Commons ChamberMy hon. Friend is right: it is important not to lose sight of the local support and local impact that is needed. From 2015, we set up the counter-terrorism units, which are units that are based locally and have local information available to them and the sort of local community-based engagement that I know all Members expect.
The Home Secretary and shadow Home Secretary are right that this House stands firmly in opposition to the terrorism that scarred Manchester and London earlier this year. In a welcome move, the Home Secretary has made resources available for the Greater Manchester Police to deal with the attack on Manchester Arena; will she now do the same for the Metropolitan police, because they might otherwise face a bill of up to £32 million, and that will mean fewer police officers going forward?
My right hon. Friend the Prime Minister was clear that we would make those resources available to Manchester, and we have done that. We will look carefully at the proposal from the Mayor of London, to see how we can assist. We will have to see the evidence first, but are likely to give the same sort of support.

Commons ChamberI thank my hon. Friend for his comment, and I have huge sympathy with his constituents. It is of course illegal for anyone under 18 to buy a knife, and we are working with retailers to ensure that that becomes the case more and more; we are making sure that that is enforced. We are also working with local communities, and we have a community intervention fund which will work with schools and local groups to ensure that young people are aware of just how dangerous it is to carry knives, for them as well as for their potential victims.
Dan, the beloved son of Lynne Baird, was knifed to death in a brutal attack. He was one of 253 additional victims in the past 12 months, with knife crime rising 15%. Does the Home Secretary not begin to understand that the consequence of having 2,000 fewer police officers in the west midlands is that knife crime, gun crime and violent crime are soaring? The Government are betraying the first duty of any Government, which is to provide safety and security for their citizens.
It is because we recognise that the first duty of this Government is to keep the citizens safe that we have such a comprehensive plan to look at violent and serious violent crime. We recognise that the police need their resources, but it is more than that. It is about early intervention, and about making sure that those knives and guns do not get into the hands of the people who can do such damage. It is also about ensuring that we work with retailers online to ensure that people cannot access knives through those sources.

That this House has considered police funding in London.
I pay tribute to the police officers who work hard every day to keep us safe, but the Metropolitan police continue to struggle with crippling cost pressures. The Met has had to find £600 million in savings since 2010 and is expected to find another £400 million by 2021. The chair of the National Police Chiefs Council, Chief Constable Sara Thornton, confirmed last month that police funding for counter-terrorism is set to fall by 7% in the next three years.
My hon. Friend is right to mention what Sara Thornton said. Does she agree with Mark Rowley, the head of national counter-terrorism policing, who told the Select Committee on Home Affairs yesterday that the hollowing out of neighbourhood policing is deeply damaging and dangerous, both to our intelligence-gathering capacity and to our surge capacity in the event of a terrorist attack? The first duty of any Government is the safety and security of their citizens. The Government are putting the British people at risk.
There is no doubt that neighbourhood policing was the biggest police reform in London back in about 2000; it was rolled out in every ward. It made an incredible difference, particularly in our cities, but in rural areas as well. Its diminution over the years is a huge shame.
Police stations are closing and neighbourhood policing is under attack across the capital. Half of London’s remaining 73 police station counters are set to close, including a number in Hornsey and Wood Green. There are fewer police officers on the street. The UK has 20,000 fewer police officers than at the peak in 2010, and 924 fewer than last year. The Police Federation has branded those startling statistics “deeply worrying and disappointing”.
Our constituents are worried. In my surgeries, I regularly see people who are concerned and scared about the rise in reported gun, knife and moped crime.

That this House has considered tackling aggressive antisocial behaviour.
It is a pleasure to see you in the Chair, Mr Bailey. For seven years, the standard response of Ministers to any question or doubt about crime and antisocial behaviour has been an assurance that crime is falling. Those of us who ventured that police budgets were being cut too deep and too fast, exposing areas such as the west midlands to severe grant reductions, have been brushed aside. I have lost track of the number of Ministers who think that all is solved by the stock answer that crime is falling.
It is certainly true that the crime survey for England and Wales provides a valuable picture of long-term trends for certain types of offences, but it does not necessarily capture the picture on the ground for other types of crime, so it is wrong for Ministers to rely on those statistics to the exclusion of all else. The fear that dominates the daily lives of real people and their families is not addressed when Ministers issue such a stock reply.
Estimates are especially unreliable when it comes to particular types of offences and, as a consequence, we frequently underestimate certain crimes. Sexual offences and child sexual exploitation, about which we are beginning to learn much more, are good examples of underestimated crimes. Antisocial behaviour almost certainly also falls into that category. Until 2015, the headline figures also excluded fraud and computer misuse. When those figures are added, the number of crimes rises from around 5.9 million to around 11 million, which suggests that there is even less room for complacency.
Not that long ago there were major debates about the need to improve the quality of police recording of crime. When recording is done properly, we have a more reliable measure to assess recent or current trends. In the last year alone, police recorded crime increased by 10%—the biggest year-on-year rise in a decade—which includes a 20% surge in knife and gun crime. That rise is actually accelerating; a 3% increase in the year to March 2015 was followed by an 8% rise in 2016.
Turning to antisocial behaviour, most people think of their home as their sanctuary, their castle, and the place where the troubles of the external world can be set aside, if only for a short time. But what if home is not like that? What if, because of aggressive antisocial behaviour, intimidation, threats and harassment, a person’s home becomes just another place of risk and fear—a place where they can be subjected to deliberate and intolerable levels of noise, and where dangerous and uncontrolled dogs are allowed to run free, threatening children? What if walking a few hundred yards to or from their own front door risks a confrontation and potential assault? What if the immediate vicinity of their home is plagued by thugs with motorcycles, who constantly congregate outside or nearby?
According to some reports, there has been a 1% decrease in antisocial behaviour incidents. I find that impossible to believe. Try telling my constituents that antisocial behaviour is declining. As far back as 2012, Her Majesty’s inspectorate of constabulary reported concerns about the wide variation in the quality of decision making associated with the recording of antisocial behaviour by police forces. That resulted in a review, but as budgets are increasingly stretched, I find it hard to believe that there has been a vastly improved focus on tackling antisocial behaviour. We are talking about offences including vehicle and bike-related crime, vandalism, criminal damage, graffiti, nuisance neighbours and extensive intimidation, involving threats, verbal abuse and domination of whole neighbourhoods.
Not only do Ministers say that crime is falling but they regularly tell us that they have protected police funding. That is simply not the case. The reality is that the central Government grant remains largely the same, and the shortfall in police budgets has been transferred to the council tax precept. Analysis by the Library tells us that since 2010, police expenditure from tax and grants has fallen by 5% in cash terms and 13% in real terms.
The National Audit Office has pointed out the effect of that sleight of hand: the force areas most affected by funding reductions are those that are most reliant on the police grant. Four of the five forces that are most dependent on the central Government grant—all, incidentally, in the midlands and the north—are those experiencing the worst overall budget reductions. I am sure that the Government understand perfectly well that economically depressed areas with a relatively low council tax base are not capable of making up for the loss of central grant, even if they raise the council tax precept to the maximum permitted level.
In the west midlands, which is one of the hardest hit areas, we have faced cuts of £130 million since 2010—the highest proportion in the whole country. In 2017-18, we have suffered a further £6 million budget cut. The chief constable has recently been forced to point out that policing will “break” unless forces are given “real terms protection”. In Northumbria, the chief constable has said that his force is close to no longer being able to provide a professional service. The chief constable of Avon and Somerset police said:
“We now face a tipping point. We cannot sustain further funding cuts without extremely serious consequences.”
My hon. Friend is making a powerful case on behalf of his constituents and the city of Birmingham. The West Midlands police service has suffered a real-terms cut of £18 million this year. The chief constable has warned that the force is stretched to the limit. The police and crime commissioner has said that call-out times are getting longer; they are now up to 24 hours for 999 calls about domestic violence, and the police often do not turn out at all to deal with antisocial behaviour, although it is said to be very serious. Does my hon. Friend agree that the first duty of any Government is to ensure the safety and security of their citizens, and that it is absolutely wrong that the Government have cut 2,000 police officers from the West Midlands police service, putting the public at risk?
I agree totally. Those reckless cuts and the Government’s refusal to recognise the consequences are the reason why we are experiencing such problems.
As well as giving us a hopelessly complacent message about crime falling, Ministers for far too long have tried to tell us that this is all about back-office savings—that the police are top heavy in administration and there is plenty of fat. As my hon. Friend says, the figures tell a different story. The number of police officers in the country has fallen for seven consecutive years, despite all those promises to protect the frontline. Since 2010, more than 20,000 police officers and 6,000 community support officers have been axed.

I am grateful to my hon. Friend for raising that point. I can absolutely assure him that everyone in the Home Office wakes up every morning thinking, “What more can we do to keep our nation safe?” That is our absolute first duty. In terms of the crime statistics, it is not fair to say that all crime is rising. There has been a worrying increase in violent crime, and we have been acting on that at pace, with determination, supporting frontline police officers. There are whole series of action plans related to knife crime, to acid attacks and to the spate of activity we have seen in London around moped-enabled crime. There is very strong partnership working across the criminal justice system to make sure that it has the powers and the resources it needs to go and prosecute these crimes as swiftly as possible so that my hon. Friend’s community and every community across our country feels safe.
The Government clearly inhabit another planet. After a generation of progress on crime, 20,000 police officers have gone—2,000 in the west midlands—and crime is once again rising. Knife crime is up, gun crime is up, violent crime is up, crime across the board is up, and the public are increasingly at risk. Does the Minister not accept that she is now confronting the police service with a double whammy: on the one hand, for our brave police officers, a pay rise that is in real terms a pay cut; and on the other hand, asking beleaguered police forces to fund that pay rise? If the Government do not act, does the Minister not accept that they are betraying the first duty of any Government, which is the safety and security of the British public?
I yet again reiterate that, within the current budget, these pay increases are affordable. Of course it is our first duty to keep people safe. Again, the hon. Gentleman, like other Opposition Members, is talking down the police force and the huge strides they have made with falling crime. I have absolutely accepted in this House, not just today but in the past, that there has been, and there is, a rise in violent crime. We are acting with determination, at pace, to make sure that police officers in every community have the resources and the powers that they need to tackle that crime.

Commons ChamberI am delighted to have the hon. Gentleman’s support on police reform, which will continue. He is right that there were cuts between 2010 and 2015 but, as always, we must look at the outcomes. Crime fell by a third during that period.
Will the Home Secretary confirm that the Commissioner of the Metropolitan police, the head of counter-terrorism, the head of the National Crime Agency and the chair of the National Police Chiefs Council have written to her saying that the counter-terrorism, policing and protective security grant will fall by 7.2% in cash terms over the next two years?
I have received that letter and I will be speaking to all the individual leaders of those groups. The issue to which they are drawing attention is that they are under tremendous strain because of the events of the past three months. Additional resources are being deployed in order to work on the ongoing investigations into some of the terror events, including the investigation in Manchester. We recognise that and will work with them to see how we can support them.

Commons ChamberI thank the hon. Lady for those comments; she is absolutely right. On her specific request for more support, we already have a £2.4 million fund for places of worship, to which a number of mosques have applied to make sure that they are safe. I can announce that next week I will open up an additional £1 million for places of worship. That addresses the concern from some people, including the shadow Foreign Secretary, that in order for a place of worship to apply for the funds there had to have already been a hate crime in the area. We are now making sure that additional funds are available so that people who are concerned about their mosques can apply for money to support their endeavours to keep those mosques safe.
The police have been magnificent, the faiths in this House have stood together in unity, and the Home Secretary is absolutely right that we face a uniquely awful generational threat from terrorism, but may I ask her this question? The four most senior police officers in this country have written to her to express their concern. They have put in place an emergency plan to protect the public, but they say that it is simply not sustainable. They are having to hollow out neighbourhood policing and divert officers from serious and organised crime and historical inquiries, including in relation to child sexual exploitation and abuse. The first duty of any Government must be the safety and security of their citizens. Does she therefore accept that the time has come to reverse those deeply damaging cuts of 20,000 to our police services?
I have of course received that letter from the four senior police officers outlining their concerns about resourcing. I would point out to the hon. Gentleman that the emergency matters to which they refer were part of a well-organised plan for this type of situation, such as Operation Temperer. The system is working. They needed additional support because, of course, in these circumstances resources have been pulled very tightly, given the additional work that is needed. There are different ways of addressing this. Before rushing in with additional money, I want to ensure that we get the right target and the right answers. I recognise what they are saying, and I recognise the fact that we cannot carry on at that emergency level indefinitely, so we will be working with those police officers to ensure that we get the right response.

Commons ChamberI will make a little more progress. There were 9,055 recorded assaults on police officers in 2015, and the number of convictions was 7,629. That represents an increase on the 2014 figures, but the 2014 total was the lowest that it had been for a number of years. However, according to the Home Office there were 23,000 assaults on police officers in 2015-16, including assault without injury and including the British Transport police. There are big discrepancies in those data. No one claims—I do not imagine that the Minister will do so—that the data are wholly reliable. Obviously, we hope that the latest rise in assaults may possibly be a consequence of higher levels of reporting, and that the long-term downward trend will resume. The data on assaults without injury to a constable are more robust, because there is more uniformity in their collection across forces. They have fallen over the long term, even though there was a rise last year. It would be surprising if assaults without injury fell consistently, but assaults resulting in injury were on the rise.
One thing we can be sure of is that the data need to be more reliable and robust. There is a clear and simple reform that we can introduce. We can insist that all police forces, working with the Home Office and the Office for National Statistics, provide the highest quality data on assaults on the police. It is a serious matter, and it needs to be taken seriously.
May I, too, pay tribute to my hon. Friend the Member for Halifax (Holly Lynch) for her outstanding work in bringing this debate to the Floor of the House of Commons? In the West Midlands police service, where the statistics are sound, 2,000 police officers have gone, violent crime is up by 20% and three police officers a day are being assaulted. Does my hon. Friend the Member for Hackney North and Stoke Newington (Ms Abbott) agree that the price being paid, as a consequence of Government cuts, for the thin blue line becoming ever thinner is not just putting the public at risk—
Order. The point about interventions is that they are meant to be short. We have a very large number of people who want to make speeches this afternoon. If people make interventions, it prevents other people from making speeches. May I also point out that if someone intervenes in this debate, it is expected that they will remain in the Chamber for most of the debate and be here for the wind-ups? I am not looking particularly at the hon. Gentleman, who is an extremely well-behaved Member of Parliament, but I am just pointing out that it is extremely discourteous to take up time in a very short debate by making a long intervention and then to leave. Nor am I criticising the hon. Lady, who is perfectly right to take interventions because that is what makes the debate interesting.
Crime is down; the police are working more efficiently and effectively; they are finding new and different ways to work. That is a good thing, and I think the police should feel proud of their work.
Let me make a bit of progress before taking some more interventions.
We are publishing these provisional statistics because it is important to shine a spotlight on this issue and help to encourage the sort of discussion we are having here today. However, to improve the accuracy of these data, the Home Office has continued to work with police forces to build on this work, and I can announce that from next year we are asking police forces to provide data on the number of assaults with injury on a police officer as part of their recorded crime data. Creating this new crime classification is an important step in providing a more complete picture of assaults experienced by police officers. This additional information will help chief officers to understand what is happening in their forces and to protect their officers and staff.
My right hon. Friend makes a very good point, which goes part of the way to answer an earlier point: it is important that we do not control policing centrally; we should resist the urge to centralise everything on the assumption that we know best. It is for local police forces and local chief constables to know their areas best and to look at what they need to do with their police forces for the benefit of their community and indeed their staff.
It is the responsibility of chief constables, as employers, to keep their workforce safe. In that aim, we fully support their making best use of new technology, wherever possible. Although it is an operational decision for chief officers, the use of body-worn video can be a powerful tool. As rightly outlined by the hon. Member for Hackney North and Stoke Newington—we do not often agree, but we agree on this—it can provide reassurance to both the police and indeed the public about the way in which both parties are working and acting.
In this vital task of keeping their workforce safe, chief constables are held to account by their democratically elected police and crime commissioners, and supported by the College of Policing, which sets the standards that the chief constables are charged with implementing. That is why I have written today to Chief Constable Sara Thornton, the chair of the National Police Chiefs Council, to encourage forces to adopt the new crime classification as soon as possible. In my letter, I have taken the opportunity to stress the importance that this Government place on police officer safety, as I did in my conversation with her earlier today.
Will the Minister for Policing put right what he said a few moments ago? It is not true that crime is falling; crime is changing. The Office for National Statistics includes online fraud and cybercrime in its figures. The figures are clear: crime is near doubling on the one hand, at a time when the police service is being cut by 20,000 on the other hand. This is the legacy of the Prime Minister from when she was Home Secretary.
I know that the hon. Gentleman would not consciously get something wrong, so let me suggest that he look again at the facts. He is completely wrong. The ONS is for the first time publishing the figures on cybercrime. This is not extra crime; it is crime that has never been published in the figures before. I have to tell hon. and right hon. Members that recorded crime going up is a good thing, showing that the public are gaining more confidence in reporting crime. The reporting of crime is getting better, but actual crime is down since 2010.

Commons ChamberOrder. We must now try to speed up, as we have a lot to get through and I would like to accommodate colleagues.
As crime falls, we know that it is also changing. The internet and new technology offer criminals new opportunities to commit crimes, such as fraud and cybercrime. We welcome the increased reporting to Action Fraud: such reporting has trebled since it was set up. With new experimental data from the Office for National Statistics, we will be able to better map the trends in cybercrime and, I hope, take steps to combat it.
On the day Parliament went into recess, the Office for National Statistics confirmed that there had been 5.8 million incidents of cybercrime in the past 12 months, affecting one in 10 of the population. This means that crime has near doubled. Does the Home Secretary agree that the legacy of her predecessor—now the Prime Minister—is one of 20,000 fewer police and soaring crime?
I do not think that that is much of a point. The reality is that, under the hon. Gentleman’s Government, there was no proper reporting mechanism for fraud. We set up Action Fraud, which has received the massive number of 300,000 referrals. Rather than playing politics with crime, the best advice we can all give our constituents is that GCHQ advises that if people change their passwords regularly and have up-to-date anti-virus, they will cut their vulnerability to cybercrime by 80%.

Commons ChamberMy hon. Friend makes an incredibly important point. It is vital that we work with the police and others. Leicestershire police are a shining example of proactive working to ensure that people understand the threats, understand the risks and understand how to stay safe online.
Operation Vigo saw British nationals based in Spain who were mugging online British businesses and British pensioners brought to justice. Does the Minister agree that, whether it means combating rapidly growing cybercrime, counter-terrorism, human trafficking or the drugs trade, or ensuring that there is no hiding place in Europe for Europe’s most serious criminals, European collaboration, including with the European arrest warrant, is absolutely key?
I do agree with the hon. Gentleman. He is absolutely right. I visited Spain when that operation was tackling the boiler room fraud that was going on in Spain, and only because of that co-operation and bilateral work, using European Union mechanisms, were we able to have such success in that operation.
