My hon. Friend alludes to the fact that many countries around the world are investing heavily in propaganda. The BBC is a light on the hill for people in many parts of the world through its World Service, and other international services. We want to ensure that we safeguard that through the charter review. She talked about financial pressures on the BBC. Colleagues will know that yesterday the BBC interim director general announced significant cuts to staffing, which I know has had a strong effect on staff and is of real concern to people out in the country. I had the pleasure of meeting the new incoming director general of the BBC yesterday, and one of the first things we discussed was how we put the BBC on a sound financial footing going forward. I will of course look into the issues raised by my hon. Friend.

The Minister for Creative Industries, Media and Arts (Ian Murray)
The Government are providing up to £30 million through the music growth package. That will further provide support to grassroots venues by fostering domestic growth, talent development and music exports. We are fully committed to supporting the live music industry’s introduction of a voluntary ticket contribution for stadium and arena shows, to help safeguard the future of the grassroots music sector, and this has already contributed half a million pounds to the live music sector.

Eastbourne’s historical bandstand is set to reopen this summer after a refurbishment programme. Mr Speaker, I would like to invite you to come and celebrate with us as our guest of honour at our famous Motown night in July; I know you are a big fan of Motown, so I will give you the invitation later on. We could have even more to celebrate at the bandstand if the Minister were able to review the criteria for the heritage at risk fund, which was announced earlier this year. The fund currently does not seem to cover local authority-run music venues, like Eastbourne bandstand, but we want it to do so, so that we can protect the bandstand for future generations. Will the Minister give an assurance that he will review the criteria?

I hope that both St Paulinus church and Christ church will be eligible for the new places of worship renewal fund. While we await publication of further guidance, I again advise my hon. Friend that churches can also contact their local diocesan office for further advice and support. I would also be happy to write to him about any additional support that may be available to the churches in his constituency. Once again, I thank all colleagues for raising this important issue.

St Mary’s church in Old Town in Eastbourne is a grade I listed church that was built in the 12th century. A recent survey has revealed that the roof and east window are in urgent need of repair with a half-a-million pound restoration. Mother Arwen, the vicar, therefore needs to know when the places of worship renewal fund will open. I hope that the Under-Secretary of State for Culture, Media and Sport, the hon. Member for Barnsley South (Stephanie Peacock), who is sitting on the Front Bench, might be able to help us all in answering that question.
In the meantime, the church is launching a fundraising appeal to try to bring together community funds to restore the church. Will the Second Church Estates Commissioner come down to Eastbourne—the sunniest town in the UK—to visit the church and back our appeal, of which I am a patron, to restore St Mary’s church?

How could I turn down such a wonderful offer to visit Eastbourne? I will certainly try to do so. Let us try to do it around the tennis—that would be even better.
In all seriousness, it is important that churches are given that certainty. I hope the Government are hearing the wishes of so many Members across the House; it is so important that they publish the guidance for the scheme so that people can continue to plan and raise those vital funds to repair the churches. These are historic buildings; they are vital not just for now, but to future generations beyond ours. It is really important that the Government get on and publish the guidance for this scheme at pace.

My thoughts and prayers are with those communities affected by the tragic attack at Heaton Park synagogue, as well as that at the mosque in Sussex. The Church of England responded by offering direct support through its Manchester interfaith adviser, who worked closely with the authorities and is known and respected in the local community. The Church Urban Fund, including the near neighbours programme, has played a vital role in strengthening community relations, as does the Church’s presence and engagement initiative.
Across the House, we all know the important role that all our faith organisations play, showing leadership in times of desperate need and suffering. I thank all our faith leaders across the country for all they do in fostering good relations, but also in bringing about peace and reassurance.

Will the hon. Lady recognise the awesomeness of the Rev. David Harrigan at St Elisabeth’s church in Eastbourne? Working with the food bank, he has pioneered a partnership that has been featured by the Trussell Trust as an example of best practice for a relationship between a church leader and a food bank. Will the hon. Lady meet Rev. David and me to discuss the Church Commissioners’ plans for the land next to St Elisabeth’s church, to ensure that it is used for community benefit?

I am always happy to meet hon. Members about any issue they wish to raise. I pay tribute to the hon. Gentleman’s church, which is working in partnership with the food bank. There are many such examples, including at St Mark’s church in my constituency. We all know the role that our churches play in our communities to provide that social action support. I am very happy to meet the hon. Gentleman.

It is an honour to serve under your chairship, Ms Jardine. I thank the hon. Member for Isle of Wight East (Joe Robertson) for securing the debate.
I learned to swim in Eastbourne Sovereign Centre. Locally, we are ambitious to protect the pool for the long term. That is why I am pushing the Treasury to pilot new models of investing in the future of swimming facilities, because the current local authority “going it alone” orthodoxy is broken. Through a blend of new investment, a partnership between the UK’s largest operator for leisure facilities, Better, and innovative political leaders in my town, as well as Government flexibility on other grants we have been awarded, Eastbourne Sovereign Centre could be a test bed for a new funding model that could be replicated across the country. I am grateful to the Minister for meeting me to discuss the model, and to her officials for coming down to Eastbourne last week to explore it and see our swimming magic in action.
That magic is also present in the work of Helen Nichols and the Motcombe pool community interest company team, which has secured over half a million pounds to help regenerate their local community pool; the Hillbrow sports centre, with Nick Harvey and Duncan Kerr pioneering a model that uses swimming and health together to train up general practitioners; Eastbourne swimming club, which has nurtured swimmers since 1866; Gary and his team of Eastbourne voluntary lifeguards at the Eastbourne college pool; Joe Agrela at Swimming Nature; and the Blue Lagoon in Hampden Park.
These swimming heroes and their work prove that swimming facilities are not luxuries; they are lifelines, and they produce incredible outcomes for Eastbourne. As a town, we stand ready to work with the Government to pioneer the future of the country’s swimming facilities, and the discussion is always open for us.

Having been through my own club, Wigan Athletic, going into administration in recent years, my heart absolutely goes out to my hon. Friend and all the fans working together to try to save a social asset that means so much to people in the community. I wish him every success. He will know that sport is a devolved matter and that the football regulator will apply only to English clubs, but we will work with the Scottish Government on best practice to help, support and sustain clubs across the United Kingdom. Unlike the previous Government, we seek a respectful and constructive relationship with the Scottish Government—we think that is in the interests of his constituents.

We are absolutely determined to put young people back in charge of their destiny. They know better than we do the challenges that they face, and are often better at identifying the solutions. That is why we have put young people in charge of the strategy. We are co-producing it with them, and we will seek out a range of young people’s voices from every part of the country and every background as part of the process.

Swimming is a really important skill for young people. I learned to swim at the Sovereign centre in Eastbourne, but so many pools across the country have closed—250 since 2015. It is critical that the national youth strategy refers to swimming pools, and support for young people when it comes to swimming. Will the Secretary of State ensure that is included in the strategy, and will she meet me and Eastbourne borough council representatives to discuss how we can best protect our pool in Eastbourne?

I would be delighted to offer the hon. Gentleman a meeting with the Department on this critical issue; I would be amazed if it did not come up in the national youth strategy. The strategy is led by young people, and it is for them to determine their priorities, but I hear this point made by young people in my constituency of Wigan and across the length and breadth of the country. The Under-Secretary of State for Culture, Media and Sport, my hon. Friend the Member for Barnsley South (Stephanie Peacock), is working very closely with the Ministry of Housing, Communities and Local Government, and we are determined to address this issue.

It is great to see my hon. Friend here. First, we want to ensure that more international movies and blockbusters are made in the UK, and we want to increase investment. With more sound stages, we should be able to challenge Hollywood. I also want to ensure that every single child in this country can consider a career in the creative industries, whatever background they come from.

I draw attention to my entry in the Register of Members’ Financial Interests. Eastbourne art galleries such as the Towner and Devonshire Collective VOLT—it made the tie I am wearing—contribute so much to our town and to our country, but the sector faces serious financial pressures. Will the Minister meet me and a delegation of art galleries to discuss them?

I will happily meet the hon. Member, who makes a very good point. We have hundreds of museums and galleries across the country. Some of them receive funding directly from Arts Council England. We want to talk to Arts Council England about how we can ensure that there is more support for our museums and galleries. Some of the funding comes directly from our Department. I am happy to meet him to discuss that.

As the hon. Member highlights, there is so much that the Church does by way of outreach in our communities. It also ensures that there is good infrastructure to protect all our communities, including children and young people.

When a church is closed, a formal legal process under the Mission and Pastoral Measure 2011 is followed. There are currently 127 cases in which a new use is being found for closed church buildings; only two are cleared sites, and they are waiting for disposal.

I welcome the hon. Lady to her place. Eastbourne declared a housing emergency last year, and the key thing we need to do to address that emergency is build our way out of it. The commissioners preside over a perfect brownfield site for housing: the site of the former St Elisabeth’s church on Victoria Drive, just down the road from where I went to school. It has been derelict for 20 years, and since the church on the site was demolished four years ago, there has been no sign of development whatsoever. I urge the commissioners to develop that site into affordable housing, and I appeal to the hon. Lady for an urgent update on the situation.

Since 2022, the Church Commissioners have been working with the diocese of Chichester to market the site and find a developer. I am pleased to say that a developer is in the process of agreeing to a conditional contract for a mixed-use development that will include convenience retail and housing, some of which will be much-needed affordable housing, which the hon. Member mentioned. That development will need planning permission, and that is being explored with the local authority now.
