As the vice-chair of the all-party parliamentary group, I commend the hon. Member, my neighbour and friend, for all the work that he does to make this happen. The rail link is about jobs, economic growth, boosting travel opportunities across the UK and boosting Heathrow airport. Does he agree that, in the year 2024, it is almost perverse that passengers coming from the west of England and Wales cannot travel directly to our major international airport hub? Does he also agree that the rail link will bring huge benefits to London itself?

The hon. Gentleman undersells himself. He was the vice-chair of our all-party parliamentary group, but he has recently been elevated to co-chair, taking on the role of the hon. Member for Newbury (Laura Farris), who was herself elevated to the Government Front Bench. He highlights that the link would benefit people not just in the south-east, the west, Wales and the south-west, but in London, because it would decongest roads, as well as London Paddington, as I will explain shortly.

I hope that the Minister is hearing the unanimity of support—or the love-in, as my constituency neighbour has pointed out. It is important to decongest our roads. People in Windsor and Slough get in their cars, or get a taxi, to go to Heathrow—that is predominantly what happens—so it is important that we provide this four-mile rail link. Indeed, my Slough constituency, which is home to more UK corporate headquarters than anywhere else outside London, is a huge business hub, and for those key industry leaders, this vital four-mile rail link remains the No. 1 infrastructure priority. In fact, it is the No. 1 infrastructure priority for the whole of the Thames valley region.

The scheme, which has been identified as a nationally significant infrastructure project by the National Infrastructure Commission, promises to decrease train travel times, offer a consistent service of trains in each direction, vastly improve connections from across the great western network, and bring destinations within the “golden hour” for foreign direct investors. The western rail link to Heathrow would provide four trains per hour to the great western main line; significantly enhance accessibility for millions of people, from Swansea to Swindon, Cardiff to Exeter and Reading to Bristol; offer direct links to Heathrow; and shed half an hour off many journey times.

Delivery of the western rail link scheme holds the key to overcoming the barriers to growth that currently face the region, and would drive investment and unlock huge economic benefits. According to analysis from Heathrow airport, the western rail link is projected to add £800 million to the gross value added, create 42,000 new jobs and facilitate an estimated 20% shift from road to rail, as many hon. Members have highlighted. Additionally, it promises £1.5 billion in efficiency savings for businesses through reduced travel times and costs.

When Conservative Ministers announced that they would be build the four-mile western rail link to Heathrow and that it would open in 2020, the excitement in Wales was such that the then First Minister Rhodri Morgan described it as

“one of the most important announcements in the last 50 years.”

But it was yet another broken promise. The Government had invested £47 million into planning western rail before the pandemic, and, having committed to it more than a decade ago, it is about time that they built the western rail link to Heathrow for the benefit of the local, regional and national economies.

Let me outline the environmental benefits that my hon. Friend the Member for Bristol East (Kerry McCarthy) and the hon. Member for Bath (Wera Hobhouse) touched on. The extensive benefits of this pivotal rail initiative extend beyond stimulating growth, inward investment and connectivity; it will also play a crucial part in our carbon reduction efforts. The western rail link to Heathrow is a carbon reduction project that will take cars off roads, reduce carbon emissions, and diminish passenger overcrowding at London Paddington.

The increased rail options for commuters in the Thames valley region would significantly reduce congestion on some of the UK’s busiest roads, including the M4, M3 and M25. That would reduce carbon dioxide emissions equivalent to those generated by approximately 30 million road miles per year. By helping to shift journeys from private cars to public transport, the western rail link initiative will underpin our transition to net zero and help to deliver the UK’s climate change and carbon reduction targets, as well as being a key support to levelling up in the region.

The proven business case for this project is predicated on a two-runway scenario. If a third runway were to be built, the scheme would become critical to providing surface access to the airport. The western rail link to Heathrow is a scheme of considerable importance to hon. Members in various regions of the UK and their constituents, as we have heard from the invaluable contributions to today’s debate.

Indeed, there have been various apologies from hon. Members who hoped to attend this debate, including my hon. Friend the Member for Feltham and Heston (Seema Malhotra), a former treasurer of our APPG, and my hon. Friend the Member for Brentford and Isleworth (Ruth Cadbury), a former vice-chair. They have also expressed their support for the scheme, but as we enter the 12th year since the Government first committed to building this vital four-mile rail link, disappointingly, not a single spade has yet been dug into the ground.

Despite the Government’s failure to deliver on their promise, there remains robust cross-party support for the scheme in Parliament, as well as from business chambers across the UK. The all-party parliamentary group on the western rail link to Heathrow is a strong advocate for the economic merits of this critical infrastructure and its importance in enhancing the connectivity of residents of the Thames valley region to the UK’s main airport via rail. It is in the interest of all hon. Members to deliver tangible results for our constituents, and as MPs representing diverse constituencies, we are all acutely aware of the considerable advantages that our constituents stand to gain from this project.

I commend the leadership of the Thames Valley chamber of commerce; in partnership with key stakeholders, including our APPG, and without any public subsidy, it is co-developing solutions, and sustaining its efforts to ensure that the project remains at the forefront of all minds. That private sector commitment should speak volumes to all of us in this esteemed House. It is the private sector that has subsidised, and continues to subsidise, the Department for Transport’s work. That should be a wake-up call to the Government, showing them that this rail project simply needs to be funded and built.

There was a significant financial commitment from Heathrow airport prior to the pandemic, but the Government’s lethargic approach over the years has squandered that vital investment opportunity, bringing us all back to square one. The Government must go beyond the hollow words of support spoken over several years—words that Ministers have failed to take tangible action on. They must finally step up and make the financial commitments that will ensure the timely delivery of their promised western rail link to Heathrow. Just a few months ago, the Minister assured me in the Chamber that

“The Government remain committed to improving rail access to Heathrow”—[Official Report, 26 October 2023; Vol. 738, c. 955.]

He claimed to “recognise the importance” of the western rail link. I convey my gratitude to him for recently taking invaluable time out of his day to meet members of our APPG, but the shocking fact remains that in the 12 years since the Government first pledged to fund this vital piece of infrastructure, not a single spade has hit the ground.

Does the hon. Member agree that there is strong cross-party consensus across the House, which includes colleagues I have spoken to from Wales, western England and the midlands? It is great when the House comes together. They are all as one in wanting this project to happen. Does he share my hope that, in a minute, the Minister will outline at the Dispatch Box the preconditions for the Government taking the bold step of underwriting the project?

That was very eloquently put, and that is what we hope for from the Minister, who is, I know, a good chap and a great champion of rail, but unfortunately for several years we have faced an impasse. I have been a Member of this esteemed House for the last seven years, and there have been lots of promises. Indeed, my first ever Prime Minister’s question to my constituency neighbour the right hon. Member for Maidenhead (Mrs May) was on this very issue. There have been many promises, but we are yet to see a timeline, and I do hope we will hear one from the Minister. Indeed, that is what the business community is expecting.

In conclusion, the importance of building the western rail link to Heathrow cannot be overstated. It would open up significant opportunities for growth, and enhance the travel experience and connectivity to Heathrow. The scheme will bring evidenced returns on investment to the Exchequer, help boost the UK’s productivity, and improve economic stability. After 14 years of consecutive Conservative Governments, and the plethora of broken promises and economic failures along the way, we need—my Slough constituents need—this vital stimulus more than ever.

Twelve years after the Government first committed to funding and building the western rail link, we are unfortunately no closer to the goal. When will the Government stop obfuscating, and provide the people of my Slough constituency, the wider Thames valley region and beyond with a clear timeline for when we can expect the project to be finally set in action? We have had various consultations over the years, we have run through various rigmaroles, and it seemed as if we were getting to the promised land, but we are still very far away from it.

The western rail link initiative is about more than just improving journey times. It signifies the strengthening of UK-wide and global links, and of our Union; a firm Government commitment to levelling up; significant steps towards reducing carbon emissions; and the unlocking of immense potential.

I have a real passion for reducing fare evasion. It is important that we learn from all parts of the United Kingdom how we can do this. At a time when we are experiencing issues with financing, it is vital that we do everything we can to ensure that passengers pay their way, so I am happy to meet the hon. Lady to share those ideas. If they are good ideas, I would like to see them rolled out.

I agree with my hon. Friend that the railway is in urgent need of modernisation of both its working practices and the way in which it is structured. The lasting consequences of covid-19, industrial action and the financial challenges facing the railway have made the case for reform stronger, and I will shortly set out the next steps for that reform process.

The South Western Railway line between Bracknell and London Waterloo is a really important link between Berkshire and London. Even though passenger numbers are now increasing back to pre-pandemic levels, South Western Railway’s own figures for November and December last year are that more than 90% of trains ran up to 15 minutes late. It is not acceptable. Will my right hon. Friend the Secretary of State please outline to the House what he is doing alongside South Western Railway to improve the service?

The level of services remains constantly under review. As passenger numbers increase, both the Department and the operator can look at that to see whether more needs to be done. On performance, the operator is contracted to deliver our operational performance benchmarks, and it is penalised financially if it delivers below those benchmarks. The Department has a right to request a mitigation plan if it fails to meet those benchmarks consistently. Now that my hon. Friend has raised that with us, we will keep an even closer eye on the performance of that railway.

My right hon. Friend is absolutely right. Thousands of children are taking those 17 public exams, including my daughter, whose transport to get to the exams will be complicated by this strike. It is surprising that there seems, from the noises from Members opposite, to be so little care and compassion about this issue. It is absolutely extraordinary. [Interruption.] This red herring that the unions have not had anybody to talk to is complete and utter nonsense. They are talking to the employers and they did not care about those discussions—they just called the strikes instead. That is what they did.

This is why the Government’s motion calls on the House to condemn the unions for their unnecessary actions. It is why we demand that they get to the negotiating table and work in good faith with the train companies to find the solutions that secure the future of the industry. I hope that these common-sense principles will prevail today. I hope that everybody can agree with that, but I am not sure, given the performance so far, that we are going to see it.

Given that the Mayor of London, Sadiq Khan, appears not to have publicly condemned these strikes, does my right hon. Friend appreciate that Sadiq Khan might be encouraged to waive the ULEZ—ultra low emissions zone—and the congestion charge for motorists who are now having to come into London? Many of my constituents rely on the trains, and this is just another cost on hard-working families.

Every possible alleviation that can be made should be made. I have not seen that particular proposal, but obviously the Mayor will need to look at it. It is extraordinary that this whole House would not want to stand up for hard-working people everywhere and would not want to ensure that people are able to get to their work and job, and that their livelihoods are not damaged.

It is a pleasure to serve under your chairmanship, Sir George. I commend my hon. Friend the Member for Don Valley (Nick Fletcher) for bringing the petition to the House. This is a really important debate, and it is important that I get my views on the record.

In 2021, the Department for Transport started a consultation on modernising vehicle standards and sought views

“on areas of vehicle standards regulation that are outdated, a barrier to innovation or not designed with new technologies and business models in mind.”

Understandably, many people, including classic car enthusiasts who restore old vehicles, have raised concerns about that, hence the petition we are discussing today. There is also great concern that the Government’s proposals could impact cars that have been adapted for racing in motorsport events. As chair of the all-party parliamentary group for motorsport, that is of great concern to me and those I represent here in Westminster.

There are some facts worth raising. In 2020—noting the pandemic—approximately 56,000 people participated in motorsport events across the UK. Today, there are 720 registered motorsport clubs in the UK and approximately 5,000 motorsport events are held across the UK annually. There are millions of car owners in the UK and millions of motorsport fans, aside from those who directly compete in and support these events.

What is the Government’s position right now? The consultation proposes the creation of a number of new offences for

“tampering with a system, part or component of a vehicle intended or adapted to be used on a road.”

The Government say that such measures would enable them

“to address existing gaps in legislation, ensuring cleaner and safer vehicles.”

Of course, that is fine in principle. Reassuringly, the Minister assured the House last year that

“Department for Transport officials have been instructed to ensure that proposals do not prevent activities such as restoration, repairs or legitimate improvements to classic cars, or do any damage to the motor sports businesses involved in these activities.”—[Official Report, 4 November 2021; Vol. 702, c. 1047.]

We heard earlier just how much money is involved and how many jobs and livelihoods are at stake; the sector is really important to the UK and to our economy.

We know that modified vehicles used on the roads are currently subject to the same MOT testing as any other road vehicles, and therefore adequate safeguards are in place to ensure that these vehicles are roadworthy. That includes emissions testing, which importantly ensures that modified cars do not breach emissions standards. However, my view is: if it ain’t broke, don’t fix it.

I appreciate the points that the hon. Member is making, but part of the problem in my constituency of Pontypridd and Taff Ely is illegal modifications to cars done by boy racers, who are not motorsport professionals but drag race up and down our dual carriageways, with exhausts going off, sounding like shotguns, causing real antisocial behaviour and nuisance. Those exhausts are removed before the MOT and then put back on, so, sadly, they are missed. Does the hon. Member agree that more needs to be done to try to tackle that problem?

It is really important that we do this in the right way. In my constituency of Bracknell, we have a problem with boy racers, noisy exhausts and antisocial driving; that is a real issue in my part of the world as well. The devil is in the detail, and I will come on to what I think needs to be done to reconcile the two apparently opposing poles.

My point is that we need clarification from the Government of how these new rules would be implemented. What modifications are classed as legitimate? We should also be acutely aware that these rules must not impact in any way the legitimate classic car and motorsport sectors, which we have spoken about.

The Historic and Classic Vehicles Alliance recently found that the classic vehicles sector alone is worth £18.3 billion to the UK economy. The HCVA contends that cars belong to their owners and the owners have a right to repair them. We know that; it goes for all vehicles of all ages, classic and modern. The proposals may limit access to hardware and software required to maintain and repair these vehicles. Of course, the cars of today cannot become classics in the future if they are forced to rely on services from individual manufacturers that may be withdrawn.

The industry for maintaining historic vehicles and motorsport vehicles is large and globally renowned, employing highly skilled professionals—over 100,000 people, as we have heard. Much of that work, such as engine maintenance, alterations to exhaust systems and changes to engine control units, would cross over into the current definition of tampering. The proposed definition of tampering is far too broad and needs to be nailed down. It could include changing wheels and tyres, altering the body of a car, limiting access to period panels or enhancing safety. It might include lightening a car for period-correct performance or racing improvements. It might involve newer classic cars requiring changes to ECUs as fuel standards change. The definition is really broad. Ultimately, we need to ensure that new cars today that become classics in the future are still maintainable and serviceable.

So what? Having admired the problem for the last few minutes, what do we need to do, and what do I advise the Government? If the Department is determined to go ahead with this kind of anti-tamper legislation, we request, as a minimum, specific exemptions for historic and classic vehicles, as described. The legislation needs to include legal protections for owners of classic vehicles who make modifications to their cars, and for garages, engineers and those involved in the historic and classic industry who do likewise. We need to ensure that owners, engineers and the historic and classic industry have access to the tools they require in perpetuity to maintain roadworthy historic and classic vehicles. The legislation needs to include protections for classic vehicles that have been modified, so that they can still be sold, with protections for dealers, auctioneers, agents and all those involved in the sale of the cars. It must also include protections for individuals and firms who transport and deliver vehicles that have been modified.

To refer to an earlier question, how do we draw the distinction between legitimate activities and those activities that result in antisocial driving? I do not have the answer. I suspect that this may be a wicked problem where lines are difficult to define. Where is the boundary between the two poles that we have discussed? I do not know. It may be that the Department decides to drop these plans altogether. These are really difficult proposals, and they will upset many people—legitimate owners of cars who are proud of what they have in their garage. Alternatively, it may be that the Department works with Motorsport UK, the Historic and Classic Vehicles Alliance, motor manufacturers, those with specialist expertise across the UK, and the all-party parliamentary group for motorsport, to ensure that we do not self-harm. I urge the Minister to make sure that we do not do ourselves real damage.

I am grateful to the hon. Member. I love motorsport as well, and I love classic cars. There is nothing better than jumping up on my NorthRoad cycle—those bikes are produced in my constituency—cycling the 10 miles to Tatton Park, the Cheshire County Council and National Trust park, watching a traditional car show there and seeing the pride that people have in those cars. We do not want to see anything that would stop that.

I commend the hon. Gentleman for his very eloquent and pragmatic speech; it is resonating with me. Does he agree that when it comes to the cars themselves, the issue is not necessarily the cars; it is the way in which they are driven? Therefore, what we need to do is to go after those who are driving irresponsibly, making noise, breaking the law and breaking the rules, rather than going after legitimate vehicle owners, who just want to look after their vehicles.

We should not be going after legitimate car owners, who take great pride in their cars, but with 40 million vehicle licences on UK roads, this plague of antisocial behaviour with these modified cars is absolutely sickening. With tens of thousands of police cut in this country, and a decimation of community policing, we now cannot police these hooligans driving their cars in the way they do. There is a philosophical debate to be had, but something needs to be done. We need to be tough on these people who are plaguing our communities.

Last year, the Government consulted on modernising vehicle standards, specifically looking at new measures to tackle tampering with vehicles. This petition came about almost immediately, with 112,000 signatures, and it managed to unite motorcyclists, classic car owners and motor racing aficionados with one voice. Despite the DFT stating that it did not intend the proposals to prevent motorsport or people repairing classic cars or motorbikes, it is keen to ensure that no businesses engaged in those pursuits are negatively affected.

The proposals seem to be a broadly positive move from Government to tackle tampering, which we know has impacts on safety and the environment. Of course, we support ensuring that emission standards are met and cannot be worked around. However, we also know that some modifications can negatively affect the safety and health of the vehicle owner, its occupants, other road users and the wider population, and that some tampering activities that prevent a vehicle’s emission system from operating correctly, such as the removal of the diesel particulate filter from a vehicle’s exhaust, can significantly increase harmful pollutant emissions, and sometimes be used as a weapon as these hooligans pass cyclists and let out a load of smoke—gassing, I think it is known as.

However, we know that the motorsport community have concerns about restoration, repairs and legitimate improvements, and their voices must be heard. The Government have said that it is not their intention to target these legitimate improvements, yet there has been no detail about how they would ensure that that will not happen. We know the consultation ended in November 2021—over six months ago—and we have not heard since that time what the Government intend to do.

I have a few questions for the Minister. When will the consultation response be published? When will the Government think about bringing legislation forward? Collectors and businesses in the aftermarket industry are being left in the dark, and we need to shed some light for them. Will changes apply retrospectively? What sort of alterations will be considered tampering? Will it just be ones that impact emissions and noise, or are wider proposals on the cards? How will they work with the motorsport and restoration industry? What steps are the Government taking to engage with stakeholders who have legitimate concerns over the changes? I would welcome answers from the Minister on this important debate.

I refer to my earlier comment on detection and how we use and improve sound-monitoring devices—noise cameras, as they are being called—to monitor those motorists who are, without a doubt, breaking the law. We recognise the health and environmental impacts of noise. They include the risk of heart attacks, strokes and dementia, and while air quality has improved since 2010, air pollution remains the top environmental risk to human health in the UK.

As vehicles increasingly become automated, new safety and security risks will be associated with making alterations to a vehicle’s integral software and sensing technologies. Already, many new vehicles offer advanced driver-assistance systems—I recognise, however, that my hon. Friend the Member for Wycombe will choose not to use those—which partially automate some of the driving tasks.

With the advent of self-driving vehicles, which will allow the driver to hand over the driving task to the system, if desired, the problem becomes even more acute. These highly sophisticated systems will have taken years to develop. Even a minor modification could significantly affect an automated vehicle’s operation and, if done badly, would have the potential to kill its occupants and other road users.

My hon. Friend the Member for Bracknell referred to the MOT test. The challenge is that we cannot rely on that alone. The MOT test is an important part of ensuring that vehicles on our roads are safe and roadworthy, but there are inevitably limitations to what can be assessed through a relatively simple static inspection of a vehicle. When it comes to automation and self-driving technologies, it becomes even more challenging for sufficient checks to be carried out to guard against dangerous or illegal modifications. I trust that Members can see that it is essential that we have the powers to respond to advances in vehicle construction and operation, to target and prevent dangerous and inappropriate tampering, which could put people’s lives at risk.

I will write to my hon. Friend with more specific details of the timeframe. I can certainly say that we will publish our response to the consultation this summer—it will be a matter of a few months, rather than having to wait any longer. In answer to another of his questions, the changes will not be retrospectively applied.

We have listened carefully to the concerns raised by the e-petition through our consultation on the subject. We recognise the importance of striking an appropriate balance between allowing for legitimate modifications and ensuring that we have the powers to tackle those that are dangerous and inappropriate. We are absolutely not proposing that all modifications be prevented. We recognise that vehicle owners and businesses may have many legitimate reasons to modify a vehicle, and our intention is to ensure that we maintain a thriving aftermarket including motorsports, restoration, repairs and other legitimate improvements and alterations to vehicles.

We are considering all the responses received during the consultation. As I say, we will publish a consultation response, in which we will summarise those responses and set out our next steps, in the summer.

Over the past 60 years, cleaner, safer and more accessible transport has transformed people’s lives for the better. The Government are committed to maximising the benefits and minimising the risks of new technological advances. The broad programme of work we have launched will help us to ensure that our regulatory framework is flexible and forward-looking so that we can foster innovation, safeguard the public and bring the most benefit to transport users and society, while recognising our rich cultural and industrial heritage in motor vehicles, which dates back to the late 1800s. It has been a pleasure to speak in this debate.

I pay tribute to my hon. Friend because I know he is in the process of taking through other important legislation in relation to taxis and private hire vehicles, which will contribute to the better environment that the hon. Member for Cambridge (Daniel Zeichner) referred to earlier.

My hon. Friend the Member for Darlington (Peter Gibson) is right that this is a problem in urban as well as rural areas, and that one thing we can get better at is giving people with disabilities, particularly those who need wheelchair-accessible taxis and private hire vehicles, better information on where to find them. That is why in this Bill the expectation that local authorities maintain a list of such designated vehicles will change from being optional to being a requirement. That will be more consistent across the country so that wherever people live—in urban or rural areas, wherever they are in the country—they will be able to get that information more clearly and easily, to help them move around. I agree with my hon. Friend that that will make a significant difference.

I commend my right hon. and learned Friend for his excellent Bill. Does he have any messages for members of the industry who already fulfil these requirements? I believe we have to give credit to those who are already pushing ahead in this fantastic way. May I ask his advice on how the Bill might not be seen as a blunt tool by those who are already carrying out these requirements?

My hon. Friend makes a good point. In addition to speaking to charities that advocate on behalf of people with disabilities, I have taken the trouble to speak to those who operate in the taxi trade. I have tried to make it clear to them that we do not seek to penalise the drivers that my hon. Friend refers to, and that my hon. Friend the Member for Clwyd South mentioned earlier, who are doing all they possibly can to facilitate the travel of people with disabilities, and to whom we owe thanks and commendation. Rather, we want to ensure that the provisions of the Bill will bite for those who are not doing so. The Bill will, frankly, make no difference whatsoever to the drivers that my hon. Friends spoke about, who already do what the Bill will require of them.

The Bill will not simply make requirements of drivers; it will also require local licensing authorities to maintain and publish a list of wheelchair-accessible vehicles to ensure consistency across the country. The Bill will prevent private hire vehicle operators from refusing or failing to take a booking from a disabled person because that person is disabled, subject only to a limited defence where there is a lack of suitable vehicles. The Bill will place reasonable duties on drivers to carry and assist disabled people without, crucially, charging extra. This Bill will change lives for the better, and I commend it to the House.

Thank you for calling me to speak, Madam Deputy Speaker. This Bill is a no-brainer, and it is nice to speak in support of a Bill where the issue is not contentious. I commend my right hon. and learned Friend the Member for Kenilworth and Southam (Jeremy Wright) for all his hard work in getting it this far.

I will be short and sweet. In the UK, 14.1 million people are reported to have a disability, which represents about 20% of the population. Of those, about 1.2 million people use wheelchairs. With disabled people making twice as many journeys by taxi and private hire vehicle each year compared with non-disabled people, discrimination against them appears to be utterly counter-intuitive. The Bill will create a new duty to ensure that drivers of taxis and PHVs do not refuse carriage to a disabled person who could reasonably travel in that vehicle, with no extra charge, and make every effort to ensure that that person feels comfortable and safe while travelling.

Local licensing authorities may currently maintain a list of wheelchair-accessible taxis and PHVs, but only 70% of them have chosen to do so. To address that anomaly, the Bill will require LLAs to maintain and publish such a list. It is also expected that the cost of the changes will be minimal, so what is not to like?

The Bill will mean that licensing authorities can enforce and remove licences from operators who do not comply with the law, and rightly so. In Bracknell, we have a thriving taxi and PHV industry. We have airport runs, the M3, the M4 and runs into London. Taxis and PHVs in Bracknell are busy. However, let us also commend the fantastic work that bus companies and aviation companies are doing in upholding the requirements of the Equality Act and looking after people who are not able-bodied. My thanks goes to all those in my constituency who operate in the transport sector.

I believe that the Bill will enforce the already excellent practices adopted by most operators in the UK, so let us hope that the Opposition and the Government now formally support it.

My hon. Friend continues to make a powerful case for his constituency and investment in local transport schemes. As he knows, I have family ties with Ferryhill—my father was born there—and I am very keen to support local people’s aspirations. I know that he has been lobbying the Secretary of State, the Rail Minister—my hon. Friend the Member for Daventry (Chris Heaton-Harris)—and myself on this issue. We will continue to work with him to see what we can do to support local aspirations.

Thanks to the successful vaccine roll-out, the Government have been able to open up international travel and help to make it cheaper to use, with 135 countries and territories now covered by our inbound vaccination policy.

The aviation and travel sectors are pivotal for my constituents in Bracknell and right across the UK, sustaining many jobs and livelihoods. Will my right hon. Friend confirm what is being done to review testing requirements for passengers and travellers and to regulate the wildly varying and often exorbitant cost of testing?

As the House will know, we have reduced the number of tests required to just one single lateral flow test on day two for everybody who is vaccinated, as well as for under-18-year-olds. My hon. Friend will be interested to hear that I spoke to the Health Secretary this morning about the site that it runs to ensure that the prices shown there are accurate for the traveller, so that people can travel as normally as possible as we come to this Christmas and new-year period.

We all share the passion and desire to make sure that our roads are as safe as they can possibly be. Sadly, 1,700 people die a year on our roads. It is important that we do everything possible. The Transport Committee that the hon. Gentleman quotes did not say quite what he said. It actually said:

“The evidence suggests that doing so”—

in other words simply putting the hard shoulder back in—

“could put more drivers and passengers at risk of death and serious injury.”

It was the noble Lord Prescott who started to introduce smart motorways. As far as I am aware, I am the first Secretary of State—there have been 12 since—who has been working consistently with an 18-point plan and £500 million to get them sorted out.

T5. I am aware that the Government are about to legislate on vehicle modifications for reasons of road safety. Can the Minister please reassure me that this will not unduly affect our legitimate engine tuning activities, our buoyant classic and prestige car markets and also our world-leading motor sports industries, all of which are pivotal for sustaining many thousands of jobs.

I can assure my hon. Friend that our intention for this consultation is to prevent modifications that negatively impact on road safety, vehicle security and the environment. Department for Transport officials have been instructed to ensure that proposals do not prevent activities such as restoration, repairs or legitimate improvements to classic cars, or do any damage to the motor sports businesses involved in these activities. Motor sport is an important sector for society, our economy and our heritage and I thank my hon. Friend for all that he does in championing this important area, as he is a fantastic advocate.

It is right that we allow transport providers to assess the situation on their own mode of transport and to make that a condition of carriage if required. Moreover, it is also right that we trust people to take the right decision for themselves and for those around them.

It is great that international travel is now happening again, and I am absolutely clear that we must continue to do all we can for our aviation, travel, leisure and hospitality sectors. May I please draw the Minister’s attention to the high cost of covid testing? Our families returning from holidays are forking out lots of money for this, so may I ask him to consider the uniformity of the policy and also to get the costs down, please?

My hon. Friend raises a critically important point. We are working with industry and across Government to see how we can help with the cost of testing; the Government are aware of it. We seek to enable that information to be made available to consumers on the website, which shows the different providers, but he will have noticed that the cost of testing has been coming down over the past few weeks and months, and I am confident that, as we see more travel in a safe, sustainable way, the cost will come down even further.

I thank the hon. Lady for her question. I am aware of the bid that has gone in as part of the levelling-up fund. Obviously, the Department for Transport and the Ministry of Housing, Communities and Local Government will assess the bids submitted to that fund and we expect to announce the outcome of the competition in the autumn, but the Department for Transport is also aware of a proposal for the bridge including the bid for £36 million from the major road network funding developed by Transport for the North on behalf of north-east partners. DFT officials continue to work with Newcastle City Council on the business case for that proposal.

Back in 2018, South Western Railway undertook to conduct a review to ensure that we have earlier and later trains on the network. With many of my constituents working in the care sector, often with antisocial hours, and dependent on public transport, will my right hon. Friend agree to work with me and SWR to make the change?

My hon. Friend is absolutely right to raise the issue of flexibility with train travel, particularly as we return post covid, which is why the flexible season tickets are very important. We are continually being told by companies such as British Airways that the rationale for the current staff restructuring plans stems from covid-19, and covid-19 only. To prove that point, does my hon. Friend agree that British Airways should undertake now to rehire its staff on their old terms once the good times return?

My hon. Friend makes an excellent point, particularly as I believe British Airways pointed out to its shareholders that it planned to get back to levels of profitability and demand by 2023. It also plans, through its partner company IAG, to acquire Air Europa for an estimated €500 million off the back of the hardworking BA employees who have dedicated so much time to build up the assets the company as a whole is benefiting from. I hope we can look at landing slots, and how we can hold BA and other companies to account.

I thank the hon. Lady for her question. The Department for Work and Pensions stands ready to help and support anyone who is affected by this. I must reiterate that terms and conditions are for negotiation between the employer, the employee and/or their representatives and that the Government are not part of those discussions. If terms are not agreed to, there are still options for recourse. I am monitoring the situation closely. Many constituencies are affected. We will keep an eye on what happens in relation to the point that she raises, but, absolutely, I want all employees to be treated fairly and given the respect that they deserve for the contribution that they have made to the businesses in which they have worked.

I am grateful to the Minister for confirming that the Government would be willing to enter into bespoke agreements and arrangements with airlines. Given that British Airways in particular is ultimately a private company and thinks that it can behave as disgracefully as it wishes, how do the Government intend to mitigate that?
