I chair the 1922 defence committee, and the Secretary of State will know from Prime Minister’s questions that the whole Conservative party welcomes this announcement, but may I suggest that the message from the Government would carry so much greater resonance globally if the official Opposition also signed up to it? I am a former member of the armed forces, so I can assure him that the country speaking as a whole—the official Opposition and the Government together—carries much greater weight internationally for the good of the country.
My hon. and gallant Friend is absolutely right. We have seen how that has worked with Ukraine, and I am sorry that it is not working today with the timeline to get to 2.5%. I am afraid it proves, once again, that this country’s safety is in the right hands when Conservatives are in power.

The hon. Gentleman’s rather trite comment on procurement is a total failure to understand how the military works. He wants to talk about the deterrent; everything from our nuclear submarines right down to small arms is part of the procurement system. They all have to be procured. My priority is ensuring that we have a procurement system that is agile, gets equipment to the frontline as fast as possible, and can engage with the latest technological developments; think of lasers and uncrewed systems. Technology is moving at an extraordinary pace. We have used technology to support Ukraine so far. We have provided 4,000 drones and will increase our support to around 10,000. We are doing everything possible to support Ukraine. All that is done through the procurement system—if I may say so, highly effectively.
I join my hon. Friend in commending the professionalism of our armed forces, and in pointing out that Labour has not committed to an increase in defence spending, but may I remind him that the first duty of any Government is to ensure that defence spending primarily reflects the threat, rather than the ability to pay? We have a war in Europe. We have an increasingly belligerent Russia. I chair the defence committee of the 1922 committee. Conservative Back Benchers are very much behind the idea that we need to increase defence spending. What does the Minister think it will take to increase defence spending?
First of all, we have increased defence spending. Crucially, the last spending review saw the largest allocation of spending to defence since the cold war. Yes, we have set an aspiration of 2.5%, and the answer to when that will happen is: when economic conditions allow. It would be imprudent to commit to such a level of spending if we did not think it could be sustained. The worst thing would be to have that spending for maybe one or two years, and then have to go backwards because we did not think it was sustainable. This is about balancing affordability against commitment, but we need to be absolutely clear that at over £50 billion, this is the most we have ever spent on defence. There is an extraordinary effort in support of Ukraine, and we have highly capable armed forces who are making an extraordinary contribution to NATO, including through the latest NATO exercise, and will continue to do so.

Commons ChamberI commend my right hon. Friend for his service and dedication as Secretary of State, and I wish him well for the future. As a fellow infantryman, he will know there is sometimes no substitute for boots on the ground if one wants to command that ground. Given that the 1922 defence committee submitted a paper to the defence Command Paper refresh expressing concern about hollowing out, can he assure us that this hollowing out will stop and that cuts to the Army, in particular, will stop? What assurance can he give that not only will it stop but we will have scope to build on those numbers? Ultimately, an Army of 72,000 and falling is simply not large enough, given our commitments.
We can argue about size, but we have to make sure that whatever we put in the field is properly equipped and enabled, and is effectively 360°. That is really important. We therefore have to be honest about the size of our defence budget envelope. There is no point pretending that we can have huge numbers without a defence budget to match. I have been determined throughout my tenure that this is not purely a numbers game, and I know my hon. Friend gets that. Many of his suggestions were incorporated into this Command Paper, because the lessons of Ukraine show that, yes, we need infantry and tanks, but also that we can sometimes dominate the ground without even being there.
The proliferation of cheap drones and the use of highly accurate artillery allow fewer people to cover or dominate more area. I went to see a frontline corps commander in Ukraine, and he had nearly 1,000 cheap unmanned aircraft systems at his disposal every day. At any one time, he might have 80 or 90 up in the air, which gives him the ability to dominate ground without necessarily having mass. I get that, ultimately, the ground has to be taken, but let us make sure the people who take the ground are properly protected and equipped so they can hold it, otherwise Russian forces will take the ground and kill them.

Commons ChamberThe armed forces’ capabilities allow the Ministry of Defence to meet a range of domestic and global commitments. Defence is reorganising and re-equipping to face future threats. However, as I have previously stated, as the threats change, we need to change with them. Any specific changes related to personnel numbers or military equipment capabilities will be determined once the update to the Defence Command Paper has concluded, which I expect to happen in June.
While I am conscious that my right hon. Friend has accepted the conclusions of last year’s 1922 defence committee report in drafting his Command Paper, I am also conscious of the fact that there is real concern, as we are about to hear, about the integrated review and, indeed, one-off increases. What does he think it will take for this House to sustainably increase defence spending, given geopolitical events?
I am grateful to my hon. Friend. First and foremost, we have been sustainably increasing our defence since 2020. The Prime Minister recognises the dangerous world we are in, and in the autumn statement both the Chancellor and the Prime Minister recognised the importance of increasing defence spending. The Prime Minister has obviously talked over the weekend about defence spending. There will be a Budget later in the week, and then I think there will be some further discussions to have.

Commons ChamberThe hon. Lady’s question is well intended. We want the same thing: we want to help. It is frustrating, however. The Government were criticised for outsourcing the Ukraine refugee scheme to members of the public, yet the reality is that if the Government have to be responsible for it in its entirety, people end up being stuck in hotels until councils are willing to take people out of those hotels. It is appalling that Afghan refugees are still stuck in hotels nine months later. I am desperate that councils around the UK step up and help us to accommodate the people who served our country with such amazing bravery and selflessness, and who are stuck in hotels because councils cannot accommodate them.
As chairman of the British Council all-party parliamentary group, I have been raising the plight of 170 British Council contractors who remain in Afghanistan in fear of their lives, 85 of whom have been deemed by the Government to be at very high risk. Given the written ministerial statement today, what assurances can the Minister give that the latter group in particular will be prioritised? They are not the only ones in fear for their lives in Afghanistan—there are many more. If he cannot give that assurance, given the urgency of the situation, will he knock on whatever door is required in Government and press upon that individual the need for action?
My hon. Friend has already seconded me on a number of occasions to speak to colleagues around Government on his behalf, as part of his campaigning on behalf of those who worked for the British Council. He knows, I think, that both the Foreign, Commonwealth and Development Office and the Home Office are seized of the need to do the right thing by them. The Afghan citizens resettlement scheme is clearly the opportunity. In Islamabad three weeks ago, while of course my focus was ARAP, I was able to also reassure myself—I hope he will be encouraged to hear this—that all is in place to begin bringing people out under ACRS through that route as well.

That this House has considered NATO and international security.
I am grateful for the opportunity to discuss NATO and international security today. The ongoing war in Ukraine underlines the fact that we are living in a dangerous new reality, where aggressor states such as Russia are ever more willing to take risks and violate our international rules-based order. But it also reinforces the ongoing value of the North Atlantic Treaty Organisation, the most successful alliance in history.
Since NATO’s formation in 1949, it has been a beacon of freedom. Twelve founding members, of which the United Kingdom was one, came together to protect their common values and the precious freedoms so recently won in the second world war— freedoms that until recently many of us took for granted. Over the last 70 years, NATO has more than doubled in size to 30 members, but each is still bound by the common values of that founding treaty: freedom, democracy, human rights and the rule of law. Contrary to allegations that emanate from the Kremlin, people choose NATO; NATO does not choose them. Those founding principles have stood the test of time, while other authoritarian, oppressive regimes have been found wanting. Our principles have remained, but our military and diplomatic strategies have continued to evolve.
NATO’s strategic concept is the masterplan for the alliance. It reaffirms the alliance’s values and guides NATO’s future political and military development. It provides a collective assessment of the security environment and drives the adaptation of the alliance.
My right hon. Friend will have had sight of the 2022 Defence Committee report and its recommendations. Does he agree, without wishing to put him on the spot about higher defence spending, that it is wise for the west and this country to talk softly and to carry a big stick, and to resource those capabilities accordingly? We are more likely to be listened to when talking softly if we have the hard assets required to ensure that.
My hon. Friend makes an important point about resource. I have always said that, as the threat changes, we should obviously consider changing how we deliver and what we deliver in defence. One of the key planks of my tenure as Defence Secretary is for us to be a truly threat-led organisation—if the threat goes up or down, we should adjust accordingly—otherwise we will end up fighting yesterday’s battles, not tomorrow’s. That of course includes resource. It is also very important to make sure that the machineries of both NATO and our Department of State reflect that and move quickly to deliver it.
I do indeed, and I am sure that my hon. Friend also discussed Norway’s contribution to the joint expeditionary force set up in 2015 and led by Britain, which the Secretary of State mentioned. The accession of Finland and Sweden means that there are now a full 10 NATO nations in the force, and that it can become even more flexible as a potential operational first responder in the Baltics and in the Nordic areas.
I will indeed, but then perhaps I had better get on with my speech.
The right hon. Gentleman is being very generous, and I will be brief. He mentioned weapons systems. Is not one of the lessons from Ukraine so far the speed with which one gets through the systems that are being delivered? It reminds us of the need for deep stockpiles of such weapons and ammunition—and, indeed, security of supply lines—at times like this, which we should not underestimate when we factor in defence spending.
The hon. Gentleman is exactly right. One of the most useful and effective weapons for the Ukrainians has proved to be the British-supplied Next generation Light Anti-tank Weapon missile, but we rapidly ran out of our UK stocks. We have been very slow in getting fresh production under way, and we have had to raid the stockpiles and the production supplies set for other countries in order to continue to supply, as we must, the military assistance that Ukraine needs. I think that the question of procurement—I will say more about this later—is one of stockpiles, sourcing, and speed. Those three “Ss” are a part of the failures of the present military procurement system, which really does now require deep reform.
Let me start by commending the Secretary of State and his Front-Bench team for their leadership on Ukraine. I also commend those on both Front Benches for their contributions to the debate. Indeed, I commend all the contributions. This is important, because if we are to move the dial on this issue when it comes to defence spending, it will require collaboration on a cross-party basis. We should not underestimate the importance of that if we are to convince the country that we need to spend more on defence. As we all know, the defence of the realm is the first duty of Government. We need our leadership—our respective party leaders—to wake up to that.
Having myself served in the 1980s in Germany, including Berlin, in Northern Ireland and with the United Nations elsewhere, I think we are all very much in agreement in wanting to commend the men and women serving in our armed forces—now and in the past—who have been prepared, and are prepared, to put their lives on the line and make the ultimate sacrifice in the defence of the liberties that we enjoy in this country today.
As some colleagues have already mentioned, the invasion of Ukraine is a wake-up call. It has, perhaps, given NATO a fresh purpose, and it has certainly reminded NATO of its original purpose. I would contend that for too long the west has been complacent. At the end of the cold war, we believed that the very concept of democracy would sweep the field. Everything was right about it: who could argue against it? However, democracy is a fragile concept; we need only look at what happened on Capitol Hill in the United States a few years ago to be reminded of that fact. Democracy needs nurturing; it needs encouraging; it needs defending. That was brought into sharp contrast by the recent vote in the United Nations when more than half the world’s population, as represented by their Governments, failed to condemn the invasion of Ukraine. It is a stark lesson that perhaps, with the coming of the new cold war, we need to resource properly —and, I would argue, spend more on—both our hard and soft power capabilities in order to win the argument.
A number of us in this place, on both sides of the House—for this is not a party political issue—have been warning of the dangers of potentially hostile states, including Russia, for some time. I know that many would disagree, but I would humbly suggest that this country became distracted, as did the west generally, by a number of what I would term foolish interventions, starting with Iraq in 2003. That is now history, but we need to remember that Russia still occupies roughly a fifth of Georgia, which it invaded in 2008. These are very real dangers now, and it is the present with which we have to deal.
Against that backdrop, I was appointed chair of the 1922 defence committee, and was tasked with soliciting the views of Conservative Back Benchers on what our defence priorities should be. Our report was released last week, and is now with the Government. We had a good discussion with the Defence Secretary on Monday, and I look forward to continuing that discussion with the policy unit at No. 10 and, indeed, with the Prime Minister.
In the few minutes that are left to me, it may be helpful if I give a brief summary of the main themes that emerged from the report. There was a wide consensus that the integrated review—and perhaps more importantly, the associated documents that followed it, such as the Defence Command Paper—required revisiting. The integrated review was predicated on peacetime conditions, which frankly no longer exist. It does not need to be torn up and rewritten from scratch, but it does need updating, with an examination carried out as to what equipment and manpower Britain needs to protect its own and its allies’ security. We suggest in the report that there should be a moratorium on any defence cuts until that exercise is complete. There is little point in shedding personnel, weapons, tanks, aircraft or whatever and then finding out that we might need them.
Conservative Back Benchers are adamant that Defence spending should be meaningfully and substantially increased. Instead of targeting a certain percentage of GDP, which is affected by the ebb and flow of the economy, Britain should, in the light of this review exercise, work out which specific capabilities it requires in manpower and matériel, and bid to achieve those. In addition, the report suggests that the cost of military and MOD civilian pensions should not come out of the Defence budget. Neither should the costs of the nuclear deterrent come out of the Defence budget. It is after all a strategic asset; it should be completely separate. The games that have been played in the past by including the nuclear deterrent cost in the Defence budget to ensure that we hit a certain percentage should, frankly, be left in the playground. We are dealing with the defence of the realm and we need to attach to this debate the severity and sincerity that is required to ensure that we do what is right. We should not be playing politics with figures.
The report made a number of other recommendations. It concluded that the Government should take steps to expand homegrown talent and skills in our defence industry. That would boost the defence sector as well as our sovereign defence capabilities. It also makes the point that we should adopt a more strategic view when deciding whether to allow foreign bids for defence companies. On procurement, it recognises that reform is being introduced to the MOD’s procurement system, which does not have the best reputation, as we know. The committee also concluded that the MOD should give greater thought to buying off-the-shelf equipment rather than going down the bespoke route. A weapons system that is 80% perfect and available at speed and scale is sometimes preferable to a system that is 100% perfect but unavailable. We talked about having a deep stockpile of advanced weapons and ammunition. Ukraine has shown just how quickly we can get through our stockpiles. We have run out of serious weaponry in this country, and we need to ensure that we learn the lessons from that. At the bare minimum, we need to ensure that a rock-solid supply chain is in existence so that these weapons can be produced even in wartime conditions.
We suggested that consideration should be given to improving pay and accommodation, because this is not just about weaponry; it is very much about personnel, and we should never forget those on the frontline. Improving pay and accommodation is of great importance, as is ensuring that greater support is available to support soldiers’ mental health. We also suggested—like everyone else in this place who has served, I have a vested interest, and I declare it—that recruitment should be taken back in-house and associated with the county associations that made the regimental system so strong and a major source of endurance on the regimental front. Outsourcing has not been a success.
We stand at a pivotal point. Given how fragile the concept of democracy is, we need a rounded, all-encompassing approach incorporating both hard and soft power assets—which require additional funding—to ensure that we do indeed talk softly but carry a big stick. If we do not embrace the concept of ensuring that we have a full range of capabilities relative to our assessment of the risks—risks that have increased since Ukraine—while always pursuing diplomacy, conflict will become more likely. I sincerely hope, as we all do, that the lesson of Ukraine will be the wake-up call that it is.
That is an interesting point. It seems to me that NATO is one of the most powerful arguments for the Union, because if one supports NATO, surely one continues to support the Union.
Many colleagues have discussed the Madrid conference and shown particular interest in the strategic concept. Fundamentally, the strategic concept has three key elements for which we should be looking out and in which the UK has particular interests.
The first key element of the strategic concept relates to the resilience of member states and the wider alliance, and to the interweaving of national security plans, reinforced by a wider NATO mass at appropriately high readiness, with robust enablers and industrial bases to get NATO into the fight and sustain it once it is there.
The second element is adapting and modernising around advanced technologies. Inescapably, the battle space is changing. Everyone harks back to the armour-on-armour conflict of the past, and, of course, as we have seen in Ukraine, there is still a place for it, but, inescapably, there are technological advances that cannot be avoided and that the alliance must embrace. Missile technology is in the ascendancy. Cyber and space remain pivotal, even if their role in Ukraine has not been as great as we expected, and the alliance must embrace them.
The third element is competing and integrating across domains using both military and non-military tools. Far too often in discussion, NATO is viewed through a military lens when the nature of competition is now more than just military mass on mass; it is the ability to bring to bear the full effects of the state, and all states within the alliance, to impose cost on the adversary.
It is a selective retelling of history if the UK’s own increase in defence spending is ignored. I would argue that the UK led the way in encouraging people to increase defence spending in anticipation of the way the world was developing. Many countries have now followed, which is enormously welcome. That has changed the Euro-Atlantic security situation beyond recognition. In particular, Germany’s spending as a large continental power in the middle of Europe has massively changed things. It gives the UK and others a lot to reflect on around the capabilities that we should seek, given the mass that Germany and Poland will have in the centre of Europe.
It is not just the cash spent on military mass that has changed; there has been a huge geo-strategic shift. As Members across the House have remarked, the fact that Finland and Sweden have abandoned decades of neutrality to join the alliance is a quite remarkable development—perhaps the most vivid example of just how badly Putin has miscalculated in his strategic aims for this conflict.
I do not accept the Opposition’s charge that the integrated review has been overtaken by events. The IR was fundamentally about a return to systemic competition. I have an awful lot of time for the shadow Secretary of State, as he knows, but when he said that there was a section on the Indo-Pacific but not on Russia, I had a quick flick through the IR and the defence Command Papers since the IR. I found that almost every paragraph mentions NATO, Russia or the Euro-Atlantic. The one part that does not is the section on the Indo-Pacific to which he refers.
In any case, the argument that the UK can focus only on the Euro-Atlantic is just not sound. The reality—this feels rather like watching my son’s football team play the Cheddar under-10s, where they all run around following the ball—is that there is lots to distract us in Europe right now, but there is a world beyond that is increasingly unstable and insecure. It is struggling with high food and fuel prices, which brings instability, as we saw in the Arab spring. The UK needs to keep an eye on that beyond Europe and remain engaged with it, because Iran, China, Russia and violent extremist organisations are all looking to use the west being distracted as an opportunity to stake their claim.
If my hon. Friend does not mind, I will push on because I have only a minute and a half to go.
I pay tribute to our armed forces deployed right now across the entire eastern flank of NATO, in Finland, Estonia, Latvia, Lithuania, Poland, Slovakia, Romania and Bulgaria, in the sea as well as in the air. Thousands of them are deployed, and they are enjoying their service alongside their NATO allies. They are coming to understand exactly what it is to be a part of NATO, believing in the collective defence of countries on the other side of Europe and being willing to give their lives in their defence, as the NATO treaty requires.
We will continue lethal aid to Ukraine for as long as it is required. We are sending in a great deal of our own stuff, but we are also bringing influence to bear to encourage others around the world to send theirs. Then there is the race for Ukraine to rearm more quickly than a sanction-ridden Russia. We are working hard with the Ukrainians to understand what their requirements will be, work out how to get them the platforms and deliver the training that they will need to operate them. Of course, colleagues in the rest of Government are working to rebuild Ukraine when the conflict finishes. We must not get carried away by any of the successes for Ukraine in recent weeks. A great deal of hard fighting remains. There is no celebration when Russia fails, but Russia is failing far too often. We will continue to do everything we can to support Ukraine. NATO will continue to reinforce its eastern flank to reassure our allies there, and the UK will continue to do all we can to ensure that Putin fails.

Commons ChamberI quite agree with both my right hon. Friend the Member for Beckenham (Bob Stewart) and my hon. Friend.
Bearing in mind your advice, Madam Deputy Speaker, I will conclude with one point about the budget itself. During the period in which I chaired the Defence Committee, we produced two reports—one in 2016 called “Shifting the goalposts?” and the other an update to that report in 2019—with the purpose of setting very firmly on the record what the proportion of GDP spent on defence had been historically on a like-for-like basis. It is a fact that, in the aftermath of the Korean war, defence spending as a proportion of GDP at one point was as high as 7%. In about 1963, it crossed over with spending on welfare at 6%. That was all a long time ago, but as recently as the 1980s the spending on health, education and defence was roughly the same at just over 4% of GDP.
My right hon. Friend, I and probably everybody present in the Chamber have been calling since we have been Members of Parliament for much higher defence spending. I think that is accepted. However, does he agree with me that once that higher level of spending is determined, we should not necessarily link it to GDP, because economies can go up and down? There have to be real-terms increases once that higher figure is decided, otherwise the armed forces will not know where they are and it will be difficult to plan.
I do agree with that point; using GDP percentages has always been only a very rough and ready guide.
What was absolutely shocking was the way in which, given that even within half a dozen years of the downfall of the Berlin wall—as late as 1993-94—we were still spending 3.1% on the old method of calculation and 3.6% on the new method of calculation, whereby the MOD is allowed to include certain things we never used to include, it then became an argument as to whether we would even manage to achieve 2% of GDP. Our expectations have been managed down so far that when, even in recent times, a number of us have called for 3% to be a target, it was regarded as being completely out of reach. It should not be out of reach. The sort of effort we put into defending this country is the most important investment we can make, so 3% of GDP should now be seen not as a target or as a minimum, but as a stepping stone on the way to a realistic investment to meet the threat that never really went away, the reality of which in Ukraine has now been proclaimed for all the world to see.
I thank the right hon. Member for Rayleigh and Wickford (Mr Francois) for raising that point of order. If anything proves the heartlessness of Vladimir Putin, it is that news. I join the Prime Minister, as I am sure everyone in the House does, in condemning that action.
I begin by thanking my right hon. Friend the Member for Warley (John Spellar) for opening this timely debate. Like him, I wish the Chair of the Defence Committee a speedy recovery from his minor operation. In this debate we have also witnessed the unique sight of my right hon. Friend the Member for North Durham (Mr Jones) finally finding some common ground with the hon. Member for Plymouth, Moor View (Johnny Mercer)—those of us who know both of them will know that that is an amazing sight. Both spoke of how spending decisions affect the morale of our troops.
The management of MOD spending, our equipment and the numbers of our armed forces are always important, but in the current international climate there is no room for mis-steps. The Government must respond to the threats to the UK and to European security that a Russian invasion in Europe poses. Just as Labour reassessed defence spending after the 9/11 attack on the twin towers, we expect the Government to bring forward a budget boost when the Chancellor comes to the House in exactly two weeks’ time.
Other European allies have already made this move. In the light of Russia’s invasion, Germany has announced an increase in its defence spending, including a €100 billion fund to upgrade its armed forces. Denmark also announced at the beginning of the week that it will significantly increase its defence budget. I welcome these announcements. European countries have been quick to respond to Russia’s actions, recognising that they threaten the security of Europe. As my right hon. Friend the Member for Warley mentioned, Germany’s recent decisions have reversed defence and foreign policy positions that have been held for decades. Chancellor Olaf Scholz has described Russia’s invasion of Ukraine as
“a turning point in the history of our continent”
and made it clear that, in order to ensure the freedom and democracy of Europe, an increase in defence spending is needed.
I want to be clear that if the Government act to increase defence spending in the next Budget, they will have Labour’s full support in doing so.
I was in the House when the shadow Secretary of State made that announcement during the Defence Secretary’s statement earlier today. If we are to move the dial on defence spending, we need the support of both sides of the House. Can the hon. Gentleman confirm that when the official Opposition ask for that increase in defence spending, it will not be just a one-off? It has to match our interests’ requirements, but it has to be sustainable.
I think the hon. Gentleman has just written my speech for me. If he will allow me, I will develop that argument further.
Any increase in defence spending would benefit the UK economy. If done well, taxpayers’ money can be spent in a way that enables more apprenticeships, the growth of small and medium-sized enterprises, and for the UK to be a world leader in design, innovation and engineering. However, mismanagement and delays of contracts, or contracts being awarded to foreign companies, will damage the UK defence sector. Unfortunately at present, public money is not being used in a way that brings the most benefit to the UK. Without steady investment and supply of contracts, British shipyards, British aerospace and, ultimately, British jobs will suffer.
When I speak with industry representatives, they tell me they want fairness, not favours; all they ask for is a level playing field. UK bids are competing in a race to the bottom with international companies that enjoy state backing. The feast and famine cycles of defence contracts leave British companies unable to prepare, or to sustain investment in apprenticeships and jobs over a long period of time. If these companies suffer, we lose our domestic defence manufacturing sector.
Labour supports the UK defence industry, which is why we believe in a “British built by default” approach to defence procurement. Our shipyards and our steel industry are national assets, and we need to see a clear plan from the Government on how we enhance these capabilities.
Concerns have been raised by the National Audit Office, the Defence Committee and the Public Accounts Committee about the running of the MOD. Now more than ever, at a time when European security is most under threat, Ministers must ensure that the deep-rooted problems in the MOD are urgently addressed. As the NAO suggests, the Government’s new equipment plan still fails to ensure that our armed forces will get all the equipment they need. Sadly, value for money for the British taxpayer is not being guaranteed. Then, of course, there is the Ajax-shaped hole at the heart of the British Army’s future, which I am sure we will hear more about in the coming days.
In 2020, Labour welcomed the Government’s extra £16.5 billion investment in defence spending, with more scope for high-tech research and development, but the Government’s plan only papers over the cracks in the MOD’s budget. Too much of that new money will be swallowed up by the MOD’s budget black hole. The National Audit Office also states that too little has been done to reform the MOD’s controls in order to deliver this plan on time and on budget. There is also no plan to deal with massive MOD waste, despite at least £13 billion of taxpayers’ money being wasted through MOD mismanagement or misjudgment since 2010, with £4 billion wasted in the past couple of years alone while the present Defence Secretary has been in post. Unfortunately, it all points to the conclusion that the MOD is a uniquely failing Department.
If wasted expenditure had been avoided or reduced, funding would have been available to strengthen the UK’s armed forces. There would have been no need for the cuts to troops, planes, ships and equipment forced by financial pressures. For example, in last year’s integrated review, the Government cut main battle tank numbers by a third. Restoring the Challenger fleet to full strength would cost an estimated £430 million, equivalent to the money wasted by the MOD.

Commons ChamberI would have to have pretty wide eyesight, as my right hon. Friend is in Washington at the moment, but if I had some massive binoculars, I would definitely pass on the message. I am happy to try to get to the bottom of all the figures. On the amount of money that has been sanctioned, the statistics that I had was that the UK has frozen more funds in London than Europe and the United States, and that matters. The construct of sanctions are different in different countries, but I would be very happy to look into that. I do not think that there should be any hiding place—and nor does the Foreign Secretary—for any of these Moscow hoods who are running around, including the dreadful Wagner Group.
In commending the Government for their robust response to this dreadful invasion and notwithstanding existing levels of support and our article 5 commitment to NATO, the Government are right to rule out a no-fly zone and also to emphasise that it is a difficult balance to ensure that any defensive support is calibrated not to escalate matters to a strategic level. With talk of Polish jets being donated in mind, what assurance can my right hon. Friend give that, whatever the outcome, this will achieve the right balance, because a wider war would not serve the interests of any population, let alone Ukraine?
My hon. Friend makes some wise observations. Just on the jet issue, and on all lethal aid issues, it is, in a sense, for each individual country to make the unique choice that it has to make. I have the duty of defending this wonderful nation, and it is those people for whom I have to answer, and we have to calibrate our action as suits. If the Polish Government feel that the security threat is so acute that it requires them to do that, I would fully understand their decision and stand by them. Let us remember that the countries that will face the direct consequence of a successful Russia over Ukraine are the bordering countries, because we know that, in Putin’s mind, some of those are not genuine countries and some of those countries are the very places that he historically feels should either be punished or, indeed, coerced into his way of thinking.

Commons ChamberI am sure that the hon. Lady understands what I meant when I said that if President Putin invaded Ukraine, there would be “a whiff of Munich”. Of course, there were two parts to Munich: there was the appeasement, but there was also the fact that, all the way through, Hitler lied and had a plan to aggressively invade large parts of Europe. My point, as I set out in my article, was that if President Putin invaded, we would be chasing a straw man when all along he had a predetermined plan.
I suggest that, before making allegations of that sort, the hon. Lady should go back to the history books in order to understand what Munich was about. Then she will understand what I was saying. We know that, time and again, President Putin has ignored international law, ignored human rights, invaded countries, and murdered British people on these streets through orders to the GRU—and all that the hon. Lady can do is come here, stand up and tell us that we are in the wrong. Perhaps she should go to Moscow and tell it to them.
I know my right hon. Friend will agree that jaw-jaw is preferable to war-war, but does he accept that given Russian ambitions regarding Ukraine and events elsewhere, including in the South China sea, the time has finally come for the United Kingdom to recognise that we need to substantially increase our defence spending on a sustainable, long-term basis? Jaw-jaw is far more effective if a country has strong armed forces.
The Prime Minister supported and delivered the biggest increase in defence spending since the cold war. The purpose of that extra £24 billion was to modernise our armed forces, and also to ensure that we are able to enter new domains where we are threatened by both Russia and other adversaries. That is the right track.
We have been consistent, as has the Prime Minister, on the fundamental point that if the threat changes, we should always been open to review. We should also recognise that we achieve our strength in the west through our alliances: our alliances on our values, and our alliances on our defence spending. NATO is the best alliance in that regard. It is the keystone of European security. Our spending outstrips Russia’s, and our forces do so as well. The one thing that we must make sure that we continue is resolve, because resolve is what this crisis is about. We are resolved, the Prime Minister is resolved and the United Kingdom is resolved: we are going to stand up for our values again, and stand up to Putin’s aggression.

Commons ChamberI would be delighted to get those details from the hon. Gentleman, because all individuals settled under the ARAP scheme are given indefinite leave to remain.
I have no doubt that the Defence Secretary is straining every sinew, but one fears that bureaucracy and lack of clarity are getting in the way. I understand that almost 200 Afghans who worked with the British Council, and are therefore eligible for the ARAP scheme, are still in Afghanistan in fear of their lives. One sent this email:
“we are now being hunted by the Taliban. We are in hiding, and we have run out of money. We are in very real danger and in fear of our lives”.
What more can the Government do to help these people?
My hon. Friend refers to a scheme that is stewarded by the Foreign Office. I am happy to hold a surgery for colleagues on both sides of the House on the ARAP scheme, for which I am responsible, and I will broaden it by bringing along Ministers from other Departments so that they, too, can answer these questions and deal with individual cases brought by Members. If the House gives me leave, I would be happy to arrange it.
