I am delighted to hear about the great work that is being done in my hon. Friend’s constituency. I know that Bath university has a good and proud record of supporting all vulnerable children, but it is important for those who have autism to be given the same opportunities to move on to higher education. There are independent institutions, but, through the new code of practice and our special educational needs reforms, we have tried to bring forward the time when assessments take place to ensure that all children with a special educational needs background who have the potential to go on to higher education are given support as soon as they arrive at university, so that they can thrive and move on to better things.

I recently spent some time at Durants school, a secondary school for pupils with autism in my constituency. It does a fantastic job, but one of the big problems is that so little support is available to students who could leave and go into employment or training beyond secondary school. Will the Minister undertake to meet me, and the head teacher of Durants school, to discuss the problem?

My diary is filling up, and we are only on the first question. There is more that we can do, and the whole thrust of the special educational needs reforms is to move towards an ambitious birth-to-25 system so that those who have the potential to move on from secondary school into college, apprenticeships, university and the world of work have every chance to do so. In some areas of the country, the new supported internships have seen the number of young people moving into employment rising from around 15% to 70%. We know that there is more we can do through different routes, but we need to make them available to more young people. I am happy to discuss with the right hon. Lady how we can do that.

I apologise for not being in the Chamber earlier. I had to attend to other business.

I think that what we are being asked to do is give the Bill a Second Reading. It is perfectly right that the hon. Gentleman wants a lot more detail, but I am sure he would be very welcome to serve on the Committee should he allow the Bill to make progress today. He could then raise all these points, and they could all be answered satisfactorily. Will he now please let us move on?

Absolutely. There is some really good best practice in this area, but as was suggested in previous comments, it is hard to innovate with such short budget settlement timelines—for only a few months later—in a difficult funding climate. We need to look at how we can ensure that innovation happens in the sector.

My hon. Friend has referred to international experience. I am sure she is aware that investing in the literacy and numeracy of students post-16 is linked to higher productivity in their working lives. Does she therefore agree that the wrong-headed policy of the Government towards further education is threatening our economic success?

Absolutely. Raising productivity is the key challenge that our economy faces, and I do not understand a Government who say that the principle is right on protecting education spending up to 16, but not on doing so up to 18 and 19, given that such attendance is now compulsory. I do not understand that logic, and I hope that the Secretary of State can explain it to us today.

My hon. Friend is pre-empting what I am coming to. I would like to say that I am surprised that Labour Members have not so far mentioned apprenticeships, but they would not want to bring attention to our track record in the last Parliament of delivering double the number of apprenticeship starts than that delivered by the last Labour Government.

Does the hon. Gentleman agree that trade unionists are real people, and that it is not only trade unionists who object to the Bill? The Government have significantly failed to secure any substantial employer support for these proposals, and many public and private sector employees object vociferously to the Bill and see it as completely unnecessary.

The last time I looked in the mirror, yes, I am a real person, like many other trade unionists in this country.

I am pleased that Labour amendments seek to restrict the application of provisions relating to facility time and check-off, and they will get our support. Once again, alongside the principled and substantive arguments that will no doubt be presented, it will come out that there is no mandate across the public sector for the Bill.

I will give the hon. Member for Hertsmere the benefit of my trade union experience. In localised disputes about local issues, turnouts go through the roof, in my experience. Lower turnouts usually happen in national, UK-wide disputes. Those issues can lead to low turnouts, but the key test is how well the trade union is organised. Turnout will be a lot higher in some areas than in others in such disputes.

The point about commuters was made earlier, although the hon. Member for Hertsmere (Oliver Dowden) may not have been listening. As my hon. Friend the Member for Sunderland Central (Julie Elliott) said, the transport strikes that are often prayed in aid of the Bill would have all crossed the threshold and were all legitimate strikes.

The hon. Member for Huntingdon (Mr Djanogly) talked about people voting in the safety of their own homes. Will my hon. Friend comment on that? It was a slur on trade unions and employers, because it implied that electronic or workplace voting was not secure and that unions and employers bullied people. That is not my experience of how unions conduct themselves and their ballots.

My right hon. Friend is absolutely right. Of course, workplace ballots take place all the time, as other hon. Members have pointed out, and have to be independently scrutinised and verified as fulfilling all the statutory requirements for fairness. So it is absolute nonsense to imply that there is anything unsafe about it.

Let me make a bit more progress, because I want other colleagues to have an opportunity to participate in this section of the debate.

Negotiations between employers and unions can play a very positive role in workplaces. The Welsh Government realised the value of such benefits, and based relations with trade unions on a partnership approach. As Carwyn Jones said in his letter,

“it cannot be right for the UK Government—blind to policy priorities and devolved service delivery reforms in Wales—to specify how much union ‘facility time’ devolved public sector employers should allow. Nor am I convinced that the intention to end ‘check off’ arrangements for trade union subscriptions in the public sector is necessary or appropriate. The Welsh Government operates these arrangements as part of its approach to effective social partnership and is not seeking to change this.”

Despite this, the Tory Government plough on. This is not the agenda of respect. This is an attitude of contempt towards devolved Administrations. Since I have referred to “check off”, I will now move on to amendment 9—

I rise to offer my hon. Friend support. Some 60 local councils and NHS organisations agree with the point he is making on behalf of Carwyn Jones. The leader of Enfield Council has said:

“It would seem rather farcical to expect a Council to develop efficient organisational structures, internal employee consultation and negotiation systems, and deliver million pound services to the public but deny its right to set the level of facility time appropriate to meeting these objectives.”

The hon. Lady is an excellent and assiduous MP. I congratulate the Sure Start centre in her constituency on the excellent work it is doing. That highlights the fact that, to look at the future of children’s centres, we must look at more innovation and other ways of delivering services that work for local communities and satisfy local demand.

In Enfield, some 12 children’s centres have been closed. Headteachers tell me that that is resulting in more and more children not being school-ready, which affects their progress throughout their whole primary school career and beyond. What does the Minister intend to do to address that problem?

Labour Members continue to count buildings rather than services when they talk about children’s centres. One million families have benefited from children’s centre services. Free childcare for disadvantaged two-year-olds and for all three and four-year-olds is delivering the school-readiness that has seen record numbers of children ready for school, according to the early years foundation stage profile.

I beg to move,

That this House notes that improving education is imperative for the future economic growth of this country, that gains in productivity play an instrumental role in achieving high growth and better living standards, and that in order to prevent a recurrence of the deficiencies in the previous Government’s strategy for 14-19 education, the Government should initiate a cross-party review of 14-19 education, as recommended by the Confederation of British Industry, to cover exams, educational institutions and the curriculum in order to take full advantage of the increase in the participation age to 18.

As Opposition Members know only too well, we are holding this Opposition day debate in the aftermath of a general election which, if we are honest with ourselves as politicians, did little as a campaign to rehabilitate the standing of politics in this country. Too many important issues such as climate change, foreign policy and reform of the European Union were too absent from the campaign debate. The motion seeks to put the bleak functionalism, the harrowing terrain of Crosby Textor behind us. Instead, it contains a big idea for the big issues facing the English education system.

I want to make it very clear from the beginning that I am sincere in seeking Government support for the motion and in beginning to explore proposals for a cross-party review of 14-to-19 education. Let us make no mistake, there will be plenty of time for the convention of opposition over the coming weeks as we scrutinise the various education Bills going through different parts of Parliament. Even at this stage, five days before Second Reading, I will be delighted to give way if the Education Secretary wants to step up to the Dispatch Box and explain her definition of “coasting schools”—the first words of the first clause on the first page of the first of those Government Bills. I fear that she and her Ministers still do not know what a coasting school is, even as we are asked to vote on the Bill.

Before I outline why I think we need a radical overhaul of upper secondary education, let me first explain why it is so vital. Of all the issues given too scant attention during the election, perhaps our deep-seated malaise on productivity is the most serious. The statistics are dire. Output per worker is still lower than before the financial crash—a stagnation that the Office for National Statistics has called

“unprecedented in the post-war period”.

Our productivity is well over 20% lower than that of the United States, and we trail every G7 nation except Japan.

I know that nobody in this House seriously believes that that represents a true reflection of the efforts of British workers or the enterprise of British business. Neither do I mean to imply that the roots of our productivity challenge can be explained entirely by the economic policies of the current Government. Poor productivity, however, affects our economy and our society. It affects our competitiveness, our prosperity and our standing in the world. That is why the Labour party was so keen right at the beginning of this Parliament to have a day’s debate on productivity and how we deal with the productivity challenge. Given the direct link between productivity and economic growth, the scale of the measures needed to restore the public finances to good health is not an inconsiderable concern for this Parliament to address.

What is more, if we look into the causes of the productivity puzzle, we find many of the issues that Labour Members raised during the general election campaign. Despite today’s welcome news on wages, there is still a low-wage cost of living crisis in the UK. Of the 15 initial members of the EU, only Greece and Portugal now have lower hourly wages.

Too many of the recent jobs created have been of too poor a quality and low-skilled, particularly in the low growth regions of the north and the midlands. The structure of our finance industry is not delivering the right conditions for long-term business investment or the necessary access to start-up and growth capital. In so many parts of the country, working people have not seen living standards rise for over a decade. We are still simply too unequal, over-reliant on financial services and property for creating wealth and still not encouraging enough business investment. According to a shocking OECD report published last month, we have the biggest skills gap of all countries surveyed.

In 2013-14, apprenticeship starts in Enfield North fell from 710 to 590. While I agree that the focus on apprenticeships is welcome and necessary, I do not think it should be at the expense of adult skills training. The College of Haringey, Enfield and North East London in my constituency faces an unprecedented 21.2% cut in funding, losing some 40 posts. Is this a coherent strategy, given that a large proportion of students—
