Commons ChamberI assure the hon. Gentleman that I completely share his desire to do things faster than they have been done to date. We have brought forward the e-scooter trials, which will see e-scooters being rolled out in Tees Valley and across the country to immediately harness the benefits of the green air that we are seeing as a result of the pandemic lockdown situation. A whole host of other measures are coming onstream, all backed up by £2 billion of Government support for active travel including cycling and walking. We will continue to work on this through our transport decarbonisation plan.
My officials and I engage extensively with the maritime sector on the support that it needs, including unprecedented financial assistance.
P&O Ferries, which is owned by the Government of Dubai, has pocketed millions from the British taxpayer during the covid crisis. It is now intending to make British seafarers redundant and replace them with low-paid, badly treated Filipino crews, because it says that the routes are not viable when using British seafarers. The Secretary of State told the Transport Committee that there is nothing he can do because his hands are tied by international agreement. It is not good enough. Will the Minister commit to levelling up employment conditions to prevent the likes of P&O from destroying seafarer jobs, and to unleash the potential of this brilliant maritime city of Hull?
I note the hon. Gentleman’s particular interest in this policy area. We have had many discussions on this issue and he knows that I am committed to doing what I can as the Minister responsible for maritime to increase the ability of UK seafarers to work on our routes. We have supported the ferry sector with a with a freight support package to protect what we needed within the UK, but the hon. Gentleman is absolutely right: we want to make sure that we are able to create an environment in which we can increase the number of seafarers operating around our coastal shores.

It is always an absolute pleasure to serve under your chairship, Sir Gary. I congratulate the hon. Member for Woking (Mr Lord) on securing this debate, which is incredibly important to his constituents. I intend to keep my remarks incredibly brief, not least because I know the Minister, and I know that she is working incredibly hard with her officials on other business.
Noise pollution is an issue, and motorists clearly find this problem deeply unpleasant when driving. I know that the AA is often inundated with complaints and concerns about faults to vehicles, and I also know that this is a road safety issue, in that some people slam on the brakes when they hear the noise. Noise pollution is a major issue. It causes physical and mental health problems. The Budget committed to a £30 billion investment in road networks, but a surge in road building will only increase road noise and pollution.
The Government should reduce road usage by better investing in public transport, such as bus networks and—in the area of the hon. Member for Woking—the South Western rail network. In addition, the Government need to do much more to encourage the uptake of electric and hybrid vehicles. That is all I want to say.

Commons ChamberBecause the EU said in its statement of negotiating parameters on 15 January that UK participation in EASA is not viable from its perspective. It would not be viable from a UK perspective either, because we would be subject to ECJ rulings in one form or another, and certainly, without any doubt, we would have to accept the European Commission creating the laws under which we would exist— and this country voted for Brexit. However, we will have a bilateral aviation safety agreement—a so-called BASA. We will also have a comprehensive air transport agreement—a so-called CATA—to enable smooth transport to continue.
The aviation industry is in crisis and 84,000 UK jobs are potentially under threat, yet the Government plan to withdraw from EASA, despite the warnings from the industry and despite its costing 10 times as much money. Will the Transport Secretary put a stop to this reckless plan, stop this needless waste of public money and protect Britain’s impressive and world-leading role in aviation safety?
The hon. Gentleman is right that the UK has the third largest aviation network, but the idea that we are there because of EASA is untrue. The reality is that we already have the expertise in this country. It is the Civil Aviation Authority that administers the entire system, so there is no particular role that we cannot step up and fill. In case the hon. Gentleman had not noticed, this country voted to leave Europe. I know the Labour party has struggled to understand this fundamental point about when we vote to do something, but people voted for it in a referendum and they voted for it again in a general election, and we are leaving.
The new Greater Anglia train fleet will certainly deliver many benefits, including extra passenger capacity on the great eastern main line. I am particularly interested, too, in seeing the results of the great eastern main line taskforce study work on the upgrades my hon. Friend mentions, and the renewal of the strategic outline business case and wider economic benefit studies so we can move forward.
More than 12 months has passed since the Government announced a consultation on banning old tyres from public service vehicles. The Tyred campaign and tens of thousands of supporters have waited far too long. I pay tribute to Frances Molloy and my hon. Friend the Member for Garston and Halewood (Maria Eagle) for the work they have done. The Secretary of State has the power to act now before more innocent people are needlessly killed. Is it not time for the Government to get this done?
As with the smart motorway point that I made a few moments ago, the hon. Gentleman is absolutely right about the need to get this right, and it has been the subject of several coroners’ reports. He will not have to wait very long and I do not think he will be disappointed.

Commons ChamberThe collapse of Flybe is disastrous news for passengers and employees alike, and will cause real anxiety in many regions throughout the country. The loss of 2,000 jobs—many in areas that are very heavily reliant on aviation—will be an extremely heavy blow, as will the wider impact on supply chains and regional economies. About 2,000 direct jobs are due to be lost from this collapse. What steps is the Minister taking to help those workers to find new jobs?
Sadly, Flybe follows an ever-growing list of British airlines to go under in recent years, and the Civil Aviation Authority has time and again made monumental efforts to look after passengers. Will the Government draw on the skills and expertise of the CAA if existing capacity does not prove sufficient to guarantee that every Flybe passenger gets home safely? We must recognise the generous offers of assistance from other businesses to support Flybe staff and passengers, but yet again airline workers face an anxious and uncertain future while the Government have sat on their hands and allowed this to happen. Recent airline failures have already lost approximately 11,000 jobs. This time the Government must respond and provide Flybe staff with all the necessary support. Flybe has said that the impact of the coronavirus has contributed to its collapse, so what assessment has the Minister made of the risk to other airlines, and what preparations are now in place?
Flybe has provided critical regional connectivity for many locations throughout the country with no other viable option than flying. We listen to no end of rhetoric on the importance of regional connectivity, but yet again the Government have allowed a service of critical economic importance to fail. Any kind of positive or proactive approach has been completely lacking. The Government must now answer on how vital regional links will be maintained following Flybe’s collapse.
Finally, the sector has asked the Government to review the 80/20 rule whereby if they do not use the slots, they lose them. This forces airlines to continue with flights that are half-empty, or worse. Will the Minister address the industry’s concerns on this matter urgently? Will she break the radio silence that has been happening for many, many months on the issue of regional connectivity?
I absolutely agree with the hon. Gentleman in the sadness that he expressed about the loss of jobs for people working for Flybe. When any organisation collapses in this way, it is a sad day for the individuals and communities it affects. I personally am extremely committed to making sure that we, as a Government, are working with colleagues to ensure that those individuals—those staff members—are given the advice and support that they require. In particular, we are very lucky in that we have been engaging with the industry, which is pulling together, and some airlines have said that they are going to prioritise staff from Flybe within their recruitment process. So that is good, and I am hoping to see movement on it as time goes on.
Turning to next steps, with regard to the passengers, obviously everybody is concerned about individuals travelling and how they will get back and move around the country. I reiterate that the majority of Flybe passengers are travelling domestically. As I have outlined, we are working with the airlines on fares and on making sure that the capacity is there. We are also making sure that people can travel on the railways. Of course, those conversations will continue. I am having a meeting later today, so if any MP would like to ask specific questions or get an update on where we are with that information, I would be very grateful if they attended.
I have great respect for the hon. Gentleman, because we have had many debates and discussions on a number of things over the years, but I disagree with his statement that we have sat on our hands. We, as a Government, have absolutely been working hard on this. We have been determined to be able to work with shareholders and work with the company in order to secure Flybe for the future. I must be really clear: we are in this situation today because Flybe shareholders and directors took the decision to place the business in insolvency. This is not where I, as the aviation Minister, wanted to be with regard to Flybe.
I am acutely aware of the impact that this will have on regional airports. The hon. Gentleman is right: we have spoken a lot about regional connectivity. However, we are determined to deliver on our promises to the country—that is, making sure that we are levelling up, and that regional connectivity via those airports remains viable. My Department and officials are working really hard with the airlines and the airports. We have been speaking to them today. I personally have had conversations with the airlines and the airports today. We will be maintaining that work in order to establish replacements and the ability of the industry to pick up some of the routes that are affected. We will look at and discuss some of the ongoing challenges relating to those specific airports.
The 80/20 rule, as the hon. Gentleman will know, is controlled by Airport Coordination Ltd and the European Commission. The European Commission is central to that, as he will understand.
My Department and I, specifically, have been having these conversations. I am in connection with the industry to understand the challenges, and I am taking that forward to do what I can, in my role as a Minister, to ease this burden. I stand here willing to speak to anyone this afternoon and to give people updates as and when I can. I hope that has given some comfort.

It is a pleasure, as always, to serve under your chairmanship, Mr Bone. I congratulate the right hon. Member for Orkney and Shetland (Mr Carmichael) on introducing this incredibly important debate. His knowledge on this matter is obviously far better than mine, and no doubt far better than that of any other Member present. I thank him for providing the House with the opportunity to consider this really serious issue. It is clearly incredibly important to the right hon. Gentleman and to his constituents. However, I will not detain the House for very long, not least because, as I have intimated, my knowledge on this issue is not very good.
I start by commending the Civil Aviation Authority on its work. It does a brilliant and incredibly difficult job to ensure people are kept safe and secure. However, from what the right hon. Gentleman has said, I do worry: the CAA has clearly said that it will do a full probe, but I am concerned about the fact that the report is going to be kept private. The very least that ought to happen is that he should be given the opportunity to consider the content of the report. I accept that there is no legal requirement for the CAA to publish that report publicly, but frankly, a member of the Privy Council ought to be given the opportunity to see what is in it. However, I make no criticism of the CAA.
The right hon. Gentleman raises two crucial points, and I think he has the support of the entire House in doing so. I hope that the Minister can provide some assurances and offer him some support.

Commons ChamberI should like to start by thanking the hon. Lady for her sterling work as Chair of the Select Committee on Transport, which I am sure is recognised by all Members of the House. She is absolutely right about that stocktake. Two things have happened. First, the general election intervened and took up some weeks. The other thing that has happened—I say this in all sincerity—is that I have uncovered a range of issues that I am not content simply to brush over. I have therefore requested further information, and we are nearly there. In this process, I have specifically included going back to, speaking to and in one case meeting the families of those who have been affected by these issues. I agree with my right hon. Friend the Member for Hemel Hempstead that there is far too much complication in having all-lane-running dynamic motorways—smart motorways. If the hon. Lady will forgive me, this is taking a little longer, but I think we will get to a much better outcome.
It has been clear for some time that all-lane-running motorways are death traps. As my hon. Friend the Member for Rotherham (Sarah Champion) has pointed out, five people have been killed in just 10 months on a 16-mile stretch of the M1. The Secretary of State has the power to scrap these dangerous motorways now, so will he stop this dither and delay and act now to avoid further tragic deaths and serious injuries? Will he also assure the House that there will be no restoration of these motorways without full radar coverage?
As I pointed out a moment ago—perhaps after the hon. Gentleman’s question was written—it is important that we gather all the facts. Sadly, 1,700-plus people died on all our roads in 2018. Motorways of the safest of those roads, but the question is: are smart motorways less safe than the rest of the motorway network? For me, we must make them at least as safe, if not safer, otherwise they cannot continue. But we have to do this as a fact-based process. I am interested, rightly, in speaking to the families of the victims as well as to organisations such as the AA and the RAC and to Members of this House. Forgive me, it does take time to do this correctly, but I do not think the hon. Gentleman will be disappointed with the results.
We have a real problem with predatory capitalist shipping companies using flags of convenience to get round British maritime rules. This encourages dangerous work patterns and it is costing British seafarer jobs. Some of the worst offenders are P&O Ferries, paying £1.83 an hour on Bahamas-flagged vessels between Hull and the continent; P&O’s Norbay, a Bermuda-flagged vessel between Liverpool and Dublin, paying less than four quid an hour; and Irish Ferries’ Cyprus-flagged vessels between Holyhead and Dublin, paying £4.66 an hour. When will the Minister make sure that Britain has the maritime workforce it needs and deserves? Will she meet me and the general secretary of the RMT, Mick Cash, to discuss what we do to sort this mess out?
I am aware of this case; it was brought to my attention. The hon. Gentleman will know that I regularly meet up with Mick Cash. I am due to meet him quite shortly. I have raised the case with the UK Chamber of Shipping. The hon. Gentleman will know, as he represents a port constituency, that last year we signed ILO 188, a convention that ensures the rights of seafarers—everything about their basic needs, whether it is the time they should be sleeping, where their sleeping spaces should be, mealtimes, or decent pay. There are some contradictions between the cases that he presented and what the UK Chamber of Shipping is putting forward, so I suggest, if he finds it appropriate, that we sit down with the chamber and P&O to thrash this out.

Commons ChamberMy hon. Friend is right, at least in part. The ATOL coverage will cover a large proportion of the cost. However, the company was an airline as well as a travel company and, as my hon. Friend will be aware, airlines are not currently covered under ATOL—that is part of the review. In any case, we will ensure that laws are in place to make sure that the fleet can be used regardless.
The truth is that it is shocking that this Government let down Thomas Cook staff. They lost their livelihoods while the gaffers got rich off their bonuses. The subsidiaries Condor in Germany, Thomas Cook in Spain and Thomas Cook in Sweden are still flying. The Government have stood by and let the business in the UK fail. When the Secretary of State gets to his feet, will he just say sorry for letting down all those hard-working staff and the British taxpayer?
The whole House and, indeed, the whole country is aware that those on the Opposition Front Bench do not understand how an economy functions.
If there was any possible way to ensure the survival of a company whose directors were allegedly being paid millions of pounds—it is interesting to hear that the Opposition want us to have backed those millions of pounds of bonuses with yet more money from the public purse—we would have done it, but, as I said, it would have required accounting officer direction, because it simply did not stack up. As the hon. Gentleman knows, the reality is that Hays Travel has come in and rescued many of those jobs, because well-run companies survive. Poorly run companies cannot survive.

General CommitteesIt is always a pleasure to serve under your chairmanship, Mr Davies. The draft regulations concern tachographs—basically, they just put them into domestic law. The Opposition have absolutely no objection to this instrument; in fact, we support it. However, I had an email from a constituent, Mr Jamie Graves, who is a heavy goods vehicle driver. I think I know the answer, but he has asked me directly to ask the Minister about prosecution powers in the event of breaches of the regulations. Are the prosecution powers the same? I think they are, but my constituent asks the Minister to confirm that.

General CommitteesIt is always an absolute pleasure to serve under your chairmanship, Mr Wilson. These changes are mainly technical—they change the word “Union” to “United Kingdom”, and the Civil Aviation Authority is also mentioned as a technical change to the relevant authority. The Opposition have no objection to those changes, which we support.
At the outset of his remarks, the Minister said that the Government are working with “energy and determination” to achieve a deal. I suspect that neither of those things are correct and that the Prime Minister is not very determined. He is certainly not being very energetic about achieving a deal—I wish he was.

Commons ChamberIt is a sad day, because rumour has it that this is the Secretary of State’s last outing at the Dispatch Box. He is the gift that keeps on giving, but that is not funny because he has cost the country billions. Earlier this month, the Society of Motor Manufacturers and Traders announced that sales of low-emission cars in the UK have fallen for the first time in two years. The SMMT’s chief executive, Mike Hawes, described the decline as a “grave concern” and blamed the Secretary of State’s confusing policies and premature removal of purchase incentives. Will the right hon. Gentleman finally apologise for his political blunders that have cost the taxpayer £2.7 billion?
As usual, I am afraid that the hon. Gentleman is quite wrong. The fact is that the Secretary of State has been leading the way in this area, and the Department for Transport is also a world leader. Some 200,000 ultra low-emission battery, electric, and plug-in hybrid vehicles are registered in the UK, and we are the second-largest market for ultra low emission vehicles in the European Union, so the hon. Gentleman is quite wrong.
