My hon. Friend the Member for Birmingham, Hall Green (Tahir Ali) has secured a very important debate, because we in Birmingham now have the clean air zone, which affects a lot of constituents on the train lines across the city. A lot of my constituents have relatives in the Camp Hill and Hall Green areas, and they find it difficult to meet the additional expense to go through the clean air zone, so they want to use the train lines across the city to get to those places. Unfortunately, we were not successful in that.
We have one train station in my constituency, which was built because of the Commonwealth games. We wanted Hamstead Hall and other stations to be updated so that more people could use public transport, and particularly trains, but we had a different idea from our Mayor, who wanted to create a bus service connecting Walsall and Birmingham through my constituency. It was supposed to happen, but it did not. After taking money from the HS2 connectivity fund, it still did not go ahead, because there was not enough preparation to do it. Through the consultation period, which lasted almost two years, my constituents were very distressed because their inputs to the consultation were not seen as appropriate, and the right answers were not given. I remember attending a huge number of the meetings myself.
In Birmingham, we have fantastic infrastructure, particularly our train lines, but that is no good to my constituents if it is not connected. That is the direct responsibility of Mayor Andy Street. I hope that, rather than looking at new white elephants, he will look at the existing structure that we have so that our constituents do not have to suffer greater amounts of nitrogen oxide gases polluting our city and community.
We want to ensure that we have good, clean transport across the city, which is why I support my hon. Friend the Member for Birmingham, Hall Green, as well as my hon. Friend the Member for Birmingham, Selly Oak (Steve McCabe) and my right hon. Friend the Member for Birmingham, Hodge Hill (Liam Byrne).

I thank the hon. Member for securing this important debate. The Government told Birmingham that we needed a clean-air charging zone in the city centre; we resisted that, but obviously that did not succeed. We now have charging zones, which makes it difficult for families and ordinary people to get in without paying. Bus services are not as good as they should be. Above all, as the hon. Gentleman rightly mentions, the price of electric vehicles makes it very difficult for ordinary families to get into the market. We need to resolve that properly, and the Government need to help.
I will come on to the pricing of electric vehicles, which was my motivation for applying for the debate in the first place. The hon. Gentleman is absolutely right that many people want to do the right thing, but the economics do not stack up right now. Is there a role for Government? Partly, and I will come on to where they have made moves in that space. I realise that I am raising lots of problems, but that is because the Minister will answer all my problems and then we will all go away happy.
As we increase the number of charging points across the UK and get ahead of our ambition, it is vital that we future-proof our energy system. Great thought must be put into the pressure that the move will have on the grid so that we protect consumers as new challenges and vulnerabilities present themselves. Obviously, the transition to EVs will massively increase the demand for energy. We have some of the greatest wind, wave and tidal resources in the world. Should we promote the use of domestic energy production, rather than relying on imports, so that we can ensure our domestic renewable energy is used to guarantee the security of our EV ambitions? I appreciate that the Government have promised vast sums of funding for the transition and implemented schemes, but perhaps that issue could be revisited.
In June 2022, the Government pulled the plug on the car grant scheme, which provided over £1.4 billion and supported nearly 500,000 sales of electric vehicles. Although I appreciate that it was said at the time that that measure was always a temporary one, it increased the sale of EVs from less than a thousand in 2011 to almost 100,000 in the first five months of 2022, which meant that uptake exceeded projections. Surely that is a policy success and if something is working like that, I ask the Minister today whether people will be offered further support.

General CommitteesThis issue has a huge effect on the environment and on those who reside in our seas, particularly turtles, whales and larger fish, as well as whatever is attaching to ships. Whatever we do in our seas will ultimately have an effect on the food chain, as my hon. Friend said, and on those who inhabit that environment. Perhaps the Government will come back with something more concrete on the environment and the seas.
Pope Francis reminded us in “Laudato Si’” that we are leaving an enormous pile of filth on this planet, so anything that we can do to reduce that filth and to ensure that it does not leach into the food chain of marine life is extraordinarily important. My hon. Friend is right to intervene to make that point.

As the hon. Gentleman will appreciate, we are constantly monitoring the performance. As for removing the franchise, we clearly have to go through a due process, as I am sure he would accept it. We believe that there is a credible plan for improvements in December. We are starting to see evidence of new train drivers actually qualifying, and we are seeing more in training. The December improvement plan has been launched without, for example, relying on driver rest-day working, the withdrawal of which has been the absolute core of the problems affecting Avanti trains. Certainly, we will continue to engage closely with Avanti beyond the implementation in December, and the company knows full well what is at stake ahead of the main contract renewal in April if the services do not significantly improve. In the meantime, we are being clear with Avanti that issues such as the availability of online ticketing also need to improve. Weekday availability has improved significantly, but I accept that we now need to see the same for weekends.
Avanti is having a huge effect on the economy of Birmingham and the region, because of the huge inward investments that Birmingham is drawing in from HSBC and other financial institutions, and because of the region making other investments—without the support of Andy Street, the Mayor. They are doing a fantastic job. We need to support the workers and the travelling public, who are having to suffer. For example, I could not change my ticket down to London and had to wait until the train came; I was told to do it on the train, because they could not guarantee the service arriving. That is not an effective way to manage the service. We should not be looking to extend the contract to April. The Minister should now put the contract into abeyance, and by December we should be training more people to get a new contract in place and have the service running properly for Birmingham and the west midlands.

Will the Minister put in place a programme now so that we can take charge of Avanti trains by December?
As I have touched on already, we do not believe that simply popping this into the OLR and changing the paintwork on the trains, as if that is a magic solution, will be an effective way forward. We believe that tackling the underlying issues, such as ensuring that there are an adequate number of train drivers to operate the service without using rest day working for drivers, is at the core of a successful operation, either under the current franchise or potentially under the OLR in future. We are clear that we will expect to see significant improvements following implementation of the plan put forward by Avanti in taking a long-term contract decision.
I am always pleased to hear of the investment being secured for Birmingham, particularly by Mayor Andy Street. Of course, one of the biggest drivers of investment in Birmingham now—this is one thing that there probably will be some agreement on—is Birmingham Curzon Street. That is being built and will be the main terminus for HS2, which has enjoyed cross-party support, and it is starting to drive investment in Birmingham, and we very much welcome it.

Commons ChamberMy hon. Friend puts it brilliantly, and she is absolutely right. It is actually callous. That is what it is. I have a daughter who is taking an exam on Thursday. Thursday is a strike day, and she will now go in by car. I can see that the stress is already building on her, because she is now worried about getting there. Yet the Opposition have nothing to say on the subject. They refuse to condemn the strikes. My hon. Friend is right: it is a callous approach.
The Secretary of State came into the Chamber with confected rage about workers, comparing them with ’70s workers. I do not know how old he was when the Thatcher anti-unions laws came in, but they are what the unions are working under. They are holding up their obligations under the law as it is. He is ultimately responsible for the rail network across the UK, so why does he not get around the table and deal with that?
First, I assure the hon. Gentleman that it is anything but confected rage when I see what is happening not just to my daughter and others taking exams but to hard-pressed people across the country who cannot get to their jobs as well as veterans who want to go and celebrate. Secondly, will he join me in condemning the strikes?

Friend points out, it is a shame that for all the anger and the outrage expressed over the past few days, so few Conservative Members have turned up to participate in today’s debate. But it is not too late: even at this late hour, the Government must hold P&O to account and stand up for the workforce being undermined by overseas billionaires. If an exploitative employer can escape without any consequences for this egregious action, that will give the green light to bad bosses around the world who think they can do the same. As one worker said to me on Friday: “If it can happen to us highly skilled workers in a unionised industry, it can happen to literally anyone.”
The Government must start by immediately commencing criminal action against P&O Ferries for its flagrant breach of employment law. That should mean unlimited fines not only for the company, but for the directors and managers of any that were complicit. It is in the gift of the Business Secretary, under the Trade Union and Labour Relations (Consolidation) Act 1992, to begin that action. He must do it now, and if he will not, he must explain to the public why he will not act to protect British workers.
My great-grandfather and my grandfather served in the British Merchant Navy and were never treated in the appalling and disrespectful way in which this company has treated these people. This is not about where people come from or where they work in the industry. All people who work in the industry should be given trade union rights, should be able to work properly and should be treated as human beings.
Absolutely—and the sad fact is that these people had a collective bargaining agreement and recognition of their union, but DP World chose to trample over that in full violation of our domestic law.
The Government must take a serious look at their very long-standing relationship with DP World. This is a company that has contracts with the British Government worth billions of pounds, but is apparently confident that it can act with impunity when it comes to respecting our employment rights. The Government must suspend all the licences and contracts that they hold with DP World to maximise pressure and force it to reverse course. Will the Secretary of State confirm that the Government are reviewing all their contracts with both P&O Ferries and DP World? Yesterday, when questioned by the BBC, the Chancellor conspicuously chose to distinguish between those companies and portray them as two different entities. Ministers have spent the last few days condemning P&O’s actions; today they have a chance to prove that they mean it.
As has been said, however, this must be set within a context. That any business feels that it can get away with this behaviour in Britain today is a scandal. It is a damning indictment of weak employment laws and the broken promises to protect workers’ rights.

That is a commitment that I am coming on to and I will ask the Minister to provide more information on that.
My constituent, Darren Bartlett, has been suffering for years after he had to give up his land and business to HS2. For almost three and a half years, HS2 has not made any compensation available to him. He is in a dire financial situation. The HS2 people have refused to have discussions with him, and he is having to remortgage not just his business but his property.
I thank my hon. Friend for raising such an important point. HS2 has caused financial restraints for many people whose life it has impacted—
My hon. Friends the Members for Warrington South (Andy Carter) and for Leigh (James Grundy) continue to push me on the Golborne spur. That is one of the many decisions that will be taken as part of the integrated rail plan, so I hope to be able to say more about that soon.
I spoke earlier about my constituent Darren Barnett and his colleagues, who are stuck in a financial straitjacket, both economically and personally. They are not able to move on because HS2 management in Birmingham has not made the funding available. Will the Minister meet them to explore how we can move this issue forward?
I thank the hon. Gentleman for that point, and I am happy to meet him to discuss this issue. After doing the land and property review shortly after I became a Minister, I looked at a number of these tricky cases. I now review all the cases that are brought to my attention by right hon. and hon. Members on a fortnightly basis. I am more than happy to add that case to the list and meet him personally to see whether we can find a way forward.

Commons ChamberThere are already significant commitments with regard to Gatwick; improving the infrastructure for Gatwick is already taking place and further such schemes will be coming on board over the next few years. It is vital that we get the surface access to our airports correct. That is something we are dealing with over a period of time. My hon. Friend asks whether there would be other consequences if the decision should go towards Gatwick. That will be the case for any option we choose, and of course we want to look at those options and see which ones we would want to take forward.
The Government are developing some capacity for hot air balloons in the process of trying to get to this decision. Rather than just talking about the issue and waiting, may I remind the right hon. Gentleman that Birmingham has current hub capacity and a brand new runway now?
I wholly concur with the way in which Birmingham has gone about its expansion both of the runway and the airport overall, and I think HS2 will have a very important impact for Birmingham airport as well, so I agree with the hon. Gentleman.

It is a great privilege to serve under your chairmanship, Mr Robertson.
I welcome the fact that my right hon. Friend the Member for Birmingham, Hodge Hill (Mr Byrne) has secured this debate on an issue that is important to his constituency and the neighbouring constituencies of Birmingham, Erdington, Birmingham, Ladywood and my own constituency, Birmingham, Perry Barr—it is important across Birmingham. Birmingham has a huge history of engineering and manufacturing, as my right hon. Friend pointed out. It is a great place, and Washwood Heath is the perfect site to house what he proposes, rather than the HS2 marshalling yard.
My right hon. Friend was right to say that all the Opposition Members present have been great supporters of HS2. I had the great privilege to serve with my hon. Friend the Member for Nottingham South (Lilian Greenwood) on the High Speed Rail (Preparation) Bill, which was a step forward in securing the high-speed line. We believe it is important to secure that because it will create a new transport mechanism for the whole country. More importantly, it will allow us to create valuable jobs.
Like nowhere else, Birmingham has facilities available, and we are prepared. We have engineering capability in our city. In my constituency, we have an advanced manufacturing zone that currently supports a lot of the great work being done in the constituency of my hon. Friend the Member for Birmingham, Erdington (Jack Dromey) by supplying Jaguar Land Rover. We want to see more people there because that would allow us to build more capacity to support the services that my right hon. Friend the Member for Birmingham, Hodge Hill mentioned. If a broad base were already set up, it would make that much easier. Birmingham would be far more advanced than any other city. That is why it is important that we do this.
I agree with my right hon. Friend that we need local job agreements, as such agreements are important to our constituents. As a nation, we are providing a huge infrastructure and, ultimately, our constituents and the people of this country should benefit more than anyone else. Most other places have such agreements, and we should seek to deal with that issue in our discussions on the European Union stipulations. It is important that we do that to move forward.
Just to prove a point about what we do in Birmingham, Perry Barr, I was hugely privileged earlier this year when we got a brand-new Engineering Employers Federation training facility, which the EEF paid for itself—the EEF received no grants for that at all. It is a fantastic new training centre off Holford drive in my constituency, and it regularly takes on more than 300 new trainees from companies that still serve our great city and the region. They are trained on a 34-week programme in proper engineering facilities. We need to get back to the days when we had proper manufacturing machinery: computer numerically controlled lathes and millers, normal milling machines, welding equipment and all those things that we tend to forget and walk past. They are the tools that provide engineering skills and capability. It is important for us to consider the way in which engineering has built Birmingham, and we need to get back to that.
Huge improvements have been made by Jaguar Land Rover. When it was said that we could not carry on with manufacturing, it was a complete fallacy, as has been proved by the new management at Jaguar Land Rover. Birmingham and the people of Birmingham can do it, as has been proved time and again. We have facilities and further education institutions in the city. We have South and City college, which serves both my constituency and the constituency of my right hon. Friend the Member for Birmingham, Hodge Hill. Indeed, he also has a construction centre operated by South and City college in his constituency. I am sure that the college will be able to step up to the plate and provide more national vocational qualification level 3 training facilities, which are hugely needed.
We have facilities that will enable us to move forward and provide the support that an engineering base needs in Birmingham. We have done that, and Birmingham is far ahead of any other city. As my right hon. Friend said, it is important that we create jobs in Birmingham. It has been forgotten for too long nationally. Other cities have prospered that, with all due respect, do not have the facilities and skills that Birmingham has had traditionally. I can declare that because I trained at Delta Metals when I was a lot younger than I am now. I went through an apprenticeship, and it was a great place for manufacturing and engineering, which allowed me to progress.
It is important that we encourage the entrepreneurs of the future. As my colleagues have said, entrepreneurs such as James Watt developed the engineering skills that allowed this country, and at that time the empire, to move forward. If we are to move forward as a nation, we need to get back to the principles of making things that add value. Engineering and manufacturing do that, and we certainly have those capabilities. Birmingham has—excuse the pun—a huge track record of delivering engineering, and I support my right hon. Friend.

Commons ChamberThe hon. Gentleman raises a legitimate concern, which was probably not helped by the Secretary of State’s predecessor, the right hon. Member for Runnymede and Weybridge (Mr Hammond), referring to HS2 as “a rich man’s toy”. Consideration of pricing arrangements will help to alleviate some of those concerns.
I will give way once I have answered the hon. Member for Dudley South (Chris Kelly).
The Opposition believe strongly that the north-south rail line will be a properly integrated part of our entire rail network. It should not be seen as separate from it. That also goes for pricing and ensuring that people can afford to use it.
Does my hon. Friend agree that this project will have a huge economic benefit to places such as Birmingham and the west midlands? In my constituency, we have a company from the United Arab Emirates that was originally going to settle in London. It provides 20 jobs in Birmingham, a figure that will go up to 80 by the end of the year. The company is asking for better transport links, so that employees can commute as fast as possible. That will provide better jobs and training for our people in the midlands.
