they cannot get a simple operation. That situation really is unacceptable. So, if our aid can help reduce such incidents, it really is worth doing. We have to increase aid, and we have to improve so much.

It is a sad fact that we are one of only eight countries that actually meet the aid target. Other countries do give a lot of money, but few actually meet the target, and we need to work with and encourage others to do so. The situation is a bit like reducing emissions in this country, because we produce only 2% of the world’s emissions, but if other countries are not going to play their part, we are not going to get the progress that we need. The situation is exactly the same with aid.

My hon. Friend makes an extremely good point. I would argue that all taxpayers’ money spent by DFID—all the overseas development aid budget—is in Britain’s national interest. It helps to make other countries safer and more prosperous, which has a direct effect on making us safer and more prosperous.

What should our priorities be now? I want briefly to mention four. First, we should recognise the importance of tackling conflict. It is conflict above all that mires people in poverty. Britain has been a huge provider of humanitarian relief in Syria—it has provided more humanitarian relief to the poor suffering people of Syria, within its borders and without, than the whole of the rest of the European Union put together, as we try to absorb the humanitarian shock of the massive failure of policy that is the Syria conflict. I am a tremendous critic of the Government’s shameful policy on Yemen. Nevertheless, humanitarian aid to Yemen is helping many tens of thousands of people who, without it, would starve. If we look across sub-Saharan Africa, stretching from northern Nigeria through the Central African Republic to Sudan, where the number of displaced people is so immense, and through to the horn of Africa and up into Yemen, we see a belt of misery that is destabilising for the world. This is where international development and Britain’s commitment can make a real difference.

If the first key task is tackling conflict, the second is building prosperity. That is about building good governance and having a free media. I am very pleased that the Foreign Secretary is holding an international conference to espouse the importance of a free media. We keep politicians and powerful people on the straight and narrow through having a free media and the rule of law. The hon. Member for Liverpool, West Derby, the Chairman of the International Development Committee, made the point that the CDC has a huge impact on building prosperity. Its annual report, published today, makes clear two extraordinary statistics. First, in 2018 alone, CDC investments—CDC is the 100% British taxpayer-owned investor of pioneer and patient capital—led directly to the employment of 852,130 people. That is an enormous number of families who have a breadwinner and who are being fed. The investments made by CDC in the poor world have led to tax of $3.2 billion being paid into the Exchequers of those countries over the past year. That is an extraordinary impact. That money may not always be well spent once it arrives in the Exchequers of those countries, but it shows that investment in enterprises in poor countries is not only employing people but yielding tax revenue.

The third priority is the absolutely prime importance of demonstrating to our hard-pressed taxpayers that their money is really well used. We should always strive to get more out of each taxpayer pound that is spent. We owe it to our constituents, who are stumping up the money, to show them that they really are getting in 100 pence of value for every pound we spend. We cannot do too much as politicians and Ministers—the Minister, I know, will agree—to make the case and explain why the money is so well spent.

The right hon. Gentleman is making a fantastic speech, and he has great knowledge and experience in the field of international development. Does he agree that in terms of value for money, one extremely good project is the Small Charities Challenge Fund? Local churches and organisations in our constituencies can raise money and apply for match funding to make a difference across the world both through aid and by connecting our local people with people in developing countries—schoolchildren, churchgoers and so on—which facilitates positivity around the international development budget.

The hon. Lady makes an extremely good point. When I had responsibility for these matters, I set up the impact fund, which was effectively designed to match-fund the donations and support that individual organisations could secure. It was a way for the taxpayer to get two for one as a result. The fund probably starts at too high a level to impact on some of the projects that she talks about, but she is right that this is a very important area of development, and we should do more about it.

I was making the point about demonstrating the effectiveness of spending. I have always thought that one of the most effective ways of doing this—I said it in the last Parliament, and I think it is true in this Parliament—is to look at the way in which Britain supports vaccinations, particularly of those under five years old around the world. The critical importance of that will be clear to all Members. We were able to say in the last Parliament that the British taxpayer was vaccinating a child in the poor world every two seconds and saving the life of a child in the poor world every two minutes. Those children were suffering from diseases that, thank goodness, none of our children in Britain and Europe die from today. That is a very visual, good example of just how important and effective this taxpayer spending is.

Let me turn to my final point. There was a report about money being spent by other Departments, there was the National Audit Office report, and we have the report from the Independent Commission for Aid Impact, which I set up in 2010 and which is the taxpayer’s friend. It is there to act in the interests of the taxpayer to ensure that this money is really well spent. When we set it up, many people in the development world said, “You are handing over the assessment of development to accountants, who may not always understand how long a tail there is and what makes development effective.” The truth is that those of us who are tied up in the development community have to hold ourselves to the highest possible standards and always be self-critical. We often take the plaudits when we are successful, but we must also be very self-critical when things go wrong, put up our hands and try to put it right. That is what the ICAI is designed to do.

It is of great importance that the ICAI reports to the hon. Member for Liverpool, West Derby and not to Ministers, who can sweep inconvenient truths under the carpet. It reports to the International Development Committee, which tasks it to look at issues. That gives it independence—it reports to Parliament and the legislature, not the Executive and Ministers—and that is why it is so important and why its reports are, I believe, treated with such credibility by the Committee. The recent report showed that not all Departments spend money to the same very high standards as in DFID. Indeed, we have seen examples of some Foreign Office projects in far-off places—I am thinking of a particular one in Madagascar—on which, when the press found out about it and went to the Foreign Office to ask it to justify the spending, it said, “It’s no good talking to us. It is DFID money; go and speak to DFID.” That is completely unacceptable. Other Departments that spend hard-pressed taxpayers’ hard-earned development money must expose themselves to the same level of scrutiny that DFID does and stand up for the money that they are spending. All Departments must take that extremely seriously.

I will draw my remarks to a close, because others want to speak. Our generation has the opportunity to make such a difference to the extraordinary discrepancies in opportunity and wealth that I described earlier, and we are doing it. It is happening under British leadership, and it is currently one of the few examples of global Britain. I think that everyone, whatever their political view and whatever their standing, should take great pride in what Britain is doing. It is cross-party; it is a British policy—not Labour, Liberal or Conservative—and we should take pride in doing that and supporting it.

I thank the hon. Gentleman for his points. His contribution to the report was extremely important, as he knows. He raises two points that we looked at in various different ways. The Italian question came up at the end of the report process. On the question of the Uighurs, one of the things that came out strongly is that it is not simply a Chinese domestic issue. The repression of Muslim communities in western China will almost certainly have repercussions on other areas, including the UK and our allies in the region, as radicalism is likely to increase and further violence may follow from that.

As the hon. Gentleman will have heard, this is one of those moments when one must remember that one is looking at various forms of China. We are seeing the Chinese security state experimenting with its powers, particularly in Xinjiang. In some ways, one could say that modern China is an experiment. The challenge to which we do not know the answer is whether old men with tech can beat young people with ideas. So far, we do not know.

Italy’s deal with China is part of a long pattern that we have seen in Chinese foreign policy, which is to divide alliances and seek to break up groups. In this case, that is to split Italy from the rest of the European Union. It is interesting that when President Macron met President Xi only a few days after that deal was signed, he insisted on having Chancellor Merkel and President Tusk in the room at the same time to make the point that the European Union was still a united entity when dealing with Chinese trade. The hon. Gentleman is absolutely right that the Italian decision to go on its own poses some important questions, not only for the European Union but for the United Kingdom.

I thank the hon. Gentleman for explaining his report in such detail. The report is excellent and thorough, and I commend all members of the Committee as well as its excellent Chair. Will he tell me how important he thinks soft power is in building our future relationships with China and ensuring that we foster them in the most positive ways, such as through cultural exchange, art and literature, which are important? I had an excellent visit to the Brunei gallery to see the exhibition of John Thomson, who was a devoted Scottish photographer. It was curated by Betty Yao. In the 1800s, he took the earliest pictures of China. I know that the ambassador has been very positive on the connections. Will he comment on taking forward soft power and culture, and that connection?

The hon. Lady makes some important points on soft power. We did not look specifically at the area of arts that she talks about, but we did speak to people about universities. The university sector is an extremely important element of the UK’s soft power, particularly in Scotland, which has universities with international reputations such as St Andrews, which is merely an example of the much larger university sector.

When we look at the university sector in terms of soft power, it is important that we look at both its influence and the challenge that dealing with autocratic states can pose. The hon. Lady is right that soft power is very important; it allows us to spread cultural values and to influence future generations of Chinese society. However, it also gives the Chinese state an opportunity to influence some aspects of the UK.

We took evidence from some universities and professors who commented on the nature of the intervention in UK civic life that the Chinese state has made, on occasion, in seeking to close down debate or discussion in UK universities by using Chinese students as an economic lever over our university sector. That is clearly important, and something we need to be cautious about. It is one of the reasons why many of us on the Committee are so supportive of the work of the BBC World Service in setting out a neutral and open information network for the world.
