Commons ChamberThe biggest obstacle to opportunities for young people in Scotland is the SNP Government. By restricting the number of places for Scottish students at Scottish universities so heavily, the Scottish Government seem intent on driving young people out of our country.
Having been involved in running a number of our youth mobility schemes, I am fairly familiar with the concepts that they involve, such as capped numbers; reciprocity—the idea that we do not have a large flow one way without it happening the other way; limited terms; no access to the welfare system; and the fact that people cannot take dependants with them given their temporary status. Will the Minister assure me that we will maintain the position that we had under the former Prime Minister, Boris Johnson, that we will do this where it is in the UK’s economic interest and where we know that the main drivers of issues such as immigration abuse do not exist? That is why we have the schemes that we do with Australia, Canada and New Zealand, and why we should maintain that open approach.
I pay tribute to my hon. Friend for his work in this area and his continued interest in it. The Government have made it absolutely clear that we have no plans to agree an EU-wide youth mobility scheme for the reason that he has highlighted, but we are open to negotiating with individual member states individual arrangements that suit the United Kingdom and Scotland.

Commons ChamberI congratulate the right hon. Member for Haltemprice and Howden (Sir David Davis) on securing the debate and on the strength of his opening speech, which set out well the issues faced across the country.
Many colleagues have already outlined the overall funding challenges facing SEND services, so given the limited time I will focus on another aspect: the impact of delays in diagnosis and the wider opportunities for making an impact on this issue, which inevitably impacts on the funding of it.
It might be helpful to illustrate the issues being faced by using the example of Barton Hill Academy in Torquay. I want to thank the principal, Samantha Smith, and her team for the work they do to inspire and educate so many of our next generation, particularly those with additional needs. Barton Hill Academy has two classrooms for students with additional needs: one for younger students with issues such as autism; and another for slightly older students with mental health and behavioural issues. It deploys several staff members to support those students. Many students are waiting for a diagnosis through the NHS. The school has assigned a member of staff to help support parents of children with autism through the process and to fill out the referral forms, but it is still a difficult process. The delay in getting an assessment and a diagnosis through the NHS, which is not directly related to the education system, inevitably has an impact, because until there is a diagnosis there is not the ability to provide the service that is needed or, in some cases, to look at moving to more appropriate provision.
One key issue raised is that headteachers can be left with a rather unenviable choice. They can keep someone with them who is clearly having an impact on the wider school, when the type of resources they have available are not suitable for them. That said, they know that the issue is not so much behaviour as the fact that the pupil concerned has medical needs that are not being met and is awaiting diagnosis. That can lead to the unenviable process of deciding whether to exclude the pupil, which is far more suitable in the case of those with behavioural issues. In practical terms, headteachers feel that that is the choice they must start to consider, given the impact on the wider school and the fact that it is not set up to deal with that pupil’s needs, but in moral terms it is highly unlikely to produce the best outcome for the child.
This really comes back to the issue of getting the assessments done and ensuring that there can be a clear link between an NHS service and the impact for SEND. One family opted for private provision because they were told that there was a three-year waiting list for an appointment with a paediatrician for an official assessment, which would have meant that their primary-school child would be at secondary school before they saw any outcome from the assessment. The family paid £300 for a private diagnosis, but some local authorities do not accept such diagnoses as a basis for educational provision.
It was useful to discuss with Torbay Council the challenges that it faced—although I welcome the improvements that have been made in the delivery of children’s services in Torbay under a number of political parties in recent years. Council representatives cited the impact of early intervention through family hubs. We need to ask what provision there is when people start to home-educate their children, and I think some reviews could be carried out in that regard. We also need to ask what can be done about prioritisation in NHS lists. Rather than people working methodically through a backlog, there should be a point at which children who are in need of treatment but face potential exclusion from mainstream schools could be prioritised for appointments that become available for the usual reasons why an appointment might become available at short notice.
I am interested to hear what the Minister can say about family hub funding beyond next year, and about what focus there will be on overall SEN skills across the wider teaching profession. SENCOs are clearly important, but now that more children with additional needs are in mainstream schools, this is an issue that more teachers are encountering. There is also the question of 90% attendance targets in the context of funding, and how that can be gradated for those with fairly low attendance. Finally, there is the need for co-ordination with the NHS.
The debate has given us a welcome chance to discuss these issues, and, again, I congratulate my right hon. Friend on securing it.

Commons ChamberI think the hon. Lady lives in a parallel universe. We have the highest net migration to the UK since records began, far higher than when we were in the EU. As I say, if we want to attract people to Scotland, we must stop making it the highest-taxed part of the United Kingdom.
The Secretary of State has correctly identified that there are some who want to use immigration policy to enforce a hard border between England and Scotland as part of their aim to break up the Union. Does he agree, and in his assessment did he identify, that we need to ensure that immigration policy is not used as an alternative to offering the rewarding packages that key workers deserve?

Commons ChamberDrug consumption rooms are not the easy solution hon. Members may think they are. There is no safe way to take illegal drugs. Drugs devastate lives, ruin families and damage communities. The UK Government believe that the police and the Procurator Fiscal Service should fully enforce the law. However, I say to the hon. Lady that if the Scottish Government and the Lord Advocate decide to proceed with a pilot on DCRs, the UK Government will not intervene.
The Secretary of state will fully realise the challenge it would present for Border Force if we had differing rules on what drugs were lawful and not lawful across the United Kingdom. Therefore, will he assure me that he will not look to devolve drugs policy, and will instead get the Scottish Government to focus on their own responsibilities?
Investment through both arms of our towns fund is part of how we will regenerate and unleash the potential of our town centres. I am delighted to hear that that investment includes Torbay’s £21.9 million town deal and, indeed, £13.5 million for Paignton via the future high streets fund. My hon. Friend is right about ensuring that our planning system is friendly for small businesses, and that is what we are doing: making it much easier to convert unused shops into cafés, restaurants or, indeed, new homes. That is an example of how we are helping our high streets to adapt and thrive.

Commons ChamberAs the hon. Gentleman will know from my submission to his Committee and its inquiry, that is not what I think. I think that the UK Government should work with the devolved Administrations to promote them, and to promote trade, overseas. I also believe that when the devolved Administrations are using our missions overseas, they should not be using them to promote their plans for a separation, or to undermine our foreign policy.
Scotland Office Ministers and officials have regular discussions with colleagues across Government about Lord Hendy’s Union connectivity review. I recently met stakeholders to discuss cross-border rail services between Scotland and England, and to learn more about a range of transport connectivity projects. We are also engaging with the devolved Administrations and other stakeholders to consider Lord Hendy’s recommendations.
Direct train services between Scotland and south-west England not only provide a useful connection for leisure travellers, but they boost our wider economies. What discussions has the Minister had with the Secretary of State for Transport about developing those services further, including direct links to Torquay and Paignton, as part of future planning for the cross-country franchise?
I agree with my hon. Friend’s enthusiasm for such rail links. The Department for Transport is developing a new cross-country national rail contract that is expected to commence in October 2023. As part of timetable development, officials recently met representatives from Transport Scotland. The connectivity and other benefits of providing through services between Scotland and Torbay can be looked at during the development of the new cross-country contract.

Commons ChamberIt is interesting to follow what we have just heard and reflect on where our energy supply would be if we had new nuclear reactors coming on line last year. The then Deputy Prime Minister, Nick Clegg, claimed about 10 years ago that it was not worth doing them. It is also interesting to reflect where motorists and household bills would be if we had listened to the resolution at a Liberal Democrats conference to reintroduce indexation of fuel duty. So I did find some of the comments we have just heard rather interesting.
Today’s Budget comes at a challenging time globally, including in the rest of Europe, so much of the package that has been announced is welcome. The Chancellor rightly focused on the fact that one of the best tax cuts he could deliver is cutting inflation, particularly as that helps to ease the pressure on family budgets, and there is a lot to like in that regard.
On the energy price guarantee extension to July, wholesale energy market prices are now starting to come down, which is encouraging, as is the additional three months of support that will now be provided. I particularly welcome the change on prepayment meters because it always struck me as rather odd that those already struggling to pay their bills, who are put on to a prepayment meter because of the danger of non-payment, have to pay the highest rates of the lot. The era when someone had to go round and collect money from a meter is long gone. The systems that manage it are digital and automatic, so there is no reason to have that differential and for some of the poorest in Torbay and across the country to face that premium charge. It is welcome to hear about the move to abolish that.
The freeze on fuel duty for the 12th year, and keeping the 5p reduction, will be welcomed not just by motorists who have to fill up their tank. We must remember that it affects the cost of virtually everything in the shops, because the vast majority of products are delivered by road. It is welcome to see that change.
I certainly welcome the extension of free childcare to one and two-year-olds, which will get more people into work. I also welcome the fact that the Chancellor recognised that it is about not just increasing the hours for parents, but making sure that there is an appropriate funding package for providers. That cannot be done easily, but I welcome the fact that he clearly listened to the representations made by the sector.
On what many people called the doctors’ tax, the changes to the pension allowances and the abolition of the lifetime allowance, it is absolutely clear that there are doctors and skilled professionals who would be working in our NHS today but for the fact that they have hit the lifetime allowance and were penalised through their taxes for carrying on working. It is extremely welcome to see that change being made. Obviously, an annual allowance prevents it from being a way to commit larger-scale tax avoidance, and it means that those who want to carry on working are not penalised for doing so.
There are areas where I would have liked the Chancellor to go further—I think virtually all hon. Members would say that. For example, it is disappointing that one of the 12 investment zones is not in the south-west. I would also have liked us to build on planning reform in areas where local authorities are signed up to doing so. Our town centres, because of the advent of online shopping, probably need the type of regeneration and alteration to their purpose and structure that we saw with the introduction of the motorcar some 50 or 60 years ago as the main method of people travelling into them. We cannot go on as we are. For me, it made eminent sense to allow some flexibility in places such as Torquay and Paignton town centres where the local authority supported that move—perhaps we will see more development on that in future.
Like my right hon. Friend the Member for Wokingham (John Redwood), who is not in his place, I am sceptical about how much income will be produced for the Government by raising the corporation tax rate. I note some of the changes that have been made, however, and it will be interesting to see their impact on investment.
There was a time when Torbay rarely featured in lists of Government funding announcements, but we have seen a welcome change in the last eight years with the town deal, the future high streets fund, the new stations fund and the building a brighter future project for Torbay Hospital, which could be the largest single investment in Torbay’s health services since the creation of the NHS in 1948. I could cover at length the lack of delivery of some of those funded schemes by the Lib Dem-independent coalition on Torbay Council.
I hope that today is the start of getting on with the job of delivering in our bay, particularly given the news in the main Budget document that it will be a levelling-up partnership area. In areas such as Blackpool, I have seen how, when the Government focus and work together, they can start to drive projects forward; I hope that we can look forward to that in our bay. I also welcome the fact that there will be a third round of the levelling-up fund. It is vital that this time, Torbay has a strong bid that can get the funding needed to level up our community.
I accept that delivering a Budget is a difficult job, because there will always be more demands than resources to meet them. There are more general aspects to welcome, such as the increase in defence spending, particularly given the defence interest in south Devon and across the south-west. Overall, this is a good package that will deliver for people and shows that the Chancellor has taken on a difficult job and is doing it well. I will continue to speak up about some of the areas where I believe we could do more and where I hope we can go further, particularly in relation to Torbay, but overall, this package will be broadly welcomed. As we have seen so far in this debate, no serious alternative is being presented by Opposition Members.

Commons ChamberWe welcome all EU citizens with settled status and think it is absolutely right that those systems are in place. If the hon. Gentleman has any further questions regarding the matter, I suggest he raise the matter at Home Office questions. I think the system that we have is working and is fair.
When conducting his assessment, did the Secretary of State include figures for the impact of implementing the Schengen borders code between Scotland and England, including the requirements for border infrastructure, that would be required if we listened to the SNP and implemented its policies?
My hon. Friend makes a good point. There is not just the issue of freedom of movement of people across the United Kingdom, but the fact that while 20% of Scotland’s trade is with the EU and 20% with the rest of the world, 60% is with the rest of the United Kingdom.
With regard to funding, we announced in the autumn statement £2 billion of extra funding for our schools. I am also proud that this Government have introduced the world-leading, world-first Online Safety Bill, which specifically improves protections for children and puts very strict obligations and penalties on tech companies for enforcing them.
My hon. Friend is a fantastic champion for his local hospital and constituents. I am pleased to say that the new hospital scheme for Torbay is part of our plan to deliver dozens more hospitals by 2030. We remain committed to the delivery of that new hospital, and I am pleased his trust is talking to the new hospital programme team about how to progress those plans.

Commons ChamberI am aware that my amendment was not selected. All I will say is that, although there was support from civic bodies across Scotland, it was support for the debate to be started, rather than necessarily for the proposals.

I am certain that every Member of this House has a Valentyna in their constituency. All Members must be aware of the scale of this problem. Yesterday was further proof, when Members on both sides of the House spoke on Second Reading of the Windrush Compensation Scheme (Expenditure) Bill, and we heard again and again of the inhumane treatment of ordinary people just trying to go about their lives. Three weeks ago, the other place returned the European Union (Withdrawal Agreement) to this House with a number of amendments, one of which required the Home Office to provide physical documentation to evidence EU nationals’ right to remain in the UK as part of the settled status scheme. Is it any wonder that those who come to live in, work in and contribute to this country have no confidence in the current processes?
We, as a collective, are the lawmakers. We could change this, but it will require political willpower on all sides. I hope we can all agree—and there has been an element of consensus in the debate—that when we are talking about immigration, the question should be: what do we need to do to create an immigration system in which every person has their dignity respected, a system that is compassionate and effective; that works for both ordinary people and UK employers; and that works for Scotland, Wales, England and Northern Ireland?
I thank the SNP for using this opportunity to highlight the failings in our immigration system, because it is broken for the whole of the UK. Trying to fix the system on a geographical basis is, however, not the answer and only serves to further fracture the complex processes that currently exist. We need an immigration system that treats people with humanity and works for the whole of this country.
It is a pleasure to wind up this important debate, and I would like to thank the SNP for this opportunity to highlight the needs and challenges faced not only by Scotland but across our United Kingdom. In starting, it is right for me to reflect on the maiden speech of my hon. Friend the Member for Penistone and Stocksbridge (Miriam Cates), and to congratulate her on her passionate explanation of what drove her into politics. I know that she will be a strong representative of her community.
As Members on the Scottish National party Benches will know, I am always keen to discuss a range of issues with all 59 of Scotland’s Members of Parliament here in this Chamber. I understand that remote areas and island communities face demographic pressures that have eroded the local workforce, leaving opportunities unfilled and threatening the stability of the rural economy. However, it has to be said that that has happened with freedom of movement in place. We need these issues to be addressed across our Union, not just by individual parts of our Union, yet the Scottish Government’s policy paper proposes measures that go against the recommendations of the independent and impartial Migration Advisory Committee. The MAC has consistently advised against applying different immigration arrangements to different areas of the UK. That cannot be stressed enough. As such, we have no plans to devolve immigration and create invisible borders within our United Kingdom—in effect, creating an economic version of Hadrian’s Wall or Offa’s Dyke. This Government are clear that our points-based immigration system will serve the needs of the whole United Kingdom, including Scotland. It goes without saying that any national differences in the rules or visa offers around the UK would result in an overly complex system at a time when we are trying to streamline and simplify the process, and would create additional burdens for businesses, employers and migrants.
I appreciate the comments of the shadow Minister, the hon. Member for Streatham (Bell Ribeiro-Addy), and of the spokesperson for the Liberal Democrats, the hon. Member for North East Fife (Wendy Chamberlain). We might disagree on aspects of migration policy, including where we would draw the line, but I think we can agree that implementing a system based on whether someone’s job was in Gretna or Gateshead would present challenges—[Interruption.] I hear chuckling from the Benches opposite, but there are many workers whose jobs are necessarily based across our United Kingdom. Members of Parliament are a good example. I am in Whitehall and the Palace of Westminster during the week, but Torbay is also my main place of work. I know that many Opposition Members are in a similar position. My point is that there are millions of workers whose work regularly requires them to move between locations, and we do not wish to create a border for them within our United Kingdom.
It is unrealistic and undesirable to create a visa that binds a person to one part of the United Kingdom, opening the door to uncertain enforcement and complex bureaucracy, and creating routes to avoid and abuse the provisions by those seeking to undermine other areas of immigration policy. That is why we do not believe that this is the appropriate process to adopt. However, that does not mean that we do not want to hear what people have to say about our policies. One of the first suggestions from the Scottish National party in this debate was a graduate route for those who have been here on a tier 4 visa studying a course. Members may be interested to note that university-sponsored applications have increased by 14% over the last year to over 220,000, which is the highest ever level.
I am afraid I will have to make progress, due to the time and the length of the debate. I also noticed that not many interventions were being taken on the Benches opposite.
Next year, we will be opening the graduate route to allow those who have been here at any skill level to work for two years after completing their studies. Again, we are showing that we are listening, and we are making a difference. I listened to the points made by the hon. Member for Na h-Eileanan an Iar (Angus Brendan MacNeil) about the fishing industry, and I know that this is an important issue for Members on the SNP Benches. We will look carefully at the recommendation of an immigration pilot for remote communities, and how that could potentially assist in this area. I would say, however, that I have never considered the vibrant cities of Glasgow and Edinburgh remote, and I do not think anyone else would.
Similarly, as my hon. Friend the Member for West Aberdeenshire and Kincardine (Andrew Bowie) pointed out, we have already taken the decision to increase the seasonal agricultural workers pilot to 10,000—again following feedback about the needs of the Scottish economy. So there are many areas where we are taking on board the views that have been expressed. The best example is where I was on the day the Scottish Government produced their plans—at Glasgow University, talking specifically about the changes to tier 1 to create an uncapped global talent route that will allow universities to put together research teams based not on passports, but on the skills they need to deliver accredited projects. I heard the excitement when they saw the opportunity for Scottish interests and Scottish stakeholders to be at the heart of designing the UK’s immigration policy in a way that assists them. Similarly, we are looking further at how we can work through the tier 4 system with those organisations, particularly universities with a high compliance rate, to make sure it works even better for them.
The key is ensuring that talent across the world sees the great potential of Scotland, as the UK Government do, and that means creating an attractive environment for investment and for working there. The Scottish Government, of course, have power over vast swathes of public life in Scotland—education, healthcare, infrastructure and taxation—and they perhaps may wish to question the impact, in terms of welcoming people, of making Scotland the highest taxed part of the United Kingdom with their policy decisions. The Scottish Government have control of all the necessary levers to encourage investment, to build an educated and skilled workforce, and to secure Scotland’s economic future. With all those tools available, why do they still seek to stoke division? It is because separatism, not Scotland’s future, is their first priority. SNP Members should ask themselves whether the failings in education that Nicola Sturgeon has presided over have anything to do with Scottish companies seeking talent from elsewhere, or whether any number of overseas medical professionals will deal with the issues in the Scottish health service. This Government will create an in-response-to-demand NHS visa system that makes it easy to recruit health workers, but again, that will not necessarily tackle the core issues of the failure of domestic policy set by the Scottish National party.
As pointed out in this debate, immigration has brought a vast wealth of experience, expertise and diversity to the United Kingdom, and we have heard some great examples in this debate of where that has taken place, but that cannot be used as a stopgap or to make up for the failings of nationalist policies elsewhere. Above all, those who choose to come and make their lives in the United Kingdom should be welcomed across all four nations, not used to stoke constitutional grievances or in an attempt to set up a border at Berwick.
The United Kingdom Government have looked at the proposals, which talk of settlement. Is that settlement purely in Scotland or elsewhere? For us, the key is to look at the themes, the needs and the requirements, rather than to just look at how we can break up the United Kingdom. I am clear that there will be challenges to address across our Union, but the idea that we should do that based on the nations of the United Kingdom misses the point. The idea, for example, that Torbay’s economy is instantly comparable to London’s because it happens to be in England, or that the appropriate solution for the Scottish highlands would be to have the same visa as in Edinburgh, misses some of the key ways our economy works. Again, I am conscious that this is something that was decided more by a Government who set up a review to look for their destination of separation, rather than a genuine look at how life patterns work across our United Kingdom.
We are clear that we will listen to feedback. We have written back to the Scottish Government and we will listen to feedback from stakeholders and the Scottish Government about how a future migration system can work. We will look at what their policies would deliver and whether they would deliver success across our United Kingdom. That will be the focus of our policies and plans for taking this forward and making ourselves a nation that prioritises and embraces a bright, optimistic future for Scotland, a place whose natural beauty is second to none. But we will also reject the separatist view of a grievance-based culture of constitutional argument, as I know the House will tonight.

Commons ChamberToday’s figures from the Scottish Government again show that Scotland’s trade with the rest of the UK is worth nearly four times that with the EU. We know that more than half a million Scottish jobs depend on the vital UK internal market, and that people in Scotland want a UK-wide approach to trade. As the UK prepares to leave the EU, it is essential that we ensure that the important UK internal market can continue unimpeded.
My right hon. Friend will be aware that the First Minister of Scotland recently said that,
“independence must be an option”,
highlighting once again some people’s interest in separation, not governing. Does my right hon. Friend agree that keeping separation on the table makes constructive, co-operative working difficult, and that opportunities will be missed both for Scotland and the UK as a result?
I absolutely agree with my hon. Friend. It has just become absolutely clear that when Nicola Sturgeon and the SNP are asked what they want from Brexit, the answer is another independence referendum.
