Commons ChamberAs I hope I made plain to the House, we have taken extreme care to train all the people who will be deployed to Sierra Leone to take on this difficult disease. It is important to remember that we are doing that not in isolation, but with international partners. For instance, the United States is leading in Liberia and France is leading in Guinea. We need to get more international partners to join the fight to beat this disease.
The Minister for the Armed Forces will know that, with the support of the North Staffordshire chamber of commerce, I had arranged to visit the west Mercian Regiment in Fallingbostel in the spirit of the armed forces covenant. Unfortunately, the Independent Parliamentary Standards Authority did not approve the designated journey. Given that IPSA, after representations from various people, has reconsidered its policy, does the Minister agree that it is of the greatest urgency that it should issue revised guidance on the scope for proper visits?
I congratulate the hon. Lady on her doggedness. As she will recall, we have had exchanges on this matter before. She has persuaded IPSA to change its mind, which does not happen every day of the week. We congratulate her and are considering erecting a small statue to her in Parliament square.

Commons ChamberThe UK has a close military-to-military relationship with Pakistan. When I met Prime Minister Sharif recently, I was able to reassure him about our intentions to continue in particular the excellent counter-IED work that we are doing with the Pakistan army and the Pakistan civil defence and police authorities. IEDs claim a huge toll in Pakistan, and that work is seen by the Pakistanis and ourselves, and by the Americans and the Danes—both of which countries intend, I understand, to contribute to our future programme—as key to Pakistan’s future.
3. What his policy is on hon. Members visiting armed forces serving abroad.
All visit requests from hon. and right hon. Members are considered on a case-by-case basis and accommodated if possible. If an hon. Member wishes to visit our armed forces serving at home or abroad, they should write to my right hon. Friend the Defence Secretary giving the purpose of the proposed visit. However, it has been the long-standing policy of the Ministry of Defence, including under the previous Administration, that visits by individual MPs are normally undertaken at their own expense.
Given the concern about the armed forces review and the prospect of many officers, soldiers and so on losing their jobs, is it not important that, under the military covenant, we do everything possible to resettle returning armed forces personnel? In such circumstances, would it not be appropriate for the Ministry of Defence to approach the Independent Parliamentary Standards Authority to see whether it will include MOD destinations among those designated in Europe for one trip a year by MPs?
May I begin by saying that I have a lot of time for the hon. Lady, having served with her on the Environmental Audit Committee several years ago? I wrote to her in late March about an issue in relation to a visit she had requested, but I am afraid that the position has not changed since then. The funding of individual Members’ travel is ultimately a matter for IPSA. I am willing to talk to IPSA about the matter, but Members will know that I cannot guarantee the outcome.
I pay tribute to the hon. Lady, however, who has shown consistent support for the Mercian Regiment and its predecessors, and that has been reflected back to Ministers by the regiment itself.

Commons ChamberI thank my hon. Friend for all his work in stimulating interest among our young people in taking up engineering careers, particularly so that they can take up the many hundreds of engineering jobs for which the Ministry of Defence and the armed forces seek to recruit every year. We are doing a lot of work, not least through the Bloodhound initiative—a project with which he was intimately involved—to raise awareness of engineering skills in the armed forces, and to encourage young people to consider maths, science and engineering as future careers.
14. What contracts for recruitment of armed forces personnel have been outsourced to date; and what arrangements are in place to monitor such contracts.
The Ministry of Defence has not outsourced the recruitment of armed forces personnel, but the Army has entered into a recruiting partnership with Capita, and once the contract is fully operational, payment will be linked to the number of recruits required by the Army. I have already acknowledged that there have been teething problems with the IT support for the contract, but the issue has the attention of those at the highest levels in the Army and in the ministerial team.
We have heard a lot this afternoon about recruitment and how critical it is to the White Paper, and how difficult it will be to meet the target that has been set. Given the real difficulties with recruitment on the ground—I am referring to unanswered e-mails, lack of communication between departments and lost forms—will the Secretary of State hold an urgent investigation into the way that Capita plays its part in the joint venture, with particular reference to candidate support managers?
Yes; we are already doing this. The initiatives that I mentioned to my hon. Friend the Member for Canterbury (Mr Brazier) are designed to deal with specific problems with the way in which the website interacts with mobile devices, and the way that we deal with medical records and with inducting candidates through the interview process. We will reintroduce, on a pilot basis, the idea of a face-to-face weekend process that deals with all the procedures in one hit. If that is successful, we will make it the default option for 2014.

Commons ChamberOf course, as my hon. Friend correctly presents, it will take us until 2018 to have achieved a 30,000-strong trained Army Reserve. We are seeking to capture as many ex-regulars leaving the regular service as we possibly can, and we expect that the £5,000 transfer bounty, together with the streamlining of the procedures for transfer from the regular to the reserve, will have a significant impact. He rightly says that there will not be a smooth trajectory between now and 2018—some of the measures we have to take will have short-term negative impacts before they deliver long-term positive gain—but we are clear that this is the right path to adopt.
Given the confusion that we have just had, can the Secretary of State categorically confirm that our campaign to keep the Cobridge TA centre in Stoke-on-Trent open, not least because of its community work, has meant that it is definitely not for closure and will stay open? Will he also give me an assurance about the recent Supreme Court judgment relating to the late Corporal Stephen Allbutt, whereby the Ministry of Defence has a duty of care properly to equip all serving armed forces under the Secretary of State’s jurisdiction? Will he assure me that the change being brought forward today will make sure that all our armed forces will be properly equipped and kitted out?
I am a bit astonished that someone who was a supporter of the previous Government has the effrontery to sit there and challenge me to declare that all our armed forces will be properly equipped when they go into battle, given the shocking examples that we had during the last years of the last decade in Afghanistan.
The hon. Lady correctly says that we have a duty of care, and we take it very seriously; we have made a very clear political and moral commitment to properly equipping our armed forces. I have to say to her that I do not believe that enshrining that as a legal duty, as the Supreme Court appears to have done, will help the operation of our armed forces. She also asked me specifically about Stoke-on-Trent and I can tell her that if it is not on the list we have supplied, it is not going to be vacated.

Commons ChamberI thank the hon. Gentleman for his question. We have agreed the assessment phase, which is under way, and we will have further to report in the fullness of time. I am very pleased that he raises the important liaison that we now have with France. I pay tribute to my right hon. Friend the Member for North Somerset (Dr Fox) for securing that in 2010 and for the two Lancaster House treaties that we now have with France. I look forward to ever closer co-operation with France, noting of course that France spends a proper amount on defence; we would like other European colleagues to follow suit.
9. What his policy is on combat immunity; and if he will make a statement.
Combat immunity is an important legal principle that the MOD is committed to defend. The courts have consistently held that a soldier involved in combat or under an immediate threat should be able to focus on the task of fighting. Constant assessment of personal liability on the battlefield could lead to paralysis across the chain of command and result in military failure and increased loss of life through operational inefficiency. Imposing a duty of care in those circumstances is not appropriate and would reduce operational effectiveness. However, there is a recognised mechanism to compensate for injury or death under existing statutory schemes.
Does the Minister agree, though, that the MOD’s decision not to make a further appeal against the ruling of the Court of Appeal in the case of the late Corporal Stephen Allbutt—I pay tribute to his widow’s courage—is a landmark in respect of combat immunity? Given that the clear consequences of that ruling are that the MOD owes a duty of care properly to equip its troops when they go into battle, does the Minister agree that an urgent review of procurement and training—never mind statutory schemes—is needed in the interests of the safety and morale of our armed forces?
You will understand, Mr Speaker, that it would be inappropriate for me to comment on any ongoing legal procedures. The hon. Lady should realise, however, that we are absolutely committed to defending the position of combat immunity. It would be very worrying if soldiers, sailors and airmen in battle were concerned about looking over their shoulders the whole time for fear of legal challenge. Of course we wish people to be properly trained and properly equipped; we are determined that that should happen and we believe that they are so.

Commons ChamberI have set the likely training requirement for the Army Reserve at 40 days a year once basic training has been completed. The experts—the professionals in the Army on whom I must rely when it comes to these matters—tell me that that will be sufficient for the tasks that we will ask reservists to perform. Clearly there will be some tasks that we will not ask them to perform; similarly, there will be some tasks for which we will rely on them entirely. However, I am confident that the training offer, and the funding to support it, will give us a reserve that is capable of deploying effectively with the regular Army, delivering the high-quality military output that we require.
The key to all this will be recruitment: finding the 30,000 and, subsequently, the 35,000 reservists who will be needed. Can the Secretary of State tell us a little more about the role of the current Territorial Army centres? When I go down to Cobridge barracks, as I will on Remembrance Sunday, what assurances can I give all the people who are based there? Without the necessary recruitment—and given that the Secretary of State is also privatising recruitment—we shall not have the whole of the country and the local centres to produce the 35,000 whom we shall need by 2020.
Let me be clear about the numbers. The 30,000 figure represents the total trained strength of the Army Reserve in 2018. We currently have a trained strength of about 17,000. In the other two services, the current numbers are not far short of the targets. The big increase must be in the Army reserves. The challenge is to find about 13,000 more reservists over the next six years. I think that that is achievable, especially bearing in mind that in 1990—just 20-odd years ago—the Territorial Army was 72,500 strong, and that it was even stronger than that in earlier days.
However, the hon. Lady has identified what will constitute a tension. On the one hand, we want reservists to be close to regular Army units, because that facilitates training; on the other hand, we recognise that reserve units will need to be based in the recruiting areas within the centres of population, because the part-time training that reservists undertake requires them to be able to reach TA centres relatively easily. In the spring, we will set out a basing plan which I think will effectively manage that tension.

Commons ChamberMy hon. Friend is absolutely right. It is critical that we make the Army sustainable by dealing with the underlying fiscal chaos that we inherited. Labour did not deal with the equipment programme but simply pushed the problems further to the right, building up a larger and larger bubble of unfunded theoretical projects that would never be delivered. That does not help anyone. He is correct, of course, that the ability to regenerate is critical to the Army’s strategic resilience. We do not know what will happen in five or 10 years, so the ability to regenerate capability is our greatest protection for the future.
Today’s announcement about the 3rd Battalion the Mercian Regiment—the Staffords—will be met with anger and dismay. Given what the Secretary of State says about the importance of affiliation to local counties, will he tell me how he arrived at the decision to disband the battalion? Does he not realise that the help that will be needed, particularly from the British Legion, by those who will lose their jobs, and who have only ever served with loyalty and distinction, will be more badly needed than ever before?
Yes, she has. The statement is not about individuals losing their jobs but about the structures within which individuals will serve. The disbandment or withdrawal of a regiment or battalion does not mean that the individuals in it will lose their jobs. As the Army works on its manning plan over the next couple of years—there will be further tranches of redundancy—people will be able to move across the Army to fit the newer structure. The hon. Lady asked me how I arrived at the decision. I did not arrive at the decision: the Army arrived at it. The Army has done the modelling work, and the Army has come to the conclusions. [Interruption.] Opposition Members do not like a Government who listen to the professionals running our military, our health service or our schools. They are used to a model based on political interference from the top down. That is not the view of this Government.
