I welcome the opportunity to speak in this debate and I also welcome the Bill. As the Minister will know, Northern Ireland currently has 18 parliamentary constituencies and it is our view that that should continue to be the case. If one looks at the 2019 register used for the general election, they will see that, certainly, 18 seats are justified on the basis of a UK-wide quota. Indeed, the previous Bill introduced in the last Parliament proposed that Northern Ireland should continue to have 18 seats. Therefore, the main purpose of a Boundary Commission in Northern Ireland at this time will be to examine the disconnect between the local government ward boundaries, which were reviewed under the reform of local government in Northern Ireland and which have been in place now for the past couple of Parliaments, and the current parliamentary boundaries in Northern Ireland, which are based on the previous local government ward boundaries. In my constituency, for example, the village of Dunmurry is in the Lagan Valley constituency but it is also part of the new ward in Belfast City Council. Therefore there is a disconnect between the local government ward and the parliamentary ward, which causes confusion for people when they are voting at two elections, as often happens in Northern Ireland.

It is very important that the constituencies are named, and named correctly, so that people can recognise those constituencies in terms of who they represent. In Northern Ireland, we are very blessed to have 18 constituencies, which our constituents seem to understand and recognise. Does he agree that the naming of the constituencies, wherever they may be across the whole of the United Kingdom of Great Britain and Northern Ireland, is very important so that they can be recognised by people?

I dare anyone to try to change the name of the Strangford constituency, because they will incur the wrath of my hon. Friend in at least 10 Adjournment debate interventions.

There are indeed some variations in the electoral quota of constituencies in Northern Ireland, which will need to be corrected. The largest constituency in Northern Ireland in terms of electorate is Upper Bann, with a current electorate of 82,887. The smallest constituency is that of East Antrim, with an electorate of 64,830. There is a disparity between the two electorates of almost 20,000. It is with good reason that Northern Ireland continues to enjoy the added flexibility of the 10% variation on the quota, given our distinct geographical circumstances and given the fact that there are limitations to what changes you can make in a place such as Northern Ireland, which has a land frontier with another country. Therefore, we welcome the Government’s commitment to maintain that added flexibility for Northern Ireland, notwithstanding the need to bring more constituencies within that 10% tolerance. Almost half the seats in Northern Ireland are within the 5% tolerance of the UK quota, and a further five are within 10%, so it is only six of the 18 seats that are currently outside the 10% tolerance that will need to be brought back into line.

Does the right hon. Gentleman agree that to keep within that tolerance, it is sometimes better to use small building blocks, such as polling districts, rather than wards? In that way, it can be done much more successfully than creating bigger areas and will help to keep communities together.

I thank the hon. Member for his intervention and the interest he takes in Northern Ireland. He will be interested to know that the Electoral Office for Northern Ireland seems to have conspired to create polling stations that are almost exclusively a single ward anyway, and that we no longer really have polling districts that are different from the wards, in terms of where people vote, and the division and subdivision of wards. That is the nature of our local government electoral system. However, I take his point and it brings me on to my next point, which has been mentioned by other right hon. and hon. Members, and it concerns the importance of ensuring that communities have an affinity with the constituency that they represent. We really do not want to see a boundary commission splitting villages between two constituencies. That is entirely wrong. It goes to the heart of our parliamentary democracy that communities have an affinity with their constituency and their Member of Parliament, and I hope that that kind of flexibility can be included within the arrangements.

We also welcome the fact that the next boundary review, following the completion of this one, will be eight years on. I think that that is a good thing. It gives us a degree of continuity and ensures that we have approximately two Parliaments between boundary reviews. It is a sensible arrangement that we support.

I note what the Minister said in relation to datasets in Northern Ireland. Our canvass has been postponed to 2021, and our view is that the general election datasets are the most accurate, because more people register in Northern Ireland—as I am sure is the case across the UK—for a general election. Therefore, the December 2019 dataset is very accurate. I commend that to the Minister’s thinking as she considers the options available to her. I echo the point that my hon. Friend the Member for Strangford (Jim Shannon) made earlier that we should consider making that the norm for datasets and looking to the previous general election, unless there is some exceptional reason why we would not.

The new boundaries in Northern Ireland will also apply to the Northern Ireland Assembly because, of course, our electoral system means that in each of the parliamentary constituencies, we elect five Members of the Assembly by proportional representation. On the current timeframe for the review, it is unlikely that the changes will be in force in time for the next Assembly election scheduled for 2022, but it is worth bearing in mind that this is relevant not only to parliamentary elections in Northern Ireland, but to an Assembly election.

Finally, I say again that we welcome the retention of 650 seats for the UK. Given the extra responsibilities that this Parliament will have post Brexit, we believe that that is the right approach and it is one that we fully support.

The Minister will be aware that we voted against the withdrawal agreement because of the Northern Ireland protocol, but we welcome the clarity that this statement brings—that Northern Ireland will remain part of the UK customs territory, that there will be no new customs infrastructure, that there will be no tariffs on goods flowing between Great Britain and Northern Ireland and that Northern Ireland businesses will have unfettered access to the Great Britain market. Will the Minister and his team continue to work with us and the business community in Northern Ireland to ensure that these matters are taken forward and that Northern Ireland remains an integral part of the UK single market?

Yes, we absolutely will. Our whole approach is about making sure that the protocol, which of course was unwelcome in many quarters in Northern Ireland, is implemented now that it is law, but in a way that goes with the grain of Northern Ireland opinion and reflects the interests of Northern Ireland’s peoples, whom the right hon. Gentleman so eloquently defends.

Will the Prime Minister agree to meet a cross-party delegation of Members of Parliament representing Northern Ireland and business representatives to discuss his commitment to maintain unfettered access to the UK market for Northern Ireland business?

I congratulate my hon. Friend on the campaign that she is waging on this issue, and I am delighted to tell her that free period products are to be made available to all schools and colleges in England so we can ensure that no young person’s education isdisrupted by their period. I would like to pay particular tribute to the work of Amika George, who has done so much to bring about change. I remind the House that it is when we get Brexit done, which we will—and which the Opposition would still block—that we will be able to cut VAT on sanitary products and make period products cheaper for everybody in the country.

As we approach the moment when we will leave the European Union, the Prime Minister will be aware of concerns in Northern Ireland. We welcome his assurance that there will continue to be unfettered access for Northern Ireland businesses to the UK single market, but does that commitment also apply to goods moving from Great Britain to Northern Ireland?

We supported Brexit. We want Brexit to happen, and we acknowledge and recognise that the Government have won a mandate to take forward their withdrawal agreement. But there is a major contradiction at the heart of that agreement that causes us great concern.

At one level, the agreement does say that Northern Ireland should continue to have unfettered access to the rest of the UK for trade. But then there are customs arrangements that inhibit our ability to have that unfettered access. That is our major concern—one that we hope the Government can address.

The Prime Minister talks about taking back control, and that is what we want. Yet for Northern Ireland, there is to be a new joint committee between the European Union and the United Kingdom that will make major decisions about Northern Ireland. In a sense, there is to be shared control of Northern Ireland on key issues. It is also the case that that arrangement cannot change unless the EU consents to change it, so the EU has a veto over changing the arrangements under the control of that joint committee. Northern Ireland, therefore, will not quite be taking back control. The European Union will continue to have a significant say on key matters relating to Northern Ireland.

It is clear that a number of issues will make Northern Ireland a less Unionist region of the United Kingdom. Fishermen who bring fish back to Portavogie will be subject to a tariff, and the meat sector will also face tariffs. Does my right hon. Friend agree that Northern Ireland will end up being less Unionist than Liverpool, Leicester, Manchester, Newcastle and London, and that we should be the same as, not different from, everywhere else in the United Kingdom?

That brings me to my second point. The Prime Minister has been clear that he wants the United Kingdom to leave the European Union as one nation, and over the past few days he has spoken often of his one nation Conservatism. Northern Ireland is my part of the United Kingdom and, in leaving the European Union, I want the Prime Minister to treat it the same as the other parts. We want to hear how the Government are going to achieve that, given the withdrawal agreement’s special provisions for Northern Ireland and how they will impact on and change the relationship between Northern Ireland and the rest of the United Kingdom.

We welcome the withdrawal agreement’s provision for the Assembly to have a say, but I am not so sure that it will operate in the way described earlier by the Prime Minister. He said that the special arrangements would continue only if the Assembly supported them, but I think it is the other way around: they will continue unless the Assembly stops them. That would require a vote in the Assembly. The Government know that we have issues with how that vote would be exercised and what it would mean for the principle of consent at the heart of the Belfast agreement. We want to continue our discussion with the Government about how that will operate in practice. We want the Assembly to have a say, but we also want to ensure that that say can be exercised in a fair manner that respects the principle of consent, as set out in the Belfast agreement.

Of course, we hope that what is agreed in the future relationship will negate the need for many of the special arrangements for Northern Ireland. The joint committee will have a say on that, however, and it is not a given that all of the future relationship arrangements will apply to Northern Ireland. We want to continue that discussion with the Government, because we want Northern Ireland to benefit fully from the future relationship and any free trade agreement arranged with the European Union. We have a land border with the European Union and an agri-food sector that trades across it, and we recognise that arrangements have to be made to facilitate that ongoing trade, but we do not want barriers against trade with the rest of our own country. That is absolutely essential.

That brings me to my third point: the customs arrangements. The Prime Minister has said that there will be no checks on goods going from Great Britain to Northern Ireland, or from Northern Ireland to Great Britain. As the Leader of the Opposition reminded us, a Treasury report says clearly that there will be checks and customs controls on goods travelling between Northern Ireland and Great Britain, to ensure that the correct tariffs are applied and that goods meet EU standards. It is clear that those checks will take place. We want to work with the Government to mitigate the impact on Northern Ireland business of the requirement for those checks. We want to hear more on that from the Government. We will see what we can do in Committee with regard to the commitment in the agreement and that made by the Prime Minister that there will be unfettered access in relation to trade between Northern Ireland and Great Britain.

We would like to be able to support what is happening, but we have grave concerns about the potential impact on the Northern Ireland, where economic prosperity goes hand in hand with political stability. The peace process cannot just be about the politics of Northern Ireland; it has to be about prosperity for Northern Ireland as well. The Prime Minister has said that he wants all of the United Kingdom to prosper. That has to include Northern Ireland. We need to ensure that these arrangements work for Northern Ireland and do not become a barrier to trade between Northern Ireland and Great Britain.

That is the other argument: not just that the Prime Minister would not allow the UK to be ripped up, but that he wanted to extend UK prosperity to every part of it. I understand that many people in Northern Ireland will never share the view of the Union that my party and I have. They may not look at it from a cultural or historical point of view, but they understand the importance of being part of the fifth biggest economy in the world. They understand the value of that, how it benefits them economically and how it shelters them from the economic storms that affect the world economy from time to time. We would not have survived the banking crisis, for example, had we not been part of the United Kingdom. It is significant that some of those who aspire to a united Ireland turn a blind eye to the fact that the Irish Government had to seek a multibillion-pound loan from the United Kingdom because they could not survive the economic storm of the world banking crisis. Being part of the United Kingdom has huge economic benefits, and not only for Northern Ireland but for Scotland.

The Scottish National party, because of its electoral success, is now pushing for a second referendum. The SNP says the situation has changed. Ironically, of course, the situation has changed since the last once-in-a-generation referendum. The SNP now has fewer MPs and a lower share of the vote than in 2015. What has changed is that there is now less support. If anything, this agitation for another referendum is not based on the democratically expressed views of the people of Scotland. In that absence, it is right that referendums should not be continually offered year after year just because a party claims its electoral fortunes have gone up or down a little. Otherwise, we could have demands after every election.

It is now important for this Government to sell the benefits of the Union right across the United Kingdom and to act so that people see those benefits. Where the Government have acted, they should talk up what they have done. As I know from having been a Minister in the Northern Ireland Executive, there is a tendency for devolved Administrations, both Unionist and nationalist, to claim all the good things that happen and to say that all the bad things are because of what Westminster has done. If we are to spend more money on projects that benefit the whole United Kingdom, and if we are to put more money into the health service and into education, Ministers should make it clear by going out across the United Kingdom to sell that it has happened because of decisions made in London, where the centre of government rests in the United Kingdom. Let us be bold in selling the Union.

Before the Government can do that, they must address what their current agreement will do to Northern Ireland. The Conservatives cannot claim to be a Unionist party while cutting Northern Ireland off.

My right hon. Friend is coming to the heart of the matter for us. I agree that the Union is crucial and that many of the issues that need to be addressed to mitigate the consequences of the withdrawal agreement are internal to the United Kingdom. There are measures the Government can take to mitigate the impact on the economy and on businesses in Northern Ireland, and we seek a commitment from the Government that they will do that to benefit the whole United Kingdom.

My right hon. Friend is right. We have another year before we finally settle our relationship with the EU and, if they really want to live up to their commitment to be a one nation party, the Government should refuse to have the United Kingdom ripped up. They should want to see the United Kingdom prosper as a whole, without part of it being left as an economic backwater because it is cut off from its main market, GB.

The opportunity of the Government’s stronger negotiating position has to be taken. I would say to the Prime Minister, “Use your parliamentary majority. Use the fact that Europe can no longer rely on the Government of the United Kingdom being undermined by actions and decisions taken in this House. Get changes made that ensure we leave the EU so that we get Brexit done, and get it done for the whole United Kingdom.”

On behalf of the Democratic Unionist party, Mr Speaker-Elect, I want to associate ourselves with the remarks of the Prime Minister. Coming from Northern Ireland, we know all too well the impact that terrorism can have and the devastation it wreaks on families, and our thoughts and prayers are with the families of the victims of that atrocity.

I congratulate you, Mr Speaker-Elect, on your re-election as Speaker. We regard you as someone who is fair and upholds the rights of all Members in this House, and we look forward to working with you.

I also congratulate the Prime Minister and the Conservative party on their victory in the election. We look forward to working with them going forward, particularly in relation to the matters that the Prime Minister spoke of—the Union of our United Kingdom of Great Britain and Northern Ireland. As the Prime Minister takes forward his proposals on Brexit, we want to ensure that Northern Ireland’s place within the United Kingdom is secured and that the economic, political and constitutional integrity of the United Kingdom is respected.

May I, Mr Speaker-Elect, pay tribute to my colleagues the former Members for Belfast North, Nigel Dodds, and for Belfast South, Emma Little-Pengelly, who are not with us but who made a massive contribution to the work of this House in the last Parliament—and indeed, in the case of Nigel, over many years? I welcome my hon. Friend the Member for Upper Bann (Carla Lockhart) to our ranks, but also the other Members from Northern Ireland who are today taking their seats for the first time in this House. We welcome the fact that they are here and take their seats—unlike others—and will no doubt make a contribution to this House and to the democratic process.

So, Mr Speaker-Elect, we wish you and all colleagues well in this Parliament. We look forward to outlining the voice of Northern Ireland along with our colleagues and ensuring that our place in this Union is secure.

The PSNI operates on a very flexible basis. My view is that it is well resourced—as I said, it got additional funding through the recent funding increase for the police—but I will keep monitoring that over the coming weeks.

There can be no justification in any circumstances for the use of violence against a democratic decision taken by the people of this country. Nevertheless, the EU withdrawal agreement could create a precedent whereby the principle of consent is altered. The principle of consent is fundamental to Unionist support for the political process and our participation in it. I ask the Secretary of State to look again at what the Government have proposed in this agreement and the damage it is doing to Unionist confidence in the process.

As my right hon. Friend knows, there is no change to the constitutional status of Northern Ireland. I accept that there have been significant questions from the Unionist community. I met with a range of Unionist community groups, including the Orange Order, on Saturday. I will continue to have those meetings and to reassure people that there is no constitutional change and that the arrangements for the Assembly and the Executive remain unchanged.

My hon. Friend is absolutely right. This Government’s first priority is to keep people safe and secure across the whole United Kingdom. We saw incredible bravery from the Police Service of Northern Ireland on the night of Lyra McKee’s killing. Although the police faced an onslaught of petrol bombs and shooting towards them, they got out of their vehicles to try to save Lyra, and we all owe them a debt of gratitude. We need to see people across Northern Ireland working with the PSNI to stamp out terrorism, and the Government stand steadfast in our commitment to assisting that work.

It is vital that we give the right message to young people. However, we have recently seen, yet again, shots being fired over coffins at funerals and before funerals by IRA and INLA terrorists, using weapons that were supposed to have been decommissioned. Is it not incumbent on all political parties in Northern Ireland, including Sinn Féin, to make it clear that such paramilitary displays with weapons are harmful to our society, send out the wrong message to young people and should stop immediately?

I agree with the right hon. Gentleman that these sorts of outward displays of violence are not acceptable. What I saw after Lyra’s killing was the community coming together and rejecting those outward displays, leading to the cancellation of the proposed march through Londonderry on Easter Monday.

The Secretary of State will recall the excellent work of the centenary committee that oversaw the world war one commemorations in Northern Ireland and sought to promote reconciliation through its work. As we look towards celebrating the centenary of Northern Ireland—this landmark in our history—will the Secretary of State assure me that she will work with us to do the same?

The success of the world war one commemorations in Northern Ireland was very much down to the right hon. Gentleman’s hard work in ensuring that all parts of the community came together. I think we saw a real moment in St Anne’s cathedral in November, when all parts of the community and the Irish Government came together with the UK Government to recognise what happened 100 years ago. I know he is very keen and we have met to discuss the 100th anniversary of the establishment of Northern Ireland, and we are working with him on it.
