I agree with my right hon. Friend: we need to get on to the future relationship. The House has been endlessly debating the winding-down provisions, which are contained in the withdrawal agreement Bill. The political declaration sets out a clear framework for a best-in-class free trade agreement, and we need to pass the Bill in order to get on with that.
The Prime Minister was withering in his criticism of the first Brexit deal, and yet he voted for it. He said that no Conservative Prime Minister should ever accept a border down the Irish sea, and yet he has done so. He said that he would never ask for an extension of article 50, and yet he sent a letter doing just that. If the Prime Minister is allowed to change his mind, surely the Government should give the public the opportunity to do the same by putting their Brexit deal to a people’s vote.
I think it is somewhat ironic to hear a question about changing minds from a member of the Liberal Democrats, who were the first party to call for an in-out referendum, and who now want a people’s vote on the basis of ignoring the people’s vote that we have had.

Commons ChamberI do not mean it in any spirit of discourtesy to the right hon. Gentleman, but I think his contribution was rhetorical in the sense that I do not think he was particularly inviting my immediate response. If he was doing so, I would say to him that I think judicious consideration of these matters is always beneficial to colleagues across the House. Everybody, of course, must abide by the law. The right hon. Gentleman is versatile, dextrous and experienced in the use of the parliamentary weaponry to try to ensure that his point of view prevails, so we will leave it there for now.
Further to that point of order, Mr Speaker. The Prime Minister’s deal was a bad deal, and the public deserve to have the final say—not just the hundreds of thousands who are marching outside, but the millions of people across our country. [Interruption.]
Order. I recognise that there are very strongly held views on both sides of the House and on both sides of this debate, but the leader of the Liberal Democrats must be heard. It is unconscionable if there is an attempt to stop someone being heard.
And the people who are outside this building right now will be heard, and they deserve the final say, along with millions across the country. The most urgent thing right now is that the Prime Minister complies with the law, and I ask your guidance. Would it be possible to suspend the sitting for a short time to allow the Prime Minister to go and send his letter, and come back and make a statement to the House to confirm that he has done so?
I am grateful to the hon. Lady. It is not my intention to suspend the sitting. The point will have been heard by the Prime Minister. I say to the hon. Lady that all sorts of things are possible, but as to what is judged appropriate at this time, I think the puckish grin on the contours of the hon. Lady’s face suggests that she was making a point, but not expecting such a decision. I am grateful to her.

I thank my hon. Friend for raising that point. Now is the time for a deal, but the way that the House has behaved has made a deal less likely and made it more likely that we will have no deal. However, it is not too late. The Government are reaching out across the Chamber to our friends on the other side, saying, “Join us in supporting a deal. It is the right thing for the country.”
Earlier this year, the Government said that if we left the EU with a deal, we would keep our world-leading standards and rights on food, quality, employment and environmental protections. That commitment was pretty flimsy then, but people now fear that it has been ditched in desperation, and the Government will not even publish the text. The public have a right to know whether the Prime Minister is prepared to sacrifice the quality of food on supermarket shelves, the rights of workers to take holiday and our children’s right to breathe clean air.

My hon. Friend speaks from the experience that we have shared as members of the Treasury Committee, scrutinising in agonising and often frustrating and concerning detail the economic impact of the Brexit proposals, and in particular the potential ramifications of a no-deal Brexit.
If anyone had told me when I was first elected to Parliament in 2010 that less than a decade later the Government of this country would be pursuing a policy that necessitates the stockpiling of body bags, I would have questioned my own sanity. Yet this is the appalling position that we now find ourselves in, because the Prime Minister has remained resolutely of the belief that refusing to rule out the prospect of a no-deal Brexit, thereby threatening to drive her own country off a cliff, somehow represents a bargaining chip when conducting an international negotiation. That is precisely what she would be doing to so many businesses in my region, with around 60% of our exports currently going to EU countries, leading the North East England Chamber of Commerce to state that its 3,000 members
“have been clear, North East businesses do not want a messy and disorderly exit from the EU.”
They are perplexed that, despite all the evidence, the Government have allowed a no-deal scenario to be seen as a credible Brexit outcome.
Many people will have wanted the UK to leave the EU last Friday, or just as soon as possible, and not because of an arbitrary date set by the Prime Minister, having triggered article 50 when she did, but because they are frankly sick to the back teeth of hearing about this issue, day in, day out. They have had enough of Brexit dominating every single news bulletin, newspaper headline or radio discussion. Understandably, they just want what has turned into a national nightmare to be finally over.
I, too, am angry. I am angry that we have spent three years not properly focusing on the myriad issues that we know desperately require our attention: climate change, the NHS, public transport, child poverty, food bank use, social care and universal credit. To provide just one example of how all-consuming this exercise in futility has become, it was reported over the weekend that two-thirds of staff at the Department for Environment, Food and Rural Affairs are now working on Brexit, instead of focusing on other crucial issues, such as tackling poor air quality or rising food poverty.
I am equally furious that billions of pounds can be found by the Treasury to prepare for a Brexit scenario that can never happen, while schools in my constituency are making teachers redundant and women across the country born in the 1950s are facing dire financial circumstances.
The hon. Lady is absolutely right that those are the other important issues that we should be directing our energy and focus on. Of course, Brexit will make them all more difficult to solve, because we will be poorer as a country and have less influence in the world. Does she think that that is one reason why 49 of the 65 polls taken on Brexit since the referendum have found a majority for remain? We have to go as far back as June 2017 to find the last poll that had more people supporting leave. Is it not entirely possible that the will of the people has changed?
The hon. Lady makes some excellent and important points. It is good that they are now on the record.
The reason I say all this, and why I have spent so much time holding the Government to account on this issue since 2016, is that I know that if we get Brexit wrong, it will significantly diminish our capacity as a country to fund our public services—to tackle the “burning injustices” that the Prime Minister once pledged to fight. I say to those who, quite understandably, just want Brexit to be over that if the UK leaves in the coming weeks, it is not over—Brexit and all of its ramifications has not even begun.
Turning to the second e-petition that we are debating, in the week after we were due to leave the European Union, and following two and a half meaningful votes on the Prime Minister’s withdrawal agreement, the only thing that is clear is that Parliament remains in Brexit gridlock, although today’s further indicative votes may help to provide some much needed clarity on a potential way forward. However, as things stand, we still face this cliff edge on 12 April. It is unclear how the Prime Minister’s agreement can be passed by Parliament before that date, given the scale of the challenge she continues to face, unless she is finally prepared to change course.
I have long believed the answer to this seemingly never-ending and hugely damaging parliamentary gridlock lies in what is advocated by the second e-petition that we are considering. Signed by 185,542 people as of 3.30 pm, it calls for a second referendum to be held to enable the British public to choose whether to accept the Prime Minister’s deal—the one that she and the EU have repeatedly told us is the only and best Brexit deal available—or to remain in the EU with the deal that we already have.

Commons ChamberAt Prime Minister’s questions, the Prime Minister accused the House of navel-gazing on the subject of Europe, which is rich from a party that, for the past 30 years or more, has spent all its time navel-gazing—some might say digging around in its navel or, indeed, picking the scabs of Europe. That has left us in the current position. It has always been about the Tory interest in relation to Europe and never the interests of the country.
That is best reflected in the fact that it has required a Standing Order No. 24 application to be granted to enable us to debate something that the Prime Minister should have brought to the House, particularly given the de facto deputy Prime Minister’s comments, which many hon. Members have repeated, about how reckless it would be to seek a short extension.
I am afraid to say that the Prime Minister’s letter immediately fails two basic tests. First, it does not explain the purpose of the extension she seeks. Even worse, as we heard from the right hon. Member for North Shropshire (Mr Paterson), it was not submitted in time. The Government’s incompetence is unparalleled. They did not submit their letter seeking an extension in time for it to be considered at this European Council meeting.
I make it clear to the Minister why the Liberal Democrats and, indeed, other Opposition parties are seeking an extension to article 50. First, the extension should be longer than the three months that the Government are apparently seeking, and it should be for a very simple purpose, which is to allow time for a people’s vote. If that requires European elections to be fought, we will fight them. We could well be, perhaps for the first time in British history, fighting European elections on the values and principles of the EU. We may have Nigel Farage’s Brexit party, funded by who knows whom, from who knows where, fighting that campaign, but the Liberal Democrats, the Scottish National party, the Labour party—one would hope—the Greens and so on may well be fighting the European Parliament elections on the basis of the values of the EU. These are the values that have ensured security and peace, and have ensured that the EU can deal collectively with issues such as climate change in a positive way. If we have those elections, bring them on. We would welcome the opportunity to talk positively about what the EU has done.
There is not very much positive about Brexit, but the one silver lining that I hope Members from nearly all parties—not the Democratic Unionist party but all the other parties in this place—have found is that the issue of Brexit has brought together Members of different parties who often have never worked together before. That has happened in a collegiate way, whereby we are willing to work together. As I understand it, that is how the Danes were able to get themselves out of the hole they had dug for themselves in 1992 with the Maastricht treaty. They resolved that by bringing the parties together and finding a way out of it together. That is not what our Prime Minister has done. Bearing in mind that we are 1,000 days after the vote of 23 June 2016, what she attempted, for a brief flash about 100 days ago, was to organise a series of one-off meetings with party leaders and with other members of those parties. She ticked that box and said, “I have talked to the other parties. It is all dealt with.” I am not sure what is happening today, but I am not sure it will add much to the sum total of her connections with the other parties.
I hear what my right hon. Friend says about the Brexit situation bringing people together from different parties to work together. Does he accept that it has brought people together up and down the country? In this country we now have one of the largest pro-European movements in Europe, and we will see that on the streets of London this Saturday.

Commons ChamberTwo and a half years ago the Prime Minister stood on the steps of Downing Street and promised to tackle society’s burning injustices. I for one was glad to hear that speech, and I hoped that it would mark a real change in direction from this Government.
We could debate endlessly the reasons why people voted to leave the European Union, and of course they were varied. For many, however, there was a feeling that the system is broken, that working hard is no guarantee of getting on, and a fear that their children will end up worse off than they are, earning less, finding it harder to secure a decent home. People, rightly and understandably, feel angry about that. However, instead of the radical changes needed to our economy and society, the energy and attention of our Government have been sucked into the black hole of Brexit. Nothing has changed for those the Prime Minister vowed to help. Those injustices still fuel discontent. We have an underfunded universal credit system bringing misery to thousands. We are in the midst of a housing crisis in which many children are living in heartbreaking conditions and vulnerable people are sleeping on our streets—and dying on them, too. None of that will be resolved by leaving the EU. None of that will be resolved by the Prime Minister’s Brexit deal.
The leave campaign said we would take back control, but to many of my constituents—to the mother of two who contacted me because she was worried about her family’s security after the Prime Minister called her husband a “queue jumper”; to the scientist concerned about jobs in Glasgow once the life sciences industry loses vital European funding; and to the businesses that do not even know on what terms they will be able to sell to our biggest trading partner in three months’ time—it feels like we are doing the very opposite.
Five years ago, I fought passionately to keep Scotland in the United Kingdom. Together, we are stronger. Our economy is more successful and our influence is greater. We can pool risks. Our businesses benefit from selling to a larger market, without barriers. We share values. We share our history. We share a desire for our loved ones in different parts of the country to be able to live, work and travel where they want with ease. I am certain that Scotland’s best future is in the United Kingdom, and for the same reasons I believe the United Kingdom’s interests are best served within the European Union.
In 2017, the people of East Dunbartonshire elected me to fight for Scotland’s position in the UK and for the United Kingdom’s position in the EU. That is the manifesto I stood on. The Liberal Democrats have led the fight for a people’s vote so we keep the benefits of our EU membership and remain a leading and influential member of the world’s most successful economic and political bloc. I am delighted that so many MPs from all parties are coming together and working beyond party lines for the public to have the final say on a deal, with the option of keeping our EU membership.
At the end of the day, if push came to shove—if we came to a crunch—and there was a choice only between Scotland remaining in the UK and Scotland remaining in Europe, which would the hon. Lady choose?
We are trying to unpick a Union we have been in for 40 years. Look at the chaos that is causing. The last thing we need is the chaos of trying to unpick a Union of 300 years. If this experience tells us anything, it is how disastrous that would be.
We need a people’s vote. Two and a half years on, we know that leaving the European Union will not make us richer. It will not bring in £350 million a week for the NHS, despite what that bus said, and it will not be the
“easiest trade deal in human history,”
despite what the International Trade Secretary said. Those were fantasies of the leave campaign. Brexit has become a national embarrassment. It will make us poorer, it will hurt our NHS and it will weaken our Union.
Perhaps strangely, I have recently found myself agreeing with both the former Brexit Secretary, the right hon. Member for Esher and Walton (Dominic Raab), and the Prime Minister. The right hon. Gentleman is right that the Prime Minister’s deal is worse than staying in the EU—we would be bound by the rules but lose our say over them—but the Prime Minister is right that this is the best Brexit on offer.
I despair at the arrogance of those, whether they sit on the Conservative Benches or the Labour Front Bench, who claim that they could negotiate a better deal. They live in the land of make-believe. Here in the real world, there are no magic beans to put food on the table and there are no pots of gold at the end of the rainbow. Even my five-year-old could tell them that unicorns are not real. And, frankly, I am horrified by those who are so cavalier that they countenance no deal as a serious option. How lovely it must be to live in an ivory tower, claiming French residency or setting up investment funds in Dublin as the poorest people in society pay the price for an ideological Brexit.
Quite simply, there is no deal that will ever be as good as being members of the European Union; there is no Brexit that works for the whole United Kingdom; there is no Brexit that keeps our economy strong and jobs safe; there is no Brexit that gives us first-class public services. We need a way out of this mess. We should give people the chance to choose, in full knowledge of the Brexit deal on offer, what future they want for their children. I urge the House to vote down this deal and call for a people’s vote.

Commons ChamberWhen it comes to the implementation period, the withdrawal agreement, in its draft treaty form, contains agreed provisions on a joint committee. That committee could be a forum for resolving the issue to which my hon. Friend alludes. I hope that that provides some reassurance that there is an element of governance that commands some confidence and legitimacy in this process.
Significantly, from March 2019 and during the implementation period, the UK will not be a member state of the European Union. As a result, for the first time in 40 years, we will have the freedom we need to strike new trade deals with global partners—a freedom that builds on our long and proud history as a great trading nation and a champion of free trade with all parts of the world. Important work is already under way to maximise such opportunities. In July, the Department for International Trade launched consultations to inform the Government’s approach to trading with the US, Australia, New Zealand and potentially to seeking accession to the comprehensive and progressive agreement for the Trans-Pacific Partnership. I am excited that those opportunities for the UK are drawing ever closer.
To give effect to the implementation period in domestic law, the withdrawal agreement Bill must ensure that EU law continues to have the same effect in the UK as it does now for the duration of the implementation period. The House will be aware that the current mechanism by which EU law is brought into UK law is the European Communities Act 1972, which will be repealed on 29 March 2019 when we leave the EU as prescribed in the European Union (Withdrawal) Act 2018—a vital step in our exit. The Bill will require a strictly time-limited transitional provision so that the legal effect of the ECA is saved until 31 December 2020, at which point the implementation period will end. That will reflect the UK’s unique status as a country that has left the EU but which, for a strictly time-limited period, will continue to apply EU law as it does now, to the benefit of citizens and businesses.
The Minister is talking about an implementation period, but is that not a misnomer? It is far from clear what we will actually be implementing. She is going to ask Parliament to sign off on a process when there is no detail of what our future trading relationship with the EU or anyone else is going to look like and when we will be giving up our negotiating power within the EU. Is it not just a step into the unknown?
I am disappointed that the hon. Lady is not here to welcome the implementation period, which has been welcomed by many businesses not only in her constituency, but throughout the UK, because it provides time and certainty. It is part of the withdrawal agreement, which is part of the final deal package, which is intricately linked to the future framework on the economic partnership. Together, they will be put to Parliament for the meaningful vote.

Commons ChamberI congratulate the five Members who have made their maiden speeches in this debate: the hon. Members for Plymouth, Sutton and Devonport (Luke Pollard), for Bristol North West (Darren Jones), for Cardiff North (Anna McMorrin), for Mansfield (Ben Bradley) and for West Aberdeenshire and Kincardine (Andrew Bowie). They spoke with good humour, giving us an insight into everything from the history of their constituencies to the best tourist spots and pubs. I am sure we will agree on some issues and not on others.
One issue on which I particularly agree with the hon. Member for West Aberdeenshire and Kincardine is the need not to have a second independence referendum. Although I will disagree with him on many issues in this place, I welcome the fact that the election result in Scotland means a greater diversity of voices in this place; it is a truer reflection of the diversity of views in Scotland.
It is two years and three months to the day since my last contribution in this House, and I am delighted to be back. In the intervening period, John Nicolson spoke from the Scottish National party Benches for East Dunbartonshire, and although we had profound disagreements on Scotland’s place in the UK, I pay tribute to his work, particularly on equality issues—and LGBT rights especially. I know he would share my concerns, as many of my constituents do, about the Conservatives’ deal today with the DUP and, in particular, what it might mean for LGBT rights, climate change and women’s rights.
At the start of the general election campaign, Brenda from Bristol struck a chord with many when she said that there was “too much politics”. If she had lived in Bearsden or Bishopbriggs, she might have had even more cause to say that, because in the past three years there have been no fewer than seven elections or referendums in Scotland. However, in East Dunbartonshire we still have great enthusiasm; in 2014, we had the spectacular turnout of 91%, with 61% of people voting to keep Scotland in the UK, and two years later 71% voted to remain in the EU. East Dunbartonshire wants a Scotland in the UK and the UK in the EU, and that is what I will advocate as its representative in this House.
Brexit will, of course, be the overarching issue for this Parliament. From my time in government, I can well imagine the treacle of Brexit that civil servants and Ministers will be wading through. There is a real risk—indeed, it is probably a near certainty—that Brexit will divert attention from other important issues. The Government’s response to this election result is very disappointing; there is no mandate for that extreme vision of Brexit. Instead of looking at this balanced Parliament and reaching out in a spirit of compromise to try to find genuine cross-party agreement and consensus, the Government are sticking rigidly to their mantra of “No membership of the single market or the customs union.”
Recasting our relationship with the EU throws into sharp relief our relationship with the rest of the world. It is a volatile world and we will discuss in detail the global developments, risks and threats. I do not share the rose-tinted view of the Brexiteers that it is all going to be jolly wonderful, because on the cross-cutting issues of human rights, democracy and climate change it is often our EU partners who most closely share our values. This is the worst possible time to be loosening ties with our European neighbours, as we have a White House so at odds with UK interest. We are forced to roll out the red carpet for President Trump, a man who demonises a whole religion, shows disrespect for others in the words he uses about women and poses a real danger to the world by withdrawing the United States from the Paris climate change agreement. I urge the Government to think again and to look for genuine cross-party consensus as they approach the difficult issues we face.
