I beg to move,

That this House has considered local involvement in shale gas development.

Thank you for your guidance at the start of this well-attended debate, Mr Hollobone. Many right hon. and hon. Members have been emailed by constituents asking them to come along and support Mark Menzies in his debate. If it is any consolation, I, too, have been emailed by constituents asking me to come along and support Mark Menzies in his debate. I assure those constituents that I am supporting Mark Menzies in his debate.

Throughout my time as a Member of Parliament, I have lived with shale gas. I have seen several sites in my constituency developed, and some have been developed and abandoned. I could talk about that for some time. When I was elected in 2010, it came as a surprise that in 2008 the previous Labour Government had awarded a shale gas exploration licence for the area that covers my constituency and some of my neighbouring constituencies. At the time, it was not well known about and the level of awareness was quite low. The company did not even have a website, so finding out what was going on took some doing.

Since its introduction in the UK, shale gas extraction has become a contentious issue. Individuals on both sides offer passionate arguments, as I have witnessed throughout my tenure as a Member of Parliament. My contribution today will largely focus on the proposed planning changes that have been out for consultation.

I will be quick. Does my hon. Friend think that shale gas extraction is worth while? Are there enough layers of schist in this country, as opposed to the vast expanses of the European plain, to make it profitable or to get enough gas out of it?

The companies concerned argue that there are substantial reserves of shale gas. The issue, and the difference between the United Kingdom and large swathes of America, is population density. We are not Dakota or rural Pennsylvania, where people can travel for hundreds of miles without seeing a farmhouse.

I beg to move,

That this House has considered beauty and the built environment.

It is a great pleasure to speak on this subject. I am prepared to be corrected if anyone knows better, but I imagine that this is the first House of Commons debate specifically on beauty for a very long time indeed. Yet the journey through life should be the pursuit of the sublime. It should be a search for absolute truth. In it we should experience and rejoice in all the exposure to beauty that characterises each and all of our journeys.

Beauty, whether in the laughter of a child, the scent of a rose, a glorious landscape or the setting sun, makes life richer and more fulfilled. In doing so, it does not merely satisfy our aesthetic needs; it takes us closer to the understanding of truth. As Keats wrote:

“Beauty is truth, truth beauty—that is all”.

What Keats meant was that absolute truth is exposed to us—explained to us, one might say—through the experience of beauty. It is very hard for human beings, who are frail, faulted and fallen, to understand that truth except through the means that I have described: those touches or experiences of something pure, special and magical.

Sadly, we live in an age that is dull and utilitarian and in which mystery and magic are extraordinarily unfashionable. It is odd that that should be, for it was not true for most of our history, and has not been so for most great civilisations. It is unusual to be as utilitarian as we are, but now it is time for a change—for a renaissance. It is time for beauty to be put back at the heart of Government policy. I am delighted that the Minister shares that view, as I know from our conversations. It is a delight to have a Housing Minister who cares about the quality of housing, and all that says about its look and feel and our sense of place, rather than simply the quantity of houses that we build. I shall say more about that in my long and fascinating speech.

The scale of the housing problem means that some may dismiss concerns about style, regarding them as indulgent or even irrelevant. “Aren’t there more important things to worry about?”, we hear people say. Indeed, the focus of housing policy has long been on targets for quantity rather than quality. We risk having a competition across the political spectrum to build the most houses the most quickly by stacking them high and selling them cheap, regardless of their quality or what they look like. That is not good enough. It short-changes our countrymen and the generations to come. Everyone should have the opportunity to live in a place of which they can feel proud and through that to develop a sense of place that informs their sense of worth, which in turn feeds social solidarity through fraternity.

I am sorry to interrupt my right hon. Friend in the flow of such an elegant speech, but does he share my view that we gave ordinary people the ability to concentrate on the essence of good design as one of the key things in putting together neighbourhood plans? I am disappointed that very few have taken that up. Will he help me to try to instil it in the minds of those who are conducting neighbourhood plans?

That is a good and important point that relates to something I shall say later about taking a bottom-up approach to delivering better-quality housing, rather than imposing top-down targets. My hon. Friend is right that we need to inspire a new generation to believe that this can be done, because there are some who say that it does not matter or even that it cannot be done—that it is no longer possible to build wonderful, lovely things, and that we are no longer capable of imagining what generations before us created. I just do not believe that. I think we can and should do better, and my hon. Friend rightly describes one of the mechanisms that might achieve that.

To dismiss concerns about the quality of what we build is both wrong and, ultimately, destructive. We cannot hope to change the public perception of new development unless we fundamentally change its very nature. Beauty should be at the heart of the public discourse. It should be part of our conversation about housing and development. As the great philosopher Roger Scruton puts it,

“we are losing beauty, and there is a danger that with it we will lose the meaning of life.”

If I am right that the journey through life requires us to experience beauty to build the personal fulfilment and communal contentment necessary to make a society that works, ignoring beauty does not merely short-change future generations; ultimately, it will destroy our chance to make a nation of which we can all feel proud. There is a close relationship between the sense of place and the social solidarity necessary to build a harmonious society. I could say a lot about harmony, but that is a subject for another time or another debate and His Royal Highness the Prince of Wales has spoken about it far more eloquently than I ever could, so perhaps I should defer to him.

The first misconception that I would like to quash, which sometimes prevents the debate about quality from taking place at all, is that the kind of approach that I am trying to articulate, which concentrates on beauty, is both marginal and gets in the way of getting things done. According to that view, constantly demanding more of development—I am talking about commercial as well as domestic buildings, because this is not wholly about housing—somehow acts as a barrier, an impediment, to delivering the bigger objective of building to provide a basis for growth and prosperity. I just do not believe that. Actually, I think the opposite is true.

When Her Majesty the Queen came to the throne, her reign was marked by talk of a new Elizabethan age. After the destruction caused by the war, people looked to new development with optimism. They believed that we could create a society that both looked better and was better to be part of. How curious and how sad that during Her Majesty’s reign, attitudes to development have diametrically altered. Whereas people once anticipated development with joy, they now very often look on it with despair. Frankly, that is the result of successive Governments and local authorities of all political persuasions; I cast no slur on any single party in this House.

The hon. Gentleman knows of my extremely strong views on social justice and the redistribution of advantage in society. If we are going to redistribute advantage, as I think we should, it is not good enough to suggest that people who are less well-off, people who need to rent a home or young people who are looking to make their first home could make do with something inadequate, while those who are advantaged and privileged can buy the kind of lifestyle that was available to my working-class parents. The lifestyle I enjoy in my constituency in Lincolnshire is a bit like the lifestyle I enjoyed when I was a little boy on that council estate. We still use local shops, we have a garden to play in, we have a nice home and we have what might be called a traditional way of life because I am in a position to be able to provide that for my children—going to the village school and all the rest of it—but if I went back to places such as the place where I was brought up, by and large that life would not be available to most people who are rather like my mum and dad were that short time ago. I emphasise that it was a short time ago, Ms Dorries, but you knew that anyway. I want beauty for all, not for some or for the privileged or rich alone.

My right hon. Friend is being incredibly generous with his time. One point that I would bring out strongly is something that he has mentioned in passing but has not concentrated on: the need to include the environment in housebuilding, to be able to enjoy the space that comes with that, and to be able to provide opportunity for the family.

It will be alarming to some, but a delight to others, to know that I am only on page 3 of my very long speech, and I want to make a bit of progress. My hon. Friend is absolutely right that part of the sense of place, to which I referred earlier, is about green space. I will come in a moment to some of the research done by His Royal Highness the Prince of Wales’s organisations on what people want, because a lot of the interventions have mentioned the role of consultation, engagement and involvement in shaping policy around what people actually want. There has been a lot of work done on this by a variety of organisations, to which I want to refer.

Let us be clear about what we aim to achieve. We aim to build homes of which people can be proud. Le Corbusier, who is responsible for many bad things, said:

“A home is a machine for living”.

A home is not a machine for living. Homes are a reflection of our humanity. William Morris said:

“Have nothing in your home that you do not know to be useful or believe to be beautiful.”

That was because Morris understood that beauty and wellbeing are inextricably linked, and that a politics that is serious about welfare and wellbeing must be serious about beauty. It is not possible to believe in the common good as passionately as all those here in the Chamber do but not care about aesthetics—the two are inseparable.

That beauty is somehow detached from matters of fairness and social justice is the second misconception that must be challenged. For the ancient Greeks, aesthetic and moral judgements were inseparable. In the 19th century, many artists considered beauty to be the vital link between freedom and truth. I sense that today there is once again a growing understanding of how aesthetics are a vital part of our judgment of value and worth. That is partly intuitive; people instinctively understand the connection between the value of beauty and a wider conception of worth.

This can be seen in protests at the ugly buildings that developers still attempt to foist on communities against their will. It can be seen in the despair at identikit supermarkets that lack any sense of craft or character, built with no consideration of the past and no regard for the future. Indeed, at the heart of modern architecture, like all modern art, is the Nietzschean idea that the past is irrelevant and we can create our own value system. Much modern architecture, like modern music, fails precisely because it rejects those principles of harmony that time has taught us to delight in, and that excite our senses not because they are discordant, but because they are harmonious.

Where modern design does succeed, that is largely by accident or because, where form has at least followed function, a building has a high degree of utility. That is important, because we often hear architects, planners and engineers speak about ergonomics, but they frequently confuse ergonomics with aesthetics. It is not sufficient for a building to be ergonomically sound, irrespective of its aesthetic.

Just occasionally, a combination occurs that unites those two things—the extension to King’s Cross is a very good example. Looking at the extension to King’s Cross and the engineering of the roof, it is clear that what is a functional requirement has been turned into a work of art, as aesthetics and ergonomics have come together. That is such an exception that it is frequently mentioned, because people are searching for an example of something joyful. Every time I go to King’s Cross station, which I do frequently on my journey to and from Lincolnshire, I look in wonder at that development. I know that we should be doing that time and again in towns and cities across the county—if not in scale, certainly in essence.

These lessons are not new, and I offer nothing that is not the wisdom of the people. The buildings that are most often treasured and valued by the public at large—our constituents—are usually older buildings that are shaped by vernacular style, where architects have taken care to be in harmony with the surroundings and where craftsmen have laboured over detail. A study by the Commission for Architecture and the Built Environment found that, when asked to name the most beautiful buildings in Sheffield, most respondents cited the two cathedrals.

Even the very same architects, planners and technocrats who foist ugliness on the rest of us often choose to live in beautiful, old houses in communities that still have a sense of place and a link to their surroundings. In fact, it is quite alarming that most modernists choose to live in Georgian or Victorian houses. That is the problem: escaping to gated lives, they leave well alone those who are forced to live in the kind of houses that the hon. Member for Coventry South (Mr Cunningham) mentioned, and that is just not acceptable. Beautiful housing has become increasingly unaffordable to the kind of people he mentioned, precisely because it has become so scarce. We have seemingly become incapable of building anything of comparable quality or of planning new developments with a similar sense of place and community, which are values that matter directly to our quality of life, our sense of wellbeing and our health and happiness.

It cannot be fair that beauty is increasingly the preserve of the few, which brings me to the third misconception that cannot be left unchallenged: that beauty belongs to the past. It is often considered, sometimes unthinkingly, that it is no longer possible to build beautiful buildings. We have somehow, rather depressingly, come to believe that the supply of beauty is both finite and exhausted, perhaps because people assume that it must be dated, kitsch or whimsical to build according to the principles of classical architecture, or to extend such a vision across a development so that it is harmonious, with a sense of community and place.

Such snide comments are sometimes made about the Prince of Wales’s vision for Poundbury, although the popularity of that place reminds me of what one wit said about the original Broadway production of “The Sound of Music”: “no one liked it, apart from the public”. The truth is that, when surveyed, the public repeatedly identify those kinds of place as places where they would like to live and that they aspire to own one day.

Beauty does not have to come at too high a price and it does not have to be sacrificed for the sake of utility. Those assumptions are false. When the city fathers of Birmingham, Nottingham and Manchester built great town halls in classical or gothic style, they did so because they understood that these styles had endured. A fine example is Nottingham, a city I know very well, having lived there for 20 years, studied there and been a county councillor in Nottinghamshire. The Council House in the centre of Nottingham, which is a great neo-classical building, was built in 1929. Right up until then, we understood, but the problem has grown in scale and depth since the war. Those planners, engineers and architects built something that they wanted to last, and they succeeded. The modernist library in Birmingham’s Chamberlain Square was recently demolished, just 40 years after it was built, but no one would seriously consider doing the same to the classical town hall or the other great public buildings of the Victorian era.

Despite their appearance, those buildings are, in other respects, modern: they were built using modern construction techniques. In historical terms, compared with the cathedrals I mentioned, they were built yesterday. Many were built in the late 19th or early 20th century. There are no good reasons that we cannot continue to build beautiful buildings, as the Prince of Wales has demonstrated to such wonderful effect.

While I am dealing with the Prince of Wales, I want to return to the issue of what the public want. The Prince’s organisations consulted widely on the principal things that people want and do not want. I will highlight four. They do not want their town or village to lose a strong sense of identity; they do not want green space to be unduly threatened by urban sprawl; they do not want too many tall or large buildings, out of scale with what is there already, to be built; and they do not want change to be too rapid or overwhelming. In other words, people want building development on a human scale that is incremental and in tune with the existing built environment. Is that really too much to ask of our generation? I think not, and I hope the Minister agrees.

The irony is that many modern and postmodern buildings are more expensive than buildings built and designed according to classical principles. Even in cases where improving design and build quality comes at a price, in the longer term that will save money, and not just on maintenance. A British Land study estimates that better design could save the UK economy an estimated £15.3 billion by 2050, making us all happier and healthier.

Good design has the power to strengthen communities and improve physical and mental health through abundant green space and walkable streets. It has the power to improve safety and security through the abolition of semi-private spaces, walkways and underpasses, which trap people and encourage criminality. All those considerations should be fundamental to planning policy.

It would be a genuine tragedy if concerns about the supply of housing led us to revisit the failed post-war experiment in high-rise living. That is not the answer. Tower blocks are actually built at lower densities than terraced housing. We must consign such misconceptions to the past, and in their place develop a planning system that has true regard for people and communities. For almost 60 years, our planning system has encouraged or allowed out-of-scale buildings. We need fundamental change.

I will say one other thing about His Royal Highness, who put this issue in such clear terms and speaks, I think, for the people when he said that he did not want the place

“which I love greatly disappear under a welter of ugliness”.

How many communities and individuals have felt that? How many have felt that their voice is not heard by architects, planners, engineers and—I have to say it—politicians of all persuasions?

We need fundamental change. In the future, buildings should be in harmony with the landscape, vernacular in style and built from local materials, and they should offer local distinctiveness, which is the foundation of people’s sense of place. Pride in communities is unlikely to flourish if people have no say in how housing is built or how their neighbourhood develops.

As the hon. Member for Coventry South and my hon. Friend the Member for Henley (John Howell) said, that obliges us to engage and involve local people in the character, shape and scale of developments close to them. Although the revised national planning policy framework now encourages local authorities to produce design codes and styles, we must go much further.

It is a pleasure to speak in this important debate. I congratulate the right hon. Member for South Holland and The Deepings (Mr Hayes) on securing it and, as ever, for speaking so eloquently and poetically. I would never be able to emulate his use of the English language and his flow, but others might be able to—I suspect that the right hon. Member for Wantage (Mr Vaizey) will do so.

The focus of this debate is the national planning policy framework, which provides a framework for producing local plans for housing and other developments. Those plans, in turn, are the background against which applications for planning permission are decided. I appreciate that the NPPF applies only in England, but it is important to have well-designed and visually attractive developments across the whole of the United Kingdom of Great Britain and Northern Ireland.

I am sure most, if not all, hon. Members will have heard me talk about my beautiful constituency of Strangford, which I have the honour and privilege of representing, and working and living in. I genuinely believe it is the best place to be in all of the United Kingdom of Great Britain and Northern Ireland. Other hon. Members will say, “I expect the hon. Member for Strangford to say that,” but I honestly believe it. I urge those who have not been there to make that journey. When they see the beauty that we have, they will undoubtedly have the same opinion as me. We have large towns, small towns and lots of small villages, but for the most part we are a rural constituency with rolling green hills, a glistening lough, beautiful walks, canoe trails, and much more, all under the protective gaze of Scrabo Tower as it looks down from the edge of Newtownards down to Strangford Lough and across the constituency of Strangford.

Those of us who represent rural constituencies know how important it is to balance the need for development with the need to maintain natural beauty, ensuring that buildings are in keeping with the local area. In 1943, having seen a burnt and crumbling House of Commons, Winston Churchill remarked:

“We shape our buildings and afterwards our buildings shape us.”—[Official Report, 28 October 1943; Vol. 393, c. 403.]

That is spot on. As a boy, one of my childhood heroes was Winston Churchill, as was Blair Mayne and a former Member of this House, Dr Ian Paisley. To receive planning permission to build in the countryside in Northern Ireland, one of the requirements is to

“promote high standards in the design, siting and landscaping of development”.

It is no longer enough for buildings to be structurally sound and to simply do the job. It has to be more than that. They must also be aesthetically pleasing to the eye, whether they are in the countryside or an urban area.

While we battle to maintain our green spaces, we also recognise the demands for more housing and the infra- structure to support it and keep villages and towns connected. In Northern Ireland, the regional development strategy—RDS 2035—sets out eight aims, two of which are:

“Promote development which improves the health and well-being of Communities”—

and—

“Protect and enhance the environment for its own sake”.

According to neuroscientists, buildings and cities can affect our mood and well-being—I believe they do—and specialised cells in the hippocampal region of our brains are attuned to the geometry and arrangement of the spaces we inhabit. For example, evidence shows that people’s happiness levels can be more easily achieved by living in an aesthetically beautiful city or a beautiful location in the countryside. I declare an interest as chair of the all-party group on healthy homes and buildings. Last week we launched a white paper in which we outline the need for modern homes to be energy-efficient, to have the correct air quality, and to be aesthetically pleasing to the eye inside and out. Last week the hon. Member for South Norfolk (Mr Bacon) introduced a ten-minute rule Bill on those issues and how we can make housing more accessible to people right across the United Kingdom.

The hon. Gentleman talks about the need to provide infrastructure along with housing, but environmental infrastructure is the big thing that is mostly missing in the development of new housing estates.

I agree with the hon. Gentleman. He is right. That is why we make sure that the environmental impact is a big part of development approval in Northern Ireland. He is clearly right and that should be at the centre of any development on the mainland as well.

Studies have shown that growing up in a city doubles the chances of someone developing schizophrenia and increases the risk for other mental disorders such as depression and chronic anxiety. Despite a higher concentration of people, much of that stems from a lack of social cohesion or meaningful neighbourly interaction. It could be one of the reasons that access to green spaces, where people can gather and escape, is so important for people living in cities. The correct environment around someone helps emotional and mental well-being.

Although we face potentially different issues in rural areas, the need to ensure that developments are in keeping with the area and, if possible, enhance it rather than detract from it is vital. The greatest problem in rural areas is the increasing need and demand for developments, and, as a result, improved infrastructure in terms of roads and transport. Of course, rural development always poses difficulty, especially in areas that have either seen an influx of new buildings or in more remote areas that are almost untouched by architecture or by any development at all. In both cases—I can speak with some authority on this because it is something that many constituents have come to speak to me about—the fear is that something is being lost, and that natural beauty and natural habitats are being replaced by concrete and stone. Perhaps unsurprisingly, that rarely sits easily with residents.

We are also, arguably, more aware than we ever have been before of the impact that we are having on the world: our carbon footprint and the increase in pollution and waste. That is an issue for us every day in this House and outside. Those are fairly new considerations that architects now must deliver as well as ensuring that buildings are safe and structurally sound, along with providing an element of beauty for the local area. The Government have set some money aside within the health budget to address mental health issues. I read the other day that among students and young pupils in school there has been a 50% increase in mental and emotional issues. In Northern Ireland we have 10,000 children who have such issues. It is good that the Government have set that money aside. We need to have departmental co-operation and interaction to ensure that what we deliver in terms of houses also helps to reduce the mental and emotional issues.

In rural areas we must ensure that the requirement to bring something to the local area and to enhance it—at the same time as complementing the local environment—is always met. In urban areas more needs to be done to ensure that, where possible, residents have access to green open spaces and that architecture can respond to the demand for something different and interesting, particularly as simple and monotonous architecture has already been shown to have a more negative impact on citizens. When something as simple as our surroundings can have such an impact on our daily lives and therefore on our mental health, it is important that measures to improve the aesthetics of new and existing buildings should be considered.

Again, I congratulate the right hon. Member for South Holland and The Deepings on securing this debate and I look forward to other contributions.

My hon. Friend is making a good point, and he has partly illustrated that a public health issue is at stake. That public health issue is a major problem for young people growing up on illegal Traveller sites.

I am pleased my hon. Friend mentions that, because it is a good example of how we are failing Travellers with this ridiculous system. I have come across water tanks containing green slime, heating systems that do not work and hot water systems coming up through the toilet. It is just unbelievable. I have seen raw sewage going into ditches from caravans in which children are living. We are not a developing country; we are the fifth richest economy in the world. It is an absolute disgrace that we allow this to happen in our country, and we have allowed it to happen for so many years.

Why do we continue with a policy that is manifestly failing everyone affected by it? A Government who are truly compassionate and who have courage and clear-sightedness would act now to deal with these failing policies. I want tonight’s debate to result in a significant change of Government policy to improve outcomes for Travellers and the settled community. I held debates on Gypsies and Travellers on 4 February 2014 and 12 October 2016. If I speak with passion tonight, it is because I have had to come back to the Chamber to make these points for a third time—I know that you encourage tenaciousness in Members, Mr Speaker.

In 2014, the then Minister, the current Minister without Portfolio, told the House that he had set up a cross-Government ministerial-level working group to address these inequalities. He also said that he wanted to

“break down the barriers to social mobility through a planning system that is fair and equal to all.”—[Official Report, 4 February 2014; Vol. 575, c. 22WH.]

I am afraid that we have failed in those two objectives.

On 12 October 2016, the former Minister Gavin Barwell acknowledged that the interests of all members of the community had not been respected. He said that he would come back to the House having considered the Land Registry issue and that the Government were “constantly reviewing these issues.”

The time for endless constant reviews is over. Fair and decent-minded people who are fed up with living in fear and with seeing atrocious living conditions in their area that often become ungoverned spaces where modem slavery and other crime flourishes want action now, not constant reviews. The requests for action from Central Bedfordshire Council, which has to pick up the pieces of a failed national policy, and from Bedfordshire police, whose already over-worked officers have to spend far too much time on this issue, include the following.

I have already been in communication with the leader of Westminster City Council about this issue, which is alarming. I understand that there is a dispute about whether or when a ballot was held. I understand that, with regard to the Church Street regeneration, a ballot has been held in the past. One has to wonder why the Mayor would seek to withhold £23 million from one of the most deprived areas of the city that requires this regeneration.

Like my hon. Friend, I bear the scars of just such a number of decisions. In particular, there was a decision in my constituency—in Oakley, in my patch—where the planning inspector allowed a development seven days prior to the referendum on a neighbourhood plan. I am determined, however long I am given in this job, to make sure that neighbourhood plans are landed extremely well and are adopted by as much of the country as possible, and that local people know they can rely on them to make sure that planning is done with them and not to them.

I completely agree with my right hon. Friend. I fear that renationalisation is trying to answer the wrong question when we are starting from a position where we, as taxpayers, own the track and network in the first place. It is time to stop obsessing about the failed and stale old-fashioned options of yesterday, whether franchising or nationalisation, and instead to try a new, better alternative that puts passengers first. Open access rail breaks up the franchises so passengers have a choice of different train companies on their local route. If they do not like one, they do not have to wait 10 years or more for the next franchise to be signed, because a different firm’s train will be along in a few minutes.

My hon. Friend is exactly right; it is much easier to introduce open access rail where there is no established incumbent franchise operator at all. I plan to go on and develop that idea on a broader basis along just the line he mentions, but that is a good example to get us started, if I can put it that way.

Open access rail forces train companies to raise their game; therefore, open access services are usually better. They are far less brittle, for a start, because no single company can dictate the entire timetable. Fares tend to rise more slowly. There are fewer delays and less overcrowding. This is not some unproven experiment. If we talk to local people in Hull, for example, where open access is already in place, or the Labour and Conservative MPs who represent them in that area, the verdict is cross-party and pretty unanimous: they all think it is great.

I thank my hon. Friend very much for that intervention; that sounds like an eminently sensible solution. Part of the reason for the tone of this debate is that it should be down to local communities—such as Cornwall Council, no doubt at the instigation and with the support of local Members of Parliament—to do the right thing for their area. My hon. Friend makes a good point: it may well be that smaller sites are more deliverable. The only caveat is that often, smaller builders find it harder to get the finance to get started, and Ministers are aware of that.

I thank my right hon. Friend for giving way on this important point. I was a member of the local plans expert group on behalf of the Government. The group looked at this issue; we advised that the five-year land supply be an annual event, and that once it went into the monitoring report of the local council, it not be challenged; I think that is coming through. We have also introduced a three-year land supply for organisations that have a neighbourhood plan. For the first two years, they only have to follow a three-year land supply.

I thank my hon. Friend for that intervention. He raises two interesting points. I did not know about the three-year land supply, and I am not entirely sure how many others do. A number of villages, including Burton on the Wolds, are in the process of preparing neighbourhood plans, and others have done so.

I want to respond to my hon. Friend’s other point first. He made a point about an annual event for measuring the five-year land supply. I am not sure I agree with him, because I know of examples where, for reasons of scheduling, the plans committee has missed the deadline. We have one example in Charnwood, where several hundred housing units have just been approved—very sensibly with the support of the local community—but the committee missed that annual event, so it looks as though the council does not have a five-year land supply.

I want to make two quick points. First, I try to tell people as often as possible about the three-year land supply. As the Government’s neighbourhood planning champion, I am happy to speak to her parish councils about it. Secondly, we argued that once things were in the annual monitoring report, no legal challenge should be possible. It is the legal challenge that costs councils a fortune.

I certainly agree, even as a former solicitor, that lawyers can be extremely expensive—we all know that—particularly when it comes to involving barristers and others. I am sure that my parish councils would be interested in speaking to my hon. Friend further. It would be helpful if something could be done to take into account the fact that sometimes planning committees are delayed. The council might have done the right thing in getting the five-year land supply, but those delays might mean it feels unable to turn down certain applications because developers are taking advantage. It is about having a bit of flexibility in the system to take account of local demand, local need and local community views.

I could not have put it better myself. My hon. Friend does a phenomenal job up on the north flank of Somerset. He is absolutely correct in what he says. We must take local opinion into account—not by saying in some waffly way, “Well, it’s quite a good idea,” but by saying, “A referendum must be held.” As I think my hon. Friend alluded to, his preference would be to go north and look toward BANES, if possible. We need to talk about that. It is no good the county council leader’s turning up in the House of Commons to try to persuade MPs of a course of action.

My hon. Friend and I have worked together for many years, and I totally respect his guidance and thoughts on this. That is a wake-up call to the Minister. We need to have referendums, because this process is not working the way it should. We need to take public opinion into account, and a referendum is the way to do that. The Government need to make sure that they insist on referendums and therefore that we have democratic control, as opposed to a democratic deficit, which is where I started in the first place.

I therefore say to the Minister that this plan is a dangerous, unwarranted and unnecessary intrusion into government in Somerset. We will talk about it and look at it, but at the moment there is no merit in doing it. In fact, it would be more sensible for the districts to take over the county’s functions than for the county to take over the districts’ functions, because the difference is that the districts will not go bust.

I am afraid that I cannot say those specific words; indeed, that is not the Government’s previous guidance. The criterion is that there should be evidence of a good deal of local support for the proposal, including from business, the voluntary sector, public bodies and local communities.

My hon. Friend will know from the various proposals that the Government have already considered that there have been a range of ways to demonstrate that good deal of local support. Other areas have engaged electoral and polling agencies to conduct representative polling, county and district council members—who represent people in different areas—have voted and extensive engagement exercises and consultation processes have happened. There are various mechanisms, but the key is that, at the end of the day, there must be evidence of a good deal of local support.

I will elaborate a little further on what a good deal of local support means, as opposed to the mechanism for establishing that it is there. We would like to see a good deal of local support, which we assess in the round across the whole area—from business, the voluntary sector, public bodies and local communities. We do not mean unanimous agreement from all councillors, stakeholders, councils and residents. However, we expect as much consensus from councils as possible.

My hon. Friend talked about democratic deficits, and he is right to highlight the importance of local democracy. From parish councils and all the way up, strong local democracy serves communities well and can make a difference to how people live their lives and to the area that they call home. We have seen in previous reorganisations and restructuring an increase in the incidence of parishing, revitalising that most local form of democracy. For example, in Wiltshire, Salisbury became a town council as part of that process. We are seeing similar moves towards parishing in other areas, such as Suffolk, which is currently in the process of a district merger. The Government also have powers to confer charter trustees as part of any reorganisation.

I agree that proposals will never get unanimous support from councils, but that is not the issue. In many cases when a unitary council has been created, parish councils have not even been asked. If we are to put the emphasis on parish councils as the basic building blocks of local government, they need to be asked and they need to be included in the decision-making process.

My hon. Friend makes an excellent point. If a local area tries to demonstrate to the Government that it has a good deal of local support from every possible sector in the local area, parish councils would clearly be a set of institutions that it would be worth considering talking to. Indeed, previous proposals that we have received have specifically engaged parish councils as part of their deliberations. The charter trustee status that I mentioned also means that ancient civic traditions can be retained in an area, regardless of the final form of the restructuring that takes place.

May I implore the hon. Gentleman to hold his patience for a moment? If he does, he will hear exactly what I propose. I propose entirely new legislation—an amendment to article 4 directions. I know that the Minister will seize it and rush from this building with it clutched in her hand to change the law immediately, because she is on the side of the angels on this issue.

One of my constituents found that the house next door—the semi-detached property—had been bought by a series of linked companies, and they proceeded to convert it into an HMO. I have to say that the place burnt down during the works, which is unfortunate but it has happened. There was no party wall agreement, which is extremely unfortunate. More sinisterly, when my constituent went to see the planning officer, she discovered, as did I, that every single HMO application in that tight little suburban backwater is considered individually. There is no consideration under planning law of the cumulative impact—what I would call the saturation—in these cases.

Yes. I know that my hon. Friend is a real campaigner for grassroots neighbourhood issues, and she will know the programme in question more than I do. I will come on to talk about what parents can do when faced with the retreat of the traditions of municipal provision, when they have little choice but to somehow find a voluntary alternative. It is very difficult and resources are quite scarce.

Indeed I am. One of the great things that we are all very nostalgic about from our own childhoods is communal open spaces, and facilities that are largely taken for granted and rarely discussed. Not just children gain enormously from the opportunity for outdoor exercise and socialisation; new parents get to meet other parents, and playgrounds help reduce isolation. They build new friendship networks for new mums and dads. It is a great watering hole for people to come together, meet and form new bonds in the community, particularly at a big life-changing moment.

Playgrounds are a great British tradition, mostly developed in the 20th century. This year marks the 100th anniversary of Charles Wicksteed’s playground equipment company near Kettering. When I mentioned to my eight-year-old daughter that I was leading this debate today, she encouraged me to call for more bars, because she is such a gymnastics enthusiastic who would go round and round on them all day long if she could, but playgrounds are also about sandboxes, swings, slides, climbing frames and roundabouts, and there are many other fantastic municipal facilities with even more exciting innovations—trampolines, paddling pools and all sorts of fantastic amenities.

There are different fashions and trends in play, particularly in the younger teenage years. Skateboard parks were a particular thing a decade ago and trends change. In Nottingham, in my constituency, a new play area has just been installed in Shipstone Street, and Nottingham is trying its best to roll out more facilities. It has improved 75 play areas, with three more set for improvement works shortly, and the city has 54 Green Flag Awards, the greatest number in the country.

Resources are still an underlying problem. Since 2009, Nottingham has had to cut its parks and open spaces budget by £3 million, with a further £300,000 to be cut in the next financial year. Like a lot of local authorities, it has had to start looking elsewhere to plug that gap, looking for grants from other charities and funding bodies over the past 10 years. That is a story repeated across the country. For example, Knowsley Borough Council has had to make a decision to sell off some parks and green spaces, which is a real shame, as childhood obesity levels are very high in that part of the world. Other local authorities are being forced into similar choices—half of the councils in north-west England, according to a BBC report, are considering selling off parks or finding other organisations to maintain them over the next three years.

Nationally, we are just not replacing playgrounds at the same rate as they are disappearing. Some 92% of park managers report cuts to their budgets over the last three years, and research undertaken by the Association of Play Industries has uncovered a sharp decline in playgrounds across England: 214 playgrounds have been closed, with a further 234 playgrounds earmarked for closure by local authorities. That is 448 playgrounds closed or closing, which is an alarming downward trend in play provision. There is no longer dedicated funding for playgrounds from central Government, or grants from the third sector, so playground provision falls to local authorities, whose budgets are of course squeezed.

Play really does matter and it is worth underlining what to many of us might seem obvious. Playgrounds are one of the best ways of encouraging children to do physical activity. Childhood obesity is at epidemic levels. More than one fifth of reception children are overweight or obese; by year 6 that rises to over a third. Children living in deprived areas are more than twice as likely to be obese than those in more affluent areas. For many children, playgrounds represent the only chance to play outdoors. Children living within 1 km of a playground are five times more likely to be of a healthy weight than children who are not near a playground.

Play is fundamental to the wider wellbeing of children. If play is restricted, that is likely to have a profound effect on physical and mental health, now and into the future. There is a crisis in children’s mental health, with some reports saying that as many as 20% of children have some degree of mental illness and that problem might be rising. Without adequate access to play, children cannot develop the important emotional skills needed to protect them from anxiety and depression. Research from the charity Fields in Trust shows, for the first time at national level, a direct and statistically significant link between the availability of public parks and green spaces and health and wellbeing.

That is why I called this debate today. We must not take playgrounds and play facilities for granted. We have to talk about them. This is an area of policy that could fall between the gaps. It was difficult even to decide whether I should target this debate at the Ministry of Housing, Communities and Local Government, the Department for Education, or the Department for Digital, Culture, Media and Sport, so this is not owned as much as it should be.

I have four requests of the Minister, and I will be as specific as I can. The first is about resources. I do not like to bang on about money constantly because I know the situation is tight, but we should invest to save. Investing a pound in good play facilities now will yield better returns and savings for the health service and the education system in the long run. We cannot rely on developers’ section 106 contributions for new play facilities. They make a bit of a difference, but only in areas in which development is taking place.

I think that is absolutely vital. A lot of local authorities and councillors care about these issues and do exactly that. We gain from having open spaces for free-style play, but having structure in playground provision costs money, and we need to think about investing in such facilities.

If I were to ask for a sum of money from the Department, I would urge the Minister to think about what a mere £100 million could achieve. It would deliver 1,600 playgrounds and play spaces. That is the sort of level we are talking about to counter the downward trend in the statistics I mentioned earlier.

Secondly, children’s voices should be better represented as policies are developed. The parks and green spaces sector has not had a dedicated national voice or leadership in Government since the Commission for Architecture and the Built Environment was merged with the Design Council back in 2011, and the closure of the charity GreenSpace in 2013 was a great loss. The lack of a dedicated national leadership agency on this issue is holding back the development of children’s playgrounds, parks and open spaces. The Department set up the parks action group, but it does not focus specifically on children and the importance of play. I ask the Minister to think about how we can increase the representation of this issue in that forum.

The other day, the Minister and the Secretary of State launched the integrated communities strategy, which relates to how we can help communities to come together. We talked earlier about the social cohesion gains that could come from that. Although the “Integrated Communities Strategy” Green Paper mentioned bringing neighbourhoods together, it could have focused much more on play. I ask the Minister for parks to think about adding play to his portfolio to address the real threats that exists. Taking action to open up the mental and physical health benefits of outdoor play to the widest possible range of children from all backgrounds will make a real difference.

Thirdly, I ask the Minister to help us get more allies for the play sector. That is similar to my second ask of the Government. The Heritage Lottery Fund recently removed its “Parks for People” programme. It is one of the greatest ironies that, after the financial crisis, the lottery provided some of the most stable funding for community development, and we have relied on it for the past decade. That was the only dedicated parks restoration fund, and without it there is less opportunity to bid for grants.

Fourthly, I want to ask the Minister about the evidence and research he will need to arm him in his discussions with the rest of Government, with his Secretary of State and around the Cabinet table. We need to prove that every pound spent on children’s playgrounds will lead to great returns. Next month, the charity Fields in Trust will publish a report that shows that the value that lower socioeconomic groups place on parks and green spaces is higher than the national average. A reduction in the quantity and quality of those spaces may disproportionately affect those who need them most. This is not just about money. We need to gather that evidence together. The alarming statistics in the Association of Play Industries’ report, which I mentioned earlier, combined with the continued increase in child obesity, lead me to ask whether we can commission a deeper and more thorough report into the state of play facilities and open spaces across the entire United Kingdom. Research with a particular emphasis on the prevalence of obesity and other health issues in certain geographical areas will allow us to examine the correlations and help us to make more appropriate decisions about play policy.

I believe there is a strong correlation between higher instances of obesity and mental health issues in childhood, and the deprivation experienced by areas where free-play opportunities are limited or lacking. That is a significant challenge for public policy makers. A well-maintained and loved community play and recreation area fosters social cohesion, as hon. Members said, encourages children to be active and lifts the spirit and mood of the whole community. I hope the Minister agrees and helps to drive forward a renaissance in children’s play across the country.

That this House has considered cladding and remedial fire safety work.

Thank you for calling me to speak, Mr Streeter. It is a pleasure to serve under your chairmanship. I am grateful so many colleagues have turned up to the debate, which emphasises how significant this issue is for so many of our constituents.

I first came to the issue because of a block called Citiscape in my constituency. A group of residents came to see me because the block has the same kind of cladding on it as Grenfell Tower: aluminium composite material—ACM—cladding with a polyethylene core. Polyethylene is a kind of compressed paraffin. At Grenfell, this cladding had the equivalent combustibility to 32,000 litres of petrol over the outside of the building, so it is understandable that Citiscape’s residents were so concerned.

The residents were told that it would cost them as leaseholders up to £31,000 per flat to remove the cladding—a bill many of them simply could not afford—and that if everybody did not pay, none of the work would start. One older resident had to cancel his move to a care home because the flat he was going to sell to pay for that move was unsellable because of the cladding on the building. These people are stuck in a building that they describe as a deathtrap, unable to move and unable to afford the cost of making their homes safe.

The industry estimates that some 800 blocks across the country have flammable cladding: 300 are council-owned and will eventually be made safe, although it is worrying that nine months after Grenfell only three have so far been completely re-clad, and around 500 blocks are privately owned, but the Government are doing nothing to help the people living in them.

The hon. Gentleman has made a good start to an important debate. Does he have ideas for what more could be done to encourage owners and landlords to improve or replace the cladding on the buildings that they own?
