On discussions with other Governments, our ambassador of course has discussions locally in Burma with counterparts. On the support we are giving, I talked about some of the numbers on the amount of money we are spending and what it is being spent on. We seek to work with NGOs and others on the ground to make sure that funds are getting through to where they are needed in these troubled areas.
I am sure the Minister will agree that the progress in seeing improved human rights has been painfully slow in Burma since the elections, which we had hoped would bring far more, given the flawed constitutional position that still exists. I welcome the Foreign Secretary’s visit. Will the Minister update the House on what engagement we are having with regional partners to try to build the type of international consensus we need for further action through the UN?
As I have said on a number of occasions, we discuss these matters with a range of actors, including international partners. Right now, Kofi Annan’s independent commission is leading work in this area. We will continue to have a dialogue with Mr Annan and we look forward to his report.

Commons ChamberThat is a valid point. The United Nations has had trouble, and no one the in Chamber thinks that either side of the conflict is right. Both sides are killing people. That is what needs to end, and that is we need to focus on rather than blaming individual nations.
Let me set the record straight. I come to this debate frustrated, because 2016 was the year of false truth, false fact and fake news. It was a terrible year for Britain and for the world, in which moderate people in a democracy lost arguments to extremists—Breitbart on one side and The Canary on the other, or the alt-right versus the hard left of the Labour party. Yemen is being used as the next vehicle for the advocating of some lunacy, rather than the principled position of those who ask, “How can we help these people?” It is about time that moderate Britain fought back against some of those who pursue such extremist views.
We must not allow this to become an Iran versus Saudi conflict, because if we do, the situation will indeed become intractable. I accept, however, that all the reports show that there is a mass of complications on the ground. It is not simply Iran versus Saudi, because we have not reached that stage yet, but we ought to be exceedingly mindful of the possibility. We have Saleh, the guy who robbed Yemen. According to the UN, when he was President and also an arms dealer, he was buying bullets for 50 cents as an arms dealer and selling them to himself as President at a dollar a time. He was buying Kalashnikovs and other guns for $150 as an arms dealer, and selling them to himself as President for $600. The UN describes this man as creaming off the whole Yemeni state. At one depot, there were 1,500 troops; he had an invoice for 80,000. There are nine teachers for every child in Yemen, if we believe ex-President Saleh. Of course, he wants his old position back, and he wants to use all the money and assets that the United Nations is trying to freeze to fund a war in which ordinary people are being mercilessly killed.
Let us face some truths. The biggest donors to Yemen over the years, which have, in the past, prevented the humanitarian crisis from being what it is today, have been the Gulf Co-operation Council and Saudi Arabia. Because of the Houthis, the aid tap has been turned off. Worse than that, however, because the Houthis want to fight Saudi Arabia on the border, foreign workers from Yemen can no longer work in Saudi Arabia, which is logical, so all the remittances have dried up. No wonder the country is in poverty—and we are allowing these people to get away with it. It is obvious why Security Council resolution 2216 pins it all on the Houthis, the people who started this in an alliance with the person whom they were formerly fighting, President Saleh. Therein lies the problem, and the reason for resolution 2216.
We must try to deal with the situation, but that will mean building bridges. According to the UN reports, the GCC has tried—twice in Geneva, and also through the Muscat principles—to bring the two parties together for a peaceful settlement. Which party is resisting the peace talks? It is the Houthis, who will not allow a peace delegation to fly to Geneva, and will not allow the UN panel of experts to go in and observe the situation on the ground. This is a group of people who to my mind—I say this to the people in the Labour club in Accrington—are just trying to rob the state. They are not interested in a peaceful settlement, and that makes things very difficult, but we should never abandon the principle of trying to build bridges, and that includes trying not to upset or destabilise the GCC or the Arab League.
I am enjoying listening to the hon. Gentleman’s speech. Does he agree that one of the things that shows these people’s intent is that the coup disrupted a constitutional process that was in place in Yemen to try to bring in a lasting and stable Government?
I wish this debate were longer, as I could speak for two hours on this issue. [Interruption.] My hon. Friend the Member for Liverpool, West Derby is right; I have had a good go at going for three hours. The hon. Member for Torbay (Kevin Foster) is right, however. The proposal in that constitutional settlement was for a six-state federated Yemen, and President Saleh walked away from that; he walked away from the talks at Geneva because he did not want a federated state. He wanted to do what he was doing before: milk the state for himself. That is the problem, and all the while the people are suffering.
The Saudis are trying to get aid in. We have donated £100 million, which I am pleased about, but that is a fraction of what Saudi Arabia donates, yet we are trying to castigate the Saudis.
This conflict has been presented as Saudi Arabia against the people of Yemen: what an absolute load of garbage. The Saudis are operating under a UN mandate; five members of the GCC and four members of the Arab League are operating under that mandate, and Saudi is one component of that. It is the biggest component; I do not deny that. The Saudis are also guilty, it appears, of doing some awful things, and they should be held to account; nobody is saying anybody should be exempt from the law. But we must never take our eye off the ball: people are suffering in Yemen, and we must try to get to the end result of relieving that suffering. That is the primary purpose, and I am never going to slip away from that. I am not going to be taken on to some hard-left, loony left or right-wing bandwagon about arms sales to Saudi Arabia if that impacts negatively on the people in the region. I stand here unequivocal: I am here to help the people of Yemen, and I want to see the best outcome for them.

Commons ChamberI can certainly assure the right hon. Gentleman that the UK Government will be attending the Paris talks and we will be reinforcing our message, which is that we think that both sides must get round the table and negotiate. That is the only way forward. It would be folly now to abandon a two-state solution, because, in the end, a one-state solution is not in the interests of Israel.
The Government regularly receive reports of sectarian attacks on Christian and other religious communities in the middle east. We want to work with all Governments across the middle east and north Africa to ensure that freedom of religion or belief is respected.
Although the genocide of Christians in the areas ruled by Daesh has rightly taken the most attention, my hon. Friend will be only too aware that the persecution of Christians across the region is way too common. Will he join me, therefore, in welcoming the work done by Open Doors to highlight that, and what plans does he have to consider its latest report, which is due to be launched in the House tomorrow?
May I briefly say that I very much welcome the work that is done by organisations such as Open Doors, and the work that my hon. Friend has done to promote them? I look forward to reading the report, which I think is due out tomorrow. Open Doors makes a major contribution to that work and the Government’s thinking to try to support Christians and other religious communities in the middle east and north Africa.

The hon. Gentleman, who has huge experience and knowledge of Russia, spells out the challenge we face in getting the Russians to come to the table, recognising not only the leverage they can provide, but that there is not a threat in respect of Russia’s continued involvement and influence. He touches on some of the previous events that have taken place, but we could also look at what has happened in the Balkans and the Baltics, and prior to the iron curtain. The sphere of influence that Russia had was enormous. Every time one of these countries then moved forward and swung to the west, Russia lost that sphere of influence, and I believe at the heart of this issue is the fact that the Russians do not want to lose a maritime Mediterranean influence which is so critical to them.
I am sure the Minister will agree that the scenes in Aleppo of civilians being targeted and the use of starvation as a weapon of war bring echoes of some dark periods, particularly in the 1930s, which international law was supposed to try to stop. What lessons for the system of enforcement of international law can be taken from this dreadful situation?
We are looking very carefully at where international law is left after this experience in Aleppo and indeed across Syria. The UN in New York, the international body that builds alliances and that is designed to bring together states—192 of them—to solve the world’s problems, is now kyboshed because a single permanent member is able to veto absolutely everything. How we can circumnavigate that is a huge question for us to answer.

Commons ChamberAs the hon. Gentleman will know, this Government have done an enormous amount in tackling tax evasion, and, as a result, have collected enormous amounts of funds. Ultimately, these matters are for the Treasury, and I am sure that he will have the opportunity to put those questions at Treasury questions.
As my hon. Friend will know, the Secretary of State for the Environment, Food and Rural Affairs has been taking the lead in Hanoi in urging the international community to take tougher measures against elephant and rhino poachers. The figures are heartbreaking. In the late 1990s, there were 1.2 million elephants in the world. In Africa, the figure is now down to 300,000. In fact, it has gone down 120,000 since 2010. It is a catastrophic loss for Africa and for the world, and the UK is leading the fightback. We will be holding a summit on the conservation of endangered wildlife in London in the next couple of years.

Commons ChamberIt is a particular pleasure to follow the hon. Member for Strangford (Jim Shannon), given that we regularly see each other at a range of debates in this House.
It is welcome that we are here again discussing Yemen. Having attended the recent Adjournment debate secured by the right hon. Member for Leicester East (Keith Vaz), I share many of the comments he expressed earlier about the scale of the crisis gripping Yemen and the disaster that the conflict has proved to be for the Yemeni people. I think it was earlier this year when the UN highlighted that both sides were preventing the access of food aid. I know he shares my disappointment that the ceasefire has not held. Again, I share his hopes that the forthcoming UN discussions will bring what everyone here wants to see: a return to a system based on a constitutional structure for settling differences, not one based on armed conflict.
That said, we have to look at the choices and the alternatives, and at why the UN voted to support an intervention. It was interesting to hear the hon. Member for East Lothian (George Kerevan) talk about a small rebel group. It is perhaps worth quoting the House of Commons Library on this “small rebel group”:
“The Houthis have managed to gather dozens of tanks and plenty of heavy weaponry from these defectors and deserters.”
It also states:
“Yemen’s government and armed forces have long been weak and fragmented, and have had too many forces lined up against them to put up a strong resistance to the Houthis.”
This is not a small band of people who are incapable militarily; these Houthi rebels are former soldiers who are able to pose a direct threat of overthrowing the main Government. That is why the intervention is there. We then have to be clear about the alternative. If we did not have coalition involvement, the Houthis would overrun the whole country. We would have a failed state in Yemen, equivalent to the failed state we have had in Somalia for so long.
It is not only a large group. It is well armed with arms from Iran. There is also evidence that there are Iranian revolutionary guards acting on the ground in Yemen.
Let us be blunt. It is not a small rebel group that fires effectively a ballistic missile at a neighbouring country or attacks a US warship in international waters. That does not fit my definition of a small group of lightly armed individuals. This is a serious and coherent threat to the recognised Government of Yemen, any constitutional process, and, ultimately, to the security of one of the key trade routes of the whole world through what we once saw as the Straits of Aden, with shipping heading up towards the Suez canal. Ultimately, if we allow a failed state in Yemen we will all pay the price for it in the cost of shipping, and disruption to energy supplies.
The alternative to the Saudi coalition—let us assume it is not the Saudis and their allies who intervene—is western intervention to enforce a UN motion. The same people very busily attacking this coalition are the same people who regularly oppose any western intervention in the middle east. For a UN resolution to have any meaning it needs to be implemented and it is questionable who it would want to take the action.
No, I do not think I will as we are running short of time.
The argument that the support should be removed is wrong.
On the motion itself, it was interesting to hear the shadow Foreign Secretary telling us about the two command centres. That is what leaps out from the motion. She talks about the northern command centre in Riyadh, where our advisers are and where the strikes were not authorised. She then talked about the southern command centre, where our advisers are not, and says that that is where the problems are in terms of targeting. Well, it does say something that we are going to pull away from the site where it is not happening, which would not make any difference.
The southern command centre has been identified, but who is in it has not been identified. Neither has it been identified whether it included anybody from any particular company—whether it be a British company or not; or indeed what British personnel, if any, are involved.
I thank the hon. Lady for her intervention. However, I still do not see how pulling out our supporters and advisers from the northern command centre in Riyadh, as the motion suggests, would make any difference to what is happening there. It is therefore a rather interesting point that the hon. Lady has raised. Certainly for me, the Government’s amendment is far stronger than the Opposition’s motion. I nevertheless pay tribute to the right hon. Member for Leicester East, who managed to come up with an amendment that showed a lot more understanding than his party’s Front-Bench motion. It might not agree with the view being presented on Russia Today, but it had a bit more understanding of the region and the area.
Let me move on to the potential or alleged use of cluster bombs. It must be clear—it might not have been clear from one of the SNP’s contributions—that the weaponry was last delivered in 1989. Whether or not that weaponry delivered in 1989 is being used will not change anything that we do today. That said, an issue on which I challenged the Saudi Foreign Minister directly was that the country’s signing up to and ratifying the international treaty is long overdue. Yes, I was told that Saudi Arabia was considering it, but I suspect that its consideration will be a lot longer than most of us would prefer. I would be interested to hear more from the Minister about the work we are doing to encourage the country as one of our key allies to ratify that treaty and send a powerful message that it no longer intends to produce, retain or—crucially—use that type of weaponry.
Finally, I accept that the decision to be taken is going to be difficult for anyone. It is a complex situation and none of the outcomes looks particularly ideal. I accept that we therefore have to be realistic about the outcome. As with so many other situations in the middle east, we need to be careful what we wish for, because we might sometimes find that what we wish for turns out to be a lot worse than the devil we know.

I have one final point on the no-fly zone. Will my right hon. Friend make a specific point of meeting the former Prime Minister John Major to explore his experiences in imposing a no-fly zone and a safe haven in northern Iraq during the 1990s?
I thank my right hon. Friend for giving way and I congratulate him on securing this debate. Given the discussion that there is over a no-fly zone, does he share my concern that Russia has moved very advanced surface-to-air missile systems into Syria when clearly Daesh or the al-Nusra front do not have a fast-jet capability. At whom might those missiles be targeted?
My hon. Friend makes a good point, but those S-300 missiles do not affect the viability of imposing a no-fly zone.
My final question for the Foreign Secretary is, what steps are he and his Department taking to support and enhance the work of the International Syria Support Group? Staffan de Mistura has said that the suspension of bilateral negotiations between the two chairs, US and Russia, “should not and will not” affect the existence of the group. What steps is Britain taking to provide financial, diplomatic and political support to the International Syria Support Group? This group includes all of the five permanent members, Italy, Turkey, Japan, Iran, and the key Arab countries. It represents the UN, the EU and the Arab League. It needs to be greatly expanded. There should be an office, for example, working with and adjacent to the Geneva talks. It should carry out work on the key ingredients for a peace whenever that may come, and we should give very strong support to it.

If hon. Members allow me, I will do my best to answer all the questions. My hon. Friend the Member for Romford (Andrew Rosindell) also mentioned Brexit—he is characteristically on top of Brexit matters—and my direct answer is that I am afraid that that is not the case. First, many of the EU’s financial regulations have been written or espoused by Britain because we led on financial services. Secondly, we are governed by UN regulations, and those are the ones of which we would be in breach. I will come and speak to the hon. Member for North Down (Lady Hermon) about that in more detail.
I met the Prime Minister-designate, as he then was, back in November 2015. I had subsequent meetings with the Foreign Minister of Libya, and I hope to meet him at the UN General Assembly next week—I will be raising this matter, too. Our new Foreign Secretary has also raised this matter, and our previous Foreign Secretary, now the Chancellor, raised it when he visited Tripoli only a few months ago. I wrote to Libya’s then Justice Minister about the formation of the committee on this very issue, but there has since been a reshuffle—that happens, as we know—and the justice post is currently vacant. I am waiting to see who the new Justice Minister is. I will be making contact to pursue these matters as soon as that appointment is made.
I will give way. I am conscious that I have a lot to get through, so I ask that the intervention is short.
I thank the Minister for giving way. I will be very brief. Will he make it clear that, whatever Government emerge, we will expect them to take some responsibility? There are examples from history. Germany rejected Nazism, but the Government who were eventually formed still paid compensation to its victims.
We need to make a powerful case that there was clearly state-sponsored terrorism, with devastating effects in Northern Ireland. I will continue to make that case in New York next week, but I will also do so in further meetings as relationships with Libya become stronger.
Frozen assets have been mentioned several times. If we dip into the frozen assets based in this country, where would that take our relationship with Libya as a whole, when we are about to have the very conversations that my hon. Friend just mentioned? We need to be careful. I pose some difficult questions to the House. How much would we take? To whom would we give the money? How would we distinguish between somebody injured by Semtex, where it is very clear—Semtex has a footprint that can be identified because of the way it is made by hand—and somebody injured by ammunition provided by Libya? These are difficult questions that those involved in compensation need to start thinking about.
Were we ever to get any form of compensation from Libya, I suspect that we would need to get our heads around the idea that it will be a single sum that is slid across the table. It will be for the victims’ organisations to assess how the compensation is divided up, as those in authority in Libya would not want to be involved in the detail. I share that now because these are awkward, difficult questions.
One Member talked about the mental scars that have been caused. People who have not necessarily come forward yet are subject to these issues, which raise difficult questions. When we speak about frozen assets and so forth, let us also ask ourselves exactly what the mechanisms will be if we go down that road—let us do the homework—so that we are prepared if such questions are asked of us.
However, I do not want to raise any expectations at all. Ultimately, we still need to convince the necessary authorities that they will speak for what a previous Government under Gaddafi did by putting their hand up and saying that they sponsored terrorism through the IRA. I am also aware that a private Member’s Bill is coming through from the Lords—my hon. Friend the Member for Romford might be involved in that as well—so we will undoubtedly explore such issues in due course.
On asset freezing and Brexit, as I said, maybe I can write to the hon. Member for North Down in more detail, but the issues are subject to myriad regulations, some of which involve the EU, from which we might be liberated if article 50 passes. Nevertheless, the reputation of the City of London is also involved, which is significant as well. If we are seen to dip into assets, where does that place Britain as a safe place to do business? Morally, we might say, “Absolutely. Let’s go down this road and take those assets.” I simply suggest that there will be consequences if we do so.

Thousands of sorties have been made not just by Saudi Arabia but by the entire coalition. Errors have been made as well. I do not agree with the hon. Gentleman’s opening statement, which implied that I have either misled or not been up front about what is going on. I have been very clear indeed. If he wants to talk about the specific issues that he has raised today, I am more than happy to meet him outside the Chamber and we can look into them. I have encouraged Saudi Arabia to look into every one of those cases and provide a report.
The Minister will be aware that sometimes with situations in the middle east we must be careful what we wish for because of what might come in its place. Does he agree that Saudi Arabia could do a lot to reinforce people’s confidence in its operations by joining the international ban on cluster munitions, to which we are already party?
That is absolutely right. I know that there is an intention among the establishment in Saudi Arabia to move forward in that regard, but as I have touched on in the past, this is a conservative society led by a liberal wing of that society. It needs to move at a pace that is workable for Saudi Arabia, and a major step forward would be the consideration of signing the cluster weapons convention.

Commons ChamberYes, I can confirm that. The next Prime Minister has made it clear that Brexit means Brexit: we will be negotiating our exit from the EU. However, we will of course also seek to negotiate an agreement between the United Kingdom and the EU 27 to regulate our trade and other relationships with the EU.
Does the Foreign Secretary agree that it would be far better for Scotland to play a productive role in securing a new relationship between the UK and the EU, rather than looking to join as a new member, get the euro and put a border across this island?
I strongly agree with my hon. Friend. Scotland’s best future is in a strong United Kingdom, trading effectively with the EU. We saw the case for independence during the previous referendum—it did not stack up at $100 a barrel of oil and it certainly does not stack up at $50 a barrel.

Thank you, Mr Speaker. We recently marked the first anniversary of the dreadful terrorist massacre at Sousse in Tunisia. Can the Minister update me on the work that is being done by the Foreign Office to support the families of the victims and to mark that dreadful event?
I had the honour of representing Britain at the ceremony that took place in Sousse to mark the anniversary of the tragic events there. We have done everything we can, from a Government perspective, working across Government to provide support to those who are bereaved, those who were seriously injured and those who have been affected by the mental trauma of what they saw. That help continues, and I am pleased to confirm the announcement that the Prime Minister made at the weekend that a memorial will be built—it is expected to be in the north of England—to mark the horrific events and to give the families a solemn location at which they can pay their respects.
