But I am not sure that there are many who will disagree with me when I say that it is not working very well, is it? How is that attempt to avoid a Tory civil war going? Does the Minister want to intervene now? No, I did not think so, because there is a full-blown civil war in his party. And this is a Tory party determined to take the rest of us down as well, but today’s amendments give us the chance—for the moment—to stave off that opportunity that the Tories are trying to give us.

The Prime Minister continues to appeal to the hardliners in her own party, rather than to face up to the reality of minority government, but this is a lost cause. The Brexiteers who campaigned without any sort of plan are the ones who got us into this mess. And, frankly, the message to the Prime Minister must be that they are unlikely to get us out of it. Now, it is not for me to judge Conservative party management—the voters will have their opportunity to do that in due course—but what strikes me is just how in thrall this Conservative Prime Minister is to the extremists in her own party. With that, I want to praise some Conservative Members, because there are Members who I disagree with and who disagree with me, but who have stuck their necks out, and look at the way they have been treated.

The hon. Member for Grantham and Stamford (Nick Boles), who is in his place, and I disagree over plenty, including Brexit; he wants us to leave the European Union and I do not. Some Members have tried to make positive proposals, although we do not always agree on them. But even when one of those proposals is accepted by the Government—as was the case with the amendment tabled by the hon. Member for South Leicestershire (Alberto Costa)—we are now in a situation whereby the hon. Member for Grantham and Stamford finds himself deselected and the hon. Member for South Leicestershire finds himself sacked, yet all along—I disagree with them over this—they have backed the Prime Minister’s deal. What does that tell us about trying to find some kind of consensus or trying to reach across? This is a Government who are in thrall to the very extremes, and this House cannot put up with that any longer. Just look at the invitation list of those who were treated to lunch at Chequers: the very people voting against the Prime Minister. This tells us everything about a Prime Minister who has lost control of her own party and who has dragged us into this folly.

If the hon. Lady looks at what we have been doing for education funding overall, she will see that we have been putting extra money into funding—[Interruption.] Members say, “Not in FE”, but we have invested nearly £7 billion in further education this year to ensure that there is an educational training place for every 16 to 19-year-old who wants one. We are also transforming technical education through T-levels, and £500 million will go into those once they are fully rolled out. By 2020, the funding to support adult participation in further education is planned to be higher than at any time in England’s history.

The hon. Lady is ignoring that we shared the drafting of the document with the Welsh Government before we had concluded the document itself. They had an integral part in contributing and sharing their views. I would also say that it was considered at length at the JMC that my right hon. Friend the Chancellor of the Duchy of Lancaster chaired days before the document was shared.

I have regular discussions with the Secretary of State for Defence about the armed forces in Wales, including about my recent visit to Kabul to meet the Welsh Guards. I am happy to meet the hon. Gentleman and his colleagues, as I am always happy to talk to the elected representatives of Northern Ireland constituencies here. It is important that we find a way to mark that centenary appropriately and do so in a way that is genuinely inclusive and recognises the sensitivities associated with many centenary anniversaries affecting the island of Ireland that have fallen in recent years.

My hon. Friend is right. The United Kingdom’s common market existed well before we joined the European Union, and it will continue to exist after we leave. The living standards of people in England, Scotland, Wales and Northern Ireland alike benefit from the existence and strength of the internal market of the United Kingdom, and the Government will do their utmost to protect and defend it.

Before I proceed, I want to declare an interest: I have ransacked my family vaults and found no letter from Mr Benjamin Disraeli to my great-grandfather or any other member of my family.

It is a great honour to be invited to second this Humble Address, which was moved so eloquently by my right hon. Friend the Member for Newbury (Richard Benyon). He was both charming and funny, and that is a much rarer quality than you would expect, Mr Speaker.

It is wonderful to see everything in its place. We have you, Mr Speaker; we have the Government—[Interruption]we have a Government; we have the Leader of the Opposition in his place. All is well with the world. I am even delighted to see our old, special friends the Liberal Democrats in their place, still brimming with enthusiasm—albeit without a leader, but we can live with that for a while.

Election day, as we all know, was full of surprises. When the exit poll was revealed there were gasps of anguish, despair and deep, bitter disappointment—and that was only the members of the parliamentary Labour party. We all know how hard the business of putting together a Government has been. We know how tortuous the process has been— the debates, tensions, and difficulties —and we could follow every detail closely in the highly objective, scrupulously fair pages of the Evening Standard.

It is a great privilege for me, the son of Ghanaian immigrants who came to this country in the 1960s, to perform this duty today. My mother lived in Liverpool, where her elder brother was studying medicine. She remembers Sir Winston Churchill’s funeral and Liverpool winning the FA cup. She certainly would never have believed that her only son would become a British Member of Parliament. That is one of the strengths of this country.

I know that people are wondering, as the custom is for this speech to be delivered by a young, thrusting MP. After seven years in the House I was slightly confused about that description. One of my hon. Friends, a former Whip, said, “Oh, you’re meant to be the young one, are you?” In my intake of 2010, I have seen such meteoric high fliers as a Business Secretary, a Home Secretary, and even a Lord Chancellor. Then there is me. May I reassure Members, and may I reassure the Prime Minister, that I am still young, still thrusting.

This occasion is also a great honour for my constituency, Spelthorne, but as MPs, we can all reflect that politics is not all about set-piece occasions and big speeches. When first I walked down the high street in Ashford, I wondered how I would be treated. An elderly woman came up to me, and said, rather surprisingly, “Mr Kwarteng, I am going to vote for you.” Then I made the fatal mistake. I asked the question no candidate should ever ask. “Why?” “Oh, I don’t know,” she said. “I like seeing your smiley face in the newspaper.” We must never attempt to second-guess at every stage our voters’ motivations.

The borough I have the honour to represent has many political and historic associations. Staines, of course, was where the barons assembled before forcing King John to sign Magna Carta in Runnymede. It was in Staines that Sir Thomas More, one of your less fortunate predecessors, Mr Speaker, was tried, before his execution on Tower Hill—may you avert that fate. One of my recent predecessors, Sir Humphrey Atkins, was Chief Whip, then Northern Ireland Secretary in turbulent times.

These days, my constituency is very much a place of business, with a range of enterprises, from small start-ups to global companies such as Shepperton Studios and BP. Spelthorne has a thriving business community, which of course is greatly helped by our location, with excellent links to London and Heathrow airport. There is also a great innovative spirit in my constituency; as recently as 2015, a study concluded that Staines-upon-Thames was the No.1 town in the country in which to start a new business, with three times as many start-ups every year as the UK average.

Despite changes in the way we do business and the technology that we use, the traditions of the House have withstood the onslaught of time. You, Mr Speaker, uphold the great traditions of this House and our parliamentary system. These institutions have evolved, and they remain—I wondered how I could put this; I was at a loss for words and was thinking of a phrase. Of course: “strong and stable”.

I am delighted that the Government’s programme is ambitious. We have Brexit, and when we look at the great repeal Bill, we have to consider what a great and significant piece of legislation it will be. The original European Communities Act was passed in 1972. Feelings were so strong at that time that it took 300 hours of parliamentary debate before the Bill was passed. Feelings are no less strong today, because the future of the country is at stake. The complexities of the great repeal Bill will be debated extensively in the next two years. It will be a great landmark in the parliamentary and constitutional history of this country. A new Immigration Bill will seek, rightly, to reduce migration to sustainable levels. Once passed, both these Acts will shape Britain very considerably in the years ahead.

In conclusion, Mr Speaker—[Hon. Members: “More!”] The last few months have been, by any standards, horrific. I never thought I would live to see barriers erected on Westminster bridge. The attacks on innocent people—even within the parliamentary estate or, most recently, at the Finsbury Park mosque—have rightly disgusted the overwhelming majority of decent people in this country. Neither did I think that I would see a tower, with 500 people sleeping in their homes, go up in flames. The appalling scenes of devastation in west London last week can never be forgotten.

We can talk of tradition and history, but at a time like the present we must be mindful of human suffering. It is at times like last week that we in this House are reminded of the solemn duties and grave responsibilities that we have been called on by our constituents, and the whole country, to discharge. The recent terrible events remind us of the awe-inspiring trust with which we have been endowed. It is in this rather sombre and reflective mood that I commend the Gracious Speech to the House.

I agree entirely with the excellent speeches by my hon. and gallant Friend the Member for Basildon and Billericay (Mr Baron), and by the Chairman of the Defence Committee, my right hon. Friend the Member for New Forest East (Dr Lewis). They both made eloquent speeches, and I shall therefore focus not on the high principle but on the practicalities. I shall start with the Prime Minister’s point that all Members on both sides of the House want to see the end of ISIS. We are therefore talking about not the aim but the practical method of achieving it.

I think that all hon. Members could agree with 90% of what is in the motion. The contentious part is whether we should engage in the bombing. That is being proposed for entirely understandable but symbolic reasons. Symbolic is not a small word; they are important symbolic reasons. The proposal is to add a few British fast jets to the American-led air campaign in Syria and Iraq. We should face some facts, however. That air campaign has so far, in both countries, mounted some 10,000 sorties, one third of them in Syria, against 16,000 targets. The avowed aim? To degrade ISIS, or Daesh. The outcome? In the period in which the campaign has been operating, recruitment to Daesh has doubled from 15,000 to 30,000 personnel. By a macabre coincidence, that is about one extra recruit for every target we destroyed. So, from that point of view, we are not achieving our aim, although we are doing some good things. The former Foreign Secretary, the right hon. Member for Derby South (Margaret Beckett), who is no longer in her place, talked about pinning ISIS down in Kobane, but we are not achieving what we intended to achieve. Arguably, we are achieving the opposite.

Last week, the greatest modern warrior, the American ex-special forces general Stanley McChrystal, was in the House and I spoke to him. He was talking principally about drones and aerial warfare, and he said, in terms, that we should never believe that we can cut off the head of the snake in this kind of war, because it always regenerates and reorganises. He said that that was the wrong metaphor for this kind of warfare, and that it would not work on any level.

Another point leapt out at me. I have heard arguments from many knowledgeable colleagues, but no matter how skilful and brave our pilots are—and they will be both—it is debateable whether they will make even a marginal difference. The reason is that despite the availability of a large number of aircraft and all sorts of weapons systems—including Brimstone, and others that compete with and might be better than Brimstone—the constraint will be the targets. The Americans are flying about seven sorties a day in Syria, while the Russians declare that they are flying more than 140. That is because the Russians are being given up to 800 targets a day by the Syrian army, while we are getting fewer than half a dozen, by the sound of it, from the Free Syrian Army. If you want a practical demonstration of the usefulness in war of the 70,000 fighters we are being told about, you have it there. They are not useful, even as target-spotters.

I have already told my hon. Friend that; he cannot have been listening. The simple truth is that the bombings have not achieved their aim; they are doing some useful things, including pinning some people down, but by themselves they cannot achieve what we have been told is their aim—namely, the reduction and removal of ISIS. That is their failure.

So where do we go from here? I will not go into elaborate detail on the long-term plan. We have heard about that from a number of colleagues, and all their arguments have been very well made. We know that the diplomatic creation of the future Syrian state and the creation of an army on the ground will be difficult and not very dramatic. However, people are looking for immediate action, and there are a couple of things that we could do pretty much straightaway. First, we could demand—not request—that Turkey shuts the Turkey-Syria border. ISIS gets $1 billion of income from putting oil across that border, and it sends weapons the other way. This gives freedom of movement to ISIS. Turkey is a NATO member, and it should not be giving any sort of comfort to our enemies.

Secondly, Saudi and the Gulf states are supposedly our allies, yet they send tens of millions of dollars into these Islamist organisations—not just ISIS but al-Nusra and others. That money is used essentially to employ soldiers in a country where starvation is always at the door, so that money is incredibly powerful. If we want to do something straightaway that would achieve more than several squadrons of aircraft, we should get our allies to do their job. People have raised another issue several times today. They have asked, “Shouldn’t we help the French?” Yes, we should help our allies, and we should do it by destroying ISIS, but we should do it properly and not by symbolism.

I am grateful, Mr Speaker, to be called in this important debate.

We have heard many speeches from both sides which have shown considerable passion and a surprising degree of knowledge and commitment. This has been one of the best debates that I have had the privilege to participate in. If we are to look at the question cleanly and lucidly, we have to try to remove the impassioned speeches. As others have mentioned, everyone in the House is equally appalled by the barbarous crimes of ISIL or Daesh. We are united in that. No one can claim the moral high ground by being more against ISIL or Daesh than anyone else. What we have to do as legislators is look at the premise of the argument and at what the Government are trying to do.

The Government, in a way that is historically and constitutionally not usual, are asking the House of Commons to extend a campaign for which the House voted overwhelmingly in a previous Parliament only 18 months ago. The vote was something like 524 to 43. This gave the Prime Minister and the Government authority to launch attacks on Daesh in Iraq. For the life of me I have not been able to understand why those people who in the last Parliament voted for intervention in Iraq draw the line, so to speak, in Syria.

Those borders, as everyone knows, are incredibly artificial. After 1918, they moved around two or three times. The Sykes-Picot agreement that people go on about did not define Iraq and Syria. It simply defined regions within those countries, which were under British and French rule in the form of a mandate.

I ask the hon. Gentleman to understand some of the problems for those of us who oppose the motion. We all want to see peace and stability. All of us in the House agree on that, but the difficulty we have is that we cannot see that the air campaign in itself will defeat Daesh. We now know that the 70,000 troops do not exist. How are we going to defeat Daesh? It is not clear.

The hon. Gentleman is right. I am pleased to see him in his place. He was not in the last Parliament, where we had an extensive debate about intervention. No one ever believed that an air campaign on its own would defeat and destroy that terrorist organisation. That was never the case that was made. I hear people say that an air attack is no good because Daesh will survive it, but that is not what anyone has suggested. It is part of a suite of things we can do to fight against this evil terrorist organisation.

I hear Members opposed to the Government’s motion saying, “Why don’t we challenge Daesh on the internet?” I hear colleagues today ask why we do not try to attack the ideology. We can do all these things. None of them militates against the other; it is not a question of either/or. These actions are part of a range of responses that we need to deploy against something that we have never seen in the modern world.

When people look at what the Government are trying to do, it is no good talking about the 2003 invasion of Iraq. That was a completely different set of circumstances. It involved the commitment of British ground troops in a transnational coalition. What the Government are asking for today is an extension of what has already happened. People cannot, on the one hand, say that it will be the most devastating thing in the world if we bomb ISIS targets, and on the other hand say, “It wouldn’t do very much so what’s the point?” It is one thing or the other, but people on the other side of the argument have said both. They have said that airstrikes are so insignificant that we should not bother, and they have said that they will devastate and bomb Syria into oblivion. Both of those statements cannot be true.

It has never been part of the Government’s case that a bombing campaign in itself would destroy ISIS. Three things have happened: the Sharm el-Sheikh outrage, the Tunisian outrage and the particularly savage attacks in Paris. These have completely shifted the circumstances in which we find ourselves, and it is entirely justified for the Government to extend the provision to attack Syria, as they have done in Iraq.

It is a pleasure to follow the hon. Member for Islwyn (Chris Evans) and an honour to have been able to hear at least part of the maiden speech by the hon. Member for Argyll and Bute (Brendan O’Hara)—I congratulate him on having the courage to make it so early in the Parliament. All of us who entered the House in the previous Parliament realise how big a challenge that can be. I congratulate the Scottish National party on the support it has provided him with today, and also on its election victories.

I would also like to welcome new Members on the Government Benches, because we had a good election. I would like to pay tribute to many of them, but particularly my hon. Friend the Member for Fareham (Suella Fernandes), whom I have known for many years. When we first met she was a little smaller than she is today—[Interruption.] I should explain that she was about five at the time; I am not commenting on any other dimension of her being. She was much shorter, smaller and a child—I think I had better stop there and move on. I welcome her to the House and am sure that she will do a fantastic job.

It is wonderful to see so many new Members. I think that it inspires us to realise why we are here: to represent our constituents. It is an honour to have been re-elected in Macclesfield with an increased majority and an increased share of the vote. I will do everything I can to honour my commitment to the people of Macclesfield. Like all other Members, I will do it with complete conviction regardless of the political affiliations of those I represent.

There was also an excellent vote of trust in the Conservative party in local government, as was true in many parts of the country. I am excited to work with local councillors in Macclesfield as we move into a new era of devolution, with the transfer of power to Manchester and increased demand, as today’s debate has shown, to see a greater transfer of powers to the counties as well. Government Members are absolutely committed to ensuring that the northern powerhouse is a real success. Macclesfield is famous for being a powerhouse for silk back in the Victorian days, and now we want to weave new economic threads in the life sciences and various other fields to help take the northern powerhouse further forward. I am pleased that the cities and local government devolution Bill provides us with a vehicle to help that succeed and flourish in the years ahead.

I am an optimist. In fact, in the previous Parliament the former Member for Edinburgh East, Sheila Gilmore, accused me of being over-optimistic—Panglossian, even—in my approach. Well, I have to say that it was Conservative optimism what won it on 7 May. The positive agenda that we took forward appealed to large swathes of the country and helped us win an outright majority. I am pleased that the Queen’s Speech today set out more reasons to be positive as we take our important agenda further forward. The Eeyores and sirens we heard in the previous Parliament, and whom we have heard today, have been proved wrong.

I think that it is really important that the Labour party takes time to reflect on why the electorate did not give it the support that it hoped and expected to get. The Labour party was not trusted with the economy. Moreover, it was not trusted with the task of spreading opportunity to other people and improving social mobility. It goes beyond economic credibility into those other areas. Of course, we have since heard several Labour Members talk about aspiration. It is sad that that is focused on their own leadership aspirations, when in fact they should be thinking about the aspirations of the people they represent. That accusation could not be made against the hon. Member for Bassetlaw (John Mann), or indeed the hon. Member for Ealing North (Stephen Pound), but there are others who I think should be looking at their own agenda and at what they should be doing as a party.

I welcome the Government’s commitment to backing those people who want to work hard and get on in life. That is what our election campaign was about. As the Prime Minister tweeted on 30 April:

“We’re the party of the first chance, the first job, first pay cheque, the first home”.

He could have gone even further; I am sure that the issue was the restriction to 140 characters. We are the Government of the first-time entrepreneur, the first-time employer and the first-time exporter. During the last Parliament, I held a debate on encouraging more entrepreneurs to become first-time employers. Like other Members in the free enterprise group and elsewhere, I have written about the importance of social mobility, which Conservatives feel absolutely passionately about. We need to break down the barriers to first-time businesses, first-time employers and first-time jobs. I am delighted that the Prime Minister has given that issue such a clear focus in the Queen’s Speech.

I hope that when the Bills on enterprise and schools are published and debated, we will see more detail on what can be done to make it easier for those with no family history in enterprise.

In Macclesfield alone, unemployment dropped by 50% in the past year, which is a huge step. That has come from an unrelenting focus on what I call the four “e”s in an enterprise economy. The first is entrepreneurs; we have a massive over-index of entrepreneurs and the self-employed in Macclesfield. Then there are employers, exporters and, of course, employees—we must help each of them take the first step on their journey, encouraging them so that they see real success in their careers.

It is important to focus on the fact that more people are moving into self-employment. That tremendous change has taken place in just the past 12 or 14 years. Some 4.5 million people are now involved in self-employment: 14.5% of the total workforce, up from 12% at the start of this century. Anybody who has read the work of the Royal Society of Arts and Demos recently will realise that the trend is here to stay.

The pull of self-employment—the flexibility, freedom and dignity—helps make it an attractive option. In the past, some might have said that the push factors, such as redundancy under Labour’s great recession, were decisive. That has changed now; the issue is about the pull factors. We need to encourage more people to take the step. We should give them the information and support that they need, so that they want to become not only self-employed but first-time employers, helping out with first-time apprenticeships as well. I hope that under the enterprise Bill and other legislation more work will be done to support the self-employed in this country.

We need to ensure that enterprise is about what happens not only in this country, but Europe—particularly the European Union. Reform of the EU is not simply in the UK’s national interest, although that is our first concern, but in the interests of the EU as a whole. The world is changing and the EU must change to embrace it. There are clear opportunities and real challenges in the global economy in the 21st century. There are also compelling organic reasons for the need for reform. Many more eurozone countries want to pull together in ever closer union; I would not want to countenance that, but they are moving in that direction. States such as the UK that are rightly very much outside the eurozone need to make sure that the relationship between countries in and outside the eurozone is better defined. This is an important time for the debate about the renegotiation.

It is a pleasure to speak in this debate, Mr Speaker, and an honour to follow the hon. Member for Bassetlaw (John Mann), who made an impassioned speech. It is good to see him returned. I notice that not many of his colleagues were returned, which is good for Conservative Members.

The general election result was extraordinary, and every Member will be aware of the dramatic events on 7 May—we all have our personal stories. To secure a Conservative majority after 23 years was a great victory, and there is no doubt that the Prime Minister and those around him deserve all credit for securing that resounding victory, in a spirit of one-nation Toryism and openness, and for coming up with a Queen’s Speech that I think—I am not sure about Opposition Members—was very exciting. It represents a big opportunity to deal with our economic problems in a way that carries the whole country with us—the governing party—and reaches a better outcome for all the people of Great Britain.

One thing that was talked about a lot in the run-up to the general election—but not in this debate—is the size of the deficit. Members will remember that, when the coalition Government were formed in 2010, the deficit stood at £160 billion. It was clear to me as an MP campaigning in the election that only one party was believed and had any credibility when it came to dealing with this huge deficit. The Labour party was simply not credible, as can be seen in the election numbers: Labour now has 232 MPs, having started the previous Parliament with 258 MPs. It does not take the brains of an archbishop to work out that Labour lost a net 26 seats—an extraordinary result for anyone who felt that Labour had any credibility on the economy. It did not, and this Queen’s Speech has focused our minds on the fact that the economic questions—those relating to the deficit, job creation and how this country can make its own living and pay its way in the world—are the fundamental ones.

I am grateful to my hon. Friend, who will not be surprised to know that I have noticed the difference that the Government’s policies have made. I am proud that the unemployment rate in my constituency is now less than 1%, having been about 3% at the beginning of the last Parliament. That is a signal improvement about which everyone in my constituency is pleased. The idea of aspiration can sometimes sound woolly, but in my constituency people really understand what it means. There are huge numbers of people in employment; there is a burgeoning private sector; and there are many who successfully aspire to be entrepreneurs. I am grateful to the Government and the people of Spelthorne for that. All the Government have done is to allow people to realise their own ambitions and to unlock their spirit of enterprise. I have certainly found that to be the case in my constituency.

I am pleased to follow on from my hon. Friend the Member for Macclesfield (David Rutley) who spoke eloquently about the need for more entrepreneurialism and for a Government that interfere less in the workings of the private sector and of people who want to better themselves, go into small business and set up their own businesses. That should absolutely be commended and applauded. Frankly, it was depressing and disappointing during the campaign to note that Opposition Members—not SNP Members, but Labour Members—failed to mention wealth creation. They never talked about how this country was supposed to pay its way. They were deficit deniers, and I hope that they will come to appreciate that in the course of this Parliament.

I was struck by the fact that the hon. Member for Bassetlaw still refers to Britain as a socialist country—even after this crushing defeat. In returning a majority Conservative Government, the general election was surely an extraordinary way of showing that Britain was socialist. The result was unexpected, but it belies the hon. Gentleman’s attempts to characterise this country in that way.

More broadly, the Government have not only delivered on job creation, but have focused on distributing wealth and the spirit of wealth creation across the country. In that context, I am particularly happy that the Government will push ahead with HS2 and the northern powerhouse. That is exciting, and Conservative Members will look on it with approval. We are enthused by the broad plan for economic development, which will not be concentrated solely on the south-east.

Clearly, the Labour party has deep-seated problems, and I am surprised to see so many Labour Members here today. It is a tribute to their resilience and fortitude that they are here to participate in the debate. I am particularly impressed by the number of Scottish nationalists who are present. It is great that they are coming into the Chamber and making an impact. I am not sure what the flower is about, but I am sure that I will get to the bottom of that before long. Perhaps one of them will enlighten me. [Hon. Members: “It is royalist!”]

I am very pleased to have been enlightened. I thought that it might have something to do with Yorkshire, but, although my knowledge of British geography is poor, I understand that Scotland is slightly further to the north.

I welcome the Scottish nationalists. The election result has clearly been fantastic for them, and it has done a signal service to us, because it has severely depleted the number of Labour Members of Parliament. I look forward to hearing the contributions of members of the other “party opposite” during the current Parliament.

I think that, during this Parliament, we should focus on the economic question. The deficit, to which I referred at the beginning of my speech, is still £90 billion. That is an awful lot of money, and it means that we, as a country, are borrowing nearly £2 billion a week. What was said by some of the other parties during the election period was an exercise in complete fantasy. It was as if the deficit did not exist. None of the Opposition parties addressed the fact that we must reduce Government spending over a Parliament, and I think that, ultimately, that was responsible for the Conservative majority and victory. As I said earlier, it was clear that one party was going to adopt a mature and balanced approach to deficit reduction. As far as I could see, all the other parties had their heads firmly in the sand, and were not addressing the big question.

My hon. Friend is making an impassioned speech. Did he find on the doorstep, as I did in Macclesfield, that people were genuinely anxious for debt to be reduced because they believed that, if we did not get to grips with it, the debt would be passed on to future generations—to their children and grandchildren? I think that that is what helped us. Does my hon. Friend agree?

I found many things on the doorsteps in Spelthorne, where people spoke passionately about a range of matters. However, my hon. Friend is right. The issue of the deficit—the fact that, if we continue to build up debts, our children and grandchildren will have to pay them off, or at least service them by paying interest through taxation—was widely understood in my constituency, and I think that it contributed largely to the increased majority that I, along with many other colleagues, won in the election. It was remarkable to see Conservative majorities of, in some cases, 20,000 or 25,000, not only in the south-east but throughout the west country—where the Conservatives performed very well—and even in the midlands, where a number of incumbent Labour MPs lost their seats. I am sure that pollsters, historians, and other academics and experts will view that as an extraordinary result, and I think that it marks a shift in the political dynamics of the country. Of course, Scotland had its own result, which was remarkable by any standards.

I may be rescuing the hon. Gentleman, but perhaps it is worth pointing out that the Conservative party had its worst result in Scotland for nearly 100 years. That was because we said, very simply, that we should not balance the books on the back of our most disadvantaged citizens, but should balance them over a slightly longer period, and in a way that would not put people at a disadvantage.

I think that we are balancing the books over a longer period. We have not run a balanced budget since 2001. There have been 15 years of deficits, and, in my view, that is too many. Anyone who has heard anything that I have said in the House about the economy will know that I am a balanced-budget Conservative, and I think that we should be balancing the books every year. When I was on the Transport Committee, we went to Switzerland, where we were told, “We have a simple rule: we just balance the budget every year.” That seems a sensible way of proceeding. We are balancing the books over a period of time. At some point, the books have to balance and one is not going to get that by running a deficit year after year, as the parties on the Opposition Benches prescribe.

I am very confident that the Chancellor and the governing team will be able to balance the books or get to some near balance, barring any wider economic upheavals. We should be able to do that in the course of this Parliament. That should be the principal aim of the Government. I am confident that we will achieve that goal.

This is part of the civil service reform plan, and bringing services together at TSOL has, for example, meant it has become a centre of excellence in employment law. TSOL also has a good record of reducing cost, with 40% efficiencies from its shared litigation service.

What assessment has my right hon. Friend made of France’s deficit reduction plan?

I look carefully at what the French are both doing and saying and it seems to me that their plans to reduce their structural deficit are, if anything, more aggressive than our plans to reduce our structural deficit. I hear from the Opposition that we should learn lessons from France, and the fact is that the French have a deficit reduction programme, it is quite aggressive and they refer to the national debt as the enemy of France and the enemy of the left.

Has the Minister had any indication from the Labour party that it would be willing to accept a cap on trade union donations?

It affects the mysterious matter of affiliation fees. Theoretically, union members have the right to opt out of paying the political levy, except that people have to be very persistent to find out A—that there is a right to do it; B—how to do it; and C—that they will not save any money even if they do so.
