Indeed, he is my friend, but he is now only the second most famous person from Huddersfield following the debut of the new Dr Who. I do not know whether he has a sonic screwdriver, but we can sort one out for him.
My hon. Friend is right. A number of organisations and charities sent me briefing notes, and what I found interesting as all that information came into my office was the sheer volume of work being done quietly and diligently to ensure that this issue of our young people and others being abused and exploited is tackled. If we look at the work and try to quantify it, we can see that in addition to the efforts of Government and Parliament, civil society is once again demonstrating that it is a force for good.
This is a timely debate. Has my hon. Friend’s all-party group looked at the legislation that was passed some years ago after the tragedy in Morecombe bay and the problems with gangmasters? Has he any comments on that? I am surprised that we still experience modern-day exploitation— for want of a better term—in all age groups.
My hon. Friend must be somewhat prescient, because he has read ahead in my speech before I have managed to get to that point. I shall touch on it later.
I welcome the announcement by the Government of the review of the Modern Slavery Act, which will be ably chaired by my right hon. Friend the Member for Birkenhead (Frank Field) and the right hon. Member for Basingstoke (Mrs Miller), as well as the noble Lady Butler-Sloss. That is a triumvirate of expertise if ever there were one. I am grateful to my right hon. Friend for being present this afternoon.
I want to talk about the processes in the Modern Slavery Act. It was a step forward in properly attacking and dealing with some of the horrible situations people find themselves in, but it also contained important preventive measures that helped to reduce modern slavery in all forms, whether sexual exploitation, domestic servitude, forced labour or criminal exploitation.
For me, one of the most important parts of the Act is section 54, which requires large companies with a turnover of £36 million or more to place on record transparency in their supply chains. Such modern slavery statements are a welcome process to deal with these problems but, if we are honest and up front, the implementation is simply not working properly. At a meeting of the Public Accounts Committee, on which I sit, the Home Office confirmed that it does not compile a list of companies that may be required to make a declaration, does not have a list of those that have done so and, importantly, does not maintain the database. Any further analysis of the information in the declarations is made by non-governmental organisations.

Commons ChamberMy hon. Friend asks a sensible question and then makes a sensible, practical suggestion about what the Government could do. The Security Minister has heard the point made by my hon. Friend, who made the same point in an intervention on the Minister. If the Minister addressed that issue during his winding-up speech, that would be useful for both sides of the House.
If the Baltic states that my hon. Friend referred to are able as EU members to take unilateral action, why does the Security Minister feel that the UK cannot follow suit? Also, if action has already been taken by EU member states against specific individuals, why can the UK not do the same? If the Minister addressed that in his closing speech, that would be welcome on both sides of the House.
I turn to Wiltshire police, the local police force. It is estimated that the response to the Salisbury attack has involved more than £7 million in additional costs alone for the force; the figure may be higher than that. I understand that the Government have offered some additional sums to cover the costs—I have seen the figure of £1.6 million—but do they propose to offer any additional money beyond that to Wiltshire police?
The Opposition have always said that we cannot have security on the cheap. The Security Minister often refers to the counter-terror budget, but the reality is that we cannot see that in isolation. When terror incidents happen on our streets, they always draw in mainstream policing resources.
The most important factor in anti-terror policing is local intelligence, which often helps the police to do their job better. To help to facilitate that local intelligence they need funding, but we all know that police forces are underfunded. What does my hon. Friend think about that?
My hon. Friend is absolutely right. Community police are the eyes and ears for our intelligence about what is going on in our streets. Cutting 21,000 police officers clearly has an impact on capacity. I urge the Minister to speak to the police Minister and the Chancellor of the Exchequer. Prior to this debate, there was an urgent question in which the issue of police numbers was repeatedly raised on both the Opposition and Government sides of the House. I urge the Security Minister to press the Chancellor for more money for our overstretched police.
I have set out that we will back any further reasonable and effective actions, either against the Russian state or the GRU as an organisation. I should also say that we have no quarrel with the Russian people—of course we do not. Many questions, however, need answers, and those answers can come only from the highest echelons of the Russian state.

Commons ChamberI disagree with the right hon. Gentleman. If a person produces a reasonable defence, as it would play in court, we would have to say, “That is not a valid defence,” and therefore we would have to prove why it is not. In addition, the public interest consideration will be involved when the CPS seeks to bring charges.
It is also important to inform the House that, obviously, reasonable excuses will include those in line with the European convention on human rights, such as access to family, the right to visit and all those things that give people their rights, but we are trying to introduce an important tool to make sure we deal with the scourge of the foreign fighter threat we now face here.
I do not want to digress too much, but in those circumstances, at which point could a person lose their British citizenship? Will that come into play at all?

Commons ChamberThat is a very partial reading of Mr Shaw’s report by the right hon. Gentleman. I appreciate that he has not yet had much time to read the whole report, but I do encourage him to do so. I think that he will find that, as well as rightly finding issues and challenging us to do more, which I am and which we will continue to do, Mr Shaw talked about the progress that we have made, including on alternatives to detention. One example of how we intend to take that recommendation forward is the one I gave earlier about piloting a new programme to do with women in detention.
I welcome the report as a step in the right direction, but as with all reports, it is the implementation that matters. Has the Secretary of State set a timescale for its implementation, and does he have the resources?
On the timescale, I have announced four broad measures today. Internally, we are working on what can be implemented. Some of them are much more immediate. Some of the policies need amending. Others will take time to put in place, such as starting some of the new pilot projects about alternatives to detention in the community. On resources, I am sure that I have the resources from now until the end of this spending round. I will then need to have further discussions with my right hon. Friend the Chancellor.

My hon. Friend is absolutely right. This goes right to the heart of the question of consent. How is it possible, under our current law, for someone to fail to give consent the day before their 18th birthday, but then to be in a position in which consent is assumed the day after?
I congratulate my hon. Friend on introducing the debate. I have watched documentaries about the situation around Europe, and whether we are dealing with sex trafficking or the slave trade, for want of a better term, because women are forced into a form of slavery. Things break down at the point of prosecuting men, whether they are just an individual using a prostitute or somebody running a gang. That is where the weakness is, and the law has to be strengthened to start to tackle that. Does my hon. Friend agree?
My hon. Friend is absolutely right. As I will go on to say, and as other hon. Members will set out, one of the biggest single drivers of trafficking into this country and of child sexual exploitation is commercial sexual exploitation, which is why we need to take all measures to tackle it. Central to my argument, however, is the idea that by failing to tackle demand we perpetuate the inequality of focusing on the most visible part of the transaction, rather than on those who create the demand in the first place.

Commons ChamberI thank my right hon. Friend for that intervention. It is important to note, though, that although in the past people have thought, “This isn’t a problem for us—this isn’t something that our children would be involved in,” the reality is that it is now quite the opposite. These grooming gangs are looking for people who are not stereotypical. They are looking for children who are particularly vulnerable, and that is not just children from socially deprived backgrounds or from council housing estates—the people one would perhaps automatically associate with being easy prey for some of these grooming gangs—but the young people who are easiest to groom and are less likely to be stopped and searched by a police officer. The enemy is at the gate, and to think that our own children and the children of middle-class families are not as affected as anybody else is a myth. It is a dangerous assumption not to think that every single part of our society and every town in our country is affected, and even rural areas. We should absolutely send out the message loud and clear that this affects everybody’s children, not just somebody else’s.
On root causes, we need to take a much tougher stance on antisocial behaviour. If we do not take a tougher stance on very low-level crime, it will be easier for people to think that other crimes are acceptable. A policing focus on drugs would be particularly helpful. To tackle the issues, we really need to understand the root causes. The strategy goes some way towards achieving that, but there is more work to do.
Let me turn to the specifics of the Bill. There is no reason whatsoever for under-18s to be able to buy these weapons, nor for them to carry them in public, so I very much welcome the Government’s position. There is also no reason to possess certain weapons in private properties. There is no justification for having zombie knives, knuckle dusters and death stars, even in private possession.
Successive Governments have failed to tackle the knife culture in this country, so in a way this is not really a political thing. We have had instances in Coventry, going back around 20-odd years, of people giving evidence in court and the individual being given a sentence, but then visiting them as a punishment. That is one part of the whole argument about witness protection schemes.
The hon. Gentleman raises a good point. There is no easy answer to this issue; if there was, successive Governments would have addressed it. That was why I was making the point that to really address knife crime and why people carry weapons, we need to understand the root causes and then put in place interventions at numerous points on the journey towards criminality. Even when someone has entered criminality, we should intervene at the earliest possible opportunity to try to break the cycle and turn someone’s life around.
On the online sale of weapons, I very much welcome the banning of the delivery of knives and corrosives brought online, and especially the fact that they will no longer be deliverable to residential addresses. I agree with the position in the Bill: there is no reason why such items cannot be purchased in person. The Bill goes some way to addressing the move towards online purchases, but I have a couple of questions for the Minister. Have we looked into age verification on delivery, which is an option that already exists for a number of products? I appreciate that there are some flaws with that approach, but I think there is something in it to be teased out in Committee. Have we assessed the possibility of individuals getting these weapons delivered to workplaces instead? So many people have even private parcels delivered to their workplaces, so we must ensure that there is no loophole for people to purchase corrosives or knives using that route.
On retailers, have we done any liaison with retailers on theft? If we are to make knives more difficult to come across—I refer back to what I said about these items being in most of our kitchens up and down the country—what work has been done on theft? I can walk into any Sainsbury’s or Tesco store—other supermarkets are, of course, available—and notice that in the kitchen aisle it is only the high-value knives that have any kind of security tag. Some of the very sharp, low-priced knives are just there on the shelves for anybody to pick up. I should also point out that they are not even always above the height that children can reach, which is perhaps another point that needs to be considered. I am not sure whether we need to go as far as having all knives behind a counter so we have to request one, as we do with cigarettes. Perhaps we should look at some kind of security tagging of knives, especially sharp knives. I do not know whether we have looked at having cabinets in shops. I am conscious that that is not the panacea; it will not fix the issue, but it might go some way towards making it harder for individuals to get hold of a knife.
As has been said by many hon. Members, constituents have raised firearms as an issue. Although I represent a wholly urban constituency, I have a number of people who are interested in firearms for sporting purposes. I have some sympathy with the Government’s view on the banning of .50 calibre rifles for civilian ownership. These are very high-powered rifles that can punch through armour. I know that they have been banned in California under Governor Arnold Schwarzenegger. Inevitably, with any such policy, we must make sure that it is evidence based. I understand that there is a case of one of these weapons being stolen, but it was recovered very quickly by the police. We need to make sure that our policy is evidence based. We are talking about a very small number of these weapons. As far as I understand it, we do not have any evidence of these weapons having been used in crimes.

Commons ChamberIt would be myopic—even misguided—to isolate the reality of violent crime, particularly knife and gun crime, from social and civil decline. We have to look at the character of community and the nature of civil society in order to get to the root of why this is happening at the scale and in the way in which it is. If this is the qualitative and quantitative change that I have described, we have to be straightforward, but also thoughtful, about the cause, and I think that part of that cause is the decline of traditional structures.
I spoke at the beginning of this debate about growing up on a council estate in south-east London. I had an idyllic childhood in a stable, loving family in a strong, responsible community in a place that I was proud to call home. Now, I do not for a moment claim that my family or the others that we lived among were wealthy. We certainly were not wealthy. By that stage, of course, people had a reasonable standard of living. We had enough food to eat, a well-furnished home, a seaside holiday for a fortnight a year—usually in Kent—as well as a polished second-hand car outside the door and a clipped privet hedge. This was not like the background that my father endured of abject poverty before the war; my childhood was not wealthy, but neither was it uncomfortable.
The key thing about that time was that the values that prevailed in that community were the kind of values that encouraged a sense of responsibility and purpose, which delivered the pride that I mentioned earlier. When people are purposeful and proud, they are much less likely to behave in a way that is socially unacceptable and they are certainly less likely to get involved in crime and violence. That is not to say that there was not crime then—of course, there has always been crime—but the character of those communities has absolutely changed from the time when I was growing up. I am sure that that is about family breakdown and the values that prevailed then that are no longer routine. It is also about all the civilities and courtesies that once informed daily life. I do think that some of that civil and social decline—that communal deterioration—is associated with the way in which individuals behave, and the way in which that behaviour sometimes spills over into crime and violence.
I agree with the hon. Member for Streatham (Chuka Umunna) that of course it is not all about gangs. The point I was making was that, in the absence of a positive social structure, alternative social structures will sometimes fill the void, and they are not all desirable. Some are fundamentally undesirable—indeed, they are malevolent in both intent and character. In essence, that is a very longhand way of saying that I broadly agree with him.
What are some of these social changes? I have spoken of some of them by way of illustration from my own life. We know from endless research that young people who grow up in broken or disjointed families are much more likely to be involved in antisocial behaviour, crime and drugs. We know that, when some of the other ties of community break down, both individual wellbeing and the common good are detrimentally affected. I spoke of having a loving family. There is no better element of civil society than strong, supportive families.
Our popular culture, however, celebrates success over respect, ego over reflection, opinion over knowledge, and desire and feeling over virtually everything else. Social media’s role in this is that it may have provided a platform to celebrate some of the things that I have described. Social media perpetuates a very egotistical perspective on the world as it celebrates all kinds of characteristics that are not necessarily those which build strong civil society. Knife crime is a devastating consequence of social and cultural malaise. Crime feeds on excess, irresponsibility and selfishness. From the desolation that flows from the kind of doctrine that places individual interest above communal obligations, and individual will above all else, first lawlessness and ultimately violence springs.
It may be convenient for the wealthy white City worker to believe that recreational drugs are his own private business. He may well assume that, as the godfather of liberalism, John Stuart Mill, would put it, his actions are doing no harm. Yet the boom in the middle-class market for cocaine is the root cause of the recent gang wars over county lines that have resulted in so many young lives being lost. Selfish individualism may indeed benefit those who spend their days safely ensconced in guarded office blocks, in the back seat of an Uber, or in gated communities exclusively for the wealthy, but for others it has resulted in desolation and life stripped of meaning and purpose. We cannot hope to find a successful cure for the wave of violence unless we accept the proper diagnosis.
It is not good enough for Governments to say that they can do nothing about drugs and the drug culture. We need a serious clampdown on middle-class drug use and an examination of how that drug use relates to the kind of violence that we are debating, because the lines of supply and demand are closely associated with gangs, with crime, with violence and with murder. I do not say this because they are my Government, or even my Ministers, if I might put it that way; I would say it about any responsible Government. The reasons for society’s failure to do that thus far are ironically, perhaps even paradoxically, the same as the reasons for the growth in the problems we face.
It is a disastrous consequence of the liberal consensus that stop-and-search was seen as part of the problem. I fundamentally disagree with the right hon. Member for Hackney North and Stoke Newington (Ms Abbott) about this. [Interruption.] No, no. Although we are, I hope, having a good-humoured and positive debate, as it should be—there are contributions from all parts of the Chamber that I will hear and certainly value, and I know that that will also add value to the considerations of Government—I do think that there is also a proper place for disagreement. I am going to talk a bit more about this, but I want to start by being very clear: freedom from being searched is really not more important than freedom from knife crime. Where is the freedom in living in fear of gangs, as so many young people in London do? Where is the freedom for young children drawn into a life of violence and crime as the runners for county line drug networks, or increasingly as drug peddlers in small towns and rural communities, as the right hon. Lady described?
The spike in knife crime must be a spur to action, not just for us to toughen our approach, which is urgent and necessary, but also for deeper measures to restore purpose and pride for people in places that are stripped of both. But first, we must restore the safety and security of our communities. That must mean extensive use of stop-and-search. Moreover, the police must be a visible part of those communities. People would be much less antagonistic towards the police—and towards stop-and-search, by the way—if they did not feel that these are the only times that they ever see them. When policemen were a regular feature of local life—when they were seen in circumstances that were not adversarial and were just there as part of the community—they enjoyed a different relationship with those communities. If policemen are seen to be there only when there is trouble, they will be defined by trouble, and that will change the relationship between the law-abiding public and the police.
On the police’s relationship with the public, about a fortnight ago, on a Saturday morning, hundreds of members of the public turned out in the Willenhall area of Coventry because they were concerned about a lack of police numbers at the same time as an increase in crimes such as burglaries and assaults. That gives an idea of the level of public concern, certainly in Coventry and different parts of the west midlands, regarding the question of policing.
The hon. Gentleman is always a well-informed and intelligent contributor to these debates, and, not for the first time, I both recognise and respect his view, but I suppose that what I am speaking about is the culture of policing rather than just the extent of it. I was describing a kind of policing that was once taken as read—routine. Policemen understood that their role was largely non-adversarial, with the policeman coming to one’s school, popping into the shop to pick up local information, or seen as a friendly face in the town, village, suburb, shopping parade or estate like the one I once lived in.
I am a great supporter of the police, as my local chief constable will testify, and an admirer of all that they do. I do think, however, that a sensible conversation at the Home Office and more widely in Parliament about the kind of police service that we want to grow, and the culture that prevails in it, is timely. People would be much more comfortable with the idea of police engagement if they perceived the police in the way that they once did.
Therefore, I do not think it is entirely about numbers. I am not saying that this is unrelated to them, but I think the Minister was right when he pointed out—as, to be fair, did the shadow Home Secretary—that it is not wholly about numbers. It may be about resources, but it is not wholly and probably not even mainly about them.

My hon. Friend makes a pertinent point. We must be clear in differentiating between illegal immigration and people who clearly have a right to remain in this country but, for all sorts of reasons, are having trouble proving that right. That is the difference. Governments of different parties over many years have taken various steps in robust action against illegal immigration, and rightly so, but when we conflate those two issues in the current situation we do a disservice to those of the Windrush generation who have a legal right to stay.
I will take interventions again in a while, but I need to make some progress.
Mr Romeo’s story was one of many that drew widespread public concern about the status of the Windrush generation and their children, who have spent most if not the entirety of their lives in this country. Other awful examples of treatment faced by members of the Windrush generation have come to light in recent weeks, which has rightly led to many people being concerned, as evidenced by the number of people who have signed the petition in just a few days. While the situation is devastating for all those affected and should never have happened, it provides all of us with a timely reminder to learn from a significant period in time for our nation.
I will make a bit more progress.
It is almost 50 years since the Empire Windrush docked at the port of Tilbury on 22 June 1948. It brought with it the hopes and dreams of more than 500 passengers from the British West Indies who had just been given citizenship of the United Kingdom and colonies under the British Nationality Act 1948. Advertisements appeared in local newspapers in Jamaica offering cheap transport for anyone who wanted to make a living in the UK. Among that group of British subjects, nearly half were former servicemen who wanted to return to the nation they were enlisted to fight for during the war, while others were simply attracted to the better opportunities offered by what they affectionately and proudly called the mother country.
The arrival of the Windrush passengers marked the beginning of a multicultural, modern Britain. In the following decades, thousands from the Caribbean and other Commonwealth countries followed in their footsteps. Together, they became known as the Windrush generation. Most intended to stay for a few years, save some money and return to the West Indies. However, as time passed, the majority decided to remain and make this country their home. They married, raised families and built their lives here.
I thank the hon. Gentleman for giving way. Simply put, if we have a proper inquiry, we can establish who did what, who introduced what, who gave certain instructions and what happened in the Home Office. Targets were part of it and a hostile environment was a part of it. Let us have a proper inquiry to clear it up and find out what actually happened so we do not have this Tweedledee and Tweedledum. Furthermore, it does not stop with the West Indies; I suspect other groups were affected by the same Home Office methods. We should have an inquiry and sort it out.
An inquiry may or may not be appropriate, but my focus is on getting things right for the people who have been affected by the current situation. There are lessons for the Home Office and the Government to learn for the future, and those lessons will be learned, but our focus now needs to be on righting a wrong that has happened and ensuring that the people affected get all the help and support they need at this time.

Of course, I recognise that the non-frontline staff do very valuable work. However, as I will explain shortly, the police and crime commissioner cannot say that his cuts will make a substantive difference either to frontline services or to these non-frontline staff.
In my view, what Mr Jamieson has done is a straightforward breach of trust. When Shirley police station closed its doors in 2015, local residents were reassured that the Solihull branch offered a long-term future for a properly resourced local police presence. Now, less than three years later, it is to go, too. Instead of the Solihull branch, the commissioner proposes to have a front desk somewhere in the borough, but even though the consultation on that proposal is under way, we have not been told where that will be or what precisely it will comprise. Before Solihull police station is closed, I strongly believe that local residents have a right to know exactly what will replace it. At present, they are simply being told to trust Mr Jamieson—as I have already explained, they have no reason to do that.
Worse, research by my hon. Friend the Member for Aldridge-Brownhills (Wendy Morton), who is here today to show her strength of feeling and support—as a Whip she is not permitted to speak—raises serious doubts about the extent to which the money raised from the sale of our police station can be redirected to frontline staff. According to the Library, police and crime commissioners are allowed to move funds from their capital to their revenue accounts only in very limited circumstances—primarily to deliver structural changes and to unlock long-term savings.
My constituents deserve to know whether—and how—Mr Jamieson actually intends to use the sale to boost local policing, as I have certainly heard nothing about new capital projects in Solihull or in any of the constituencies of my hon. Friends. It will not do for our police station to be sold to finance new programmes in other parts of the west midlands. My constituents should be given clear assurances that any revenue savings made by closing the station will be spent to boost local police services, and that there is not carte blanche to redirect them all over the place.
Not that local residents have had much of an opportunity to have their say—stakeholders have been offered only 18 working days to respond to the consultation, and originally no point of contact at all was provided for the general public. Only after a lot of chasing by my office was an email address finally provided for the public. Other concerned MPs, including my hon. Friend the Member for Aldridge-Brownhills, and I were not even given the courtesy of a call before the details were released to the press. My colleagues and I find that the commissioner is growing ever more autocratic in his dealings with us and our communities, issuing diktats from the centre against the will of local residents.
Solihull is a large town with a distinct character. Residents expect to see that fact reflected in their public services. Local Conservatives and I fought hard over the past few years to secure a devolution deal for the west midlands that brought power down from Westminster, while protecting the authority and independence of our local council. Decisions such as these will only confirm many of my constituents’ worst fears about how communities like Solihull risk getting short-changed by regional institutions that focus too heavily on major urban centres.
The hon. Gentleman must realise that West Midlands police received £444.1 million in 2017-18 and will receive the same amount under its budget for 2018-19. By any logic, that means there has been a cut somewhere. We are faced with the likely closure of at least three police stations in Coventry: Willenhall, Canley and Foleshill. Something has to give, and he should recognise that there has been a cut somewhere.
I do not know whether the hon. Gentleman is arguing for the closure of his local police stations. I certainly would not do that in this respect. I agree that there needs to be a reallocation of resources, and perhaps there are older properties that might be used more usefully, but at the heart of this issue and of the real anger in my community is the arbitrary way closures have been made, the lack of proper consultation and the fact that there seems to be no real path for the future of policing in Solihull. If the police and crime commissioner had come to us and said, “This is what will replace it. We recognise that your town has a large population and a growing issue with certain types of crime,”—I am about to touch on those—I would have said, “Okay, let’s have a conversation,” but he did not call. He just decided to make closures and release the details to the press.
The difficulty is that that brings devolution into a little disrepute. Of course Birmingham has its own policing needs and the commissioner has a duty to see that those are met. I am sure that the centralised and reactive policing model he appears to favour is better suited to urban trouble spots than to suburban and semi-rural communities, but boroughs such as Solihull face discrete policing challenges of their own. Residents often tell me of their serious concerns about so-called acquisitive crime, such as burglary, and vehicle crime, which is on the increase in the borough. Another potentially serious public order problem that Solihull has faced over the years—certainly since I have represented it in this place—is the repeated occupation every summer of our parks and open spaces by unauthorised encampments. Those events are a source of enormous disruption and distress for local residents, many of whom bring their concerns to my office or tell me about them on the doorstep. A strong local police presence is crucial to protecting communities such as Solihull from unauthorised Traveller encampments. When it comes to that, the reactive approach is the wrong approach.
I will close by saying that this is not the end of the fight. Mr Jamieson may have tried to push decisions through without proper consultation, but both in this place and on the ground in the west midlands, my colleagues and I will keep his proposals under the closest scrutiny, bring him to account and continue to make the case for a wiser and fairer deal for our constituents from this police and crime commissioner.
Mr Hollobone, £145 million has been cut from the West Midlands police budget since 2010—a truly staggering cut for a police force to absorb. To set that in context, that money could have paid the salaries of 750 police constables over the past eight years—police constables who could have been patrolling our streets, tackling crime and antisocial behaviour.
Since the Conservative Government came to power in 2010, West Midlands police has lost 2,000 officers, taking their number to its lowest since 1974—the year the force was established. The demands on our officers, however, have not fallen in a similar fashion. If anything, they have increased, with emerging issues such as cyber-crime and the persistent threat of terrorism adding to the force’s already heavy workload.
The constant pressure exacted by the Conservative Government’s never-ending diktat to do more with less is taking its toll on our overstretched and under-resourced officers. On one day last summer, a check of the force sickness system revealed that 612 officers and staff were booked off sick, with 176 suffering mental health conditions such as anxiety, depression, fatigue and stress. Given that West Midlands police now requires an additional £22 million simply to stand still, the chief constable is left with two choices, each as unpalatable as the other: to reduce manpower further or close police stations.
Let me be clear: despite efforts to blame the chief constable and the police and crime commissioner for making difficult decisions, the cuts have been inflicted on our constituents clearly and unambiguously as a result of the Conservative Government’s ideological austerity programme. As a result, the chief constable has proposed to release 24 buildings, which will save £5 million a year: enough to protect the jobs of 100 police officers. While I accept that the majority of the buildings to be closed are not open to the public, their closure will still have a detrimental impact on officers who will have to travel further to use essential services, wasting valuable police time.
We cannot ignore away the fact that the police grant settlement confirmed real-terms cuts, including a £12.5 million reduction in spending power for West Midlands police. The police and crime commissioner, David Jamieson, recently summed up the situation rather succinctly. He said:
“West Midlands police has suffered the biggest cuts in the country and now the Tory MPs who voted for those cuts recently are complaining about the consequences in their constituencies.”
It seems the irony is indeed lost on some.
The Government have argued that council tax can be increased by the PCC by up to £12 for a band D property, a measure that has been adopted by all but three PCCs. Despite that, West Midlands police has the lowest budget increase per head of population in the country, further damaging its ability to carry out its full range of duties. It has also been claimed that back-office costs have risen by £10 million, but, when one looks a little deeper, one sees that those so-called back office costs include nationally mandated pay increases, the hiring of specialist staff to allow police officers to carry out warranted duties such as arresting criminals and the hiring of call handlers to deal with the surge in demand faced by the police force.
These issues are only a snapshot of the systemic and unprecedented pressures faced by our police service. Police officers exude many of the most admirable characteristics of our society. Brave, caring and committed, they do their duty to allow us to go about our daily lives, safe in the knowledge that we and our families are safe.
Recently, in the Willenhall area of Coventry there have been public meetings where the public have voiced concern about increases in drugs, burglaries and so forth. As a result, the police have looked at the possibility of using surge tactics in those areas. That demonstrates how the public are becoming aware of the under-policing in Coventry—we have lost between 200 and 300 officers—and they are uneasy about the policing and crime situation in the west midlands, starting in Coventry.
I absolutely agree. Police officers join the force because they want to make a difference, serve their communities and help people. We accept their service gratefully, but, in so doing, we also accept a responsibility to offer them the same protection and support that they provide us. Policing cannot be done on the cheap; the safety of our families is worth too much. That is why I will continue to stand up for my local police force and my constituents by continuing to oppose the Government’s damaging and dangerous cuts.
There has been a provision for counter-terrorism policing, but, as the right hon. Gentleman knows better than I do, neighbourhood policing is the frontline of the fight against terrorism in this country. The stronger the frontline, the safer we are. In the west midlands, our frontline is being cut to shreds.
My right hon. Friend will notice that in an intervention earlier I mentioned Willenhall in particular, where there have been public meetings. It is strange when we talk about fighting terrorism that there is a police station in that area in which high-profile prisoners are kept. I wonder where in the west midlands they will put them if there are any further arrests.
Exactly. Those threats are now multiplying across the region.
I respect the task that the Police Minister has to try to perform. He has taken the time to listen to representations from west midlands MPs of all political stripes. I am afraid that he was not backed up by either the Prime Minister or the Chancellor; they did not give the Home Office in general, and him in particular, the financial settlement that we needed in order to safeguard our communities. For us in Hodge Hill, that means that we now have the proposed closure of the Shard End police base—something that both Councillor Ian Ward and I disagree with.
We need a police base in Shard End, because—as was explained to me during my own glorious fortnight as the Minister for police and counter-terrorism, before I went on to serve a further two years as a Home Office Minister—neighbourhood policing creates a different kind of relationship between the police service and the community. It unlocks a level of trust, intelligence and insight that makes it much easier to crack down on crime. When we shut down police bases, we weaken the frontline in that fight. I do not want to see crime, drug dealing and violent crime rise any further. That is why I call on the Minister today to fix the problem in the West Midlands Police finances, give us the money we deserve and let our brave men and women of the West Midlands Police service get on with the job they are so dedicated to doing.

I congratulate my hon. Friend on securing this timely debate, which was long overdue. To follow on from my hon. Friend the Member for Glasgow North East (Mr Sweeney), the present system is purely bureaucratic and has to be broadened out, so any review should look at that and make the rules a lot simpler and easier. More important is the fact that legal aid has been stopped since 2013. Does my hon. Friend the Member for Coatbridge, Chryston and Bellshill (Hugh Gaffney) agree that that is significant?
I agree and will ask the Minister about that at the end of my speech.
Many Members across this House will agree that improvements need to be made to the way in which we support refugees and honour our responsibilities to the most vulnerable. I pay tribute to the important speech given yesterday by the shadow Home Secretary, my right hon. Friend the Member for Hackney North and Stoke Newington (Ms Abbott), on how we can provide the support required by those in need. For me, as a human and an elected representative, the fact that children are still being forced to take life-threatening and dangerous journeys to their families in the United Kingdom is unforgivable and heartbreaking.
I thank my hon. Friend for that powerful example—there are many others. The current situation, in which these families are denied access to justice, shames us. To deny children and families who have already faced immense risks and challenges the opportunity of family reunion and legal aid is an appalling indictment of the UK Government, and of us all as parliamentarians.
Legal aid, or its absence, has the power to change lives, for the better or for the worse. It has the potential to keep families together under the most trying circumstances. These restrictive rules do not just affect vulnerable people’s lives, but can make the huge difference between safety and security on one hand, and danger, war and risk to life and limb on the other. It is essential that the Minister looks at the matter.
The current situation forces many people trapped in war zones to take repeated risks to cross borders to reach British embassies. We have seen ample pictorial evidence of that. Surely it is in children’s best interests to be reunited with family members and to be given safe and legal routes to effect that family reunion, as my hon. Friend the Member for Coatbridge, Chryston and Bellshill suggested. The rules are most damaging to the most vulnerable people who are left behind in war zones, and to people who have been granted asylum but have to go through the heartbreak and trauma of not being reunited with family members.
I am proud that this country has a terrific record of helping refugees and people who come to our constituencies. Our record of welcoming refugee families and encouraging them to thrive goes back to before the second world war. Lord Dubs is a notable example.
If we take that a step further, when children are allowed to stop here and become teenagers, there is a problem about them getting further education, as I have said many times. This is part of a bigger problem.
My hon. Friend makes a fair point: delaying family reunion creates all sorts of other problems. People who arrive on our shores—who are often fleeing persecution—become valued members of our communities and often work in public service, like Lord Dubs. They set up small businesses and take on important roles in the community. They are a real asset in terms of adding value.
We must act to ensure that families can be reunited. Parliament and Government should not remain passive and allow refugee families to remain divided. I welcome my party’s recent announcement that puts the humanity of migrants and the importance of family life at the heart of our immigration policy, and our pledge to follow a humanistic approach to immigration policy. That is an expression of our very best values as a nation, and a fulfilment of our duties to the international community.
I pleased to say that I am a proud internationalist, but whether someone is an internationalist or not, they have an obligation to fight for a fairer system. I am proud that my party is championing refugees who are threatened by war, and that it is working to give vulnerable people a chance. I hope we can reform the rules, so that child refugees have a proper chance of being reunited with their families.
