The hon. Gentleman will be well aware that our own high commission, and our excellent high commissioner Tom Drew in Islamabad, have made our concerns very clear. The hon. Gentleman mentioned the Asia Bibi case. I think that we were all greatly relieved at the outcome, but obviously the security of her family is still at the forefront of our minds. I do not want comment on further speculation, but the fact that this matter has been resolved is, I think, a tribute not just to the Pakistan authorities but, in particular, to the new Pakistani Government. However, I will endeavour to ensure that our high commission is made fully aware of the specific concerns that the hon. Gentleman has raised.

Will the Minister undertake to raise with Sri Lanka the need to seek UNHCR assistance in managing the settlements so that they are not de facto detention camps? Also, further efforts need to be made for the security of these refugees, and Sri Lanka needs to deploy adequate numbers of law enforcement officers to ensure the protection and security of these vulnerable people.

The right hon. Lady makes the valid point that there is a risk, particularly if resettlement takes longer than we would all wish, that the settlements become de facto detention camps, which would be an unsatisfactory state of affairs, to put it mildly. As I have said, my counterpart from the Home Office was in Sri Lanka only last week and I know these sorts of issues were actively discussed. We will continue to make the case to which the right hon. Lady has referred.

I thank my hon. Friend for her comments. It is worth remembering that Iran’s ballistic missile programme is a great threat to the security not just of the middle east but of Europe, and that cannot be ignored. We will continue to urge Iran to abide by all relevant UN Security Council resolutions. We call upon all parties to report to the UN activities inconsistent with the resolutions, and we will continue to keep the pressure up.

Iran’s actions announced today are highly regrettable and are the inevitable consequence of President Trump’s decision last year. However, I echo what the right hon. Member for Harlow (Robert Halfon) said and say to the Minister that if, as it says, the Iranian regime wants to negotiate new terms it must also address its support for terror groups such as Hezbollah and Palestinian Islamic Jihad, which together fired some 700 rockets, missiles and mortars indiscriminately at Israel from Gaza last weekend, killing four people. It is not acceptable to leave out the ending of that kind of behaviour if new terms are being demanded.

I thank the right hon. Lady for her question. We first came across each other 22 years ago this week, but in a different context, as some will know. [Interruption.] For the avoidance of doubt for the rest of the House, she beat me in the 1997 election—and look where we have both ended up; isn’t it terrible?

The right hon. Lady makes a serious point, and we were also deeply upset by the death of those four Israeli civilians last weekend and very worried about the potential for escalation. Thankfully, I think wise voices have ensured that that has not happened. She makes a good point, as I said, and a concern we have, shared by some in the US Administration, is that Iran being an ongoing destabilising influence in the region is not compatible with sanctions being lifted.

What the hon. Gentleman says is not consistent with our legal advice. We have to make sure that any application of the Magnitsky legislation fits legally and properly within any implementation period that might exist. It would be easier and quicker, as it happens in this case, if we were to leave with no deal—that is perhaps the only advantage of so doing that I can think of straight off the top of my head, but we will not go down that route.

Can the Minister therefore confirm—this is what I think he is saying—that all the individuals and entities currently sanctioned by the EU will remain sanctioned by the UK under these regulations? Given that the UK has less capacity than the EU collectively, what resources are being put in place to ensure that the UK continues to update the list of sanctioned individuals and groups, or will we simply mirror any updates made by the EU?

I perhaps feel a little prime ministerial when I say that I refer the right hon. Lady to the answer I gave some moments ago, but the answer is the same: our intention is to transfer the EU sanctions, but because we have our own autonomous regime, the evidential threshold must be met. Therefore, everything is being studied closely to confirm that it fits within the evidential requirements of the sanctions Act.

It is a very fair question to ask whether, given the influential role we have had within the EU by being part of it, it will have a detrimental effect on the united front that sanctions offer to the world against those who need to be sanctioned. I think that because of our diplomatic network and diplomatic reach, and our dominance of financial markets through the City, instead of wanting to turn their back on us, should we leave the EU in that way members of the EU27 will still want to work with us very closely. I think we will continue to share in common the objectives we hold to bring the worst people to book through the workings of sanctions. We have made it very clear to the EU that we really hope that whatever happens we can continue to work together, hence our wish to fold existing EU sanctions regimes into our own legislation after we have left the EU. I will give way one more time and then I will just rattle on, if I may.

I am not in any way opposing the regulations, but if we are going to continue, and we should, to work closely with the EU—I agree with what the Minister said about a united front on sanctions, otherwise they are pretty useless—we need to be clearer for the EU to understand where we will just be rolling forward its sanctions and where we might be doing something different. The question has been put two or three times, but I do not think the answer is very clear. I am worried that we hear a lot less about the purpose and the way in which they will be applied. I do not see how we can be expected to make a fully informed decision when we cannot have full information about the countries in question.

I think the right hon. Lady may have misunderstood my answers. She is right that the question has been asked three times and I have answered three times, but this is not actually the moment we are announcing individual designations or decisions. What we are looking at today in the four statutory instruments is, in lay language, the framework within which any such designations can fit. I say once again, I think for the fourth or fifth time, that it is our intention to lift the EU sanctions regimes that exist at the moment and put them into our own regime once it is up and running, but we will follow the law to ensure there are no issues where we could unnecessarily be taken to court and be challenged. We will have rigorous standards, but we do not envisage our not transferring EU regimes. We do not envisage that happening very much, if at all. It would be quite rare.

I should just answer one point about whether the Foreign Office will have the resources to manage this regime. I think the answer is yes. We have increased the number of staff working on sanctions quite considerably, and we are confident that we will retain and increase the UK’s capacity and capability after Brexit.

This debate is probably unnecessary, because we have not yet left the European Union and we almost certainly will not leave with no deal if we do leave, so many of the things we are debating will be dealt with over a long period in transitional arrangements, or not at all. However, given that the House is spending a great deal of time at the moment debating things that are not about to happen, that is par for the course.

In January, I asked an urgent question about Venezuela and there was extensive discussion. The situation has got worse since then. There are now serious threats to Juan Guaidó, the president of the National Assembly and the person who is recognised by many countries and Governments, including our own, as the legitimate leader of Venezuela.

I was pleased that the Opposition spokesperson, the hon. Member for Bishop Auckland (Helen Goodman), used the phrase, “We welcome this sanctions proposal.” I hope she was referring not just to “we” in general but specifically to the shadow Justice Secretary, the shadow Home Secretary, the shadow International Development Secretary—he sits alongside her—the Leader of the Opposition and all those who have been apologists for or supporters of the Chávez and Maduro regimes. I hope she was referring to members of the Venezuela solidarity campaign, members of the Stop the War Coalition and all those organising rallies and events today to say, “Hands off Venezuela.” I hope she was referring to all those who are acting in this country to undermine the sanctions regime and the action being taken by the Bank of England and others against the corrupt, kleptocratic regime in that country. I praise her for what she said—I have no disagreement with her at all—but I hope she was speaking for everybody on the Labour Benches in that respect.

We need to discuss the wider question of the impact of sanctions. What is the purpose of sanctions? Is it to change the behaviour of a regime or to bring about some kind of punishment for bad people? Punishing bad people is a good idea, but a better idea is to change the behaviour of the regime so the people in the country benefit. We know from history that sanctions regimes are often not successful in changing Governments’ behaviour.

It could be argued that the Iranian regime has changed its behaviour and signed up to the JCPOA in respect of its nuclear programme because of the sanctions imposed on it, and that is at least partially true. However, a bigger reason for that change in behaviour might be that the regime has adopted a long-term view and, thinking 10, 15 or 20 years ahead, wants to take the heat off now while secretly doing what it did in the past with covert facilities at Qom and various other programmes to get around those international sanctions.

Does my hon. Friend agree that Iran’s desire to wipe out the state of Israel is based on an ideological hatred? Iran and Israel are a thousand miles apart. They have no regional material competition, nor does Israel have any significant effect on the lives of Iranian citizens. In the long term, sanctions against an ideological regime are unlikely to succeed.

Iran was sanctioned not for its generalised foreign policy, or for its abuse of human rights internally, or for the terrible things it has done to support the murderous Assad regime in Syria, or for what it has done in respect of the situation in Lebanon, or for what it is doing to support the Houthis in Yemen, or for its hostility to and visceral hatred of the idea of self-determination for the Jewish people and the state of Israel, but for its nuclear programme. There may be arguments for extending sanctions on Iran, but we have to recognise that, so far, this is about the current sanctions regime.

The hon. Member for Rhondda (Chris Bryant) is right that successive British Governments have played an important role when other Governments wobbled, or when other Governments, such as the Hungarian Orbán Government or the Italian Government—he mentioned Berlusconi, but the current Salvini Government are doing the same thing—have been complicit in being friendly to the aspirations of Putin in weakening sanctions regimes. We have stood firm, and we, France and a few others have led the way on tough sanctions.

Sometimes our EU partners have been divided and we have tipped the scales towards a more robust regime. If we are outside the European Union, that EU regime is likely to be weaker than it would otherwise have been. We would also find ourselves facing all the economic problems that come from being outside the EU, and we would be susceptible to pressure from other countries to go soft on sanctions because we would not have the collective weight of the European Union behind us.

Clearly, we want to try to avoid violent confrontation at all costs. As I said in my earlier answer, mercifully the major concerns about violence at the protests this weekend, which we felt could have been a lot more serious than they were, were not realised. My hon. Friend will recognise that we do all we can on the ground to try to defuse some of the tensions. That is an important part of our diplomatic work, which we do with other countries as well, of course.

I utterly condemn the latest rocket attacks that the hon. Member for Aberconwy (Guto Bebb) raised. We know that Hamas is given tens of millions of dollars a year by Iran to fund these terrorist acts. What steps are the Government taking to stop the Iranian regime funding barbaric middle east terror groups such as Hamas?

The right hon. Lady is absolutely right. She will recognise that Hamas is one of a number of Iranian proxies in the region. Our position is that Hamas must renounce violence, recognise Israel and accept previously agreed and signed agreements. We condemn Hamas and other terrorist groups for firing rockets into Israel from not only Gaza but elsewhere, in the way described by my hon. Friend the Member for Aberconwy (Guto Bebb). Those groups must permanently end such attacks against both civilians and defence forces.

I can reassure the hon. Lady that, since climate change is a major threat to achieving the sustainable development goals, tackling it is a strategic priority for the Department for International Development. We work across the Government on this with the Department for Business, Energy and Industrial Strategy and the Department for Environment, Food and Rural Affairs. I am glad that the independent ICAI report said that UK international climate finance shows a “convincing approach”, with some “good emerging results” in influencing others and making some good strategic choices.

We hear reports that aid trucks are stuck on impassable roads and that conditions are limiting air operations. Bearing in mind what the right hon. Member for Sutton Coldfield (Mr Mitchell) said about the slowness of this response by comparison with some other disasters, what discussions are taking place to overcome those problems? I hear what the Minister says about the pre-deployment packs, but transport is always a problem, particularly in southern Africa, when there is an environmental or health disaster. What short-term and longer-term measures are the Department and the Government looking at?

I take issue with the criticism that this response has been slow. In fact, we were pre-positioning what was needed to relieve the situation in advance of the cyclone. The facts are that it continues to rain very heavily, and a lot of the access by air, water and road is severely hampered. That will be difficult to overcome, and it is at the forefront of the work that our teams on the ground are doing to provide logistic support to this operation.

The recent discovery of tunnels from Lebanon into Israel has caused much concern. It is important that they are dealt with on both sides of the border. There is no reason for that work to continue, either by Hamas in the south in Gaza or by Hezbollah in the north in Lebanon.

Does the Minister agree that Malaysia’s decision to ban Israeli athletes from participating in Malaysian sporting events is shameful and that such attempts to single out the world’s only Jewish state come from a place of deep prejudice does nothing to advance the cause of peace?

It is very welcome that the UK is the first country to support the International Fund for Israeli-Palestinian Peace to bring people together to build peace, reconciliation and coexistence—vital for a lasting settlement. What multilateral and bilateral steps will the Government now be taking to build international support for that vital fund?

The right hon. Lady is right that one of the elements of distress over the years has been the gradual separation of young people, in particular, in the Palestinian areas and those in Israel. All efforts to use the organisations that bring people together are to be supported and sponsored. She will know well that we have a bilateral programme to do this. I hope to ensure when I am in conversation with others, particularly at the UN General Assembly, that this area is not neglected and that we see more of it. It also forms part of the comprehensive settlement we know is necessary to end the conflict in the area.

I beg to move,

That this House has considered incitement in the Palestinian education system.

It is a pleasure to serve under your chairmanship, Sir Christopher.

The conflict between Israel and the Palestinians provokes strong passions and much disagreement on all sides of the debate. Wherever we stand, I hope we can all agree that to bring that tragic conflict to a close, it is vital that old hatreds and prejudices are not passed on to new generations of children and young people. That is why I requested this debate.

I unreservedly support a two-state solution and I believe that a strong and competent Palestinian Authority have an important part to play in achieving that goal.

I am sorry to interrupt the right hon. Lady just after she has started, but she made an excellent point. Has she noticed, as I have, that textbooks for Palestinian children contain the phrase that cities in Israel such as Tel Aviv are in occupied Palestine? That goes completely against the two-state solution.

I cannot but agree with the hon. Gentleman. There are some terrible examples of what appears in the textbooks, which I will come to shortly.

Given Britain’s long-standing advocacy of the two-state solution, I believe it is appropriate for us to provide aid to the Palestinian Authority, but as is recognised in the memorandum of understanding between the Department for International Development and the PA, and the partnership principles that underpin it, British aid is not a blank cheque. Crucially, it demands that the PA adhere to the principles of non-violence and respect for human rights, and requires DFID to take action when they do not.

Is my right hon. Friend concerned that the textbooks she talks about call on children to

“annihilate the remnants of the foreigners”,

as well as talking about sacrificing blood? They call on young children to believe that “death is a privilege”. Does she believe that that kind of teaching to very young children is compatible with seeking co-existence?

We find extremists and people who foster hatred in all communities on all sides of all conflicts. What worries me about this is that some of the material is in books that are officially sanctioned by the Palestinian Authority. Is the answer not to use more of Britain’s aid budget to promote projects that bring young people together, such as the Middle East Entrepreneurs of Tomorrow project that I have visited in Jerusalem, where young Israelis and young Palestinians work together, co-operate and discuss the issues? Is that not a building block for the peace process that we all want to see?

My hon. Friend is right. There is no question that co-existence projects work. They are crucial in building that constituency for peace and in demonstrating that Palestinians and Israelis can live alongside each other.

I congratulate the right hon. Lady on bringing this debate forward. Does she agree that texts for a science class phrased as has been described can do nothing other than teach hatred? Does she agree that we should use all the diplomatic pressure available to press for textbooks that teach facts and methods, not hatred and rage?

Absolutely. It is completely indefensible that officially sanctioned textbooks used in school and sanctioned by the Palestinian Authority contain material that is really harmful to children. It certainly does not bode well for building peace.

I will make a little bit of progress and will come back to my hon. Friend—I do not want to leave out the last person who wants to intervene.

There are many instances where the PA have clearly and repeatedly flouted the principles I referred to. Perhaps most egregious is its payment of salaries to those who commit terrorist attacks—a truly grotesque policy that further incentivises violence by rewarding those who are serving the longest sentences, and thus have committed the most heinous acts, with the highest payments. The official PA media are also saturated with vile anti-Semitism and the glorification of those who commit acts of violence against Jews.

I fail, for instance, to see how children’s television programmes in which poems are recited that refer to Jews as “barbaric monkeys”, “wretched pigs” and the “most evil among creations” do anything to advance the cause of peace, reconciliation and co-existence. Neither do I view the naming of summer camps and sports tournaments after so-called martyrs who murder Israeli schoolchildren as in any way conducive to furthering a two-state solution.

I confine my remarks today, however, to the question of incitement in the Palestinian education system in general and the new PA school curriculum in particular. In 2016 and 2017, the PA published a reformed curriculum covering both primary and secondary school students. It represented the most substantial revision of the curriculum since the establishment of the PA in the wake of the Oslo accords. As the Institute for Monitoring Peace and Cultural Tolerance in School Education outlined in a series of reports, the new curriculum represents a significant step backwards. Based on standards for peace and tolerance derived from UNESCO and UN declarations, it found that the new curriculum

“exerts pressure over young Palestinians to acts of violence in a more extensive and sophisticated manner”

and has expanded its focus

“from demonization of Israel to providing a rationale for war.”

It is

“more radical than ever, purposefully and strategically encouraging Palestinian children to sacrifice themselves to martyrdom.”

The incitement is pernicious and pervades subjects across the curriculum and across every age group. Children of 13 are taught Newton’s second law through the image of a boy with a slingshot targeting soldiers. For the avoidance of any doubt, I have here the textbook and can show hon. Members the relevant photograph. The evidence is not difficult to come across. Children of 10 are asked to calculate the number of martyrs in Palestinian uprisings in a maths textbook, and I have that here too.

Children of 11 are told that martyrdom and jihad are the

“most important meanings of life”.

They are taught that

“drinking the cup of bitterness with glory is much sweeter than a pleasant long life accompanied by humiliation”.

To ram home that terrible lesson, martyrs such as Dalal Mughrabi—who led the infamous 1978 coastal road massacre in which 38 Israelis, including 13 children, were brutally murdered—are held up as role models. Let us be absolutely clear. This is, as Hillary Clinton once suggested, a form of child abuse: teaching children to hate, to kill and to sacrifice their own lives. Palestinian children deserve so much better than to be taught that the best they can aspire to in life is death.

Those are just a few of the dozens and dozens of examples of incitement that litter Palestinian schoolbooks. Less obvious, but no less malign, is the fact that the curriculum continues to suggest that Jerusalem’s al-Aqsa mosque is under threat. That false and incendiary claim has frequently triggered violence. The curriculum offers no education for peacemaking with Israel or any suggestion that the path of peace is preferred to the path of violence. It implicitly argues that Palestinians will return to a pre-1967 Israel through violence. For instance, it teaches nine-year-olds the necessity of “sacrificing blood”, “eliminating the usurper” and annihilating the “remnants of the foreigners”.

I thank my right hon. Friend for her generosity in giving way once again.

“Building a house is like killing 100 Arabs. Building a whole settlement is like killing 10,000 non-Jews.”

Those are the words of settler leader Moshe Zar, not at an unofficial gathering but at an official Israeli Ministry of Education event, and reported in Ynetnews. Does that not indicate that incitement exists on both sides and has to be tackled on both sides? Was not the suggestion made in 2014 of a tripartite committee to look at all incitement, involving the PA and the Israeli Government and chaired by the Americans, a useful way forward? Why did the Israeli Government reject it?

I am not making an argument for the Israeli Government. I have stood on a platform with Benjamin Netanyahu and said to his face—I think my hon. Friend knows this, because I have said it before—that I do not agree with settlement building and that I think there should be a settlement freeze. I think it is a barrier to peace. I do not think it is the only barrier and I do not think it is insurmountable, but I do not agree with it. Israeli textbooks see peace as the ultimate goal and depict it as highly desirable and achievable, while war is a negative, although sometimes necessary, occurrence.

This is not some unfortunate tale about events in the middle east, for which Britain has no responsibility. British aid to the PA helps fund the salaries of 33,000 teachers and Ministry of Education and Higher Education civil servants. As the Minister clearly stated in answers to parliamentary questions I tabled in March:

“According to the Palestinian Authority…Ministry of Education and Higher Education, all of their schools in the West Bank are using the revised 2017 PA curriculum.”

UK-funded public servants and teachers under the Ministry of Education and Higher Education are therefore involved in the implementation process. Moreover, as the former Secretary of State for International Development, the right hon. Member for Witham (Priti Patel), stated in correspondence with me last year:

“The MOU...includes a commitment from the PA to take action against incitement to violence, including addressing allegations of incitement in the education curriculum.”

I first brought the new curriculum to Ministers’ attention last September. With my hon. Friend the Member for Dudley North (Ian Austin), who is here today, and my hon. Friend the Member for Barrow and Furness (John Woodcock), I wrote to the International Development Secretary and the Prime Minister, whose intolerance of extremism does not appear to extend to her own Government’s expenditure. Since then, the Government have blustered, prevaricated and delayed. They first dismissed the objectivity of the IMPACT-se report. They then claimed that IMPACT-se was, in part, basing its view of the curriculum on a report published three years before the new curriculum was introduced. Seven months on, they announced that they would conduct their own independent assessment of the Palestinian curriculum. The net result is that Palestinian children have been served up this diet of hate for another year.

Given that a new set of school textbooks will be distributed in September, the Government’s review risks being out of date by the time it is completed. The big reforms introduced last year mean that those books are likely to contain very few changes. However, that will still allow the PA to argue that there are new books— a tactic they have successfully deployed with international donors in the past. I simply cannot understand why Ministers have been so slow and reluctant to confront the Palestinian Authority. We could and should have prevented this by saying, “No,” and stopping the cheques. It really was not a hard call.

In the time the Government have been stalling, the European Union has passed legislation requiring that all teaching and training programmes financed through EU funds, such as PEGASE, must reflect common values such as peace, freedom, tolerance and non-discrimination within education. The legislation

“asks the Commission to ensure that European funds are spent in line with Unesco-derived standards of peace and tolerance in education”.

Once again, I urge the Government to take action. First, they should suspend all aid to the PA that directly or indirectly finances those teaching and implementing this curriculum until the PA commit to wholesale and urgent revisions of it. Secondly, I have suggested previously that Britain cut its aid to the PA by 14%—double the percentage of the PA budget that is used to pay terrorist salaries—and invest that money in a Palestinian peace fund aimed at young people. It would support education projects in Palestine not tarnished by the PA’s anti-Semitism. While money that would have paid the salaries of teachers and Education Ministry public servants remains suspended, it can be redirected into that fund. I am suggesting not a cut in the funding but a change in where it goes. Palestinian children and young people must not suffer due to the acts of their leaders.

Finally, given that the UK is so heavily invested in education, we must ensure that we monitor far more closely what is going on in Palestinian classrooms. I urge that, in keeping with new legislation being considered by the United States, the Secretary of State for International Development be required to issue a written statement to the International Development Committee each year to confirm that she is satisfied that the content in the PA curriculum does not encourage or incite violence, that it conforms with standards for peace and tolerance derived from the UNESCO declarations, and that no UK aid is being used directly or indirectly to fund educational materials that do not meet those standards.

I recognise that the Government have decided to conduct their own review, so I request that the Minister addresses the following questions in his response. In their correspondence with me, the Minister and the Prime Minister have emphasised that the Government regularly engage with the PA on issues of incitement. First, will the Minister give us two or three concrete examples of action taken by the PA, as a result of that engagement, to curb incitement? Secondly, will he tell us when the DFID review will be completed? Will he agree to place a copy of it in the Library of the House?

Thirdly, will the Minister confirm that, as IMPACT-se did, the DFID review will examine every page of every PA textbook through the prism of defined methodologies? I have a list of 133 textbooks, which I am happy to furnish him with. When the review is completed, will he place in the Library a list of all the textbooks that DFID officials examined? Fourthly, will he confirm that the DFID review is being given access to the full curriculum?

Fifthly, I know the Minister will wish to ensure that the DFID review is stringent, robust and evidence-based. Will he therefore confirm that DFID’s methodologies, like those deployed by IMPACT-se, make reference to or are in accordance with articles 1, 4.2 and 5 of the declaration of the principles on tolerance proclaimed and signed by the member states of UNESCO on 16 November 1995; principles 1, 2, 3, 4 and 5 of the UN declaration on the promotion among youth of the ideals of peace, mutual respect and understanding between peoples, signed in 1965; and articles 9 and 18 of the integrated framework for action on education for peace, human rights and democracy, approved by the general conference of UNESCO at its 28th session in Paris in November 1995? Finally, will the Minister undertake to place in the Library of the House a copy of the research methodologies that DFID’s review is utilising?

It is highly regrettable that the Government have effectively made British taxpayers complicit in the delivery of this curriculum of hate. We must stop funding this incitement to violence and terror; we must cease subsidising this abuse of Palestinian children and young people; and we must do so before young minds are poisoned, thus perpetuating a tragic conflict that has gone on for far too long.

I beg to move,

That this House has considered early elections, human rights and the political situation in Turkey.

I am pleased to have secured this debate, and I thank the hon. Members for Strangford (Jim Shannon) and for Edinburgh East (Tommy Sheppard) for accompanying me to the Backbench Business Committee to make our request.

This is an important opportunity for the House to show our strongest possible support for democracy, human rights and the rule of law in Turkey. Turkey is a key NATO ally, one of our strategic partners in the fight against Daesh and a major trading partner of the UK. In short, our bilateral relationship is vital.

As the representative of vibrant Turkish, Kurdish and Alevi communities in the London Borough of Enfield, I have been contacted by many residents about the current situation in Turkey. They are deeply worried for the safety of their family and friends.

It has been six years since we last had a general debate in this Chamber on issues relating to Turkey. This debate could not have come at a more urgent time. In 17 days, on 24 June, Turkish citizens will head to the polls to vote in presidential and parliamentary elections, more than a year earlier than scheduled. There are major concerns that the elections will be neither free nor fair. The elections will happen under the state of emergency that has been in place since the attempted coup in July 2016. Under these conditions, the freedoms of expression, assembly and association have been severely curtailed, creating a clear and present danger that democracy is being undermined in Turkey.

This debate is a crucial opportunity to raise these concerns and to call on the UK Government to ensure that Turkey upholds its international human rights obligations.

I congratulate the right hon. Lady on securing this timely debate.

I sit on the Parliamentary Assembly of the Council of Europe, and I will be going on an observer mission to scrutinise the elections in Turkey, which I agree need to be free, fair, transparent and in line with international standards so that people in Turkey can have confidence in the results.

What should the people going to observe the elections in Turkey particularly look out for? What has the right hon. Lady heard about in advance that may make the elections not free or fair?

A key point is where polling stations are located. There is evidence that polling stations are being moved from areas of towns and from villages that clearly have a population that will not be voting AK party to areas where there is a larger number of AK party supporters, which I consider to be voter suppression.

We could compare that with what happens in this country, because many people in London and other areas are able to vote in these elections. The polling station for London, for instance, is in Kensington, but a very large majority of the Turkish population are in north London and it is extremely difficult for elderly people and people with children to get across London. The community has had to make buses available, but the location of the polling station hugely reduces the turnout when people actually want to vote. That is one point of which we should be very careful. Of course, intimidation is also a serious issue in some areas of Turkey. I am glad the right hon. Lady will be an election monitor, and I have much confidence in her ability.

This debate is a crucial opportunity to raise our concerns and to call on the UK Government to ask Turkey to uphold its obligations. In pursuit of greater economic co-operation, our Government cannot turn a blind eye to the rapidly deteriorating political and human rights situation. Trade between the UK and Turkey is worth more than £15 billion, but our partnership with Turkey must be honest and critical. We must hold President Erdoğan to account and ensure that he adheres to international human rights law.

The UN High Commissioner for Human Rights has said that Turkey’s state of emergency and restrictions on fundamental freedoms do not in any way

“provide for the safe and free environment essential for the holding of a referendum or any other election.”

How did we get to this position? Why did President Erdoğan call these early elections? He is widely expected to win the elections, which follow the highly contentious 2017 Turkish constitutional referendum. The Organisation for Security and Co-operation in Europe, which monitored that referendum, found that it

“took place on an unlevel playing field”

where

“fundamental freedoms essential to a genuinely democratic process were curtailed.”

President Erdoğan labelled some of those who opposed the constitutional changes “terrorist sympathisers”, and in numerous cases the OSCE found that the no supporters faced bans on their campaign activities, and police interventions and violence at their events. That is further behaviour that the right hon. Lady, and Dame, no less, could look out for when she is an election monitor.

The constitutional changes backed by President Erdoğan’s AK party were approved by just 51% of the vote, despite all the pressure that was applied. Such opposition to these changes shows that many Turkish citizens are increasingly worried by what they see as his growing authoritarianism. It shows how divided Turkey is over the direction its Government are taking. These constitutional changes will transform Turkey’s parliamentary system of government into a presidential one, with vast executive powers. The elected President will become Head of State, Head of Government, head of the ruling power and head of the army, and the office of Prime Minister will cease to exist. After the elections on 24 June, the President will be able to call a state of emergency without the approval of the Cabinet, to issue decrees that bypass Parliament and to appoint more judges than ever before. Although the new constitution limits a President to two terms in office, it is possible for a President to seek a third term in certain circumstances. That means President Erdoğan could remain in office until 2029. The Centre for American Progress has said:

“When the president’s party holds a parliamentary majority, checks on presidential power would be virtually nonexistent.”

These sweeping powers have serious implications for the independence of the judiciary and the rule of law, and they raise questions about whether the Turkish Government will sustain a genuine democracy. This is a worrying preview of the sort of harassment and intimidation we can expect in the weeks before and after elections on 24 June.

The right hon. Lady is making an excellent speech. It would be bad enough if these developments were happening in an ideological vacuum. but they are not. Does she agree that this is not just a power grab on the Putin model in Russia but a power grab that is allied to the dismantling of Turkey’s former reputation as the model state where there could be a Muslim society where religion was kept separate from politics? All that, too, is being put into reverse.

I agree with the right hon. Gentleman on that. The struggle since the first world war has been to move Turkey to a secular democracy. It is not very long ago, some 10 or 15 years, that we were all excited about the developments in Turkey and about it becoming a European Union accession country. It is sad to see where Turkey is today, but more than that the situation is very threatening, not just for its own population but much more widely—to Europe, to the UK and across the middle east.

Turkey’s state of emergency was extended for the seventh time on 18 April, despite warnings from the European Parliament in February that

“the state of emergency is currently being used to silence dissent and goes far beyond any legitimate measures to combat threats to national security”.

When the attempted coup took place in July 2016, Turkish citizens from across the political spectrum took to the streets to defend their democracy. It is a supposedly temporary state of emergency. President Erdoğan said:

“This measure is in no way against democracy, the law and freedoms”.

He continued:

“On the contrary it aims to protect and strengthen them.”

At the same time, he also suspended the European convention on human rights, in line with article 15 of the convention, which allows for derogation from the convention in times of public emergency. However, that does not give states the right to suspend their commitment to international human rights obligations.

I take the right hon. Lady’s point about the suspension of human rights, but is she aware that the number of appeals to the European Court of Human Rights from Turkish citizens has gone through the roof?

I am certainly not surprised to hear that. I expect the situation to get worse because, as we know, the suspension of the commitment to the international human rights obligation does not ever permit the use of torture, yet that is precisely what has happened. In the words of Human Rights Watch, President Erdoğan

“unleashed a purge that goes far beyond holding to account those involved in trying to overthrow”

the Turkish Government. The UN special rapporteur on torture found that

“torture was widespread following the failed coup”.

Non-governmental organisations reported that there 263 incidents of torture in detention in south-east Turkey in the first quarter of 2017 alone. The level of complaints and representations being made is therefore no surprise.

Thousands of Turkish citizens, particularly members of the Kurdish and Alevi communities, have been arrested and persecuted by the very Government they sought to protect. In March 2018, the United Nations High Commissioner for Human Rights found that nearly 160,000 people had been arrested during the state of emergency. Civil servants, police officers, teachers, academics, and members of the military and judiciary have been detained or dismissed from their jobs, often without reason. The speed of the arrests was so alarming that in 2016 the EU Commissioner for Enlargement and European Neighbourhood Policy, Johannes Hahn, stated:

“It looks at least as if something has been prepared”,

in reference to lists of arrests being prepared before the attempted coup even took place.

On the first anniversary of the attempted coup, President Erdoğan announced that he would approve “without hesitation” the death penalty if the Turkish Parliament voted to restore it. If that happened, we would have no choice but to draw a line in the sand, and such authoritarianism would in effect end Turkey’s bid to join the EU. What a backward step that would be.

Does the right hon. Lady also appreciate that if Turkey re-imposed the death penalty, that would put its Council of Europe membership in total jeopardy?

I thank the right hon. Lady for that contribution. It is at least reassuring that there will be some reaction to these measures, but we need from our own Front Benchers a reaction that is a little stronger than anything we have seen so far, because it has been very disappointing.

Throughout Turkish society, freedom of speech and expression has come under sustained attack. Amnesty International reports that more than 1,300 NGOs—including groups that assist displaced children and that support survivors of sexual assault—have been shut down for unspecified links to terrorist organisations. The United Nations High Commissioner for Human Rights has said that the Turkish Government’s emergency powers are being used to

“stifle any form of criticism or dissent vis-à-vis the Government.”

According to the Committee to Protect Journalists, Turkey is now the biggest jailer of journalists in the world, and more than 300 journalists have been arrested since the attempted coup. The Council of Europe’s Venice Commission has described the closure of more than 180 media outlets as the “mass liquidation” of television and radio stations, newspapers and publishers. In the words of Reporters Without Borders, the stark truth about the current situation is that President Erdoğan

“now has complete control of the media in the run-up to general elections in 2019. Amid an unprecedented crackdown on civil society and the political opposition, only a handful of low-circulation newspapers still offer an alternative to the government’s propaganda.”

It is a stranglehold.

The crackdown on the media has taken place alongside a severe crackdown on Opposition parties. In December 2017, all 60 Members from the main Opposition party, the Republican People’s Party—the CHP—were put under investigation for

“defaming and insulting the presidential post, the Turkish nation, state and its institutions”.

Both CHP leaders—Kemal Kılıçdaroğlu and CHP presidential candidate Muharrem İnce—have issued statements to say that they believe that their phones have been illegally wiretapped by Erdoğan’s supporters.

As of 13 June, at least 136 officials from the pro-Kurdish People’s Democratic party—the HDP—had been detained and 14 arrested. HDP leader Selahattin Demirtaş, who is running for President, has been imprisoned since November 2016. The HDP has also reported, as I have said, that polling stations are being moved from villages where the party has strong support to neighbouring villages where the AK party has strong support.

This crackdown has affected all areas of civil society, but the Kurdish and Alevi communities in particular have suffered targeted and sustained harassment. They are deeply worried that their communities may be intimidated during and after the election period. In my capacity as chair of the all-party group for Alevis, I have received numerous reports that Kurdish and Alevi neighbourhoods have been harassed by the Turkish Government and supporters of President Erdoğan’s AK party. That intensified following Turkey’s assault on the predominantly Kurdish region of Afrin in Syria earlier this year, when hundreds of people were detained for voicing criticism of the military operation on social media. Such flagrant restrictions on freedom of expression served only to weaken Turkish democracy and civil society. There can be no justification for the oppression of communities on the basis of their religious or cultural identity. The Kurdish and Alevi communities that have made the UK their home are looking to us as Members of Parliament to speak out against these abuses.

I was extremely disappointed to see the Prime Minister welcome President Erdoğan to the UK with open arms just three weeks ago. Aside from Bosnia, we are the only European country to have hosted President Erdoğan during the election period. Germany, the Netherlands and Austria all banned him from holding political rallies in their territories. I have no doubt that President Erdoğan’s photographs with the Prime Minister and with Her Majesty the Queen will be used for his own election propaganda. My constituents, many of whom make up the 80% of British Turks who voted against last year’s constitutional referendum, expected the Prime Minister robustly to address Turkey’s growing authoritarianism in her joint press conference with the President. Instead, concerns about human rights and the political situation were alluded to only at the very end of the statement, after details of the UK and Turkey’s growing trade relationship had been announced at some great length.

The Kurdish constituents to whom I have spoken were also deeply shocked and insulted to read that the only reference the Prime Minister made to the Kurdish people was in relation to the “extraordinary pressures” Turkey was facing from Kurdish terrorism. That is an inflammatory remark and it could be interpreted that the Prime Minister views all Kurds as terrorists.

In fairness to Turkey, it must be said that, in years gone by, there were huge numbers of civilian casualties caused by some Kurdish terrorist movements, but our Government have chosen to support Kurdish fighters against ISIL-Daesh and we are entitled to expect some consistency. If Kurdish fighters are to be supported against the terrorists of ISIL-Daesh, surely Kurdish civilians should be supported against political oppression as well.

I absolutely agree with the right hon. Gentleman, and he pre-empts a few comments that I am going on to make.

There is a vital distinction to be made between the actions of proscribed organisations and the peaceful law-abiding Kurdish community. To add further insult to injury, the Prime Minister, in her press conference, also failed to mention the crucial role that the Kurdish people should play in securing the political settlement in Syria—an issue of utmost importance to Turkey, the UK, Europe and the middle east—yet in a letter to me in 2016, the previous Prime Minister acknowledged the “great courage and skill” shown by the Kurds and the extraordinary sacrifices they made on the frontline in the fight against Daesh. He also recognised that the Kurds will play a critical role in any political settlement in Syria. Today, I call on the Government to reaffirm their support for the Kurdish people and to recognise their fundamental rights and freedoms.

The Prime Minister said in her statement with President Erdoğan on 15 May that, in the defence of democracy, Turkey must

“not lose sight of the values it is seeking to defend.”

I believe that the Government and the Prime Minister are, in fact, paying lip service to these values. It is clear that the UK is putting trade before human rights, which flies in the face of the values that we should be seeking to promote and defend. We cannot turn a blind eye to President Erdoğan’s growing authoritarianism and his crackdown on fundamental human rights. By failing to hold him to account, the situation in Turkey is being allowed to get worse.

As the UN High Commissioner for Human Rights has said, there is a

“constantly deteriorating human rights situation, exacerbated by the erosion of the rule of law.”

I urge the Government to hold President Erdoğan to account by calling for him to implement the key recommendations of the UN High Commissioner for Human Rights, including to

“end the state of emergency and restore the normal functioning of institutions and the rule of law… revise and repeal all legislation that is not compliant with Turkey’s international human rights obligations, including the emergency decrees”,

and to enforce a zero-tolerance policy on the use of torture.

I look forward to the Minister’s response and his assurances that this Government are committed to supporting democracy, human rights and the rule of law in Turkey.

I completely agree with my right hon. Friend. The issue of the death penalty is key to retaining membership of the Council of Europe. We are engaged in a debate with Belarus, because the existence of the death penalty there prevents it from becoming a member of the Council. If Turkey were to adopt the death penalty again, it would automatically cease to be a member.

It is important that we maintain relationships with Turkey through our political groups at the Council of Europe. That is one of the most useful facilities that the Council provides.

We have already heard that my right hon. Friend will be going to Turkey as an election monitor, and such monitoring is a crucial role provided by the Council. It will not be the representatives of just one political party who will be going, but representatives across the political parties. I know that the right hon. Member for Enfield North has given my right hon. Friend some pointers about what to look out for, but I wish her luck. I wish all that it is possible to wish that she will be able to gain a fair view that the elections are in the spirit of democracy, the rule of law and human rights.

In an intervention, I mentioned appeals to the European Court of Human Rights, which is an essential component of the Council of Europe. In fact we elect its judges, and, incidentally, we have a phenomenal record of success. It must be recognised, however, that appeals to the Court have gone through the roof because individuals are taking their cases there. Some 160,000 people have already been arrested and 152,000 civil servants have been dismissed, as well as teachers, judges and lawyers. Those are the people who are taking their cases to the Court.

I have a great deal of sympathy for Turkey’s role in helping us in the fight against terrorism, and I do not think we should ignore the enormous consequences of terrorism for the territorial area that it represents. However, if we are to support Turkey in that regard, it will be crucial that it shows it can fulfil its human rights obligations. The legal measures that need to be undertaken during the state of emergency must be proportionate and justified. They must be in line with the principles of democracy that Turkey has established for itself, and they must also be in line with its promise to the Council of Europe that it will fulfil the obligations of a member country.

I finish by pointing out that something close to 2,000 organisations have already been permanently closed by the Turkish Government. They include human rights organisations, lawyers associations, foundations and other NGOs. More than 100,000 websites have reportedly been blocked in Turkey, including many pro-Kurdish websites, as well as satellite television stations. This does not speak well of Turkey’s attitude to fulfilling its Council of Europe obligations, or those that it has made to us as a NATO partner and ally. I urge the Government to put pressure on Turkey to fulfil those obligations.

I would just like to add one thing to the hon. Gentleman’s important contribution. He will be aware that the UN High Commissioner for Human Rights has, in the key findings of his report, identified the use of torture and ill treatment in custody, including severe beatings, threats of sexual assault, actual sexual assault, electric shocks and waterboarding by police, gendarmerie, military police and security forces. That is a very long way from recognising and adhering to human rights.

I agree with what the right hon. Lady says about the UN’s assessment. When Turkish citizens have brought cases to the European Court of Human Rights, it has invariably found against the Turkish Government. If I had the papers on me, I would be able to provide quotes from its judgments that align with her comments.

In conclusion, I urge the Government to take a strong line in making sure that Turkey fulfils its obligations to the Council of Europe and its promises to us as well.

I thank all Members who have taken part in today’s debate. We heard no dissent on either side of the House from the deep concern about what is happening in Turkey—its slide into authoritarianism and the serious doubt that we can see free and fair elections there. I am pleased that the right hon. Member for Chesham and Amersham (Dame Cheryl Gillan) will be going there as an election monitor, and I look forward to hearing an account of that.

I thank my hon. Friend the Member for Leeds North East (Fabian Hamilton) for his very clear statement about the view of those on the Labour Front Bench. We heard a stronger statement today from those on the Government Benches than we have heard previously. It is striking that all the contributions were somewhat at odds with the Prime Minister’s press statement with President Erdoğan at the end of his visit. I suggest that she thinks again about what she said.

We are true friends to Turkey, but to the Turkish, Kurdish and Alevi communities and all individuals who are being persecuted and oppressed and whose human rights are just being swept aside. We need to do and say more and be stronger about it. I am surprised that the Minister for Europe and the Americas has been to Turkey six times and made the points he has made; clearly he has not been listened to. He dismissed my request that he ask the Turkish embassy to make a polling station—maybe a mobile one, as we have heard about—available in north London for the Turkish-speaking community to vote. Will the Minister present make those representations for us? I thank him for his response today.

I congratulate my hon. Friend the Member for Sheffield, Heeley (Louise Haigh) on securing this important debate. May I add my apologies? Whether I am able to be here for the whole debate will depend on what time it ends. I certainly hope that I can, but if not, I apologise to you, Sir Henry, to the Minister and to the shadow Minister, my hon. Friend the Member for Leeds North East (Fabian Hamilton).

Last week’s tragic events on the Gaza border underline the need for urgent action to address the plight of the Palestinian people. In the past decade, Gaza has endured three wars. Ending the spiral of violence requires us to tackle the toxic cocktail of hopelessness and desperation that underpins it. As Labour Friends of Israel set out in its pledge for Gaza earlier this year, we need a multifaceted approach, with political, diplomatic and economic strands.

First, Israel should lead an international effort to assist with the economic revitalisation of Gaza. That should utilise its burgeoning relationships in the Arab world—something that Avi Gabbay, leader of the Israeli Labour party, suggested last week that Benjamin Netanyahu has singularly failed to do. In February, Israel presented an international conference with a list of infrastructure projects in Gaza that it would like donors to fund, and offered to provide technical support and know-how. Those projects included installing a new high-voltage line that would double the amount of electricity that Israel supplies to Gaza; laying a natural gas pipeline from Israel to Gaza; and building a sewage purification plant. I urge Israel to go further and urgently consider the plans, first presented by the Labour member of the Knesset Omer Barlev in 2014 and since discussed by Ministers, for a seaport on an artificial island off the Gaza coast that would both ease the flow of goods into the strip and meet Israel’s legitimate security requirements.

Secondly, the international community should honour the reconstruction pledges made at the Cairo conference in 2014. Britain, the US and our European partners have done so, but Qatar, Saudi Arabia, Kuwait and the United Arab Emirates have thus far failed to meet their obligations. World Bank figures show disbursement ratios of significantly less than 50%.

Thirdly, the Palestinian Authority’s control over Gaza must be reasserted. Previous efforts to secure a reconciliation agreement have foundered, and the PA’s misguided attempts to exert pressure—for instance by cutting the supply of electricity to Gaza—have simply added to the suffering of the Gazan people. I commend Egypt for its attempts to re-establish the PA’s authority in Gaza and urge a new, more imaginative and less blunt effort by President Abbas’s Administration.

Finally, the root of Gaza’s problems lays in the brutal rule of Hamas. It has deprived the people of their civil rights, including their right to new elections. It has used Gaza as a base from which to launch terrorist and rocket attacks on Israel and, as the Red Crescent made clear last year, shown callous disregard for the lives of the Gazan people.

Hamas has spent Gaza’s resources arming itself and preparing for war. Indeed, it is estimated that the cement used for the 32 Hamas tunnels that Israel uncovered at the outset of the 2014 conflict could have built two hospitals, 20 clinics, 20 schools or two nurseries. As well as restocking its arsenal of weaponry, Hamas has used the past four years to rebuild its terror tunnels, placing them underneath apartment blocks, schools and the Kerem Shalom crossing—the main route into Gaza for humanitarian aid. The Oslo accords require the demilitarisation of the Palestinian territories. President Abbas demands the principle of “one state, one government, one gun”. The international community must take action to stop the flow of weapons to Hamas and to assist in its disarmament.

I have had the pleasure of visiting on a number of occasions the Nir Oz kibbutz on the Gaza border. Its brave and resourceful people live under the constant threat of Hamas rocket attack and have suffered terribly in the past. However, they bear the people of Gaza no ill will; they wish for them only the peace and security that they wish for themselves and their children. Their attitude should be an example to us all as we strive for an end to violence, and the pursuit of co-existence, reconciliation and, yes, a two-state solution as the only route to a lasting peace for Israel and Palestine.
