I absolutely agree. A Member asked earlier for data on the ULEZ scheme and the effect it has had. Data from the first month’s report shows a 10 percentage point increase in vehicle compliance in outer London, with 95% of vehicles seen driving in London on an average day now meeting the ULEZ standards—up from 85% when the consultation was launched in May 2022. That means that vehicle compliance rates in outer London have nearly caught up with inner London, which is having a good effect.

The decision to expand the ULEZ was a difficult one for the Mayor, but it was felt necessary to save lives, protect Londoners’ health and tackle the climate crisis. I agree, because in 2019, toxic air contributed to around 4,000 premature deaths in London. Just because we cannot see the smog—as was the case back in the days of the great smog that led to the first clean air Act—does not mean that it is not all around us. We can see the impact in our hospitals. It is mainly parents and doctors who write to me in support of the legislation that the Mayor has introduced to clean up our air, because it is doctors who see the effects of air pollution: rising levels of asthma, cancer, heart disease, stroke and dementia in our hospitals. If no further action is taken to reduce air pollution, over the next 30 years around 550,000 Londoners will develop diseases related to poor air quality. That will cost the NHS and social care system in London £10.4 billion by 2050. Air pollution costs lives, but it also costs our public services. The first, inner-London ULEZ contributed to a 30% reduction in children being admitted to hospital with asthma. I think those results speak for themselves. How can we argue against that?

Taking action on the climate emergency and clean air was one of the reasons I became an MP. One of the first things I did when I became an MP was set up the Putney Environment Commission, a rather grand-sounding group of local people who want to take action locally, nationally and internationally. We had several open meetings to decide what we would do. One of the first things we did was run Putney’s first ever clean air fair. It was clean air that everyone wanted to take action on. Hundreds of people attended the fair. There were stalls from brilliant local organisations, including Friends of Wandsworth Park, Friends of Wimbledon Park, Little Ninja UK, Wandsworth Living Streets, the Roehampton Garden Society, Putney Community Gardens, the Putney Society, Friends of the Earth Wandsworth, the Putney Pollution Busters, Green the Grid and Cycle Buddies. Hon. Members can see how many local organisations we have that really care about clean air.

The number of residents who contributed to the event, and who came to check out the stalls on the day and ask what they could do or how they could push for more action, shows the huge concern in Putney, Roehampton, Southfields and Wandsworth town for cleaner air. We will be holding a second fair this year on 11 May, to which I invite all Members here today. Mr Deputy Speaker, if you would like to come to that event, it is at Wandsworth park. We would love to see you there. We will be talking about action that everyone can take on clean air, about saving our green spaces, about active travel and about green buses—all the ways in which, alongside the ULEZ, action can be taken.

On so many occasions while out canvassing I speak to parents who introduce me to their child who they say has asthma. It happens time after time. So many children in the schools I visit are now affected. I went to a school in Roehampton recently and asked the headteacher what the main issues were. I was expecting to talk about the curriculum and Ofsted—we did talk about that—or other issues, but she said that the main issues were mould and air quality, which were keeping children off school. She has had to introduce adaption strategies in the school to take action on that. It is horrifying that that is what she is saying in this day and age.

My hon. Friend makes an important point about active travel. I am a massive fan of active travel, as I know colleagues present are too, but if we are to get more people walking, cycling, wheeling and running, we need decent air quality in every town and city across the country. That is why it is so important to have things that bring air quality back to an acceptable standard.

Absolutely. We want more people cycling and walking, to take cars off the roads and make them less congested for those who have to drive. We want to see an impact on active travel, but one that supports the businesses on the roadside in our community. It is unfair on the majority of constituents who do not have a car and those who live on the main roads in less expensive housing to bear the burden of air pollution.

I beg to move,

That this House has considered the provision of cycle trails.

As always, Mr Twigg, it is a pleasure to serve under your chairmanship. I refer hon. Members to my entry in the Register of Members’ Financial Interests: I sit on the board of British Cycling Events, which is a subsidiary of British Cycling. That has no direct relevance to this debate, but I thought it safest to refer to it.

This debate is inspired by a young constituent of mine, Harrison Crick, who emailed me last year with what I thought at the time was a simple request to help him improve local mountain bike trails:

“I am wondering whether you could help me with putting forward an idea to improve mountain bike trails in Medway as there are no decent parks or trails that include jumps, berms and drops. As a teenager I can’t travel far on my own without it being very expensive and even if I can get driven some of the closest places are over an hour away. The Capstone trails”,

which are in my constituency,

“are alright but could use development and implement new features or possible new lines or areas. This is what I was wondering if you could help me with to see if this idea is possible as it would give me and many other teens proper facilities to ride our bikes locally.”

As an enthusiastic cyclist who always welcomes and applauds young people’s contributions to local politics, I did not think that that was an unreasonable ask. However, it came in just before the local elections, so I advised Harrison that I would do some investigating and get back to him once the local political situation had settled down.

It was really an excuse to jump on my gravel bike with Luke, who worked for British Cycling at the time, and with Stewart Vanns from Community Cycleworks, an incredible organisation that has done wonders with young cyclists in and around Snodland, a town in my constituency that had an issue with antisocial biking that seems to have calmed thanks to a new pump track and Stewart’s amazing energy for taking kids out on trails. The three of us met at Capstone and headed out on the trails before venturing into the wider Medway towns. It was fun, but the fact that I—a complete trail novice on a gravel bike, not a mountain bike—felt comfortable on the adventure made Harrison’s point that the trails needed some improvement.

I wrote to the council to make those points. For once, it was not about the money; our Conservative police and crime commissioner had given money to the council for exactly this kind of initiative. It took some months to get a reply, but eventually I received one:

“Medway Council is not able to offer such an extent of land in our ownership in the area of Capstone that would include that type of riding challenge with respect to both distance and gradient.”

The reply was helpful in that it directed to other trails in Medway, but sadly it also reinforced Harrison’s point:

“I have been riding mountain bikes off road for over 40 years all over the UK, so I speak with some experience of this matter. When I advanced my riding skills I had to travel much further from home either by taking my bike on the back of my car or planning a route from my home that took in local bridleways, trails and roads over a much further distance as I had outgrown what was on offer on my doorstep.”

The reply was meant kindly, and the officer clearly wanted to highlight that his own experience and interest in this area had enabled him to respond intelligently. But the Minister has visited Medway on many occasions and will be aware of the deprivation in the towns, so he will appreciate that for some people, advancing their skills further afield is not possible.

I am now looking at other areas that are near Harrison but not actually within the Medway local authority, where the PCC’s generous funding could be better used. That is not within the Minister’s remit, but loving cycling and accessibility to good cycle trails is. Harrison’s tale inspires a wider discussion of active travel schemes.

In Batley and Spen we have the amazing Spen Valley greenway, which is a much-loved and well-used part of the national cycle network and is used by many groups, including the fantastic Streetbikes. The greenway is run by Sustrans, which does an excellent job. Does the hon. Lady agree that what we really need is a national strategy for cycle trails, to enable them to reach their full potential?

As the hon. Gentleman knows, this amazing Government brought forward the new railway station at Cullompton.

It is clear that I want to see more people on a bike, and more accessible and active travel. The best bit of that is Bikeability. I will just talk about that very briefly, because it really matters. The Government have given £21 million for Bikeability, which has delivered almost 500,000 places and reached 51% of year 6 children in 60% of primary schools. I genuinely believe, however, that we can do a lot more. Local authorities really need to step up to the plate, because this matters. Learning to cycle from a young age is a life skill. Aside from all the health benefits and independence that it provides, and aside from the fact that it is so much cheaper in the long term, cycling gives individuals great confidence in their capabilities and develops our children in a game-changing way.

Over the coming years, we will invest a further £50 million in Bikeability to deliver training for over 1 million more children. We believe that, by 2025, 80% of year 6 children will be taking part in on-road cycle training before leaving primary school. Turning to the point made by my right hon. Friend the Member for Tunbridge Wells, although teaching kids in school how to ride a bike is great, we also need local authorities to use their local cycling and walking infrastructure plans and development funding to ensure that it is easy for kids to cycle to school, as we discussed in the debate on active travel in the House last week. That is the holy grail. With no disrespect to individual parents, we want kids to walk or cycle to the local school. That is why so many of us support 20 mph zones outside schools, which make total sense and support ongoing cycling.

I echo the support of my hon. Friend the Member for Chatham and Aylesford for the national cycle network and the work of Sustrans. The network is clearly a national asset; it provides more than 12,000 miles of signed paths and routes for walking, wheeling, cycling and exploring the outdoors. The Department has supported the upkeep of this national asset to the tune of £75 million. I take my hon. Friend’s point about cycle trails, and note her example of cycle trails funded by the police and crime commissioner. Without a shadow of a doubt, we want to do more, and I am keen to look at that. I will engage with Danny Williams and the Active Travel England team in York to see what more we can do.

The Minister is making fantastic points about the amazing work of Sustrans, but will he commit to looking at its funding? It is a charity, and unfortunately the lack of funding means that we have lost the warden for the Spen valley greenway, which is in my constituency. The warden did a fantastic job of making people on the greenway feel safe and ensuring it was a clean and tidy space for people to work.

I am not going to get into the question of funding decisions for charities, but this Government have backed active travelling and cycling to a degree that no other Government ever have, and are continuing to do so. My respectful view is that this House should welcome the journey that we are on.

I look forward to visiting Aylesford in the near future. We are here only because Harrison stuck his hand up and had the courage to do something that we wish everybody would do: write to their MP, in a respectful, kind and constructive way. I put on record the due thanks of the House to him. I commend my hon. Friend the Member for Chatham and Aylesford for securing the debate, and look forward to driving forward greater cycling infrastructure in her part of the world.

In my time in this House, I have been lucky to obtain a number of Adjournment debates, but never before has one generated quite the same level of response as this one. This issue has a daily impact on constituents and makes their lives materially worse. For some constituents, it is beyond frustrating and actively stops them from enjoying the things that many of us take for granted. That includes people who have mobility impairments, who are blind or partially sighted, and people who are neurodiverse.

I heard from my constituent, Barbara, who told me about the difficulties she had getting to the supermarket when she was in a wheelchair. Carolyn told me she is finding it harder to take out her mum, another wheelchair user, on walks to Alexandra Park. New parents like Hafsa, Jack and Antony told me how difficult it was to navigate parked cars with a pushchair, and the dangers of having to take their children into the road to get around.

I congratulate my hon. Friend on securing this important debate on pavement parking. Sadly, it is an issue that affects people in my constituency daily. Does he agree that ultimately what we need to rid our towns and villages of this problem is behaviour change? The question is how we get people to stop inconsiderate, selfish and dangerous parking that blocks paths for pedestrians, wheelchair users, pushchairs and guide dogs. Sadly, appealing to people’s better nature does not always seem to be effective, so does he agree that we need councils and police forces to be properly resourced so that they can issue fines, put signs up, repaint lines and work with local businesses, which should also remind customers about not parking on pavements, for the good and the safety of all our communities?

I agree wholeheartedly and thank my hon. Friend for her amazing hard work in her constituency. I will be covering the issues she raises in my speech.

I have heard from my local council about missed bin collections and expensive damage to pavement surfaces. Walk Ride Whalley Range in my constituency commissioned its own local research; the response was that pavement parking not only is an issue for those with disabilities or young children, but encourages speeding and reckless driving in neighbourhoods. It discourages people from choosing active travel alternatives to cars, such as walking and cycling, and prevents people from accessing public transport.

My hon. Friend is absolutely right to highlight the scandalous way that the proud Yorkshire city of Bradford—a place close to my heart, having worked there for more than a decade—has been let down yet again. Would she also agree that for the towns and villages in my constituency of Batley and Spen, we need more detail on the stopping patterns at intermediate stations? Faster trains between cities on existing lines do nothing to free up the capacity that we desperately need.

I thank my hon. Friend for her intervention, and I agree with the valid points she makes.

Campaigners say that it was quicker to travel to places from Bradford on a steam train than it is on today’s network. The Edwardians could get on a train from Bradford to Wakefield and it would take 30 minutes. Today, it is 48 minutes. Bradford is Britain’s seventh biggest city, with the youngest population, and it is the worst connected major city in the UK. We were promised a through line and were betrayed by this Government. Only a few weeks ago, at the annual Bradford chamber of commerce dinner, the new president Victoria Wainwright said, “This isn’t the end of the line for business in Bradford; it’s never the end of the line for Bradford”, because despite the failure, neglect, and contempt that this Government have shown towards Bradford and its people, Bradford is still reaching new heights.

Bradford is the only city outside London that has two FTSE 100 companies—Bradford & Bingley and Provident Financial. We are proud to have in Bradford the headquarters of Morrisons, one of the country’s largest supermarkets. Najam Kidwai, who is from Bradford, today listed a company on NASDAQ that is five times over-subscribed with more than $1 billion in share orders. We have curries that Lahore and New Delhi struggle to compete with and milkshakes that have been tried and tested by the Duke and Duchess of Cambridge. We have the Bradford literature festival, which is the most diverse festival in Europe, and we are bidding to be the city of culture, because, among other things, Bradford has one of the largest collections of David Hockney’s work, is a UNESCO city of film and has a world heritage site.

I end by asking hon. Members to imagine the potential that Bradford could unlock if the Government supported it and it got its fair share—I would be happy to work on a non-partisan basis with the Government on that. With the transport investment alone, we would have unlocked a £30 billion economic boost to the region within a decade; brought more than 6.5 million people to the city; created 27,000 jobs; generated a 10% uplift in land value; and unlocked 1.3 million additional accessible jobs within 90 minutes of Bradford.

When I was growing up, I knew my mother had been down to town because she used to walk through Rackhams and try on all the nice perfumes—a bit like people do in Selfridges these days. That is what Bradford used to have, and it deserves to be back at its best, not just for Bradford, but for the whole of the north.

The litmus test of levelling up is levelling up for Bradford. I am grateful to my friends, the hon. Members for Keighley (Robbie Moore) and for Shipley (Philip Davies), who have supported NPR, but the Government have failed. It is time for the Government to remove the iron gate in front of Bradford. They need to support us, invest and allow Bradford to unlock its full potential.
