Commons ChamberI am sure the Minister did not intend to give inaccurate information when she said that all Conservative candidates and campaigns have been giving out correct information. A leaflet went out in Norfolk saying that people do not need photographic ID, so they clearly failed to pass on the correct information there.
We in the SNP have consistently raised our opposition to voter ID, because it disproportionately disenfranchises vulnerable and under-represented groups such as disabled people, young people, trans and non-binary people, and those from ethnic minority backgrounds. Given that local councils, this place and politicians at all levels are disproportionately white, non-disabled, older and non-trans, what assessment have the Government made of the impact that requiring voter ID will have on the representativeness of democracy in these isles?
I thank the hon. Lady for her question. I would reflect that she and her party are extremely keen to rejoin the European Union and that very similar electoral systems operate in many EU countries, and in many other advanced western democracies. That is what we are seeking to introduce in this country.
Of course, the hon. Lady is right to highlight the need to make sure that various groups of society are not disenfranchised. Research has demonstrated that 99% of black and ethnic minority communities already possess a form of voter ID that is perfectly appropriate for voting. It is also the case that some ethnic communities are more disadvantaged by abuses at the ballot box, which is why we will always fight for all people in our United Kingdom to have trust and confidence in the sanctity of our electoral processes.

Commons ChamberIt is a pleasure to follow the right hon. Member for South Northamptonshire (Andrea Leadsom). To pick up her comments, it is incredibly important that we look at the future of corporate governance and audit. We must make sure that the report is looked at carefully so that decisions are made to ensure not just that investors can scrutinise those organisations but that consumers can do so and work out whether or not they want to be involved in them on the basis of their annual report and audit. People would get a better idea of the risk they would be under if those processes were more open and transparent. I therefore agree wholeheartedly with the comments made by the right hon. Lady.
On the Corporate Insolvency and Governance Act 2020, there is an extension for some of its provisions to the end of June this year, and an extension to September for other provisions. I am concerned that there have been so many extensions—30 June is very soon—that the Government will end up having to come back with another extension. Even if the pathway that has been laid out by the Prime Minister comes to fruition, and even if we end up with pretty much everything going back to normal in some ways by the end of June—I doubt that we will, by the way—it will not be a five-minute job for businesses to recover. They will not be back on their feet immediately; they will not suddenly make up the money that they have spent, or pay back the loans that they have had to take out during this period. They will not even be able to take back all their employees full time if social distancing continues, for example. I am concerned that there is not enough time, and if the Government intend to make a further extension, it would be useful for those organisations to be aware that that extension is likely. I would prefer such an extension to have been made already, but an extension to September for all the measures would have been slightly more helpful.
We have spoken about the impact on companies, but insolvency also has an impact on the supply chain. In particular, self-employed individuals have been missed out of the furlough scheme, and if some of those organisations go under, they are more likely than others to be hit as a result of their being part of that supply chain and their role in supporting those businesses. We are looking at the big picture, which is great, but I am concerned that there is not enough focus on the knock-on impact, particularly on those groups that have been missed out and have been hit particularly hard by the pandemic.
I am a representative for Aberdeen, and we have had a triple whammy of Brexit, covid and the reduction in oil prices in recent times. That affects not just the big companies making megabucks profits in the oil industry, but the smaller companies that are producing tech for renewables as well as tech for oil and gas extraction. We do not want to lose that intellectual property—that tech—in renewables, and we must ensure that support continues to be available, so that if big organisations fail, despite what the Government have put in, smaller companies can keep going if they have the potential to become profitable in future.
It would be useful if the Minister reassured me that the Government are not just looking at the big picture but paying attention to the smaller organisations that may not be covered by the measure, particularly in the light of the concerns that we have expressed on numerous occasions about self-employed individuals being missed out from the furlough schemes. We are concerned that they may be missed out when we look at the future of this as well.

Thank you for chairing the debate, Mr Davies. I thank the hon. Member for Bermondsey and Old Southwark (Neil Coyle) for bringing it forward.
This is an incredibly important issue and it is vital that we tackle it. Someone who is going through domestic abuse is incredibly vulnerable. They may be being physically or verbally abused, or both. They may be being coerced or controlled financially. Despite all that, leaving that situation is not easy. For someone who has been coerced and controlled, and whose partner has made it clear to them that they are the one in the wrong, finding the energy to leave that situation is very hard. It is even more difficult when they know they do not have anywhere to go and that there is no system in place to ensure that they have safe accommodation.
I have discussed this issue with a number of constituents who have come through my door, and I have spoken to Women’s Aid and various other organisations about the issues people face. If we could make it easier for one person to leave an abusive partner and get out of that situation, that would be a good thing. Anything we can do to make that process easier—to ensure that people who are suffering from abuse can find the energy to leave because they know they will be supported—is a good thing. It is incumbent on us to make those changes and to promote any policies that will bring them about.
The position of children in domestic abuse situations has been mentioned. There are often, although not always, children in these situations. The hon. Member for Strangford (Jim Shannon) pointed out that we have to consider things such as schools when children are involved. Why should somebody who is being abused—who has not done anything wrong—have to move their children’s school, and go through a massive change to their life and the lives of their children, just because of the perpetrator’s evil behaviour? We can and should do better in that regard when providing support to people.
We also need to ensure that we stop people from going back. We must do everything we can to ensure that support is in place—both physical support for housing and navigating complex systems if, for example, schools and so on need to be changed, and emotional support—so that people can start the healing process and get through it. If someone has been so badly controlled that they believe everything is their fault and not the perpetrator’s, it is much more difficult to get through that process; it is much easier to contemplate going back. That is why we need to ensure that the emotional support is there.
The Scottish Government have been trying to address the issue of split payments and universal credit. Does the hon. Lady agree that that has been one way of trying to enable people—through being in power by having their own finances—to leave? None the less, although that policy is in place, I understand it has not been all that easy to put into effect.
That is absolutely right. I wonder whether the right hon. Lady can see my speech, as I was about to come to that point. That universal credit is a single payment is a really big problem, particularly for families where there is a financial control element to the domestic abuse. Because of that, it is really important that the victim has their own financial means and the ability to build up a pot of money. It must be even more terrifying for them to think about leaving if they have not got any money.
The SNP Scottish Government are determined to deliver split payments for universal credit, because that would be a good way to stop the exacerbation of financially controlling behaviour. The problem is, the Scottish Government cannot deliver split payments until the Department for Work and Pensions gets the system sorted out. We would like to do so as soon as possible. The Scottish Government have proposed to DWP how they think it could be delivered, and it would be good if that happened as soon as possible. I urge the UK Government to do so in the rest of the UK, because the single payment is a big problem that aids those who are determined to financially control their partners.
Instead of split payments, which I support—the Select Committee on Work and Pensions is also working on that—has the SNP Government also considered making payments automatically to the primary carer, who is almost always the woman in the relationship and the mother of the children?
I honestly do not know and I do not want to give a wrong answer. That is not my area of expertise. I will find out and get back to the hon. Gentleman. We are keen to see split payments, but his proposal also has merit.
I turn to universal credit and increasing homelessness. Some 75% of local authorities believe that universal credit will increase homelessness. The Scottish Government are doing what they can to mitigate the impacts of austerity on the social security system, but it is really important that the UK Government halt the roll-out of universal credit, because it has not long happened in Aberdeen and I am beginning to see a massive increase in the case load coming through my door. I imagine a number of those families will end up homeless as a result of the changes to the benefit system made by the UK Government.
To tackle homelessness, we also need to build more homes, and not just homes that people can buy with a mortgage, whether at normal prices or affordable prices. It is also about social housing. In the four years to 2018, the Scottish Government have delivered per head of population 50% more affordable homes than have been delivered in England, and five times as many socially rented properties. I still maintain that one of the best things ever done by the SNP Government was cancelling right to buy. The social housing situation in my constituency has changed drastically. It is still far from perfect, because we have not had time to build all the new houses we need, but if more socially rented properties were available, people would be able to go into those properties. We also do not have a priority need system in Scotland; everyone who is homeless or at risk of homelessness is in priority need and therefore given access to the housing they require. On 1 April the Domestic Abuse (Scotland) Act 2018 came into force. It makes clear that coercive and controlling behaviour is domestic abuse, and that it is a crime.
To return to the availability of safe housing for all, the hon. Member for Bermondsey and Old Southwark mentioned the women—and men, in fact—who were not born here but who have come to this country and have no recourse to public funds. Those cases are the most devastating that I see around the table at my constituency surgeries. Basically, “no recourse to public funds” means that someone cannot claim public funds because of their immigration status. They cannot claim housing benefit, which is incredibly relevant for those in a domestic abuse situation looking to go into a refuge. I found out only recently that in England—this is not the case in Scotland—such families do not have access to free school meals, so children are not being provided with food. In Scotland, John Swinney sent a directive to local authorities saying that such children should be entitled to free school meals whether they have recourse to public funds or not, and schools are working together to ensure that that happens. We should not see children going hungry.
On “no recourse to public funds”, I promoted a private Member’s Bill that asked for the destitution domestic violence concession open to those from outside the European economic area fleeing domestic violence to be opened to EU nationals as well. That would allow them access to housing benefit for a period to go into refuge provision, which is incredibly important. In fact, we could also cancel “no recourse to public funds”, which would be incredibly helpful. It is vital that everyone has a home.
I finish with advice and a stat from Police Scotland. It launched a campaign called “every nine minutes”, because it responds to a domestic abuse call every nine minutes. Domestic abuse is illegal, and it is really important that we remember it is the perpetrator’s fault. It is not anybody else’s fault; it is the fault of the person who chooses to be abusive. We must do what we can to protect survivors, and we must let everybody out there suffering from domestic abuse know that we will do everything in our power to protect them. We must follow through on that.

Commons ChamberI certainly understand the concerns that my hon. Friend and other hon. Members have expressed, which is why I have met a number of building owners directly to set out our expectations. The industry is considering how to ensure that those obligations are not passed on to leaseholders, but there is a growing sense of doing the right thing. It is notable that more building owners have determined to meet the costs themselves but, as I have indicated to the House, if they do not, I have not ruled anything out.
I thank the Minister for advance sight of his statement. One year on, our thoughts are with all the families and communities whose lives have been touched and altered unimaginably by this terrible tragedy. We welcome the publication of the Hackitt report, and I want to make it clear that the Scottish Government will swiftly consider any lessons and any actions that may be needed, as they did earlier this year when the Scottish housing Minister, Kevin Stewart, announced changes on requiring smoke alarms to be put in buildings.
One question I wish to ask today is whether the changes the Minister is announcing apply to buildings not in the super high-rise category? Do they apply just to super high-rise buildings or do they also apply to other high-rise buildings and other high-risk buildings that may be affected by combustible cladding and other poor fire safety procedures? We welcome the Prime Minister’s acceptance earlier today that her and her Government’s initial response to Grenfell was not good enough. I echo the views of the Opposition spokesperson in saying that I hope that those actions can be solid and can be taken much more quickly in future. I particularly wish to highlight issues relating to the mental health support that is available. I ask the Government to look closely at what is being done to ensure that those whose lives have been affected by this terrible tragedy are not at the high risk of attempting suicide that they seem to be just now and at ensuring that suitable mental health support is put in place so that they have the best support in future.
I am grateful to the hon. Lady for her comments and for the indication about the Scottish Government working with us as we seek to take a number of these proposals forward. Judith Hackitt’s report was very much focused on high-rise residential blocks, but she did indicate a need for reflection on whether the requirements she set out should have broader application. Clearly, as we move forward with the implementation of the Hackitt review and the consultation on the banning of combustible cladding, we will be keeping this under examination.
As I have indicated to the House, we accept that the initial response was not good enough and I have set out why we have been taking a number of the steps we have. The hon. Lady highlights the mental health issue. NHS England has responded really proactively, in terms of contacting all the bereaved through the family liaison officers, providing a 24-hour emergency response service, making outreach contacts and providing a comprehensive trauma service. The point is that that is not just for now; it will be for a considerable time to come. We firmly recognise the support that will be needed, and discussions continue with the NHS and others to see that that remains in place.

Commons ChamberMadam Deputy Speaker, it is unusual and noteworthy for the three Front Benchers all to be female in a House of Commons debate. Not only that, but so are the Chair and the hon. Members for Oxford West and Abingdon (Layla Moran) and for Chichester (Gillian Keegan), who secured the debate. That is unusual and I am pleased that it has occurred as we approach International Women’s Day.
The right hon. Member for Kingston and Surbiton (Sir Edward Davey) made an excellent speech about the fact that we are debating the estimates without the information from the Government that we should have if we are to properly scrutinise budgets and departmental spending. If we look at either the supplementary or main estimates, we cannot coherently read across how much money is being spent on homelessness or how much of the money committed in any of the estimates is relevant for Barnett consequentials. That information could be made much clearer in the estimates booklet.
I welcome the changes to the estimates procedure, with the Backbench Business Committee rather than the Liaison Committee being the one to choose the subjects for debate. It was nice of my hon. Friend the Member for Glasgow East (David Linden) to mention the work that I and my hon. Friends the Members for Glasgow North (Patrick Grady) and for Perth and North Perthshire (Pete Wishart) have done on this, and I am pleased that the House is moving forward. However, I am clear that much more change needs to occur in order for proper budgetary scrutiny to take place.
This has been an incredibly wide-ranging debate that I hope has given the Minister a lot to think about, particularly on the causes of homelessness and the ways to reduce it. One point that has not been mentioned at much length is the lack of recourse to public funds. That is a major issue in my constituency. Homelessness charities such as Aberdeen Cyrenians and Shelter are bringing up the issue of people who have no recourse to public funds and therefore find themselves homeless.
That is a specific issue for those who are fleeing domestic violence, and I would be grateful if the Minister had a look at it. Women’s refuges do not get housing support payments for women who are fleeing domestic violence if they have no recourse to public funds. We should not be making women and families who are fleeing domestic violence homeless simply because they have no recourse to public funds. I do not think that that is the Government’s intention, but I would very much appreciate it if the Government looked at that. It is particularly the case for EU nationals. It has previously been an issue for those from outside the EU, who have had a bit of a grace period, but for EU nationals there is no grace period, and an increasing number of them are being given “no recourse to public funds” status.
Right to buy has been raised by my hon. Friend the Member for Glasgow East and a number of other Members. In Scotland we no longer have right to buy. That is incredibly important and has made a huge difference. I was a local authority councillor from 2007 to 2015, and the vast majority of my casework involved people who were on the waiting list and struggling to get a council house.
One thing that has not been discussed very much in relation to right to buy is the fact that 40% of the properties that have been sold off by councils are now in the private rented sector. Because a number of those involve housing benefit, the Government are having to pay more money for the same properties than if they had not allowed right to buy. It is a ridiculous situation and not one that the Government should continue with. Far be it from me to tell another country what to do with its policies, but if the Government want to tackle homelessness, looking at right to buy would be a really good way to go.
My hon. Friend the Member for Glasgow East mentioned some of the things we have done in Scotland. We are building a huge number of affordable houses, and importantly, we are spending three times more per head of population on our affordable housing supply programme than the UK Government are spending on their affordable homes programme. That is why we are managing to increase the number of social houses we have and why we are managing to improve the situation in Scotland, to ensure that more people have a secure roof over their head.
We have also taken significant action on homelessness and rough sleeping. Our programme for government in Scotland specifically mentioned a £50 million fund over five years. In terms of the estimates, the more money the Government give to devolved matters, the more we receive in Barnett consequentials. It would be incredibly positive if the Government were to properly tackle this issue and put funding into it.
A number of Members have talked about the causes of homelessness. People are falling through the cracks, and that is partly because of the benefits system set up by the Government. We have a system which means that people need to get back into work very quickly, but some people with the most complex needs and addiction problems who do not have a roof over their head are not going to get back into work in six months, 12 months or even two years, because they need intensive support over a very long period.
Last time I was in a debate such as this, a number of Members said, “There but for the grace of God go I,” and that is absolutely the case. People have not necessarily made any more bad choices than I have in my lifetime, but because of their circumstances, their bad choices have resulted in them being homeless. More needs to be done to recognise that they are just the same as us and have not made any more bad choices; it is just that they have had more bad luck than we have.
