Will the Secretary of State join me in thanking Julie Nixon, head of the Spectrum of Light charity in Rossendale and Darwen, for the work she did on Saturday by bringing together parents from across Lancashire and Rossendale and Darwen on a Zoom call? Those parents were exactly the same as me, in that they all had an autistic child, and I was appalled to hear from them about the time they are having to wait to see an educational psychologist. Will the Secretary of State agree to write to Lancashire County Council to find out what the heck is going on with those parents whose children are missing school and are unable to access an education, health and care plan?

I am very happy to work with my right hon. Friend to improve things in Lancashire. Spectrum of Light sounds like it is doing an amazing job—there are many people who are looking to better support our children with special educational needs. Of course, we recognise that we need to improve aspects, which is why we published an improvement plan in March this year.

The Secretary of State has said on several occasions that she and her Department are prioritising pupils still accessing face-to-face learning. As that is the case, when she publishes her definitive list on Thursday, will she also publish an estimate of the number of pupils who are not able to access face-to-face learning, and will she commit to the House that she will update that estimate on an ongoing basis?

I cannot promise my right hon. Friend that that information will be contained in what is published this week—which is more likely to be about the schools and the mitigations that are in place—but we will then put together the information on pupils who are learning face to face and those who are learning remotely, and we will update that regularly.

We take into account the condition of any school’s buildings in the capital funding we give either to the local authority or to the trust or diocesan group, and it is up to those bodies to decide how best to distribute that funding to meet local needs. All schools, including rural schools, have the opportunity to be nominated for the latest round of the school rebuilding programme, which is rebuilding and refurbishing school buildings across the country.

It would be remiss of me not to thank the Department for the huge rebuilding programme it is undertaking, particularly in Rossendale—not least the brand-new school in Whitworth and huge investment in Haslingden High and All Saints’ schools. However, a school I was previously a governor at, the Valley Leadership Academy, which is part of the Star chain of academies, is suffering terribly from under-investment. The estate is not fit for purpose, and I hope that when the next round of funding happens, my right hon. Friend will look favourably on the Valley Leadership Academy, and also the other Star Academies schools which are delivering brilliant quality education against the state of their school buildings.

I take on board what my right hon. Friend is saying. The condition data collection is a thorough nationwide assessment of the condition of every school in the country, and that is the data on which decisions are based when deciding how to fund capital funding.

The hon. Lady is absolutely right to raise this issue, which is one of the big challenges of our time. We know that pressures on young people in relation to mental wellbeing are growing, which is why on 12 May I announced an additional £7 million to extend senior mental health lead training to even more schools and colleges. That will help our ambition to reach two thirds of eligible settings by 2023 and brings the total amount of funding for 2022-23 to £10 million. In addition, we will roll out mental health support teams to 35% of all schools by next year. In truth, though, we do need to go further. I regularly speak to my counterpart at the Department of Health and Social Care to see what more we can do in this policy area.

One of the best ways to demonstrate, both to teachers and to young people, that we value and support them is to make sure that they have a decent school to go to in the first place. I hope the Minister will therefore join me in congratulating Gillian Middlemas and the staff and pupils of Whitworth Community High School, which has just been topped out as part of the Government’s school building programme. I hope he will also take the time to visit my constituency to see the work—

We work with the university sector throughout the United Kingdom to attract the highest-quality talent from around the globe to study at our universities. The hon. Lady is absolutely right to point out the important economic benefits that international students bring to the whole United Kingdom. We will continue to work closely with the sector to attract students, and with the Home Office and the Department of Health and Social Care to make sure that their access to the UK is easy and properly supported.

I draw the House’s attention to my role as a governor of the Valley Leadership Academy. That school, among others in Rossendale and Darwen, sends lots of pupils to university to take vocational courses and to study for vocational qualifications. With that in mind, I thank the Secretary of State for the funding to rebuild two schools in Rossendale—Whitworth Community High School and All Saints’ Roman Catholic High School; will he also fund a new building at the Valley Leadership Academy for all the pupils who want to go on to vocational courses?

I thought that if I gave my right hon. Friend two schools, it might shut him up, but he continues to ask for a third. I would love to make such a large promise for him at the Dispatch Box. I would be more than happy to sit down with him to discuss it and see what can be done. He is absolutely right about the value of technical education and how it delivers so much not only for youngsters themselves but for the economy.

Will the Government say what can be done to encourage more businesses to enter schools, in particular to promote apprenticeships in areas of high manufacturing worth such as Rossendale and Darwen?

We have created the Careers and Enterprise Company, with £90 million of investment. It has 1,200 enterprise advisers to help more than 900 schools interact with businesses and have work experience and other career options.

May I begin by paying tribute to my predecessor, the hon. Member for Grantham and Stamford (Nick Boles), and wishing him a speedy recovery?

We are transforming Britain into an apprenticeship and skills nation. We have ensured that schools provide high-quality careers guidance to pupils on their different options, and there is a legal requirement for schools to inform pupils about apprenticeships and other vocational options. We have also established the Careers & Enterprise Company to transform careers provision for young people, to inspire them and prepare them for the world of work.

How wise Sir Michael is, on this and on so much else! Raising standards is key to helping the economy grow and to improving productivity. Officials at the Department will be more than happy to hold discussions with their counterparts in the Welsh Government on how academies are raising standards. We would also be happy to discuss our education reforms over the past six years, which are raising standards and expectations in reading, writing, maths and the whole curriculum, in sharp contrast to what is happening in Wales under a Labour Administration.

13. What steps her Department is taking to increase the uptake of languages at GCSE.

The Government have acted to halt the serious decline in the number of pupils taking language GCSEs—40% of pupils in 2011 took a GCSE in modern foreign languages, down from 76% in 2000—and thanks to the EBacc, the proportion of pupils in state schools entered for a modern foreign language GCSE increased by 20% between 2011 and 2015. Our ambition is that 90% of pupils in mainstream secondary schools will enter GCSEs in EBacc subjects, including a language.

The internationalist manufacturing and business base across Rossendale and Darwen needs people with modern language skills if it is to continue to compete and succeed. What steps can schools take to co-operate with local businesses, such as those in my constituency, to ensure that the menu of language skills that pupils leave school with matches business requirement?

My hon. Friend is absolutely right, and one of the key goals of the Careers and Enterprise Company is to increase that engagement with business. The CBI’s recent report found that 77% of businesses valued foreign language skills and that nearly one third rated Mandarin as a useful language.

I am very happy to look into the individual case, but I am afraid to say that this is about the hon. Gentleman and others yet again putting more barriers in the way of that school dramatically improving. Since 2005—for more than 10 years—the school has been below the national average for five A* to C English and maths GCSEs. It is now an academy and it is sponsored by a trust, which the hon. Gentleman knows has done extremely well for another school, Norwich primary academy, in his constituency. I am happy to look at the individual case, but the hon. Gentleman would do better as the local MP to work with the school to raise the educational attainment of all children.

The Government’s ambition to make sure that every child, regardless of background and circumstances, receives a high-quality education extends to children with special educational needs, including those at the fantastic Tor View school in my constituency. One year on from the special educational needs and disability reforms, will the Minister update the House on what progress is being made?

I am pleased to hear about the work that my hon. Friend is championing in his constituency. The reforms we have brought in represent the biggest change to and the biggest opportunity for special educational needs and disability support in a generation. Good progress is being made. This is a three-year transition, but to date all councils have published their local offer, setting out the support for children and young people with special educational needs and disabilities in their area. Integrated education, health and care plans are also available for the more complex needs that have to be addressed. As I mentioned a few moments ago, we are now working, with Ofsted and the Care Quality Commission, towards the introduction of the first ever SEND inspection framework to ensure parents and young people know whether they are able to access the range and quality of services that they need.

On a point of order, Mr Speaker. Before we proceed with this important debate, I wonder whether you will clarify the rules regarding Members declaring their interests. There have been many interventions by Members who have received significant donations from or are paid by trade unions. As the debate proceeds, people who are watching our proceedings will want to know the reason why people are taking part.

There should be no requirement for clarification because the hon. Gentleman is an experienced denizen of this House. He will know that there is an opportunity to declare in the register any relevant interests, and that it is the responsibility of each Member to declare in the way that he or she thinks is necessary for the House to be informed.
