Commons ChamberBefore I start, I know that Members from around the House will join me in commemorating World AIDS Day and the many organisations that make this day happen. As we remember those we have lost to HIV and AIDS, we also remind ourselves of the need for further action. I am proud that this Conservative Government’s policy is to end new HIV transmission by 2030—a commitment reaffirmed today at the launch of the HIV commission.
Throughout this crisis, the Government’s economic priority has been to protect jobs, livelihoods, businesses and public services, and we have spent more than £280 billion in doing so.
Given that the Chancellor has accepted that the job retention scheme and the self-employed income support scheme need to be in place until March, does he think it is right that those who have fallen through the gaps in those schemes—highlighted by the Federation of Small Businesses—will have been without support for an entire year by then? Why have Ministers not had the decency to meet groups such as ExcludedUK?
My right hon. Friend the Financial Secretary is meeting that group and other Members, and I and other members of my team have met various representatives of the self-employed and other employed people who would like to make representations. It is fair to say that I do not agree with the idea that those people have been excluded: the Government have provided support in many different ways to many people in different circumstances. We remain committed to that support throughout this crisis.

Commons ChamberThe hon. Gentleman is right to highlight the importance of levelling up across the United Kingdom. It is a key objective of this Government. That is why we are backing councils with the resources they need to meet the challenges caused by coronavirus. That includes more than £3.7 billion of grant funding so far, to address many of the pressures that they face.
Spending on devolved matters is a matter for the Welsh Government. The UK Government do not set the levels of pay for care workers in England, but we are focused on ensuring that the social care system is funded, so that providers pay a fair wage.
Can the Minister tell my constituents who are care workers why, when they have worked their hearts out and been given a £500 thank you by the Welsh Labour Government, this Government see fit to deduct money from them, leaving those on universal credit with around £125? That is just mean-spirited.
The hon. Lady should point out to those same workers that this Government have allocated an unprecedented £4 billion of guaranteed funding to the Welsh Government to enable them to allocate funding under what is a devolved matter. If she is drawing attention to the fact that there is a shortfall in what she feels should be going to care workers in her constituency, she needs to address why more of that £4 billion is not being allocated to care workers in what is a devolved issue.

Commons ChamberMy hon. Friend is absolutely right. We cannot afford to lose this generation; they cannot be the generation that is defined and scarred by coronavirus. That is why, as he rightly identifies, we have put in place a suite of interventions, from traineeships to apprenticeships to the kick-start fund, all designed to help that generation to a better and a brighter future.
According to StepChange Debt Charity, 4.5 million people have lost income and accumulated £6 billion of debt in arrears on household bills during the pandemic. Will the Chancellor ensure that economic recovery plans also include a strategy to support people in unavoidable coronavirus-related financial difficulties?
I know my colleague the Financial Secretary has been abreast of this issue for a while, and he has just reminded me that we have invested £37 million in debt advisory services during this time. I also know that he is taking forward actions on our breathing space initiative, which is something that he passionately believes in, and I wholeheartedly support those efforts.

Commons ChamberMy hon. Friend raises an important issue that affects many communities. All our constituents would say that the number of potholes is unbearable nowadays, which is why we made it clear in our manifesto that we will have the largest fund ever put in place by any Government to tackle potholes, with more details at the Budget.
The review of the off-payroll working rules reform was announced on 7 January 2020. The reform is due to be extended to medium and large-sized organisations in all sectors from 6 April. It is determining whether any further steps can be taken to ensure smooth and successful implementation, and a series of roundtables with stake- holders has already been conducted. The review will conclude by mid-February, after which recommendations will be made public.
With the roll-out of IR35 in the private sector fast approaching, there is already concern that companies are making blanket determinations, forcing genuine contractors into contracts that tax them as employees but with no employment rights. Ahead of the protest here tomorrow, will the Government listen, pause the process and work with the industry to do a proper review?
The hon. Lady may be aware that we have already made a small but important change to the roll-out as a result of the review. We are not aware of blanket determinations being made, although it must be said that many firms are choosing to acknowledge disguised employment and bring those contractors in-house. The hon. Lady should also be aware that there are various routes by which determinations can be challenged, including, if necessary, a submission under the income tax self-assessment process, for a final determination.

Commons ChamberI thank my hon. Friend for his question; he was obviously responsible for this when he was Exchequer Secretary. Last week I met Charlie Mayfield for a very good discussion about the Be the Business fund that the Government have set up to support business-led movement to improve small business productivity. This includes running pilots in Cornwall to support the hospitality sector and in the north-west to support family businesses. There are other schemes, such as Made Smarter, which is a good pilot, in addition to a £31 million package announced at conference 2018 to improve SME management through peer-to-peer networks.
I will make certain that the Business Secretary is aware of the hon. Lady’s concerns. The Treasury obviously takes an interest in this issue but she will know that the Department for Business is taking the lead on it. Obviously, and rightly, she is concerned about jobs in her constituency. She would welcome the fact, I hope, that because of the policies of this Government more generally since 2010, we have seen in her constituency a 50% fall in the headline unemployment rate.

It is a pleasure to serve under your chairmanship, Mr McCabe, and I, too, congratulate the hon. Member for Inverclyde (Ronnie Cowan) on securing this important debate. Many hon. Friends present have campaigned vigorously for the stake on fixed odds betting terminals to be cut to £2. The blight of FOBTs was eventually acknowledged by the Government, and that stake will be reduced in April this year.
However, the harm caused by gambling goes far wider than FOBTs, as has become apparent to me and others over the months and years that we have been campaigning. For that reason, we have established a new all-party parliamentary group on gambling-related harm, which will be looking broadly at the many harms caused by gambling. It is important to say that we are not against gambling; we acknowledge that, for many people, gambling is a benign, fun activity. However, there are also many instances in which gambling becomes harmful, and it is important to ensure that the right protections and regulations are in place to protect the vulnerable and prevent harm.
I congratulate my hon. Friend on the work she has done on this issue. A constituent approached me recently whose mother had dementia and had gambled away about £50,000, even though the family kept going back into the betting shops to point out that she had this condition. Given what my hon. Friend is saying, does she agree that we should do more to protect vulnerable people, such as those with dementia, and that the industry should look closer at the legislation?
I certainly do. It appears that we are able to protect the vulnerable only when we let the press know of such stories, because the industry refuses to take responsibility for its actions.
The first priority of our APPG will be to look at the harms caused by the growth of online gambling. According to recent reports on British gambling behaviour, the prevalence of problem gambling among those who gamble online—at the casino, the slots and the bingo-style games—is very similar to its prevalence among those who play FOBTs. Currently, there are close to 3 million problem and at-risk gamblers in the UK, and 10% of them play online casino, slots and bingo.
The size, scale and structure of the industry are driving the harms that are being caused. The APPG has heard that the remote gambling sector is being run in a way that is totally unsustainable; in some cases, online companies are actively seeking to drive harmful gambling behaviour and large-scale bets to ensure their own profitability. A recent PricewaterhouseCoopers report for the Gambling Commission found that 59% of the profits of remote gambling companies come from people with gambling addictions or problematic gambling behaviour. Those companies’ models are based not on building long-term relationships with loyal customers, but on extracting as much money as possible from people, particularly those who exhibit more risky behaviour and place large bets until they effectively run out of money. The companies then move on to find other customers, and they seek to incentivise their staff to do so. Their constant drive for profit and new customers means that they have no incentive to seek a reduction in problematic behaviour. Problem gambling and high-stakes play are entirely in their interests.
Those companies’ frantic search for new customers and greater levels of spending has, in turn, led to a huge increase in gambling advertising. We have heard about cases of vulnerable gamblers being offered VIP status to encourage them to gamble and rack up huge losses. Equally, we have heard rumours about some operators not paying out to those who have rightly won money; they are happy to encourage those who regularly lose to gamble more, while restricting bets from more successful players. The message is clear: people should not go into online gambling with the expectation that they will win. The only customers that those companies want are those who lose.
There are now more diverse gambling products and experiences on offer than ever before, including live sports betting, in-play gaming and, more recently, mobile gaming. Those are relatively new products that differ from traditional bookmaking, and concerns have understandably been raised about player safety and protection, particularly for the vulnerable. Furthermore, the ease of deposit, the electronic nature of money spent, the slowness of withdrawals, the ability to reverse withdrawals, and the targeting of gamblers who win with offers to encourage further play all have the potential to create a harmful gambling environment.

I thank the hon. Member for Arfon (Hywel Williams) for securing this debate, because I, too, welcome the opportunity to discuss the impact of leaving the EU on the higher education sector in Wales. I think we all realise what an important issue this is.
The UK has a world-class higher education sector, and Welsh universities are an integral part of it. Including students in the Open University, almost 130,000 people were enrolled in higher education in Wales in 2016-17, and the fact that more than 20,000 of them came from overseas is testament to the quality of the education on offer. That quality is also demonstrated by the fact that half of Wales’s universities are ranked in the top 50 in the UK and in the top 500 worldwide by Times Higher Education.
We want to make sure that the UK remains a leader in this field after we leave the EU, and because higher education is devolved in Wales, the UK Government, the Welsh Government and Welsh stakeholders will all need to work together to ensure that that happens.
My hon. Friend the Minister for Universities, Science, Research and Innovation has already convened a high-level working group of stakeholders in this sector to consider the implications of leaving the EU. It includes university leaders from across the whole of the UK, including the vice-chancellor of Cardiff University. Within my Department, Lord Bourne of Aberystwyth recently chaired a roundtable with the leaders of the Welsh universities to hear their concerns. My right hon. Friend the Secretary of State for Wales has also convened an expert panel, which includes representation from the higher education sector in Wales. In addition, on a day-to-day level, policy teams from the Department for Education continue to engage with their counterparts in the devolved Administrations, including those in the Welsh Government.
At home, the Government’s industrial strategy offers many opportunities for researchers in universities in Wales and the rest of the UK. We envisage universities across the UK playing a key role in addressing the grand challenges identified as part of the strategy, in partnership with public and private sector stakeholders. As part of the industrial strategy, we have pledged to raise investment on research and development to 2.4% of GDP over the coming decade.
The industrial strategy challenge fund alone will invest £725 million in a range of programmes to boost innovation as part of its second wave, with the third wave due to launch next year. Institutions in Wales are already home to researchers working on projects in a number of areas that have the potential to transform our economy and society, and that tie into the industrial strategy in many ways. To give just one example, SPECIFIC—the Sustainable Product Engineering Centre for Innovation in Functional Coatings, which is based at Swansea University—is working on creating “active buildings” that will generate the electricity they need. My right hon. Friend the Secretary of State for Wales visited the centre in Swansea last year and announced £800,000 of funding from the UK Government for the project.
We have been clear all along that we will continue to co-operate with the EU on matters of mutual interest, including scientific research and innovation, and cultural exchanges. Consequently, we have already announced that we are committed to the principle that UK-based universities and researchers can continue to take part in Horizon 2020 and Erasmus+ for the lifetime of their projects, despite our departure from the EU. That was made clear in the 8 December joint report. Even in the event of a no-deal exit, which remains highly unlikely, that principle stands, and successful applications to Erasmus+ that were submitted while the UK was a member of the EU will continue, even if they have not been approved at the point at which we leave the EU.
It is much the same story for UK researchers taking part in Horizon 2020. We have guaranteed to underwrite the funding for all successful bids made by UK participants that were submitted before our departure from the EU. As the Prime Minister said in her Mansion House speech in March, we are committed to establishing a far-reaching co-operation agreement with the EU on scientific research and innovation, and to pursuing educational and cultural programmes. We look forward to full and comprehensive discussions with the EU about collaboration in these fields, about UK participation in EU programmes, and about new ways of fostering co-operation and dialogue between researchers and academics in the UK and EU member states.
May I throw in another project? I am sure that the Minister welcomes the collaborative work going on between the University of South Wales and Thales, which is obviously a big European company. They are jointly developing the cyber-graduates and the cyber-capability in Gwent, alongside the Welsh Government. Does he agree that it is absolutely vital that we keep up these relationships and this collaboration, which is in its early days?
I certainly agree, and that is exactly our ambition. As I said a moment ago, the Prime Minister has been very clear that she wants the UK to build that type of relationship. The project that the hon. Lady just mentioned sounds incredibly interesting; perhaps I could hear more about it from her in the future.

Commons ChamberMy hon. Friend is right that we have successfully turned the economy around. We have brought the deficit down, and next year, for the first time in many years, we will see debt fall as a proportion of GDP—[Interruption.] Some Members are laughing, but the same people are proposing that we increase our debt by half a trillion pounds and push our country into penury.
What will ministers do to support the “Great Western Cities” initiative, which promotes collaboration between Bristol, Newport and Cardiff and has enormous potential for the wider region?
We are already engaging with that important initiative. We continue to support the Mayor of the West of England in Bristol, and we are investing over £600 million through the Swansea and Cardiff city deals.

Commons ChamberI can assure my hon. Friend that the Government have taken a balanced approach to the public finances, reducing the deficit by three quarters. We have also made tough decisions to invest as well as to spend on public services, which is what the public expect of us.
My principal responsibility is to ensure economic stability and the continued prosperity of the British people. I shall do so by building on the plans set out in the autumn Budget and the spring statement. The Government are determined to meet the important challenges we face and to seize the opportunities ahead as we create an economy fit for the future.
The Treasury is holding on to £10 million from the Roadchef employees benefit trust following a High Court dispute. Can Ministers ensure that HMRC returns the money to the trust with interest so that the 4,000 workers and former staff, including a number of my constituents, can finally receive what is owed to them?
We touched on this matter earlier, I think. It is important that HMRC deals with matters separately from Ministers, but we are aware that HMRC is in discussion with the trustees in this case and we hope for a resolution soon.

That change puts people into debt straightaway. The Government have not addressed the flaws in the system. The Trussell Trust says that in areas where universal credit has been rolled out for six months or more, there has been a 30% increase in people taking up food parcels. Does the hon. Gentleman agree that those statistics lay bare the link between welfare reform and emergency help?

(Translation) The hon. Lady makes an exceptionally good point. The Trussell Trust and other organisations run food banks throughout Wales. The number of food banks has increased substantially—we have two very good ones in Caernarfon and Bangor, which I have visited many times. It is good to have them, but it is shameful that we need them. I will try to assist them. As the hon. Lady said, receiving a loan at the beginning means that debt is immediately accrued, which is not a great position for someone receiving benefits to start from.
The problems in Flintshire are illustrative of the problems with universal credit. From my understanding, the main purpose of the additional week of waiting was to save money, so I am glad that it has been removed. The Chancellor could have done much more, however, such as trying to cut down on the processing time so that people get the money almost immediately after the four weeks in which income has been checked.
The other proposed change is that the payment beforehand, which the hon. Member for Monmouth mentioned, will be available five days before. Very soon, people will come to see that universal credit may not be sufficient, and it will be possible to apply for further funding. I hope people will not lose out or go without anything as a result because, as the hon. Member for Newport East said, that can lead to debt. The other positive change that the Chancellor introduced was to make the repayment period 12 months, rather than six. I welcome that change, although it is very small. I do not think the waiting time or the advance payments are the biggest problem with universal credit.
I would like to talk about some of the things that I and Plaid Cymru would like to see in relation to the benefit—a sort of shopping list for the Secretary of State and the Chancellor to look at in the future. Universal credit is extremely important for Wales, because we have so many people who can claim it. To be plain—we might as well speak plainly—that is because we have so many people who are poor and on low incomes, which is why we claim the benefit at a higher rate than England and Scotland.
About 400,000 households can claim universal credit in Wales, which is a huge number, particularly when we bear in mind that there are other members of those families, including children, so a huge number of people are to some extent dependent on universal credit. Further reform would be extremely beneficial for us in Wales, particularly bearing in mind that people on lower incomes tend to spend their money locally. A pound that is spent locally goes much further in the local economy. This is about not simply getting additional income, but boosting the local economy.
