The hon. Gentleman is absolutely right that the lifelong loan entitlement of up to £37,000 will be transformative for millions of people across the country, enabling them to take short or modular courses at a time of their choosing. We are looking at regulation across the higher education and further education sector, and we are doing all we can to reduce it, but I recognise some of the issues he raises.

The introduction of tuition fees has not led to fewer disadvantaged young people going into higher education. As I have already highlighted, the 18-year-old entry rate for disadvantaged students in England increased from 14.4% in 2011 to 25.1% in 2022. We saw record numbers of disadvantaged students going into higher education in 2022, with the rate for students on free school meals going up from 20% to 30%.

I thank the Minister for that answer but, in the last academic year, English students graduated with £30,000 more debt, on average, than their Scottish counterparts. Despite this, both the Government and the Labour party refuse to follow the Scottish Government’s lead by abolishing tuition fees in England. With more than 16,000 undergraduates dropping out of higher education this year, will this Government admit that their policies are pushing students into debt, and often out of university?

Actually, we are being fair both to students and to all those taxpayers who do not go to university. I might point out that low-income students living away from home will qualify for more living cost support over the coming year than low-income students in Scotland.

We have spent £15 billion on capital since 2015, and it is up to schools how they allocate that capital. I share my hon. Friend’s view that every school should have a school library, or at least a space in which children can sit and read.

At the last Education questions, the Minister for Skills, Apprenticeships and Higher Education noted that he is very proud of the UK’s intake of 600,000 international students every year. International students, as we know, inject billions into our economy, bring huge value to our campuses and enrich our wider society. Can he therefore confirm on the record that the Government will not introduce an illogical policy designed to restrict foreign students?

What I can confirm to the hon. Gentleman is that our target remains at 600,000 international students a year, and we currently have just under 680,000 a year. Obviously, these are matters for the Home Office.

I stress that the UK remains open to participation in elements of Erasmus+ on a time-limited basis, provided that the terms are in the UK’s interests. The UK will consider a relationship in line with non-EU member state participation in certain EU programmes, including Horizon Europe.

I am sure that we can all agree that the Erasmus scheme offers a wonderful opportunity for international mobility for students. However, it is vital that we utilise our exit from the European Union to ensure that such programmes deliver for everybody in our country, which is why we will make sure that we proceed in our best interests and why we will sign up only if it is on the terms of the UK’s interests.

The Scottish Government and partners have invested around £85 million in a state-of-the-art college campus in my constituency of Falkirk. Students from all over Europe attend the Forth Valley College. EU students bring a huge economic benefit to the college, Falkirk, Scotland and the UK, and they enrich our institutions, both culturally and academically. What steps has the Department taken to ensure that the UK remains open, attractive and competitive for EU students in the years ahead? I would like the Minister to develop her answer a wee bit more about what steps are being put in place.

We are committed to remaining open to participating in elements of the Erasmus scheme, as I have pointed out. The Government are very positive about the benefits of students coming to this country, which was exactly why the Prime Minister announced that there will be a graduate option from 2021 so that graduates will be able to work in this country for the two years following their degree.

The Government remain focused on securing a deal that will ensure an orderly exit from the EU. We are considering all aspects of how exiting the EU might affect education, including the delivery of the Government guarantee, attracting international students and staff, and access to student finance.

I recently met the Norwegian Minister the hon. Lady mentions, Iselin Nybø, to reassure her of the UK Government’s commitment to student programmes such as Erasmus and scientific programmes such as Horizon 2020. What I am not happy with is Members talking down our higher education system when the Government want to ensure that we bring more students here. We are looking at how to do that as part of our education strategy.

In the event of a no-deal Brexit, the Government have proposed a temporary leave that will apply to EU citizens for 36 months, allowing EU students to complete their third-level degrees here in England. However, the majority of Scottish degree courses last for 48 months, and thus EU students will face the threat of being forced to leave before finishing their education. Will the Minister advise on what steps he has taken to address and right this policy, which will harm Scottish universities?

I recognise the point that the hon. Gentleman makes and the potential impact on Scottish universities, as does the Home Secretary, whose officials have been working closely with mine on this. The Government are now considering how best to ensure that students on four-year courses are easily able to move into the student system once their European temporary leave to remain expires. If European economic area or Swiss citizens wish to stay in the UK for longer than 36 months, they will need to apply and qualify for an immigration status under the main study routes of the UK’s new skills-based immigration system. Alternatively, they will be able to apply, under tier 4 of the points-based system, for a student visa to cover the full length of their course.

I would of course be delighted to join my hon. Friend in congratulating the teachers and pupils at Eythorne Elvington Community Primary School on their exceptional performance in last summer’s standard assessment tests. Ensuring that 100% of its pupils are reaching expected standards in reading, writing and maths will help those pupils to be ready for the demands of secondary school. In addition, 56% of pupils at Eythorne Elvington qualified for free school meals at some point in the past six years, showing that high expectations and great teaching can deliver high standards for all pupils, regardless of background.

It is absolutely critical that we get the construction workforce we need. We are very aware of that. The Construction Industry Training Board, now with a new chief executive and chairman, is doing great work in this sector. It is absolutely critical that we use apprenticeships to encourage young people to go into construction—not just at levels 2 and 3, but also progressing upwards.

The narrative we have heard today, particularly from the hon. Member for Wirral South (Alison McGovern), has expressed all the concerns and high emotions involved in this awful, unjust practice. We have enormous sympathy for mothers who went through this. It is right that our social attitudes have moved on and we now have robust safeguards in place with regard to adoption. I thank the hon. Lady for securing this debate.

These mothers were, as we have heard, forced to make extremely upsetting choices simply because of the prevailing moral standard of the time. I know that Scottish Ministers have a great deal of sympathy for those women, whose accumulated experiences clearly show them to be the victims of the prevailing moral and social behaviour of the time. Nowadays, it is only right and just that we have more robust safeguards in place when mothers and other people consider adoption.

It is widely accepted that in the years after world war two until the 1970s, many single mothers were reluctant to part with their babies but, in reality, they were faced with little choice. Public opinion and private moral standards at the time placed enormous pressure on single mothers, making it impossible for many to retain care of their babies. Since the 1970s, there have been major shifts in the way we see the family, single mothers, and the rearing of children. Our society has rightly moved on, and we know that there is nothing wrong with single or unmarried women bringing up children.

The Scottish Government provide funding to Birthlink, which, in turn, provides services to individuals and families separated by adoption. This includes maintaining the adoption contract register for Scotland, whereby the agency helps children, parents and relatives who have been affected by adoption, either by looking for somebody, getting information, or just providing someone to talk to. The notable Scottish author Irvine Welsh is the patron of Birthlink, and he summed up its great work when he said:

“Birthlink is an organisation which brings people together, when often cruel circumstance has parted them. Ultimately, all we have in life is each other, so I’m proud and honoured to be a patron of this wonderful charity.”

I echo his sentiments.

The Scottish Government provide and maintain the adoption contact register for Scotland, as well as services to individual families separated by adoption. They develop partnerships with local authorities and voluntary adoption agencies to share expertise and highlight the importance of post-adoption services, with a view to exploring additional sources of income and, importantly, raising the public profile of the adoption contact register for Scotland, increasing the number of service users and improving the current website.

It is right that we have robust safeguards nowadays when people consider adoption in Scotland. For example, should a birth mother want to place her child for adoption, the following will happen. Before the birth, the birth mother and any relative whom the mother has chosen to involve will be offered advice and information about adoption by social work services. If any member of the child’s biological family might be willing to adopt the child and that is something the birth parents wish to consider, information and details of the legal process will be offered. Information will also be offered on the type of families available; what issues can arise for adopted people and birth parents across the life span; and what opportunities birth relatives have to meet prospective adopters. Every effort is made to establish whether the decision is being made freely by the mother and that she is not being pressured by anyone. If wanted, there could be an offer of a referral to counselling services, with ongoing support from social workers.

Once the child is born, arrangements will usually have been made for the child to be placed with foster carers and prospective adopters, but the mother is encouraged to see and hold the child and meet the foster carers or prospective adopters before the child is moved from the hospital. Legally, a mother’s consent is ineffective if it is given fewer than six weeks after the child is born. That is simply to give the mother a chance to bond with the child and an opportunity to change her mind, regardless of any previous discussions. It is not unknown for birth mothers to change their mind following the birth of the child. Should that happen, every encouragement and support is given for her to assume care of her child, unless there are serious child protection concerns.

Once the child is placed with adopters, plans are usually drawn up about what information will be shared between adopters and the birth mother. The mother will be offered a number of follow-up sessions with a social worker, but many choose to get on with their lives at this point. That is a great progression. Facilitating information exchange creates opportunities for the birth mother to link up with the adoption agency and seek additional support if she requires it. The birth parents are eligible for adoption support services. Some agencies offer support groups. Others might refer the mother to mental health services, and birth mothers might contact informal groups via the internet.

In the case of contested adoptions, while social work services within local authorities and other adoption agencies may recommend that a child be placed for adoption, it is ultimately the decision of a court whether to grant an adoption order or not. If one or both of a child’s parents oppose the granting of an adoption, the relevant court must decide whether the parents are unable satisfactorily to discharge their parental responsibilities and exercise their parental rights and are likely to continue to be unable to do so. The welfare of the child is the paramount consideration in the granting of an adoption order. Contested adoptions do not affect discussions about possible information exchange and the support offered to birth parents. However, as birth parents are likely to reject discussions about potential adopters and meeting them and be resistant to adoption plans, they will be unlikely to accept any offers of support available.

To conclude, it is so important to provide lots of TLC and understanding to mothers at this extremely difficult time. We all appreciate the work that Birthlink and other organisations provide to mothers and families at this most sensitive time. We agree that the Government should issue an apology to women and children affected by this practice, and we support the Movement for an Adoption Apology.

We have agreed with the EU that we will continue to benefit from EU programmes until the end of the current budget plan. We have also reached an agreement on citizens’ rights, allowing EU citizens to continue to live here broadly as now, which helps to provide certainty to current staff.

The Secretary of State will be aware of the comments made by Professor Andrea Nolan when she told the Select Committee on Scottish Affairs that Brexit

Does the Secretary of State understand those concerns, and does he agree with the convener of Universities Scotland?

Of course people working in the university sector in Scotland, as throughout the United Kingdom, will be thinking about the future in what will be a time of some change, but it will remain the case that the United Kingdom, including Scotland, has an exceptionally strong message to give to the world on the strength of our institutions, on the attractiveness of coming here to study and on the attractiveness of partnering with our institutions on research.

Well, you never know. We are growing as we go.

I welcome the introduction of the sugar tax with open arms. I was glad that the Chancellor looked at this issue and introduced this possibility, so that today we can look at how we best use this money. It is one of the biggest changes to benefit our communities in general.

I have to declare an interest. In the first instance, my three great-nieces, Liv, Honor and Celi, were all under the scholarship and tuition of Elaine Wyllie at St Ninians Primary School. I have seen that initiative working at first hand. I have also taken on board what Maggie, MP for Erewash, said about how to put in the proper surfaces—in fact, at that time, I was quite instrumental in helping the person who was laying the surfaces—and how to reduce the number of puddles on the surface so that people can train and walk on it. That initiative has been one of the biggest successes in the whole area, so I am very grateful to Elaine Wyllie.

At the last meeting of the APPG, where I am proud to serve under Maggie Throup, Elaine Wyllie came along to explain how successful the daily mile has been, and not only in Stirling and my own area of Falkirk, where all the schools are participating. I think that Barack Obama became involved in the initiative; it has spread through the whole world. It grips the imagination. We only have to stand and watch the children going to school to see the benefits in how they act. They are eating better and looking better, and their attention to school matters is better. Everything from that initiative is a plus.

We have also had the benefit—again, through Maggie—of the drinks industry coming along to the APPG. It was interesting to hear from a vast company such as Coca-Cola what it was trying to do and the effect that the measure would have in terms of how it reformulates not only its cans of drink, but its whole way of thinking. This is not just a simple step from one thing to another; it is a huge investment that these companies have made, and we must be mindful of that.

There is another thing that Maggie has understated. I know for a fact that she got—

I am probably the opposite of pompous, and “Maggie” is easier to say than “Erewash”. Anyway, to be serious, the hon. Member for Erewash (Maggie Throup) managed to get representatives of the drinks industry and the British retail industry along to the meeting, and it was fantastic to hear the exchanges between the audience and the drinks industry. There was a bit of honesty, which was great to hear.

I want now to move on to the second thing that is very close to my heart. One of the most striking things about the various meetings hosted by the APPG on adult and childhood obesity is that they are all extremely well attended—any of the other, side events are also extremely well attended. They have involved a huge variety of people with a background in medical knowledge. All the contributions have been superb and worth listening to, and the rooms are always full, but one thing that I find striking every time I hear it is that there are, I believe, only 12 health visitors in the whole United Kingdom who have any in-depth professional knowledge of how to give advice to a mother and child on childhood obesity and how to deal with it. My wife, who is a recently retired health visitor and master of public health, has become extremely interested in pursuing that.

That is a great intervention. Being a man, I sometimes miss these things, but my wife has pointed out to me very often that there are—[Laughter.] She is never shy and, being a good husband, I always listen to what she has to tell me—I learned early that that saves an awful lot of grief.

The serious point is that there are not enough health visitors across the UK who are sufficiently well trained and educated on this matter. My wife is now preparing for a correspondence course. To reiterate the point, we need to look seriously at this: could we take some of the money from the sugar tax and apportion it towards training health visitors to a better level and to have a better understanding? That is really the point that I came here to make today.

It is a pleasure to follow the hon. Member for Wirral West (Margaret Greenwood). I agree with her sentiments and her quotes, which accurately reflect everything I think about the subject.

About five hours ago some questions were raised about taxes and how we use them. I remind Government Members who are not in their seats at present that “taxes are the price we pay for a civilised society”, and that includes education. Education is probably the most powerful weapon we can use to change the world, and we should be mindful of that at all times. That is probably the reason why I and others are here today.

I am thankful to have this platform from which to address these important issues, about which I feel extremely passionately. The opportunity to access education on the journey from childhood to adulthood is crucial in empowering and enabling people. Access to the very best education is of paramount importance, and the best education must be for all. I am therefore deeply saddened by what is tantamount to a betrayal of young people by this Conservative Government as they continually and callously focus their concentration on constructing an education system for those who can pay, not for those who are less financially advantaged but who, as many Members have said this afternoon, have all the potential to achieve great things, given the opportunity to do so.

I am thankful that education is a devolved and independent matter and that my constituents will benefit from having a Government with progressive attitudes and policies towards education, skills and training. A good education is an investment, not just in a child, but for our economy and for society as a whole. How could it not be? The Scottish Government strive to provide everyone, regardless of their background, with the very best chance of success in life. We do this by investing in high-quality childcare and highly trained staff. We support children during their vital early years and help them to reach their full potential. The Scottish National party and the Scottish Government are determined to raise attainment through the education system and to end decades of educational inequality by tackling the attainment gap in higher education.

The Scottish Government have committed to an ambitious new target that will ensure that by 2030 students from the 20% most deprived areas will make up 20% of higher education entrants. Crucially, as long as the Scottish National party is in government, we will keep university tuition free, ensuring that education is based on the ability to learn, not the ability to pay.

Helping young people make the transition to adulthood and the world of work is vital, whether a young person chooses university, college, vocational training or employment. It is important that they get the very best opportunity. The Scottish Government are committed to increasing the number of modern apprenticeships each year to 30,000 by 2020.

The appointment of the Deputy First Minister as Education Secretary demonstrates the Scottish Government’s commitment to education as a major priority. This exemplifies the dedication that we have in Scotland to build on the achievements already made, keeping education to the fore. However, the Scottish Government’s efforts in this regard are undermined by this Conservative Government. The apprenticeship levy introduced by the Conservatives is causing many organisations great concern. I was recently in contact with Forth Valley College in Falkirk, which expects to be liable to pay about £85,000, with no additional support from the Government. The principal has also expressed uncertainty about how the levy will be distributed to organisations in Scotland. This is an ill-thought-out measure, and as the chair of the all-party group on the hair industry, I am concerned about the impact on training and on college access across the UK.

My hon. Friend will be aware that Colleges Scotland—the organisation that looks after all the colleges in Scotland—recently calculated that £1.9 million will be taken out of the Scottish Government’s allocation for further education through the apprenticeship levy. Surely that £1.9 million would be better being retained to make sure that we train apprentices appropriately.

I could not agree more. We could use that money for a far better purpose.

With that in mind, I turn to the relevant part of the Queen’s Speech. I start by reiterating a point that has previously been made: this Queen’s Speech is a missed opportunity for progressive action. Perhaps this Tory Government do not want to admit that they have no idea how to improve the people’s lives, or perhaps they simply do not care enough.

Over the last six years we have seen time and time again that the Tories are ideologically wedded to the divisive programme of austerity, and this Queen’s Speech delivers more of the same. This Tory Government are forcing a heavy financial burden on working families and students in England, as they continue to allow tuition fees of £9,000; indeed, as we have heard today, it sounds like fees are guaranteed to increase. That policy disheartens those who are not from wealthy backgrounds and discourages them from applying to university.

I respectfully suggest that the Secretary of State for Education should learn more from what we do well in Scotland, where more of the population is educated beyond school years. As has been mentioned, more of our population is tertiary-educated than in any other country, and a higher percentage of young people now leave school for positive destinations than at any other time on record.

Perhaps it is foolish of me to believe that the Government understand that a high-quality education available to all is the most important economic driver for a developed society in the 21st century. They fail to realise that, by restricting access to further education to those who can pay for it or who are willing to take on excessive debt, they are damaging the country for generations to come. There will be fewer graduates and fewer qualified professionals, leading to a loss in innovation and skills.

The Government are at the top of a slippery slope. The failure to invest in the education of all our communities is a failure for the future of the country. I make an appeal to the Secretary of State for Education that goes beyond and above party politics: she needs to reconsider her policy and to base education on the ability to learn, not the ability to pay.

As one of the few Members of the House who has a man bag, I will stage a protest with the hon. Gentleman. We will both bring in our bags and see whether we are upbraided by the Chair and receive some sort of censure for doing so.

There is much debate over whether women should be protected from the consequences of their reproductive choices, but improving things is good not just for the women concerned, but for the economy. We need more women in the workforce to pick up the demographic slack as our society ages, and more families rely solely on women’s earnings to live these days. Low pay for women increases child poverty, it makes families more vulnerable to sudden shocks and it costs the taxpayer in benefits and other supports. Low rates of female employment also contribute to socioeconomic marginalisation among immigrant communities.

Social change has done more to encourage women to enter higher education and the workforce than any deliberate policy. The contraceptive pill and a decline in the average number of children, together with later marriage and childbearing, have made it easier for women to join the workforce. As more women went out to work, discrimination became less severe. Girls saw the point of studying once they were expected to have careers, and once they saw that careers in all sectors were open to them and that they had the same opportunities as their male colleagues. These days, girls nearly everywhere seem more ambitious than boys, both academically and in their careers.

Given the impact of motherhood on earnings, the Government can do a lot of good by supporting women in the workforce. I am pleased that they are doing just that. Flexible working, childcare provision, shared parental leave and better careers advice will all help women who want to have children and to be able to do so without such a huge impact on their careers. We now have the highest number of women in work and in self-employment on record, the highest ever employment rate for women and record numbers of women-led enterprises.
