As both a former member of the Science and Technology Committee and a member of the Conservative Environment Network, I very much welcome this report. Does the right hon. Gentleman agree that reducing emissions from people heating their homes is not only good for our climate change targets, but will reduce costs for people and enable us to end the scourge of fuel poverty?

The hon. Gentleman is now bringing up cases of people who applied for ESA more recently—I think that is what he is talking about—which is different from the people who were migrated across from incapacity benefit to ESA. Clearly, it is really important that we get the decision right first time for everyone. That is what we absolutely want to do: make sure that people applying for ESA are treated with respect and dignity, and get the right result.

I always look at the claimant experience, because behind every statistic is a real live person. The independent data shows that, when asked how they experienced the work capability assessment, over 90% of ESA claimants are satisfied. Obviously, some people, about 9% of people who apply for ESA, take their cases to appeal because they are not satisfied with the results. About 4% of those cases are upheld. Often, that is a case of more medical information being brought forward. I do not want there to be any appeals; I want to make sure we make the decisions right first time. That is why we put in place independent reviews and put in a huge amount of work to improve the work capability assessment and improve the benefit. [Interruption.] From a sedentary position, people are shouting out, “How long is the waiting time for appeals?” [Interruption.] I think the custom in the House is that Members rise to their feet to ask a question. I want to come on to answer the question about the waiting time for appeals. That is the responsibility of the Ministry of Justice. I am working very carefully with the MOJ to reduce the amount of time people have to wait for appeals. It is coming down. In the last set of statistics I saw, it had come down by 9%. Over 200 judges have been recruited to the tribunal service, so we can see improvements—

The work capability assessment was at the heart of the hon. Lady’s question, and it has been the subject of consultations and huge amounts of stakeholder engagement. We are absolutely determined to continuously improve the work capability assessment. Healthcare professionals who undertake the assessments are all medically qualified and they are all trained. We have a huge amount of stakeholder engagement working with us constantly to improve the work capability assessment and in fact, the whole claimant journey through ESA.

I thoroughly agree with that bid from my hon. Friend and I can think of an excellent candidate who is sitting with us this evening and whom all of us would thoroughly recommend to be one of the earliest adopted new bishops.

Passing this motion this evening is the right thing to do not only for all the reasons that have already been expressed but because it will help the Church of England reach out and continue in its vital mission of engaging with a whole new generation of people. That will only strengthen the Church so that it continues to contribute to the national life of people of Christian faith and people of none.

I think I can speak on behalf of all colleagues who have contributed this evening when I say that this has been an exceptionally good-natured debate. People have expressed a lot of different, heartfelt opinions and we have had a well-tempered and thoughtful debate. I am sure that people listening this evening will see Parliament at its best, with people really addressing the issues.

You are probably wondering, Mr Deputy Speaker—along with other colleagues—why somebody who represents a constituency pretty much as far as you can get from HS2 is speaking in this debate in support of the Bill. The great western railway was the first of all the high-speed railways, as well as one of the masterpieces Brunel left to us, and it serves us very well down to the south-west. I believe HS2 will have benefits as far away as Cornwall.

I was delighted that the Secretary of State came down to my constituency last summer, travelling on the great western railway line and the local branch lines. He listened to an ambitious presentation made by a partnership of people in Cornwall—the local enterprise partnership, Cornwall council and the rail industry—setting out an ambitious plan for investment in our rail services in Devon and Cornwall. I am pleased by the support that the Secretary of State and his team at the Department have given us over the last few months in developing those proposals. In that, we see a massive investment in our Victorian signalling infrastructure, which would enable a 30-minute service along the line, and a huge investment in our sleeper service, which is important to us in Cornwall.

Finally, with some of the changes needed at Old Oak Common, this Bill presents an opportunity for us in Cornwall, because First Great Western has its sleeper maintenance depot there and needs to move it to make way for other developments. We are keen for it to be relocated to the end of the line, down in Penzance, bringing with it some 60 high-quality engineering jobs. It is only fitting to bring those jobs to Cornwall, as it was Trevithick who invented the first steam engine in Cornwall. As Cornwall has a unique position in England and benefits enormously from EU funds, the idea would be a good deal for the British Government, because what is being proposed is using those funds to help First Great Western to relocate its depot, so I hope this evening that the Secretary of State can provide me with—

Yes, this is really about Old Oak Common and moving the depot down to Cornwall, and I would like to finish by asking the Secretary of State to give me his assurance that he will seriously consider the final proposals that have been given to him this evening, put together by the LEP and Cornwall council, that will truly enable us in Cornwall to benefit not only from the massive railway investment that is being made by this Government but also from HS2, and to make sure every part of the nation benefits from this massively important infrastructure project.

I did not plan to speak today, and I certainly do not want to take up much time, because I want the Bill to make progress. However, I feel that I must make a few brief points.

I am a lifelong sailor, and—although I have not had a distinguished Royal Navy career like my hon. Friend the Member for Croydon South (Richard Ottaway), whom I have the privilege of succeeding in the debate—I do represent a port: the port of Falmouth, which has many of the features described by my hon. Friend. It is a very busy port, with conflicting usages of the harbour authority area. I firmly believe that the prevention of injury and the safety of everyone who uses the port—

I agree about the need to reform regulation. Does my hon. Friend agree that we also need a proportionate approach? Newquay airport is in a neighbouring constituency to mine, and it serves all of west Cornwall. It is vital for connecting Cornwall with the rest of the UK and beyond for business and other purposes. We must bear in mind the importance of such small and remote airports that may not—

I welcome the Bill’s focus on making the criminal justice system more victim oriented. In the few minutes allowed, I shall focus my contribution on what more can be done in the Bill to help to prosecute and punish offenders for the crime of child sexual exploitation.

Despite being a mother of three children, I was unaware that horrendous crimes were being perpetrated in my community—crimes of online grooming, and the sexual abuse and rape of children. Like most of my constituents, as the news broke of the prosecution of Michael Williams last year, I found it difficult to believe that such crimes were possible in this century and this country, and especially in the community where I grew up.

A few months later, the further revelation of six men operating a paedophile ring in my part of Cornwall—it was uncovered and prosecuted by Devon and Cornwall police’s Operation Lakeland—forced me to find out more about the horrendous crimes that those men perpetrated against children as young as five years old. I am impressed by the determination to tackle and prevent that and to raise awareness shown by the Home Secretary, the Under-Secretary of State for Education, my hon. Friend the Member for East Worthing and Shoreham (Tim Loughton), who has responsibility for children, and the Under-Secretary of State for the Home Department, my hon. Friend the Member for Old Bexley and Sidcup (James Brokenshire), who has responsibility for crime prevention. However, they need some help from their colleagues in the Ministry of Justice in two respects. First, the Ministry of Justice could improve support for young witnesses who give evidence in criminal proceedings, and secondly, it could improve sentencing policy.

As with all crimes, to secure successful prosecutions witnesses must be prepared to come forward, give evidence and be cross-examined in court. Unless witnesses, their families and carers believe that they will be supported and fairly treated when they go to court, they will not come forward. I am grateful to Sheila Taylor of Safe and Sound Derby who has given me information on cases that vividly illustrate why the current system must change.

The first case concerns a 15-year-old girl who was repeatedly sexually abused. She was forced to give evidence in court for eight days, and she was cross-examined by a team of nine defence lawyers, including, on one occasion, by five in a row, working as a team to try to undermine her evidence. Although the court showed respect for the defendant’s human rights, there was no understanding of how the crimes perpetrated against the victim had left her a vulnerable and terrified witness. She was physically sick every day before she came to court and became so traumatised by the experience that she ran away from home during the case. Sadly, the case was dropped. The second case concerns a girl who, when shown into the witness box, found that the screens promised to her to prevent her from having to see the people who had abused her had been forgotten. Seeing the men who had sexually abused her, she understandably became hysterical. As such, she was deemed unfit to give evidence, and again the case was dropped.

I want to improve the experience and cross-examination of children in our courts. I am fully aware that the Ministry of Justice has prioritised this concern with the recent publication of “Achieving Best Evidence in Criminal Proceedings: Guidance on Interviewing Victims and Witnesses, and Using Special Measures”. However, there is still an issue about how to get legal practitioners to use it. The majority of cases that go to trial at the Crown court have first to go through a plea and case management hearing. According to Crown Prosecution Service guidance, a PCMH is compulsory only where the child is a defendant but not a victim. That should be changed.

Such a hearing should be compulsory for both a child defendant and complainant, because the PCMH, which is purely an administrative hearing at which outstanding issues of law or procedure are dealt with by the judge before trial or evidence commencement, provides the judge with an opportunity to give a direction to all counsel that they should abide by the Ministry’s own “Best Evidence” publication when dealing with young witnesses, be they defendants or complainants. If such judicial direction was made compulsory at the PCMH, lawyers could not say that they had no knowledge of such information or that their approach was the norm in practice.

Furthermore, some judges need to be made aware of this issue and be encouraged to intervene when questioning methods are inappropriate. Publishing guidance for judges in the criminal procedures rules would greatly improve good practice. I believe that the Government really want to make our criminal justice system more victim-orientated. What better place to start than with the children and young people who are the victims of the most horrendous of crimes? What better way to convince them and society as a whole that we consider these crimes to be totally unacceptable than by ensuring that perpetrators serve long sentences, including life sentences—sentences designed to ensure that they will not be released until they have demonstrated that they have effectively controlled their sexual urges and can resist reoffending.

For the victims, the combination of the crimes perpetrated against them, even when the disclosure and subsequent support is excellent, and the experience of giving evidence in court can give them a lifelong sentence of suffering. Is this fair? Surely, the life sentence should go to the perpetrator not the victim. I urge the Government, therefore, while the Bill passes through the House—

Does my hon. Friend agree that to address that imbalance, we might encourage more men to volunteer? In my town of Falmouth, the Rotary club does excellent work in a local primary school to help with reading, which has really improved reading standards.

I want to associate myself with my hon. Friend’s positive comments, because based in my constituency is an effective school sport partnership working with 74 primary schools, nine secondary schools and two specialist schools. He made the point about links with clubs. In a remote, rural area such as Cornwall, it is very difficult for young people who develop a passion for sport to find fixtures and opportunities to expand and develop—

There is absolutely no doubt that women’s health during pregnancy is vital, but I really must take issue with the hon. Gentleman. The health in pregnancy grant was a universal benefit, so a mother of three children such as me could have received it and, in these extremely difficult financial times, we have to make difficult decisions to ensure that the available resources are targeted where they are most needed. The Government are really targeting support for families on lower incomes in a huge range of ways. Does the hon. Gentleman not agree that it is far better to target the limited resources at the families in the greatest need—

I think that I will be the last person this evening to make their maiden speech—[Interruption.] No, I am sorry—I stand corrected. I am the penultimate person to do so.

Having grown up in Falmouth and having been confirmed in Truro cathedral, it is a real privilege to stand here today as the first MP for the new constituency of Truro and Falmouth. I am particularly pleased to join today’s debate, in which we are discussing the important contribution that many of the measures in the Budget will make in enabling enterprise to prosper in my constituency.

My immediate predecessors will be well known to Members of this House. Matthew Taylor served for more than 20 years as the Member for Truro and St Austell, and he played an important role in highlighting the issues of living and working in the countryside of Cornwall in his well-respected Taylor report. As chairman of the National Housing Federation and a director of South West Water, as well as serving in the House of Lords as a Lib Dem peer, he will be able to continue his work on the issues identified in his report. I look forward to helping him to take the words from its pages and put them into action, especially in delivering truly affordable homes for local people to buy or rent.

Julia Goldsworthy served as the Member for Falmouth and Camborne in the last Parliament, and she has recently returned to the Westminster to work as special adviser to the Chief Secretary to the Treasury. Her work in creating the Sustainable Communities Act 2007 is noteworthy, as is her dedicated campaigning work for NHS services in Cornwall. I look forward to working with her in her new role.

I have often heard colleagues in this House refer to Cornwall as part of the Celtic fringe; no doubt that is intended in a humorous way. While I am very proud of the Celtic culture, sports and traditions of Cornwall, there is absolutely nothing “fringe” about Cornwall or its people. Cornwall throughout the ages has been, and will continue to be, at the cutting edge of important national developments, as well as being at the centre of key moments of our history. The industrial revolution started in Cornwall, and Cornwall is leading the new industrial revolution—that of delivering the renewable and sustainable energy that our future economic security and growth will depend upon. Cornwall’s pioneering and inventive people and enterprises are ready to rise to the challenge of delivering a low-carbon economy and secure energy supplies. They need a Government who understand how to create the right market conditions for enterprise to succeed. I believe that this coalition Government have the determination to do this, and so to unlock potential in Cornwall.

My constituency is a slice of central Cornwall running from the north to the south coasts. It includes Cornwall’s administrative, retail and media centre and its only city—Truro. The Royal Cornwall hospital, the only acute hospital in the whole county, is in Truro, along with the Peninsula medical and dental school. I am grateful for the dedication of the staff in our NHS in Cornwall and the people who work hard in all our public services.

Cornwall has benefited from EU objective 1 funding, and now convergence funding, which has helped to develop the knowledge-based economy. Combined Universities in Cornwall has enabled people of all ages to access the opportunity to undertake higher education and obtain new skills. University College Falmouth is a world-leading arts organisation.

Throughout the constituency are very many beautiful villages, from the rugged splendour of the north coast villages of St Agnes and Perranporth to the no less beautiful but gentler coastline of the Roseland peninsula. As hon. Members will be aware, tourism is an important industry in Cornwall. Thanks to local farmers and fishermen, there is a thriving and growing local food scene, which comes together into some mouth-watering food festivals enjoyed by locals and tourists alike. I am delighted that the new coalition Government recognise the importance of farming and fishing to our national food security.

In the hinterlands of the constituency are the ruins of many of the mines for which Cornwall is famous. As a descendant of Cornish miners, I am particularly pleased to see renewable energy enterprises developing in the ruins of the old tin and copper mines. Cornwall has the hottest rocks in the UK and is a natural location for geothermal energy production. That, combined with our rich tradition of engineering and inventiveness, provides an ideal environment and ideal skills to develop that sustainable form of energy. Geothermal Engineering Ltd has submitted a popularly backed planning application to Cornwall council and if it is successful, we will see the first commercial geothermal energy plant in the UK, which will produce 10 MW of renewable energy to be fed into the national grid.

Nearby, at the former mine of Mount Wellington, is Kensa Engineering, an award-winning manufacturer of ground heat pumps that works with social housing providers across the country to deliver low-carbon energy and at the same time lift people out of fuel poverty. I am delighted that the coalition Government have stated their support for renewable energy incentives. I believe that the Government’s priority, as set out in the Budget, to enable more business finance and financial support for the low-carbon economy, will help support excellent low-carbon companies and energy providers such as those in my constituency. The Government’s emphasis on the need for economic growth to come from the private sector will also, I believe, create a better environment for the many businesses that already contribute so much to the local economy, particularly at Falmouth port.

Falmouth is not only important to the economy of Cornwall as the third-largest natural harbour in the world, it is of strategic importance to the UK. Falmouth has a long and proud maritime history and, as the most westerly port in the Atlantic gateway, has been at the centre of trade since ancient times. As ships for all purposes, including those needed to service marine renewables and the Navy, are getting larger, the deep waters of that safe haven are ever more important to the nation, not just to Cornwall.

I understand that many of the measures in the Budget will be tough for people living and working in my constituency. I do, however, believe that by taking the brave decisions in this Budget—
