Commons ChamberI thank the Secretary of State for that response, particularly in relation to CfDs. Will he commit today to a clear pathway for the true commercial-scale development of tidal stream energy? A ringfence in the CfD auction is welcome, but it is only scratching the surface of what the industry can deliver. Investors in projects are stalling, as they need long-term visibility. The industry—and, indeed, all of us—needs this technology to succeed. Let us unlock this predictable, renewable power and create an industry and sector that we can be proud of and that can be made on these islands. We need a commitment today that the ringfenced budget will increase, to allow costs to fall and true-scale projects to be delivered. If we want energy security, here is the pathway.

Commons ChamberI am sure the whole House will want to join me in sending prayers and condolences to the wife of Doddie Weir, who sadly passed away at the weekend. He was an absolute giant of a man, an inspirational figure in Scottish rugby and someone who raised £8 million for motor neurone disease charities over the past six years. Our thoughts are with Kathy, with Hamish, with Angus and with Ben.
Let me wish everyone a happy St Andrew’s day. Those who know anything about St Andrew will know that he is not just the patron of Scotland; he is celebrated right across Europe. That is why it is such a sad sight to watch this Prime Minister ram through a Bill that would rip up 4,000 pieces of European law—laws that protect workers’ rights, food standards and environmental protections. And it is an even worse sight watching the leader of the Labour party desperately trying to out-Brexit the Prime Minister, ruling out freedom of movement and any hope of a Swiss-style deal. Brexit is now the elephant in the room that neither the Tories nor Labour are willing to confront. When will the Prime Minister finally see reality and admit that Brexit is a significant long-term cause of the UK economic crisis?

Commons ChamberI am sure that the whole House will join me in welcoming the Moderator of the Church of Scotland to our proceedings this afternoon and in thanking him for his sermon at St Margaret’s this morning.
This morning, the Supreme Court clarified a point of law, but the very point of democracy in this Union is now at stake. And democracy will not be denied, because whether Westminster likes it or not, last year the people of Scotland voted for a Scottish Parliament with the majority and the mandate to deliver an independence referendum. The Prime Minister has every right to oppose independence; he has no right to deny democracy to the people of Scotland. If the Prime Minister keeps blocking that referendum, will he at least be honest and confirm that the very idea that the United Kingdom is a voluntary Union of nations is now dead and buried?

May I associate myself with the Prime Minister’s remarks about Armistice Day? We remember those who paid the ultimate sacrifice and those who continue to serve. We should also remember the nuclear test veterans, who continue to seek justice.
Last night, the Prime Minister suffered the self-inflicted loss of his first Cabinet Minister. A couple of weeks into the job, it turns out that this Prime Minister’s judgment is every bit as bad as his predecessor’s. Speaking of which, we now know that the Prime Minister’s former friend, the former Prime Minister, plans to hand out seats in the House of Lords to at least four Tory MPs, including the current Secretary of State for Scotland. So here is another test of judgment for the new Prime Minister: does he think it right to keep in the Cabinet a man who is clearly far more interested in getting his hands on an ermine robe than in playing by the rules of Scottish democracy?

But last week he repeatedly refused to say whether he would keep to a promise that he made only five months ago. People do not need to hear any more spin about compassionate conservatism; they just need a straight answer to a simple question—will he keep his promise and lift benefits and pensions in line with inflation?

That this House regrets the economic damage the Government has caused since the mini-budget on 23 September 2022, with the pound hitting a record low against the dollar, mortgage rates at their highest level since the financial crash and inflation at a forty-year high; calls on the Government immediately to reinstate the bankers’ bonus cap, increase benefits in line with inflation and protect the pensions triple lock; considers that Scotland cannot afford to be part of the failing state of the UK and must be independent for economic stability; and welcomes the publication of the Scottish Government’s independence papers series, Building a New Scotland and The Economic Opportunity for Scotland from Renewable and Green Technology by David Skilling.

I get extremely anxious about my homeland splitting from my now home country, particularly as Scotland has no credible fiscal plan. As I see child poverty increase, the once leading education system trashed and the NHS left to deteriorate, I wonder who is at fault. Does the right hon. Member accept that while the Tory Government have let Scotland down—
Order. This is meant to be an intervention, not a speech about all your issues. I am more than happy to put you on the speaking list.
Mr Speaker, if anybody is letting themselves down, it is the hon. Gentleman, because the Scottish Parliament has done its best to mitigate the effects of Tory austerity, thank goodness. We can applaud what the Scottish Government have done with child payments—introduced at £10, increased to £20 and now up at £25—but we cannot stop the damaging effect of austerity on our country, because the bulk of economic power lies in Westminster. The hon. Gentleman and his Labour colleagues may indeed support the Scottish Parliament—our Parliament—which does its best to protect the people from what happens in this place in Westminster and, of course, from the damaging effects of Brexit that mean our businesses cannot fulfil their potential. The hon. Gentleman ought to look in the mirror.

Yesterday, on the steps of Downing Street, the new Prime Minister promised to bring
“compassion to the challenges we face today.”
On his first full day in the job, let us put that to the test. A winter of uncertainty is coming, and next April will see a cliff-edge moment, with millions facing a double whammy when the energy price guarantee is cut off while households are hit by austerity 2.0 and real-terms cuts to the social security benefits that many rely on to survive. If people are to trust the new Prime Minister’s words about compassion, will he reassure people today and guarantee that benefits will rise in line with inflation in his upcoming Budget?

After 10 U-turns in two weeks, we are left with a Prime Minister in office but not in power, and families are paying through the teeth for her mistakes. Her latest broken promise has put pensioners in the frontline of Tory cuts. Can she perhaps turn to her Chancellor right now, get permission to make another U-turn and commit to raising the state pension at the rate of inflation?
It is not surprising that the Prime Minister’s approval ratings are collapsing with an answer like that. She has the worst polling result for any Prime Minister in history. She has just thrown 12 million pensioners under the Tory bus, and it is not just pensioners feeling the pain. In the last week alone—[Interruption.]
It is not just pensioners feeling the pain. In the last week alone, inflation has risen to a 40-year high, mortgage rates are at the highest level since the financial crash and people’s energy bills are about to rise to more than £5,000. Can the Prime Minister answer one simple question: why does she expect everyone else to pay the price for her failure?

May I associate myself with the Prime Minister’s remarks about the murder of David Amess a year ago? Our thoughts and prayers are very much with Julia and his family. Of course, we also think very much of those in Creeslough, who have been caught up in the terrible tragedy there.
I would have hoped that if the Prime Minister were making public spending commitments today, she would have said that those who rely on social security benefits will get their benefits uprated in line with inflation.
When the Prime Minister last stood at the Dispatch Box, the average two-year fixed-rate mortgage stood at 4.5%. It is now at 6.5% and rising, hitting average families with an extra £450 in mortgage payments every single month, over and above what they were paying. Thirty-seven days into the job, this is literally the cost of the Prime Minister’s incompetence. It is the price households are paying, and all because of the Chancellor she chose. Will she now give up on her desperate plan to save her Chancellor’s skin by scapegoating the Governor of the Bank of England?

Commons ChamberI think it is fair to say that the current regime is not fit for purpose, which is why we are in this situation today, so an urgent review of that is absolutely required.
Let me make some progress. Good, profitable businesses seeing a tsunami of cost increases, with energy costs at its core, are quite simply facing a fight for survival. It is clear that today’s plan does not go nearly far enough to mitigate the expected cost increase facing employers. The UK Government need to grasp the scale of this emergency.
Order. I wish to say something about the announcement that has just been made about Her Majesty. I know that I speak on behalf of the entire House when I say that we send our best wishes to Her Majesty the Queen, and that she and the royal family are in our thoughts and prayers at this moment. I am not going to take any contributions on this now; if there is anything else, we will update the House accordingly.
Thank you, Mr Speaker. Let me say, I am sure on behalf of all colleagues, that we are saddened to hear the announcement that has been made. The thoughts and prayers of us all will be with Her Majesty the Queen and indeed with the royal family.
In reality, the one big political question—the real question—was how today’s plan would be paid for and who would pay for it. Ever since the new Prime Minister took office, we have been waiting for these answers, but after all the waiting it could not be any clearer. She set it out very brazenly: the Prime Minister’s plan means that the public pay. She has made the political choice to tax families instead of companies—to put profit over people. Instead of a windfall tax, she has chosen a new Tory tax: the Truss tax—the Truss tax that means that, in the months and years ahead, households and businesses will be punished with higher bills, higher interest rates and higher mortgage costs. A Truss tax means cuts to the vital public services that people rely on and that are used to support the most vulnerable. A Truss tax means a threat to the Scottish budget, which the Scottish Government are using to protect our population and shield workers and public services as best they can.

On her first full day as Prime Minister, she has failed to rule out a Truss tax on households and businesses. Instead of targeting the profits of massive corporations with a windfall tax, the Prime Minister’s plan appears to be a decade-long raid on the bank accounts of ordinary taxpayers. These costs must not be passed on to consumers and businesses by deferring bills. The Government must announce an enhanced windfall profits tax, making sure that those oil and gas producers pay their fair share from excess profits. Does the Prime Minister understand that her first act as Prime Minister will now define her: a Truss tax that households and businesses will be paying for years to come?

Commons ChamberMr Speaker, may I join you in wishing all the best, at his impending retirement, to—James Mackay and Beth, who are here. He has been a friend to many of us across the House, and we congratulate him on his service. I also join the Prime Minister in congratulating Jake Wightman on his success overnight in winning the 1,500 metres at the world athletics championships. What a fantastic achievement.
This week has seen historic records set across the United Kingdom, but let us look at the Prime Minister’s record-breaking efforts in office. His Tory Brexit slashed £31 billion from the economy—the biggest fall in living standards since the 1970s. People’s pay in real terms is falling at the fastest rate on record, and we have the worst economic growth forecast in the G20 outside Russia, and the highest inflation in 40 years.
Personally, I would like to thank the Prime Minister, in his capacity as Minister for the Union, for driving support for independence to new heights. Westminster is holding Scotland back. The economy is failing, and this Prime Minister has driven us to the brink of a recession. Has not the Prime Minister’s legacy of catastrophic mismanagement paved the way for the end of the Union?

Commons ChamberI am relieved that we can hear the right hon. Gentleman’s speech, and that we no longer have the Prime Minister bawling at those who are speaking as he leaves the Chamber. Does the right hon. Gentleman agree that what we want over this period of change is dignity? We want dignity in the House and dignity in the country, and we did not see that from the Prime Minister in his behaviour on the Front Bench today.
Order. I think I make that decision, and I do not need any recommendations. The behaviour on both sides has not been exceptional today. Come on, Ian.
Thank you, Mr Speaker, although I have to say that I agree with the hon. Gentleman. This is important. These are matters that are of interest to the public, and we need to treat each other with a degree of respect and dignity.
Let us come back to the Prime Minister. He broke his own laws in office and he broke international law, but the thing that ultimately brought him down was the fact that he could never, ever be trusted with the truth. That is the record, and that is now the Prime Minister’s legacy. He should not be allowed any room to rewrite that record and that legacy—even for seven weeks. It has not escaped anyone’s notice that this Prime Minister has lived his life thinking that the world owes him a living. He has not had the grace to stay today to hear the opening speeches in this debate. That tells us everything that we need to know.
My goodness! The right hon. Gentleman knows that I have respect for him, but there for all to see is the lack of compassion, decency, humanity or recognition that people in highland constituencies are not getting the benefits that other people are getting. That is what happens with this Conservative Government.
Let us come back to the Prime Minister and his sense of entitlement—that he deserved to be Prime Minister, that he deserved to be above the rules and that he deserves the dignity of staying in office over the summer. But this place and the public owe him nothing. Only this weekend, he again showed why he is unfit for office by skipping Cobra meetings to do his favourite thing: attend yet another party. Another party! That is one thing that we might have thought he would learn. After being caught breaking his own laws and being fined by the Metropolitan police—the only Prime Minister in history to be fined in office—he turns his back on his obligations at a time of emergency over the effect of global warming, and he attends parties. That tells us everything that we need to know about the priorities of this Prime Minister. People have suffered enough under this most careless, casual and reckless inhabitant ever to have been entrusted with the office of Prime Minister. He does not deserve another day, never mind another seven weeks.
As well as casting verdict on the Prime Minister, today is also the chance to hold to account those who propped up his Government for so long. With every new candidate and every new campaign video for the Tory leadership, we are bombarded with talk of fresh starts and of hitting the reset button. I hate to break it to those candidates, but it is not lost on any of us that most of that talk is coming from the same people who backed this Prime Minister from day one and sat around his Cabinet table until the very end. Try as they might, they cannot hide the uncomfortable truth that they want us all to magically forget—that their party has been in power for 12 deeply damaging years. Fresh starts, new starts or clean starts simply do not exist after 12 years of the chaos that now defines their time in charge, and definitely not when they have already failed to get rid of the Prime Minister they put in power.
The herd might have moved last week, but it has very quickly fallen back in line and reverted to Tory type, as we have seen this afternoon. The Tories have stayed with this Prime Minister until the bitterest of ends, and today proves that they are staying with him still. Their failure to get rid of him means that we now finally need get rid of the lot of them, because today proves another thing: the only fresh start that will work is a general election—an election that will offer the Scottish people the chance and the choice of an independent future. On these Benches, we relish that campaign and the choice that is coming.
The need to put an end to this Tory Government is underlined by the terrifying spectacle of the leadership race under way throughout this building. No sooner had the race begun than it became clear that it was not just a race to get into Downing Street; it was a race to the toxic right. The policy proposals so far have amounted to tax cuts for the rich at the same time as millions of families are struggling to put food on the table, to watering down our climate targets when we can literally feel temperatures soaring, particularly in this place, and to doubling down on the hostile environment when the Rwanda policy has already gone beyond the point of morality.
The new Tory vision of these candidates is every bit as disturbing as the old one. While they are tearing lumps out of each other in this contest, they are ignoring the very thing that they are all responsible for: the Tory cost of living crisis ripping through every household on these islands. The contest has also exposed that they are completely out of credibility. Never again can those on the Conservative Benches claim economic literacy. During this leadership campaign, the Tory candidates have not just discovered a magic money tree; they have apparently found a magic money forest. The billions in tax breaks for the rich that they are bidding over always come at a price for the poor.
One of the most telling insights of the contest came from the current Chancellor, whose policy is to cut 20% from all public spending. That means 20% cuts to the NHS, to welfare and to our Scottish Parliament. The Tories imposed one decade of devastating austerity, and now it seems the new Tory vision is gearing up to inflict another. If ever there was a reason to vote no confidence today, surely that is it.
Of course, we on the SNP Benches are now well used to our country’s constitutional future being discussed and dictated by Tory politicians and Governments, who Scotland has not voted for or had any confidence in since 1955. The last number of weeks have been no different. It turns out that democracy denial was not just an attitude of the Prime Minister; it is now official Tory policy. The idea of a voluntary union of nations was clearly dead and buried long ago according to the Tory party, because every single candidate for the Tory leadership has fallen over themselves to tell us just how they are going to deny Scottish democracy—and we know why. They have long since run out of ideas and run of road in defending the Union, so now they are running scared of democracy.
I am genuinely sorry to say that the Labour party has now joined in that too. In the space of the last week, the leader of Labour party told us he was ruling out two things. The first was an independence referendum that—let us not forget—the Scottish people have voted for. The second was a return to the European single market and freedom of movement. He did not rule that out for now; he ruled it out forever. So not only will this place and these parties try to deny our right to a democratic vote on our future, but they will forever deny our return to the European Union.
If ever there were two motivating arguments to secure our independence, surely there they are. If that is really the Better Together strategy, it is in worse trouble than I even thought. The crucial point that those reunited Better Together parties need to understand fully is this: not only does Scotland have no confidence in this Tory Government, we have no confidence in Westminster control over our country. The parties here might not like it, they might try to deny it, but that is democracy—and them’s the breaks.
We want a different future—a future where we get Governments we vote for, where our democratically elected Parliament cannot be overridden and undermined, and where we have a secure foundation on which to build the economic and social future that we want. We want a new Scotland at the heart of the European Union. That is the future we can have confidence in. We have lost control in this place; we have lost confidence in Westminster.

Commons ChamberMay I give every best wish to the England and Northern Ireland ladies’ football teams as they approach the Euro championship? There is nothing better than seeing your team in the final.
We commemorate the passing of Terrence Higgins 40 years ago, and of all those who have died from AIDS since then. I am sure that the whole House will also want to join me in passing condolences to the family and friends of the Scottish football goalkeeping legend, Andy Goram, who sadly passed last weekend, far too early. He will long live in memory as the best goalkeeper that many of us have seen.
It is easy to forget that only 10 days ago the Prime Minister was dreaming of a third term. It is often said that a week is a long time in politics, but it turns out that 10 days is truly a lifetime. Let us face it: it is a minor miracle that the Prime Minister has even made it through to Prime Minister’s questions. He really ought to see the faces behind him. Prime Minister, it really is over.
The Prime Minister is desperately clinging on to his own fantasy, but the public cannot afford to put up with this farce of a Government a minute longer. Today we should be talking about the Tory cost of living crisis, soaring inflation and the growing costs of Brexit, but instead it is always about him. How many more Ministers need to quit before he finally picks up his pen and writes his own resignation letter? Perhaps that is what he is doing now.

On Windrush Day, we celebrate all those who have made Scotland and the UK their home. My party backs calls for a major commemoration for the 75th anniversary next year so we can properly mark the valued contribution that those who came here have made.
This morning, it was revealed that UK inflation is now at a 40-year high. Families right across these islands are seeing their incomes squeezed as prices rise, bills soar, and Tory cuts and tax hikes hammer home. After 12 years in government, the Tories have left the UK economy in the doldrums and pushed millions of people into poverty, so can I ask the Prime Minister: does he think his Government bear any blame for the fact that the United Kingdom is doing so much worse than our European neighbours?

I want to join others today in expressing my deepest sorrow at the horrific events in Texas yesterday. Some 19 children and two teachers have needlessly lost their lives. Many of us in Scotland will be remembering the tragic events that took place in Dunblane 26 years ago. The thoughts and prayers of the SNP are with the families suffering today, but we also hope that lawmakers will finally act to bring to an end the scourge of gun violence that plagues the United States.
The reports of the Prime Minister’s and Downing Street’s lawbreaking have been damning: empty bottles littering offices; rooms so crowded people were sitting on each other’s laps; and security forced to intervene because parties were so outrageous. At the centre was the Prime Minister orchestrating it and grabbing a glass for himself to toast the partygoers. For eight months, we have heard every excuse under the sun, but now we have all seen the damning photo evidence. While people stayed at home to protect the NHS, the Prime Minister was engaging in drinking and debauchery that makes a mockery of the gut-wrenching sacrifices that each and every person made. Will the Prime Minister now take the opportunity and resign?

Commons ChamberI will come on to those points in a moment. Let me say respectfully, particularly to the hon. Members for West Aberdeenshire and Kincardine (Andrew Bowie) and for Banff and Buchan (David Duguid) that I think they know that a referendum will come.
Let me take the Speaker’s warnings about behaviour in this House and how we should all reflect on it and how we interact with each other. That applies across the House—I say that to my friend the hon. Member for Edinburgh South (Ian Murray) on the Labour Front Bench, too. When we have that referendum, it is incumbent on us all to engage constructively.
Let us examine, and by all means pull apart, the arguments for and against Scottish independence, but let us treat the electorate with respect. Let us trust the electorate who have given the Scottish Government a mandate to have that referendum. [Hon. Members: “2014!”] I hear what Members say about 2014. The whole point is that the electorate are given a choice in an election to elect a Government—and a Government with a mandate for an independence referendum. Let us not forget that, in 2014, we were explicitly told that if we stayed in the United Kingdom our rights as European citizens would be respected. What did this House do to Scotland? This House took Scotland out of the European Union against its will, and it is perfectly right that, under those circumstances, the people of Scotland have the right to revisit whether they wish to become independent.
I have to make progress.
Just as this Queen’s Speech seeks to entrench—[Interruption.] I hear the hon. Member for West Aberdeenshire and Kincardine (Andrew Bowie) saying, “Scotland doesn’t want out.” I hope he rises to speak at some point in the Queen’s Speech debate and tries to defend that. I say to him, as I do to the Prime Minister, that we have the mandate for an independence referendum. If he does not think that we will win it, let’s bring it on! I tell you what, Mr Speaker: he will soon find that Scotland will vote for independence.
Just as this Queen’s Speech seeks to entrench Brexit Britain, our Scottish Parliament will bring forward legislation that offers a very different future to our people: a positive and progressive future at the heart of Europe. We are not seeking the Prime Minister’s permission; the only permission that we need—[Interruption.] There we are: we can see that the Prime Minister could not care less; he is talking to his friends on the Government Front Bench. That is the disdain that we see for the people of Scotland from this Government. They simply could not care less. The only permission we will ever need is the democratic permission of the Scottish people.
Let us not forget that it is the people of Scotland who hold sovereignty. Let us not forget—the Prime Minister might want to listen to this—the legal opinion in the case of MacCormick v. the Crown at the Court of Session in 1953, when Lord Cooper stated:
“The principle of the unlimited sovereignty of Parliament is a distinctively English principle which has no counterpart in Scottish constitutional law.”
It is unquestionably the right of those in Scotland to determine their own future. Those rights were enshrined in the claim of right that was so instrumental in delivering our devolved Parliament, and that is the case today as we seek to exercise our rights in an independence referendum.
Let me remind the Prime Minister of the words of Parnell, who used to sit on these very Benches. He said:
“No man has a right to fix the boundary of the march of a nation; no man has a right to say to his country—thus far shalt thou go and no further.”
Time and again, the people of Scotland have spoken, and they want us to choose our own future. They spoke at the last Holyrood election, and they spoke again last Thursday. The longer Scottish democracy speaks, the louder it will get. If the Conservatives want to stand in the way—if they want to try to deny democracy—they should be well warned that democracy will sweep them away, just as their party was swept away last week.

Commons ChamberMay I associate myself with the remarks of the Leader of the Opposition about the absolutely disgusting misogyny and sexism witnessed by the deputy leader of the Labour party? What has happened over the past few days should shame us all.
This morning, the Trussell Trust confirmed that 830,000 children across the UK are being left to depend on emergency food parcels. Instead of convening a Tory talking shop at Cabinet, the Prime Minister should be acting to help those children and help families through the cost of living emergency. If he is genuinely looking for ideas to tackle this Tory-made crisis, he would be wiser to look beyond his Cabinet colleagues, who, of course, know that he will not be there for very much longer.
As a parting gift, here is an idea for the Prime Minister. The Prime Minister visited New Delhi and Gujarat on 21 and 22 April to deepen our comprehensive strategic partnership with India. The relationship between the UK and India is one of friends, partners and equals. Russia’s invasion of Ukraine has shown the importance of greater and deeper partnerships between democracies. This visit enhanced our objectives on green growth, security and defence, as well as trade.
Security and defence are a vital element of our growing partnership, and the Prime Minister discussed next-generation defence and security collaboration, including through supporting the “make in India” approach to security and defence. A commitment was outlined in a joint cyber statement to deepen co-operation across cyber-governance, deterrence and strengthening cyber-resilience. The UK also issued an open general export licence to India, reducing bureaucracy and shortening delivery times for defence procurement. This is the first for a country in the Indo-Pacific.
Another priority is our trade and prosperity relationship, and the Prime Minister agreed with Prime Minister Modi to conclude the majority of talks on a comprehensive and balanced free trade agreement by the end of October 2022. UK businesses also confirmed more than £1 billion of new investments and export deals, creating almost 11,000 jobs here in the UK.
The Prime Minister and Prime Minister Modi discussed co-operation on clean and renewable energy, aimed at supporting India’s energy transition away from imported oil and increasing its energy security. We launched a hydrogen science and innovation hub to accelerate affordable green hydrogen, as well as committing new funding for the green grids initiative announced at COP26. The Prime Minister also confirmed a major new collaboration on science and technology.
Thank you, Mr Speaker. I am grateful to the Minister for being here but, of course, this was a question to the Prime Minister. There is a clear convention that Prime Ministers have a duty to update this House following their attendance at major summits or following significant visits. This convention has been respected and followed by all Prime Ministers in recent years and, as on so many other matters, the only exception to that rule is the current Prime Minister.
Following the Prime Minister’s visit last week, he should have come to this House to give an update. He has once again failed to do so. Instead, he chose to go campaigning for his party in the local elections, although I suspect that will not do his party much good.
The Prime Minister’s failure to come before the House is by no means a one-off, as he failed to come before the House after the extraordinary NATO summit in March. There is a very clear pattern. This is a Prime Minister who has no respect for the office he occupies, and even less respect for this House.
Now the Minister has fronted up for her boss, I will ask her a number of questions. Can she provide an update on what discussions were had with Prime Minister Modi regarding the deteriorating situation in Kashmir? We all know how difficult and delicate this region is, and it requires constant vigilance and attention. Putin’s war in Europe is rightly our collective focus, but we must not lose sight of other countries and regions where conflict and violence are a constant threat.
Can the Minister also give more details on any progress towards a free trade deal? Reports suggest that October is the timeline for completion. Is that accurate?
What reassurance can she give to our farming and crofting communities, which have already been badly undercut by the post-Brexit trade deals this Government have negotiated? Given the many concerns about ongoing human rights violations in India, what provisions will be made in any free trade deal to promote and protect our values?
Finally, can the Minister guarantee that, whoever happens to be Prime Minister in the next few months, they will again follow convention and come before this House to make statements on significant visits?

Commons ChamberI will come on to that in a little more detail, but the Tory MPs who are here, and those who are not here for whatever reason, should show some moral fibre and show a backbone. They should recognise what this Prime Minister is doing to the very fabric of our democracy. Today of all days, they should do the right thing and support this motion in the name of the Leader of the Opposition and of the leaders of so many other parties in this House.
We should not forget that, when the Tories put this Prime Minister into Downing Street nearly three years ago—[Interruption.] Actually it was the Conservatives who elected Boris Johnson as their leader. The important fact is that the Tories knew exactly the kind of person they were putting into the highest office in the land. They knew his track record; they knew his character; they knew who he was and what he was; and they still chose him as their leader. Conservative Members know better than anyone else in the House that a trail of scandal and lawbreaking was always going to define his time in office.
In three short years, those who made those predications have unfortunately not been disappointed. The sleaze and the scandal has been ten a penny. From lying to the Queen to illegally proroguing Parliament—
Order. We have to be careful. I have asked for moderate, more temperate language. I am not having the Queen brought into it. Withdraw that point.
In deference to you, Mr Speaker, I will do so.
Let us not forget the fact that the Prime Minister was found by the highest court in the land to have illegally prorogued this Parliament.
Order. I said this at the beginning, and I know the right hon. Gentleman will want to stick to what I said. We cannot go beyond the terms of the debate. I know he is very good and can stick to the script that I have explained.
I will happily take your guidance, Mr Speaker. Of course, we will reflect on the Supreme Court’s judgment.
Stuffing the House of Lords with Tory party donors, VIP lanes for covid contracts, and even dodgy donations to decorate Downing Street—this is who the Prime Minister is. It is who he has always been. As Prime Minister, he has done exactly what it says on the tin. The real point is that as the days pass with him staying in power, it is who the entire Conservative party has become.
How we get confession from a Prime Minister who denies everything, I just do not know.
Mr Speaker, I know you will understand that I cannot let this moment pass without a special word for the spineless Scottish Tories. In fairness, the Scottish Tory leader is probably the only person in the Conservative party who finds himself in a deeper hole than the Prime Minister. In fact, he is so far down a political hole that he obviously found it impossible to dig his way out and make it down to London to vote his boss out tonight. I understand that plenty of people back home are looking forward to the Scottish Tories being given a straight red in the council elections in a few weeks. [Interruption.] There we go again. I hope people in Scotland are watching, because what we see is the Conservatives trying to shout down parliamentarians in this House. That is what is happening.
For most people, it is very understandable—[Interruption.] There is Scotland’s answer from the Tories: “Let’s shout Scotland down.” That is what they are doing this afternoon. [Interruption.]
Order. Can we just calm down? I want to hear the right hon. Gentleman, and I know he wants to get back on track. He does not want to distract from this important debate.

It is understandable that most people’s main reaction to the flip-flopping Scottish Tory leader and his support for the Prime Minister is disbelief and justified anger. I have to admit that, when I reflect on the position of the Scottish Tory leader, my main reaction is something I know he will appreciate far less. I actually feel sorry for him, because he is by no means the first person to have his career ruined by the Prime Minister. That pile of people is a mountain high. Everybody, and I mean everybody, is eventually thrown under the Boris bus. As we saw yesterday, not even the Archbishop of Canterbury is safe. Clearly, the days of the Church of England being the Conservative party at prayer are long gone. The Prime Minister’s party is obviously praying to another god these days, although no doubt even that will not guarantee its salvation.
But in all seriousness, that unjustified attack on the archbishop gives another toxic insight into the thinking and methodology of this Prime Minister. His modus operandi is very simple: when he finds himself under political pressure, he finds someone else to blame—anyone else, just as long as he never takes responsibility himself, because nothing and nobody else matters. The only thing that does matter is that this Prime Minister will stop at nothing to save his own skin. That is why Conservative Members should not save him today. Think about it: he would not even lift his finger to help them. So if they have any self-respect, they need to ask themselves why they should even be contemplating walking through the Lobby for him.
Let me end on this point. It might surprise hon. Members to hear, from a party that is unapologetically seeking out of this very institution and out of this Parliament, that I actually do care how it acts and operates, and about the values it holds. I care deeply for this reason. Today’s motion is not just about this Parliament or about this place. We should all know by now that democracy and decency are under assault the world over. If we fail to defend these values in every single institution we are part of, these values will decay and decline. It was George Orwell who famously said:
“Political chaos is connected with the decay of language”.
I know that people are deeply fearful about just how real that prophesy has felt in the last few years because, when language decays, so does the truth and so does trust in our politics. A Prime Minister who cannot be trusted with the truth marks the end of that dangerous decline. So if today is about anything, it has to be about finally ending that decline.
That decline did not start with this Prime Minister, but it needs to end with him. We should all be very clear as to what the consequences are if this House fails to act today. If we don’t act—if we don’t stop—this Parliament will be endorsing a new normal in this Parliament and across our politics: a new normal where no one is held responsible, no one is held to account and no one ever resigns. That is exactly why this motion matters, because it can and it will only ever become a new normal if we put up with it. It only becomes normal if those responsible are not held to account and are not made to answer for their actions. So I genuinely say to Members from across the House, but especially those Members opposite: if they have any interest in maintaining some dignity and decency in public life, they should finally hold this Prime Minister to account for his actions and remove him from office. They should support this motion, they should submit their letters of no confidence and they should finally show this Prime Minister the door.

Last night, the Prime Minister may have convinced his Back Benchers and his spineless Scottish Tories to keep him in place for another few weeks, but the public are not so easily fooled. Eighty-two per cent. of people in Scotland said that they believed the Prime Minister lied to this Parliament, and to the public, about his law-breaking covid parties. Are they right, or should they not believe their lying eyes?

Commons ChamberLet us remind ourselves that, on 8 December 2021, the Prime Minister denied that any parties happened at No. 10 Downing Street—the very same parties that the police have now fined him for attending. People know by now that the rules of this House prevent me from saying that he deliberately and wilfully misled the House, but maybe today that matters little, because the public have already made up their mind.
YouGov polling shows that 75% of the British public, and 82% of people in Scotland, have made up their mind on the Prime Minister. The public know the difference between the truth and lying, and they know that the Prime Minister is apologising for one reason, and one reason only, and it is the only reason he ever apologises: because he has been caught. After months of denials, his excuses have finally run out of road, and so must his time in office. The Prime Minister has broken the very laws he wrote. His trying to argue that he did not know that he had broken his own laws would be laughable if it were not so serious. Prime Minister, you cannot hide behind advisers. He knows, we know and the dogs in the street know that the Prime Minister has broken the law. This is the first Prime Minister to be officially found to have broken the law in office—a lawbreaking Prime Minister. Just dwell on that: a Prime Minister who has broken the law and who remains under investigation for additional lawbreaking—not just a lawbreaker but a serial offender. If he has any decency, any dignity, he would not just apologise but resign.
The scale and the seriousness of the issues we all now face demand effective leadership from a Prime Minister who can be trusted. The Tory cost of living crisis and the war crimes being inflicted on the Ukrainian people need our full focus. In a time of crisis, the very least the public deserve is a Prime Minister they can trust to tell the truth. For this Prime Minister, that trust is broken and can never be fixed. The truth is that a majority of people across these islands will never against trust a single word he says.
The questions today are not so much for a Prime Minister desperately clinging on to power. The real question is for Tory Back Benchers: will they finally grow a spine and remove this person from office? Or is the Tory strategy about standing behind a Prime Minister whom the public cannot trust with the truth?

Last night, millions of families will have been desperately trying to figure out how they will possibly afford the £700 energy price hike that will hit them this Friday. At the very same time, Tory MPs were gathering across the street for a champagne bash in the Park Plaza. We all know that the Tories partied during lockdown, and now they are—[Interruption.]
Order. Mr Fabricant, Easter is upon us. I do not need you to ruin your Easter. Let us hear—[Interruption.] Order, all of you. Let us hear SNP leader Ian Blackford.
They shout and scream when we are raising the Tory cost of living crisis. We all know that the Tories partied during lockdown and now they are partying through the cost of living emergency.
Last week the Chancellor got it badly, badly wrong with the spring statement, and ever since the Prime Minister has been busy briefing against him, saying that more needs to be done. For once I agree with the Prime Minister. So if he really believes that more needs to be done, can he tell us exactly what he will order his Chancellor to do to help the millions of families who are facing a £700 price hike this Friday?

Commons ChamberIn a matter of seconds, at 12.16 pm, a Virgin Atlantic aircraft is due to depart Heathrow airport to go to Warsaw to pick up 50 young orphans who have left Ukraine and are coming to spend the next period of their life in Scotland, with the sanctuary we can offer them. I would like to take this opportunity to thank everyone who has helped to make sure that we can offer a new start to these young people, away from the war. I thank the Governments in London and in Edinburgh, and in particular the immigration Minister, the hon. Member for Torbay (Kevin Foster), and the refugee Minister in the House of Lords, Lord Harrington. This is a good day for those 50 young people, but let us hope that it is the beginning of something much more significant for many more young people we can offer sanctuary to.
This morning, we have official confirmation that inflation is at its highest level in 30 years, but families do not need official confirmation to know that the cost of food and energy is now at a price they simply cannot afford. The very people who bore the brunt of the health pandemic are now being hammered by the poverty pandemic. This is not just a cost of living crisis—this is an emergency. That is why, in Scotland, the SNP Government are doubling the Scottish child payment and raising the benefits they control by 6%—that is double the rate the Chancellor has proposed for the benefits that he has control over. So this is a very simple question for the Prime Minister: if he truly understands that this is an emergency, will he match the Scottish Government’s commitment and lift all benefits by 6%?

Commons ChamberMay I welcome our four colleagues from the Parliament of Ukraine who are with us today? We all stand with them.
I have spent much of the past week trying to help the Scottish charity Dnipro Kids, which was established by fans of Hibernian football club. It has evacuated 48 children from orphanages in Ukraine and is desperately attempting to provide them with temporary sanctuary in Scotland. There is a plane ready and waiting in Poland to bring these orphans to the UK on Friday, but that flight will leave empty without the necessary paperwork from the Home Office.
The Polish authorities, Edinburgh City Council, the Scottish Government and the orphans’ guardians are all working to bring these children to safety. I have worked with UK Government Ministers to try to make that happen—I commend Lord Harrington in particular for his efforts—but a week on, the Home Office is still proving to be the only obstacle in the way, and it risks leaving these children stranded. I am pleading with the Deputy Prime Minister to remove these obstructions before it is too late. Will he work with me and the Ukrainian authorities to guarantee that these 48 Ukrainian orphans will get on that plane this Friday?

Commons ChamberWe are now 14 days into Putin’s war. In that time, I have genuinely tried to work constructively with the UK Government and I will continue to seek to do that. Nobody should support the Government, however, when it comes to their response to the refugee crisis—760 visa approvals in two weeks is disgraceful.
In that time, Poland has taken over 1.2 million refugees, Hungary has taken over 190,000 refugees, Germany has taken over 50,000 refugees, Italy has taken over 7,000 refugees and Ireland—a country of just over 5 million people—has given sanctuary to three times as many refugees as the United Kingdom. Those numbers do not lie; they tell a devastating truth. Does the Prime Minister find it acceptable that his Home Secretary has overseen one of the slowest, most bureaucratic and incompetent refugee responses in the whole of Europe?

With every passing hour, the world is witnessing the horrors of Putin’s war in Ukraine. In Kherson, a family of five—a mother, her parents, her six-year-old daughter and her baby son—were murdered in cold blood by Russian troops. In the same city, a 12-year-old boy watched his mother die as he desperately attempted to save her from the rubble of her own home. These are war crimes happening in Europe right now.
Vladimir Putin is a war criminal, and, one day soon, he must face justice in The Hague. To prosecute Putin and his regime, the full range of war crimes charges need to be used, including the crime of aggression by a state, but the UK has always refused to sign up to the prosecution of this crime in international law. Surely with Putin’s crime of aggression in plain and horrific sight in Ukraine, now is the time to drop that opposition. Will the Prime Minister meet with me to discuss this, and will he amend the UK War Crimes Act 1991 and support the International Criminal Court prosecution of Putin for his crimes of aggression against the people of Ukraine?

Twice in Prime Minister’s questions, the Prime Minister referred to Alex Salmond and talked about him being one of our own, which is quite disgraceful. Alex Salmond has nothing to do with the Scottish National party. He is the leader of—[Interruption.]
Order. I am sorry, but I want to hear the point of order, because I have to answer to the question. I must hear the question.
Alex Salmond is not a member of the Scottish National party. Indeed, he is a member of another party. Moreover, the SNP has made it quite clear that no parliamentarian is permitted to appear on RT. To be traduced in the way that we were by the Prime Minister is simply unacceptable and he should withdraw his comments.
You have absolutely put it on record that Alex Salmond is no longer the leader of the SNP. That was many years ago and, as I understand it, he is now a member of the Alba party. That has now been corrected and I am sure everyone is aware of it.

Commons ChamberThis statement was billed as the Prime Minister’s moment of pride, but it is clear that this morning was a moment of panic for this Government. Disagreement across Whitehall and the lack of any serious engagement with the devolved nations show that these decisions are bereft of science or consultation. It appears that these dangerous choices are purely political and have been made up on the hoof—another symptom of a Government in turmoil.
The illogical reality of UK finance means that these decisions, made for England by a failing Prime Minister, affect the money the devolved nations have to provide testing. It is unacceptable that the ability to protect—[Interruption.] I hear “Money!”, but we are talking about protecting the people of Scotland, something that this Prime Minister is turning his back on. It is unacceptable that the ability to protect our population can be imperilled on the basis of a political decision taken by a Prime Minister in crisis. His decisions directly affect whether Scotland has the funding required to keep its people safe. That is the ridiculous reality of devolution, but it is a reality that must be addressed.
Will the Prime Minister now confirm what the residual funding for testing will be, to enable the Scottish Government to pick up the pieces of this chaotic withdrawal of support? It makes the case for Scotland to take the necessary measures to keep our people safe. We need the financial ability to make our own choices, and that only comes with independence. [Interruption.]
I will also hear the right hon. Gentleman in silence. I do not need the barracking. He certainly does not need it and I do not need it.

PCR testing, the legal requirement to self-isolate and access to lateral flow testing have been instrumental in containing the virus. As we move forward to live with covid, these are the very safeguards that support a return to normal life. These short-sighted decisions have long-term implications. They also hamper vital surveillance efforts and impede the ability to respond to new variants. The reality is that we have a Prime Minister beset by chaos and mired in a police investigation for breaking his own covid laws.

Commons ChamberCan I say that it is a pleasure to follow the former Prime Minister? Perhaps her behaviour in office, like that of many who went before her, was about dignity and about the importance of the office, of respect and of truthfulness, and the Prime Minister would be well advised to focus on those who have not dishonoured the office like he has done.
We stand here today faced with the systematic decimation of public trust in Government and the institutions of the state, and at its heart a Prime Minister—a Prime Minister—being investigated by the police. So here we have it: the long-awaited Sue Gray report—what a farce. It was carefully engineered to be a fact-finding exercise with no conclusions, and now we find it is a fact-finding exercise with no facts, so let us talk facts. The Prime Minister has told the House that
“all guidance was followed completely”—[Official Report, 1 December 2021; Vol. 704, c. 909.]
that “there was no party”, covid rules were followed, and
“I believed…this was a work event”.—[Official Report, 12 January 2022; Vol. 706, c. 562.]
Nobody—nobody—believed him then, and nobody believes you now, Prime Minister. That is the crux. No ifs, no buts; he has wilfully misled Parliament.
Order. It would be acceptable to say “inadvertently misled the House”, but “misled the House” is not acceptable. The right hon. Member must withdraw that comment.
The Prime Minister inadvertently told the House on 8 December that no parties had taken place and then he had to admit that they had.
It is bad enough that the Prime Minister’s personal integrity is in the ditch, but this murky business is tainting everything around it. It is the Scottish National party’s intention to submit a motion instructing the Prime Minister to publish the Gray report in full. Will the Prime Minister obey an instruction by this House to publish as required?
Amid allegations of blackmail by Tory Whips, Tory Members have been defending the indefensible. We were told, “Wait for the report.” Well, here it is, and it tells us very little—except it does state that
“There were failures of leadership and judgment by different parts of No. 10”
and that
“Some…events should not have been allowed to take place.”
That is the Prime Minister’s responsibility. If there was any honour in public life, he would resign. Where is—[Laughter.] The Prime Minister laughs. We ought to remind ourselves in this House that 150,000-plus of our citizens have lost their lives and family members could not be with them. That is a sight that people will remember: a Prime Minister laughing at our public. I extend the hand of friendship to all those who have sacrificed. I certainly do not extend the hand of friendship to the Prime Minister, who is no friend of mine.
Where is the shame? Where is the dignity? Meanwhile, the police investigation will drag on and on. Every moment the Prime Minister stays, trust in Government and the rule of law is ebbing away. With the litany of rule breaking, the culture of contempt and the utter disdain for the anguish felt by the public who have sacrificed so much, what the public see is a man who has debased the office of Prime Minister, shirked responsibility, dodged accountability and blamed his staff at every turn, presided over sleaze and corruption and tainted the very institutions of the state. In short—[Laughter.] Government Members can laugh, but the public know that this is a man they can no longer trust. He is being investigated by the police. He misled the House. He must now resign.
Order. The right hon. Member will have to withdraw that last comment.
Order. Unless you withdraw, I will have to stop, and that is not good. Just withdraw the words.
I am standing up for my constituents who know that this Prime Minister has lied and misled the House.
Order. I will give you, as leader of the SNP, one more chance to say “inadvertently misled.” I do not want to have to throw you out, so I will give you this chance. Please.
I will speak truth to power. That man has misled the House.
Order. I am sorry that it has come to this, and I am sorry that the leader of the party has not got the decency just to withdraw those words in order that this debate can be represented by all political leaders. Would you like to say “inadvertently”?
Mr Speaker, if the Prime Minister has inadvertently misled the House, I will state that.
Can I just say: I take it that the right hon. Member has withdrawn his remark?

Thank you, Mr Speaker. May I associate myself with the remarks of the Prime Minister about Bloody Sunday?
I am sure that you and the entire House will want to commemorate tomorrow Holocaust Memorial Day, when we remember the 6 million Jews who lost their lives at the hands of the regime of Hitler, and of course, we remember other genocides, not least more recently in Bosnia—we all pray for continued peace in that country.
At the heart of this matter, we have a Prime Minister who is being investigated by the police for breaking his own laws—it is absolutely unprecedented. This is a man who demeans the office of Prime Minister. This is the latest in a rap sheet that is already a mile long: illegally proroguing Parliament; misleading the House; decorating with dodgy cash; and partying while the public suffered. Every moment he stays, he is dragging out the agony for families who remind him of the sacrifices they made and dragging his party further through the dirt. The public know it, the House knows it, even his own MPs know it—when will the Prime Minister cop on and go?

May I add my remarks to those already made about Jack Dromey? He was a feisty fighter for workers’ rights, and an inspiration to many of us on both sides of the House because of the way in which he conducted himself. We will miss him, and I send condolences to Harriet and to the rest of the family.
The Prime Minister stands before us accused of betraying the nation’s trust, of treating the public with contempt, of breaking the laws set by his own Government. A former member of Her Majesty’s armed forces, Paul, wrote to me this morning. His father died without the love and support of his full family around him, because they followed the regulations, Prime Minister. Paul said:
“As an ex-soldier, I know how to follow rules but the Prime Minister has never followed any rules. He does what he wants and gets away with it every time”.
The Prime Minister cannot “get away with it” again. Will he Prime Minister finally do the decent thing and resign, or will his Tory MPs be forced to show him the door?

During his statement, he twice asked me to withdraw remarks that I had made during the statement. I do not withdraw any of the remarks that I made in the statement, because I am happy to confirm that everything that we have said was truthful and was about making sure that the Prime Minister was addressing the comments that we were making. That is in sharp contrast—

The right hon. Gentleman should bear with me; I have not quite finished. What you have done is corrected, and put on record your views and opinions, and I am quite happy for that to be noted. I do not want to get into a debate. I hear that there was some unparliamentary language from both sides. I do not expect it. I do not want it. I want us to start going forward in the new year with more tolerance and better respect for each other. I do not want to continue this argument or the debate any further. We have two more statements and other business to get through, so just for now let us turn the temperature down. I do not want to get into further arguments about what was said from each side, which is where we were going.
I am very happy that the point is on the record. It has, in your opinion Mr Blackford, been corrected. It is up to the Prime Minister whether he wishes to take that view. I do not like the sniping from the sidelines. I know some carried on afterwards, but I really want to move on. Nadhim Zahawi is going to make a statement.
Points of order really should be made at the end of the statements. I have been very generous. Let us get moving and get through the business.
I really do not want to go on with this. It had seriously better be a point of order, because the last one was not—it was a correction.
The point is that the Prime Minister asked me to withdraw remarks, when what we had done was speak truth to power. However, there were several things that the Prime Minister said that were quite simply incorrect in relation to both myself and the deputy Leader of the Opposition, most importantly on the issue of poverty. Figures from the House of Commons Library and, indeed, from the United Nations confirm that poverty in this country has increased, and we need to stop the situation where the Prime Minister can come and make up his facts in the House of Commons.
Order. Can I just say to the leader of the SNP that that is on the record? You have corrected it. I am not going to continue with a debate. I am going to get on with the statement, because the statement matters to all our constituents. I am not going to continue a debate that has already ended.

Commons ChamberNo dignity from a Prime Minister who quite simply just does not get it. People across these islands have followed the rules, even when it meant missing friends and family, missing births, missing funerals, missing the chance to be beside a loved one in their dying moments. People have sacrificed, at times to the point of breaking, while the UK Government have laughed in our faces.
It is clear that the Prime Minister has lost the support of the public and now even his own Benches. This is not a grin-and-bear-it moment; this is a moment of moral reckoning. Every Member on the Conservative Benches must now decide: is this the man to lead these islands when lives are at stake? It is clear that this Prime Minister intends desperately to cling on to power, and I have nothing left to say to a man whose answers we simply cannot trust, so Mr Speaker—[Interruption.]
Order. I will hear this question whether the Front Bench like it or not. I am expecting better behaviour. The public out there are questioning this Parliament—do not add to that question.
They are questioning this Parliament and questioning this Prime Minister that we cannot trust.
It is clear that the Prime Minister is desperately clinging on to power, and I have got nothing left to say to a man who we simply cannot trust. It is time for Members in this House to act. If he does not resign, he must be removed.
On a point of order, Mr Speaker. I have informed the Prime Minister that I would be making a point of order, but I was informed by those on the Government Front Bench that he had to go. My goodness, those of us on the opposite side of the House absolutely agree that he has to go—he has to go as Prime Minister. People throughout these islands have been watching this debate today, and people feel revulsion at the stories that have emerged, in particular the video last night. What is worse is that there are now authoritative reports of not just one, not just two, but three different Downing Street parties during lockdown last Christmas, including one in the Prime Minister’s flat. What do we on this side of the House have to do to make sure that the Prime Minister takes responsibility for his breach of trust and the breach of covid regulations and that he does the right thing on behalf of all the people of these islands and resigns, and resigns now?
Order. [Interruption.] I think I make that decision. [Interruption.] No, I know you are not, and it is not to me, obviously.
This is a very tense moment for the House and I want to try to calm it down. We cannot continue a debate after it has already gone on, but what I would say is that I am not aware of any media attention and it is not for me to rule on something that happens in Downing Street. I also say to the right hon. Member that he has got his point on the record and we can leave it at that.

“Although Scotland, Wales and Northern Ireland have their own systems, we will direct money raised through the levy to their health and social care services.”
Let me tell the Prime Minister that health is devolved to the Scottish Government. The Prime Minister can get his mitts off our health system, because the people in Scotland trust the Scottish Parliament and the Scottish Government to run health and they certainly do not trust the Prime Minister—[Interruption.]
Order. Quite rightly, we heard the Prime Minister and the Leader of the Opposition; I expect everybody to listen to the leader of the SNP.
Thank you, Mr Speaker. When we have an attack on devolution, we have the baying mob of the Tories trying to shout down the voices from Scotland.
Government briefings in advance of the statement on social care told us that this was supposedly a key part of securing the Prime Minister’s legacy in office. Well, the Prime Minister is certainly creating a legacy, but it is definitely not the one in his vivid imagination. The real legacy of this Government is now well defined: a Tory Government who blatantly break manifesto promises and blatantly break international law.
It is telling that as we hopefully emerge from the covid crisis, the first act of this Prime Minister is to impose this regressive tax. The scandal of the tax hike is that it will fall hardest on the young and the lowest paid—the two groups that have suffered the worst economic consequences of the pandemic. Pre-covid and post covid, the pattern is the same, and this Government have learned nothing. Westminster keeps adding to the growing burden that young people face while stripping them of the benefits that previous generations enjoyed.
The unfairness of this tax hike will be especially felt in Scotland. The Scottish Government are responsible for social care and already funds provision—including SNP policies such as free personal and nursing care—from existing budgets and tax receipts. We have done it. As the Prime Minister well knows, by raising this levy across the UK, the Tories are taxing Scottish workers twice and forcing them to pay the bill for social care in England as well as at home in Scotland. This is the Prime Minister’s poll tax on Scottish workers to pay for English social care. Scottish people remember that it is this Prime Minister who said that
“a pound spent in Croydon was of far more value to the country than a pound spent in Strathclyde.”
Can the Prime Minister explain to the people of Strathclyde and across Scotland why he is now going after the pounds in their pockets to solve a social care problem in Westminster, which has failed to fix problems in Croydon and right across England? If their pound is really of less value, as the Prime Minister claims, why are we paying the price? Is he willing to stand up and explain to the families in Scotland why we are being hit by another Tory poll tax?

You certainly do not want to take responsibility for a Foreign Secretary who cannot realise the facts of the matter. You have taken spending to below where it previously was. If you cannot accept that, you cannot even count.
Order. The right hon. Gentleman keeps using “you”. He must come through me. I am the Chair. The Foreign Secretary is not the Chair.
Indeed, Mr Speaker.
It is important that the cuts to overseas aid are reversed in their entirety. [Interruption.] I know that the Foreign Secretary is trying to wind me up. When the rest of us were doing what we could in the past few days, he was lying on a sunbed, so I will not take any lectures from someone like him. People are facing the worst situation imaginable and we have a Foreign Secretary who sits laughing and joking on the Government Front Bench. He should be ashamed of himself. He demonstrates that he has no dignity whatsoever. He can carry on saying that the amount has been doubled—
Mr Speaker, this is an important matter. Aid spending in Afghanistan is still below what it was meant to be and the Foreign Secretary does not have the decency to understand and accept that. It just shows that he is out of touch with what people want, in the House and across these islands. Perhaps the Foreign Secretary will get a chance to intervene later on, but continuing to chunter from a sedentary position shows, really, that he has no dignity. He ought to have some self-respect.
When it comes to aid, it is telling to reflect on the chasm between the amount invested in this conflict and the amount invested in development. Since 2001, the UK Government have spent around £27.7 billion on military operations in Afghanistan. Over the same period, they have spent approximately £3.8 billion in aid. That amounts to eight times as much spending on military action as on supporting communities or helping to rebuild the country. Those figures alone should make this House seriously reflect on all the priorities, policies and political decisions that have ultimately resulted in this failure, and the failure rests on the shoulders of the Prime Minister and his Foreign Secretary. Billions have been invested to support these failed military decisions, and it is the Afghan people who are left paying the ultimate price.
I have concentrated my remarks on the here and now because we understand that the immediate priority must be to do everything that we can to protect lives. But in time there must also be a chance to review how the UK’s involvement in the region went so badly wrong. It is right to put on record today that there must be a future judge-led inquiry into the war in Afghanistan. We owe that to the brave men and women in our military who were sent there—many of them not returning; many of them making the ultimate sacrifice. Let me thank each and every one of those who have given so much to secure peace in Afghanistan.
As we exit Afghanistan, it is our forces that have to go back to facilitate our departure, putting themselves on the frontline once again. It is little wonder that so many of our service personnel and their families are asking what their involvement in Afghanistan was for. We have let Afghanistan down by the nature of our departure, but we have also let down our military. We should salute each and every one of them. They are right to be angry at the political failure. We owe that inquiry, too, to the many professionals and volunteers who were led to believe that they were there to support the Afghan people in building their nation; and we owe it to the future that such a massive foreign policy failure is never again repeated.
It is clear that Afghanistan did not go from relative stability to chaos overnight. The current situation is an acceleration of an existing state of affairs, of which the UK, the US and the Afghan Governments were seemingly unaware. The exit strategy was not properly planned, so it appears that the only people who were planning were the Taliban. There remain so many massive questions for the Prime Minister and his Government. How did the 300,000 men of the Afghan national defence and security forces seemingly vanish overnight? Why was so much trust placed in an Afghan Government that disintegrated the moment that foreign troops left? Why did the UK Government not push for a United Nations-led exit strategy, rather than silently sitting on the sidelines as the US made their decisions? Although history may well cast the final verdict on many of these questions and decisions, we also need the answers and accountability that only a judge-led inquiry can ultimately bring.
I began my remarks by saying that we are witnessing a humanitarian emergency from afar, but the sad reality is that this is by no means close to the first tragedy experienced by the Afghan nation. The story of Afghanistan is of a country and a people torn apart by tragedy time and time again. Over the years, great powers and vast armies have come and gone. It is the Afghan people who have always been left behind. There is, sadly, no evacuation and no escape for them from foreign policy failure. I am sure that many Afghan citizens simply see a cycle endlessly repeating itself. As an international community, we have collectively wronged these poor people for the best part of a century.
We asked the citizens of Afghanistan to work with us. We watched as girls were able to receive an education, as women were able to excel in so many fields, so that a light could be lit, pointing a path to a brighter future for so many to benefit from freedom of opportunity. That light has been extinguished. The future for so many women and girls is dark and forbidding. We have let them down. It is time to do the right thing. For those deserving and in need of our aid and our support, now is the moment to act; now is the moment for leadership.
I am now starting the seven-minute limit. I say to hon. Members: please think of others and try to see if you can shorten your speech, so we can get as many as possible in today.

Gentleman really felt that it was so bad, he could have made a point of order. The fact is that we need to calm it down. We need to get on with this debate, as it is important for all. People are watching it and we need to be able to hear all sides, and I am struggling at times. With so few Members here, it is amazing how much noise is being generated; I see Mr Shelbrooke is back in town. Carry on, Ian Blackford.

Last week, I asked an urgent question in this House regarding the misuse of covid funds for political campaigning. The Secretary of State ordered the use of a £560,000 emergency covid contract to conduct constitutional campaigning on the Union. That was taxpayers’ funds, which were earmarked for the NHS to protect supplies of personal protective equipment but were instead used to order political polling. [Interruption.] I can hear an hon. Friend asking whether they can do that; no, it is not permissible to engage in such behaviour. We are talking about taxpayers’ funds that were earmarked for the NHS to order PPE but were instead used to order political polling.
At Prime Minister’s questions on the Wednesday prior to my urgent question, the Prime Minister told me that he was unaware of the contracts. The accusation of misusing covid contracts was not media speculation; nor was it a political accusation: it was a plain fact. It came directly from the official evidence published in the High Court judgment on the Good Law Project v. the Minister for the Cabinet Office, which revealed that the Chancellor of the Duchy of Lancaster instructed—instructed—officials to commission research on
“attitudes to the UK Union”
using the emergency contract given to Public First for pandemic research. As I have stated, that is a fact admitted in a court of law, but in this very Chamber last week the Government sought to deny that any such spending took place and said that the Minister had no part to play in it. These are serious matters and we need honesty and transparency from the Government. Perhaps today the Minister on the Front Bench—the Under-Secretary of State for Health and Social Care, the hon. Member for Bury St Edmunds (Jo Churchill)—could put the record straight on the fact that it was admitted in court that that had happened.
We are dealing with a Government acting in a sleekit manner and in a covert way, using covid funds for research on attitudes to the Union without authority. For the UK Government to funnel funds earmarked for emergency covid spending into party political research is jaw-dropping and morally reprehensible. Can we imagine the reaction if the Scottish Government had used emergency covid funds to conduct polling on independence? There would have been justifiable outrage from Government Members.
In another court case, the failure to publish details of contracts within the required 30 days led the judge to rule that the then Health Secretary, the right hon. Member for West Suffolk (Matt Hancock), had acted unlawfully. It took the Government until last month to publish the details of 40 PPE contracts worth £4.2 billion, despite the contracts having been awarded a year before and despite the Government claiming months earlier that all PPE contracts had already been published. In documents seen by the BBC, Government lawyers admitted in February that 100 contracts for suppliers and services relating to covid-19, signed before October last year, had yet to be published. Yet three days earlier, the Prime Minister told MPs that the contracts were
“on the record for everybody to see.”—[Official Report, 22 February 2021; Vol. 689, c. 638.]
Was this yet another example of the Prime Minister being unaware of the situation that his Government had found themselves in? The alternative is—and can only be—that the Prime Minister willingly misled the House and the public. There is no other conclusion that can be drawn—
Order. I went through this earlier with other Members. “Inadvertently”—we do not use the direct accusation that somebody misled the House, but “inadvertently” I will accept. We have to use the right language, which is the language that we expect, and I am sure that the leader of the SNP would not want to break with the good manners of this House.
Of course I would not wish to do so, Mr Speaker, but I am simply laying out the facts of the matter.
I will be generous to colleagues and the Prime Minister and for the purposes of this place I will respectfully do so.
The court cases highlighted that the covid contracts were not published on time, and poor records left big unknowns, such as why some companies won multi-million-pound contracts and others did not. Clarity on the latter has been provided through the revelation that civil servants were requested to triage contract proposals into high-priority lanes. That means that proposals from a supplier recommended by Ministers, Government officials, or MPs and Members of the House of Lords were given preferential treatment. That was crucial to the success of those seeking procurement deals: a National Audit Office report found that up to July 2020, one in 10 suppliers that had been put in the high-priority lane were awarded a contract, while the figure was less than one in 100 for those outside that lane. It is not what you know, or what you can provide: it is who you know in Government. These priority lanes created a tale of friends and family fortunes.
Order. Let us calm down. I think the right hon. Gentleman has been trying to catch your eye for quite a while, Mr Blackford. It is up to you who you wish to give way to, but if you did, it might save us all more pain in the future.

Urgent questions are appearing like buses for me this week.
I am grateful for the chance to address the House about the Government’s use of emergency covid contracts. I have previously responded to debates on this issue with as much detail and candour as I have been able to provide as someone who came to this brief last June and who has tried subsequently to understand what happened in the early months of the pandemic.
The right hon. Member for Ross, Skye and Lochaber (Ian Blackford) will know that all corners of our country have worked together to tackle covid. The public have all too often seen division between different regional authorities but, in truth, close collaboration with the devolved Administrations has been at the heart of our pandemic response, enabling swift policy action such as the roll-out of the vaccine programme UK-wide, the furlough scheme and a rapid increase in testing capacity.
At the beginning of the pandemic, over 13 million items of personal protective equipment were distributed to the devolved Administrations. Throughout the pandemic, the UK Government and the devolved Administrations have worked side by side on sourcing and supply of PPE such as FFP3 masks, and they continue to work together on meeting future demands on frontline staff. The existing procurement rules rightly allow the Government to procure at speed at times of emergency under the Public Contracts Regulations 2015. The rules predate covid-19, and there was no need for suspension or relaxation in order for them to be used. None the less, I understand and welcome questions that right hon. and hon. Members have about covid contracts, because how we spend taxpayers’ money matters very deeply to public trust.
It is true to say that the Government faced a number of challenges at the height of the pandemic, and we should be open about those. It is incumbent on all of us to understand not only the kinds of pressures that were on the system, but some of the shortcomings that desperately need to be addressed. That being the case, the Government are already adapting their commercial guidance and work. Following the first, independent Boardman review of procurement processes, looking at a small number of contracts in the Government Communication Service, 24 out of 28 recommendations have already been implemented, and the remainder will be met by the end of the calendar year. Following the second, wider Boardman review, which looked at PPE, ventilators, test and trace, vaccines and food parcels across Government, 28 further recommended improvements were identified, and progress on those is under way. Our Green Paper on transforming public procurement also sets out proposals to update the rules on procuring in times of extreme emergency or crisis.
Let me also briefly address the issue of Government polling during the pandemic. The Government regularly undertake research to support policy development, which includes work related to the impact of covid in areas across the UK. It is the sign of a responsible Government to understand the public’s views on how best to keep people safe to recover from the pandemic and to ensure that we will continue to deliver for all parts of the United Kingdom.

After the revelations and resignations at the weekend, this urgent question concerns yet another scandal at the very heart of this Tory Government. It seems that not even a health pandemic can do away with classic Tory cronyism, and the scale of this particular scandal makes it one of the biggest yet.
The Secretary of State ordered the use of a £560,000 emergency covid contract to conduct constitutional campaigning on the Union. Instead of using an emergency covid contract to order PPE for the NHS, the Minister chose to order political polling. This is not media speculation, and it is not even a political accusation. It is, Mr Speaker, a plain fact. It comes directly from official evidence that has been published in the High Court. It comes in evidence from the Cabinet Office, in a witness statement dated 24 December 2020, which states:
“I...received an urgent request for Union-related research from the office of the Rt Hon Michael Gove...In response, I asked Public First to conduct some testing of people’s attitudes”
on this issue.
Did the Prime Minister know or approve of that polling and constitutional campaigning? Who were the polling results shared with, and will they be published in full? How many other pieces of political research were ordered during the pandemic, and exactly how much public money has been spent? These are just some of the questions that the Secretary of State needs to answer. There are many, many more.
The Secretary of State was in Scotland yesterday. He held a press conference. He told Greg Russell of The National newspaper:
“We don’t use taxpayer funds for party political polling”.
He went on to claim that the contract was assigned by others. We know from the witness statement that these things are not true. The truth and this Government are distant strangers, and that should come as no surprise when we remember the Prime Minister has been sacked not once but twice for lying.
Last Wednesday at Prime Minister’s questions, the Prime Minister said he was unaware of these contracts, and ever since he has ignored demands for a full—
Order. A serious allegation about somebody lying will have to be withdrawn—as we know, hon. Members would never lie. I am sure we would like to think about the language being used, because I am not convinced about the proof of that. I think we should withdraw the word “lie”.
I have been very careful with my language, Mr Speaker, and I am pointing out the contradiction between the witness—
Order. [Interruption.] Order. Mr Blackford, please. You cannot criticise another Member such as the Prime Minister without a substantive motion. That is not what has been granted. The language we use is important for me to keep good order, and I am sure you could reflect on the words about another Member, who I presume has also been given notice of any criticism.
Indeed, I am relying on matters of fact, Mr Speaker. Just as the Prime Minister failed to act and sack his Health Secretary, he has failed to act on this scandal, too. But no matter how hard they might try to sweep this under the carpet, this scandal is not going away. This morning I have written to the Cabinet Secretary, urging him to launch—

This morning I have written to the Cabinet Secretary urging him to launch an independent investigation into this blatant misuse of public money for political purposes. Commons ChamberI cannot help but reflect, given what the Minister has delivered, that in the phrase that is often used, he knows the price of everything and the value of nothing.
Let me begin by commending the efforts of all those who have made it possible to have this emergency debate, including those who requested the debate, led by the right hon. Member for Sutton Coldfield (Mr Mitchell), and you of course, Mr Speaker, for granting time today.
As we know, it has not been an easy task getting to this point—a point where this Government have finally been held accountable for their actions and made to answer for what is a callous cut to overseas aid. Let us be very clear: this Tory Government have been shamed into coming to the House today. Ever since announcing this disgraceful decision to slash aid for the world’s poorest, the Government have been on the run on this issue. For weeks now they have avoided questions and dodged accountability, but they have been dragged to the Dispatch Box today.
As usual with this Government, the person most responsible for the decision to cut aid is the person first to hide and the last to face accountability. On an issue of this importance and a policy this fundamental, it tells us everything we need to know about this Prime Minister that he does not even have the guts to come before this House to justify his Government’s decision to cut support to those most in need. He is a Prime Minister who casually signs off on these devastating decisions, but a leader who always fails to take any responsibility for the consequences of such decisions.
No damaging decision appears to be off limits for this Government. On overseas aid, living up to our legal responsibilities—our legal responsibilities, Minister—to those most in need should unite various strands of political opinion across this Parliament. Instead, the moral mission of 0.7% spending has been shamefully undermined by a morally bankrupt Government.
It is important to put the decision into a broader context, because cutting the aid budget is not only cruel and counterproductive in its own terms, but an isolated act from a UK Government increasingly alone on the world stage. The UK is virtually the only country that has cut its aid spending. Nearly every other wealthy country has recognised the greater necessity of helping those in need at this unprecedented time of a humanitarian crisis.
The Government’s timing could not be worse. International opinion on these cuts is crystal clear. It is rightly seen as a disgraceful abdication of the UK’s international responsibilities in a year—in a year, Minister —when we should be showing some international leadership at the G7 and COP26. Let us simply take a look at what some G7 countries are doing in comparison with the UK. This year, Canada’s aid budget will see an increase of 28%, France will contribute a 36% increase and, under the Biden Administration, the US will see a 39.4% increase. Yet this Tory Government think it is somehow morally justified to impose these cuts. It is morally and ethically flawed, it is intellectually flawed and it shames all of us that this is done in our name. But I say this to the Minister: it is not done in the name of the majority who have been sent to this House.
The harsh reality is that this decision will cost lives—it will cost lives, Minister. Brexit Britain is rapidly exposing the future it offers of being out of step and out of influence on the world stage, because one thing is for sure: if the Tory Government dig in their heels and slash the aid budget, they are adding insult to injury to those dwindling few who still desperately cling on to the notion of global Britain.
Digging into the details of these cuts reveals what is at stake if they are allowed to continue. The headline figures are stark enough in themselves, with aid spending amounting to £10 billion this year, compared with £14.5 billion in 2020, but it is the impact of where exactly the cuts will fall that tells the real story and exposes the real damage. Almost unbelievably, conflict zones face some of the worst cuts. Syria, Somalia, the Democratic Republic of the Congo, Libya, Nigeria and Lebanon: all are poised to lose more than half their funding. Is that where we stand? Is that where the Minister stands? Is that where his Government stand?
Children are the next target. The United Nations Children’s Fund faces a cut of 60%. This is harrowing; this is heartbreaking. I ask the Minister: where is the Government’s humanity at a time of need?
Some of the most established and impactful projects are equally at risk, with cuts of £12.5 million to the UN agency that fights AIDS and HIV. That is more than an 80% cut to a programme to fight AIDS, condemning people to an early death that could be avoidable.
Much has already been made of the fact that, by imposing these aid cuts, the Government are brazenly breaking their own manifesto commitment. In particular, I want to draw attention to the fact that they are breaking a very specific commitment that they made to voters about girls’ education right across the globe. It is worth putting that on the record of the House. In 2019, the Conservative party manifesto promised to
“stand up for the right of every girl in the world to have 12 years of quality education”,
and yet that promise has been broken.
Analysis by Save the Children shows that spending on education for girls will be reduced by at least 25%, compared with 2019-20 levels. That is horrific. Not only will these cuts impact now, but the damage will reverberate into the future for those young girls and young women, their hopes and fears crashed on the dogma of the desire to cut UK aid spending. Only this weekend, a letter from 1,700 charities and academics said that families are going hungry and girls are missing school as a direct result of these decisions. I can see that the Minister is nodding. I ask him please to reflect and change the Government’s policy and what they are doing.
Whether the promises are broad or specific, they are apparently all the same to the UK Government, who are telling people that they think their promises are only there to be broken. I acknowledge and give credit to the courage of the many Conservative Back Benchers who have stood against their Prime Minister, who is reneging on the very manifesto that he stood on. Their stance has given us at least a chance to face down the Government on this issue and hopefully force a U-turn.
Frome a Scottish perspective, I cannot hide my genuine disappointment that we cannot count the Scottish Tories among the Conservative Back Benchers with a backbone. For weeks, they have maintained a deafening and shameful silence, but even at this late stage, they have the chance to do the right thing. Whatever our differences, I think they know that cutting international aid during a pandemic does not represent the values of Scotland and our people. That is why the Scottish Government are doing what they can with the powers they have at Holyrood. We have increased international aid spending by 50%—that is what should be done in a pandemic, Minister. The Scottish Conservatives have a choice: either fall in behind their Prime Minister, no matter what he decides, or join us in saying that these cuts to the world’s poorest are not done in our name. If they fail to oppose these cuts, the Scottish Tories should be well warned: it would be not only an inhumane act against the most vulnerable, but an act of sheer hypocrisy.
Today’s debate on aid spending is all the more significant because of the place and the context in which we find ourselves. Morally, we have a responsibility to help protect the most vulnerable around the world. It is also self-evident that if the UK Government were serious about the eradication of covid-19, that must include a commitment to help eradicate covid-19 around the world, because until all of us are safe, none of us is truly safe. These aid cuts are severely undermining that commitment and limit our power in meeting the covid challenge.
There is a broader point, too. As we attempt to emerge from this pandemic, the values we live by and the choices we now make become even more important. Covid has affected every country and every person around the world. We have all faced the same threat; we have all been in it together. If we did not know that before, we should know it now. But the truth is that just because we have experienced the pandemic together does not mean that our challenges are in any way equal. We are privileged. We can live in the hope and expectation that the crisis of the pandemic will pass, but for too many millions in this world, the pandemic is only one more disaster to deal with, in countries that suffer under constant crisis and struggle. Now is not the time to turn our face away from those countries and those people in need. Now is the time to redouble our efforts and our commitment to them.
The World Bank predicts that the pandemic will push an estimated 88 million to 115 million people into extreme poverty, and in the world’s poorest countries, hunger and the causes of malaria are rising. Unless we act now, one crisis will be followed by another, and the cycle will go on—and on, and on. We simply cannot break the poverty cycle by breaking our commitment to overseas aid. This is a choice for the Government; it is the choice for every Member of this House. On these Benches, our choice is clear. It is time to live up to our commitments on aid spending. It is time to live up to our responsibilities to the world’s poorest. It is time to break the cycle.
If we can try and help each other now with brevity, that would be very helpful.

Commons ChamberI thank the right hon. Lady for that intervention. Hopefully the light that we have shone in Scotland gives an example to the people of Wales and Plaid Cymru that they should follow us and find their way back into Europe as an independent country.
Putting on the record the scale of the SNP victory and achievement and the verdict of the Scottish people is especially important given today’s context, because today this Tory Government put forward their policy programme for the new Session. The Prime Minister gained the authority and the mandate to do so when his party was re-elected to office in 2019—re-elected, I might add, with a significantly smaller vote share than was achieved by the SNP in Scotland last week. In that election, the Prime Minister put forward a manifesto with the policies that he said he and his party would implement. Those of us on the Opposition Benches have the right to oppose many of those policies, and we will do so and do so forcibly, but if the Prime Minister secures a majority in this House, that mandate from the manifesto will be legally implemented. It is a pretty fundamental principle and should be a simple concept—it is called parliamentary democracy.
Yet, a few short days after a landslide victory in Scotland, it is that very basic principle of democracy—that right of Governments to propose and implement their manifesto commitments—that this Tory Government are threatening to undermine. By doing so, they are threatening a new low level of hypocrisy and disrespect. The defeated Scottish Tory leader has said that the SNP seeking to implement a fundamental manifesto promise—a commitment to give our people a choice on their own future—should be treated as illegal. Before the results had even been completed, the Prime Minister himself told his favourite newspaper, The Daily Telegraph, that he would try to block a post-pandemic independence referendum.
On today of all days, I genuinely urge the Prime Minister and his Government to think again. He is looking away and looking disinterested, but this is important, because it is about democracy. It is about the rights of people. [Interruption.] People will be watching this, and they can hear Conservative MPs laughing about our desire to make sure that democracy is delivered. That is the contempt that I have talked about.
Let me say to the Prime Minister that any confrontation will not be with the SNP. If the Government seek to deny Scottish democracy, their confrontation will be with the people of Scotland. Secondly, the Prime Minister needs to reflect on this reality: a fight with democracy is a fight he will never, not ever win. I know that the Prime Minister does not want to hear this, but he might try to show some interest in what is going on, because what we are seeing is this Government’s contempt for Scotland.
Today’s Queen’s Speech and this Tory policy programme emphasise another important point. Last week’s elections brought into stark focus the chasm in the political choices being made in different parts of the United Kingdom. The differing values in leadership between the Prime Minister and our First Minister and the tale of two Governments in London and Edinburgh have crystallised the choice of two futures. Time and again, the majority of people in Scotland back a progressive, inclusive, outward-looking vision for the future of our nation. This has been our direction of travel since we gained some powers through devolution, yet in this Westminster Parliament we are facing many more years of right-wing, Brexit-obsessed Tory Governments we did not vote for taking us in a direction we have not chosen. That clear divergence in political direction is simply not sustainable: Scotland has chosen a different path.
As we look beyond the pandemic and build the recovery, our alternative to these Tory values and their vision is set out in our manifesto. Unlike this Tory Government, the SNP manifesto has the support of the Scottish people. The policy programme the SNP put before the people of Scotland will move our country forward, making it fairer, greener and more prosperous. The First Minister is already back at work and getting on with the job. Our alternative to this Queen’s Speech is already in action.
With health and social care services being won on the frontline of the pandemic, this new elected SNP Government will now deliver a 20% increase in frontline NHS spending, a total of £2.5 billion. While this Tory Government dither and delay on reforms to social care, the new SNP Government will move to establish a national care service, backed by a 25% increase in social care investment. While the Conservatives dither, the SNP Government in Edinburgh act. This will include significant investment in the staff themselves. The Tories continue to laugh while we talk about investment in the NHS. Unlike the insult of the 1% offered by the Tories, in Scotland NHS staff have been offered an average—an average, Prime Minister—of a 4% pay increase. The new national care service, backed by £800 million, will enable the Government to offer a national living wage to all care staff. It is little wonder that the Prime Minister hangs his head in shame, and so he should.
To invest in the next generation, the SNP Government will invest over £1 billion over the next Parliament to close the school attainment gap and to recruit 3,500 additional teachers and classroom assistants. [Interruption.] I do not think that if the hon. Member for West Aberdeenshire and Kincardine was back in school he would behave the way he is behaving in this House. He really ought to calm down.
This Tory Government have to be shamed by a professional footballer into providing free school meals. In contrast, the Scottish Government will get on with providing free school breakfasts and lunches to every primary school pupil year round and a device for every child in Scotland to get online. For families, the SNP Scottish Government will build a wraparound childcare system to help support working parents, with the least well-off families paying nothing. While this Tory Government threaten to rip away the lifeline of the £20-a-week uplift to universal credit, the new SNP Government will double the game-changing Scottish child payment over the lifetime of their Parliament. That is a Scottish Government delivering on the people’s priorities.
The context of the covid crisis makes the choices made now all the more critical, because in seeking to build economic recovery in the aftermath of this pandemic, it is vital that the mistakes of the past are not repeated. But the Budget in March and this Queen’s Speech are clearly laying the grounds for more Tory austerity and more Tory cuts. It is also important to point out that no party and no Government who forced through a job-destroying Brexit in the middle of a pandemic can credibly claim to be focused on recovery.
With the powers we have, the SNP Scottish Government are doing everything they can to mitigate this damage and seeking to protect our businesses. We believe a fair recovery should follow the example of the Biden Administration: it must be investment-led. At the centre of the SNP’s recovery plans is an economic transformation that would have fair work and the climate emergency at its heart. This will include an investment of £500 million to support new jobs and to retrain people for the jobs of the future, as well as funding the young person’s guarantee of a university, college, apprenticeship or training place or a job for every young person who wants it. The SNP Government will also embark on a massive programme of capital investment. Over £33 billion will be invested over the next five years in our national infrastructure, directly supporting 45,000 jobs. An SNP Government will deliver a further 100,000 homes by 2032, with investment of £3.5 billion over this Parliament, which will support 14,000 jobs a year.
Ahead of the COP26 conference in Glasgow in November, enhancing and expanding our world-leading climate action policies will be a key priority. The SNP Government will deliver a green transport revolution by providing free bikes to all school-age children who cannot afford them, removing the majority of fossil-fuel buses from public transport, ramping up investment in active travel, and bringing ScotRail into public ownership with the aim of decarbonising the rail network by 2035. There is also a commitment to decarbonising the heating of 1 million homes by 2030.
This is the vision and these are the values that we will use to fuel the recovery with the limited powers of devolution we now hold. However, the covid crisis has laid bare the need to equip our Parliament with the full powers that are needed to drive our long-term recovery. If we are to fully build the kind of country we want to see, it is clearer than ever before that we need the full powers that we can only deliver with independence—powers to borrow and invest in our economy and in our people. Only then can we build the country that truly and fully reflects our choices, our values and our priorities: a country that lifts children out of poverty instead of wasting sums of money on yet more nuclear warheads; a country that gives our young people the ability to travel, instead of stopping their freedom of movement across the European continent; a country that welcomes the world instead of imposing a hostile immigration policy that damages our economy; and a country that respects and values refugees—refugees who were allowed to vote in our elections of last week—instead of proposing a law in this Queen’s Speech that will rip up the refugee convention.
Just as it is right to point out the opportunity before us, it is also right that we are honest about the risks to recovery if we remain trapped in a broken Westminster system—because hidden in this new legislative programme from the Tories lies a familiar threat. Just as the United Kingdom Internal Market Act 2020 was a blatant assault on devolution, this Queen’s Speech doubles down on that agenda with further power grabs on state aid and other aspects of devolved spending and powers. Only yesterday there were more media reports of the UK Government seeking to spend money directly in devolved areas in a desperate attempt to shore up support for the Union. The Tory plan has now been obvious for some time: it is to hand this Prime Minister and his Government more powers to control our choices and dictate our future. It is one more powerful reason for Scotland to choose a very different future.
Post Brexit and post pandemic, Scotland now has the choice of two futures. We know the past Westminster has imposed and we now know the future that it will inflict. Westminster has chosen its future: a job-destroying Brexit, a return to austerity cuts, and more attacks on devolution. Today’s legislative agenda confirms and cements that choice. For Scotland, the choice over our own future is now ever clearer and ever closer. We have repeatedly said that our immediate priority is to steer people safely through this pandemic and to kick-start the recovery. We remain true to that commitment. But when this crisis has passed, there is now a fresh democratic commitment to give the Scottish people the right to choose an independent future. The Prime Minister would do well to listen to the First Minister: an independence referendum is now a question of when and not if. On the SNP Benches, we relish the opportunity for debate and democratic decision that that now-inevitability awakes, and we look forward to Scotland rejoining the independent nations of the European Union.

Last March the Prime Minister and the Chancellor had all the time in the world to fix contracts for a cosy club of friends and Tory donors, but did not have any time to support the millions of self-employed. Those 3 million people did not have a David Cameron or a James Dyson to text the Prime Minister for them; they were on their own and they were left behind by this Prime Minister. This Tory texts for contracts scandal is growing more and more serious with every revelation—[Interruption.] The Prime Minister was eager to initiate an inquiry into his predecessor, David Cameron—[Interruption.] Will he be as quick to commit to a public and comprehensive inquiry into himself and his own Government?

New research from the Joseph Rowntree Foundation and the baby bank charity Little Village has revealed that 1.3 million children under five in the United Kingdom are living in poverty. That is a truly shocking figure that should make this Tory Government utterly ashamed. The Scottish National party has repeatedly called for a financial package to boost household incomes and reverse this Tory child poverty crisis. The Prime Minister has the power to tackle child poverty right now by making the £20 uplift to universal credit permanent and extending it to legacy benefits. The Tory Government have been stalling on this for months. Will the Prime Minister finally act, or will he leave millions of children out in the cold?

Commons ChamberMay I associate myself with the Prime Minister’s remarks on the holocaust? We all remember the 6 million Jews who lost their lives and those terrible crimes against humanity. We should never forget that, nor, indeed, those who have sadly followed them in genocides around the world.
Last night, the Prime Minister claimed that
“we truly did everything we could”
to avoid the deaths of 100,000 people across the UK from covid-19, but we all know that that is simply not true. The UK Government response has been defined by a lack of leadership, last-minute U-turns, mixed messaging and devastating policies. All of this has had an effect on the scale of the pandemic. Professor Linda Bauld has said that nearly a quarter of all deaths we have seen have occurred in the last month. Since the start of the pandemic, the Prime Minister has promised to always follow the advice of scientists. This morning, scientists have said that this Government are responsible for a “legacy of poor decisions” during the pandemic. Does the Prime Minister still agree with the scientists?

Commons ChamberI think people would find the Prime Minister’s claims about the UK’s global leadership a bit more believable if last night he had not ordered his MPs to vote down an amendment to the Trade Bill that would have prevented trade deals with countries that commit genocide. Genocide is not a matter of history; it is happening in our world right now. The international community has stood idly by as Uyghur Muslim men, women and children are forced into concentration camps in China’s Xinjiang province. Yesterday, the outgoing US Secretary of State officially said that genocide was taking place, and the incoming Secretary of State, Antony Blinken, agrees with his view. Is the Prime Minister prepared to follow that lead? Is he prepared to stand up today and clearly state that genocide is being committed against the Uyghur population in China? If he is, will he work urgently with the new Biden Administration to bring the matter to the UN Security Council—

Although that was not a valid point of order, I must none the less correct the right hon. Gentleman. In fact, under this deal we have taken back control of our borders. I do not think he would disagree with that, which is semantically justifiable under the circumstances. Yet in spite of that nomenclature, they would hand back control of Scotland’s waters and go back into the common fisheries policy. What the Bill does is take back control—
On a point of order, Mr Speaker. I feel that I have to point out to the House the historic principle in Scotland, as established by law, is that it is the people of Scotland who are sovereign, and it is the people of Scotland who will determine to take them back into the European Union with independence.
As the leader of the SNP knows, that is not a point of order. I am desperate to hear what he has to say in his contribution. Rather than use it up now, why does he not save it so that others can get in? Prime Minister.

Thank you, Mr Speaker. It is a pleasure to follow the former Prime Minister, the right hon. Member for Maidenhead (Mrs May). I wish you, Mr Speaker, all staff and Members a good new year when it comes tomorrow evening. May I quickly reflect on the sadness of the events that took place on 2 January 1971 in Glasgow, when 66 predominantly young people lost their lives in the Ibrox disaster, including five from one village in Fife, Markinch? I am sure that the whole House will want to remember those who sadly lost their lives at that moment.
When this bad Brexit deal was published, one of the very first public images that was released showed the Prime Minister raising his arms aloft in celebration. When I saw that image, my thoughts immediately turned to the European nationals who have made their home here. They are certainly not celebrating. During the four years and more of this Brexit mess, the main emotion they have felt is worry: worry about staying here, about their jobs and for their families. In Scotland, these citizens are our friends. They are our family. They are our neighbours. Before this Tory Government force through a deal that rips us out of the European Union, the single market and the customs union, let us get this message out to Scotland’s 234,000 EU citizens: Scotland is your home, you are welcome.
The value we place on European citizenship—that real sense of belonging to the European Union—cuts to the very core of this debate. Scotland is at heart a European nation. It always has been. Forcing our nation out of the EU means losing a precious part of who we are. Scotland did not become European when the United Kingdom joined the EEC 40 years ago. Our relationship with Europe predates the United Kingdom by some way. An independent Scotland has enjoyed centuries of engagement with European nations. Scottish merchants travelled, traded and settled on the continent. We shared citizenship with France and we appealed our nationhood to Rome. Scotland was European before it was British. That European history and heritage goes back to our nation’s place in the Hanseatic League in the 15th century. Scotland was central to a trading alliance that forged connections and commerce with the north Atlantic, the Netherlands, Germany Scandinavia and the Baltic. We were a European trading nation right up until many of our privileges were ended by the Treaty of Union. It was three centuries ago, and here we go again: with Westminster seeking to end our access to those European relationships by removing us from today’s union of nations across our continent; Westminster ending free movement of people and the access to labour that is so crucial to our economic success; and Westminster seeking to end our automatic right to live, work and get an education in 27 member states of the EU—rights that our generation had, which will be taken away from our children and grandchildren. And for what?
It was way back on 11 July 2016 that the former Prime Minister, the right hon. Member for Maidenhead, first spoke the infamous words, “Brexit means Brexit.” We all know what followed the use of that foolish phrase: nearly four years of constant chaos and confusion. Today, at least we have some clarity. We now finally know what Brexit means. We have it in black and white. It means the disaster of a deal. It means broken promises. It means economic vandalism. It means an isolated United Kingdom in the middle of a global pandemic. It means the worst of all worlds for Scotland.
This morning’s proceedings are so critical precisely because of that clarity, because with that clarity comes a choice, and it is a fundamental choice for Scotland. It is a choice between a future defined by this disaster of a deal or the future that the SNP is offering to the Scottish people: an independent nation at the heart of the European Union. Today, the contrast between the two futures is clearer than ever, and that choice will not go away.

Thank you, Mr Speaker. We will accept your guidance on these things, although I was looking forward to the debate that we were having.
Now that we see the scale of the bad Brexit deal, the question before the Scottish people is clear: which Union does Scotland wish to be part of? Which future will we choose: this broken Brexit Britain or the European Union? If this whole Brexit saga was truly about sovereignty, the Scottish people cannot and will not be denied our sovereign right to that self-determination. No democrat and nobody in this House should stand in the way of that—even boris with a small b. The Tory denial of democracy is a position that cannot and will not hold. Scotland will have the right to choose its own future.
Now that the detail of this deal is finally in front of us, people hope that Brexit fictions are swiftly replaced with Brexit facts. Judging by the Prime Minister’s performance today, his Government are still drowning in delusion or simply just putting on an act, but for those of us who have lived in the real world these past four years, it is long past time that reality finally bursts the Brexit bubble. In recent days we have heard wild celebrations and claims from leading Brexit cheerleaders that this is the largest free trade deal in history. I am sorry to inform them that it is not. The biggest and best free trading bloc in the world is the one that this Tory Government are dragging Scotland out of. It is made up of 27 nations and 500 million citizens. It is called the European Union.
In the middle of a pandemic and economic recession, Scotland has been removed from a market worth £16 billion in exports to Scottish companies and a market which, by population, is seven times the size of the United Kingdom. Leaving the European single market and customs union would be damaging at any time, but in the middle of the current crisis, Prime Minister, it is unforgivable. It is an act of economic vandalism, pure and simple.
As usual with the Tories, it is people who will pay the price. Initial Scottish Government modelling estimates that the deal could cut Scotland’s GDP by around 6.1%—that is £9 billion in 2016 cash terms by 2030. That will leave people in Scotland—the same people who have always opposed Brexit—£1,600 poorer. That is the cost of the Prime Minister’s Brexit.
I thank the hon. Gentleman. May I reciprocate and say that I love England and its people? I want us to maximise our opportunity, but this deal limits our opportunity. I want to unleash Scotland’s potential. That potential will be unleashed with an independent Scotland at the heart of Europe.
The Prime Minister’s broken promise on Erasmus has been such a totemic issue in the last few days. He will remember standing in this House and promising us that we will stay in the Erasmus programme. That betrayal denies our young people the opportunities that European citizenship has given us. It denies them the European freedoms that we cherish—living, working and studying abroad. Around 200,000 people have taken part in Erasmus, including around 15,000 UK university students each year. It is also important to say that Erasmus is not solely about university students but about supporting youth workers, adult education, sport, culture and vocational training. That is why the Scottish Government are so committed to exploring every opportunity to keep Erasmus in place for our people.
Even the very name Erasmus signals our long-established European links. That long tradition of connection comes right into the modern day with our own Winnie Ewing, Madame Écosse herself. Winnie, a former mother of the European Parliament, was Chair of the EU Education Committee that brought in the Erasmus scheme. [Interruption.] People at home will be watching this, and we have the Prime Minister and Chancellor of the Duchy of Lancaster laughing about the success of the Erasmus scheme. Utterly, utterly, utterly pathetic—utterly pathetic.
All that history between Europe and Scotland, all those links and all these opportunities are now at stake. Scotland’s story is European, and that story does not end today. Our past is European, and our future must be European. As a nation, that is a choice that we made in 2016, and I am confident that it is a choice we make now. We cannot support this legislation because it does not respect that choice and it does not provide for our future. Scotland’s course is now set, and it is a very different course from the decisions being taken in the Westminster Parliament. We know that the only way to regain the huge benefits of EU membership is to become an independent state at the heart of Europe once more. That is the decision that the Scottish people will make. We begin that journey today. There is now an empty seat at the top table in Europe. It will not be empty for long.

On a point of order, Mr Speaker. I rise to say that this is an Act of constitutional vandalism. We are in the position this evening where the three devolved Parliaments—those in Edinburgh, Cardiff and Belfast—have refused to give legislative consent. It is the practice that this House is supposed to legislate on matters that concern the devolved Administrations only with their consent. We were told in 2014 that if we stayed in the United Kingdom, our rights as European Union citizens would be respected. What has happened this evening is unacceptable to my Government in Edinburgh, to our Parliament and to the people of Scotland, because we have been taken out of a union, and out of our relationship with our historic partners in Europe, against our consent. I have long warned the Government that we in the Scottish National party would not put up with this. We understand that those in England have the right to remove themselves from the union with the European Union, but the people in Scotland did not and do not give their consent to be removed from the EU. There will be consequences to this, and tonight I give notice to this place that Scotland will have the right to determine its own future. It is historically the case that it is the people of Scotland who are sovereign, and I seek your advice, Mr Speaker, about what we have to do to make sure that the people of my country have that right and will seek their destiny as an independent member of the European Union.
What I would say is that we cannot continue the debate, as the decision has already been taken. Your comments have certainly been put on the record. I think the debate will continue in the future, but it will not continue tonight.
I would just like to put on the record my thanks to all the staff of the House of Commons. They have worked since Boxing Day in order that today’s sitting could happen, and I cannot thank them enough. Thanks to the House passing the motion, they are going to get the break that they deserve—they have been working for the full week. I just want to say thank you to the Members who have given them that right to their holiday, because without the staff of the House we would not be sitting here. May I associate myself with the remarks of the Prime Minister on the death of Rabbi Jonathan Sacks? This being Armistice Day, we commemorate the day 102 years ago on the eleventh hour of the eleventh month when the guns fell silent and all those who have paid the ultimate sacrifice in conflict since then. I also want to send our best wishes to Joe Biden and Kamala Harris on winning the election in north America. I look forward to the leadership they will show on the issues of climate change and fighting back against covid among other things.
The figures published by the Office for National Statistics yesterday demonstrate what the SNP has been warning about for months: that the UK faces a growing Tory unemployment crisis. It is now beyond doubt that the Chancellor’s last-minute furlough U-turn came far too late for thousands who have already lost their jobs as a result of Tory cuts, delays and dither. UK unemployment has now risen to 4.8%. Redundancies are at a record high and nearly 800,000 fewer people are in employment. To support those who have lost their incomes, will the Prime Minister now commit to making the £20 uplift to universal credit permanent and to extending it to legacy benefits, so that no one—no one, Prime Minister—is left behind?

Thank you, Mr Speaker. We are very used to Scottish voices being shouted down by Tories in this place. A Tory Government who casually and arrogantly break international law and break devolution have shattered any remaining trust in this broken Westminster system. Last night was a defining moment. If the attack on devolution fails to gain the consent of the devolved Parliaments in Wales, Northern Ireland and Scotland, will the Prime Minister withdraw the legislation, or will he force it through against our wishes? Is not the Prime Minister demonstrating yet again that the only way to defend our Parliament and its powers is by Scotland becoming an independent country?

Commons ChamberThe answer is that yes, indeed, we will press on with the Bill, because I believe that the right hon. Gentleman’s attacks on it are totally illogical. It actually represents a substantial transfer of powers and of sovereignty to Scotland, to Wales, to Northern—it is a massive devolutionary act. What it also does is—I believe this is common ground across the Dispatch Box—[Interruption.] It also ensures the integrity of the UK internal market. He speaks of a transfer of powers to the UK Government. On the contrary, what he would do is transfer powers back to Brussels not just over competition and state aid but, of course, over fisheries too. That is the policy of the Scottish nationalist party, and it would be a disaster for our country. [Interruption.]
I am sure that the leader of the SNP would like to withdraw that last comment about being a liar. No hon. Member would do that. Please withdraw it.
Mr Speaker, it is on the face of the Bill that the Government of the UK are going to trample over devolution. That is not a lie.
Mr Blackford, you are a great Member of this House. You do the right things by this House, and I have accepted that you have withdrawn it.

On Friday 21 August, the Daily Mail ran a front-page story revealing the location of the Prime Minister’s holiday in Scotland. This was a violation of his family’s privacy that neither myself nor my party in any way condone. Later the same day, a senior Conservative source in Downing Street told The Sun newspaper:
“The finger of blame for this all getting out is being pointed at the SNP, particularly Ian Blackford who is local.”
This was subsequently repeated in a number of newspapers and broadcast outlets.
This allegation and briefing was entirely and deliberately false; it was a targeted political smear from the Prime Minister’s office. The photographer who provided the material for the original Daily Mail front-page later confirmed that I was not the source in revealing the Prime Minister’s location—a location, I might add, I was not even aware of. However, by this point, the damage was done.
This matter has not only been the worst kind of political smear; the false allegation has equally resulted in security implications for myself and my family, given its serious and personal nature. [Interruption.] I can see the Prime Minister pulling a face, but all we have to do is go to social media to see the threats I was then forced to witness.
It is a very serious situation when the apparatus of the UK Government can be deployed in this way, manufacturing false briefings in order to attack an Opposition politician. I raised this issue with the Prime Minister’s office in writing. However, as I have not received a response, I am raising this point of order today to ensure that these false briefings are now stopped and are never repeated for any parliamentarian.

Commons ChamberWe do not both need to stand at the same time—it is easier if you sit down. As a person who is very good with red cards, you should be aware of what we need to do to keep good order. That is a point of clarification and I am sure you will want to save some of that for when you speak later.
Mr Speaker, to use football parlance, I think the hon. Gentleman is offside and the Tory party regularly gets a red card from the people of Scotland. The Tories have shown themselves hostile to devolution since time immemorial; a leopard does not change its spots.
Why are this Government intent on this hammer blow hitting the UK economy when we are already in dire straits? We need to create the circumstances for recovery, not make a bad situation even worse. Instead, this UK Government want to spend hundreds of millions of pounds on border infrastructure to prepare for Brexit. Any rational person—I know that not many of those exist on the Tory Benches—would point out the lunacy of such tomfoolery, but of course this is driven by the ideology of those who want to “take back control” whatever the cost, whatever the impact on jobs, whatever the impact on communities, and conveniently blame it on covid-19, rather than admit the reality that it has been self-induced as a result of dogma. This is economic self-harm brought on by the UK Government, cheered on by Dominic Cummings as he holds the reins of power in Downing Street—well, not in our name.
We know that the UK is not even ready for leaving the EU at the end of December. The Government’s own International Trade Secretary has warned of possible legal challenges from the World Trade Organisation; increased smuggling from the EU if not all UK ports are ready to carry out checks; concerns about the protocol if EU tariffs are applied to all goods heading for Northern Ireland by default; and the undermining of the UK’s international trade policy. The NAO said that the Tory Government’s 2019 £100 million Get Ready for Brexit campaign was ineffective and made no clear difference—another monumental waste of scarce resources. Can the Minister, when she rises to respond, tell us how much money will be wasted on the new Let’s Get Going campaign?
Then there is the issue of lost EU funding—something that has been so critical for Scotland for so many decades. “Not to worry”, we are told, “The UK will step in with a shared prosperity fund”. Where is it? Where is the shared prosperity fund? There has been no detailed information from the UK Government on how the fund will operate. Can the Minister update us?
The European Commission’s Brexit preparedness publication also makes for grim reading. Certificates of authorisations will no longer be valid for placing products in EU markets. Products certified by UK-based bodies will no longer automatically be allowed into the EU. All service firms will lose access to the single market unless equivalence arrangements are in place to ensure that standards are the same in the UK and the EU. The visa exemption for UK nationals does not provide for the right to work in the EU and is subject to the reciprocity mechanism applying to third countries. It could be suspended if EU citizens ceased to be given visa-free access to the United Kingdom for short stays: the right to work and travel freely in the EU—rights we have enjoyed for more than 47 years—ripped up, opportunities cut off, hopes shattered, dreams crushed, and for what?
Experts and industry figures have been clear: businesses will not be ready for the end of the transition period at the end of this year. More than 100 UK company chiefs, entrepreneurs and business groups have written to the Prime Minister saying that businesses simply do not have the time or capacity to prepare for big changes in trading rules by the end of the year, especially given that we are already grappling with the upheaval caused by coronavirus. They can see that, we can see that; the only people who cannot are the Government Front Bench and their cheerleaders on the Back Benches.

I am sure that the thoughts of everyone in the House will, like mine, be with those who were caught up in the terrible incidents in Glasgow last Friday, and in particular with PC David Whyte and those who went to do their duty. We hope that everyone makes a speedy recovery from their injuries.
Yesterday, the Prime Minister delivered his self-proclaimed relaunch speech, but when asked at the daily press briefing what new money will be given to the Scottish Government, the Prime Minister’s official spokesperson laughed—laughed, Mr Speaker. That is what this Government think about funding for the Scottish economy, jobs, families and livelihoods: they think it is a joke. Is the Prime Minister capable of answering a direct question? I do not want the usual waffle. It is a straightforward question: what are the new Barnett consequentials coming to Scotland as a result of yesterday’s speech?

It is no wonder, then, that it took the UK so long to act on quarantine measures. The Prime Minister’s scientific advisory group was not even asked for advice on this significant policy. This has been a complete shambles: too little, too late. We cannot risk ignoring the experts once again. Can the Prime Minister confirm what scientific papers he has read on the 2 metre social distancing rule?

I am standing in today for my hon. Friend the Member for Central Ayrshire (Dr Whitford), who is excluded from taking part, given the removal of the hybrid Parliament—for now. There are growing concerns that this Tory Government is taking a cavalier approach on coronavirus, by rushing to ease lockdown measures despite warnings from public health experts. There are serious questions to answer on the political decisions the Prime Minister and the Health Secretary have taken, which could increase the rate of infection and put lives at risk—or even cause a second wave of covid-19. The Government claim to follow the science, so why have they ignored the experts who have advised against opening schools or easing lockdown further, without pausing to evaluate each step? On what basis were the decisions made to allow groups of people from six different houses to meet in England, to tell 2.2 million people in the shielded group that they can go outside and to send people back to work in England on 11 May without a functioning test, trace and isolate system in place? The results from the Deloitte regional test centres are still not being reported to local public health teams. How does the Secretary of State plan to fix this, and by when? What financial support will be put in place for those called on to isolate as asymptomatic contacts, especially as this could happen more than once?
With test and trace depending on people being willing to isolate if told to do so by a contact tracer, does the Secretary of State not regret that he and his Cabinet colleagues have completely shredded their own lockdown rules to protect a man who thought he was above the rules? In refusing to sack Dominic Cummings for travelling 260 miles with his wife, who was symptomatic, the Prime Minister has destroyed his own “Stay home and save lives” message. We know that the Dominic Cummings scandal has undermined efforts to tackle the virus by eroding trust in the UK Government and its public health guidelines, and we have seen that people are breaking the rules as a result. Does the Secretary of State not recognise that the scandal has already undermined lockdown and could lead to more infections and even more deaths in the future? This is about leadership and responsibility. Dominic Cummings should go, and he should go now.

Thank you, Mr Speaker. As the covid-19 pandemic continues, we are reminded every day of the terrible toll that it takes on our society, and of the heroic efforts of our frontline workers. I put on record our gratitude for everything that they do.
It is now 34 days since the Chancellor first announced a package of economic support—at the time, heralded as a package of support for all businesses and workers during this health emergency. Yet, 34 days on, thousands of businesses and individuals have found themselves with no income, no support and no end in sight—all because of arbitrary cut-off dates and bureaucratic barriers imposed by the UK Government. People are being left behind.
Today, the Scottish National party is leading a cross-party call for a universal basic income to finally protect everyone. It will put cash in people’s pockets and help to ensure a strong economic recovery and a fairer society. Can the First Secretary of State give us a straight answer today: does he support that proposal, or does he reject it?

Commons ChamberOn a point of order, Mr Speaker. I am most grateful to you for granting this point of order. Robert Peston, the ITV journalist, is tweeting that Boris Johnson has confirmed that the Government will be making an announcement tomorrow on help for the self-employed. Mr Speaker, you will recall the ticking off that you gave to the Chancellor for making statements that should have been brought to this House. First, I just wondered, given the time, why the Government are not coming here this evening, if they are ready to make an announcement on help for the self-employed, especially given the fact that so many right hon. and hon. Members right across this House have been asking for that day after day. Secondly, if it is the case that, for whatever the reason, the Government cannot come to the House this evening, why are we not sitting tomorrow? Why did the Government seek to move the motion that the House would be going into recess tonight? It is simply unacceptable that while so many of our constituents are in financial peril, their elected representatives will not be able to hold the Government to account. Further, I wonder, given the circumstances and because oversight is now so critical, why we are not due to be here for more than three weeks. What can we do to make sure that the Opposition parties can scrutinise the Government? I ask through you, Mr Speaker, that at the very least Opposition party leaders are offered the opportunity of ongoing conference calls with the Government as these announcements are made. The way the Government are behaving is simply not acceptable.
Quite rightly, emotions are running very high, and quite rightly, Members have been asking what measures are going to be put in place. I do not think that a tweet by Peston is the way that business should be carried out. If there is something to be said, people should come here tonight. I assume—I stand to be corrected—that they have not got the necessary information. I accept that, but if there is information, I would expect them to come. The right hon. Gentleman asks what we can do about the Adjournment motion. I have not got there yet. If he feels that way inclined, that might be a good time to question it.

Commons ChamberOf course there must be effective scrutiny. The legislation offers no guarantees on workers’ rights and environmental standards, and no protection for the NHS from a future trade deal with the US. Brexit will hit jobs and living standards, and it may leave Scottish businesses facing a competitive disadvantage with businesses in Northern Ireland. The Prime Minister can talk about trade deals all he wants, but the harsh reality is that a basic trade agreement of the type he wants to negotiate will lead to GDP being lower by the equivalent of £1,600 per person compared with EU membership. People will be worse off, but if they watch or listen to this debate, they will hear Conservative Members laughing. That shows the seriousness with which those hon. and right hon. Members treat these crucial issues.
Is it any wonder that the people of Scotland, armed with the facts and aware of the deceit from the Vote Leave campaign and the Brexiteers in No. 10, came out in huge numbers last week and backed the Scottish National party to escape this Government’s disastrous Brexit? Escaping Brexit is now the only option to protect our economy. We have tried time and time again to compromise, but the Tories are simply not listening to Scotland.
That was why Scotland’s First Minister wrote to the Prime Minister yesterday asking for power to be transferred from the United Kingdom Government to the Scottish Parliament to hold a referendum on independence. The Scottish Government have a clear democratic mandate from the 2016 Holyrood election to offer the people of Scotland a choice over Scotland’s future within the term of this Parliament. There is a significant and material change in the circumstances that prevailed in 2014. Let me nail once and for all this issue about the referendum being “once in a generation”. The fact of the matter is that in the declaration that both Governments signed, it was made clear that it would not obstruct a future independence referendum.
Last week we won that mandate again. Scotland must consent to its own future. Westminster, in its arrogance and ignorance, has treated Scotland with contempt for too long. It would simply be undemocratic to ignore the will, the voice and the ask of the Scottish people. If the Tories think that Scotland does not want independence, let them give us our say. What is to be feared from more democracy? Everything has changed, and that is why the Scottish National party today demands that the Prime Minister, if he is not running scared, gives Scotland its choice—its right to choose its own future.
We have a way out of this Brexit mess, and I appeal to those in Scotland who have supported other parties to come with us and complete the powers of our Parliament. We can escape Brexit, and we can take on our own responsibilities. There is a better way, which will secure our economy, and allow us to tackle inequality and deal with the climate emergency. It is not this Tory Brexit; we can save ourselves from that. It is time for Scottish independence. [Applause.]

There was absolutely nothing for the people of Scotland in that address from the Prime Minister, and I hope that, for those who were watching and listening back home, it was preceded by an announcement that it was not for viewers and listeners in Scotland.
I congratulate the hon. Members for Chatham and Aylesford (Tracey Crouch) and for Walsall North (Eddie Hughes) on their addresses. I listened to all the stories about “A Christmas Carol”, but we did not hear which Conservative Front Bencher would be playing Scrooge. The hon. Member for Walsall North is a great football fan, and I thought that he would perhaps mention Aston Villa. They are not having the best of times, but I hope that he is enjoying watching John McGinn, whom we gifted to him from Hibernian last year.
This morning, Scotland’s First Minister, Nicola Sturgeon, wrote to the Prime Minister demanding the transfer to the Scottish Government of legal powers to hold a second independence referendum under section 30 of the Scotland Act 1998. As the First Minister outlined, there has been a material change in the circumstances since the independence referendum of 2014, based on the prospect of Scotland‘s leaving the European Union against its will.
It is for the Prime Minister to explain to the people of Scotland why he is denying Scotland the right to choose our own future. Why did democracy stop, in the Prime Minister’s world, with the independence referendum in 2014? And may I say to the Prime Minister that it is not a good look to be playing with his phone rather than listening to the legitimate demands of the Scottish National party? [Interruption.] The Prime Minister says, “Say something more interesting.” Well, Prime Minister, this is about democracy. This is about the Scottish National party, which stood in the election on a manifesto about Scotland’s right to choose, and it is about the Conservatives, who said no to indyref2—and what happened? Well, the Conservatives lost more than half their Members of Parliament.
Prime Minister, you got your answer from the people of Scotland. The SNP got 45% of the vote, a 20 percentage point difference from the Government. We got 80% of the Members of Parliament who sit on these Benches. Some time, some day, the Prime Minister is going to have to respect democracy. The Prime Minister cannot and will not continue to say no.
Well, as my hon. Friend the Member for Glasgow South (Stewart Malcolm McDonald) says, “What absolute tosh!” The hon. Member for West Aberdeenshire and Kincardine (Andrew Bowie) cannot get away from the fact that we won the election. We are here standing up as a voice for Scotland, and he lost most of his colleagues. They were rejected at the ballot box; they have been reduced to rump. The fact of the matter is that we on our side have 80% of the seats. The Government can only wish that they had such a mandate and such a majority in the rest of the UK. The reality is that no democrat can deny that we won the election. We demand a right to have a referendum. The Scottish Government and the Scottish Parliament have a strong record for bettering the lives of citizens across Scotland, and we know that with more powers and with independence, we can and will do so much more.
Today, the Scottish National party has published our alternative Queen’s Speech. The people of Scotland voted to lock the Prime Minister out of Downing Street and escape Brexit. Scotland voted to choose a better future, and our plan is to deliver that better future. We want to see a national health service protection Bill to stop the NHS across the UK being at risk from a US trade deal. It would guarantee that trade deals would not undermine the founding principles of the NHS that we cherish so much. We will continue to make the case and work to ensure that Scotland’s voice is heard. Our nation has the right to choose its future. We will also deliver in Scotland a Bill to increase parental leave with an additional 12 weeks to be ring-fenced for the father in order to encourage take-up, as well as to increase statutory maternity and paternity pay.
The SNP new green deal will build on the transition towards a greener, sustainable future. We will continue to press the UK Government to match Scotland’s net zero emissions target by 2045, putting oil and gas receipts into a net zero fund focused on measures to battle climate change and putting tackling the climate emergency front and centre of our priorities. That is what a responsible Government do.
Unlike the Conservatives, our ambition is to end poverty, not to increase it by a failure to act or to show leadership. Poverty is not inevitable. To fight it, we will work to end the disgraceful two-child cap on tax credits and the associated rape clause. We call on the United Kingdom Government immediately to end the benefits freeze and to halt the roll-out of universal credit. We will use every device open to us in this place to make the case that we cannot allow our citizens to be dragged into debt, hardship and despair by this nasty, careless Tory Government. We want to bring forward an equal living wage Bill, meaning an increase in the living wage to at least the level of the real living wage and an end to age discrimination.
The Scottish National party MPs reject the wholly immoral replacement of nuclear weapons at a cost of over £200 billion, and we call on other parties to follow us, to say no to Trident and to remove those weapons of mass destruction from the Clyde.
We want to help our pensioners by ensuring that the BBC licence fee remains free for those aged over 75. We will not abandon those women born in the 1950s, and, just as we have done in previous Parliaments, we will demand that this Government deliver justice for the 3.8 million women born in the 1950s who are being denied their pension by this Conservative UK Government. We will be pressing for an NHS funding boost from the UK Government that matches the current Scottish level and for constitutional change in abolishing the House of Lords and extending the franchise to include 16 and 17-year-olds.
This expanded SNP group is determined, and we are ready for the challenge. The Government think they can do what they want with Scotland and get away with it. That will not happen on our watch. The Tories are risking our economy and reducing opportunities for citizens.
The choice is clear: an outward-looking country with a vision of tolerance, inclusiveness and prosperity for all, or the offering of the Union run by a Tory party that does not care about Scotland. The Tory programme for government will push child poverty to a 60-year high and devastate our economy. The hardest of Tory Brexits risks up to 800,000 jobs in Scotland. The Tory manifesto means that day-to-day spending on public services outside health will still be almost 15% lower in real terms in 2023-24 than it was at the start of the 2010s. Austerity has hit communities hard, and it is not going away—more of the same from the Tories. Despite the climate emergency, there is nothing in the Queen’s Speech to make real progress on reducing emissions. The UK Government have already failed to match the Scottish Government’s 2045 net zero emissions target. That is just the start of it.
Yes, the Conservatives can say that England and Wales have had their say, but what about Scotland? We had our say, and Scotland rejected this Prime Minister and rejected the Tories. Those of us who represent the people and the will of Scotland will use every avenue open to us to protect our people against this Government and their shoddy plan.
Before I close, I want to appeal to Members across the House. In the previous Parliament, Members conducted themselves in less than acceptable ways on occasion. People across these islands have recognised that, and they are fed up with it. Let us start this Parliament with respect and let the strength of our arguments win the case, rather than drag this place into the gutter.
Finally, in setting out the SNP’s clear opposition to the Government’s Queen’s Speech and offering our alternative, I have set out to the people of Scotland the tale of two Governments, of two parties, of two futures. I started with the words of Winnie Ewing, and I want to begin closing with the words of another parliamentarian. Let me remind the House of the words of Charles Stewart Parnell, who said that
“no man has the right to fix the boundary of a nation. No man has the right to say to his country, ‘Thus far shalt thou go and no further’”.
Now Scotland must have the chance to choose its own future: one shackled to the Brexit destruction imposed by Westminster, or one with hope, opportunity and ambition and with an independent Scotland in the European Union.
Order. Mr Philp, it is up to the right hon. Member for Ross, Skye and Lochaber (Ian Blackford) whether he wishes to give way, and I think it is quite clear that he is not giving way.
Thank you, Mr Deputy Speaker. I think that there is a precedent for the third party speech on a Budget to be made without intervention.
It is not just a no-deal Brexit that will cost families. Even if the UK gets a deal, it will cost families. The whole Brexit process will hit the economy. There is no such thing as a good Brexit, and the House must wake up to that reality. The hon. Member for Gordon (Colin Clark) can carry on gesticulating. He really is the village idiot.
The storm is coming, and the Government have not even brought an umbrella, never mind the shelter that we need. This Budget leaves us wholly unprepared for the Brexit bombshell that is heading towards us. It fails to protect current and future generations. “An end to austerity”, said the Prime Minister. Scotland’s budget will have been slashed by £1.9 billion since the Tories came to power. This from a Tory Government who are ideologically obsessed with austerity—because, after all, austerity is a political choice.
We hear about the Government’s hands having been tied by the debt burden, yet over the past nine years, the Government have found £435 billion of new money for quantitative easing. Those with money and assets were rewarded with rising house prices and financial asset prices. Ordinary working folk—the poor and the disabled—were rewarded with austerity. They paid the price for the financial crash. The Institute for Fiscal Studies has made clear that even the mildest version of “ending austerity” would cost a minimum of £19 billion, the equivalent of a penny on income tax, national insurance and VAT.
An analysis published by the Resolution Foundation stated that we needed to see a boost in annual spending of £31 billion by 2022-23 to end austerity, so let us not kid ourselves that the Tories are going to end austerity. It simply is not going to happen. There is no such boost. Austerity has not ended; austerity remains under this Tory Government. This Tory Government continue to balance the books on the shoulders of the poorest and the most vulnerable, yet they continue to give away tax cuts. That is the reality. That is why austerity is purely and simply a political choice of this Conservative Government.
To end austerity, the Chancellor would need to cancel the final year of the four-year freeze on benefits and reverse cuts in in-work benefits introduced as part of the roll-out of the new universal credit system. That would cost a combined £5.1 billion by 2022-23. We already know that cuts to social security since 2010 will cost £39 billion by 2021-22; that is £39 billion taken out of the pockets of those who would spend cash on goods and services. Cutting the incomes of the poorest in our society has depressed growth in the economy; the only people who cannot see it are the Conservatives. [Interruption.] What about the living wage? If they were to bring in the real living wage, we would support them, but they are miles away from doing that.
Over the same period that the Women’s Budget Group has calculated that tax giveaways will cost the Treasury £47 billion, £39 billion was taken out of the pockets of the poorest and £47 billion given in tax cuts—robbing Sarah to pay John. This heartless Conservative Government have utterly failed to do the right thing, robbing citizens across the United Kingdom of a chance of increased living standards and the prosperity our communities deserve from economic growth. Austerity is hurting and this Budget will continue to hurt citizens through Tory austerity. Again, with a Tory Government we get cheap promises. Well, we have had enough of broken promises. The SNP will not support a Budget that will make our economy smaller and weaker and make our people poorer.
From 2010 consecutive UK Governments have delivered empty promises and robbed Scotland, limiting the opportunities for our Parliament and our people. This year, the Scottish Government’s fiscal budget will be £1.9 billion lower in real terms than it was in 2010-11. This is about more than the statistics, however; it is about the harsh impact on those who depend on our public services—the young, those in work, the elderly, and the disabled. We all pay a price for Tory austerity.
With Brexit coming down the tracks, this Government have picked up where Labour left off and abandoned the people of Scotland. Instead of arming themselves with a Budget that would protect jobs, drive investment and boost growth, the UK Government have delivered a Budget that will leave the communities of the United Kingdom frozen in failure. Time and again, we were told that the economy in Scotland would be stronger if we stayed with the United Kingdom—that the Union would protect jobs and that the Union would protect the Scottish economy. Well, the Union is threatening to destroy our economy by dragging us out of the European Union against our will.
Closing the door on the single market and the customs union is risking 80,000 jobs and risks losses of £2,300 on average from every person in Scotland. This Budget—this Union—has placed at the foot of the people of Scotland a choice of two futures: a future tied to a Union with the UK that will lead to further hardship and a deepening of austerity, or a future with Scotland in the EU, filled with opportunity, prosperity and economic growth, with an outward-looking Scotland and our destination within Europe, or our destination within an inward-looking United Kingdom.
The Chancellor today has made the case for the SNP. Like their Labour predecessors, this UK Government have shown their incompetence. Distracted and divided by the chaos of Brexit, the Government have not prepared for the future. Where is the vision? Where is the plan to create the circumstances that will encourage investment, drive up productivity and result in real wage growth? The fact that we have had the worst decade for wage growth in over 200 years should have sparked action by the Government to deal with that, but what do we have? We have inaction.
The Prime Minister famously talked about those who were just about managing. They have been shown to be hollow words from the Prime Minister and her do-nothing Chancellor. This is a Budget that cannot weather the Brexit storm. This is a Brexit bombshell Budget, with the clock ticking down to deliver absolute economic chaos to households right across the country. Conservative Members of Parliament sit and laugh; we talk about people who are going to be in economic hardship and Tory MPs laugh about the impact of a hard Brexit. That is the reality.
The Chancellor came before us today—he came and went—with his trick or treat Budget. He came in the hope that we would be distracted from the bigger picture by the small number of welcome announcements, most of which are undoing his Government’s shoddy policies, but we are not. He might trick some of his more gullible Back Benchers, but he will not trick us. The UK is facing a significant social, economic and political crisis with Brexit, but this Budget utterly fails to build a safety net for our economy’s future after our exit from the European Union.
We have made it clear that, short of remaining in the EU, only membership of the single market and the customs union will best protect our economic future, yet the Government blunder on, leading us to a no-deal Brexit that will be an economic catastrophe. It is widely accepted by economists that, if the UK leaves the EU without a deal, there will be material economic disruption. We are already seeing a weakened currency, higher inflation and lower business investment growth as a result of instability and a lack of security.
The EU is the largest market for Scotland’s international exports, worth £12.7 billion in 2016. The UK Government’s own analysis shows that reverting to World Trade Organisation trading rules would reduce growth by 8%. The Scottish Government’s analysis shows that a hard Brexit threatens to cost our economy £12.7 billion a year by 2030, compared with remaining in the EU. Worse still, even if the UK signed a free trade agreement with the EU, Scotland’s GDP would be £1,610 per person lower by 2030. Households are already paying the price. Mark Carney told the Treasury Committee:
“Real household incomes are about £900…lower than we forecast in 2016. The question is why and what drove that difference. Some of it is ascribed to Brexit.”
That is the reality for Mark Carney.
The only solution to offset economic disaster, short of staying in the European Union, is to stay in the single market and the customs union. I am pleased to see that some on the Labour Benches agree with us on that, but does the Leader of the Opposition agree? We need to get real. The Chancellor has not insulated our economy to deal with Brexit, and the Prime Minister is hamstrung by the extreme Brexiteers in her own party. We must not allow the extreme Brexiteers to hold the UK to ransom. We must unite across the House to protect our economic future. I call on the Leader of the Opposition today. If he is true to his word, and if he agrees with me that this Budget is unfit for the future, he will join with the Scottish National party, Plaid Cymru, the Greens and the Liberal Democrats to keep us in the single market and the customs union. Today, Labour must show that it can be an Opposition. It must join the effective Opposition to tell the Prime Minister that she will not get a deal through this House that does not keep us in the single market and the customs union. The stakes are high. We have time, but not much. The Chancellor still has time to rethink his fiscally flawed decisions in order to help to protect our economy.
Many will study the detail of what is in the Budget, but we must also examine what is not. The UK Government should rethink and back SNP and Institute of Directors demands to introduce a small and medium-sized enterprise support service to help firms to map out and prepare their supply chains to deal with Brexit. There is so much missing from this Budget. Where is the removal of residency fees for EU citizens applying to remain in the UK? It is morally reprehensible that those living here are, through no fault of their own, facing a charge to protect their residency. That is not making EU citizens who live here welcome. It is, by extension, yet another impact of the Prime Minister’s hostile environment. The Chancellor could have waived those fees today.
Last year, the Chancellor righted a wrong when he announced that Scotland’s emergency services were no longer to be charged VAT, but where is the £175 billion that had already been paid? We want it back to invest in our emergency services—[Interruption.] I expect Scottish Tory MPs to back us on this so that we can get Scotland’s money back to invest in our public services. Yet again, this Government have ignored SNP calls to support the Scottish oil and gas industry at a time of recovery. Why has the Chancellor again sat on his hands? The UK Government are once again not stepping up to support the sector.

Commons ChamberOn a point of order, Mr Deputy Speaker. I seek clarification as to whether we are allowed to try to intervene on the right hon. Gentleman’s speech—whether he takes an intervention or not is another matter.
The rules are that the Chancellor of the Exchequer and the Leader of the Opposition are not to be intervened on, but the courtesies go to the leader of the SNP here. He may wish not to give way, and that is his choice. What I suggest—[Interruption.] Order. He has made it clear that he wants the same courtesies that have been established for others, in which case he will not be giving way. So it will save us a lot of time if people do not keep standing.
Thank you very much, Mr Deputy Speaker. It is about time the Scottish Conservatives showed some proper respect, not just to the SNP here, but to the Scottish Government in Edinburgh.
Let me return to my point. It is an absolute disgrace that we have had £140 million taken out of frontline spending by a Tory Government ahead of this announcement. VAT should never have been charged to the Scottish police and fire services. The sole blame for that lies with the Conservative Government. [Interruption.]
Order. Mr Kerr, you are a normal, gentle person—a man who comes to Chorley and shows such dignity. I am hoping you will show me some dignity today.
Thank you, Mr Deputy Speaker. The SNP spoke out, here and in Holyrood, 140 times before the Government finally saw sense. What about the £140 million that has been paid? The Chancellor has confirmed today what we knew all along: that it was a political choice to charge VAT on our emergency services. He has accepted that he was wrong, but I am calling on him and his friends from Scotland on the Tory Benches to make sure that we push for a refund of the VAT that has been paid over the past three years.
The Chancellor has painted a picture of a strong economy, ready for the impending economic disaster of Brexit. We all have to wonder just what planet he is on. Most workers are seeing a decline in their living standards and have done so since the financial crisis. We are living through the worst decade for wage growth in 210 years. Young people are going to be poorer than their parents. Housing has become unaffordable for many. The austerity economic model has failed millions—the Prime Minister alluded to that when she talked about those “just about managing”. Today’s Budget was an opportunity to address these challenges and make this a Budget for people and prosperity.
The reality is that nothing in this Budget deals with the challenges we face. We face the impending UK exit from Europe. We know that the Government are preparing for a no deal, yet the Chancellor made no mention of how the economy would cope with that. The cliff edge is before us and the Chancellor sits transfixed, unable or incapable of rising to the challenge. No doubt he recognises the economic self-harm that comes with leaving the single market and the customs union, but he has failed to act. Why? It is because the Brexiteers have set the agenda for this Government and the Chancellor is without the authority to challenge the madness. The Chancellor, like his Government, is in office but not in power.
We know that the Prime Minister has to present a financial settlement to the EU27 over the coming days, yet there was no mention of that in the statement—none at all. This Government have to take their head out of the sand and accept that the future indicates the likelihood of significant economic self-harm.
Before the winds of Brexit hit us, the starting position for millions of people is that by then they will have already been struggling with nine years of austerity. The cuts being imposed on public services mean impacts on service delivery, and public service workers in particular are feeling the squeeze. This Budget shows that the Chancellor is either blind to what is going on or is behaving like a frightened rabbit caught in the headlights. Either way, people are going to pay the price for his lack of leadership. [Interruption.] I can see the Chancellor saying, “An extra £2 billion for Scotland”, but let me tell this House the reality: it is a £250 million cut in real terms. That is what the Government here are delivering to the people of Scotland.
This Government used to speak of the empty rhetoric of the “long-term economic plan”, but they have failed to provide a vision and have no plan for delivering prosperity. The long-term economic plan has given way to no plan. Scratch the surface of the economy and we see a structure barely coping with the state of society: a structure that is so unfairly built in the favour of the wealthy that we have created a situation where we have the worst wage growth in 200 years and the IFS tells us that an additional 400,000 children will be in “absolute poverty” within six years due to the benefits cuts that are to come. Let us remind ourselves that there are still £12 billion of welfare cuts to come from this Tory Government.
The case is that working people are paying the price for this Government’s ideological obsession with austerity—and let us make no mistake, it is an ideological obsession. It is a pity that people watching and listening to this cannot see the Conservative Members sitting there laughing while people in our country are paying the price—those Members should be utterly ashamed of themselves. Effective stewardship of our economy has to recognise the importance of fiscal and monetary policy working in tandem to create the circumstances of sustainable and inclusive economic growth. Any disconnect leads to a failure to deliver an economy that works for all, and that is precisely what is happening. A failure to deliver a Budget for prosperity hits all workers, in particular those in the public sector.
In September, the Scottish Government became the first in the UK to announce they will scrap the public sector pay cap, as our nurses, teachers, police officers and firefighters deserve a fair deal for the future. Future pay rises will be based on the cost of living. Today, the Chancellor betrayed public sector workers by refusing to fund a fair pay rise.
It is not just the squeeze on pay that is leaving low earners struggling to get by; the UK Government’s social security cuts are specifically designed to remove the welfare state. The SNP will never accept this ideological attack on the most vulnerable in our society. The damaging and destructive universal credit system must be halted and fixed. I welcome some of the things that we have heard today, but they simply do not go far enough. The cuts to work allowances are still taking place. While young people are pushed into poverty, universal credit is not fit for purpose. The Chancellor of the Exchequer should call a halt to it today and reform the system properly.
We also call on the Chancellor to scrap the two-child policy and the immoral rape clause. According to the IFS, the two-child cap on tax credits will mean about 600,000 three-child families losing £2,500 a year on average and about 300,000 families with four or more children losing a whopping £7,000 a year on average. Most of those families are in work. If we want to make work pay, let us remove the rape clause.
There is nothing in the Budget for the women born in the 1950s who are seeing a rise in their pensionable age of up to six years, without proper notice. That is depriving millions of a pension that they have paid for and that they are entitled to. Time and again, the Government have been asked to slow down the rate of increase in women’s pensionable age. It is increasing at a rate of three months for each calendar month. Either the Chancellor decides to act now to deliver fairness to 1950s women, or he will find that Parliament does it for him. There is a private Member’s Bill that calls for mitigation to be put in place for 1950s women. I say to the Government: recognise the cross-party nature of that Bill and act, or face defeat.
While the Tory attack on benefits pushes more families into poverty, the financial squeeze on household incomes continues as Brexit bites. Today, inflation sits at 3%. Prices are rising at a faster rate than wages. The Resolution Foundation has calculated that inflation of 3% combined with the benefits freeze will impact on 7.3 million children, 2.4 million disabled people and 800,000 people looking for work. There was no answer to that from the Chancellor—there was nothing in the Budget.
Let me tell the Chancellor and those on the Tory Benches what life is like outside the gilded rooms of Whitehall: electricity bills have increased by 9%—[Interruption.] You laugh, when people in Scotland and the rest of the United Kingdom have seen electricity prices rise by 9%. [Interruption.] You really ought to be ashamed of yourself and I hope that your electorate hold you to account. I refer, by the way, to the hon. Member—the so-called honourable Member—for Ayr, Carrick and Cumnock (Bill Grant).
The price of children’s clothing has increased by 6.7% and the price of butter by 12%. Bus and coach fares have risen by 13% and train fares by 3.4%. Transport insurance is up by 12.6%, motor vehicle insurance by 13% and travel insurance by 10%. That is the reality for ordinary working people in Scotland and the rest of the United Kingdom.
While inflation is making the cost of the weekly shop soar, real wages are falling. There was nothing in the Budget to address that. The rise in inflation and the squeeze on wages are creating a crisis for low-income earners. Between 2010 and 2016, official GDP per employee had risen by 3.5%, yet real wages are 1.1% lower, when adjusted for consumer prices index inflation. If inflation is calculated to include housing costs, real wages are down by 7.2%. That is the economic record of the Tory Government. The collapse of UK productivity growth has driven low growth and stagnant wages.
While many of my constituents and families across the UK are relying on credit cards to put food on the table, a different story is unfolding in the City. Under the Tory Government, boardroom pay has soared. From 2010 to 2016, the average remuneration for FTSE 100 chief executive officers almost doubled. The average remuneration of an executive director has doubled from £1.5 million to £3.1 million.
The inequality goes much deeper. European Commission figures reveal that the UK had the biggest increase in the EU’s gender pay gap in 2015. The difference in average hourly pay between male and female workers jumped from 19.7% in 2014 to 20.8% in 2015. In effect, women are working unpaid for more than two months a year compared with men.
The Government have not only driven thousands into poverty; they have failed to invest in building an inclusive economy fit for future generations. The legacy this Chancellor leaves is an economy that works only for the rich and the reckless. We need a Government that will create the circumstances to deliver inclusive, sustainable economic growth; a Government that will encourage investment, enhance innovation and drive up productivity and living standards; a Government that recognise that monetary and fiscal policy have to work in unison. The focus on monetary policy has driven up house prices and stocks and shares, but failed to drive investment in the real economy.
Back in 2009, quantitative easing was an obvious choice as part of the attempt to restore confidence and growth, provided that it was matched with fiscal measures, such as investing in our infrastructure and building capacity in our economy, with a focus on investment to improve efficiency. There was an opportunity to invest in the economy to kick-start growth and productivity. However, under the steer of this Government, there was investment to benefit the wealthy. In the end, that has done nothing but exacerbate the gap between rich and poor.
Even the Bank of England has recognised the negative effect of this policy. In 2012, it said that although quantitative easing had increased asset prices, it had disproportionately benefited the top 5% of households. Standard & Poor’s argued that—[Interruption.] I see the Chancellor waving his hands, but this is important and something for which he ultimately has to take responsibility. Standard & Poor’s argued last year that inflating asset prices had exacerbated the gap between rich and poor. It found that the wealthiest 10% of households held 56% of all net financial assets in 2008, and that by 2014 the proportion of the nation’s wealth in the hands of the richest 10% had increased to 65%.
It is easy to see why the Tories do not want to change this policy. Reducing inequality has never been one of their aims. The evidence is stark: quantitative easing has mostly benefited those who started with considerable wealth. The FTSE 100 was sitting at 3,805 on 18 March 2009, just ahead of the launch of the QE programme. Last night, the market closed at 7,411. That is growth of 95% in just over eight years. The Government have stuffed cash into the pockets of the wealthy, while ordinary folk have paid the price for austerity. The cry “There’s no money” flies in the face of the Government’s own agenda.
A further £70 billion was invested in QE after the Brexit vote, taking the programme to £435 billion. That is £435 billion that has been put on to our debt, with no plan for how it will be repaid. We could have invested in our infrastructure, for example by dealing with the demand for housing and dampening the rise in house prices at affordable levels. We could have invested in connectivity—in transport and in digital—to allow our citizens and businesses to compete, rather than being caught in the slow lane of transport snarl-ups and fighting to get decent broadband or mobile connectivity. Such investment in our people and infrastructure would have grown the economy and tax receipts, allowing us to cut the deficit. There would have been a payback. The Government could have supported businesses at the same time as supporting people. They cannot tell us that there is no money when they can invest an additional £70 billion in QE at the drop of hat. They must take responsibility and create the circumstances for inclusive growth and prosperity. Of course, taking responsibility is not something that this Government do.
Some £6.9 billion is lost to our schools and hospitals every year because the Government have failed to tackle aggressive tax avoidance and tax evasion. I call on them to take tough new action to ensure that the richest in society and the biggest corporations pay the taxes they owe in full. They have chosen to cut public spending while protecting the super-rich—of course, the Tories are the party of the super-rich. If they will not take the action required, they should devolve the powers needed to tackle the issue to the Scottish Parliament.
When I asked the Chancellor last month about any assessment he had made of the interrelationship between monetary and fiscal policy, the answer I got was that monetary policy was the responsibility of the Bank of England. There was no regard for a link between the two. It is left to the Bank of England to shine a light on the failure of the Chancellor to engage in joined-up thinking. In written evidence to the Treasury Committee, the Bank of England admitted that the steep rises in house prices in the decade preceding the crisis, together with a fall in long-term interest rates, have led to
“a sharp rise in intergenerational dispersion of wealth benefiting in particular older people who had already entered the market before prices began to rise.”
The Government have avoided every opportunity to invest in young people. What hope—[Interruption.] The Chancellor says, “Rubbish”. I am afraid I am actually giving him facts from respected institutions, not least the Bank of England. Is the Chancellor really saying that the Bank of England is wrong as well? I think the Bank of England might have something to say about that.
What hope do millennials have to cling on to? Robbed of their housing allowance and lumbered with chronic student debt, this Government have gone out of their way to avoid investing in young people. The intergenerational wealth unfairness is creating the perfect storm for future generations. Research from the Resolution Foundation shows that today’s 27-year-olds are earning the same amount that 27-year-olds did a quarter of a century ago. A typical millennial has actually earned £8,000 less during their twenties than those in the preceding generation.
We have missed chance after chance to invest in inclusive growth opportunities. The Government have been the proverbial one-club golfer relying on monetary measures, but in a vacuum. Even the IFS has warned the Chancellor about his calculations. First of all we had George Osborne proclaim he wanted to balance the books by 2015. That did not happen. Now the current Chancellor wants to eliminate borrowing by the mid-2020s. But with Brexit set to hit the economy, even the IFS has called on him to abandon his fanciful fiscal targets. There is more uncertainty on forecasts now than ever before. The Chancellor himself told the Treasury Committee that a
“cloud of uncertainty is acting as a temporary damper, and we need to remove it as soon as possible”.
Well, there was nothing in the Budget today to remove it.
Mr Deputy Speaker, I am in a giving mood. I will give the Chancellor a bit of fundamental economic advice. End the suicidal flirtation with a no-deal scenario, give business something to invest in and work on keeping the UK in the single market. The stupidity and recklessness of some on the Government Front Bench who rode around in that famous red bus has to be the most damaging economic pledge in modern history. They said £350 million a week for the NHS. Well, they are silent on that now. The Foreign Secretary and Environment Secretary should listen up, because here are some home truths about the mess they have created: the Bank of England has confirmed that 75,000 jobs are at risk in the financial sector owing to Brexit; the London School of Economics has revealed that Scotland’s towns and cities could lose up to £30 billion over five years; the Fraser of Allander Institute revealed that Brexit would cost Scotland up to 80,000 jobs and see wages fall by £2,000 a head per year; and now the Chancellor is planning for a no deal—a complete catastrophe which is unfolding on his watch. He knows how devastating such a path would be for the UK economy. He has given Departments £250 million to carry out work in preparation. To put that into context, that would pay for 11,553 new starter nurses, teachers or police officers.
It is not just the spending to fund Brexit that is costing communities, however. Leaving the EU will cut off the financial social funds we have benefited from for so long. This will be devastating for communities where poverty and destitution at the hands of the Tory austerity policies have seen volunteers pick up the pieces. Although as the UK haemorrhages EU funding and the Chancellor proclaims austerity is essential to save, he did manage to find £1 billion for the DUP—quite remarkable. The Chancellor found £1 billion for the Northern Irish Executive to spend on devolved areas, but no additional funds were provided to Scotland or any other part of the UK. Cash for votes—not very honourable at all.
And what use are the Scottish Conservatives, who pledged to work as a bloc to protect Scotland’s interests? That was their chance to shine: a golden opportunity to show they were prepared to put politics aside and stand up for Scotland. But no, party loyalty prevailed and now Scotland is being overlooked in this dodgy deal. This money cannot be processed until the discussions have concluded on the appropriateness of the way in which the UK Government decided to provide the additional financial support. The Barnett formula rules mean that Scotland, Wales and Northern Ireland are entitled to an extra £2.9 billion and £1.67 billion respectively as a result of the deal. Where are the Scottish Tories standing up for that £2.9 billion that Scotland deserves? Where are the calls from the Scottish Tories for this UK Government to match the deal from Northern Ireland? They have been found wanting.
Year after year, the UK Government continue to let down our world-class oil and gas industry in the north-east of Scotland. Two years ago, the Conservatives boasted about the creation of a new oil and gas ambassador, who would
“promote the North Sea around the world and boost inward investment”.
How embarrassing, then, for the Chancellor that the role, two years later, has yet to be filled. It seems that the Chancellor and his Cabinet colleagues have simply forgotten about our North sea industry once again. Despite the Chancellor’s tight grip restraining Scotland’s economic potential, the SNP in Scotland has delivered for our people.
On a point of order, Mr Deputy Speaker. Is it in order for hon. Members to make speeches in which they completely ignore the contents of the Budget that the Chancellor has just delivered?
That was definitely not a point of order and the right hon. Lady knows it. She has provided a running commentary all the way through. I think I have heard more than enough for the time being and I want to get to the end of the speech by the leader of the SNP.

In Scotland, international exports are up 41% between 2007 and 2015. The latest employment figures show that Scotland has higher employment rates and lower unemployment rates than the UK. Youth employment continues to outperform that in the UK. The Scottish Government fulfilled their commitment to reduce youth unemployment by 40% four years ahead of schedule—that is how to make fiscal targets.
But it is not just about the ability of the Scottish Government to deliver an inclusive society that works for all; it is their vision for an economy that benefits all. When the UK Government chose the rape clause, the Scottish Government chose the baby box. When the UK Government trebled tuition fees, the Scottish Government maintained the principle of free tuition for all. When the Conservatives pushed for a dementia tax, the Scottish Government stood by free personal care for the elderly. We know that an economy is not just a tool for inclusive growth, but is central to the social fabric of the society in which we grow up. It is time for an economy that benefits all. End the damaging austerity agenda and stop the catastrophic ideological obsession with a Brexit no deal.

Order. We do not discuss new clauses that have not been selected. We have to deal with what is before us and that is the new clauses on the selection list. I know that the hon. Gentleman wants to stay in order by dealing with those, not those that have been omitted.
Thank you, Mr Deputy Speaker; I am happy to receive the guidance that you have given me. I simply wanted to put on record that we had missed the opportunity to debate the measures today. I know that we will have the opportunity to raise these two issues again, so I will skip on without making any further reference to them.
The SNP believes that we need to look holistically at the problems inherent in the system and build on opportunities such as auto-enrolment. Only by giving pensions thoughtful consideration can the Tories get this right. With alarm bells ringing about the injustices facing the WASPI women, and concerns that we could see another hike in the state pension age, even the idea that the Government are contemplating reviewing the triple lock post 2020 is deeply troubling. If I may say so, we know that only by delivering an independent Scotland can the SNP deliver dignity in retirement.
I turn to amendment 5, which would mean that the financial sustainability of the scheme funder had to be taken into account when assessing the financial sustainability of a master trust scheme. The Association of British Insurers has told us that insurance companies already hold a very significant amount of capital under the European regulatory framework for insurance, solvency II. In our view it would not be reasonable, nor is it necessary, for insurers to be required to hold separate or additional capital on top of that to meet their new obligations as master trust providers under the Bill. We would like to hear assurances from the Government that insurers will be exempt if they already adhere to FCA and PRA regulatory and financial sustainability requirements.
Amendment 6 allows for exceptions to the requirement that a scheme funder must only carry out activities directly relating to the master trust scheme for which it is a scheme funder. Amendment 7 makes provision for the Secretary of State to define “restricted activities” by regulation, including a list of specific activities restricted to minimise the risk of loss by master trust scheme funders. Through these amendments, we acknowledge that there may be circumstances in which the scheme funder requirements in the bill should not apply. The amendments state that the requirements need not apply to firms whose activities are already restricted by virtue of existing regulation.
The ABI has said that, in particular, the Prudential Regulation Authority rules mean that insurance activities of the scheme funder that are not directly related to the master trust scheme are transparent and do not threaten the solvency or sustainability of the master trust. The ABI says:
“This is a sensible and pragmatic approach”.
It would be useful to understand what additional requirements will need to be met for firms to be exempt from the scheme funder requirements. It would also be helpful to gain an assurance that the Government are committed to working with the industry throughout the development and consultation process for the regulations.
Amendments 8 and 9 provide the Pensions Regulator with an alternative to stopping payments to the schemes under section 5(b) of a pause order. Amendment 9 is consequential on amendment 8. The Bill creates a new power enabling the Pensions Regulator to make a pause order requiring certain activities to be paused once a trust has experienced a triggering event. That includes accepting new members, making payments, accepting contributions and discharging benefits. The TUC is concerned about the impact of a pause order on a member’s savings because there are no mechanisms in place to allow ongoing contributions to be collected and held on behalf of a saver. We contend that it is unacceptable for a member to be penalised, and in effect to lose wages in the form of employer contributions, because of events out of their control. The Society of Pension Professionals has said that it will be necessary to ensure that the period of effect of a pause order cannot start before the trustees actually receive notification of the pause order. That would mean that any contravention could occur only after the trustees are were receipt of the order. Without this, they argue the trustees could be in breach of a pause order, through no fault of their own, if a direction is not complied with during the period between the date on which the regulator makes the order and the date on which the regulator notifies the trustees of it—for example, if new members joined the scheme in that period contrary to a direction under clause 32(5)(a).
The Government should clarify whether they intend to take action to protect savers now, as we are disappointed that our amendments were defeated at earlier stages. I look forward to hearing the Minister respond. We have sought to work constructively with the Government to enhance the Bill, which we broadly welcome. We affirm our position of wishing to work with the Government where we can to create an environment in which workers can have faith and trust in pension savings.
We should all desire to develop a landscape in which pension saving is encouraged, allowing us to ensure that all our pensioners—from both their own provision and the state pension—have dignity and security in retirement. The Bill helps us along that road, as far as the regulation of master trusts is concerned. There is more to do to enhance auto-enrolment, and I look forward to working with the Government to take steps to include those who are currently excluded from pension savings, particularly the self-employed and many part time workers, especially women.
In closing, although I welcome the Bill, I reflect on the fact that it was necessary for me to put down a prayer last night on frozen pensions after the Government again brought forward a statutory instrument to freeze the pensions of hundreds of thousands of British pensioners who are being denied their full rights. In pushing the measure through, the Government have denied Members of this House the right to debate the matter. I encourage all hon. and right hon. Members to sign early-day motion 1097. I hope that if we can, as I believe we can, demonstrate broad cross-party support against this measure, the Government will have the grace to bring forward a debate on this matter before recess. This early-day motion has already been signed by Members from six parties, including the Government party. I encourage them to listen to us on this matter, as part of proceedings on the Bill.

I have to say that I have great respect for you as the Chairman, but I hope you can understand the frustration that we all feel that only two SNP Members have been called to speak in this debate, which is important for the future of Scotland and our position within Europe. I am asking what you can do, Mr Hoyle, to make sure that the voice of the people of Scotland is heard correctly in this debate. It has not been heard this evening.
I assumed my place in the Chair, and I have tried to ensure that a second SNP voice was heard, and we were listening to that. That is what I agreed to, and that is what I have done. In fairness, I think the SNP has done better than it was going to otherwise, in which case, let us hear what the Minister has to say.
On a point of order, Mr Deputy Speaker. Now that the House has unequivocally declared that this matter was not considered in the Westminster Hall debate a couple of weeks ago, what mechanisms are open to us to make sure that we can have a debate in this place so that Members can be heard and we can stand up for the 2.6 million WASPI women?
I presume that the hon. Gentleman might have raised the issue at business questions, and there is always the opportunity at the next business questions to highlight the result. Actually, there was a debate here yesterday, so the debate has already taken place. However, it is not for the Chair to decide future business; it is for the Government to decide. I am sure that through the hon. Gentleman’s good offices, the matter will not rest there. I am sure that he will be pressing once again for another debate.

Commons ChamberWhile half of me is loth to continue this debate, I want us to be clear. We have here an economic crisis brought about by political instability caused by the rupturing of unions between countries. So for the hon. Gentleman to argue that Scottish independence would not have had similar disastrous effects for the Scottish economy is, frankly, disingenuous.
I remind Members to be cautious with the language they use. Also, I do not want this to degenerate into a debate about independence, and I know that the hon. Member for Ross, Skye and Lochaber (Ian Blackford) wants to get back to his brief and not to be tempted by those who want to go out fishing today. To those Members intervening, I say this: when your speaking time is reduced to four minutes, do not blame me.
I will take your guidance, Mr Deputy Speaker. I only say to the hon. Member for Wirral South (Alison McGovern) that she has demonstrated once again that Better Together is still alive and well—and how did that work out for the Labour party in Scotland?
I will return to the issue we are dealing with. We have inflation created by Brexit and a falling the pound, and the result of this failure will be a fall in living standards for many of our poorest—falling living standards brought to you by this Government. On top of the benefit cuts next year, the Prime Minister is sleepwalking into a perfect storm for low-income families, rather than living up to her promise of delivering for just-managing families. The UK Government must use the autumn statement to end their austerity obsession and instead bring forward an inclusive programme that will truly support low-income families and their children.
The UK Government’s U-turn on tax credits last year was simply a delaying tactic that kicked cuts to universal credit further down the line. The Government should take the opportunity to reverse the cuts to universal credit work allowance in their autumn statement. The original intention of universal credit was to increase work incentives and make sure that, as the Government put it, work paid. On top of damning economic forecasts, however, which will push up the cost of living, the work allowance cut will simply push more working people into poverty. It has slashed the income of working universal credit claimants. The IFS has calculated that in the long term more than 3 million working families will lose an average of more than £1,000 a year as a result of the work allowance cut.

Commons ChamberOn a point of order, Mr Deputy Speaker. On Monday, I asked the Secretary of State for Work and Pensions about the Women Against State Pension Inequality Campaign and whether the Government were going to take mitigating measures to compensate the worst-affected women. He responded that the Scottish Government could use their powers to compensate them. At the end of questions that day, I raised a point of order. I was generous in my choice of language and suggested that perhaps the Secretary of State knew something that we did not—namely, that powers over pensions were coming to Scotland. I asked the Secretary of State, through the Chair, if he would correct the record, knowing full well that section 28 of the Scotland Act 2016 specifically excludes the possibility of the Scottish Parliament having competence over pensions. I was somewhat enraged to receive a letter from the Secretary of State this afternoon which assures me that his statement was correct. We all know that people spin from time to time, but that is disingenuous to say the least, and the Secretary of State should really come clean and recognise that he has misled the House. I ask for your support as to how we can—
Order. First, we should not say that a Member is disingenuous or that they have misled the House. Let me see if I can be helpful here. Obviously there is a disagreement over the views and the interpretation, and I think that there is a way to deal with this—[Interruption.] Just bear with me. This could be helpful. You know me better than that. Give me a chance. There is a way to deal with this through the Procedure Committee, but it might be better to have a face-to-face debate in Westminster Hall. Why not put in for an Adjournment debate where this can be settled in the best possible way?
Further to that point of order, Mr Deputy Speaker. I am grateful for your advice, but there is an important issue here. The Secretary of State is giving a level of competence to the Scottish Parliament and the Scottish Government that they do not have, and it is important that we in this House have the opportunity to call him to account. I say clearly that he was wrong and that he should correct the record.
I understand that he says he is wrong; the hon. Gentleman has made that point. What I am saying is that a face-to-face debate would be a much better way to put the case and get the answers. That is the way forward. There is also the option of the Procedure Committee, but I think that a face-to-face debate would be a much better way to set out categorically where the answer lies.

Commons ChamberThe right hon. Gentleman is making some very powerful points. May I remind the House that we are still living with the consequences of the financial crisis in 2007 and 2008? We have the answer to the question he is asking: the stock market has fallen by £80 billion in the past few days as investors recognise the risk to this country if we have a Brexit vote next week. That is the start of the tsunami that he is talking about. Why would we risk the prosperity of the United Kingdom and, indeed, of Europe by taking such a rash action?

Commons ChamberI am delighted to try to assist the Leader of the House in that task. There is a very simple answer, which would take away a lot of the angst. If we want fairness and English votes for English laws, the solution is very simple: bring forward legislation for an English Parliament. That is what we would consider as fair. The point that the right hon. Gentleman has to address is that we were all elected on 7 May with equal rights, so why is that—

Commons ChamberOne of the things that we hear about in the Budget is the importance given to increasing productivity, but if we are to increase productivity, we need incentives for investment in the economy. The Government are incentivising those who have financial assets by changing the inheritance tax rules to benefit the type of people who sit on the Government Front Bench. That is the reality of what they are doing. If we want to make sure that work pays, we need to drive investment in the economy, and we need incentives for business to do so. [Interruption.]
Order. I certainly think that we have got the message. Can we have short interventions? I have a lot of speeches to get in, and someone cannot intervene on a Member who is intervening.

Commons ChamberThe problem with the Government’s suggestion that cutting tax credits will lead to higher pay is that the labour market is weighted in favour of the employer, rather than the worker. The only way to restore wage growth across the board, especially in the private sector, is through the expansion of collective bargaining. We simply cannot have wage growth in a country where the erosion of trade union rights is right at the top of the Tory agenda. The Government are doing the exact opposite of what they intend, which is to get people back to work and on decent pay—
Order. Order! Honestly, we must have short interventions. I want everybody to get to speak. Interventions are not meant to be speeches. We have to help each other today because a lot of people wish to speak. The shorter the interventions, the more people we will get through.
I agree with the gist of what the hon. Lady said. We need to ensure that there is proper protection for trade union rights throughout the UK.
The Resolution Foundation, which has been much commented on, has assessed the proposed plans. It found that more than two thirds of the families affected—2.7 million of them—would be in work. Working families with two children would lose up to £1,690 a year. Almost two thirds of the cut would be borne by the poorest 30% of households; almost none of the cut would fall on the richest 40% of households.
A poll by YouGov and The Sunday Times the other week found that there was opposition across the UK to cuts in tax credits, and that the opposition was highest in Scotland: 56% of Scots are opposed to the cuts and only 37% are in favour. Clearly, there is public opposition to any attempt to target tax credits, and that opposition is strongest in Scotland.
The Tory assault on the welfare system is already pushing more and more people, particularly thousands of children, into poverty. There are worrying links between welfare reform and food bank use. The Trussell Trust has reported that 117,689 people picked up a three-day supply of groceries from Scottish food banks in 2014-15, including 36,114 children. That is eight times the number of people who were helped just two years ago. Given the social harm that is already being done by Tory welfare cuts, the future damage that could be caused by gutting tax credits is unthinkable. The Tories’ plans, and the high degree of uncertainty about the future of that lifeline support, demonstrate the need for full powers over Scotland’s welfare system to be in Scottish hands, not those of the Chancellor and the Secretary of State for Work and Pensions.
