Commons ChamberI am glad that the hon. Lady has raised that issue. She will know that we have a defence suicide prevention strategy, which is reviewed regularly. She will also know that, overall, suicide in the armed forces is below what we might expect in the civilian population. There is a sub-group within that—young men—where it looks as if the rate is going up. We are looking very closely at that to better understand the reasons for it and how we can prevent it.
My constituent joined the Army in 1987 and served in the Queen’s Lancashire Regiment until 1994. During a wrongful operation, he severed all the nerves in his feet. He is now 52 years old and suffers from several conditions that leave him in excruciating pain every day. He was on disability living allowance and then moved to personal independence payments, but 18 months ago he was told that he was no longer eligible. Is that really the way to treat our veterans?
I am very sorry to hear about the hon. Lady’s constituent. If she would like to write to me with the details, I will be more than happy to take up that case. As I said in my opening remarks, we work with other Departments, and it sounds as if this is not principally the responsibility of the MOD, but I would be more than happy to hear from her about her constituent.

Friend is absolutely right to highlight that earlier this year we were able to announce contracts for some of the long lead-time items as part of that programme, and also to highlight the way in which small and medium-sized businesses play such an important role in that supply chain.
It is interesting to listen to the Minister. I greatly support the aim of 25% of defence expenditure being with small and medium-sized enterprises by 2020. However, figures published last month showed clearly that only 2% of spending went to companies assessed as SMEs. The SME status of suppliers is determined by independent verifiers. Why has there been no assessment of new MOD suppliers since 2014? Is the Department resorting to creative accountancy?
I do not recognise the figures that the hon. Lady cited. I can confirm that in 2014-15 we spent 19% with small and medium-sized businesses. She will be aware that, as she highlighted, the contract with Dun and Bradstreet for evaluating the characteristics of different firms, which is a Cabinet Office contract, ended in 2014. We are in the process of discussing with Cabinet Office colleagues what the successor framework will be like.
My hon. Friend is absolutely right that it is a process of encouraging competition not only within the procurement process, but where there are long lead-time items. In our strategic defence and security review, we clearly set out the largest programme of investment in ships for some time, and there will be a lot of long lead-time items. Small business and producers will be able to work with those who are procuring contracts with prime contractors to find a place in that supply chain.
Recent defence procurement decisions have failed to take into account the benefits to the UK economy gained by manufacturing domestically. A growing number of products, particularly steel, are procured abroad. Will the Minister therefore commit to assess the wider economic and social benefits derived from building the three new solid support vessels in the UK with British steel, and to share that information with the House?
The hon. Lady is right again to highlight the fact that, in our strategic defence and security review, we set out a programme in which we are investing in more ships and more aeroplanes, and there is more cyber-investment. She mentions the solid support ships. They will not be procured until later in the Parliament, but I assure her that we will do everything we can with those long lead-time items and the programmes that have been set out in advance to ensure that British companies, including British steel companies, have all the information they need to be successful.

Commons ChamberI say to my right hon. Friend, who is knowledgeable about these matters, that this will be one of the largest defence programmes that this Government will enter. I am sure that he will agree that it is absolutely right to enter into a contract once we are confident of the delivery schedule and the ability of the contractors to meet that schedule on a cost-effective basis. Once we are in that position, we will be ready to contract.
The Clyde was promised a world-class frigate factory to build 13 new frigates for the UK. However, today we hear that work has been delayed by a year. Thousands of members of staff are on secondment around the country because there is not enough work in the shipyards, and the word “betrayal” rings around those shipyards because no factory has appeared and no work has started.
We have asked in the past for plans for the frigate-building programme, and for promises that all work will be carried out on the Clyde, but those questions have gone unanswered—[Interruption.]
When precisely will the Secretary of State present a committed plan to build the new frigates we need, with cast-iron timescales to bring some security to the workforce in Glasgow and around the country, and will leaving the EU affect the building—

Commons ChamberMy hon. Friend and I, although we have been friends for many years, differ on this matter. Let us be clear: the United States, as we do, shares its sovereignty by its membership of NATO—by being prepared to come to the aid of other NATO members under the obligations in article 5. There are many international ways in which we decide to share our sovereignty for the common good and for the better security of our country.
Does the Secretary of State recognise the enormous value of EU membership to our defence industry? That was recently reflected in an ADS survey, which showed that 70% of companies want Britain to remain in the EU. Does he agree that access to the European funding—particularly in research and development—is critical for British defence companies to maintain a leading edge in the global market?
I do agree with much of that. We heard earlier this afternoon of the success of the Typhoon sales to Kuwait. That European consortium was put together with four different European countries and is now successfully selling aircraft to eight separate nations. There are projects and programmes of such a scale that European collaboration is only beneficial.

Commons ChamberThe hon. Gentleman should have a word with the leader of his party. Government Members care about both security and prosperity, and the hon. Gentleman may like to remind his leader that grandstanding on a Saturday places at risk not only the ultimate security of the nation, but the tens of thousands of jobs and the hundreds of companies in the submarine industry in this country.
Perhaps the Minister should listen to the questions, stop throwing out allegations of grandstanding and take the issue of the steel industry in this country seriously. The chronic under-investment in steel in this country by this Government is nothing less than a national disgrace. As my right hon. Friend the Member for Delyn (Mr Hanson) said, 60% of the steel required for the Royal Navy’s offshore patrol vessels has been sourced from Sweden, to name but one example. Does the Minister not agree that the MOD should consider wider employment, industrial and economic factors in its procurement policy? Its policy is obviously not working given that, as he has said, such a low level, in truth, comes from British companies.
UK suppliers make a significant contribution to the supply of steel for our defence programmes, including some 94% of the steel in the aircraft carriers—77,000 tonnes—being sourced from UK mills. The Government and I recognise that there is an issue that is affecting steel production in this country. That is why we established the steel procurement working group, on which the Ministry of Defence is represented. I instructed the Department and wrote to our major defence prime contractors last December to ensure that the guidance on steel procurement was implemented across defence. That will enable proactive engagement with the UK steel market on procurement pipelines through the supply chain and ensure that cost calculations can be taken into account over the whole life, and not just at the initial price.

Commons ChamberWe continue to provide support for veterans, particularly with their mental health. We have invested an awful lot of money in recent years, but we accept that the job is certainly not done. There has been a rise in mental health problems, both in society and in the armed forces, and this is something that we keep under constant review and are determined to tackle.
Of course it will be difficult for the Minister to respond to a question on supporting veterans, given that 30% of the MOD’S estate has been sold off. We are also concerned by the Government’s intention to lay off 30% of the MOD’S civilian workforce, which could include significant job losses at Defence Equipment and Support. At the same time, spending on buying in outside expertise has rocketed to some 30% of the DE&S budget. Does the Minister accept that further lay-offs will not only drive up extortionate consultancy costs but exacerbate the skills shortage that the Public Accounts Committee has identified as a key reason for the increases in the cost of military equipment overall?
No, I do not accept that, and I make absolutely no apology for continuing, as a result of our strategic defence and security review, to optimise our defence output.
