The UK is committed to a free and open Indo-Pacific, and we are putting our regional approach on a long-term strategic footing. I returned this weekend from Australia, where we have been talking to our colleagues there, working hard on the Indo-Pacific programme.

Stability in the Indo-Pacific has been largely aided by the military base presence on Diego Garcia. What assessment has the Defence Secretary made of the military base and the island of Diego Garcia remaining under full British sovereignty, so that we can help to counter the many threats of the modern world, whether that be China, Iran or others?

As I think my hon. Friend knows, I share the goal of ensuring that the base on Diego Garcia remains permanently available for our use, and for the United States. It is strategically positioned, it is absolutely vital and there is read-across to our military facilities elsewhere. It remains safe in our hands.

I do not entirely agree with the right hon. Member’s characterisation of the UK response in terms of deindustrialisation. I do agree that it is difficult overall to suddenly ramp up from whatever level we are producing at on a non-war footing, but it is heartening to know—I think this is right, but it is off the top of my head; I will correct the figures if I have got it wrong—that our munitions and missile production is now eight times the level it was before the war, so we have certainly stepped up.
In addition, we are carrying out rounds of procurement through the international fund for Ukraine, which we established and which is still receiving new contributions. I am delighted that Australia has just donated $50 million to that fund. I think—again, this is off the top of my head—there have been 27 rounds of contract procurement so far. I am not familiar with the particular case that the right hon. Member cited, so I will write back to him on the detail, but it is encouraging that we have been able to set up a mechanism so that other countries that have not had our scale of ambition and footprint on Ukraine can put in their own money, so that we can buy in coalition on their behalf. We will continue to do that.

Yesterday, I and several other members of the Foreign Affairs Committee were in Warsaw to speak to members of the Polish Government and British military and security officials based in that country. Will the Secretary of State join me in paying tribute to British military officers for the work they are doing in supporting Ukraine and other allies such as Poland and the Baltic states? Will he comment on the increase in Russian air incursions into NATO airspace? Sadly, last year missile incursions killed two people, and missile incursions have taken place in recent weeks. What can we do to strengthen air defences not only to defend Ukraine against Russia’s aggression, but to ensure that democracy in Europe is strengthened?

I am delighted that my hon. Friend was in Poland yesterday. The Poles have been right on the frontline next to Ukraine on this. They have been tremendous in their support for Ukraine and in investing in their own defence sector. He is right to highlight British military assistance, which comes in many different forms, much of which we cannot discuss, but it has certainly assisted in Poland and elsewhere in the region. He will be pleased to hear that we also contributed to Poland’s own defence: before its election, we provided two Typhoons to prevent escalation and exacerbation by Putin. We also provide other air defence mechanisms to Poland. I would be happy to provide him with a further briefing.

I do not know when the right hon. Gentleman was last able to visit Kyiv himself, but when he does go, he will discover that the attitude there is that no country in the world has been more forward-leaning and progressive in its support, and that remains the same today as it was before this conflict began. We have trained 52,000 Ukrainian troops since 2014. Our support is not for today or tomorrow or the short term; it is forever.

I am grateful to my hon. Friend, and he is absolutely right to celebrate a great British success story. The MBDA British-designed common anti-air modular missile is the latest-generation air defence system in service with the Royal Navy and British Army; it can engage targets up to 25 km away and is capable of hitting a tennis ball-sized object travelling beyond the speed of sound. It is already deployed in Poland to protect its airspace following Putin’s barbaric invasion of Ukraine. We work closely with the Department for Business and Trade in supporting Energy UK’s export campaign through dedicated teams. This network is supporting delivery of numerous CAMM campaigns, and I can confirm to my hon. Friend that we have a positive defence relationship with Brazil: he makes a very good point, and the MOD continues to work with the Brazilian Ministry of Defence and armed forces on how we and UK industry can support their equipment capability shortfalls and development requirements.

I recently accompanied Prime Minister Albanese to Barrow-in-Furness, where the next generation of AUKUS nuclear submarines will be built for the Royal Navy—a testament to our joint commitment. This multi-decade undertaking will create thousands of jobs in the UK, delivering on the Prime Minister’s priority to grow the economy, and demonstrating the experience and skill that is embodied in British industry.

I welcome the Australian Government’s decision to design their submarines on the SSN-AUKUS model, and I understand that Australian Prime Minister Albanese was in Barrow recently to see that work. What assessment has my right hon. Friend made of the benefits of AUKUS and the design being made in this country to the supply chain across the United Kingdom?

Building complicated machines such as submarines has the benefit of a long and broad supply chain. The AUKUS model will be truly collaborative: while based on a UK submersible ship nuclear replacement, I expect it over time to be built by Australian hands and with United States skills and supply chains, which will provide opportunities to both countries, alongside ourselves. That is good news for British industry, for skills in places such as Barrow-in-Furness, and for our alliances with Australia and the United States.

The Ministry of Defence’s sustained investment in industries across the UK supports over 200,000 jobs. Continued high and focused defence spending, supported by the changes we are making as part of the defence and security industrial strategy, will contribute to further economic growth and prosperity across the Union.

It is good to see that you are in fine, typical wit despite the heat, Mr Speaker.
As my right hon. Friend said, the UK defence sector is vital for jobs, the defence of this country and our allies, such as the Ukrainians, against Russian aggression. I am very proud of the contribution of Thales, which is located in my constituency. What is his Department doing to encourage defence contractors such as Thales to expand to meet this country’s increasing defence needs?

My hon. Friend asks an important question. Last week, I met the Defence Suppliers Forum, which includes Thales. We work closely together not only to indicate potential investments by defence in what we would need, but to make sure that we both meet our future requirements. Thales UK is one of Britain’s biggest and most advanced defence companies. Its NLAW—next generation light anti-tank weapon—systems are being used in Ukraine. I congratulate him on posing a question on Thales.

When I was in Donetsk oblast last month with members of the Foreign Affairs Committee, there was some sniper fire across the line of contact from Russian supporting forces. What assessment has my right hon. Friend made of false flag operations in recent days and indeed recent hours?

We must not forget that Ukraine has had 10,000 people killed since the invasion of Donbas. Often weekly or monthly on that line of control, this affects young men and women who are simply guarding their border. The false flag operations have been growing, and the worrying trend that we have seen recently fits the bill and the playbook of what we can expect, as the Russian Government potentially seek to destabilise and confuse the picture. We are not confused; we know what 160,000 troops mean, and so does the international community.

I fear this may be a red herring, inasmuch as indefinite leave to remain is an automatic part of the ARAP scheme. More than 5,000 ARAP-eligible personnel were brought out during Operation Pitting, and around 1,100 of the 2,000 who have come out since are also ARAPers. About another 150 or so ARAP principals from the original cohort who actually worked for us and were approved during Operation Pitting are left in Afghanistan, and we continue to work to bring them out. Of course, we are getting applications all the time. The ARAP entitlement is absolute and is not time limited. We will bring out anybody eligible who applies.

The Ministry of Defence has a long-standing relationship with our Ukrainian counterparts, and we continue to provide support in many areas including security assistance and defence reform. Since 2015, the UK has helped to build the resilience and capacity of the Ukrainian armed forces through Operation Orbital, which has trained over 22,000 Ukrainian troops.

Can my right hon. Friend update the House on the memorandum of implementation between Ukraine and the United Kingdom to build up naval capacity and naval bases?

It became very clear after 2014 that Ukraine had lost large parts of its navy to Russia’s illegal occupation of Crimea, and it is important to help Ukraine build up and sustain a naval capability. We have continued to invest in that, and last year we signed not only an MOI but an agreement to sell naval patrol boats with weapons systems to the Ukrainian Government.

The armed forces have provided a range of support to the British overseas territories throughout the covid-19 pandemic where it has been requested. That has included support to local government and civil authorities in their response, through the provision of defence planners, the deployment of critical care teams, the provision of food and medical supplies, and, more recently, logistical support with vaccine delivery.

I was pleased that in January the Royal Air Force made two deliveries of life-saving covid-19 vaccines to Gibraltar. Can my hon. Friend confirm how many doses our armed forces have helped deliver to the British overseas territories so far?

Defence has to date delivered 10,725 doses of the Pfizer vaccine to Gibraltar, as mentioned by my hon. Friend. Further deliveries are planned to the Falkland Islands and Gibraltar by the end of today, of 6,825 Pfizer doses and 3,000 AstraZeneca doses respectively. Defence is scoping the delivery of 65,850 further vaccine doses to Ascension Island, Gibraltar and the Falklands throughout February, and of course we stand ready to support vaccine delivery to all the British territories overseas.

We have seen members of the armed forces working alongside our infrastructure across the United Kingdom, whether they have been inserted in local resilience forums or, indeed, the planners we stood up here in London. UK defence has made a significant contribution to the national effort to defeat this virus, and that will continue in the months ahead.

The Veterans Welfare Service continues to provide the full range of support services to veterans during the covid-19 pandemic.

Last year, the Crawley armed forces and veterans breakfast club was established, and I have enjoyed meeting it several times since then, most recently on the VJ75 anniversary. What specific support can be provided to such grassroots groups that support our armed forces and veterans personnel?

When LIBOR funding came to an end two years ago, it was replaced by something called the Armed Forces Covenant Fund Trust. It is administered in a professional way, and all charities and such grassroots organisations can now bid into it for grants. I am happy to write to my hon. Friend with details of how we can pass that on to support the great work that those in Crawley do at their breakfast clubs.

I am very clear on two points. One is that we will stop at nothing to understand what is the best mental healthcare treatment that we can provide to our veterans in this country; the other is that obviously the classification of substances remains with the Home Office, and there are no plans to change that at the moment.
