Okay, the right hon. Gentleman has thrown down the gauntlet. Let me tell him a few facts. First, two or three libraries are not closing. Fewer than 100 libraries have “closed”, and many of those have been transferred to communities. More than 40 libraries are opening, but Labour does not talk about that. We have just published our cultural education plan, the first such plan this country has ever had. Overall arts funding will be reduced by less than 4% over the next four years, so the right hon. Gentleman should stop talking down what is happening in the arts and talk about the huge success we are having.

The parents of young people suffering from eating disorders are often distressed to find a hoard of press and magazine articles with graphic images and details of low weights and tiny amounts of food eaten, which have been used as inspiration. The media are rightly very careful when reporting on suicide. In a similar way, will the Minister urge media outlets to take cognisance of the media guidelines created by the eating disorder charity B-eat, to avoid the sensationalism of this illness, which can be very damaging?

It is very important that, before we undertake further pilots of public reading stages, we have an opportunity to reflect on any improvements that could be made to the technology and the processes involved. That will involve talking to many people. Hon. Members may have seen the recent announcement that Jimmy Wales, the founder of Wikipedia, has agreed to advise the Government on improving open government, and we will want that work to influence how we proceed with public reading stages.

I welcome what my hon. Friend says about improving public engagement, particularly with regard to public reading stages. Does he agree that we need to make it easier for the public to follow Committee stages of Bills, too, once the public reading stage is over? Will he have discussions with Jimmy Wales and others, particularly those involved in social media and online engagement, on how we can demystify the legislative process in this country, so that more members of the public can contribute their views?

My hon. Friend highlights the purpose of what we are trying to do, and she rightly says that we are trying to demystify the process. The more that members of the public can interact with the House and understand how we go about our business and how they can influence the progress of legislation, the better. I can certainly give her a commitment that we will be looking at that. We will be looking at a variety of innovative ways to help the public to understand the process of legislation and the legislation itself, when it is presented to the House and to the public.

My hon. Friend the Deputy Leader of the House set out in his speech on Monday the reasons why he and I believed the House should support the amendment in question. As the hon. Lady knows, all we have done is bring the Backbench Business Committee into line with all the other Select Committees and ensured that, for example, the Conservative party cannot choose which Labour Members serve on her Committee. That would be an abuse, and the House agreed, through a Division in the normal way, with the proposals put forward by my hon. Friend—and supported by the hon. Lady’s Front-Bench party colleagues. We have had that debate, and the time has come to move on.

Two years ago, the Speaker’s Conference recommended that we should have a review of sitting hours, and one year ago the Procedure Committee launched an inquiry into that. It has been very thorough, with both written and oral evidence having been taken, and there was then a further consultation exercise, which closed three months ago. When does the Leader of the House think we will have the chance to vote on options for reform?

There is a missing ingredient in the equation, in that we have to wait for the report from the Procedure Committee. I understand from the Chair of that Committee, my right hon. Friend the Member for East Yorkshire (Mr Knight), that good progress is being made. I have given evidence on this topic, and I am sure my hon. Friend has, too. When the report is placed before the House—I do not know whether that will be before the end of the Session—it will be important to find time so that the House can reach a decision on whether to stay with the existing sitting hours or to make changes. In the first instance, however, my hon. Friend’s question should, I think, be addressed more to the Chair of the Procedure Committee than to the Leader of the House.

The key thing with FIFA is not what it says but what it does, and as far as the larger reform programme is concerned we will judge FIFA by its results. It has been absolutely categorical about this issue, and it is about time everybody stopped playing politics with it and remembered the athletes, who have an unbelievable opportunity to compete in a home Olympics. Can we get behind the athletes and stop playing politics?

My constituent Julia Donaldson is the author of many much-loved children’s books, including “The Gruffalo”, and she is also the children’s laureate. As a passionate advocate of the benefits of reading for children, she is also concerned about the possible impact of library closures. Will the Secretary of State agree to meet Julia and a group of campaigners to discuss the issue?

That was never our intention for the petition site. It is a mechanism for allowing members of the public to express an interest in a matter, and it is for the Backbench Business Committee, which has the time available, to consider that. If we find that there is a huge oversubscription, of course we will have to look at it, and I think the Procedure Committee will want to do that in due course. It makes sense to do so. However, we must not lose the capacity for the House properly to consider legislative business as it should, or to consider matters raised by hon. Members, which is also important.

I thank my hon. Friend for that reply, and associate myself with his remarks about congratulating all the staff involved in making the events possible. Parliament week is a fantastic initiative, with events around the UK, the BBC’s “Question Time” in Westminster Hall, and the excellent UK Youth Parliament debate here tomorrow. What does my hon. Friend think can be done to extend the spirit of Parliament week in promoting democratic engagement to the other 51 weeks of the year?

I commend my hon. Friend for her contribution; I understand that she took part in a young people’s “Question Time” event on Monday evening before an audience of more than 200. That was excellent. Engagement with the public, particularly with young people, is extremely important. The programme takes place not just in this place in Westminster; the whole point is to take that engagement out to the country, using a variety of methods. My hon. Friend makes a very good point that it should not be just for one week a year. We must make sure that the general public understand what the House is for, and how they can engage with it. We are determined to make that a reality every week of the year.

I will explain. That individual would be responsible only for representing the Ministers’ section of the pension fund. A former Minister would have a different contribution rate. I see the Leader of the House agreeing with me on this. The pension fund administers that at present and will continue to do so, but by virtue of the contribution, it will come from the Department that the person was in or from the civil service. The Government are not going to start playing a part in the Members’ pension fund. I hope that that answers the hon. Gentleman’s question.

There was originally a proposal in the Bill that members of the board of trustees could be removed by IPSA. That has now been forgotten, and the eight members of the board will continue to be appointed by this House and no one else. They will continue to be elected or selected from this place or from among former Members. At our trustees’ meeting on Thursday, we thought it sensible to determine that we would lose two members at this stage so that this whole process could be carried out smoothly. Otherwise, all sorts of complications could have arisen. As a consequence, I would like to put on record my appreciation—and that of the other members of the board—for my hon. Friend the Member for Lewisham West and Penge (Jim Dowd) and the hon. Member for Watford (Richard Harrington), both of whom have now withdrawn as trustees.

The increase in contributions is the main point of any argument on this matter. I have already argued, and I want to reinforce the point, that IPSA must be seen in every respect as independent. I see no reason why the House should indicate that it would like our pension contributions to be treated in the same way as those of other public service workers. IPSA has a statutory duty to act independently of Parliament, and by giving such an indication, the House is putting undue pressure on IPSA. It should not be influencing IPSA in that way. IPSA must undertake its role as laid down in statute, and in no other way.

Surely it is important, however, for the House to make it clear that MPs should not be treated differently from other public sector workers. In particular, we should try to avoid a repeat of the bizarre situation earlier this year in which we had to take back powers to set our own pay because the Senior Salaries Review Body had recommended a pay rise for MPs in a year when the rest of the public sector faced a pay freeze. Any such pay rise would have been entirely inappropriate.

I have to disagree with the hon. Lady, and I will tell her why. If we put things out to independent arbiters such as the Senior Salaries Review Body, and they make recommendations after consultation with all sorts of bodies, I would argue that the Government should not intervene. In that case in particular, we should not have overturned that decision. This is where we have gone wrong so many times in the past. In the great number of years that I have been a Member of Parliament, I have seen this happen time and again, and my research leads me to believe that every Prime Minister since 1945 with the exception of John Major has interfered in the conditions of service of Members of Parliament to the detriment of those conditions.

I feel strongly about this—so strongly that, as the arch-enemy of IPSA, I argue on the basis of what I have seen that it is far better for it to have that independence, which is clearly documented in legislation, than to have this constant interference in the conditions of service of Members of Parliament. There has not been a great understanding by the Government of some of the elements of the arguments with IPSA.

Given that pay and pensions are linked, it is only sensible for IPSA to take stock not only of all elements of conditions of service, but of the whole question of pensions, which I have always believed to be deferred income for any individual in employment who has a pension fund.

Other considerations relating to IPSA in consultation with trustees include the fact that it has to wait for a valuation. Here, as I say, the Government have not fully understood the position on Members’ pensions or the calculations of where they should go in respect of any increase in contributions, any increase in the age of retirement or any other element affecting those pensions. Clearly, the results of the 2011 valuation of the scheme will shortly be finalised, which I take as a very strong argument for leaving the decision about increases in contributions, if there are to be increases, to IPSA itself. As far as we are concerned, we are in a cost-sharing scheme, as a result of which we must see what the actuary says about any changes to contribution rates before taking a decision that puts us in line with anybody else. As Members will know, there have been increases to pension contributions over a relatively recent period, which I do not think any other members of the public sector have had to face. I suggest that it is important to take that into account, as we are told it will be by IPSA.

I suggest that trustees would also recommend giving further thought to other cost-saving measures in the scheme to make it simpler and to make the benefits clear in a way that everybody understands. From the discussions I have had with Members of Parliament over the last few weeks, I believe that there has been a misunderstanding of many aspects of the scheme. That needs to be taken into account. We also need to consider, if possible, as a means of getting away from increases in contributions, the whole question of increasing the pension or retirement age. It could be part of the answer to some of the problems we face.

Another misunderstanding is the view that this scheme is expensively funded in itself. Schemes like this should be treated differently from unfunded or notionally funded schemes, as assessing changes to member contribution rates should take into account any excess returns generated by funded schemes from the investment strategy. I understand that the London Pension Fund Authority scheme, which is a funded scheme, might not be subject to the general contribution increase that the Government hope to implement. If there are exceptions there, they can be made anywhere else. I am convinced that an awful lot of negotiations are still to take place, and these will bring to the fore some of the elements of the pension fund that are not best understood.

I hope that the Government will have a change of heart even as this debate progresses, but I rather share the right hon. Gentleman’s feeling that that may not come about.

Secondly, we also recommended that we should conduct a further experiment in this Parliament whereby Members and Opposition spokesmen are encouraged to attach explanatory statements to amendments and the Government provide explanatory statements clarifying the origin of amendments and new clauses proposed on Report.

Thirdly, our Committee recognises that although written parliamentary questions are a vital part of parliamentary scrutiny, they impose a significant cost on the public purse. Although we felt it would be wrong to consider imposing restrictions on Members’ ability to table questions in person, we think we should have a three-month trial whereby Members are restricted to a quota of five written questions a day submitted electronically.

To assist Members, we also recommended that the Government should deliver all answers to parliamentary questions to the Member concerned by e-mail at the same time as the answer is delivered to the House, which is vital. I do not know whether Members know this, but answers are delivered by a person who literally walks round the building. He takes the answer into Hansard and then to the Press Gallery, and then he puts it on the notice board for the Member. I asked a question recently, and in my case I was the last point in the journey. The House business was collapsing and I was on a train when I had a phone call from a journalist wanting to know my view on the answer to my question, which my office had not received. On checking the board, I found that it had still not got there. I therefore do not think it acceptable for Members to be the last in the queue when receiving answers to their questions. That is why we feel that there ought to be a system in place whereby Members always receive an electronic reply immediately the answer is available.

I warmly congratulate the right hon. Gentleman and his Committee on an excellent set of reports and proposals on explanatory statements and so on. However, I want to press him slightly on the restriction on written questions that are only e-tabled, which seems to go against the arguments for consistency that have been marshalled for electronic devices. Surely a question should be treated the same whether it is tabled via the internet, by post or in person. Although we might need to look at a quota system, I cannot quite understand why electronically tabled questions need to be a special case, so that there is a quota for them but not for others.

If I may, I will come back to that point in a moment. I want to deal completely with Select Committee amendments first, but I will return to the hon. Lady’s point and, if she is not satisfied, I invite her to intervene on me again.

The Procedure Committee was invited by the Liaison Committee to look at the possibility of a tabling system that would enable Select Committees to table their own amendments. The current practice is that amendments agreed by a Select Committee may be tabled only in the names of individual Members, which makes it difficult to distinguish Committee amendments from those tabled by the same members of the Committee acting as individuals. After consulting interested parties, the Procedure Committee published a report recommending that the practice be changed to allow Select Committees to table amendments to Bills and motions in the name of the Chair, with a tag line indicating the name of the appropriate Select Committee. The advantage of that practice would be that it would offer clarity to the House and to individual Members, and enable anyone reading an amendment paper to see that an amendment had originated in a Select Committee. It was also felt that it would contribute to the effectiveness of Select Committees.

We recognised, however, that there could be disadvantages, as individual members of a Select Committee might disagree with a proposed amendment, either at the time of its adoption by the Committee or afterwards. To counter that, the Procedure Committee recommended that stringent safeguards be built into the process whereby Committees agreed amendments that carried the special status of Select Committee amendments. We suggested that such amendments would have to be formally agreed, without Division, by a quorate meeting of the Committee. That is a more rigorous requirement than that for Select Committee reports, which can be agreed by a simple majority.

The Committee rejected the idea that Select Committee amendments should be guaranteed debate, because of the constraints of programming, but we supported the adoption of a convention that the Chair should grant a Division when one is sought. Unfortunately, as the Chairman of the Liaison Committee has said, the Government have indicated that they oppose this innovation, and I understand that they continue to oppose such a modest, sensible move today. Indeed, I have seen the Patronage Secretary buzzing round the House, rather like a wasp, discussing this matter. I therefore suspect that there could be a Government payroll Whip on this Liaison Committee suggestion.

The Government object to the proposal because they feel that it would be wrong for an amendment to be marked as having the support of a Select Committee if some of the Committee’s members might be in disagreement. We have tried to address that difficulty by recommending stringent conditions that would have to be met before a Select Committee amendment could be tabled as such. They include the condition that notice must be given before the Committee could agree the amendment. The Government say, however, that it would still be possible under the new arrangement for any two members of an 11-member Committee to approve an amendment on behalf of the whole Committee, as the quorum is only three and the Chair has a casting vote. That is technically correct, but I would suggest that the requirement for notice would make it most unlikely—or, in practice, impossible—that that could happen against the wishes of a majority of active members of a Committee.

The hon. Gentleman underlines my point. I am not blaming Members as they simply cannot know the minute details of the effects of all amendments. That is why having explanatory statements—a limited amount of text clearly explaining what a particular amendment seeks to achieve—is so important. If Members had that information, they would be much better able to exercise their vote judiciously on behalf of their constituents, and would be able to put their hand on their heart and say, “Yes, we do know what we are voting on here.”

I was about to discuss the question of who is at fault. I am not blaming hon. Members; I am blaming the way we work. Given the way our system is set up, it is perhaps understandable—but it is not acceptable—that many MPs have to rely on the Whips to tell them how to vote, and do not really know what the amendment they are voting on actually does. I have seen Members literally being physically propelled through the Aye Lobby in support of Government legislation even as they are trying to find out the significance of what they are voting on.

Members might be less likely to be treated in such a way if there were a simple explanation of the effect of each amendment under consideration, and at least they would know whether they actually agreed with the Whips’ directions. If there were explanatory statements, there would be more transparency and better debates, and Members would be better able to object when the Government make a large number of significant amendments to their own legislation on Report with inadequate time for scrutiny.

It is, of course, absolutely right that MPs should as much as possible listen and contribute to debates in the Chamber, which should enlighten them on the effect of any given amendment. However, as all Members know, being an effective MP involves many other tasks, including responsibilities to undertake work on Committees, to attend debates elsewhere, to chair and attend meetings, to take part in all-party groups, and to meet constituents. As a result, MPs do not, and frequently cannot, sit in the Chamber for all the time that the debate on amendments on which they will later vote is going on. Furthermore, if it were easier to work out what the amendments meant before the debate, more MPs might contribute.

It is obviously good for democracy for MPs to know what they are voting on, but it is also important that we have a system that can be easily understood by members of the public who want to follow a Bill. Currently, interested citizens who might be following proceedings on television or on Twitter have to go separately to the Bill, then look up the clause and then probably go to the explanatory notes to the Bill to try and make sense of what is happening. We need a remedy.

The hon. Lady mentions explanatory notes to Bills, which we currently have. Does she agree that the proposal under discussion is simply an extension of what is already available? We have explanatory notes saying in plain English what a Bill does, and to extend that to amendments is a common-sense proposal, particularly for those of us and our constituents who do not have legal training. I have had experience of sitting in a Bill Committee and reading an amendment proposed by another Member and wondering what it means. Sometimes that is not clear until the debate starts. This proposal would address that problem.

I do. Further than that, it can also lead to opportunities to broadcast through the more conventional media. For example, as some hon. Members will know, yesterday in Welsh questions I asked the Welsh Secretary to ask the Prime Minister, when he was sitting next to her, to make sure that the Welsh flag was flying over No. 10 Downing street this weekend, just as the flag of St George flew last year during the World cup, to acknowledge the achievements of the Welsh rugby team. After Prime Minister’s questions I was invited on to a phone-in on Radio Wales on which there was a very lively discussion about this proposition. By five o’clock in the evening the Prime Minister had quite rightly agreed that the flag could be flying, and I give him credit for that. So, very quickly, Twitter, conventional media and the use of this Chamber altogether were involved in getting a result for constituents. I think that is a good example of how this technology can be beneficial.

I am very grateful. Does the hon. Gentleman agree that although Twitter can certainly be useful for broadcasting, the real value of that kind of interaction is that it is not solely about broadcasting, with MPs sending out messages to constituents, but that it allows two-way communication and can really engage people in the political process?

I just about heard the hon. Lady over the twittering of her colleagues at the Bar. She is absolutely right. I was about to make that point, but I will not do so in the interests of brevity, because she has made it for me.

I wrote an article, alongside the hon. Member for North Wiltshire (Mr Gray), in Total Politics magazine a few months ago in which we debated these issues. I think I made it clear in that article that I respect and understand where he is coming from. Like other right hon. and hon. Government Members who have spoken about the issue, he wants to maintain the reputation of the House for the quality of its debates and to ensure that our debates do not descend into a simple parade of read-out speeches. I agree that it would be the death of debate in the House if that happened, but their fears are misplaced.

One can embrace and use such technology and such devices while enlivening and enhancing our debates by bringing in information—yes, from outside, but what is wrong with that? If Ministers can get in-flight refuelling from the officials’ box, why cannot Back Benchers get in-flight refuelling electronically during their speeches if a useful fact can be drawn from outside? I see nothing wrong in being able to draw on all the expertise and information that is available from outside the Chamber.

In our exchange of articles, the hon. Gentleman made some very interesting points, but I will end by simply saying that there is nothing new in political communication in trying to get a message across in a pithy, memorable way, as Twitter enables us to do. In fact, I think that it was a certain Winston Churchill who said:

“Never in the field of human conflict was so much owed by so many to so few.”—[Official Report, 20 August 1940; Vol. 364, c. 1167.]

If that statement was issued as a tweet, it would leave 66 of the 140 characters available on Twitter still to play with. That goes to show that those who want to fight the onslaught of technology on the beaches will find that the tide is turning against them.

Perhaps I, too, may use this opportunity to thank officials in my Department for the hard work they have done on the royal wedding, and to wish Prince William of Wales and Catherine Middleton great joy on their day? I know that the Secretary of State is looking forward to attending the wedding tomorrow. It remains to be seen whether he will tweet throughout it.

I hear what the shadow Secretary of State says, but I do not regret what the Secretary of State said. We have achieved a fantastic settlement for the arts, with an 11% decrease only and a significant increase in lottery funding of 43%.

Promoting female participation in sport is a key priority for the whole sport plans. In addition, a number of projects have exercise and fitness elements to help create a stepping stone into sport. Examples include British Cycling’s breeze and sky ride programmes, England Athletics’ informal running networks and the Lawn Tennis Association’s cardio tennis.

Despite record investment in governing bodies, women’s participation in sport continues to fall. There are welcome initiatives such as the £10 million active women fund, but they still represent a tiny proportion of sports funding. Should we not switch funding more towards grass-roots initiatives and learn from mass-participation events such as race for life, which this year will see 1 million women walking, jogging and running 5 k?

Yes. I absolutely understand the hon. Lady’s point. About two years ago, the previous Government, supported by the Conservative party, set in place the whole sport plans, which are allowing sport governing bodies to drive up participation. They have now been running for two years, and I think we are starting to see the benefits, although it is like trying to turn a juggernaut around. When the half-time analysis is done, we will ensure that we concentrate on areas in which the plans have not succeeded as well as in others, and that will be one of them.

I concur with the hon. Member for Gainsborough (Mr Leigh) when he said that many MPs cherish the three minutes of prayer and reflection at the start of each parliamentary day. Given that MPs come from many different Christian denominations, different religions and, indeed, none, is it time to reconsider the House practice whereby the only way to reserve a seat in the Chamber makes it mandatory to attend Church of England prayers?

That is primarily a matter for the House rather than the Government, and you, Mr Speaker, will have heard the hon. Lady’s request. One can also put in a pink card in certain circumstances and reserve a seat if one serves on a Committee, so there are other ways of reserving a place in the Chamber.

I thank the right hon. Member for Sheffield, Brightside and Hillsborough (Mr Blunkett) for his intervention, which was incredibly valuable. He rightly reminds me that the Procedure Committee is examining sitting hours. I am very glad about that. I hope that this debate can produce some agreement that at least there should be a mechanism whereby we can consider all these issues again. We may disagree about the details of family-friendly hours or exactly when different debates should happen, but I want to gauge how much interest there is for some types of change and, if there is some interest, how we can make progress.

I, too, apologise, because I will be going to a conference later. It is about political engagement, so it is very much on the same theme as the debate.

I want to pick up on the point about the Procedure Committee conducting an inquiry on the sitting hours and the turnout today. Does the hon. Lady agree that there is perhaps an argument for another vehicle for pursuing the cause of parliamentary reform? We do not want it to stall after the Wright Committee, and the Procedure Committee has limited time. In fact, although it is conducting an inquiry on sitting hours, it has not begun that yet, and we do not want the issue to be delayed and put on the back burner. Should the House not find some way to take it forward, given the clear level of interest in doing so?

I am sorry to disappoint my hon. Friend, but the public are beginning to notice and believe that Members should not have their heads down looking at those devices while they are meant to be listening to a debate. That is their opinion—it may be wrong but it is their opinion and they do not like it. [Hon. Members: “He’s twittering.”] My hon. Friend may find that there is a ruling yet from the Chair dealing with Twitter as distinct from other things. [Interruption.] It is difficult to silence the hon. Member for Rhondda (Chris Bryant).

A point that has not been discussed so far is the fact that we make this place available for members of the public to tour in the mornings. Many hon. Members like the opportunity for their constituents to be here—schools in particular—and Parliament is conducting a big outreach programme. That would become much more difficult under the regime that the hon. Member for Brighton, Pavilion has put forward.

On tourists, does the right hon. Gentleman accept that it is difficult for most members of the public to visit Parliament on weekdays? It would be helpful if Parliament were open at weekends for people to come and have a look round.

I am very interested in the question of access, but do not want to go too far into it now. I am happy to receive representations in my capacity as Chair of the Administration Committee. The House is, of course, open on a Saturday, but I am not sure whether it is entirely suitable for school parties to come then. I just mentioned that point as another thing to be factored into the equation.

We have changed over the years. The pace may not be fast enough for some, but we can speed up the process of examining all the new ideas. I do not, however, believe that we need another Committee. We have had the experience of the Modernisation Committee and, frankly, to have it running side by side with the Procedure Committee was unsatisfactory. The Procedure Committee should be invested with the relevant responsibilities and, if necessary, it should be geed up to work faster, if the House believes that the issues are important ones and need to be examined. Perhaps the right expression—which would be appreciated by the Chair of the Procedure Committee, my right hon. Friend the Member for East Yorkshire (Mr Knight), as a motoring man—is that we need to change gear and move a little faster. That would help to satisfy those who feel that some things have been ignored for too long.

The real challenge is how we are to make the House more effective. I think that the content of the Hansard Society paper that has been circulated is perhaps more relevant than what the hon. Member for Brighton, Pavilion has said, because concentrating on the cutting or rearrangement of hours is not the main priority or the best route towards a more effective Parliament.

The short answer is no, no and no. It sounds as though the hon. Gentleman has not read the consultative document. It is not a statement of Government policy. Under the previous regime, the Forestry Commission disposed of some 25,000 acres without the sort of precautions that we are including in the Public Bodies Bill.

The Leader of the House is to be congratulated on introducing the motions to implement the Wright Committee reforms, such as setting up the Backbench Business Committee, which is widely agreed to be a success under the leadership of the hon. Member for North East Derbyshire (Natascha Engel). Given that success, will the right hon. Gentleman say what progress he is making on another Wright reform—creating a House business committee, so that transparency and democracy can be brought to scheduling Government business?

The House business committee was another commitment to which the previous Government refused to commit themselves. We are committed to it, and it will be introduced within three years of this Parliament. We want the current regime to run for about a year, when we will review it and then have serious discussions about how we move to stage 2 —the House business committee, which will merge my responsibilities with those of the Backbench Business Committee, so that one Committee will deal with the future business of the House.

I echo what I said about the importance of impartiality, and say simply to my hon. Friend that given his sustained interest in that, many people at the BBC are gutted that he did not put his name forward for the chairmanship of the BBC Trust.

We had a number of discussions on funding for the BBC both with the BBC and with the Foreign and Commonwealth Office in the context of licence fee discussions.

For those living in countries where free speech is threatened or non-existent, the BBC World Service provides a vital and powerful source of unbiased information. I welcomed the Foreign Secretary’s reassurance back in September that the Burma operation is unlikely to face closure, but will the Secretary of State reassure the House that he is working with his Cabinet colleagues and the BBC to ensure that in countries that face significant political upheaval, that voice of independent free speech will be upheld?

I wholeheartedly agree with my hon. Friend about the outstanding beacon for freedom that the BBC World Service represents, not least given the lifeline it offered to the people of Haiti and the 3.1 million people who are reported to use it in Iran. She is absolutely right. If it is any reassurance, closure of any language service must have the written consent of the Foreign Secretary. We are confident that the BBC World Service can sustain its current plans.

7. What progress the procedural data programme has made on the provision in electronic form to the Official Report of the text of answers to parliamentary questions.

On 16 December, the procedural data programme board agreed to the project initiation document for a pilot project on electronic delivery of answers. That pilot is due to end in March 2011. The project team will produce a report recommending next steps, which the board will consider in May.

I was astonished to learn of the inefficient process by which—in the 21st century—written answers are published in Hansard. They are typed in the Department and delivered by hand to the House as a print-out, at which point the Hansard reporters have to type them again. I am glad that the Commission is considering changing the process, but may I urge it to do so quickly, and to recognise that short-term costs such as the cost of the necessary software will be outweighed by long-term savings in staff time?

I am grateful to my hon. Friend for her approval of the steps that the Commission is taking. The process is somewhat complicated, not least because no two Departments use exactly the same technology when preparing answers, and a large amount of business analysis must be conducted to produce a sufficiently detailed understanding of their working practices. However, resource expenditure of £34,970 has been invested in the project, and we will work as expeditiously as possible to arrive at a resolution.
