That this House has considered consultation with disabled people on the effect on their services of the UK leaving the EU.
It is a pleasure to serve under your chairpersonship, Mr Hollobone. I start by thanking Disability Rights UK for its support while I was preparing for today’s debate and for the excellent work that it continues to do on the impact of Brexit on disabled groups.
The Brexit debate in Parliament has to date focused largely on trade, access to markets and business objectives. Little has been said about the type of society we wish to be after Brexit, and even less about the impact of Brexit on groups in society such as disabled people and on their daily services and human rights. Today’s debate in Parliament is therefore important, because it highlights our need to consult widely and to think tangentially about Brexit. Fundamentally, Brexit is not just about markets and money; it is about people. To work for everyone in our society, Brexit must therefore be inclusive. For disabled people, Brexit must have equality legislation and vision placed at its heart.
Disabled people make up one in five of the UK population. That is a significant sector of our population that will be affected by the legislative changes flowing from the UK’s decision to leave the EU. It is therefore incumbent on the UK Government to consult disabled people and their organisations on post-Brexit Britain. How extensive is the consultation likely to be and what should be the remit for a consultation with disabled people on Brexit? We are concerned about the very real potential for Brexit to have a significant impact on the ability of disabled people to live and work independently and with dignity in our communities.
Many of the rights that are upheld for those living with a disability have their foundation in European Union law. Examples include the 2000 employment equality directive, which requires member states to prohibit disability discrimination in employment; the 2006 air passenger rights regulation, along with similar regulations on rail, ship and coach travel, which require disabled people to be given assistance when travelling in the EU and European economic area; and the 2004 medicinal products for human use directive, which requires the packaging of all medicinal products to include Braille labelling to make them accessible to disabled people. Indeed, the groundbreaking European Accessibility Act is currently being negotiated at EU level. The Equality and Human Rights Commission has said that it will benefit disabled people by providing common rules on accessibility in relation to computers, ATMs, ticketing machines and banking services. In the last few years, there has been a really strong set of initiatives from the EU, with accessibility very much part of the EU strategy, which impacts on the UK in a host of areas.
We ask ourselves what will happen to the financial support—the millions of pounds—that the EU provides from the European social fund to support a range of schemes and support for those living with a disability. Will successive United Kingdom Governments continue that important support? Will they set out how they will do so? Will they guarantee continued support for disability services post Brexit to disability rights groups and organisations, which currently benefit from that funding?
Understandable concerns have been raised about the settlement criteria proposed by the UK Government. It is alarming that disabled people from other EU countries might be disadvantaged when it comes to establishing a right to permanent residence in the UK. If the criteria are to be employment based, what of disabled people with fluctuating conditions, who may require breaks from employment? Consultation on settled status must be carried out with disability groups to ensure that disabled people are not excluded from settled status purely by virtue of their condition.
The impact of Brexit on NHS and social care staffing levels is a great concern. Adequate access to health and social care is vital for many disabled people, but with all the new implications that Brexit brings for EU citizens in terms of gaining work permits for the UK, and with EU workers perhaps deciding to leave the UK because of those conditions, there will be inevitable and undue strain on services. Recent reports show that, post Brexit, the UK may be a much less attractive proposition for EU workers, particularly skilled workers, and that healthcare could be one of the hardest hit areas, with a staggering 84% of workers in that sector from EU countries saying that they will leave the UK. For Scotland, that is also worrying, because according to the most recent figures, 5.8% of the health and medical workforce are non-UK but EU passport holders, and experts tell us that losing EU workers will have a significant impact on our NHS workforce.
How will disabled people be able to access the care packages and support and NHS treatment that they need in the light of the potential exodus? Many EU nationals are already considering leaving the UK. Will the Minister tell us what plans are in place to deal with the potential shortfall in staff, and address the extremely important concerns about the criteria?
Many disability rights groups across the UK have expressed concerns about the level of support and, some would say, the lack of understanding and compassion shown to those living with a disability, who have suffered as a result of UK Government policy, such as the cutting of the employment and support allowance work-related activity group component by £30 a week and the tightening of eligibility for personal independence payments. Those measures have pushed more disabled people into poverty and potential social isolation. Concerns about what life in the UK will look like post Brexit for people with a disability must be taken extremely seriously. Given those recent events, it is understandable that many disabled people are beginning to feel quite alarmed. The implications of Brexit and the potential impact on disabled people, which we will hear about today from many hon. Members, need to be addressed urgently by the Minister and the UK Government.
I was today given a briefing from the Guide Dogs association on the effect on disabled people of the UK leaving the EU. It makes key points to which I would like the Minister to respond. It states:
“The UK’s withdrawal from the European Union has the potential to have a serious impact on the safety, mobility and independence of people with sight loss, by placing at risk two key areas:
Disability awareness training for bus drivers
The audibility of electric and hybrid vehicles”.
Will the Minister respond to those points? I understand that EU regulation 181/2011 is due to come into effect in 2018 and requires all bus drivers to undertake disability awareness training. That regulation was due to come into force in 2013, but the Government used a derogation to delay its introduction. Guide Dogs says:
“We are now concerned that the UK’s withdrawal from the European Union may mean mandatory training will either not be brought into effect, or later translated into UK regulations once the UK has left the EU.”
Training for bus drivers is badly needed. It ensures that drivers are aware of the needs of passengers with sight loss and respond appropriately. In a 2014 survey, only 14% of respondents said that a bus driver always responded appropriately to their needs as a disabled passenger. To tackle social isolation and people’s very important need for independence and mobility, those issues must be addressed.
The concerns expressed today are very real. We need commitments from the Minister and the UK Government that the rights of those living with a disability will not be diminished or eroded over time. We need to know that the financial support for disabled people that is in place from our EU membership will continue; that those from other EU countries will not face discrimination if they choose to seek settled status; and how the Minister will address the seemingly inevitable shortfall in those who provide support and care for the disabled in our communities and NHS. Recruiting and retaining workers in the social care sector is already challenging, but Brexit could precipitate a shortfall that becomes a crisis.
I ask the Minister to ensure that, as the Brexit negotiations unfold, the rights and needs of those living with a disability are central to discussions and negotiations. Post-Brexit considerations may seem of most significance to trade, but they are also of fundamental significance to people, and ultimately to the inclusiveness and the nature of our society for those with a disability.
I see no Back Benchers standing, so we will go straight on to the speeches by the Front-Bench Members. I take it that you are the Scottish National party Front-Bench spokesperson, Mr Linden. Normally there is a limit of five minutes for the SNP, five minutes for Her Majesty’s Opposition and 10 minutes for the Minister, but I think we can be far more liberal—with a small “l”—this afternoon. You cannot speak for as long as you like, but you can speak for longer than five minutes.
I think I can manage that, Mr Hollobone. I thank the hon. Member for East Kilbride, Strathaven and Lesmahagow (Dr Cameron) for securing this important and helpful debate. I put on record my thanks, and those of the Secretary of State for Exiting the European Union and his Ministers, to Disability Rights UK for the welcome and helpful work that it has done on the manifesto. I also thank the other Members who have contributed to this discussion.
I absolutely agree with the hon. Lady that this is not just about markets and money. I say that not just as a politician or an avid leave campaigner. I have gone the length and breadth of the country, and I know the public think that Brexit is more than markets and money. They voted to leave or remain for a variety of reasons: for this country’s potential to have a positive effect in developing nations, which could have huge benefits for the disabled community overseas; for all sorts of societal reasons; for the primacy of international humanitarian law; for skills training in the UK; and for lots of other reasons, including additional funding for our public services.
As we talk about Brexit in this place and consider what we need to do as we exit the EU and how to maximise and lever all the opportunities that will come with it, we must talk about a broad range of issues that matter to the public, of whom disabled people form a large cohort. In research done by the Papworth Trust last year, a randomly sampled survey showed that 54% of disabled people voted to leave. Clearly, the community has clear ideas about what it wants us to secure and protect as we exit the EU.
I thank the Minister for referring to that important piece of research. My understanding of the Papworth Trust’s research is that many disabled people voted to leave based on the consideration that additional funding might come to the NHS, and therefore to their care. Does she not think that that shows how important it is that we recognise the needs and care of disabled people in our Brexit negotiations?
I agree completely, and I will address the issues that the hon. Lady and other Members have raised during this debate.
Members have spoken about services and about strengthening rights and supporting disabled people to reach their full potential, whether through employment or by other means, and play their full part in society. The decision to leave the EU does not change those priorities. Government officials are comprehensively considering the impact of the transition on disabled people.
I would certainly be happy to do that. I am always happy to visit, although it may have to be during the recess. The Under-Secretary of State for Exiting the European Union, my hon. Friend the Member for Worcester (Mr Walker), has responsibility in this area and responsibility for Scotland. I am sure there will be opportunities to talk to him directly.
Throughout the negotiations, Ministers and officials are holding meetings with the business community and others about a variety of issues. I know from my own sense check of DExEU that the materials that may be needed to support those meetings, such as documents in accessible formats, are in good order.
DExEU’s engagement with stakeholders will ensure that our commitment to equalities through the transition remains steadfast. Indeed, we hope to use the EU exit as a potential opportunity to create standards that are higher than the EU’s in many areas—I know that the Disability Charities Consortium is particularly keen on looking at such opportunities. To support this work, DExEU will share with colleagues in other Departments, including me in the Office for Disability Issues, the insight gained from its stakeholder engagement on this and other matters. Brexit is a cross-cutting issue, and the Government are co-ordinating work to ensure continuity for everyone in this country in the wake of the legislative transfer. In our relationship with the EU, the UK has been a leader on many equality issues. I hope we will continue to hold that leadership role even outside the EU.
Let me address some concerns mentioned by the hon. Member for East Kilbride, Strathaven and Lesmahagow. Our standards on rail vehicle accessibility for disabled people were used as the model for EU-wide standards. That is just one example. On bus driver training, which she mentioned, the EU regulation came into force on 1 March 2013 and training has to be put in place within five years. As she will know, the Department for Transport has been doing an awful lot to ensure not just that the right legislation is in place, but that bus drivers are trained and that the standards of customer service that people enjoy on public transport are maintained. My Department is supporting that work. One of our disability sector champions, Jane Cole, is promoting good practice on disability awareness training—I place my thanks to her on the record.
I hope we maintain our leadership role. The UK has some of the strongest equalities legislation in the world, including the Equality Act 2010, which enshrines equality in domestic law. A huge focus of my Department is on ensuring that that law is enforced, because we cannot rely on people having to sue organisations to enforce it. We have some new opportunities to achieve that, particularly by utilising technology. That is one way in which the Office for Disability Issues can support this agenda.
The hon. Member for Greenwich and Woolwich (Matthew Pennycook) raised the ESF. For projects signed off after the autumn statement, which will continue after we leave the EU, funding will be honoured by the Treasury. We expect those projects to provide value for money and to be in line with our domestic priorities. We want leaving the EU to mean that we can take our own decisions and set for ourselves the policy objectives that were previously targeted to gain EU funding. The Government will continue to consult stakeholders to review EU funding schemes in the round and ensure that any ongoing funding commitments best serve the UK’s national interests.
Has there been any discussion of whether the funding that was received from the EU will be matched in the long term?
For projects that are already ongoing, the funding will continue. That will be honoured by the Treasury. In a way, the European social fund is the easiest issue to grapple with, but a large focus of DExEU’s work is on other issues. Future projects that meet the objectives of the Government of the day and that offer good value for money will be funded by the Treasury. New as well as continuing projects will be dealt with in that way. However, we are well aware that the UK’s third sector has mapped the fact that it relies on funding from all sorts of other sources than the European social fund. DExEU and the Equality and Diversity Forum have a project that is looking at how to ensure that the sector will not suffer, and that leaving the EU will not be detrimental to the funding that goes into those projects.
My office is looking across all areas at how to enable the third sector to derive a greater income. Understandably, we have cracked down on all sorts of fundraising—chugging and so forth—that the sector has done over many years and that the public are concerned about. However, these organisations provide amazing services to some incredibly vulnerable people. We have to enable them to continue to provide those services and, ideally, extend their reach. In every aspect of our work, we are actively doing more work in partnership with the sector and more co-funding, enabling those organisations to derive a larger income for the services and support that they provide. That is a particularly important project that does not get a lot of airtime, whereas understandably the social fund does.
On freedom of movement, there are opportunities for disabled people. It has been too easy to neglect not just the vocational and skills training that people need, but things like independent living support that we know people need in order to thrive and undertake meaningful activity and work. The negotiations on freedom of movement as we leave the EU will force us, and will force business, to look at our labour market strategy. There are some opportunities to be seized as we leave the EU.
The hon. Members for Greenwich and Woolwich and for East Kilbride, Strathaven and Lesmahagow focused on healthcare and social care, which are obviously incredibly important. I point them to the manifesto, which paid particular attention to EU nationals working in our NHS and the priority we wish to give them. I also underline the work on social care that is going on across Government. Understandably, the media have focused on social care for older people, but we are also looking at social care for those of working age, who do not get a lot of press attention. My office is heavily involved—hon. Members will see more of that in the near future.
The hon. Member for Greenwich and Woolwich made a point about the Home Office. As in the preceding debate, hon. Members will have to make do with the Minister in the Chamber, but DExEU is the co-ordinating Department. However, I am sure that I can commission either DExEU or the Home Office to answer in detail on visa applications and support requirements for people who wish to come here.
With regard to my own Department, I will point to what we have done for other groups. One of the first things that I did was to amend the rules on the past presence test for refugee children who had a disability. I felt that, if we were taking refugees and they had particular needs, we should meet them. I point to that as evidence that we are very aware of our responsibilities and I undertake to ensure that either the Home Office or DExEU update the hon. Members for East Kilbride, Strathaven and Lesmahagow, and for Greenwich and Woolwich, on the specific points about visas.
In the time that I have left, I will just touch on some other points. It is important to put on the record as well that we are going through a process of examination by the United Nations regarding the convention on the rights of persons with disabilities. That also affords us some opportunities, and I am undertaking a piece of work in my Department to consider how we can use the principles set out in the convention to enshrine them in the heart of the work of every Government Department. As I say, that convention affords us some opportunities, and that work will be a very encouraging and positive exercise.
We have other considerable opportunities as a result of leaving the EU. I am hotfooting it from Westminster Hall over the road to launch a paper with Localis on a sector deal in the industrial strategy on disability. There are some tremendous opportunities that join up all the agendas that hon. Members have spoken about today on employment, our ambitions on international development and all sorts of things, and on harnessing the tremendous innovation, the science, and the research and development that goes on in the UK, whether it be in assistive technology, design or all the things that we showcase at the global disability innovation hub not far from where we are today. We have tremendous opportunities that not only play into growth, jobs, markets and money but do so much more.
I thank the Minister for being generous in giving way once again. Will she meet the all-party group on disability to discuss its recent inquiry report, “Ahead of the arc”, which examines some of the important issues that she has referred to, including industrial strategy and why disability rights and employment for people who are disabled should be at its core?
I am always happy to meet that group and I await an invitation.
In closing, I thank hon. Members for their contributions today. I hope that, as legislation is introduced and as negotiations progress, we can continue to keep the issues of specific interest to disabled people high on the agenda. I am very encouraged by what DExEU has done to date and by its plans for the future, and I encourage disabled people and their organisations to engage with the process. Only then will we get a Brexit that we can be proud of. I thank the hon. Lady for playing her part in that today.
I thank hon. Members for taking part in the debate today, and I thank those on the Front Benches for their thorough responses. As we have heard, research indicates that many disabled people voted for Brexit. That shows that we cannot let disabled people down—we must honour promises that have been given. Many disabled people voted for Brexit believing that it would enhance the future provision of their services, so we must uphold their rights, their support, their services and their opportunities. We must ensure that those things are maintained, prioritised and continued; that we in the UK are always ahead of the curve when it comes to disability rights and never fall behind it; and that all funding is maintained.

I absolutely assure the hon. Gentleman that no pass or fail quota is given to any assessor.
I refer the House to my entry in the Register of Members’ Financial Interests. As chair of the all-party parliamentary group for disability, people from across the UK continually contact me to say that the process contains little assessment of psychological problems and does not seek information from mental health practitioners. The Secretary of State must be aware that a cognitive impairment is just not the same as a mental health problem. In fact, neither dementia nor a learning disability, the examples he gave, is a mental health problem, so he should go back, do his homework and find out what a mental health problem actually is.
I can give other examples that do include mental health issues, but I understand the hon. Lady’s point that there are obviously different forms of condition. Cognitive impairment is not necessarily the same as a mental health impairment, which covers a much wider and, in many cases, different range of conditions. However, all of them are covered fairly by PIP, so the contention from Opposition Members that the benefit is somehow bad at source is wrong. I can see that when I look at the number of people receiving it, particularly those with mental health conditions, who have not received any benefit in the past. I hope that the House will acknowledge that fact.

What we do know is that those who are on universal credit full service are spending more time looking for work. We also know that the vast majority of those job searches are conducted online, and that they are more successful.
It is important for individual claimants to have a relationship with their work coaches, because circumstances may change. That was emphasised to me in a Westminster Hall debate relatively recently. What is someone misses a bus? What if missing a connection means that a person is late for an appointment with the work coach? We want people to have a good relationship with their work coaches, so that they give them the necessary information. It is critical that if people miss appointments, they tell us why.
As chair of the all-party parliamentary group for disability, I am extremely worried that closing jobcentres will make employment even less accessible to disabled claimants. Will the intensive support that needs to be given in person—not online or by post—be afforded to that group, and will home visits be afforded to all disabled constituents?
Of course, many disabled claimants access our services very successfully online, but, as I have said, the DWP has a home visiting service which we can extend to all disabled claimants who ask for it when their circumstances make it difficult for them to go to a jobcentre. We want our work coaches to provide tailored support for each of their claimants, to have a relationship with them, and to understand their specific needs.

Commons ChamberWill the Minister comment on the disability employment gap? Surely closing jobcentres will make attaining employment less accessible for people with a disability and increase the hurdles they face in doing so.
As the House knows, narrowing the disability employment gap is an absolutely priority for this Government, and I am pleased to say that we are now making progress on that, but there is a great deal more to be done—nobody denies that. We must ensure that there are more opportunities available to people with disabilities, including through our jobcentre network, but part of that is making sure that the right services are available and that we have the resources in place to be able to afford the people, facilities and courses that can help support those people.
The claimant count has dropped from almost 1.5 million in 2010 to around 800,000 now. In some cases we are using only 25% of the floor space in sites we are renting. That is 25% of the value for 100% of the rent. Every penny that we spend on space under Labour’s PFI is money that could be going back into the public purse, helping to protect vital services.

I am glad to be able to speak in this debate, Mr Hollobone, and I am grateful to my hon. Friend the Member for Glasgow South (Stewart Malcolm McDonald) for bringing us all together.
The letter that the Minister sent to MPs said that the plans were
“right for the city, its customers and our people”,
but I see scant evidence from the people I know in Glasgow that the decision would be any of those three things. The decision seems to have been made entirely in isolation by DWP officials, without speaking to anybody else in the city. They have certainly not spoken to stakeholders in Glasgow, Glasgow City Council, which has condemned it, or the Scottish Government, who are not keen on it at all either. They have not spoken to the most important local partner in Bridgeton, Clyde Gateway, which has done a huge amount in the area to reduce the overt claimant count from 39% in 2009 to 28% in 2015. They know that that is due to the huge amount of work it has done in the area to improve the life chances of people in that community, but it has not been consulted. Clyde Gateway is a linchpin for the community in terms of economic regeneration, and it needs to be part of the process.
In Bridgeton, around the corner from the jobcentre, there is a citizens advice bureau, which does a huge amount of work to support constituents. The credit union is across the road. The Olympia is right there, with its newly refurbished library, which has computers and classes that help to support local constituents. The Glasgow Women’s Library, which helps vulnerable women with literacy and to improve their self-esteem, is around the corner.
Does my hon. Friend agree that another vulnerable group that we must take into account is disabled people? It is absolutely disgraceful that people with disability will have much further to travel to find jobs. Has any impact assessment been conducted in that regard? The Government have pledged to halve the disability employment gap; surely these plans undermine that policy.
I absolutely agree: the plans entirely undermine that ambition. Bridgeton CAB has been collecting evidence for the public consultation—my area is one of the few that will be consulted on—and it is very concerned that people accessing disability advisers will have much further to travel and that it will be much harder for them to get there.
To touch on transport, the Minister has stated that it takes 11 minutes by car to get from Bridgeton to Shettleston, but that entirely ignores the fact that nearly two thirds of households in the most deprived communities of Glasgow do not have access to a car, so they will need to get two buses. The Minister reckoned that it would take people 29 minutes to get there, but the two buses do not arrive in a neat 29-minute slot; one arrives much more regularly than the other. People trying to get there who have children to drop off at nursery or to pick up from school will find it more difficult to fit that into their day.
The consultation that Bridgeton CAB has done this morning highlighted that the time, date and frequency of appointments can be changed. The bus that someone got last week that worked out okay may not be the one they get this week, because the appointment time has changed. That adds a great deal of uncertainty and stress to the situation, because people are faced with the prospect of being sanctioned for being late. That is a huge fear for people. My experience in my constituency office—this is also the experience of the citizens advice bureau and other agencies in Glasgow—is that people are afraid to challenge even the first sanction. They do not want to get into conflict with people from the jobcentre, so they are not challenging the sanction. They think that they will be able to ride it out, but then something else happens at another time and they end up losing their benefits for even longer, which has a huge impact on their family income.
The fact that people have very limited means also means that they will be walking from one jobcentre to the other. It could take nearly 50 minutes to go from Bridgeton jobcentre to the Shettleston jobcentre. That has another impact. People are not walking from one jobcentre to another. That brings me on to my next point. We need to see in the consultation the catchment areas for the different jobcentres. People might be walking from Calton to Shettleston, or Dalmarnock to Shettleston. They could be going any distance to get there. We do not know what the distance will be. We do not have a full idea of what the actual impact on our communities will be without that information.
That is in huge contrast to the types of consultations that Glasgow City Council puts out for its schools. If it wants to close a school or move it somewhere else, the council puts out a map showing where each school pupil lives, or where the people travelling to the new school and new catchment area live, which makes the impact of changes on individuals very clear. We have not had that information at all.
The consultation process has a particular weakness. The Minister has told us that posters and leaflets will go out in the jobcentres, but the Department holds all the details of every single claimant. It could do a whole lot more to contact every claimant and ask them what the impact on each individual will be. I urge the Minister to do that and to come to Glasgow when he is in Scotland, so that he can come on the bus with us to see what the journey is actually like.
Through the course of this process, there have been many, many discussions about many, many potential options and permutations of site movements, co-locations and different sorts of arrangements. As we enter the consultation period, there is a further opportunity to talk about outreach facilities; no doubt some of those discussions will include consideration of local authority-run premises and so on. The process involves having lots of discussions about lots of potential ways of organising things.
For those claimants who are unable to attend a jobcentre because of their vulnerability, or because of the complexity of the transaction required with the Department, we have in place robust procedures. DWP Visiting undertakes home visits, or occasionally visits at an alternative agreed address, if appropriate. Travel expenses are refundable in certain circumstances, including when claimants are required to attend a jobcentre more frequently than every two weeks.
Will impact assessments be undertaken for people in the affected constituencies who have disabilities and may not be able to travel the further distance to the new jobcentre locations?
The hon. Lady asked about that in an earlier intervention, and I was coming on to address it, but as she has asked again I will answer now. Yes of course the consultation will consider the entire client population, including the particular needs and requirements of people with disabilities.
In certain circumstances, claimants are able to maintain their claim by post, including if they live more than an hour from the jobcentre, door to door, by public transport—I should say that right now I am speaking not specifically about Glasgow but about the general arrangements—or if they have caring responsibilities for a child and it is not possible for them to make arrangements for short-term childcare. Claimants can also chose to attend an alternative jobcentre to the one allocated to them if the one they have been allocated is not the easiest or least costly to attend.
Our jobcentres in the quarters of Glasgow have built up over time, primarily within large housing estates. If we look at employment trends, we can see that the claimant count in Glasgow has fallen from 24,200 in 2010 to around 13,500 today. The hon. Member for Glasgow East mentioned unemployment statistics from her constituency; she will know that the claimant count in Glasgow East is down 47% since 2010. As the count has dropped across the city, so has the use of some of the smaller jobcentres. In some cases, the change has been so dramatic that we are now using only 25% of the space we are paying for under the Private Finance Initiative contract that was agreed by the then Government back in 1998.
Our proposals seek to bring the smaller jobcentres together into larger existing sites in the same area, thereby reducing our rents and freeing up funding for our services while still ensuring that our claimants are able to access them. The reduction in sites in Glasgow is in line with our spending review 2015 announcement that we would reduce our overall estate by some 20%. The number of jobcentres proposed for closure reflects the prevalence of smaller jobcentres in Glasgow and the large amount of space we are underusing in the city. It does not reflect a cut in our investment. In fact, between April and September 2016, we recruited 122 additional work coaches in Scotland. That number is set to increase further over the coming months.
When deciding what changes to make, we have carefully considered the impact on our claimants, including travel times, about which several hon. Members asked. We feel that asking someone to attend a new jobcentre which is either less than three miles or less than 20 minutes by public transport away from their existing jobcentre is a reasonable ask. Many claimants already travel much further than that, as do many people in work to get to their place of work. There are three proposed closures in Glasgow that are outside those criteria: in Bridgeton, Castlemilk and Maryhill. In such cases, it is crucial that we fully understand the implications for our claimants before any changes are made, which is why we are holding a public consultation—as we do for all similar cases throughout the country—to seek the views of elected representatives, local authorities and community bodies.

Commons ChamberI thank my hon. Friend the Member for Airdrie and Shotts (Neil Gray) for securing this extremely important debate. I want to declare an interest as I worked in learning disability services prior to joining this House and am now chair of the all-party parliamentary group for disability.
Since being elected, I have looked deeply into the effects of the Department for Work and Pensions’ assessments, particularly those of people with mental health issues and disabilities. I am sure that many will agree that they are deeply unsuitable. The assessment is inadequate and fails to take a much needed holistic, tailored or specialist approach. We must ensure that we harness people’s potential and assess them fairly. I am sad to say that I have met many disabled constituents who have been unfairly treated by the welfare system. Many have been left with depression in addition to their disabilities. Their problems have been compounded. They experience a sense of hopelessness in the face of changes, often feeling that they have little voice. We must give them that voice in this House.
People whose Motability cars were taken away from outside their front doors have been left without independence and been plunged into dependence. Cuts to disabled people’s benefits are simply unacceptable. If they were morally or socially acceptable, we would not be having this debate. It is unsurprising that so many in this House, from both sides of the Chamber, feel passionately that we should not be taking much needed money away from the most vulnerable in our society. What is surprising is that the UK Government intend to push forward with the changes, which will have a genuinely detrimental effect on people’s lives. I ask the Government to think again.
Make no mistake, a reduction of £1,500 a year in benefits would be absolutely catastrophic for many and will undoubtedly exacerbate poverty among the disabled. It is unacceptable. The Government’s assertion that the work-related activity component acts as a disincentive for people to look for work can only be described as a sweeping statement. There is no evidence whatsoever to back up that claim. Does the Minister genuinely believe that disabled people are more likely to get a job if their benefits are cut? Employers’ attitudes, a lack of understanding, a lack of training and access to job opportunities, a lack of equality in society—those are the real barriers to employment for the disabled. Statistics show that disabled people are twice as likely to be unemployed, and that is not linked to supports, which are vital to help people to find employment, make adaptations and remain in employment. The costs for disabled people are much higher and we must acknowledge that.
I was pleased to hold a Disability Confident event in my constituency a few months ago. I was able to speak directly to employers to help them to overcome preconceptions and to provide them with information about the support that they can access to employ people with disabilities. I urge MPs across the House to do the same. This month, I am hosting my constituency’s small business awards and have developed a specific award for inclusive employers. I want to ensure that I support small businesses that provide jobs, and inclusive jobs in particular.
The APPG for disability, which I have the privilege of chairing, will publish a report in the coming weeks on practical measures showing how Government, business, industry and other organisations can help disabled people into work and halve the employment gap. I specifically ask the Minister to commit to meet our cross-party group and to consider the report, which now has the support of seven parties. With the Minister, I recently spoke at a parliamentary event that brought inspirational Paralympians to Westminster and we championed their achievements. We should build on that.
Let us look at support. Let us look at abilities, not disabilities, and at people’s potential and aspirations. Let us look at opportunities for disabled people to start their own business and to overcome hurdles. Let us not lose their skills and value to our economy. Let us turn this debate on its head. We should not be short-sighted and do harm; we should pause these cuts. Let us ensure that the UK is compassionate and a role model in disability support and employment so that others across the world can look up to us in our endeavours.

Commons ChamberIt is a privilege to speak in this debate. As chair of the all-party parliamentary group for disability, I have a particular interest in it being held and in it being constructive.
Disabled people are still under-represented in the workplace, with their general employment rate reported to have been 46.7% at the end of 2015, compared with a rate of 80.3% for non-disabled people, so we have a long way to go. Within the disabled population, there are certain groups of people for whom the employment gap is even wider. They include those with learning disabilities, developmental disorders, such as autistic spectrum disorder, and mental health issues. Mencap says that fewer than two in 10 people with a learning disability are currently in employment, despite the fact that eight in 10 are able to work if given the right support. Recent data also indicate that only 15% of people on the autistic spectrum are in full-time paid work, and that 26% of graduates on the autistic spectrum are unemployed.
Having a job is not just about earning a living, but about contributing to our psychological well-being. It provides people with a sense of belonging and purpose. It helps to provide social opportunities for people who might otherwise be isolated. It enables everybody to feel a sense of fulfilment and it is also good for our mental health. We must therefore tackle this vicious cycle. The Government have made a very welcome commitment to halve the disability employment gap. That has been translated into a figure of 1.2 million disabled people leaving benefits and entering the labour market. If that is achieved, what a welcome boost to our economy it would be.
We must ensure that we harness the potential of people with disabilities. TUC analysis shows, however, that, at current rates of progress, it will take until 2030 to achieve that target. That is very concerning. We therefore need to take significant action. I share the frustration of those who say that the White Paper has not been compiled within the promised timeframe. I fear that it is indeed a great let-down for disabled people. I also share the view that to remove benefits before putting in place adequate supports is unhelpful and actually disabling.
The all-party group on disability has been working on this issue, and we have identified the many elements that are required to make suitable progress. I will name but a few. They include: equipping disabled people to compete better for existing jobs through increased support at every stage; improving back-to-work support after short periods of unemployment or ill health; promoting training courses for people with disability, particularly within new and emerging markets; and setting up peer support programmes, which have been identified as a missing component, to assist confidence and enable people to provide good role modelling.
It was also raised at a round-table event this afternoon that we do not have many people with disability employed in jobcentres. This would be another good initiative, as they could support others to gain work. We need the availability of apprenticeships and training and supported internship programmes for people with disability. That is crucial. Moreover, we need to overcome quite significantly the negative attitudes of many employers to the recruitment of disabled people. I ask MPs across the House to hold job fairs, as I will be doing, with a specific focus on social enterprise and support for those with disabilities and for employers who wish to offer them employment. We in this House should also be leading by example, by promoting jobs and apprenticeships at Westminster for disabled people to train them in all aspects of running this House.
The issue of Motability cars has been raised by my constituents. Recently, I had a constructive meeting with Lord Sterling on this issue, and if possible I would like to have further discussions on the matter with the Minister. We are talking about a lifeline to independence and people must have it maintained. I stress the importance of involving disabled people at every stage of this Green Paper. The people who know what they need and what works are service users. I am pleased that, at the next meeting of our all-party parliamentary group, the Secretary of State will be in attendance alongside the Minister for Small Business, Industry and Enterprise and the Under-Secretary of State for Disabled People—the big three—so we hope to make progress. It is also important that the BIS Minister is there, because people with disability make not just very good employees but very good employers. We must take this forward.
I hope to work constructively with everyone in the House. This is a key issue. Getting it right will not only have an immense impact on the quality of life of individuals but will be extremely important for our society as a whole.

It is a real pleasure to be in a debate that you are chairing, Mr McCabe—I think this is the first time it has happened for me. I apologise to all my colleagues because I have a great deal to say on the issue, and I propose to say it and then, hopefully, to take some interventions. I am very grateful to them for attending to listen to the debate, which has provoked an awful lot of interest not just from fellow colleagues, but from individuals who have contacted me. I thank all the people and organisations who have contacted me; I have read all the submissions they sent.
The Government’s present agenda on disability is to reduce the number of people receiving disability benefits and the amount of money they receive. There has been a marked increase in the number of constituents coming to my office to seek help in connection with disability benefits, particularly with the personal independence payment process. In preparing for this debate, I have worked very closely with, and I am very grateful to, Wrexham citizens advice bureau and the welfare rights service of Wrexham Council.
In recent months, it seems that the Department for Work and Pensions has targeted the Wrexham postcode, inviting large numbers of working age, pre-existing disability living allowance claimants to move to the replacement benefit, PIP. Failure to respond to the invitation results in the existing DLA award ceasing, with an associated knock-on loss of any premiums—for example, means-tested benefits, Motability car tax, blue badge entitlement and so on. At any time in the Wrexham area, about 10,000 people have been in receipt of various combinations and levels of DLA, and considerable numbers of them are now going through the migration process, which is almost entirely driven by DWP, not by the claimants themselves.
The DWP invitation gives people a limited amount of time to claim PIP and return the paperwork, with a claim form of about 40 pages in length. Many claimants struggle to complete social security benefits claim forms and seek help to do so. If constituents do not respond, the DLA stops. That is one way of the Government achieving their objective to reduce the benefit paid.
One constituent of mine—a former nurse—has a degenerative neurological condition, yet her PIP assessment resulted in her losing her Motability car, an outcome repeated and experienced by sufferers of Parkinson’s disease, according to a briefing sent to me before this debate. This does, of course, secure the Government’s objective of reducing the benefit paid to disabled people.
The changes to the system are being made against a backcloth of withdrawing specific benefits advice, reductions in legal aid eligibility and reductions in funding for citizens advice bureaux, welfare rights advisers and other sources of advice. The result is that little advice is available for vulnerable people, which further helps the Government to reduce the benefit paid. In any event, the system operated means that applicants invariably complete the long, complex forms without advice and without any knowledge of the criteria applied to award PIP. As a consequence, it is very often the case that the initial application results in previous recipients of DLA being awarded PIP, if at all, at a lower level.
When an application is made for mandatory reassessment, again the applicants have no detailed knowledge of the criteria, and the reasoning applied by assessors and communicated to the applicant is set out without specific reference to the points awarded for each individual disability. DLA was assessed by health professionals. The Government now contract private businesses such as Capita to carry out assessments. In Wrexham, the largest town in north Wales, there is no geographic base for personal assessments to be carried out and applicants are requested, as a matter of course, to travel more than 40 miles to Rhyl for an assessment. That is a disincentive to vulnerable people to proceed with the application.
On Monday evening, in the excellent “Dispatches: The Great Benefit Row”, presented by Ade Adepitan, we saw the shocking mindset of a number of the assessors. However, the views expressed in that programme reflect what I am told by my constituents. Individual applicants are subjected to rudeness from assessors when they question the obligation to travel distances. When one constituent of mine asked to have an assessment in Wrexham, rather than travel the considerable distance to Rhyl, the conversation went: “Do you receive DLA?” “Yes.” “Use the bloody money to get to Rhyl.”
When the mandatory assessment is completed, the appeal process is complex and difficult and, again, there is a paucity of advice available to applicants. There has been a huge increase in the number of individuals seeking advice in my office, and there are real capacity constraints in handling the quantity of them. Applicants are often vulnerable, stressed and upset by the whole process, and are intimidated by the complexity of the forms.

Applicants are also intimidated by the manner of the assessors and the way in which assessments are set out when they are presented to applicants. Having considered a number of the assessments personally, I find it difficult to draft responses to the assessments effectively. The process is much more difficult than drafting court pleadings—I am a solicitor—and, without training and support, it is very difficult even for those experienced in drafting documents.
It is essential to have detailed knowledge of the points awarded for individual actions in order to respond properly to assessments made. The reality is that most applicants do not have that information themselves and do not have adequate access to expert advice to help them. I quote the experience of one of my constituents, Lindsay Usher, who sent an email to me earlier this week. She says:
“I am a carer for my husband John who had a major stroke, aged 55, in October 2010 that left him with various disabilities. He was awarded indefinite DLA...and recently had correspondence to say that he had to now apply for PIP. I made the initial telephone call on his behalf and then the 40 page booklet appeared. We duly completed it and that in itself is stressful. John could not have done it on his own due to the complexity and ambiguity of the questions. They repeatedly try to trip you up and the stroke has left him with a degree of cognitive impairment. We returned it by the due date, 24 March. The receipt was acknowledged by the DWP by text message.
John then received a letter from Capita dated 28 March informing him that he would be assessed face to face by a ‘health professional’ at his home address on 11 April at 08.00 a.m. John takes about an hour and a half to get up, washed and dressed independently in the mornings (this information was written on the PIP claim form) but even though the timing of the appointment was not ideal we decided to accept it as the wording in the letter from Capita includes, in bold, ‘It is important that you go to this appointment. If you fail to go without a good reason, the decision-maker at the Department for Work and Pensions is likely to refuse your claim’. It’s quite intimidating. A further reminder letter dated 2 April was received from Capita confirming the appointment with the same ‘It is important that…’ sentence. Finally a text message was received from Capita on 6 April once again confirming the appointment…Roll forward to the appointment day…Alarms set for 06.00 a.m. Ready, waiting, stressed and nervous by 07.45 a.m. No sign of ‘health professional’. No email, no phone call, no text message. So I telephoned the Capita ‘Enquiry Centre’ at 08.56 a.m. The lady who answered had no idea why John had been ‘stood up’. I said we would give it a while longer. By 10.32 a.m. I phoned again. We got the obligatory ‘sorry’ but I told the young lady I spoke to that she could not be held responsible for the ‘health professional’s’ failure to appear.”
Another constituent became enmeshed in an argument over whether he was able to fully wash the top half of his body, as he has the use of only one arm due to a stroke; the assessor accepted that he could not wash the whole of the bottom half of his body. Parliamentary colleagues have approached me since this debate was listed to tell me of similar accounts affecting those they represent. This degrading assessment process makes sense only if it is understood that the policy’s central objective is to reduce the benefits of these disabled people. All these procedural steps work towards that end and make it more difficult for claimants to apply.
It made me sick to the stomach to see further personal independence payment cuts proposed in the Budget and to see the Minister defending them even before the Budget speech was made. At the same time, the Government cut capital gains tax and corporation tax. This rotten system endures and is often run by rotten people—we saw some of them on Monday night’s programme on Channel 4—who treat vulnerable people and their families with absolute contempt.
If the Minister wants to help disabled people—I respect him, and I am telling him what my constituents are telling me—will he now ask his Secretary of State to carry out a fundamental reappraisal of this appalling system? If he wants to salvage his reputation, that is the only way he will be able to do so. If he wants respect, he and his Department, and those who his Department employs and commissions, need to start treating vulnerable disabled people with the respect they deserve.
The hon. Gentleman is absolutely right. There is clearly a major problem, and MPs are seeing that in their constituencies across the United Kingdom. The purpose of securing such debates is to draw to the Minister’s attention to the mistakes made by Government. All Governments make mistakes—mistakes were made under a Labour Government—and there is a real mistake in this particular case that he needs to address.
Given the information that we have, this is an extremely valuable and timely debate. As the chair of the all-party parliamentary group on disability, I have particular concerns about the lack of involvement of individuals such as mental health professionals and general practitioners in gathering the information. Does the hon. Gentleman agree that that should be standardised as part of the procedure?
Absolutely. These assessments, which often deal with vulnerable people who in many cases have particular complex medical needs, need to be carried out by individuals who know what they are talking about and who have not just been sent on an away day to establish whatever criteria Capita want to apply to let as few applications through as possible.

That this House has considered Worcester University Arena: supporting disabled people into work through sport.
It is a great pleasure, Mr Hollobone, to hold this debate under your chairmanship on my birthday and in the week after Worcester’s first successful Disability Confident jobs event in our magnificent Guildhall. I thank the University of Worcester and Leonard Cheshire Disability for the valuable briefings they provided ahead of today’s debate. In particular, I pay tribute to the people of Worcester with the vison to create a leading centre for disability sport in the heart of my constituency. I am delighted to do so with a Minister who, as a local lad, not only knows Worcestershire well but is a dedicated sports fan and passionate about improving the life chances and opportunities for work for disabled people.
My hon. Friend knows well how impressive the facilities at Worcester University Arena already are because he visited them with me last year and was able to meet some of the phenomenal and inspiring athletes who use them. He will recall meeting Sophie Carigill, captain of the GB women’s wheelchair basketball team, David Green, the Vice Chancellor, and Mick Donovan, head of sport at the university, who launched his vision for an international centre for inclusive sport there.
The Minister needs no explanation that the Worcester University Arena was the first purpose-built wholly accessible basketball venue where not only the viewing facilities and playing facilities but the changing rooms, accommodation and media facilities are entirely accessible to wheelchair users. He does not need to be told about the transformational part this can play for wheelchair athletes because he has seen it and heard about it himself. With him, I heard Sophie give the moving and important feedback that coming to play in the arena was the first time she had felt normal since her tragic car accident, and that she was not being specially catered for. She just felt that the venue allowed her to perform on an equal footing. With the Minister, I met other athletes with disabilities ranging from sight loss through to deafness and learning difficulties, who were inspired by the idea of a new international centre for accessible sport at the university.
Newly acquired land to the west of Worcester and around the existing arena for expansion, and plans to extend its reach further into blind cricket, football and tennis, as well as more wheelchair sports, has the potential to transform not only Worcester’s facilities for accessible sport, but those of the UK. Such a centre can play a crucial role in supporting more disabled people to achieve their ambitions, including accessing work. I want to set out today some of the evidence for that, some of the reasoning behind it and some of the reasons why I believe this venture deserves the Government’s support.
We know that too few disabled people have access to sport and I am glad that the new sports strategy set out by our hon. Friend the Sports Minister has made increasing disabled participation and the experience of watching sport key priorities, as well as increasing diversity in sports leadership and administration. Research from Leonard Cheshire Disability ahead of the Paralympic games highlighted the necessity of this and found that over half—57%—of disabled people surveyed said they had completed no moderate-intensity physical activity in the previous seven days, compared with just 24% of non-disabled adults. Of those surveyed, 41% identified lack of suitable activities and exercise provision as the main barrier, with inaccessible facilities and fear of injury also being identified as significant barriers.
Leonard Cheshire Disability said that the employment rate for disabled people is currently around 46.7% compared with a record rate of around 80% in the rest of the population. In Worcester, the employment rate is even higher, but a recent report from the city council’s scrutiny committee, which I support, has pointed out that it is still a concern that disability unemployment remains stubbornly high. The disability employment gap nationally stands at around 33% and, like Leonard Cheshire Disability, I warmly welcome the Government’s worthwhile and progressive goal of halving that gap. That is the right thing to do not just for disabled people but for the whole economy.
Social Market Foundation research suggests that if the disability gap was halved and those who fell out of work as a result of disability were reinstated, we could see another 600,000 people in work and the economy would be boosted by an estimated £13 billion. I welcome the progress that has been made with 293,000 more disabled people working over the last two years, but I share the Minister’s conviction that there is much further to go.
The Minister and I spoke about these issues at the last Conservative party conference and competed with each other in our enthusiasm for the employment goal, but I admit that I have learned a great deal from him in his determination to achieve it. I have shamelessly plagiarised his approach to reverse jobs fairs under the Disability Confident banner and it is greatly to his credit that the event in Worcester last week has been widely heralded as a success. It was supported by a number of local businesses, including Sanctuary Housing, Malvern Instruments, Dolphin Computer Access, Wits End Wizardry and Waitrose, whose first store in Worcester is due to open in June. It was attended by a wide range of local disability charities, including the wonderful Headway, Sight Concern, ASPIE, the Aspire Academy and the Royal British Legion, as well as the Access to Work and Disability Confident teams at the Department for Work and Pensions. I thank all those who took part, especially local businesses, the Chamber of Commerce and the Worcestershire local enterprise partnership who came along and made pledges.
The most impressive team at the Disability Confident event was the team from the University of Worcester, comprising two wheelchair athletes, Alex Giles and Tom Horrocks, and the England and GB blind football star and University of Worcester communications manager, Will Norman. Each of these athletes spoke about the vital importance of the facilities the arena provides, the huge potential of its future development and the employability benefits, such as communication skills and teamwork, that accessible sport has given them.
Will Norman is not only a brilliant role model in his sporting achievements, but a wonderful ambassador for the university and its wider support for job opportunities for people with disabilities. He is a highly successful communications professional, as well as a national athlete and footballer, who has written passionately about the benefits of supporting disability sport and real inclusion that treats those with disabilities not as other, but as part of the whole.
We were joined at the event by a former student of the university whose testimony is worth bearing in mind because it exemplifies both the challenges that disabled people may face and the huge success they can achieve when those challenges are overcome. Jordan Powell, aged 24, a graduate in history and politics at the University of Worcester, said he spent two years not even getting interviews for hundreds of jobs until he deliberately neglected to tell recruiters he was disabled. Within one week of not declaring it on job forms he was offered interviews at four different companies, and now works in telesales for London estate agent, Ludlowthompson. He said:
“In two years I applied for jobs every day, I went for hundreds of them and couldn’t get anything,”
He continued:
“So I decided not to tell people and within a week I’d got four interviews—I’m now a telesales executive and I’ve smashed sales records for my company.”
Jordan came to see me some months ago in my surgery in Worcester to share his story and his concerns about the prejudice and fear that too many employers still feel towards disabled people. He explained that he felt that much of the prejudice was based on unfounded fears that they would not be able to support someone with a disability, and said that he wanted to help address those fears. He told me how Ludlowthompson had gone out of its way to make him welcome and even offered to tear its offices apart if it would help him, but that other companies had invited him to interviews that were upstairs and then failed to make allowances or adjustments when he turned up in a wheelchair. Within months of getting the job with Ludlowthomson in Worcester, he was setting new records for the company, and he told me that it was having to rewrite its remuneration policy to take account of the level of sales he has recently been achieving.
I was delighted when Jordan, who has also run as a council candidate for the Labour party in Worcester, agreed to work with me on a cross-party basis to deliver the recent Disability Confident event. His testimony was a powerful addition to it. The head of human resources at Sanctuary Housing, the largest residential social landlord in the country, said she had been convinced by his testimony and that he has changed some of Sanctuary’s policies and made it a more disability-confident employer.
Jordan also told me how playing accessible football at the university helped to build his confidence and enabled him to recognise that being in a wheelchair need be no impediment to achievement. Jordan’s story is by no means unique. The facilities that the university arena offers have already impacted thousands of people both with and without disabilities. In its first 12 months of operation it welcomed over 500,000 people, including 150,000 children, and staged 70 major national and international sporting events, 40% of which had a disability focus.
A direct impact of inclusion by design has been that Worcester has welcomed thousands of disabled and non-disabled athletes. Activities range from beginner classes for youngsters who have never engaged in sport to international junior wheelchair basketball championships. Student coaches currently deliver outreach wheelchair sports and inclusive sports sessions in more than 50 partner schools in the region and present inclusive coach education programmes and workshops in the arena to more than 60 disability organisations each year.
The economic impact of the arena for the local community has been estimated as at least £9.4 million.
The university’s unique disability sport coaching degree is developing the next generation of inclusive coaches who have an impact on hundreds of local schoolchildren who will go on to have an impact at local, national and international level. Significantly, more than 300 students on other degree courses at the university have selected specialist modules on inclusion and disability sport coaching. One of the most impressive things to see on a visit to the arena is not only the many students with and without disabilities training to teach disability sports, but the number of disabled athletes and students training to coach sports in mainstream settings. What a wonderful example it would set to have in mainstream schools more sports and PE teachers who themselves have overcome the challenge of a disability and can demonstrate to students of all abilities their passion for and achievement in sport.
It is no wonder that Sir Philip Craven MBE, president of the International Paralympic Committee, who officially opened the venue, said:
“I’m blown away by the University Arena. It goes to show what can happen when you have the right people with the right attitudes—they’ve created a wonderful place. This facility has clearly come from a passion for sport—a passion for everybody being involved in sport.”
The arena now forms the heartbeat of the university’s recently launched international centre for inclusive sport, which has attracted partners from around the world in all forms of sport, including universities in Europe, the US and China and international disability sport governing bodies from around the world, which will be invited to conferences and workshops to share good practice for the benefit of youngsters on their programmes.
The European wheelchair basketball championships of 2015 attracted 400 athletes and officials and were viewed in person or online by more than 200,000 spectators. That was the single most successful inclusive Paralympic sporting event since the London 2012 Paralympics, which did so much to inspire a generation about the potential of disabled athletes and increase the media following of accessible sport.
Subsequently, there has been a surge in interest from universities and sporting clubs wishing to visit Worcester and look at ways of replicating the design and inclusive agenda of our arena. For Worcester as a city, the spectacle of hundreds of athletes in national team colours arriving in their wheelchairs has already done wonders for local people’s appreciation of disability confidence and disability sport in general. I am delighted that the city continues to build on that legacy and that later this year the Worcester Warriors, my local rugby team, will host the county’s first international mixed ability rugby tournament, in conjunction with charities including Combat Stress. I am proud that our local premiership rugby team are the first in that league to be supporting mixed ability sport.
The arena has also delivered direct benefits in terms of employment for people with and without disabilities. In recent years, thousands of University of Worcester students have actively engaged in work placements with a focus on disability sport. It is significant that a vast number of graduates have secured posts throughout the UK that specialise in disability and disability sport-related activities. Many of them have disabilities themselves. Just a short round-up of recent examples would include a wheelchair user in a sports media post, a visually impaired student who is now in a media post, wheelchair users and power wheelchair users who have secured coaching roles, a double amputee who is a sports development officer in the south of England, a deaf student who is now a teacher in a special school for pupils with behavioural problems, a blind footballer working for a leading telecommunications company, a power wheelchair user who is now a community power wheelchair coach, a wheelchair user doing performance analysis for the GB wheelchair basketball team, a blind student who is now working for a national company as a provider of disability equality training and another blind student who is now working for a national foundation supporting disabled and disadvantaged people.
Many current University of Worcester disabled students are also employed as ambassadors for the university in outreach work throughout the UK to inspire others. The list of non-disabled students who have entered careers as strategic leaders, coaches, teachers or support workers for those with disabilities is too extensive to include in this speech. I thank the hon. Gentleman for bringing this extremely important debate to Westminster Hall. I am heartened by the work that he is describing. Will he do the all-party parliamentary group on disability the honour of linking us to the university arena and also coming to speak in that forum in order that we can look at continuing that work elsewhere?
I would be delighted to do that and I thank the hon. Lady for her intervention. I would also be delighted to extend an invitation to the all-party group to come and visit the Worcester arena, because I think it is a genuinely unique national asset and something that we should draw to the attention of that group, so I am very grateful for the intervention.
Beyond that are hundreds more people who will be inspired to believe in themselves and develop their skills at both competitive and participatory level by the arena and the access to sport that it provides. Crucially, it is not just a venue for international level or even university level sport, but a key facility for encouraging and supporting basic participation and inclusion for groups ranging from schools to hospices to the elderly. Charities such as Whizz-Kidz nationally and Acorns Children’s Hospice locally have already benefited from its facilities, and I expect many more to do so as the international centre for inclusive sport widens its scope and reach.
The arena received some of its initial funding from the national lottery’s Iconic Facilities Fund and later received the Guardian award for a building that inspires. I suggest that its contribution, both present and future, to disability confidence and disability employment is one more reason why it should continue to inspire and be an icon.
I know that the Minister shares my enthusiasm for this inspirational Worcester landmark. I urge him to ensure that colleagues across Government share the knowledge of what it does and can do for disabled people. I ask for his continuing support as we seek to create in Worcester a genuine gold standard for disability confidence, with a gold-clad heart in our international centre for inclusive sport. I hope that he will continue to work with me to ensure that Worcester can become a beacon for disability confidence and to improve the lives, the life chances and the working opportunities for disabled people.
It is always a pleasure to serve under your chairmanship, Mr Hollobone. I, too, wish my hon. Friend the Member for Worcester (Mr Walker) a very happy birthday. He highlighted the fact that I was a local Worcestershire lad. I remember, on my 18th birthday, on that Saturday afternoon, purchasing a record from Pure Records—happy memories.
I pay tribute to my hon. Friend, who is a real local champion. The majority of my response will be on sport, but first I want to comment on his hosting of the Disability Confident event and the success of his own reverse jobs fair in engaging with the local business community to create crucial opportunities for disabled people to get into work, as part of our commitment to halve the disability employment gap. All too often, businesses lack the confidence to make what are often very small changes. In introducing such employers to the vast wealth of support groups, charities and organisations that will help disabled people to find work, my hon. Friend can be very proud of what a great success he made of that event. There are people who will now get an opportunity that, had he not made that effort, they would never have had.
I am delighted to talk about sport. Clearly, it is crucial to healthy, active lifestyles—disabled people are twice as likely to be inactive as non-disabled people. Sport can directly create job opportunities, as has been highlighted throughout this debate, and we also saw, in the case of Jordan Powell, how it helped to build his confidence to go on to find work. Sport creates role models to inspire people, in particular young people, and also, all too often forgotten, there is the actual enjoyment in sport. Certainly my visit to Worcester arena was really enjoyable. There were inspirational people delivering transformational opportunities. There is a track record of success where it has genuinely made a difference. The irony was that before I arrived to see all those healthy, active people, I had a McDonald’s breakfast, as I had arrived early, so there is still some way to go for me.
The facilities at Worcester arena are fantastic. It caters for disability by design—it is not an exception, but a given. The arena was specifically designed to be accessible to all. This is not just about the physical structure; it is also about the need to allow assistance dogs—they are welcome throughout. There is an induction loop system throughout the building. There is also the extensive training for staff and the awareness. It is just a case of disability being a given, not the exception. The people who designed the arena did not just think about the obvious, such as where the sport would take place. This goes right across the board. It includes the changing rooms and the accommodation. The student halls were built at the same time, and people were working on the assumption that outside term time, when the competition events took place, they would become accommodation for the athletes. As a given, they were 100% fully accessible, as were the media facilities. Therefore, unsurprisingly, the facility was busy. That seems like a silly, obvious thing to say, but actually too often we go to iconic buildings and they are amazing but hardly anybody is using them. That is not the case with the arena, which is permanently in use and therefore able to attract major sporting events, which is brilliant for creating role models. That was not an accident; inspirational people realised that they had to work in partnership.
The arena was created in conjunction with organisations such as Sport England, through its Iconic Facilities Olympic Legacy Fund—a catchy title—as well as with the Foundation for Sport and the Arts, Basketball England, Badminton England, many other sporting groups, the local authority, local businesses and the local community. It is not just the students who benefit, although it is great that they do; people come from far and wide to benefit from the fantastic facilities. By listening to and engaging with them at the concept, we got a facility that would always be a success.
Underlying all that was the aim to ensure that the facility was commercially viable. Too often, a ribbon is cut and the great and the good turn up to celebrate the opening. Without a good business plan behind that, there would be savings on the maintenance, opening times, programmes and activities. Right from the beginning, it was understood that the facility should never lie dormant for long periods of time and should maximise commercial opportunities—students, local sports clubs and the community, as well as the elite and professional athletes.
I was interested to see that Worcestershire County Cricket Club, Worcester Wolves, Aston Villa Football Club, Birmingham City Football Club, West Bromwich Albion Football Club and many other groups were taking part. Those are household names and they provided support, including enjoyment, performance analysis—that would have been a pretty painful thing for me during my sporting career—and fitness and nutrition advice. That was my McDonald’s breakfast; they knew I was coming. The arena has become the home ground for sporting clubs such as the Worcester Wolves basketball team and the GB men’s wheelchair basketball team. That is a fantastic legacy.
It does not stop there. The ambition is to continue to expand to create further partnerships. Worcestershire County Cricket Club is looking to do a lot more with its Chance to Shine programme and new inclusive cricket centre. As a cricket fan, I would be delighted to make a return visit. The arena really has helped with Sport England’s narrative of saying that where it is providing funding, major capital investments are required to make its facilities accessible.
Sport England goes further by publishing free online tools and guidance to support designers, building owners and operators to create accessible facilities. Having such a success story makes it an easier sell, as it can say, “Look, this isn’t an inconvenience for you. By making those changes at the beginning, you will benefit commercially and with usage. This is a win-win for everybody.”
We want to ensure that not just the people who go along to Worcester Arena benefit but that, right across the board, accessible sporting opportunities are a given. Part of that is ensuring that the topic is part of the education of the next generation of PE teachers. The University of Worcester has led on that, because it is a given that it is part of its education process. It is integral, as it is part of modules.
I know how important educating PE teachers on the subject is because, randomly, I was selected to open a PE conference on behalf of the Government—I think somebody misread somebody else’s biog and attached it to me, so I had to do a keynote speech on the topic. I had to be very creative that morning. One thing that came back to me was the number of PE teachers who wanted to offer more accessible sporting opportunities but feared that perhaps they would get it wrong, end up doing something where they might be sued, that there would be an accident or that things would not go right. As a given, the next generation will have that confidence. I give credit to the English Federation of Disability Sport and to Sainsbury’s for their successful course to upskill existing PE teachers to ensure that PE staff have that confidence. I pay tribute to the PE teachers I met, and there were hundreds. There is a genuine appetite to do this.
I do millions of visits. One of the most fun visits I ever did was to see the Swindon Vixens disability netball team—young adults who had never ever had an opportunity to enjoy sport. They were put through a weekly one-hour session with professional coach. The session was enjoyable but structured, and they were gaining genuinely good skills. The enjoyment levels of those young adults was such that I genuinely thought they might explode! The serious side of it was that one of the girls lost 3 stone in the first few months of doing netball because it was the first and only time that she had ever had a sporting opportunity.
The Minister’s information shows very clearly—I hope he would agree—that sport is not just about physical activity and physical health, but about mental wellbeing, mental health, self-esteem and self-confidence.
I could not agree more. I am delighted that the hon. Lady has extended an invitation to my hon. Friend the Member for Worcester to speak at her all-party parliamentary group. I spoke there previously and I know what an engaged group it is. That is a great opportunity to highlight the topic further.
The Government are bringing forward the sport strategy. Part of that will be how Sport England spends its £170 million to make sport a practical and attractive lifestyle choice for disabled people. That is vital because currently only 4% of elite coaches are disabled. Jordan Powell was a great example of how sport gives young people the skills and behaviours that are linked to school attainment and employment opportunities. Across sport, there is a lack of disabled employees, but there are lots of examples of how we are creating more opportunities.
Sports bodies and groups are currently not capitalising on the talent, skills and diversity of the entire population. I am forever highlighting the fact that one in six people in this country have a disability. Their combined spending power is £212 billion. It is called the purple pound. It is not Nigel Farage’s utopian dream; it is something that has been highlighted by sporting groups making those changes and I have heard, time and again, just how they have benefited from doing so.
We are not resting; we are not waiting for this all to happen by accident. I set up a round table, which included the Sport and Recreation Alliance, Sport England, the English Federation of Disability Sport, the Youth Sport Trust, the Amateur Swimming Association, the Tennis Foundation, the Royal Yachting Association, Boccia England, British Wheelchair Basketball and Disability Rights UK. The aim was to look at how we can further shape the sport strategy. I have regular meetings with many other sporting organisations, including the Premier League and the Football League, about making facilities more accessible for disabled supporters, as well as with the Rugby Football Union and the British Paralympic Association. Some fantastic work is going on and, at the heart of that, Worcester arena is held up as a shining, beaming example.
I pay tribute to Channel 4, because there are also employment opportunities in the media. It has been successful in securing the rights to cover the Rio Paralympics and made a genuine commitment that half its presenters for that event will be those with a disability. It is not just doing that to tick a box—that would do a disservice to potential disabled presenters. The channel wants people who have a talent to take advantage of the opportunity to further their careers and to have further opportunities, whether with Channel 4 or other media organisations. It has gone right back to the training colleges and the performing arts people, saying, “Look, we wish to recruit. You find people who have the enthusiasm and the talent. You train them.” There are genuine job opportunities coming from there, which is a real credit to those organisations.
I went on a brilliant visit, championed by a fantastic constituency MP who is held in such high regard. I saw that as we visited all those people. There were so many inspirational people who have made Worcester arena such a success. I am excited that it does not stop there and that there will be further opportunities. My hon. Friend made it very clear that he felt that Worcester arena was gold standard. I think it is platinum standard. In material terms, that is even higher rated.
I hope that many other organisations can look and learn, and create the same sorts of enjoyment and opportunities that Worcester Arena does. It is a real tribute to my hon. Friend that he has highlighted that today. He will have a further opportunity to showcase all the fantastic work that is going on right at the heart of his community with the all-party parliamentary group. Once again—what a way to celebrate my hon. Friend’s birthday.

Commons ChamberSupporting people with mental health issues has been debated many, many times in this House. There is a recognition across all parts of the House that, as a society, we have not always got it right, but as a Government we are determined to improve on that, which is why we are currently undertaking pilot projects worth £43 million, providing individual and tailored support, including face-to-face support, group work, online and telephone support, and the co-location of Improving Access to Psychological Therapies services.
The Secretary of State has indicated that disabled people are themselves best placed to inform him of their needs. As chair of the all-party group on disability, I urge him to attend a specially convened meeting of the APPG so that he can outline the changes and listen to disabled people’s concerns. Will he confirm today that he will attend that meeting?
