Commons ChamberI hear the hon. Lady’s point; I have to say that I do not agree with her. Benefits have risen, but if she would like to talk to those who are in employment on lower incomes in her constituency she would find that many have seen absolutely no rise in their incomes at all, and some even less than that.
On that point, I was approached by a member of Manchester constabulary in my advice surgery recently. He said, “How can you justify putting out-of-work benefits up by 5.2% last year, when I have had a pay freeze and I risk my life every day?” Is that not the nub of the argument? People who are in work have to be treated fairly.
I agree with my hon. Friend. I want to make some progress because he is absolutely right. The reality that Labour will not face up to is that the programme it has put forward is hugely costly.
I want to deal with the programme that Labour put forward in the past week, which I think is in the amendment before the House. I looked at it and it seemed very familiar. I remembered something, looking back over the past 10 years. I went back and had a look at the programme that the shadow Chancellor and his then boss, the then Labour Prime Minister the right hon. Member for Kirkcaldy and Cowdenbeath (Mr Brown) came up with. [Interruption.] I seem to recall that they came up with a programme called StepUp. The right hon. Member for Morley and Outwood (Ed Balls) was an adviser at the time. [Interruption.] Well, he was certainly very close to him. Is he now denying—[Interruption.] Well, there we have it finally: he no longer wants to have the former Prime Minister as his friend. More than that, from his sedentary position, he will probably deny that, late in the hour while the then Prime Minister was troubled and in difficulty, he did not come by taxi or by car to consult him and help him out. A denial of a friend is pretty cheap, and I think we will remember that.
The reality is that the StepUp programme, on which the Opposition have clearly based this new programme, was piloted in 20 areas between 2002 and 2004. It was never rolled out nationally, and I want to quote from the evaluation report. The StepUp programme was all about giving paid employment to people who had been out of work for some two years. The report stated:
“StepUp produces a very modest improvement in job entries…but this is below the level of statistical significance.”
In fact, each of those jobs would have ended up costing £10,000—a massive cost for a very small regard. When they did it—[Interruption.] Wait a minute. When they did it—[Interruption.] They do not want to hear about it. They made a bogus announcement and now they do not want to hear how useless it is. The work prospects of under-25s in the pilot got worse as a result of this programme.
Here is what happened. The Opposition were in a hurry during the Christmas recess, worried about being attacked for having no proposals, so the shadow Chancellor said, “Oh, I remember something we did under the man who used to be my friend, but is no longer my friend. I remember we had this programme.” So they decided to put that out and propose raiding pensions savings yet again to pay for a bogus programme. If anyone thinks for one moment that it would help anybody at all, let me tell them that it is more than a joke—it is pathetic. And it is pathetic that they have done it to try to get themselves off the hook.
I think it is surprising that the Chancellor is talking to people in Germany, rather than to MPs in the House about the disastrous consequences of his policies.
We know that the Chancellor and the Secretary of State do not see eye to eye on much, but they are jointly and severally liable for the mess and the haemorrhaging of the welfare budget that the Bill seeks to staunch. The Chancellor’s disappearance is a hallmark of the contempt that has been shown for the House today. The impact assessment for the Bill was published at noon. It makes radically different assumptions from the policy costings set out by the Chancellor last year. And now the Government propose to ram the Bill through the House in just one day of debate. They are terrified of scrutiny and exposure. It is turning into a hit and run on working families, and frankly we should not stand for it.
The Chancellor should have shown up, because the Bill is about clearing up the consequences of his failure. His reputation as a maker of recessions is now pretty well established. Every time he has come to the House, he has been forced to downgrade growth yet again, and since he took office he has battered the life out of the recovery that Labour left him in 2010. He is the first Chancellor for 35 years to preside over a double-dip recession. History will not judge him well.
But the Chancellor has a partner in crime: the Secretary of State, the man who has become the Comical Ali of the Government, the only man in the DWP who thinks that everything is fine and hunky-dory—a man who would put Dr Pangloss to shame. Every time he comes to the House, he comes with words of reassurance: everything on his watch is going according to plan. He blithely assures us that the Work programme is fine. We are told that universal credit is completely and utterly on track—not a hiccup to be heard—and that the benefit cap will definitely start in May. The only problem is that he is living in a fantasy land of his own, because everything is not okay, everything is not on time and everything is certainly not on budget. We were promised a Work programme bigger than any yet known to man. So big it could be seen from space. This is a programme that is so effective it is literally worse than doing nothing. It works so well that just three out of 100 people who passed through it passed into sustained jobs. It is a disaster.
Then, of course, we have universal credit—a policy that is now proceeding so smoothly that, it is fair to say, it has earned widespread support and praise from right the way across Government. Members of the Cabinet—perhaps even those sharing a building with the Economic Secretary—are now so impressed that they are telling anyone who will listen at the Daily Mail and elsewhere that it is a “disaster waiting to happen” and that the IT is “nowhere near ready.” The Secretary of State has so much grip on this project that the Prime Minister himself invited him to pack his bags and clear on out of the Department—a vote of confidence that I know rang around Caxton house, because senior officials are now leaving the Department as fast as they can.
Now, of course, we have the news that the benefit cap—which Lord Freud told the other place would absolutely, definitely, without question be introduced nationwide in April—will be introduced in just four London boroughs. This is a record of chaos, delay and impending disaster, and today the Government are inviting millions of working families in this country to pay to clean it up.
I thank the right hon. Gentleman for giving way. I am sorry to drag him back to the Bill, but what would he say to the police officer in my constituency—the right hon. Gentleman heard my earlier intervention—who said, “Is it fair that people out of work have seen their benefits go up by 5.2% when my salary’s been frozen and I risk my life every day to keep people safe in this country?”? That is what this Bill is about; will the right hon. Gentleman please answer that question?

Commons ChamberWith 70% of social housing tenants having no access to the internet, will the Secretary of State update the House on what progress he is making for a low or no-cost social housing tariff to be overlaid on the existing BT Basic package to enable social housing tenants to access universal credit online?
In fact, many more people access the internet daily than a lot of people think. Some 78% of all benefit recipients access the internet, and about 48% do so on a daily basis. Obviously it is our job to try to get that figure up, because if people cannot access the internet that affects their employment prospects given that 92% of all jobs require some computer skills. This is an opportunity and, yes, we are looking at that passported benefit to make sure that those who need the money get the money directly.

Commons ChamberI am not one for discussing what goes on privately. I have been kicking around this game long enough to know that sometimes people like other people to move or be promoted, but some of us are not interested in careers. We reached a settlement and we are very happy—it was a happy discussion. We are a Government of friends, we get on enormously well and we do not need to worry about what everybody else says about us.
I would like to take my right hon. Friend back to the online delivery of the universal credit. Although figures vary, he will be aware that the vast majority of people living in social housing have no access to the internet. BT does a social housing telephone tariff. Will he explore the possibility of a social housing broadband tariff to enable those who want to claim their benefits online to do so?

My hon. Friend raises a good point. That is why the Prime Minister asked specifically that Louise Casey operate and head up a unit, reporting to my right hon. Friend the Secretary of State for Communities and Local Government, which is looking at the 120,000 worst affected, most difficult families. The idea, as I said earlier, is that, working with her, local authorities nominate the families. She wants them to hub up services to make sure that the pooled amount of money they get is spent on life-changing actions, not the tokenistic box-ticking that too often takes place.
Does my right hon. Friend agree that the best way to escape the silo mentality in Government Departments and local authorities is to champion the voluntary sector in helping to support families in areas of multiple deprivation, such as those in my constituency? Home-Start is a fantastic charity that does such work in my area. Will he support it?

I am conscious of the time, Mr Williams, so I will be as brief as I can. I congratulate the hon. Member for Rutherglen and Hamilton West (Tom Greatrex) on securing the debate and I encourage him to try to secure another debate later in the year, because the process is ongoing, will involve more people, and more issues such as those we have heard about today will come forward. The opportunity to bring such matters to the Minister’s attention is important. We are dealing with the human consequences of failures in a bureaucratic, state-driven system—in this case, incapacity benefit. Similarly, many hon. Members have seen the failures of the immigration system, and its human consequences for our constituents and for people around the country.
In my constituency, I have had the experience of the fit for work tests being piloted in the Burnley benefits centre. There has been an extreme improvement through the pilot scheme to where we are now. There is more we can do, but I echo my hon. Friend’s thoughts about waiting for the completion of the process before we pass judgment.
I appreciate that intervention from my hon. Friend.
I would like to place in context some of the concerns we have heard about; first, about being assessed. It is quite natural to expect people to have concerns, as we are making a significant change to people’s lives. In many comments, the issue has not been a generic concern relating to assessment, but a concern about specific types of conditions and cases. Will the Minister confirm that for every 100 assessments, nine people who are found to be fit for work go on to win their appeal? That means there are 91 people who fit into another category.
One fluctuating condition that has not been mentioned is alcoholism, and people who have chronic, long-term alcoholic conditions. One constituent who came to see me had his papers from assessments in the 1990s. Will the Minister provide confirmation on that?
Although it does not relate directly to the debate, part of work capability assessment is that there is then work. In today’s conditions, what can the Minister say will be on his agenda to try to encourage some of these people into work at the end of their assessments? There is much more I would like to say, but because of the time I have to stop there.

7. What steps he is taking to prevent disagreements between parents in their dealings with the Child Support Agency.
The current child support schemes can entrench conflict and they do not encourage parents to work together in the best interests of their children. We are taking steps to draw on a range of support to help parents collaborate to reach family-based arrangements for child maintenance wherever possible, which we believe will help the ongoing involvement of both parents in a child’s life after separation.
People in Rossendale and Darwen who deal with the CSA tell me that they find that the CSA’s approach creates trouble in what is already a strained relationship. Will the Minister please update the House about the practical steps that are to be taken to introduce a more conciliatory approach?
My hon. Friend is getting to the heart of the reform that we are looking to put in place under the future scheme, which is to make sure that parents such as his constituents get the right support up front from specialist organisations that can help them with their parental relationship post-separation. There is a growing body of evidence to show that that is one of the main determinants of whether people have an effective child maintenance regime in place after separation.
I thank the hon. Lady for raising that issue. As she and many other hon. Members will know, the Child Support Agency has administration problems. That is why we are looking at fundamental reform, particularly of the computer systems, which we hope will address the problems that her constituents are still having to endure.
Unlike prisoners, those detained under the Mental Health Act 1983, including Ian Brady and Peter Sutcliffe, are entitled to receive incapacity benefit. Will the Minister tell the House what the Government intend to do about that?
I agree with my hon. Friend that that is an anomaly. It is also something that the Department is reviewing as we speak, and we will give more details in due course.

Commons ChamberI can assure the right hon. Lady that we have assessed our policies in the right ways. I reiterate what I have said to her before, which is that the policy is trying to remove overlaps, not mobility.
In my advice surgery on Friday, a young couple came to see me in Darwen to say that they were £30 a week worse off for living together. It is a shameful legacy of the previous Government that people are worse off for living in couples and worse off when they go back to work. What this couple, and everyone else in Darwen, wants to know is: when will the universal credit end this situation?
My hon. Friend is right to say that this is one of the most invidious unintended effects of a benefits system, and this country found itself in a worse situation on the couple penalty that most others did because of the interplay and complexity of that benefits system. The universal credit will not immediately end all that, but it will make the situation much better for couples. When couples want to stay together, the Government should never be the thing that forces them apart. The right hon. Member for Birkenhead (Mr Field) has made that clear and I back him up on it completely.

Commons ChamberI guarantee that we have already reviewed the matter. Indeed, we inherited a review process, which the previous Government initiated. We will bind in the results of that—we are doing that at the moment. Having said that, we have subsequently set up the panel and asked somebody to investigate to ensure that we are covering all the necessary matters. The two pilots will help us understand better the way that the system works. I am not sure what else we can do at this stage. As I said to the right hon. Member for Paisley and Renfrewshire South (Mr Alexander), we intend to use what we are discussing as a process—it is not an end point, but a process that allows us to get the best out of how we deal with those who have been on incapacity benefit and need our support and help to get back to work. I give that guarantee.
Is my right hon. Friend aware that many responsible employers, including those in my constituency, ask their staff to attend annual health assessments? Does he agree that it is fair and reasonable for those deemed not fit to work to attend similar assessments rather than wait 10 years on incapacity benefit without seeing a doctor?
My hon. Friend makes exactly the right point: for too long, Governments of both colours were content to see people parked on incapacity benefit. The subject should unite the House; the previous Government started the process and we want to complete it. It is no longer feasible for people to languish on incapacity benefit. My hon. Friend is right; in some cases, people have not been seen for six or seven years and in others, people self-referred and have never been seen by anybody to find out what is going on. It is high time we resolved that.

We should recognise that the downturn that we have faced has been worse for graduates from lower-income backgrounds, and there are a few reasons for that. Graduates from lower-income backgrounds are much less likely to go on to further study. When I was studying philosophy at University college London, at a time when the economy was growing, I remember my tutor saying to me that downturns were always good for philosophy departments, because they kept hold of people who would otherwise have gone straight into the City, as their parents could pay for them to do a master’s degree or something like that for a few years.
We need to recognise that graduates from lower income backgrounds are less able to progress their careers, because they are less likely to have the informal networks that will help them as graduates to take the first steps into their careers. Unless we are able to rebuild business confidence, even graduates will continue to face difficulties. I return to my original point that the key to unlocking the problem of unemployment, especially among young people, is to improve business confidence and to ensure that the private sector and the public sector continue to invest in jobs.
In liaising with the CBI in the north-west on apprenticeships, I heard about companies in Wirral that were very keen to employ local young people. I talked to those companies at length about how we could support them in their endeavour to build new infrastructure in Wirral while training young people in my area. Those companies were working on vital infrastructure projects such as Building Schools for the Future, and the problem with the Government’s decision to cut the deficit more quickly than we would have liked is that the withdrawal of Government input into the economy will be counter-productive because those companies will no longer feel that they have the backing of the Government to hire young people and build up their skills.

I wanted to speak in this debate because employment is of such great concern in my constituency. It is absolutely vital that we invest in the talent of local people in different areas around the country, and that their talent is not wasted. The hopes and aspirations of people who want to contribute to our economy must not be cast aside in the way that I believe that this Government will do.
In Bethnal Green and Bow, unemployment is just under 11%, significantly higher than the national rate. The experiences of white working-class groups and of ethnic minority groups—especially those of British-Bangladeshi or Somali origin—are particularly challenging. They face the double whammy of trying to find work in difficult circumstances and in a difficult economic climate, but also of the social class barriers, and the ethnic penalties that are well documented by Cabinet Office research.
Unemployment in my constituency is faced by people who live only a stone’s throw from the City and Canary Wharf. They see the wealth and opportunities there, but struggle to reach them. Even during the boom years, unemployment was higher than the national rate, and youth and graduate unemployment were also high. Businesses in the City and Canary Wharf made efforts to recruit people, but not enough. We need the private sector, Government and local agencies to work together to create opportunities, and we need the Government to support those opportunities and enable that sort of cross-organisational working.
We also need the voluntary sector. Through organisations such as City Gateway in my constituency, and with the help of the future jobs fund and the working neighbourhoods fund, it has made enormous progress in trying to get people into work. Funding like that is an enabler, and we need that kind of support if we are to get people into work.
Tower Hamlets has managed to cut unemployment—not enough, but it has made significant progress. The current proposals stand to damage that progress. In my constituency, a lot of positive work is being done across sectors. I hope that this Government will look at ways to enable that to continue.
I am saddened that £1 million of the working neighbourhoods fund has already been cut. That is not a good sign. Figures show that 9.6% of young people are NEETs—that is, not in education, employment or training—and that is too high, but in Tower Hamlets we have managed to reduce that proportion to 6%. That is a fall of 40%, and it could not have happened without help from the Government, or without the September guarantee and the future jobs fund.
I remind the House that 8,500 young people across London managed to stay off the dole queue thanks to the help of Government interventions. I also appeal to the Government not to delay the introduction of the programme of setting up 50,000 apprenticeships that has been announced. If they do delay, it will be a case of “too little, too late”: we cannot afford to waste the talent and potential of people in this country.
The Conservative mantra in the 1980s was, “If it’s not hurting, it’s not working.” The unemployment rate then was very high, but that is not a price that is ever worth paying. I hope that people across the House recognise that. Research by Cardiff university found that unemployment was associated with a doubling of the suicide rate, so let us not forget the kind of damage that can be done, especially by unemployment of men.
Does the hon. Lady agree that, after 13 years of a Labour Government, it is a disgrace that one in five people under the age of 24 are out of work? Does she think that has been a price worth paying for 13 years of a Labour Government?
The Labour Government made every attempt to help people into work. There are great challenges and complex circumstances in helping and enabling people to work, but at least the Labour Government did not shirk their responsibility. At least they tried to support people, as Labour Governments will always do. I appeal to the coalition Government to try to provide support, so that people can achieve their potential. This is not about handouts; it is about giving a helping hand. That is the progressive route to supporting communities.
