Commons ChamberThe hon. Gentleman is right to highlight that important point, and I commend his excellent work in taking forward the Rebalancing the Outer Estates Foundation. He will know that the Arts Council supports many regions around the country and helps with that rebalancing effort, but there is always more we can do, and I or the Minister for Culture and the Digital Economy would be happy to meet him to take that issue forward.
The BBC has an excellent building in Glasgow, as does STV, and a lot of money has been put in by these large companies. One thing that has been missed is localism within the creative industries, and although a certain amount of action is supposed to take place outside the M25 corridor, we are not seeing that north of the border.
I referred earlier to a report published this week, which shows strong growth in the creative industries throughout the UK in every region, including Scotland. I encourage the hon. Gentleman to take a look at it. If he has any fresh ideas that he thinks we should look at, I would be happy to speak to him.
Members on the Labour Front Bench are saying that the situation is absolutely fine and it is completely marvellous. I would not go that far, but that is a good assessment of our rural broadband programme. I know that in Belper, for example, at the end of last year 1,500 premises were connected, thanks to the rural broadband programme. I hear what my hon. Friend says about Morley school and I will be happy to engage with her on the specifics of that issue.
T7. Superfast broadband seems to be a popular topic today. Does the Minister agree with the BT group strategy, policy and portfolio director that getting superfast broadband to 95% of the country might take until 2018? This was stated in an answer from the Department for Environment, Food and Rural Affairs on 3 December. The gap between superfast broadband availability—73%—and take-up is 21%, so there is a shortfall of 52%. Does the Minister agree that superfast broadband might be priced just a little too high? What is he doing to close the gap between the 21% and the 73%?

Commons ChamberThank you, Mr Deputy Speaker. I was just trying to point out that we ask for transparency in almost every other aspect of our society, and we should be asking for it on tickets. We are only asking for the name, the seat location and so on to be given. I think I have made that point crystal clear.
It should also be noted that the police are generally supportive of the suggested changes to the secondary ticketing markets. Ticketing legislation was recommended in the final report from Operation Podium, the Metropolitan police unit set up to monitor crime around the Olympic games. The police said the Government should intervene in the ticketing market because, among other things, certain aspects of it are funding criminal activity. We cannot argue against that; the police are saying it.
There is one more thing: many ticketing companies argue that should a ticket be invalid, counterfeit or fraudulent, a full refund will be given. We heard that earlier. That is very laudable, but it does not address the full problem. Refunding the price of a ticket will not make up for the travel expenses and accommodation costs of going to the concert, show or event; nor will it make up for the time spent acquiring the ticket.
Refunds look like a fair deal on paper, but even though the buyer will get their money back, the process actually sets up losses across the board. The seller of the ticket does not make any money, the company loses money by having to pay a refund and the buyer does not get the satisfaction of going to the event. The buyer is deprived of the experience that he or she worked hard for and spent money to secure. With the proposed transparent system, that would not be the case.
There is another quirk to the existing system that affects not only the artists but the taxpayer. Some venues, such as the National Theatre and the Donmar Warehouse, are subsidised by the state in order to ensure that opportunities to see productions are available to the widest possible audience. When ticket prices are vastly inflated—as in one case, from £20 to more than £2,000 for a Shakespeare production at the Donmar Warehouse—not only are potential purchasers priced out of the market but the Government’s programme of subsidising the arts is undermined and money that could be ploughed back into new productions is lost. Why would we, as taxpayers, want to subsidise theatre to make it more available to people while at the same time allowing others to make £2,000 on a ticket? That is absolutely bonkers.
The Secretary of State for Culture, Media and Sport has told me that he supports the right of ticket providers to have terms and conditions and for those terms and conditions to be respected, and that any buyer should be aware of and adhere to them. Others who have spoken today have said that there should be terms and conditions, and that they should be respected, just as any other contractual arrangement is respected. That is how purchasing works. If I go on a train, I buy a ticket that is not transferrable. That applies in many other areas of society, too, so it seems bizarre that it does not apply to ticketing. These measures would enable those terms and conditions to be respected, and the Secretary of State should therefore fully support the amendment. I find it bizarre that he does not.
What we are asking for would give artists and venues the opportunity to regain control of ticket pricing and of the terms and conditions that they put on tickets. This would ensure that genuine fans had access to the events they wanted to attend. It would also hinder the ability of those using new methods of mass ticket-buying to artificially inflate the market in such a way as to creative negative impacts on the UK’s creative and sporting industries. If a band, artist or promoter wants to sell tickets at an inflated price, they are absolutely at liberty to use the secondary market to do so, but our proposals would mean that they would need to print on the ticket the fact that they had done so. I see nothing wrong with that. If we can make a small step in supporting the artists and fans, as we can with these amendments, we will have taken a very large step forward.
It is a pleasure to follow my fellow co-chair of the all-party parliamentary group on music, the hon. Member for Hove (Mike Weatherley), and it will be difficult to follow such an excellent speech. I agree with every point he made. I shall make my contribution a little more personal.
I got involved in ticket touting—in the sense of complaining about it, not actually doing it—many years ago. I became an MP 14 years ago and about a year later, Take That got back together. My three daughters were desperate to get tickets to see them, but I am sad to say that they did not, although they have seen the band since. After a lot of shouting and ear-bashing and being told that I should do something about the problem because I was an MP, I looked into the situation and found it to be nearly as bad as it is today. Things were not so technically advanced back then, but they were certainly shaping up that way.
It was tickets for the Take That reunion tour that garnered my interest in this topic. I want to place on the record my gratitude to my hon. Friend for the leadership that he showed on this issue before anyone else in the House did. Others have picked up the reins now that he has led the way in getting us to where we are today.
I think my hon. Friend might be over-egging the pudding a bit, but I am always grateful when people recognise that someone has done something, particularly in this place.
I had exactly the same experience, albeit not with Foo Fighters. I was trying to get tickets for the Jesus and Mary Chain recently, and there seemed to be a lot of sites advertising the tickets as being available. Those sites lure us in, but eventually we get transferred to other sites. By that time, we have wasted a huge amount of time and end up buying the more expensive tickets. Sometimes we try to hunt for the original tickets, but I suspect that that offer no longer exists by that stage.
My hon. Friend is absolutely right.
This is not a free market; it is what I call a con market. I believe in a fair market. I believe that people should be treated fairly and given a chance to buy something at the advertised price. If 100,000 people want to go to a concert and they get to the tickets before I do, that is fine, as long as there are really 100,000 people. I do not expect the machines that the hon. Member for Hove mentioned to buy up all those tickets in a matter of seconds so that I cannot get one. That is not a free market, and it is certainly not a fair one.
The previous Labour Government, with whom I had lots of arguments, could not quite see this my way. I hope that the Under-Secretary of State for Business, Innovation and Skills, the hon. Member for East Dunbartonshire (Jo Swinson), will listen to these points, because she now has a chance to do something that my Government never did—put the situation right. Things are getting worse and as technology becomes more advanced, people use it for the wrong ends. They used it to prevent my kids from getting those Take That tickets all those years ago—my kids are still looking for those tickets, even though they are parents themselves now—and they are preventing me from getting the tickets I want.
We just want to be treated fairly. I do not mind paying the going rate of £68 or whatever, but I do mind someone buying up 100,000 tickets at £68 each and then selling them for £100 each. That is not right, and it should be against the law—it is taking ticket touting to an extreme. I am not talking about the happy chappie who sells tickets for a game of football before the match, although that used to upset me as well. We cannot allow people to do this on a large scale.
We can allow someone who has bought a ticket to pass it on to a family member or a friend, and I do not have a problem with them making a profit on it, provided it is not too much. However, I do have a problem with the guy with £500 getting ripped off by the hon. Member for Shipley (Philip Davies) with his Lord’s ticket. Why anybody would want to pay that kind of money to watch a game of cricket I do not know! Having said that, if someone really wanted to see the event, I can understand them paying it, but I do not understand why some people should be able to corner the market and then resell tickets to others at a vast profit. That undermines our music industry. At the end of the day, the issue comes back to the people who are trying to give us a service and the benefit of their life’s work.
Let me take the hon. Gentleman back to the discussions about the ticket from Lord’s. I am torn on this issue: I am sympathetic to the amendments, but I am also sympathetic to some of the remarks made by my hon. Friend the Member for Shipley. If someone is prepared to, and can afford to, pay £500 a ticket to go to the test match, that is their choice. However, that individual should be able to find out and know where that ticket is located—where in the ground they are going to be sat—and whether or not it is legitimate. That is where the transparency angle of these amendments is correct.
Therein lies a problem, because sometimes the tickets being sold are not even proper tickets—someone might just have made a very good copy. The person with the £500 would be taking that chance. I do not believe that is right—that is probably why the hon. Gentleman is sat on the other side of the Chamber and I am sat here. If the ticket says £25, £60 or £100—whatever the figure is—I expect to pay that. I do not have a problem if I have to pay a wee bit extra, but I would not be paying £500 or £1,000. The worst case I ever heard of was when two tickets for Wimbledon finals day, which were for disabled people, were being sold on eBay for £2,000 each, and the buyer had to buy the pair. That is not right, and I am talking about only a couple of tickets.
Would my hon. Friend like to say something about venues? I understand that millions of pounds are being taken out of the music industry, in particular. I support small venues in my constituency. They really do struggle. I do not mind paying top dollar for a ticket for a band I want to see, but I want to know that that money goes to the person who bought the ticket at a fair price, the venue or the artist.
My hon. Friend makes a good point. I like to think that the small venues are for new bands—people who are up and coming and do not have a great following. I have bought a ticket to see AC/DC at Hampden Park, which I had no problem doing because it holds 50,000 people. That was easy, but there is a genuine problem in respect of the small venues. We have a new venue in Glasgow called the Hydro, which holds 13,000 people. I have been there and it is fantastic, but even there, depending on who is coming, the ticket touts are out selling the tickets.
The hon. Gentleman is making a fine speech and covering a range of new issues. One thing we have not thought about is that because the Government have failed to do anything about this, it has been left to the big festivals such as Glastonbury and T in the Park to try to put in place some sort of inventive, creative measure to protect their own audience. Why should it be left up to large festivals to deal with the problem? Surely it is the Government’s responsibility to protect fans.
The hon. Gentleman is right about that. I have met various promoters for T in the Park and they have done their level best to try to stop the touts, but even they admit that they cannot do it completely. If we make this illegal, that puts a different front on it. If we tell everybody it is illegal to do something and someone does it, they know it is illegal. If we do not tell them it is illegal, they will continue to do it. As we have already said, they will continue to use all the new technologies that are coming online and they will rip people off. There will be people who are so desperate to buy a ticket to see somebody that they will pay these prices, and as long as somebody is willing to pay them, the problem will continue and prices will keep increasing.
The hon. Gentleman is right that some things should be illegal, but I can reassure him that where someone creates an artificial ticket and it is not a proper ticket, that is either fraud or theft. We have already made that an illegal situation.
I appreciate what the right hon. Gentleman is saying, but what is the difference between that person making a forgery and other people having a machine that can buy up 100,000 tickets for a venue? Is that not illegal? Is it not outrageous? Would you not want to do something about it? I am not talking about you, Mr Speaker; I am talking about the right hon. Gentleman.
I feel very strongly about this issue, as you can probably tell, Mr Speaker. Sometimes it is difficult to put things into words, but as politicians and Members of Parliament we should be putting our constituents first, not big business. We should not be hindering big business, but we should not be putting it before our constituents. Some in the Chamber tonight would rather put big business before their constituents.
It is a pleasure to follow the hon. Member for Glasgow North West (John Robertson). He makes his points passionately, but I disagree with them all. I am unashamedly on the side of the free market on this one. The whole problem with the Lords amendment is that it simply strikes at the heart of the free market—no more, no less. This is not really an issue about consumer protection, although it is dressed up as that—it is about the free market. If this measure were passed, it is likely to have the consequence—I accept this might be unintended —of providing less protection for the consumer.

Commons Chamber13. When he plans to announce his decision on whether to change Ofcom’s appeals process.
No decision has been made on the appeals process. However, we will make an announcement through the normal channels once we have reached a decision.
I thank the Minister for that extensive answer. May I urge him to consider Ofcom and the deal for mobile companies? For example, only 9% of people will switch companies. We have had the same kind of problems in the energy market and people are now working hand over fist trying to help people switch mobile phone providers. It takes seconds for a company to let somebody switch their phone, so it is time that those companies were brought to book and we need to give teeth to the regulator.
I hear what the hon. Gentleman says. I tried to keep my answer as short as his rather radical haircut, which looks very impressive this morning. We are sympathetic to the concerns that the current framework for appeals against Ofcom’s decisions are costly and lengthy, but we need to strike the right balance between providing a proper right of challenge and allowing the regulator to make timely and effective decisions.

Commons Chamber3. What assessment she has made of the effect of her Department’s policy on qualified teacher status on educational outcomes.
Pupils have the best chance ever of attending a good or outstanding school. That is thanks, in no small part, to the quality of the teachers in those schools. In fact, the number of teachers who do not hold degrees has fallen by almost half since 2010. Our policy is to put our trust in the professionalism of head teachers, who are best placed to recognise outstanding teaching and recruit the best possible teachers for their schools.
Perhaps the Secretary of State could clarify which of the eight requirements in the 2011 teaching standards should not apply to every teacher in every classroom?
I note that, as a Scottish Member of Parliament, the hon. Gentleman is asking about English educational standards, but I am happy to answer his question. I wondered whether he might apply for the job of the Labour party’s leader in Scotland, but I see that he is here. There are fewer unqualified teachers in state-funded schools than there were in 2010. The Government trust head teachers to get in the best possible people to broaden young minds.

Order. A number of people wish to speak—I count eight all together. If hon. Members keep their speeches between roughly six or seven minutes, we should get everybody in within a decent amount of time.
That is a valid point. During my time teaching in further education in the 1970s I not only took evening classes but taught day-release students for what was called liberal studies. That is nothing to do with Liberalism with a capital L, of course. I saw young people whose view of the world might be very narrow suddenly opening up to the possibilities. They started to understand politics, believe it or not, and a range of other subjects that I used to talk about in those classes. The experience was enhancing and enriching for them. It made their lives different. They went away thinking, “I have had my eyes opened to new possibilities in life that I never thought I would have.”
Initially, sometimes, there was a bit of hostility, because of resentment at “these clever people coming and talking about subjects I know nothing about”; it took time. I had one experience of a class that insisted at the end of term on dragging me to the pub to buy me a pint, because they enjoyed their time with me so much. I think that was the biggest compliment I was paid. Working-class young men, who were particularly alienated from education, were changed by having a bit of a good experience, and I am glad I made a contribution.
I was for 10 years co-chair of the all-party group on further education, skills and lifelong learning. I emphasise the term “lifelong learning”, which is not just about getting on a course to get a job; it is about one’s whole life. One can go on studying all one’s life—most of us do, in one way or another—but some people need the opportunity to have people who know things talking to them in a friendly way at an evening or day-release class, to open their eyes to the possibilities of the world.
I had those experiences, but something really disappoints me now. Luton has a wonderful sixth-form college, of which I have been a governor for 21 years. I am now the vice-chair of governors, and the college has a brand-new building and superb teachers, but it is unable to put on evening classes because funding for adult education in sixth-form colleges has been cut and it receives statutory funding for 18-year-olds and below only.
The teachers want to teach adults, and adults want to be taught by them. The fabulous building is unused and empty in the evenings, but it should and could be used for education in this conurbation of perhaps a third of a million people. If someone wants to study a European language, for example, they cannot do that in-class in Luton anymore. The possibilities exist, but such areas need specific funding. We cannot just say to sixth-form colleges, “Get on with it. Put on an evening class if you want, but you’ll get no more money.” It would not happen, because teachers need to be paid and perhaps more teachers would be required.
From my experience, teachers enjoy the variety of teaching adults as well as youngsters. Adults often have a positive effect on classes, because—I am trying to be polite about young people—they are more likely to behave themselves and to be positive about education. They can also actually have a maturing effect on younger students, so mixed classes can be a good thing. We are preventing potentially millions of people from studying things that they would like to learn simply because we will not fund non-statutory adult learning.
I hope that when the Labour party forms a Government in a few months’ time, they will hear this message and start to rebuild the kind of evening classes that we used to have when I taught in the 1970s. I hope that millions more people will be able to study not only for work, but also to enrich their lives and to enjoy the simple pleasure of knowing things.
Before I call the Front-Bench spokesmen, I want to thank all speakers for sticking to the time limit.
The other awkward truth is that a lot of the spending from the adult skills budget was, frankly, on a series of qualifications that were a fraud on those who were duped into taking them. A whole bunch of the qualifications that were funded did not prepare people for work, enrich their CVs, enable them to command better jobs or add to the productivity that, as the right hon. Member for Birmingham, Hodge Hill so rightly said, everyone needs. It was therefore right to do what we did, which was to focus the system of qualifications down and to ensure that the funding goes to produce qualifications that will actually help people.

Commons ChamberI do congratulate that company. As part of our life sciences strategy, we are supporting high-tech medical companies large and small, and it is great to hear that they are prospering.
T7. The Secretary of State said earlier that investment in businesses would go ahead next year, but today we have heard about the closure of coal mines. Will the Minister explain why, according to figures from Bloomberg New Energy, investment in clean energy in the United Kingdom is due to hit a five-year low this year? What is happening to that investment?
There has been a wave of investment in energy, not least the commitment last week by Siemens to invest £300 million in two plants on the Humber that will create 1,000 new jobs. We have seen a series of projects come forward for assistance under our renewables regime, and we will be running a capacity market later this year to secure more energy investment in four years’ time.

There are quite a few Members standing who have not forwarded their names. If we have time, we will try to get more people in, but I have a list of Members who submitted their names and they must be given the opportunity to speak first. Having said that, if the Members who are called to speak could look at the time they are taking to speak, that would be most helpful.
I understand that training in citizenship, which is a compulsory part of PSHE, is popular with teachers and is receiving proper training attention from them.
Briefly, as I want to give other Members a chance to speak, I want to say that there are many ways in which the Department could approach this matter. Citizenship is already a compulsory part of PSHE. What greater gift for our young people, and how better to make them the best citizens we can, than to make them emotionally secure and confident young men and women, able to develop their own relationships? If we do not do that, we let our young people down.
If colleagues try to keep their speeches down to about five minutes, everyone will get in.
I have a lot of sympathy with the way in which the hon. Gentleman is framing his argument, but does he not agree that no one is proposing that we should start to teach the biological sexual elements of relationships to five-year olds? All relationship education should be completely age-appropriate, so a five-year-old would learn about friendships and loyalty—
As parents, we want our children to be educated not only to achieve academic qualifications and skills but to make good choices in their personal relationships and lives.
Recent scandals, including the Rochdale and Jimmy Savile cases, have horrified people, but behind those scandals, and in other similar cases, we see the same picture. We find that sexual predators felt free to operate, partly because of institutional and cultural attitudes, whether in the BBC, the Church or agencies that were supposed to be protecting children, while children were left feeling powerless to complain. To meet that challenge we need a big cultural change in this country to protect the children of the future. One of the ways we can help to do that is with good compulsory PSHE in schools. The knowledge that PSHE gives children will help to prevent further Rochdale and Jimmy Savile scandals.
As well as giving children the knowledge to make better choices about their personal lives, PSHE gives them the knowledge to protect themselves against inappropriate relationships, whether from their peers or adults, and the confidence to speak out. Quite rightly, cases such as those of Rochdale and Jimmy Savile have led to strong public revulsion that such things happened to our children, and there is a public mood to ensure that we do all we can to stop it happening again. We must not miss this moment by downgrading PSHE in schools. I support the calls for PSHE to be made a compulsory part of the curriculum.
Schools have a critical role in keeping children safe by talking to them about issues such as sexual consent, sexual coercion and exploitation, and how to shape healthy relationships and respect for each other, as well as alerting children to signs of when they are being sexually groomed. The focus needs to be on both boys and girls. Boys need to be supported to form positive and respectful attitudes to girls, especially to counter the widespread availability of pornography—a point stressed by the recent cross-party inquiry into unwanted pregnancies.
Compulsory sex and relationship education in schools would give more children the confidence to speak out and reject inappropriate relationships—not only grooming by older men for sexual exploitation, but sexually coercive relationships with their peers. The issue of what constitutes sexual consent is important. Many boys watch pornographic sites in which there is often a violent element to sexual relationships, and it is not clear that they understand the nature of consent.
I pointed out in a recent Commons debate that one third of all 16 to 18-year-old girls have experienced groping or unwanted sexual touching in schools. In 2009, a Home Office opinion poll on violence against women revealed that one in five people think it is acceptable in certain circumstances for a man to hit or slap his female partner in public in response to her being dressed in sexy or revealing clothing.
I know the Government have indicated that they do not want to make PSHE statutory, but the problem with not doing so is that our children are subject to a random postcode lottery. Schools in some areas, like my own in Stockport, are delivering high-quality PSHE and sex and relationship education, but others, sadly, are not. Such education should be available to all children in all schools.
It is now a year since the PSHE consultation closed, and the ongoing uncertainty, alongside the Government’s commitment to drive through the English baccalaureate, holds massive risks for the teaching of PSHE in schools. Evidence is emerging that important subjects that are not part of the baccalaureate are being squeezed out of the curriculum, which is worrying. A 2011 survey of 2,500 teachers by the NASUWT revealed that 43% of schools had axed or severely reduced provision of some subject areas as a result of the new baccalaureate. A reduction in the provision of art, music, religious education, citizenship and drama was reported, with an 11% decline reported in planned PSHE provision.
The proposed cut to PSHE provision could not come at a worse time, and not only for keeping our children safe, which is my main concern. We need a more holistic approach to education. Of course it is right that children achieve academic qualifications such as the English baccalaureate, but they also need to be given the knowledge to meet the challenges of an increasingly complex, global and risky world. We need to prepare children for the realities they will face. Most importantly, we need to give them the knowledge to keep themselves safe and healthy.
What is the value of a child getting a top English baccalaureate if he or she cannot recognise when they are being sexually groomed or bullied and are unable confidently to make good personal relationships? PSHE helps young people to cope with that world and will increase their confidence in being able to deal with it. Constructive and important work is already being done in many schools. The more information that children and young people receive in schools to prepare them for the world that they face, the better, but it is not being done everywhere, and it should be. The situation must not be allowed to get worse because of the move to a new baccalaureate that squeezes out all but core subjects.

It is a pleasure to speak under your chairmanship, Mr Robertson, for what I think is the first time. Why do we need a debate on homophobic and transphobic bullying in schools? Is it not the case that any form of bullying is bad and should be tackled? I agree with that up to a point. Bullying is not a new phenomenon. It has always been the case that some children are cruel and will pick on others because they are perceived to be different in some way. Perhaps they are not wearing trendy clothes; they wear glasses; they are overweight; they have acne—there are all sorts of reasons. Schools should have in place effective anti-bullying policies, both to foster a general culture of respect, so that the likelihood of bullying is diminished in the first place, and to be able to nip bullying in the bud quickly when it does take place. That is certainly true, but I want to demonstrate today why I believe that there is a particular problem with homophobic bullying that needs to be tackled.
Research commissioned by Stonewall in 2009 and conducted by YouGov found that 90% of secondary school teachers and 40% of primary school teachers had regularly witnessed homophobic bullying in schools. An earlier survey of young gay people found that 65% had been bullied themselves and 98% were aware of homophobic language being used. Although we do not yet have the figures, Stonewall is carrying out a major research programme and will publish an updated set of figures in the next few weeks. That will demonstrate—I had a meeting with Stonewall last week—that the problem very much remains.
There is clearly a problem to be tackled, but statistics do not convey the human cost of bullying. I want to draw attention to the case of the Crouch family, which has been covered in the press in the past few months and certainly does show the human cost of bullying. Dominic Crouch was a 15-year-old schoolboy in Gloucestershire. During a school trip in 2010, he played a game of spin the bottle with his classmates. As a forfeit, he had to kiss another boy. That event was videoed on a mobile phone and quickly spread virally round the school. Dominic suffered severe taunting for being gay. It is not actually known whether he was gay, but the intensity of the bullying was so great that Dominic committed suicide by jumping off a tall building. His father, Roger, commendably and bravely, spoke up publicly about his son’s suicide, to help to raise awareness of the problem and to encourage people to take action. However, Roger’s grief was so intense that he could not cope and he took his own life last November. Those two lives were lost utterly needlessly.
Sadly, the Crouch family’s story is not an isolated case. Last year in my area of Milton Keynes, there were four teenage suicides. Of those, three were young gay men. Does that not tell us that there is a problem that needs to be addressed?
Homophobic bullying can leave very deep emotional scars that can take a long time to heal and sometimes will never heal. I know that from personal experience. At school, I knew that I was gay, but I did not dare admit it, either to myself or to others. It was inconceivable for me to do that as a teenager growing up in the west of Scotland in the mid-1980s. Indeed, with you, Mr Robertson, in the Chair, I will say that it was easier for me to admit that I was a Tory in Glasgow than it was to come clean about my sexual orientation.
I do not want to over-egg things. I was not physically bullied and the verbal bullying that I experienced was very mild and short-lived, but I was perceived to be different and it left deep scars. It was enough to make me feel isolated and introverted, and it took me a very long time to overcome. It is clear from the research that Stonewall and others have done that those consequences of bullying can severely impair a young person’s academic and social development. Further evidence shows that, where there is a culture of bullying in schools and particularly homophobic bullying, it drags down the performance of the class and the school as a whole, so it is not just those who are bullied who suffer; it is their classmates as well.
Social attitudes have changed enormously in the two decades or so since I was at school. Thankfully, we live in more enlightened times. However, it is wrong to think that homophobia does not exist among young people. I challenge hon. Members to read some of the horrifying stories in the recent special youth edition of Attitude magazine. Some pretty appalling things have gone on and are going on in classrooms in our schools today.
In preparing for this speech, I took the time to speak to some of the pupils in my constituency to find out what their experience of bullying in schools was. I found some pretty surprising and appalling things. One girl told me that she was doing a media studies class and part of the research involved looking at the portrayal of homosexuality in the media. The class had to view an episode of, I think, “EastEnders” in which two men were kissing. The phrase “dirty faggot” was shouted out in the classroom and clearly heard by the teacher, but the teacher did nothing about it. Such incidents take place; they are happening today. The girl also told me that a Facebook page was set up so that pupils at the school who were thought to be gay could be outed.

At the risk of holding a third-party debate through the Chair of the Select Committee, may I say that the hon. Member for Westminster North (Ms Buck) makes an interesting point? In the borough next to her own, Hammersmith and Fulham has pooled budgets between the youth service and the youth justice system, and there is a clear imperative to incentivise local youth services to work with legal services, to keep young people out of youth offender institutions and the youth justice system. If we are to hold local authorities to account for doing good stuff, positive stuff, proactive stuff and preventive stuff with young people, we want to penalise them if they do not do so—the result is that children end up in young offenders institutions—but reward them when they keep young people away from offending behaviour.
Can we keep interventions to intervention length, rather than speech length?
The Minister’s point was well made. We need to get everybody—in my example, from Birmingham city council downwards—focused on outcomes. The danger—this happens in all Governments; it is not peculiar to the previous one—is that, despite talking about rewarding success and penalising failure, the tendency is to reward failure. For those who deliver services, the less they succeed, the more money they get and the bigger the budget that comes to them. To break out of that and ensure that everyone is focused on outcomes and that the bureaucracies that administer these things see it as in their interests to change the lives of the young people for whom they are responsible, would be a good thing, and I wish the Minister luck in delivering it.
Returning to the difficulty of services demonstrating their impact, the National Council for Voluntary Youth Services told us that although
“anecdotal evidence and young people’s stories”—
were available—
“what is really difficult is some sort of set of statistics whereby we could show the total amount of investment and the total amount of return”.
That conclusion was borne out in independent evaluations, including by Ofsted.
Although the impact of youth work encounters with young people can certainly be hard to quantify, the Committee said that local authorities needed some indicators on which to commission services. The Committee recommended that the Government commission NCVYS to develop an outcomes framework that could be used across the country. However, we said that it should be not just a question of counting the number of young people using a service or the number of encounters—in some ways, failure would be rewarded again by such an approach—but a measure of young people’s social and personal development and that they should be involved in its design.
In addition to those three earlier points, the national citizen service—the Government’s new volunteering programme for 16-year-olds—was a key area that witnesses felt strongly about. We addressed that service in our report, and although we liked the idea of a community volunteering project and a rite of passage for young people and found the scheme’s aims entirely laudable, as did almost all our witnesses, we questioned whether the Government could justify its expense.
We discovered that, based on the cost per head of the 2011 pilot, the NCS would cost £355 million each year to provide a universal offer of a national citizen service to 16-year-olds, assuming just a 50% take-up. Even allowing for economies of scale, we felt that there was a risk that the costs of the NCS—a six-week voluntary summer service for 16-year-olds—could outstrip the entire annual spending by local authorities on youth services, which totalled £350 million in 2009-10. Instead, we recommended that the core idea of the national citizen service be retained, including its laudable aims, but that it be significantly amended to become a form of accreditation for existing programmes that could prove that they met the Government’s aims of social mixing and personal and social development, with the component parts of NCS, such as a residential experience and a social action task.
The Government could have said, but did not—I often thought that if I were a Minister I would have said it, although the Minister did not—that the NCS was just being piloted and that the aim of the pilots was to help to identify ways to deliver more. The Government said that they wanted to secure and leverage in more funding and to ensure that they did not scale up the prices that the initial pilot suggested.
We received our initial response from the Government both directly—orally— and in writing from the Minister, who seemed less than entirely thrilled. We felt that the Government, in their initial response to our report, failed to address fully a number of issues, so we wrote a further report, calling on Ministers to clarify their intentions on how the Government intended to measure outcomes from youth services, which is pretty important, given everything that we have been talking about so far, and the grounds on which they would judge whether a local authority had made sufficient provision, because there is a statutory duty on local authorities.
Although the Government said that they were prepared to intervene, they would not tell us on what grounds they would do so, other than in the most general terms. The Government would not describe what services would, or would not, look like if they were likely to trigger intervention, thus leading to the likelihood that councils could continue to make cuts to youth services that the Government described as disproportionate.
We also asked the Government to clarify the total public spending on youth services before the early intervention grant. The Government said that they did not accept our figure—£350 million—so we asked them to tell us what their figure was. As they did not accept our figure, we thought that a reasonable request. We also asked them to tell us how they planned to fund the NCS after the two pilot years. What have the Government said in response to our two reports and, subsequently, in their Positive for Youth strategy?
The aspirations of Positive for Youth have been well received in the sector. The National Children’s Bureau said:
“we are pleased with Positive for Youth’s holistic approach to giving young people more opportunities and better support”.
The National Youth Agency and the NCVYS both welcomed the Government’s publication of a comprehensive strategy, drawn up in consultation with the sector and produced in less than two years after the creation of the Government. However, many youth organisations are concerned that the strategy is vague about how its aspirations will be implemented, so reflecting a worry of the Committee that was mentioned in its report.
Catch22, which works with particularly deprived youngsters, commented that the levers for change in the Government’s policy “lacked bite”. That view was echoed by the Children’s Commissioner, Dr Maggie Atkinson, who said:
“without action this strategy will amount to no more than words on a page”.
The NYA qualified its support for Positive for Youth, saying:
“no vision or policy is worth anything if it isn’t followed by clear and decisive action”.
The chief executive of YMCA England, Ian Green, went further:
“the Government’s vision will come to nothing if those responsible for the delivery of services on the ground are not prepared to implement it, and the Positive for Youth statement is very light on how it intends to address this fact”.
I am grateful that we are having the debate today and giving a bit more thought to youth services in the UK. I am glad to see young people in the Public Gallery, although I was watching them during the last speech and I am slightly concerned that they might not be nodding—I will looking for their reaction.
I am acutely aware that in this place we often talk about young people, but we do not often talk to them. An important feature of our report was the fact that we heard a great deal from young people about the effect of youth services on them.
I spent nearly a decade in the voluntary sector before I came into the House of Commons, and I am a firm believer in the value of youth work and services, having seen for myself the dramatic transformation possible in many young people’s lives. In the Committee, we were glad to have the opportunity to give deeper thought to the value, structure and funding of youth work, and to how outcomes are measured. It has long struck me that the strength of the service is also a weakness—by its very nature, it is flexible, dynamic, youth led and localised, but that can create some of the problems discussed by the hon. Member for Beverley and Holderness (Mr Stuart) in his introductory speech. When we began to hear evidence, we had to consider what we meant by youth work, and it soon struck us that there was no definition of youth work or of the youth service, and no job description for youth workers. That is a strength, but it also creates problems.
Inevitably and unfortunately, we spent a great deal of time and energy during our inquiry looking at the effect of cuts, in particular to local authority budgets, and what that has meant for youth services. It emerged that the nature, scale and impact of the cuts have been dramatic and, in some areas, extremely stark. The 10.9% cut to the value of funds into the early intervention grant and the removal of ring-fencing for youth provision seem to have had dramatic effect. Local authorities understandably seem to be prioritising statutory and high-risk services such as child protection. It is easy to understand why, faced with such dramatic cuts, but it is extremely worrying when we consider the hon. Gentleman’s comments on early intervention and the need to prioritise particular groups of young people.
Concern and criticism were aired in evidence to our inquiry, from local authorities and charities. The chief executive of NCVYS—the National Council for Voluntary Youth Services—the former Children’s Commissioner, talked about what the cuts will mean for young people in the long term, if they fall through the net. What will that mean for their future life chances? The former commissioner, Al Aynsley-Green, called it “the end of hope”. I hope that that is not the case, but when the union Unite made a request under the Freedom of Information Act to a number of local authorities, it found that, on average, funding to youth services was down 12% in only one year. The reality of that for young people is stark indeed.
When the Minister gave evidence to the Select Committee, he said that although the Government would be prepared to intervene if local authorities were failing in their statutory duty to provide services, what local authorities spent their money on was largely a matter for them. Ministers, however, need to acknowledge the serious reality of what is happening out there throughout the country as a consequence of the huge cuts being made to local authority budgets. My own local authority, Wigan, has prioritised youth services. In the past three years—between 2008 and 2011—investment in youth work has gone up 4%, but the question is how long that high spend can be sustained, given that the local authority has suffered a £66 million cut and that many services are, therefore, inevitably disappearing, in particular because the cuts were front-loaded, giving us little time to prepare, plan or find alternatives or efficiencies.
Ministers told us that youth services should rely on different sources of funding and should not be overly reliant on the state. In reality, as the Committee’s report and the evidence we were given show, that was already the case. The vast majority of organisations we took evidence from got their funding from a variety of trusts, grants and charitable and public sources, as well as from statutory sources; indeed, one organisation—the Scout Association—was 100% non-funded by the state.
In my constituency, there is a good example of the partnership working that Ministers said they wanted to encourage. Wigan Youth Zone, which is opening in 2013, will provide a huge range of facilities for young people, including climbing walls, sports halls, cinemas, cafes, music rooms and training facilities. The focus is on helping young people to improve not only their softer skills, such as confidence and resilience, but the harder skills that they will need to find what work there is and do it.
The organisation will be 10% funded by the young people themselves, who will pay 50p a time to visit, although there will be additional help for those for whom that is too much. The organisation’s running costs will also be 40% funded by the local authority and 50% funded by the private sector and local fundraising initiatives, which the whole town has got behind. The board is chaired by Martin Ainscough, a local business man with a strong commitment to, and passion for, young people. He was inspired to contribute a significant proportion of the capital costs after visiting the Bolton lads and girls club and coming away feeling strongly that we should have similar provision in Wigan.
There are many such examples around the country, but there is a significant issue about the loss of statutory funding. In many places, alternative sources of funding are simply not available, because they are already being utilised. I strongly disagree with the Minister that spending £77 of statutory funding per young person is a large slug of public money, as he told us when he gave evidence to the Committee. This is really important, considering how much time young people spend outside the classroom and how few resources are spent on activities for young people outside the classroom.
It will be particularly hard for smaller charities to find alternative sources of funding. When I worked for the Children’s Society, we, like many other larger charities, had huge teams of fundraisers, whose job it was to look for sources of funding and to navigate complex regulations and processes to ensure that our funding applications were successful. Smaller charities will not be able to compete, and the Committee heard about many that had only one paid employee, who was trying to keep the whole thing going and whose real passion was working with young people, not filling in forms. It is not enough to say that organisations need to look for alternative sources of funding; they need help and, in particular, signposting from the Government if they are to do that.

Order. Can we get rid of references to individual places?
My hon. Friend the Member for Beverley and Holderness (Mr Stuart) is absolutely right, and his point is central to the matter. We should not think that youth services are just about statutory provision, because they are not. They are all part of the big society, which is encouraging many villages in my constituency to start thinking about providing the services that people need, including youth services.
I think that I have made my point about the rich variety of facilities, clubs, sports clubs and so on with which young people can get involved, and about the powerful role played by charities in providing facilities.
Before concluding his remarks, perhaps my hon. Friend will touch on the provision made by what these days we call faith communities and in the old days used to call Churches. There is an ongoing debate about the role of Christianity and other faiths and religions in public life, and a lot of churches provide important youth facilities that often are not restricted only to members of one particular denomination. The King’s Arms in Petersfield is one such example—
Order. We are talking about the Select Committee report, and although it may be nice to mention every group in the hon. Gentleman’s constituency, I doubt that we have got time for them all.
Thank you, Mr Robertson. Your point is absolutely right, but it shows that we can think of more examples than just the evidence provided by the Committee.
My hon. Friend the Member for East Hampshire is right about Churches. My father used to take me to Sunday school, and I thoroughly enjoyed the first bit. I have remained a member of the Church of England for some time, and I look forward to a life of such membership. My own children had a similar sort of arrangement. Church organisations play a part in providing great facilities for young people, and I have seen that in action.
We are in danger of labouring the point, although I think that it has been well made. I am therefore going to move on to the point raised by the hon. Member for Wigan about the national citizen service. As she said, we went to Germany and looked at the range of options that were available for young people. We noticed first that a huge number of young people were participating in Germany’s equivalent of our national citizen service, and that to a large extent the activities were work based. That is the essential reason why, broadly speaking, the programme costs just over £1,000 in Germany for the year, but about the same in this country for a number of weeks. That is the big difference between the German system and the fledgling system in Britain, and the German system has a number of noteworthy advantages.
First, the work-based nature of the programme chimes well with the emphasis that is put on training and education in Germany, and the relationship that has with employers and professional activities. We need to embed such an attitude to education and to what happens afterwards in our own culture. It was obvious to me that the schemes that we saw in Germany provided a strong continuity from education to employment, and we should learn from that.
The second interesting thing that I noticed in Germany was the consistency of the youth programmes. We visited a fire station just outside Berlin, and there was a continual throughput of young people. Young people had to make a choice, but they knew what those choices were before they had to make them. From that, I gleaned that young people were able to think about what they were going to be doing outside and immediately after school. I thought that that was really encouraging; the experience of working in that fire station meant being part of a large team with awards, presentations, pictures and so on. Such things demonstrated that people had been there and benefited from being there, before going on to do something else that was the right step in their career development. Those who were starting the programme could see the results and the beneficial outcomes.
Those are the differences that I saw between the German system and the national citizen service. That did not stop me, however, from writing to local secondary schools in my constituency to remind them of the value of the NCS, and to make sure that they informed their students about getting involved in the schemes provided by the NCS. I hope that students get involved in the programme, but if the NCS is to continue in the long term, we must learn one or two of the lessons that I have just mentioned. It is imperative to provide the schemes that we propose with a sense of continuity and worthiness.
Too often in this country we end up putting things into silos. We forget that most things are linked and that most policies are not dependent on the work or delivery of one Department, but that there are connections between Departments, agencies and other structures. The provision of youth services is a good example. What matters is not only the budget provided by the Department for Education, or wherever, but the overall Government approach and the links between various policies—including the Work programme, for example—as well as what we do in and expect from our schools, our objectives for social services, employment opportunities, and so forth. That is why it is dangerous to rely only on the evidence that we are given. At times, we have got to think slightly beyond that, and the provision of youth services is one such example. That is why the Government are sensible in encouraging other things to happen, rather than just the statutory provision.

Commons ChamberIt is a pleasure to follow the hon. Member for Brigg and Goole (Andrew Percy)—what a great name for a Conservative constituency that is. If ever there was a greater name than Goole, I do not know it.
I was brought up by my mother, my sister and my grandmother—my father died when I was three—so going into further education and following on into university was not an option for me. I knew that as soon as I finished school, I would be going to work. Fortunately, back in 1969, in the Harold Wilson days, we had near-enough full employment and getting a job was not a problem. The company I was employed by, where I worked for 31 years, sent me into further education. I would like to thank Langside college and Stow college for the education they gave me, which helped me to become the person I am today, eventually ending up in this place.
I never attended university but I do not consider that to be a loss to me, although I have aspirations for my children and my grandson, who I hope will have that kind of education. I certainly want to make sure that people get the same opportunity to get that education, whether they fall on the rich side or the poor side of society. I disagree with the previous speaker about targeting the weak and using politics, because I do not have a problem with targeting people or politics. I would like to use my politics to make sure that we do target, but that we target the poor. We should target the people who need to be targeted and make sure that they get that help. We should make sure that we supply the money that gets them into education, including the further education that we have fought so hard for over the years. When I left school, only 7% of people went to university; the figure is now approaching 50%, but not for long—not with that crowd in charge. It will not take long for the figure to go back down, but I hope it will never get below double figures.
I have had opportunities. People might think it strange for a Glasgow MP to speak on this subject, but I got involved in EMA before the general election. I had an Adjournment debate then, and I have had one since. When my hon. Friend the Member for Hartlepool (Mr Wright), who is in his place, responded to the first debate, he guaranteed that if Labour won the election not only would it look after those people but EMA would be maintained for the length of the next Parliament. In the following Adjournment debate, the Minister of State, Department for Education, the hon. Member for Bognor Regis and Littlehampton (Mr Gibb), who is also in his place, writing feverishly, dispelled that notion right away. All the promises that were made before the general election by the Prime Minister and the Secretary of State for Education have been broken. The breaking of those promises affects the people I believe we are here to represent—those who cannot vote, who are looking to people like us to promote them and make sure that they get the education and proper start in life that some of us did not get.
What do we have now? In Scotland, we have a system that pays only the £30 rate and we have now found out that because the £10 and £20 rates have been done away with, about 8,000 students will not be students. They will be lost to the further education system in Scotland, thanks to a Scottish National party Government who did away with the allowance. They only kept the £30 rate because an election is coming up and the Labour party is so far ahead in the polls. We said we would keep the allowance, so the SNP had to match it—I do not care how or why they do it, just as long as they do it.
The Conservatives thought they would be coming into power alone. They did not. As for the other party, some Liberal Democrats would sell their soul to get into power; others sold their soul once they got into power. Those are the kind of people we have to deal with. Labour Members have to stand up and fight for the rights of the people out on the streets. Do the Government honestly believe that those young people out in the streets are there for fun? Do they honestly believe that those young people want to be herded and corralled just because they are demonstrating? Those young people think they have rights, and I believe we all—on both sides of the House—fought to give them those rights. Apart from the idiots and the malcontents, the proper students out there demonstrating should be listened to; they are our future and we should give them the chance to move on.
I am nearing the end of the time and I did not even use the speech I prepared—I do not even know why I wrote it. The Government took the flawed view that 90% of young people did not need the money. That is a lie. We know it is a lie. The Government should take a proper look and make a proper assessment of the people who now have EMA and what will happen to them if they no longer have it, and then tell us that the number should be reduced by 90%.
This is the latest in a series of debates initiated by the Opposition on education issues. We have heard a number of lengthy speeches on various subjects, but we do not seem to have heard about issues that get to the core of what education is about, such as the quality of teaching. Instead, the debate seems to have focused on other issues. That is not to say that transport is not important, and I am very pleased that Norfolk county council confirmed yesterday that despite its budget reductions, it will provide transport support for further education students in Norfolk. That is great, but we must focus on getting the greatest bang for our buck.
We have £500 million in the budget, and I am very concerned that the No. 1 factor in terms of the quality of education should be the quality of teaching. The reason the previous Government failed to make progress on social mobility is that they did not focus enough on teaching quality. Last year’s results in the OECD’s programme for international student assessment, or PISA, tables showed that the UK had fallen to 28th place in mathematics, to 25th in reading and to 16th in science. A major reason why there was such a big gap in Britain’s performance was the differential between low-income and high-income students. Britain performed particularly badly on the education of low-income students, despite having doubled the budget per pupil between 1998 and 2008. The Opposition need to ask themselves whether this is about finance or about where they focused their policies when they were in government.
The issue of teachers’ qualifications is important, but the UK has one of the largest gaps between the qualifications of those teaching low-income pupils and the qualifications of those teaching high-income pupils, particularly in mathematics. We have less qualified teachers teaching those from low-income backgrounds compared with those from high-income backgrounds. [Interruption.] I am being corrected on my grammar; obviously, I did not go to the right kind of school. [Interruption.] I went to Roundhay comprehensive school, as did the Minister of State, Department for Education, my hon. Friend the Member for Bognor Regis and Littlehampton (Mr Gibb). [Hon. Members: “Ooh!”]
Under the previous Government there was also a push towards equivalence of qualifications, and people from low-income backgrounds ended up taking fewer academic qualifications. There was a reduction in the percentage of students taking modern foreign languages from 79% in 2000 to 44% in 2008. That had a commensurate effect on the ability to enter top universities in our country.
Labour’s record on social mobility was not good either. [Interruption.] I am sorry—the hon. Member for Glasgow North West (John Robertson) can intervene on me if he likes.
I thank the hon. Lady for giving me this opportunity, which I did not expect. Is she saying that only the good high-level students should be allowed to have education, while the rest of us should get on with things and not get an education?
I fear that the hon. Gentleman has not been listening to what I have been saying, which is that we have been failing, as a country, to give the same level of education to low-income students as to high-income students. By not focusing on core issues such as improving teacher quality, the previous Government failed those students. I should like a debate on education standards—indeed, I have asked the Backbench Business Committee for one—because that is the most important thing we should address as a country. We need to debate what goes on inside schools rather than just how people get to school.
