Commons ChamberThe hon. Gentleman makes an incredibly important point. As well as putting the money on the table, we have to make sure that our support gets to the people who need it. We will constantly look at ways of ensuring that is the case. He will understand that I will refrain from going into details about the aid corridors currently in place.
As the Foreign Secretary will know, the attack in February was not the first invasion of Ukraine by Russia; it has been illegally occupying territory, including Crimea, for the past eight years. Therefore, is he clear that any strike on Crimean territory, particularly on the Sevastopol naval facilities, is a strike on Ukrainian territory, not on Russian territory?
My hon. Friend makes an incredibly important point: this conflict did not start in February. The most recent phase of it started in February, but Ukrainians have been attacked, abused, and occupied by Russian forces for many, many years before that. We must never lose sight of that fact.

Commons ChamberWhen the right to choose who you love and to be who you are is taken away, other rights, including the right to believe in and follow your own God, quickly follow in being taken away. I welcome the Minister’s statement today. Will he make it clear to the Brunei Government that this is not about being devout, but that it is about being completely misguided?
I think we will try to find slightly more diplomatic language than that. We understand that a sharia code is in play, and that some in Brunei hold that close to their hearts, but my hon. Friend makes a fair point. We obviously want to see the universality of our values, and that is what we in the international community will continue to press for.

Commons ChamberOn bringing Iran to account, the hon. Lady is absolutely right that it has had a proxy in what has happened, as it has for some years, not least in encouraging the Houthi insurgents. We have recognised that if Yemen is to have unity, sovereignty, independence and territorial integrity, Iran clearly has an important part to play. We hope it will use its influence with the Houthis to encourage a de-escalation of the current crisis and to end their attacks on coalition countries, but also to support the moves back towards a political track.
As I have often said here about diplomacy, sometimes it is a matter of taking three steps forward and a couple of steps back. Stockholm was definitely three steps forward, and I think we are in a far better place today than we were six months ago. Equally, we do not want those advances to slip away. Iran has had an important part to play in that process, and will do in the years to come.
The Minister is right to focus on the peaceful and negotiated solution that needs to be sought to bring an end to this conflict, but what discussions are there about long-term support to stabilise and rebuild the country? This is not just about bringing the fighting to an end; the long-term solution is about ensuring that it does not restart.
My hon. Friend is absolutely right, and of course there is thought going into that. I see it in a different part of the world—in Afghanistan, where obviously we have had an engagement—and one realises just how long a haul this must be. As my hon. Friend says, an important aspect of that is to build up a sustainable economy. Of course, one does not start from zero in that regard. We need to work together with the international community to build up a sustainable economy in Yemen that can provide prosperity for future generations.

The hon. Lady points out one of the major difficulties in the United Kingdom accepting the commission of inquiry as a full commission. All the available evidence from open sources, and other sources, accepts that Hamas played a part in pushing people towards the border, and that circumstances in which death or injury were likely to result were deliberately created and exploited. Whatever accountability and criminal investigations there will be regarding members of the Israel Defence Forces, we can be certain there will be none in relation to Hamas, which is an imbalance. None the less, nothing justifies the circumstances, and all parties should be doing what they can to ensure that although there is a right of protest and—rightly—a right of defence, that should not end with the tragedies that the commission has had to document.
I appreciate the Minister’s responses and his overall tone. Does he agree that although the report rightly points in some cases to the disproportionate use of force, it does not look at the whole picture, which is what we would want from a fully independent and transparent process? Although there are some issues that clearly require a criminal investigation, just as for difficult issues in our own past, any inquiry must consider all factors that took place.
As my hon. Friend and other Members know well from their own experience, the tragedy of the area is that the sheer practicalities prevent the sort of inquiry process we would expect, and it is very difficult to gain evidence of what might have inspired those who went to the fence, propelled by Hamas. That there were legitimate protests is not in doubt. The organising committee and those legitimate protests have no connection with those of violence. That we know, but we cannot know too much about what Hamas did, the exploitation of people and the results, because it will never be possible to get that sort of investigation. That is why I seek to set this in the context of needing to end the situation overall, because until there is a comprehensive peace agreement—a two-state solution, with justice for the Palestinians and a secure and safe Israel—we will not see an end of this. That is why the United Kingdom, and I suspect this House, must want us to continue to press for that above all.

Commons ChamberI would like to associate myself with my hon. Friend’s remarks about Ethiopia. It was with great shock that we learned about the accident involving what is an excellent airliner. He and I are both frequent flyers on such airliners. We have obviously offered our condolences, but we have also offered to work with the Ethiopian Government and others to see whether any lessons can be learned for the wider aviation sphere. I also pay tribute to my hon. Friend’s work in that country. He also raised the question of malaria, which was identified at last year’s summit as a serious health concern for many Commonwealth countries. We know that 90% of Commonwealth citizens live in malaria-affected countries. The leading role that the UK is taking has meant that we have been able to pledge £1.2 billion to the Global Fund to Fight AIDS, Tuberculosis and Malaria over this three-year period. He also mentioned the announcements that were made on jobs, and he will be aware of the very young workforce that exists across the Commonwealth involving tens to hundreds of millions of young people. That is a huge strength, and it also points to the huge opportunity for inward investment for trade among those countries to create the wealth that will sustain employment for all those young people.
When I was out in New Zealand last year with the Commonwealth Parliamentary Association, I noticed not only an enthusiasm to remember the past links between our two countries but excitement at what the future might hold for them. It was also clear that people out there had much more consciousness of the work of the Commonwealth. What plans do we have to promote that work here in the UK, while making it clear that this is about the Commonwealth of today rather than some hangover from imperial times?
I thank my hon. Friend for his work on behalf of the CPA. He highlights the deep links between Parliaments that help to strengthen the Commonwealth. Having the opportunity to celebrate Commonwealth Day, with Her Majesty attending the service in Westminster Abbey and all the flags in Parliament Square, helps to follow what we achieved last year with the hosting of the CHOGM in focusing the minds of this country’s young people on the range of ways in which we have strong links with our Commonwealth friends around the world.

Commons ChamberI thank the hon. Lady for that. She will appreciate, and we have very much noted, the concerns across Kashmir raised in the report by the United Nations High Commissioner for Human Rights in June 2018. It made firm recommendations for both India and Pakistan to consider. Even eight days ago, I was not quite aware of just how much work goes on. I alluded in my statement to the work on child education. When I was in Pakistan at the end of 2017, I went to Mardan in Khyber Pakhtunkhwa province, which at that stage was the stronghold of Imran Khan’s party. I saw the terrific amount of work that was going on in trying to develop trust-based policing, similar to what we have here in the UK, rather than the police being a police “force”. There was also a real commitment to education, particularly girls’ education. These things go on throughout Pakistan. Some of them are quite sensitive and I cannot go into great detail here.
One very much hopes there will be an ongoing de-escalation and calming of passions, but later in the year we will have a leadership week at the Foreign Office, when our high commissioners in India and Pakistan will both be here, so it might be useful to have the all-party group on Kashmir come in. I hope that people will recognise that some of what will be said will be a little sensitive, so I cannot go into deep detail on this on the Floor of the House, but that might be a useful exercise for the all-party group and friends of India from both sides of the House—I am well aware that the hon. Member for Brent North (Barry Gardiner) speaks in that regard. That might be useful, as it would give all Members a little more idea of just how much work goes on in Kashmir, some of which it is difficult at this stage to avow.
I very much welcome the tone of the Minister’s statement, and that of what was said by the shadow Minister and by the Scottish National party spokesperson. The sight of two nuclear-armed nations firing on each other was clearly frightening, and the de-escalation that has happened since is welcome. Can the Minister reassure me about the work that will be done to maintain the communication, particularly between the two militaries that sit both sides of the line of control? In London, at the Royal College of Defence Studies, we can see members of both those nations’ armed forces working and participating together, and building up friendships and relationships. This should not be impossible and it is certainly something we could help to facilitate.
I thank my hon. Friend for what he has said, because he is right: our defence capability here involves a significant number of leading figures in both the Pakistani and Indian military having come out of Sandhurst and having been trained here. That is one aspect of UK soft power, as having these sorts of institutions allows alumni to maintain contact in the future. We will do all we can to keep as many lines of communication open as possible. One does not perhaps recognise until such incidents occur just how important developing the soft power of those connections is, both for the UK’s purpose and for countries caught in the sort of problems faced in Kashmir.

We appreciate that he was in Yemen before the conflict broke out and we will continue to exert every effort we can to try to find a way to get him home.

Commons ChamberWe do understand that Turkey, too, has a right to territorial integrity, but we are very concerned about what might happen with regard to the issue the hon. Gentleman raises if the US withdrawal is too precipitate, and if it was not clear what outcomes would be unacceptable both to the US and to us. That is why there has been a huge amount of discussion between Turkey, the United States, the United Kingdom and our other allies, precisely to avoid the outcome he is talking about.
It is reassuring to hear what the Secretary of State has said today and to have an indication, for those of us who supported military action against Daesh, of what needed to be done to ensure that these fascists, as they are rightly called, would be defeated and not allowed to fester. Will he reassure me that we will continue a long-term engagement in Iraq and Syria, because defeating Daesh in the long run is also about rebuilding those devastated communities, supporting Christians to return home and ensuring that funds are available, through aid, to redevelop those countries?
I am happy to reassure my hon. Friend that our commitment to that part of the world is for the long term. Our military commitment is finite—it is restricted to the mandate given by the House of Commons—but we are committed in every possible way, because we recognise that if the region is unstable, we will pay the price back here, through terrorism, disruption to our economy and any number of ways. He is absolutely right that our commitment must remain.

On and off, I have been dealing with consular cases in the middle east region since 2010. I have met a number of families in very difficult situations following a variety of crises, as well as those who have been held. In each particular case, we have tried to engage the consular service, which tries to look at each case individually and to apply its sense of what is in the best interests of each individual being held abroad. The contact has to be very good between them and the families, but I know that there is not always agreement about what might be in the person’s best interest. My right hon. Friend the Member for Rutland and Melton (Sir Alan Duncan) is the Minister with responsibility for consular matters within the Department—[Interruption.] One of my ministerial colleagues has principal responsibility for all consular matters, and I will certainly ensure that the hon. Gentleman’s request is passed on—[Interruption.] The Minister responsible is my hon. Friend the Member for West Worcestershire (Harriett Baldwin). We have heard the hon. Gentleman’s request, and I am sure that a colleague will attend that APPG meeting if a request comes through.

Can the Foreign Secretary confirm that he has had discussions with his colleagues in the Department for International Development about what role Britain will play in ensuring that there is long-term support to rebuild this country?
