I think you also meant a new order for aircraft, but we will put that to one side.

I say to the Minister—I do not mean this personally—that I do not know what has happened to the Government. When they deploy British servicemen and women abroad, they should make a statement to the House, no matter what time of the day or night it is. In 1999, when Prime Minister Tony Blair deployed RAF aircraft to Montenegro, I remember the then Deputy Prime Minister coming to the Dispatch Box at about 9 pm. He knew his responsibilities. The Government have failed on this quite explicitly.

Why are the Government misusing the word “defence” endlessly now, not wanting to talk about what they have to do? How do we defend against a ballistic missile once it is launched unless we attack the site that is launching it? This is nonsense. At the end of the day, we need to be honest with the British public. I am not against deployment to defend by offensive action, but surely that is more logical than pretending that personnel are there only to defend.

There was a multiplicity of questions within that question. First, on why a statement on the deployment was not made, I have made it clear that the strategic parameters were set out by the Prime Minister and that the deployment was laid out by the Secretary of State. I am pleased to be here to talk about the extension of an existing deployment; this is not anything new. With regards to the word “defence”, the right hon. Gentleman, my neighbouring MP, as a gallant person with a significant military background, will understand that a layered air defence system is exactly that, and defensive counter air is a capability. We are not conducting strikes and there is no capability to conduct strikes. We are not seeking to present that in any other way.
