The overwhelming majority of those at the international energy summit last week said that the transition to low-carbon energy is crucial to energy security. Does my hon. Friend agree that those in this Chamber and beyond who do not support the transition to low-carbon energy are playing fast and loose with this country’s energy security?

UK electricity bills are the highest in Europe compared to gas. Evidence given to the Select Committee suggests that the Government are absolutely right to reduce our reliance on fossil fuels, and it is a shame that some Opposition Members have abandoned an evidence-informed approach to policymaking. Can the Minister confirm whether the Government are considering rebalancing the infrastructure levies on our energy bills, as a way of reducing electricity bills in the immediate future and as a down payment towards 2030 and beyond?

I was pleased to hear the Minister confirm the importance of our energy security, in contrast to what we saw under the previous Government. [Interruption.] Opposition Members can groan all they want, but that is the reality of what was inherited in July last year.

As we extend energy infrastructure in this country, can my hon. Friend the Minister confirm how this Government will ensure that we have control of the operation of that infrastructure? Does she agree it is vital that through the industrial strategy we see a renaissance in our manufacturing and greater resilience in our supply chain, all of which adds to the energy security of this country?

My hon. Friend is absolutely right that dealing with capacity issues in our supply chain is a crucial part of getting this investment into infrastructure. It is one of the reasons why, through the national wealth fund, we invested in lithium in Cornwall last week. Through the critical minerals strategy, we want to maximise the natural resources that we have, where we can. As I have said, we want to make absolutely sure that security concerns are addressed as well when we look at which investors invest in our new economy.

I thank my hon. Friend for confirming the Government’s commitment to supporting production in existing North sea oil and gas fields and for confirming the desire to partner closely with industry and workers on the transition away from fossil fuels. Does he agree that the workers and communities that rely on the North sea would be in a much stronger position if we had not witnessed over the last decade a chaotic mismanagement of the decline in the basin that he has just referred to, and the failure to plan for the loss of 70,000 jobs in that decade alone?

The Chair of the Select Committee makes an important point, which is that the failure to acknowledge that the transition is already under way is to bury your head in the sand and pretend that everything will carry on as it was. The reality is that in the past decade a third of the oil and gas workforce—70,000 workers, as my hon. Friend says—have already lost their jobs and the transition is under way. We are determined to ensure not only that the transition leads to a future in the North sea energy sector that, yes, involves oil and gas for many years to come, but that we build the industries of the future now so that there is no gap. The alternative is to do what the previous Government did, which was to pretend that the transition was not under way and then somehow deal with the shock that would come when North sea oil and gas inevitably declined to the point where workers’ jobs were not protected. We are determined to build what comes next and to protect good, well-paid jobs in the North sea for many decades to come.

The vote of confidence by PwC, the upgrading of the growth forecast by the International Monetary Fund and the £63 billion announced at the growth summit are all indications of this Government’s successful plans. Does the Minister agree that they are added to by the clear direction on green investment in energy projects and that that will deliver success for our economy, as well as contributing to our climate targets?

The shadow Minister missed from his story the role of Liz Truss. When she was the Chief Secretary to the Treasury in 2017, she made the decision to close our gas storage facility. Does the Minister agree that if we want energy security and lower prices, that all depends on reducing our reliance on the volatile nature of the international fossil fuel market? Does that not mean that his clean power action plan for 2030 is exactly the right policy to address the events of the past few days?

My hon. Friend is absolutely right. The decisions that the previous Government took on storage are for them to answer, and anyone who looks at their record will rightly raise questions about that. On the broader point, he is right. The only plan for how we can get off the volatile fossil fuel markets, to which the previous Government left us far too exposed, is the clean power action plan that we have announced. If the Tories oppose that, they need to come up with their alternative to deliver the resilience in the system that we are fighting for every single day.

Friend confirm that the reason for the changes to national insurance is precisely to plug the £22 billion gap that the Conservatives caused and to ensure that our constituents can get a hospital or GP appointment?

May I gently say to the shadow Secretary of State that she really should not believe dodgy headlines in The Daily Telegraph? In fact, I am not sure whether headlines in The Daily Telegraph are ever not dodgy, based on what she was quoting. More importantly, though, let me congratulate the Prime Minister on his leadership at the conference of the parties, and the Secretary of State on leading the negotiations, and not least on delivering the £300 billion of climate finance for developing countries. He set out this country’s achievement since the general election; to what extent will the combination of what this country showed at COP and what we have delivered at home since 4 July encourage countries around the world to play their part in addressing the climate crisis?

My hon. Friend asks an important question. Two truths came out of COP: first, the transition is unstoppable and, secondly, it is not going fast enough. There is such a difference from a decade ago—my hon. Friend, who was there with me, is nodding in agreement—because every country knows that the climate crisis is happening and is affecting them. The testimony I heard was like the testimony that we could provide about what people are seeing. Every country knows they have to act, and while they all face constraints in acting, they also know—this is the big change from a decade ago—that it is massively in their economic interests. There is a race on for the good jobs of the future, and the clean energy transition can provide them.

The last Government held a consultation on electricity market arrangements, but despite having said that that was their flagship policy in this area, they did not publish the results of that consultation. Does my hon. Friend agree that electricity and, indeed, energy market reform is crucial to achieving the Government’s stated 2030 clean energy targets and to reducing bills, and can he say whether this Government will publish the results of the last Government’s consultation and if so, when?

Southport Incident

The hon. Member for Southport (Patrick Hurley) is in the constituency, so I am going to call the most immediate neighbouring MP, Bill Esterson.

Thank you, Mr Speaker. My hon. Friend the Member for Southport is at the vigil that is taking place as we gather here. I am sure that he and his constituents are grateful for the visits of the Prime Minister and the Home Secretary earlier today. He and they will also be grateful to the Home Secretary and the shadow Home Secretary for what they have said this evening.

This is about Bebe, it is about Elsie and it is about Alice. It is about three young children who were murdered. The Prime Minister talked about a collective trauma for the people of Merseyside, and I think that is exactly what is going on. My constituents are reflecting that, as are the people in Southport. I want to pass on the thanks of my constituents to the emergency services for their response, and for the fact that they are back at work today, as the Home Secretary said. I also want to thank those local people who intervened, as the shadow Home Secretary mentioned.

I want to add to what the Home Secretary said about the importance of the responsibility of everyone here and everyone more widely, and to the concerns that she and the shadow Home Secretary expressed about what has been said on social media. I think the best way to respond to it is to look at the overwhelming sense of love and support that is seen at the vigil, and in the many messages that have been left in the floral tributes and online from the vast majority of people, not just in Southport but across the country. That is the appropriate way to support those victims and their grieving loved ones this evening.

I thank my hon. Friend for his words. I know how much he and his constituents, as close neighbours of Southport, will be feeling this now. I also pay tribute to my hon. Friend the Member for Southport, who I spoke to today. He set off back home the moment he heard about this horrific attack yesterday, to be there in the community. He was showing such leadership with the local residents in the community and at Southport football club, where so many people had come together today. This is just immensely hard for communities, as all of us will know having felt our own communities facing pressure, but it is still so hard to imagine just what the community will be going through. I know that they will very much welcome everyone’s support.
