No, I do not accept that for one moment. The Government’s record on support for older people has been remarkable. We have been able to provide £1,600 more per year for those on the state pension than was managed in 2010 under a Labour Government. We have done more on loneliness than any Government before us. We introduced a Minister with responsibility for tackling loneliness. For the first time, we have a strategy on loneliness and we have put our money where our mouth is with £20 million of investment. I am afraid the Labour party in government did none of those things.

If it was a decision for the BBC, why did the Government put it in their manifesto? Does the Minister not think he has a moral obligation to make up the difference if the BBC has a problem? Many pensioners suffer from loneliness and for them the BBC is a lifeline to the world.

The hon. Gentleman is right to raise the issue of loneliness, and I will repeat the points I have just made. The Government have done a huge amount to combat this very substantial social problem. The truth is that we still expect the BBC to do better in this area, but it is the BBC’s responsibility. The responsibility was transferred to the BBC in 2017, after it was agreed with it in 2015. The BBC itself has made it clear that this is now its responsibility.

The answer is huge importance. My hon. Friend makes the important point that heritage is local as well as national. We can transform our communities in a number of ways, one of which is to give people clearer insights into the wonderful heritage around them. The heritage high streets fund will do that, as will many of the other measures that have been referred to.

T3. The Secretary of State will know that Coventry will be the city of culture in 2021. However, the Priory Visitor Centre in Coventry has closed through lack of funding. Will he talk to the relevant authorities to ensure that the Priory centre is adequately funded? Equally importantly, the House must remember that, at the time of the Wars of the Roses, the Parliament of Devils was held in Coventry.

I will certainly look at what is happening at the Priory centre, but I know that the hon. Gentleman will appreciate, as I do, that £8 million was found in the Budget to support Coventry city of culture, and we both look forward to it being a tremendous success.

The hon. Gentleman is right that television is important for many older and more isolated people, but the key word in his question was “could”. We do not yet know what decision the BBC will make, and it is sensible to wait until we have the proposal before commenting upon it.

We have made it quite clear that we will continue to fund the concession until 2020. It is worth noting that, over the last two years, the funding has been managed in a transitional way. The Department for Work and Pensions transferred £468 million in 2018-19 to the BBC and £247 million this year. It is important to make that point, because it means that the remainder of the cost is now being borne by the BBC. We have been clear that when the BBC takes on this responsibility, it is important for the concession to continue.

Indeed. Garden tourism contributed billions of pounds to national GDP in 2017. The proposed sector deal has been in negotiation for some time now. There has been wide consultation with the sector, and it has come forward with a list of proposals for key areas to target within the industry. My hon. Friend is right to focus on the value of our garden tourism. At Alnwick castle, for example, and elsewhere, there are very special gardens for people to visit. I would be happy to hear of any further proposals from her afterwards.

The Secretary of State will know that Coventry will be the city of culture in 2021. Will he meet me to discuss the future of the Priory museum in Coventry? In that area, under Henry VIII, the old church was destroyed. The Parliament of Devils was held there.

The offences of gang-related rape and other sexual violence, including child sexual exploitation, are dealt with by specially trained rape and serious sexual offences lawyers who work closely with police investigators to build strong cases. The training is regularly updated, as is the legal guidance, to support the effectiveness of rape and sexual offences prosecutions, including building awareness of victims and the issues connected with victims in the context of gang-related violence.

I draw the Attorney General’s attention to the fact that organisations such as the Coventry rape and sexual abuse centre are struggling to be funded. These organisations play a major role in advising victims. When will these organisations be properly funded, and will he meet me to discuss it?

I beg to move,

That this House calls on the Government to honour the Conservative party’s 2017 manifesto promise to maintain free TV licences for the over-75s for the duration of this Parliament by ensuring sufficient funding to do so and, should the BBC propose changes to the concession, to ensure that the proposed changes are subject to parliamentary consent.

The motion is in the name of the Leader of the Opposition, me and others, including the leader of the Liberal Democrats and the leader of the SNP.

The debate is about keeping a promise that the Conservative party made on page 66 of its election manifesto just two years ago. In case the Minister has not got a copy, I have managed to find a rare one, which was not shredded, in the Library. It makes for interesting reading. It is called “Forward Together” and claims to be a “Plan for a Stronger Britain and a Prosperous Future”. On page 66, it states:

“We will maintain all other pensioner benefits, including free bus passes, eye tests, prescriptions and TV licences, for the duration of this Parliament.”

No equivocation, no ambiguity—the Conservative party promised to maintain free TV licences for the duration of this Parliament. Yet we are here today because that promise lies in tatters: 4.5 million older people in receipt of free TV licences could be betrayed unless the Government act.

For many older people, their free TV licence staves off poverty, isolation and loneliness all in one go.

My hon. Friend will recall that last week I asked the Prime Minister a question about TV licences and bus passes and got an extremely vague answer. More importantly, when that manifesto was drawn up, the Prime Minister and the Government already knew that they had handed over responsibility to the BBC. Does my hon. Friend agree that that is a deception on pensioners, but that more important is the question of the triple lock for pensioners, which cannot be debated today?

My hon. Friend is a doughty campaigner for pensioners not just in Coventry but throughout the country. Last week, he exposed the ambiguity in the Government’s position. Yet the Government made a promise in their manifesto—the Prime Minister’s own manifesto; we are told that not many Front Benchers got to see it in advance of publication.

As the Secretary of State for Digital, Culture, Media and Sport set out a couple of months ago, the BBC is a powerful example of how our public service broadcasters act as a force for good at home, performing in the national interest to deliver valuable news coverage and hugely popular shows.

To come back to the point I made earlier, if you have given the responsibility to the BBC, why did you include it in your election manifesto? That is the nub of the issue. Can you clarify whether you are going to honour the manifesto commitment or leave it to the BBC to make the cut that you are avoiding?

That was very naughty of the hon. Gentleman. The word “you” is intruding with increasing frequency. I did not have a manifesto and I did not make a promise on this matter, but I think the hon. Gentleman was referring to the Minister, and I am happy to vest the responsibility where it lies.

I would like to thank all Members who have brought this debate to life with passion and enthusiasm. We have had some amateur dramatics from Labour Members that would no doubt impress a BBC talent scout; I suggest that those on the Labour Front Bench should audition. It is a testament to the respect that Members across the House have for the BBC and its vital role in our society that we can debate it with such vigour. My hon. Friend the Member for North Devon (Peter Heaton-Jones) was one of many who gave powerful speeches. This subject is particularly important when we consider the value of the BBC to all in our society, and particularly the older people across the United Kingdom who depend on television and radio for companionship and entertainment. They love the BBC, and they value it, as do the Government.

I want to take a moment to respond to some of the considered points raised by Members. A number of Opposition Members have indicated that they have been studying the Conservative party manifesto astutely. I can commend that habit to them. I am delighted, and I hope they read more about the benefits of Conservative policies such as low tax, a free market economy, social justice, keeping unemployment at the lowest level ever and respecting all in our society. There are a number of policies in that document from which Labour Members could learn, so I commend them for having such close regard to the Conservative party manifesto and hope to see more of that.

Reference by Labour Members to pensioners is a little rich, if I may say so, given that the Labour party gave pensioners an increase of 75p in one year when they were in government. No doubt they will excuse me if I am not convinced by their argument. That is relevant when we are comparing Conservative policies to Labour’s manifesto. Given that Labour is of course happy to spend £1 trillion and to get the country into huge debt, perhaps one should not be surprised. Labour’s policy is to centralise and to tax—the state always knows best—but this Government have confidence in the BBC on this subject.

I want to make it clear that this is a decision for the BBC, not for the Government. It is crucial to the BBC’s success that it is independent from Government, which allows it to deliver impartial and independent comment on the events of the day. That is the alpha and omega of what is important for the BBC, and I absolutely cherish it. It is entirely right that the BBC is operationally and editorially independent from Government, and the Government cannot, should not and will not intervene in the BBC’s day-to-day operations.

I think Opposition Members may have forgotten—from hearing them, it appears that they do not recall it—that the Government and the BBC agreed in 2015 that responsibility for the concession for the over-75s would transfer to the BBC in June 2020. We have been clear for some time that the future of the concession is entirely the BBC’s decision. It is for the BBC to decide whether it wants to maintain the current concession or to take a different path.

As I have said, it is a matter for the BBC to make this decision. It was right and proper that it properly consulted the public across a number of months—this was a substantial consultation, and I understand that there were a number of participants and a wide range of options were discussed.

This was a fair deal, and was part of a very fair deal for the BBC. Again, Opposition Members have not recalled that the director-general of the BBC said at the time that the settlement represented

“a strong deal for the BBC”

that provided “financial stability”. Parliament agreed—transferring responsibility for the concession was debated extensively during the passage through the House of the Digital Economy Act 2017. The House will therefore recognise that the Government have been clear about their expectations on this matter.

Again, I want to make it clear that the House agreed in 2017 that it would be for the BBC to decide on the future of this important concession, and it is right that we await the BBC’s decision next month. I very much look forward to seeing how the BBC will continue to support older people across the UK by providing them with companionship and a connection to the outside world.

It is undoubtedly right that the vast majority of people in this country will come together on Sunday, as they have come together on many occasions over the past four years, to remember the sacrifice of those who gave their lives and who did so without a thought to their own interests and in the service of their nation.

Many Members will have had a family member who was involved in the first world war in one way or another, and some of us will have family memories of different battles. Like the Secretary of State’s grandfather, my grandfather took part in the battle of Loos, which is not as well remembered as other battles. Does the Secretary of State agree that we should not forget such battles and the people who fought in them?

I agree with the hon. Gentleman. We have not remembered every single battle over the past four years, but we have tried to remember a number of them. However, our collective effort to commemorate what happened is designed to encompass all battles and all those who fought in them.

It is a pleasure to follow the hon. Member for Mole Valley (Sir Paul Beresford) and so many eloquent speeches from the Front Benches of the Government, Her Majesty’s Opposition and the SNP. The SNP spokesman, the hon. Member for West Dunbartonshire (Martin Docherty-Hughes), spoke about port communities and in some of my speech I wish to concentrate on those communities.

As has been said, the great war, world war one, impacted on every community in our country. Every town, village and city was affected. The seafaring communities were very badly affected. Like many others, the seafaring community that I am proud to represent had service personnel in the battlefields, but they also guarded our trade links, which carried people, goods and service personnel during the great war, and indeed in subsequent wars.

The greatest loss of life on the Irish sea during the great war was on 10 October 1918, when the RMS Leinster left Dún Laoghaire, then Kingstown, carrying His Royal Highness’s mail to Holyhead in my constituency and was sunk just a few yards from the port of Dún Laoghaire. Among those who perished were children, crew members and service personnel from the Commonwealth—from New Zealand, Australia and Canada—and from the United States of America.

That vessel was carrying out its normal duty of moving people and the royal mail across the Irish sea. Many of the 500 who died had been just carrying out their normal duties; they were seafarers. They were given an exemption from going to war because of the essential duties that they carried out, keeping our sea links open. The tragedy unites the Irish community, the British community and the Welsh community. I am proud today to wear poppies from Ireland and Wales. On 10 October, we had a special commemoration in Ireland and Wales for the loss of those 500 people, and I met their families. It is right that Members have spoken about survivors and the families of the survivors, because those communities and families have been scarred by the great war. It was a tragedy.

Like my hon. Friend’s constituency, communities in Coventry also made contributions in the great war. As he and the House will know, Coventry suffered in two world wars and was bombed in the second world war. The people of Coventry sympathise with his remarks about the sacrifice that was made.

I know a lot about Coventry. My son-in-law comes from Coventry, as my hon. Friend knows; I think that he was his MP for some time. My speech is concentrating on the families of seafaring communities. I welcome the right hon. Member for Broadland (Mr Simpson) mentioning that many were lost at sea, so their bodies were never recovered and there were no proper funerals to honour them.

A lot of hon. Members have rightly spoken about the personal experiences of their own families. My grandmother was born in 1888. As a single parent who had lost her husband to disease, she became a nurse and worked in the convalescent home at the port of Holyhead during the great war. Many people came to her with severe shellshock, including her youngest brother, who did not recognise her for two years because of the trauma that he suffered on the battlefields. It is worth bearing it in mind that many mothers and other family members had such experiences.

The other stark memory that I am sure we all have after seeing first world war graves is the age of those who died. Many who suffered were young men and boys; I do not know the exact average age, but these men were in their 20s. Their parents will never have forgotten that throughout their lives. My grandmother’s son—my father—served in the second world war, and she always told me that every day that he was away was a dark day until he returned home safely.

One hundred years after the guns fell silent, the House of Commons is right to remember our communities, and those who sailed across the Irish sea and around the coastline. The RMS Leinster reminded me that vulnerable people were shot by U-boats. Going to sea—I speak as an ex-merchant seafarer who worked on that route—is dangerous enough. Crew members look after each other, but imagine being faced with the potential of being sunk by a U-boat, as cruelly happened to the RMS Leinster. The irony of that story is that the German submarine UB-123 was itself shot and blown up on the north coast of Britain as it went back to Bremerhaven.

My hon. Friend the Member for West Bromwich East (Tom Watson) is right that we must also respect the bravery of our opponents because they carried out their duties. It is hugely appropriate—I give the Government credit for this—that the German President is attending ceremonies this year, because we want to look forward as a nation.

Our forefathers made the pledge in 1918 that we would remember those who died, and we are honouring that pledge today, as we have done over the years. As an ex-seafarer representing a proud seafaring community, I will be proud to stand up on 11 November and say to all those people and their families, “We will remember them; we will remember.”

I assure my right hon. Friend that the Government are making progress. We have reformed the Consumer Rights Act 2015 to give more protection to consumers when they are purchasing from secondary ticketing sites. We have also brought in ban the bots legislation so that it is now illegal to use electronic means to secure more tickets that the number the original organisers state as a maximum.

On the contrary, the scheme introduces new, compulsory, low-cost arbitration to ensure that people can have exactly the recourse to justice mentioned by the right hon. Gentleman. In order to address some of the concerns, we have tabled two new clauses. First, new clause 19 requires the Information Commissioner to publish information on how people can get redress. The point is to ensure that there is a plain English guide to help anyone with a complaint to navigate the system. Secondly, new clause 22 requires the Information Commissioner to create a statutory code of practice, setting out standards on data protection. The point is that, when investigating a breach of data protection law, the commissioner has to decide whether a journalist acted reasonably. When making that judgment, a failure to comply with the statutory code will weigh heavily against the journalist.

How binding is the arbitration, and how binding is the code of practice?

The arbitration is binding on the newspapers, meaning that anybody who wants to get redress from a newspaper in the scheme can do so up to a limit of £60,000, and then the recourse is through the courts. The Information Commissioner’s statutory code of practice is binding with respect to data protection standards; after all, this is a Data Protection Bill, so that is what is in scope.

Taken together, the changes from IPSO and the new clauses mean that Britain will have the most robust system we have ever had of redress for press intrusion and it will be accessible to all. It will achieve that and the benefits of high-quality journalism, without the negative effect that section 40 would have.

My hon. Friend hits the nail on the head. The answer, of course, is that it is for all three of those reasons that we do not have before us an imaginative bill of digital rights, but the times do call for it.

In the early days, when we were writing great charters such as Magna Carta, the threats to ordinary citizens were from bad monarchs. We needed provisions such as Magna Carta and the Bill of Rights and the Glorious Revolution to protect the citizens of this country and their wealth from bad monarchs who would seek to steal things that were not theirs.

What we now confront is not a bad monarch—we have a fantastic monarch—but the risk of bad big tech. The big five companies now have a combined market capitalisation of some $2.5 trillion, and they are up to all sorts of things. They are often protected by the first amendment in the United States, but their business—their bad business—often hurts the data rights of citizens in this country.

That is why we need this new bill of rights. We have to accept that we are on the cusp of radical and rapid changes in legislation and regulation. I often make the point that over the course of the 19th century there was not one Factory Act but 17 Factory Acts. We had to legislate and re-legislate as technology, economics and methods of production changed, and that is the point we are at now. We will have to regulate and re-regulate, and legislate and re-legislate, again and again over the decades to come. Therefore, if we are to give people any certainty about what the new laws will look like, it would be a sensible precaution if we were to write down now the principles that will form the north star that guides us as we seek to keep legislation up to date.

My hon. Friend is right. We have been on the receiving end of a huge number of data breaches in this country—really serious infringements of basic 21st-century rights—which is why we need a bold declaration of those rights so that the citizens of this country know what they are entitled to. Unless we get this right, we will not be able to build the environment of trust that is the basis of trade in the digital economy. At the moment, trust in the online world is extremely weak—that trust is going down, not up—so we need to put in place measures now, as legislators, to fix this, turn it around and put in place preparations for the future.

The Government’s proposal of a digital charter is a bit like the cones hotline approach to public service reform. The contents of the charter are not really rights but guidelines. There are no good methods of redress or transparency. Frankly, if we try to introduce rights and redress mechanisms in that way, they will basically fail and will not lead to any kind of change. That is why we urge the Government to follow the approach that we are setting out.

I put on record my profound thanks to Baroness Kidron and the 5Rights movement. Her work forms the basis of the bill of rights we are proposing to the House: the right to remove data, as enshrined in the GDPR—that right is very important to children—the right to know; the right to safety and support; the right to informed and conscious use; and the right to digital literacy. Those are the kinds of rights we should now be talking about as the rights of every child and every citizen.

British citizens have confirmed rights under the GDPR—that is safeguarded under EU legislation—but the risks I am worried about are the same ones as the right hon. Gentleman. I spent two and a half years in the Home Office. I recognised many of the errors that were made by the former Home Secretary in the situation that we inherited back in 2006, so I do not think that lessons have been learnt from Windrush, or that many lessons have been learnt from errors over the past eight to 10 years. The Home Office is a great Department of State, with tremendous strengths. It has fantastic civil servants who do an amazing job, without the resources to do it properly and very often without the level of support they need from their Ministers, but it is a human institution and such institutions make mistakes. To correct those, we have tribunals and courts through which people can test decisions made by officials without the disinfectant of sunlight. Unless we equip those individuals with everything they need to make their case effectively, we risk injustice. After our debates over the past month, we must do everything we can so that we never run that risk again.

To pursue those rights, people also need legal aid, and in some circumstances, they are denied legal aid. The state should not have the right to give private information about its citizens to anybody, or even to sell it to organisations.

Correct. In my first months at the Home Office, I spent a lot of time in immigration tribunals. I used to go to the courts up in Islington to sit, watch and listen so that I could learn the basic mechanisms of justice in this country. The thing that struck me was the inequality of arms that comes to bear in these tribunals. On the one side, there is a Home Office lawyer, who is sometimes there, sometimes not. Home Office lawyers are backed by teams and have well-constructed cases and all the information they need. On the other side of the argument are people without money or access to lawyers, but now the Government propose to deny some of them the information that they need to argue and win their cases. It is a recipe for injustice.

I visited Coventry just a short time ago. The city has a wonderful opportunity as city of culture 2021. The tremendous success of Hull as city of culture brought huge sums and huge numbers of visitors to that city, and I am confident that Coventry will benefit in every way, shape and form.

I refer hon. Members to my declaration in the Register of Members’ Financial Interests, and, at the risk of emptying the Chamber early this evening, I should start by reassuring the Minister that Labour will not be opposing this Bill on Second Reading. It is an important piece of legislation, and parts of it absolutely have to be incorporated into domestic law by May this year, and we do not intend to stand in its way.

But that is not to say that we are content with the Bill as it is. Many improvements have been made in the other place—many with cross-party support, and some, which I will discuss in more detail, against the wishes of the Government—but there are more changes that we need to make, and the Opposition will be pressing for them as the Bill proceeds through its Commons stages. I pay tribute to the work of peers on all sides, and in particular to my Labour colleagues, Lord Stevenson, Lord Kennedy, Lord Griffiths and Lord Grantchester, for their work on the Opposition Front Bench.

In 2016, I set up the independent Future of Work Commission to look at the challenges and opportunities created by the new technological revolution. Just as Harold Wilson spoke 54 years ago about the opportunities of the “white heat” of what was then cutting-edge technology, so we now need to make sure that we are seizing the opportunities that the new digital economy presents to us. That is where many of the jobs of the future lie—where the raw materials are not steel or minerals or plastics, but data. The commission concluded that, with the right policy framework around it, the new technologies of artificial intelligence, massive processing power and digital transfer can create as many jobs as they destroy and enhance many jobs that currently exist.

None of that is inevitable, however, because we are not doing enough to exploit the opportunities created by this new world of work. Britain is unprepared for the technological revolution. We think this demands strategic planning, as the policy choices we make now will shape how technological change will affect the work and lives of our citizens.

I think we all in this House accept that, as we leave the European Union, we need to make sure that we still have unhindered flows of data between the EU and the UK; anything else would do huge damage to our economy. As the House of Lords European Union Committee report on “Brexit: the EU data protection package” concluded,

“any arrangement that resulted in greater friction around data transfers between the UK and the EU post-Brexit could hinder police and security cooperation. It could also present a non-tariff barrier to trade, particularly in services, putting companies operating out of the UK at a competitive disadvantage.”

So it is vital that we get this Bill right.

We will be seeking more information from the Government than was forthcoming in the Bill’s passage through the other place on how we will allow continuous data flows once Britain is no longer a member of the EU and, in the EU’s terms, a “third country”. Data is the raw material of the digital economy. Businesses, individuals, Government agencies and others need to exchange and process data, but to do that safely, we need proper protections so that it cannot be stolen, used without our consent or misused. If we are to build a strong digital economy, we need strong foundations, because trade is built on trust. Consumers, particularly children and vulnerable adults, need to be better supported and protected. That is why my right hon. Friend the Member for Birmingham, Hodge Hill (Liam Byrne), who will be doing much of the heavy lifting on the Bill as it proceeds through Committee, has talked about the need for a new Bill of data and digital rights—a broad set of regulatory structures for data capitalism.

We hope that our proposals are more ambitious than the Government’s digital charter and less reliant on voluntary codes of conduct, which can be ignored by big social media and data giants. Instead, we believe we need a statutory code of enforceable rights offering people proper control over their own data, appropriate remedies when their data is misused and proportionate sanctions to deter unlawful data processing. Rights for children need to be at the core of this. Children make up one third of internet users worldwide, and one in five in the UK, so we welcome the improvements made by Baroness Kidron’s amendment on age-appropriate design, but we want to work with the Government to do more to ensure that children are properly served by the Bill.

We believe that a right of privacy is key to any strong regime of rights. It is easy for individuals to have their privacy invaded as a result of sharing data on the internet, so we will be pushing for the incorporation of article 8 of the charter of fundamental rights, with all the appropriate safeguards and balancing tests. We hope that the Government will see the benefit of this to a future adequacy decision with the EU.

Yes, indeed. Privacy in the age of the net, with huge data flows and information in abundance, is the debate of the age. There is no doubt that this House will be discussing privacy in the years to come, beyond this Bill and beyond further regulation. In this particular Bill, however, we must ensure that privacy is not just entrusted to the delegated powers of the Minister and that it is a fundamental right that our citizens can start to develop.

Parliament is also considering the European Union (Withdrawal) Bill, which, in combination with this Bill, risks eliminating the GDPR as a check on the misuse of ministerial authority to undermine data privacy rights. It gives Ministers power to make secondary legislation to amend any retained EU law, which would include those governing data protection rights. The European Union (Withdrawal) Bill, as currently drafted, eliminates the important data protection rights of article 8, which would otherwise constrain Ministers’ ability to erode fundamental data privacy protections. So we want to make it explicit in the Bill that those protections cannot be eroded. Strong rights need strong enforcement and a proper mechanism to enable enforcement to take place. This is all the more vital where the data rights of children are involved. We therefore want to see the Bill amended to ensure that consumer groups that operate in the privacy field can act on behalf of data subjects without a particular complaint—a right of collective, not just individual, redress.

The Government have chosen not to implement article 80(2) of the GDPR, which gives greater ability for civil society and other representative bodies to act on behalf of citizens and mirrors consumer rights in goods and services. A super-complainant system would help to protect anonymity and create a stronger enforcement framework. Collective redress and representative action led by a recognised body would also help individuals to enforce their rights to data protection when their data is exposed, stolen or misused as part of a large data breach that affects multiple people. It would create a stronger enforcement framework, which would build and reinforce trust without overburdening existing institutions.

I want to turn to two amendments—improvements—made in the other place that the Government have already said they wish to overturn. Indeed, as soon as the votes had taken place, the Secretary of State tweeted that they were votes against press freedom—even though they were also votes in favour of a policy agreed by all parties in 2012, and for which he himself, the former Prime Minister and the current Prime Minister had previously voted. So it was no great surprise when the Secretary of State made his announcement last week about ditching Leveson part 2 and binning section 40 of the Crime and Courts Act 2013. His tweet, as I think he will recognise, somewhat pre-empted his consultation response. However, we live in a country where Parliament is sovereign, so the decision is not entirely up to him. It is up to us in this House. We can decide whether to keep the promises made by David Cameron—and by all parties—to the victims of phone hacking and other press abuse in 2012, or to break them.

I congratulate the hon. Member for Nuneaton (Mr Jones) on securing the debate. As he rightly said, we have had many debates on the subject over the past six or seven years. I agree with near enough everything he has said, so I do not intend to cover that, but I have some other points to make, the first of which is to thank the sports Minister for her help. She appointed a mediator—for want of a better term—and the hon. Member for Daventry (Chris Heaton-Harris) did a very difficult job to the best of his ability. I can find no fault in that.

Another interesting point is that, as I have been arguing for a long time, we should have as a mediator someone from outside football—possibly a judge, if need be—to adjudicate. It has to be someone of substance to take the heat out of the situation. I am glad to see that the Court has now finally come to that conclusion, rightly or wrongly.

I have one or two other observations. I have met successive sports Ministers over the years and I have had no doubt that they have a difficult job dealing with the football league. In my view, that is because of the absence of strong regulation of it. In the Bundesliga, for example, very few clubs have gone bankrupt or out of business. Perhaps we can learn a lesson from that—although others in the Chamber probably know more about the Bundesliga than I do.

I have had a number of discussions with the Chair of the Digital, Culture, Media and Sport Committee, the hon. Member for Folkestone and Hythe (Damian Collins). Incidentally, he came to one of our debates and he was very helpful, so in fairness I pay tribute to him for that.

To reiterate the hon. Gentleman’s point, I am a member of that Select Committee—its second longest serving Conservative member—and in our discussions we have considered what has happened to Coventry to be a stain on football. It needs to be resolved.

I agree with the hon. Gentleman. All of us, including different sports Ministers, have been trying to do that for the past six or seven years.

The Chair of the Digital, Culture, Media and Sport Committee has agreed to meet the interested MPs, as I am sure the hon. Member for Nuneaton knows. Subject to us getting a date—[Interruption.] I can see you signalling for me to finish, Mr Sharma, so I will emphasise the point that the club has to stay in Coventry. It has another 12 months at the Ricoh, so let us hope that in a shorter period we will resolve the problem.

As always, Mr Sharma, it is a pleasure to serve under your chairmanship.

I am grateful to my hon. Friend the Member for Nuneaton (Mr Jones) for securing the debate and for the passionate and insightful contributions he and others have made—although I shall breeze over any reference to Coventry’s FA cup success. That aside, I sympathise with the points made by colleagues. They have re-emphasised the case that football clubs up and down the country remain of great importance to their local communities. Coventry City is no exception. Without question, every care should be taken by club owners and stakeholders to respect their club’s history, and they should seek to preserve their club’s long-term status.

The issue surrounding the Ricoh Arena and where Coventry City plays its home games is familiar to us all—in fact, it seems like only yesterday that I was stood in this very place responding to the hon. Member for Coventry South (Mr Cunningham) on this very subject. It was in October 2016; Members present might recall that I urged the various parties with a vested interest in Coventry’s future to come together and to provide that much—needed stability to the club and its loyal supporters. Since then, it has been a rather anxious wait to hear what progress has been made.

I want to take a moment to say how extremely grateful I am for the efforts made by my hon. Friend the Member for Daventry (Chris Heaton-Harris) to bring the relevant parties together. I am also grateful to the EFL for keeping me abreast of the situation at regular intervals. It was a time-consuming and on occasions frustrating process for my hon. Friend, but I am in no doubt that his efforts while refereeing between the two parties delivered some progress in mediation.

As my hon. Friend the Member for Nuneaton pointed out, the clock was ticking for the club to come up with a solution. I can only imagine how those associated with the club—the players, the staff and the fans—were feeling given the uncertainty hanging over them. It came as some relief when, earlier this month, news emerged that a new one-year agreement had been concluded with Wasps Group for the club to continue to play its home games at the Ricoh Arena until May 2019, providing immediate stability for everyone at the club. However, I recognise what the hon. Member for Coventry North East (Colleen Fletcher) said—that is a short-term solution and we need to find a long-term one.

Although I recognise that those longer-term plans were not outlined, the deal demonstrates that there is a mutual interest in the two clubs working together, which will hopefully stretch much further into the future, for the good of the city of Coventry. At the same time, I want to be clear that future arrangements at the Ricoh Arena between Wasps and Coventry City remain a commercial negotiation between private parties. I am sure that my hon. Friend the Member for Nuneaton and the hon. Members for Coventry South and for Coventry North East will fully understand that it is not a matter in which the Government can—or should, in my opinion—intervene. That said, I am always willing to try to help facilitate. I care passionately about the future of football clubs and their importance in local communities and I am willing to support and help where I can, although the actual intervention is slightly beyond the remit of a Minister.

Will the Minister urge the Football League to meet Members of Parliament for Coventry and Warwickshire to discuss this issue? The League seems elusive when it comes to trying to get meetings with it.

I do not need to ask the EFL to meet Members from Coventry and those who have an interest in the future of Coventry City football club, but I am willing to try to facilitate that meeting if Members are finding it difficult to do so. Yes is the direct answer to that question; that invitation should be extended not just to Members for Coventry, but Coventry City supporters and those in the wider Warwickshire area who have a vested interest in the future of the club.

The ongoing dispute between the owners of the football club and Coventry City Council is rightfully a matter for the courts. Given the protracted history between the parties, the Court of Appeal has taken the sensible decision to begin a period of mediation. I hope that it will result in all parties resolving their issues once and for all. It is sometimes easy to forget that the majority of football fans in this country follow clubs outside the premier league, and that those clubs operate on a completely different financial scale.

The reality for clubs such as City is that they cannot rely on huge sums of money from broadcasters or sponsors; they must rely on private investment from owners and the support of local businesses. They need the watchful eye of the English Football League to ensure that owners abide by the rules and that clubs are living within their financial means. Clubs need the help of their local councils for the use of stadiums, and of course they need the fans as a regular source of income and ongoing appeal.

Football clubs need to be run as businesses, but if a company cannot guarantee a product, its customers go elsewhere. Clubs are not like that. They are built on fan loyalty passed through families and generations; they are wedded to their local communities and they have a social heartbeat.

I absolutely agree with my hon. Friend’s point. I was going to mention that later, but she gives me the opportunity to say that I know that that matter has been raised with the Mayor of London, and it is certainly being raised across the industry. I had intended to mention it today because it is a hugely important issue, particularly for music in London.

Anyone who appreciates music will also appreciate the fact that the Ricoh Arena in Coventry is a wonderful venue and that wonderful musical events are held there. Also, in passing, will my hon. Friend join me in paying tribute to the great Fats Domino, who passed away a few days ago?

I will indeed. Whatever vintage we are, we can all appreciate the genius of Fats Domino. I also think it is fair to say that the music at the Ricoh in Coventry is definitely better than the football there.

I want to highlight the global success of the industry, and its impressive achievements in driving tourism and generating export revenues. The UK music industry generated export revenues of £2.5 billion in 2016. That is a huge contribution to UK exports, and indeed to Exchequer revenues, and this will be increasingly important as the UK leaves the EU. At home, 823,000 overseas music tourists attended gigs and festivals here in 2016. That is an enormous credit to our myriad festivals and live music events, from the world-famous Glastonbury—where my right hon. Friend the Member for Islington North (Jeremy Corbyn) was the star turn—to the Westfield Street music festival in St Helens, where my hon. Friend the Member for St Helens South and Whiston (Ms Rimmer) and I were definitely not such star turns.
