We are committed to tackling antisocial behaviour and to recruiting 20,000 additional police officers, which will take us to our highest number ever. We expanded the safer streets fund to include the tackling of antisocial behaviour as one of its primary aims, and last year we published the ASB principles to establish a strong and effective partnership response to antisocial behaviour.

I am pleased that those in my hon. Friend’s constituency are starting to draw up plans for the next round of the safer streets fund. He will know what a difference safer streets has made to Stoke-on-Trent, with neighbourhood crime down by 26% since 2010. I cannot give him a precise date on the next round, but I can assure him that we hope to be able to say something more about safer streets in the near future.

Government austerity measures led to Northumbria police losing more than 1,100 police officers and to a huge increase in antisocial behaviour in my constituency, with thefts in local shops in East Boldon and Hebburn, and off-road motorbikes in Wardley and Boldon. The incident levels are so high that this week I am having a specific surgery with the police and crime commissioner in Wardley. When will Ministers allow recruitment to vacant policing posts, invest in our communities and tackle antisocial behaviour?

I am pleased that Northumbria’s police and crime commissioner has received just under £3.9 million from the Government through safer streets to date. That has included £3.5 million in the current round to fund projects such as community engagement, target hardening and guardianship interventions. Those are measures where Government funding targeted in local communities, in response to input from local leaders, is making a difference to safety in our communities.

Every domestic abuse-related death is a tragedy, leaving too many families in grief. This is why, in the tackling domestic abuse plan, we committed to significant reforms of the domestic homicide review process to ensure that lessons are learned, victims are supported appropriately and deaths are prevented in the first place. The Home Office is also providing £250,000 in funding to the charity Advocacy After Fatal Domestic Abuse to deliver specialist and expert advocacy to families affected by domestic homicide, domestic abuse-related suicides and unexplained deaths linked to domestic abuse.

The Government’s latest domestic abuse plan confirms the stark truth that action on domestic abuse is getting worse, with fewer domestic abusers being prosecuted. Three in four recorded domestic abuse cases are closed due to evidential difficulties or because the victim is unable to continue. I hope the new Prime Minister takes the issue more seriously than she did as Minister for Women and Equalities. Will the Minister commit to bringing forward plans to support victims taking action and introducing a domestic abuse perpetrator register?

I commend all the work that has been done on domestic abuse, and all the issues we have to face are not taken lightly. A central count of domestic abuse fatalities is crucial to building the evidence base for effective interventions and preventing future tragedies. This Government have been counting all domestic homicides, domestic abuse-related unexplained or suspicious deaths, and suspected suicides of individuals with a known history of domestic abuse victimisation since March 2020.

I will certainly meet my hon. Friend, who I recognise has done a lot of work in this area. I want to make it clear that where people are engaged in illegal abuse, they can be identified and prosecuted via existing legislation—the Police and Criminal Evidence Act 1984 and the Investigatory Powers Act 2016—but I accept that there are more aspects to this. I am happy to meet her and look forward to hearing her thoughts.

The whole country is horrified and shaken by the dreadful killing of our colleague and friend Sir David Amess. There has been a tidal wave of stories about David’s kindness and compassion from all quarters. To me, he was a dear and loyal friend. We are all utterly devastated for David’s wife Julia and their family and loved ones.

David, as we have already heard across the House, had a huge number of friends in this House, in his constituency, in the county of Essex and well beyond. The causes he supported were diverse, with so many relating to people and, of course, his much-loved animals. Many sittings in this House were enlivened, Mr Speaker, by his calls for city status for Southend. [Hon. Members: “Hear, hear!”] It is agonising to know that we will not see his wonderful smile again.

It took no effort on David’s part to conduct the business of politics in a civilised, good-humoured way, which came naturally to him. Decency ran through him like the writing in a stick of Southend rock. David represented all that was good about this place, so let us all carry his light forward and reflect his passionate commitment to making things better for the people we serve.

May I pay my respects to Sir David Amess and James Brokenshire and send my best wishes to their family, friends and staff?

Today, on Anti-Slavery Day, statistics obtained by After Exploitation show that since 2016 more than 4,500 suspected trafficking victims have been referred for support only after leaving immigration detention. That shows a major failing and demonstrates how the trauma of detention prevents victims from disclosing their exploitation. Will the Home Secretary explain what work is being carried out to tackle the problem and why the Home Office is still planning to open a new immigration centre for women this month in County Durham?

First, on the really important point that the hon. Member makes about modern-day slavery and trafficking, the Government are absolutely committed to undertaking every step and measure to provide support through the national referral mechanism, as well as support on victims and victimisation through much of our modern-day slavery work. I reassure her that more work is taking place through the current Nationality and Borders Bill on what measures we can put in place to safeguard victims and their testimony and ensure that they get the support that they need.

Thank you for calling me to speak in this debate today, Madam Deputy Speaker. I would like to focus my contribution on the impact of detention on women. In 2016, the Government committed to reduce their use of detention. While the number of women in detention has fallen since then, the measures in the Bill will likely lead to an increase.

Research by Women for Refugee Women shows that many of those detained in immigration centres are survivors of torture, rape or trafficking, and locking them up severely impacts their mental health. In March this year, there were just 25 women detained in the UK. These are historically low numbers, yet the Home Office is to open a new detention centre for women at the Hassockfield site in County Durham in the north-east later this year. If the Home Office is committed tousb detention reduction, why the increase in detention capacity?

Then we dig into the detail of this Bill, and it becomes clear that measures are being put in place that will increase women’s detention. For example, clause 10 create two tiers of refugee. People claiming asylum will be recognised as a group 1 refugee if

“they have come to the United Kingdom directly from…where their life or freedom was threatened…and…they have presented themselves without delay to the authorities.”

Those designated as group 2 refugees will have more limited protections upon grant of status, including being given shorter periods of leave to remain. However, because many women often do not realise that their experiences of gendered violence make them eligible for asylum, they do not apply straightaway. This will mean that many women will be wrongly placed in group 2 and therefore liable for detention.

Furthermore, clauses 46 and 47 go against the Home Office’s own guidance on penalising individuals for not disclosing details of their exploitation. Such guidance is in place to recognise that trafficking victims may take time to disclose what has happened to them. The move to penalise individuals for not disclosing, will mean that fewer women are recognised as victims of trafficking. That means that they will become liable for detention or, if already detained, that they will not be released.

In addition, clause 48 raises the threshold for being recognised as a potential victim of trafficking through a “reasonable grounds decision” for the national referral mechanism. It means that a positive decision will now be made when there are “reasonable grounds” to believe that the individual “is”, rather than “may be”, a victim of slavery or human trafficking. Like clauses 46 and 47, it also makes it more difficult for women to be recognised as victims of trafficking, which again means that more women will be liable for detention. Overall the Bill signifies the Government’s attitude towards the safety and rights of vulnerable women who have fled abuse and violence. It disproportionately affects vulnerable women, and criminalises them. I reject this hostile environment, and I ask other Members to do the same by voting against the Bill.

As of 30 June, the EU settlement scheme had received more than 6 million applications and issued more than 5.1 million grants of status. As we have discussed before, the scheme has been a success and we have secured the status of 5.1 million individuals.

As I have said, the scheme has been a phenomenal success. There are many naysayers across the country and in this House who refused to believe that even 3 million people would be registered with the scheme. First and foremost, there is an abundance of support available for applicants, including from the 72 organisations to which the Home Office has granted £22 million of support for vulnerable groups and individuals to apply to the scheme. On top of that, we have invested £8 million in communications, and that involves working with local authorities such as the hon. Lady’s to ensure that no one is missed and that all the support is in the place for them.

Recent research from the Children’s Society showed that less than 40% of looked-after children and care leavers had made applications to the EU settlement scheme, with 156 local authorities positively identifying more than 2,000 looked-after children and care leavers who had yet to apply. May I ask the Secretary of State to tell the House what steps the Home Office has taken to ensure that children in care who are eligible to apply have applied?

First, let me re-emphasise a point that Ministers and I have made in this House on repeated occasions. It is absolutely right that we do everything possible to give children in care the support, more often than not via their local authorities, to ensure that they apply for the scheme. We have been doing exactly that, working with councils, social services and local authorities across the country. If the hon. Lady has any particular cases she would like to draw to our attention, we would be very happy to pick them up.

In the urgent question that I answered on this subject not two weeks ago, I expressed serious regret about the conviction numbers that the hon. Lady mentions. It is not a situation that any of us should be happy with, and we have confirmed as a Government that we will do our utmost to turn that around. She will understand, I know, because she is from the west midlands, that we will need the assistance of police and crime commissioners and chief constables to do so. I hope that she will join us in urging them to play their part in what will be the enormous task of turning this particular challenge around.

As for the serious violence duty, that will no doubt be debated by the Under-Secretary of State for the Home Department, my hon. Friend the Member for Louth and Horncastle (Victoria Atkins), during the Bill Committee, but I would hope, whether or not there is a statutory duty for everybody to play their part in dealing with this problem, that all those other organisations—whether that means health or local authorities, or, indeed, police and crime commissioners—will step forward anyway, because the moral case is strong and I know that the hon. Member for Birmingham, Yardley (Jess Phillips) will make it with us.

The use of detention, including the detention of women for immigration purposes, has reduced significantly over the past few years. In particular, for women who have survived torture, rape or trafficking it is used extremely sparingly, if ever. There is an adults-at-risk policy, which makes sure that people who have suffered in that way are detained only in extremely rare cases where the vulnerability is outweighed by very serious risk, for example, to public safety. Those exceptions are extremely rare.

The Minister says that these cases are extremely rare, but an immigration removal centre for women is set to open in the north-east on the former Medomsley detention centre site, despite, as he said, the Home Office previously committing to reducing its use of detention for women. Research shows that many detainees are survivors of torture, rape or trafficking, and detaining women in this way severely impacts on their mental health. Does he agree that reopening the Medomsley site should be reviewed and that immigration cases can be resolved more humanely and at less cost in the community?

First, I remind the hon. Lady again that the use of detention in general and for women in particular has reduced very significantly already over the past few years. Secondly, Hassockfield is replacing the Yarl’s Wood facility, which is being converted for mainly male use and, therefore, the number of female places for immigration detention as a result is going down dramatically. Thirdly, no, we are not going to review the use of Hassockfield—first, for the reason I have just mentioned, it actually represents a reduction in total numbers, and, secondly, because the adults-at-risk policy very actively, carefully and thoughtfully weighs up vulnerability against questions of detention. My hon. Friend the Member for North West Durham (Mr Holden) has been fully engaged on this issue. The new centre will create local jobs, and, as I said, it will also represent a reduction in the women’s detention footprint.

During this pandemic, the Government have handed enormous powers to the police to enforce lockdown restrictions, leading to a situation where the police are now policing the coronavirus regulations as a public order problem, rather than a public health matter. It has led to dangerous lines being crossed. We must not forget that while this type of state violence was made visible at the weekend, it is the case that these tactics have been used to protect powerful interests throughout our history. It was seen during the miners’ strike, and it was seen last year as a response to the Black Lives Matter protests.

In a democratic society, policing requires consent and understanding of the public mood. We are seeing a huge overreach and a situation where women have been criminalised while attending a peaceful vigil. Recent events have left women feeling even less empowered in our society. For the police to say to women, “The way you can protect yourself is to stay at home”, is just not good enough.

It comes as no surprise that within this Bill there is no mention of women, whereas the word “memorial” appears eight times. The Bill seeks to ensure that attacking a statue carries a longer sentence than attacking a woman. What kind of message does that send about this Government’s attitude to tackling the endemic issue of violence against women and girls?

The Bill disproportionately impacts Gypsy, Roma and Traveller communities by criminalising trespass and increasing police powers of eviction. It will increase the inequalities experienced by Gypsy, Roma and Traveller communities and ensure that discrimination against those communities is still alive and well as an acceptable form of racism in this country. The Bill also extends the definition of “unauthorised encampment”, which in effect criminalises the increasing numbers of rough sleepers.

I believe the right to protest is sacred in any democracy, so I will be voting against this Bill, because it is an assault on our civil liberties, threatens what remains of our rights to protest, expands stop and search powers and further criminalises Traveller communities. The Government must think again and listen to the vast public anger regarding this Bill. I reject the politics of division laid out by the Government in this Bill, and I ask Members across the House to do the same.

Let me give hon. Friend reassurance about the way in which the Government across the board have worked with the aviation sector. He is right about the impact that coronavirus has had on global travel, airlines and the people who work in the sector. Government will continue to work with stakeholders and partners in the sector. They are our operational partners. We work with them every single day at our key airports and our ports, and that will continue.

I understand that the Home Secretary does not want to comment on any measures that are still to be confirmed, but if people are required to self-isolate on entering the UK, will the Government consider putting support in place to help those who cannot afford to finance their own quarantine but may be travelling due to, for example, a family emergency or bereavement?

As a Government, we are committed to vigorously countering extremist ideology by making sure that every part of government is taking action. That includes ongoing conversations between the Department for Digital, Culture, Media and Sport and the Home Office on the implementation of the online harms framework to tackle hateful content. We will continue to work across government to challenge extremism in all its forms.

As I indicated in response to the previous question, we are in discussion with the DCMS about these issues. It troubles me that sometimes this disinformation and these conspiracy theories can be used to galvanise more extremist behaviour. We are very alive to that in terms of working with our colleagues at the DCMS and in terms of our broader work in the Prevent space where this issue can move into terrorism. The issue of the extreme right-wing and far-right extremists seeking to exploit the online world and trap some quite young people is something we are very focused on and conscious of.

For two weeks running, we have seen anti-lockdown conspiracy theorists clashing with police throughout the country, with four people having been arrested in Newcastle over the weekend. This behaviour is being fuelled online by far-right opportunists and some high-profile individuals, such as Ian Brown of the Stone Roses. Will the Minister outline what his Department is doing to build trust in Government information and in respect of scepticism and concern about vaccination?

I highlight to the hon. Lady the work that is being led by the DCMS, with which we are working on the cross-Whitehall counter-disinformation unit, which has been stood up during this time of acute disinformation to challenge some of the conspiracy theories and false information. I assure her that there is extensive work across government to analyse and then work with the companies to take false or misleading information down. Clearly, it is an ongoing challenge, but we are determined to take firm action where false narratives are being perpetrated.

I welcome the Bill, and the measures it seeks to put in place to make buildings safer and prevent tragedies such as the one we witnessed with Grenfell Tower. I note, too, that other measures announced by the Government will further complement the Bill.

I have worked in construction over several years, during which time I was involved in the construction of fuel retail stations. I have also worked on oil rigs. I should also note that I am a landlord and thus declare an interest. Ensuring that homes and other buildings are safe is of the utmost importance. My experience has given me some insight into fire safety and how sometimes I see a disconnect between policymakers and those who deliver a service on the ground. The practicalities of day-to-day delivery can sometimes show a well-meaning policy to be out of touch with what actually happens on site. Let me give an example of what I mean.

I have known site managers ask for fire doors to be installed before a building had been made waterproof—dozens of doors. As to be expected with our British climate, it rained, and those fire doors and frames swelled. When they would not open and close properly, carpenters were asked, under time pressure, to plane doors down so that they would pass inspection. Of course, eventually these doors dried out and shrank. That meant they were again the wrong size, but this time with gaps so large that they were no longer fit to be fire doors. However, by that point, the doors had been signed off by inspectors, despite the fact that modifications had now made them no longer fit for purpose.

My plea is to ensure that when the Bill is finally delivered, people who are ultimately accountable for fire safety are not only competent by the certifications they may have, but that they are present on site and understand construction, not just fire safety alone. Furthermore, I make a plea for an ever-evolving and updating follow-up process that identifies any and all changes that new tenants can often make, often innocently for aesthetic purposes, which alter the fire rating of the system, such as the changing of door furniture and other material modifications. We need a dynamic model of fire safety that ensures it is delivered over time during construction and for the entire lifetime of a building. This Bill is a very positive step in the right direction, but it is a step because fire safety and any safety is always evolving.

I am grateful for the opportunity to speak in this important debate.

Over three years after the Grenfell Tower fire, any improvements to fire safety legislation are of course welcome; however, the Bill in its current form is only a modest improvement on the current fire safety regime. I do not have the experiences of so many hon. Members speaking in this debate today, but as the daughter of an ex-firefighter I certainly understand the importance of these issues, and I share the concerns highlighted by the Fire Brigades Union that the views and concerns of the people who live and work in high-risk buildings should be at the heart of the new system of fire safety across the UK.

That means that the voices of tenants must be heard in this process. Residents have raised concerns about the removal of flammable cladding and the role of waking watches. It is disturbing that three years on from Grenfell, there are still issues around the removal of flammable ACM cladding from both social and private-sector tower blocks. Coronavirus has caused many contractors to stop work on cladding sites, while others have not even begun due to complex legal disputes. These delays mean that residents of buildings continue to face extortionate fees for interim safety measures, most commonly waking watch. The National Fire Chiefs Council’s advice on waking watch has become outdated. Its guidance suggests that waking watch should be a temporary measure, yet some residents have been forced to pay for waking watches for a number of years. This is not a sustainable solution. New clause 5 would require both this Government and the Welsh Government to specify when a waking watch must be in place for buildings with fire safety failures.

The voice of firefighters also needs to be heard with regard to the Bill. The FBU believes that this legislation requires investment in professional firefighters and an expansion in the number of fire inspectors. Therefore, I have great concern that the Bill gives little consideration to the additional costs to the fire and rescue services in implementing these additional inspections. That comes on top of Government cuts to central funding to fire and rescue services by 28% in real terms between 2010 and 2016, followed by a further cut of 15% by 2020. These cuts have led to 11,000 fewer fire service personnel—that is 20% of the service. On Boris Johnson’s watch as Mayor of London, in eight years the London Fire Brigade was required to make—

On the Prime Minister’s watch as Mayor of London, in eight years the London Fire Brigade was required to make gross savings of over £100 million, leading to the cutting of 27 fire appliances, 552 firefighters, 324 support staff, two fire rescue units and three training appliances, the closure of 10 fire stations and a reduction in fire rescue unit crewing levels. Ministers must commit to funding fire and rescue services sufficiently to ensure that fire authorities are able to inspect and enforce these new measures.

In conclusion, last October the Government promised to implement the recommendations of the Grenfell Tower review in full and without delay. Nearly a year later, this Bill does not contain a single measure recommended by the inquiry. Therefore, I will be supporting new clause 1 as it places robust requirements on building owners or managers to implement the recommendations from phase one of the Grenfell Tower inquiry. I will also be supporting new clauses 2 to 5. I urge the Government to make true on their promises: back the amendments and put everyone’s safety first.

I would like to add my voice to those of many colleagues across the Chamber who have expressed the frustration of many of our residents that, following the terrible incident at Grenfell, we have not yet brought to a conclusion many of the issues that the incident highlighted. We have followed the progress of the inquiry, with many views expressed by stakeholders—those personally affected because they had relatives in the building, and different parts of the industry and professional bodies. At the heart of much of the frustration is the question of liability. Who, ultimately, will meet the costs faced by our residents—whether they are landlords or occupiers of the property, freeholders or leaseholders—for the cost of remediation, which we know is substantial?

That issue plays out in many different parts of our lives. In my former role, I was responsible for the construction of a significant number of new schools. Inspections of those new buildings subsequently identified that some of the fire safety work, signed off and done in recent times, did not meet the standards that we would expect. We need to ensure that the question of liability is brought to a conclusion as quickly as possible. Those on the Front Bench know that there are many different ways in which that might be achieved, and I am sure that my right hon. Friend the Minister will have something to say about that.

I turn to two specific points on which it would be helpful to hear a little more from my right hon. Friend. The first is the role of the responsible person. Across Government, where we are concerned about the degree of accountability for a life-and-limb, critical activity or service, it has been common practice to identify an individual post holder who is accountable for ensuring that work is done to the relevant standard. In children’s social care, we have the director of children’s services. In public health, we have the director of public health. In businesses, we have chief accountable officers.

We also know from long experience, with all sorts of things having gone wrong across different parts of those services, that having someone identified as accountable will only bring about the improvement that the House wishes to see if we can be confident that that person has the necessary qualities to do the work required and the ability to carry out the duties we are imposing on them. A number of Members have expressed views about whether there will be sufficient people with the knowledge of fire safety to undertake this role. It is crucial to ensure that whoever is responsible in individual buildings, on estates, on local authority estates or on school estates, we can rely on them to carry out that duty effectively. It will be critical to ensure that training, qualifications and all the rest of it sit behind that.

Secondly, ensuring that that person has the ability to do what sometimes may be intrusive and expensive work that may not always attract the consent of the householder will be a major issue. Earlier on in my political career, I spent a bit of time as chairman of a housing management and maintenance sub-committee at a local authority responsible, as a landlord, for over 12,000 properties. I am conscious that the local authority sometimes had to take several dozen tenants to court every year to get access to properties to do—at no cost to the tenant—essential safety checks and safety-critical work. We should not assume in this House that, by saying that we are going to designate a responsible person, we can be confident that they will be able to do what they need to do. I look forward to my right hon Friend fleshing out the further measures that we might need to take to ensure that responsible people are able to undertake the work to the relevant standard, to provide the assurance that we all want on behalf of our residents.
