It is a privilege to serve under your chairmanship, Mr Hood.

Queen Victoria was on the throne when the Dunlop Motorsport factory first produced tyres. The factory has 125 years of remarkable history. To this day, it produces 250,000 tyres a year, including vintage tyres—it still has the technology to produce wooden wheels—race tyres and the latest, state-of-the-art tyres for motorsport. The factory also has a remarkable work force. They are highly skilled, and sons and daughters have followed their mothers and fathers there over the generations.

I met one particular constituent in Kingstanding. He spoke about how he had worked for the factory for 20 years, his father-in-law had worked there for 42 years and his grandfather for 40 years—more than 100 years of service, all told.

When I was elected, my first priority was the future of the Jaguar plant, which was doomed to close. I worked with Tata Motors and the new management, and six months later came the historic announcement by Tata of its commitment to Britain and to Birmingham. Subsequently, we have seen Jaguar Land Rover become a world-class success story, with the Jaguar plant in my constituency now secure for the future.

The plant needs to expand, so Jaguar bought the land on which the Dunlop factory is located. Dunlop could have bought that land but declined so to do. A year ago, therefore, we swung into action and engaged with the company, with Birmingham city council and with the Homes and Communities Agency. I thank Sir Albert Bore, the leader of the council, and the Homes and Communities Agency for the way they worked with the company to identify a site but three miles from the current site in Erdington, at Aston advanced manufacturing hub.

Indeed, on 24 July Sir Albert Bore wrote to Dunlop, saying that there was sufficient land available at a competitive price and that the council would assist with a package to aid relocation of the factory. There was no answer. In parallel, I met senior management of the company three times over a nine-month period, together with the unions representing the work force, the GMB and Unite. On each occasion I asked whether the company would agree to look at alternatives in Birmingham. There was no answer.

In November I wrote to the global chief executive of Goodyear, Rich Kramer, who is based in Ohio in the United States of America, and asked, “Would you look at alternatives for remaining in Birmingham?” There was no answer. I then approached Jaguar Land Rover, and asked whether it would be prepared to extend Dunlop’s lease to allow Dunlop time to build a new factory and relocate. Jaguar Land Rover said to me, “Jack, we can’t get an answer.” However, it agreed to extend the lease by a further three months. There was still no answer from Dunlop.

I then asked the Secretary of State for Business, Innovation and Skills to intervene, and he did so. I cannot praise him too highly for the steps that he took. He convened an urgent meeting with the chair of Goodyear Dunlop in Britain and Ireland, Erich Fric, on 30 January. Seven times I had to ask, “Will you look at options to remain in Birmingham?” The first six times, there was no answer. Eventually, on the seventh occasion, the chief executive said, “Yes, we will.” The Business Secretary pushed the button straight away for a meeting, which took place the following day, between civil servants from the Department for Business, Innovation and Skills, Birmingham city council, the Homes and Communities Agency and UK Trade & Investment. The people at that meeting identified three proposals for Dunlop to relocate in Birmingham, and said that they would put together a package to assist that relocation.

A meeting was scheduled with Dunlop for the following Friday. We thought that at last it was going to do the decent thing and look at alternatives. However, but four days after that meeting, on 3 February Goodyear Dunlop announced its intention to cease manufacturing in Birmingham. In my 40 years in the world of work, I cannot remember any employer acting with such cavalier contempt towards a loyal and long-standing work force. A decision had been made 3,600 miles away, in Ohio, when the factory could have moved but 3 miles and remained in Birmingham.

Dismay has been expressed throughout Birmingham. The city has a great industrial history and the Dunlop factory in Erdington has been a great part of that history. Dismay has also been expressed by the £9 billion motorsport industry. Dismay has been expressed at the highest levels, including by our Prime Minister—I thank the Prime Minister for his intervention, in which he urged Goodyear Dunlop to look seriously at alternatives so as to remain in Birmingham.

Dismay has also been expressed by the reputable Dunlop, Dunlop Aircraft Tyres. Its factory is also in my constituency, and is mercifully no longer owned by Goodyear. It has issued a press statement, and its chairman, Ian Edmondson, could not be clearer: whatever Goodyear does with the motorsport factory, Dunlop Aircraft Tyres is committed to Birmingham, will invest in Birmingham and will grow its business in Birmingham—what a contrast with Goodyear Dunlop motorsports. I thank him for what he has said and done. I also thank the Birmingham Post and the Birmingham Mail for their outstanding championing of the cause of the motorsport factory. They have stood up for Birmingham.

Dismay has been expressed in those ways, but what has been particularly heartbreaking is the dismay expressed by the work force. I will quote from one of the many e-mails I received shortly after the announcement was made. This particular individual has worked in the factory for nearly 30 years. He said:

“To be cast aside like a spare penny is heartbreaking and gut wrenching. I feel physically sick writing this, but feel our voices and our perspective of the situation have not been heard. I drove home today and pulled up on my driveway not even remembering how I got here. My brain is doing somersaults, not sure I’ll sleep tonight knowing I’ve got to get up at 5:00 and somehow drag myself back to the place that used to feed and clothe my family. A place I used to be proud to say I worked. A place that no longer needs my services after years of hard work and dedication, commitment and loyalty…the same company knows none of the above for me and my work mates.”

I have had so many other approaches of that kind, including one from a daughter who was absolutely distraught about her father. He is in his 50s and has worked at the factory for 25 years. He is not well, and his daughter said to me, “Jack, I fear for the future for him. I don’t know what he is going to do. He is in despair.”

It is not just dismay that has been caused: there is also the fear expressed by the work force. I have had e-mail after e-mail and approach after approach from people expressing their dismay but saying, “Please don’t identify me.” In the words of one:

“I’m a Dunlop motorsport employee and would really like you not disclose my contact with yourself as it will probably give good reason for them to dismiss myself”.

E-mail after e-mail, approach after approach, call after call has said exactly the same thing.

Birmingham and its workers will not be intimidated. Their message, our message, and the message of this House and of our Government—I pay tribute once again to the role the Government have played—is abundantly clear: Goodyear Dunlop has both a moral and a legal responsibility to look at the alternatives to closure that are on the table. My message to Goodyear Dunlop today is that even at this stage it should sit down, do the decent thing, engage, look at alternatives allowing it to remain in Birmingham, and not betray Birmingham and Britain.

A significant body of evidence shows that pre-school years are critical to a child’s development. Despite that, pre-school child care is becoming inaccessible to an increasing number of families. The cost of nursery places has risen by more than 30% since the last election—five times faster than the rise in wages over the equivalent period. It now costs, on average, £107 a week for a 25-hour nursery place. Parents working part time on average wages now have to work from Monday to Thursday before they have paid off their weekly child care costs.

To make matters worse, all this has happened while there have been 35,000 fewer child care places than in 2010. The fact is that for many parents, especially single parents, there is no longer a viable choice. With prices rising faster than wages, thousands of parents are being forced to stay at home to look after their children when they want the opportunity to work.

I am interested to hear the hon. Lady’s economic arguments, but I must correct her on one thing. She suggested that the Labour party left the economy in the doldrums in 2010. In fact, the economy was growing in 2010, but we have had complete economic stagnation since. It would be more honest if she acknowledged that point before continuing.

The point on which I want to finish is about having honesty in politics for the families who we might wish to help. It is not honest to ignore the fact that Labour doubled the national debt or to try to spend the same amount 10 times.

I shall make the point about numbers again in my closing remarks, as I intended, but I am puzzled by Opposition comments because currently Sure Start provides 1% of child care places and schools provide 30%. Why have the Opposition not talked about places for under-fives in schools but about Sure Start centres, which provide far fewer places? It is a strange way to approach a debate about child care.

Thank you for that clarification, Mr Hood, and for your management of the debate.

I appreciate the Minister’s point, but the Government promise a roll-out of additional places for two-year-olds and I know for a fact that many schools do not have the capacity to provide pre-schooling places for three-year-olds at the moment, let alone for the two-year-olds to whom the Government aspire to give places. It would therefore seem logical for Sure Start to be among the places where child care places are provided. That is why I question the Government not only about the broader picture for Sure Start—including its important early intervention work and the fact that it is available and accessible for new mums and communities—but about the loss of child care places when Sure Start centres go.

Can the Minister also clarify the guidance on the provision of children’s centres published in April? It states that children’s centres and their services should be

“within reasonable reach of all families with young children”.

However, there seems to be no clarity on what “reasonable reach” means. What journey by public transport might be deemed reasonable? What are the reasonable changes a family would be expected to make? If they were travelling with a pram or buggy, which presumably they would be, given that young children are involved, is that reasonable? How frequent must a bus service be to be deemed reasonable? How much should it cost a young family to travel by public transport to a children’s centre? I would be grateful if the Minister provided some clarity on those issues, which would help to inform the debate around not only child care but Sure Start more widely.

I was about to answer that point. To consider what best to do to ensure that everyone gains from the economic recovery as it comes, we have to understand all the factors affecting low wages and low pay in our economy. I imagine that there is a common desire to see wages rising without damaging employment.

The Low Pay Commission was set up to get that balance right. We have now asked it to look at what economic conditions might be needed to allow the national minimum wage to rise more in future than current conditions allow without having an adverse impact on jobs. Improving incentives to work by having a higher minimum wage has a positive impact on employment, but we must get the balance right. Employment is growing strongly in this country, which is good because unemployment is worse than being in a job on the minimum wage. We must get that balance right.

We are doing what we can to protect the incomes of working households that have been squeezed, hence we have cut income tax by raising the tax threshold and taking almost 3 million people out of tax. The rises in the personal allowance are worth up to £700 in cash and more than £500 in real terms from April 2014, which is a significant improvement.

We are also taking important action on enforcement of the national minimum wage. Anyone who is entitled to it should receive it. Since 1 October, employers who fail to pay it will be publicly named, and revamped criteria were announced in August to make it easier to clamp down on rogue businesses. In 2012-13, more than 700 employers received penalties totalling more than £775,000 for failing to comply with minimum wage law. From the start of this month, I am writing personally to every new apprentice to ensure that they are aware of their rights under the legislation. Under the original scheme, we named only one employer because the benchmark was set high. It was introduced only in 2011 and did not exist in that form under the previous Government. We have strengthened it from 1 October.

All that is part of an effort to toughen up enforcement of the national minimum wage, not least because it is fair that scrupulous employers who pay the national minimum wage are not undercut by unscrupulous employers who do not pay it. We are taking a multi-faceted approach, including improved new targeted communications, to raise awareness in addition to letters from me, which I am sure every apprentice enjoys receiving. This work is starting to produce results. In 2012-13, Her Majesty’s Revenue and Customs identified £3.9 million arrears of wages for 26,500 workers.

Action has been taken, but we must get the balance right. We have asked the Low Pay Commission to take further action, but we must do that in a way that supports the rising number of jobs in this country. Overall, it is valuable not only to debate the issues, but to continue to try to get the balance right between ensuring that work always pays and that the minimum wage is at a level that supports people in work as consistently as possible with ensuring that it does not harm the employment prospects of those who are seeking work.

Doing that at the same time as trying to remove some of the fiscal costs—the taxes on jobs—asking the Low Pay Commission to take a forward-looking view of what economic conditions would be necessary to allow a faster increase in future and the stronger naming scheme demonstrate that we are working hard to ensure that the national minimum wage is effective, fairly enforced and supports people who do the right thing, work hard and are trying to provide for their families in tough times. That shows that the coalition Government are on their side.

The hon. Gentleman has said in 20 seconds what I will say in about 20 minutes. I agree with him entirely and that is an essential part of the skills strategy. It is no good having courses and apprenticeships if they do not provide what business and industry need.

Thank you, Mr Hood. I have had more success in this Chamber than I did downstairs. In my opinion, it is critical that people are signposted towards the right kind of course—that is certainly the feeling I have found in my constituency. We need to increase the range of skills and the number of people interested in learning those skills, and we need businesses to support that thereafter. Does my hon. Friend agree?

I agree with my hon. Friend. Like me, he has a passion for apprenticeships and skills. I do not want to ruin the excitement and anticipation of my speech, but I am sure that he will be in full agreement with my later remarks.

I welcome the Government’s skills strategy document. I pressed for this debate, and I am grateful to Mr Speaker for allowing it. However, we must tackle two fundamental problems. First, apprenticeships must be a better route to university. Secondly, and perhaps most importantly, we must change the culture in which apprenticeships are regarded and increase the prestige in which they are held.

Pessimists today look at the rapid industrial growth of the so-called BRIC economies, and the fact that even Brazil might have its own space programme, although we do not. Many people worry that Britain is in decline, and see only an endless series of eurozone bail-outs, shrinking British tax revenues and our slow but inevitable slippage down the international league tables in skills and education.

Nevertheless, there are reasons to be cheerful. To paraphrase Golda Meir, “Pessimism is a luxury that no politician should allow himself.” The independent Office for Budget Responsibility forecasts that our economy will grow in real terms in each year of this Parliament, and there is growing consensus that vocational skills and apprenticeships will play a big part in that. We see a shift in attitude in the passion of the new crop of MPs for vocational qualifications. My hon. Friend the Member for Gloucester (Richard Graham) has just entered the Chamber. He gave a very good speech in a debate on that subject last year. We also see the commitment of the Minister and his team.

In 2011 we need, above all, growth, jobs, confidence and young people doing training that will provide them with opportunities for the future. Apprenticeships are about not only economic utility but social justice, and I have always believed that if we give young people independence, a work ethic and the chance to improve their lives, we give them freedom. I do not argue for more apprenticeships and better skills because of economic reasons; I argue on grounds of social justice.

Margaret Thatcher is not often remembered for her views on skills and vocational qualifications, but she said:

“A man’s right to work as he will, to spend what he earns, to own property, to have the state as servant and not as master—these are the British inheritance. They are the essence of a free economy... and on that freedom all our other freedoms depend.”

That, in a nutshell, is why for me, apprenticeships must be at the core of our education system. Young people deserve the chance of economic freedom as much as everyone else.

In the Government’s paper, we see that most forcefully in the plans to make all vocational training free at the point of access, with costs repayable only when people are earning a decent salary. That will help young people of course, but more significantly it will open up apprenticeships to single parents, back-to-work mums, jobless adults, the homeless, and ex-offenders who want to go straight. Those people may have huge potential, but often cannot afford the fees to retrain. They deserve the chance of economic freedom, too.

At the same time, not everything in the garden is rosy. As the Government’s skills strategy paper points out,

“Our working age population is less skilled than that of France, Germany and the US and this contributes to the UK being at least 15% less productive than those countries.”

That is why the Government’s new focus on apprenticeships and their expansion of adult apprenticeships by up to 75,000 is essential. That will lead to 200,000 people starting an apprenticeship each year by 2013-14—numbers that are beginning to approach the scale of A-levels. The Minister’s plans to enhance the level 3 apprenticeship by classing it as “technician level” will also help to boost its prestige. That is especially true if people know that they can become an apprentice not just in a trade, but in finance, media, hospitality, business and even politics.

The apprentice in my Westminster office, Andy Huckle, who is sitting right behind me in the Public Gallery, is combining a year in the House of Commons with a level 3 course in business administration, which is like an entry-level MBA.

My sincerest apologies, Mr Hood; I was not aware of that.

My apprentice is a great example of my next point, which is that apprenticeships can be well suited to academic students, who can go on to achieve at university. He is now applying for degree courses to start next year and hopes to study history at the university of East Anglia. That is why I welcome the Government’s intention to create “clear progression routes” from level 3 to level 4 and higher education. That will give people like my apprentice a chance to see a busy workplace, to make things happen in the real world and to get money in their pockets, without having to abandon all hope of taking part in the pub crawls, protests at Westminster and student politics that so enrich university life.

Thank you, Mr Hood. Does my hon. Friend agree that a terrific opportunity is coming up in only a few weeks’ time, in national apprenticeship week, for employers to show their commitment, as he rightly says, to offering both economic opportunity and social justice to the young unemployed in our country by participating in that initiative? Does he also agree that what is being done in Gloucestershire, where we have the Gloucestershire apprenticeship fair, which will feature a keynote speech by the Minister responsible for apprentices, is exactly the sort of thing that should be happening throughout the country?

Like the hon. Gentleman, I rushed from the main Chamber where we have both been speaking. We are a regular double act. The recommendations of the inquiry under discussion were made by a former Select Committee—the Children, Schools and Families Committee. It was one of our later inquiries and it was very much an eye-opener for all members of the Committee. We made recommendations on improvements to teacher education and asked why we had an artificial divide whereby a schoolteacher could not teach in FE and many people teaching in FE could not teach in schools. It seems a crazy divide.
