Commons ChamberSmall charities are vital to the UK’s funding for international development. Last July, the small charities challenge fund was launched to support the work of small, UK-based charities in international development. The fund will enable these organisations to increase the reach and impact of their projects.
Scottish Borders makes a significant contribution to the UK’s overseas aid effort, often in the form of fundraising or volunteering for larger national charities. Local grassroots organisations can play a crucial role in some of the world’s poorest countries, but applying for funding can be challenging, and some worthy organisations might not be aware of opportunities such as the small charities challenge fund. Will the Minister reassure me that the Department is doing all it can to promote these funds and make applying for them as easy as possible?
I thank my hon. Friend for his excellent question. I agree that we need and have tried to make the process as simple and streamlined as possible. We have publicised it through a range of different regional events and—importantly—written to every Member of Parliament, because excellent local MPs such as my hon. Friend can publicise these opportunities to the great grassroots charities.
During the Rohingya crisis, the Rochdale Council of Mosques, with its local Bangladeshi roots, made a material difference to our ability to convey aid to the area quickly. Could that be built into the framework for dealing with future disasters and emergencies?
Indeed, and I am grateful for the work that was done in the hon. Gentleman’s constituency to raise money during that appalling crisis. As he will know, it is possible to secure match funding from the Department when local communities are able to do such an impressive amount of fundraising.

Given that larger charities are necessarily more bureaucratic, and given that the UK aid grant scheme was set up to help smaller charities, are Ministers satisfied that the due diligence processes for applications from smaller charities are entirely appropriate and cost-effective?
We do carry out due diligence for small charities, and we have received more than 100 applications to the Small Charities Challenge Fund. The cut-off in relation to size is an annual income of £250,000. I look forward to the announcement of the results of the first round of applications.
Will small charities that are particularly innovative in sub-Saharan Africa, providing clean drinking water for hundreds of thousands of people there, be able to avail themselves of the fund, and will the Minister actively promote it to them?
They will indeed be able to avail themselves of the fund, provided that their annual income is less than £250,000 and provided that they are working in one of the 50 poorest countries in the world. Larger charities can apply to other sources of funding.
The Secretary of State may talk up the £4 million Small Charities Challenge Fund, but the truth is that the Government are failing international charities and the people whom they serve. Civil society funding is being squeezed, the programme partnership arrangements and flexible funding have been scrapped, and the right to speak out has been restricted under the draconian Transparency of Lobbying, Non-party Campaigning and Trade Union Administration Act 2014. What plan has the Secretary of State to reverse that?
I congratulate the hon. Lady on her appointment: we look forward greatly to working with her. We are proud of our track record on the 0.7% commitment, and my right hon. Friend the Secretary of State will announce her strategic priorities shortly.

Commons ChamberAny institution works only as well as the political will of its members. We can sometimes obsess too much about the precise make-up of the institution, but we need to look at the political will that goes into defending the values to which we have signed up.
The Prime Minister rightly highlighted the extensive work done by the Foreign Secretary to end the abhorrent practice of sexual violence in conflict. Given the evidence of that having occurred in Sri Lanka, what can our Government do to assist the victims?
The first thing we must do is to continue the Foreign Secretary’s excellent work to drive the issue to the top of the international agenda. Some really important steps in relation to commitments from other countries and through the UN have now been made. The specific allegations are one reason why the independent inquiry that we have talked about this afternoon is so important.

Commons ChamberI note that the EU Council agenda now includes the social dimensions of economic and monetary union. Will the Prime Minister confirm that welfare systems continue to be a national competence and that he will fight any attempt by the Commission to interfere with the UK’s important welfare reforms?
I thank my hon. Friend for her question. There are two points here. What the eurozone countries want is a sort of social score card to go with deeper integration. I said that we did not want to be involved in that and insisted on a voluntary system. We not only need to see that welfare issues remain for national Governments; we need to look at the habitual residence test and some of the problems with the welfare system. This is not now a uniquely British complaint about European systems. We hear it from German and Dutch Ministers and others, so we need to build an alliance to try to ensure that we have a better system in Europe.

Commons ChamberThe hon. Lady is wrong. If she looks at the figures, she will see that we have added to the plans that Labour had for this Parliament and are increasing the amount of capital spending. The Opposition come to this House and oppose changes to welfare, oppose cuts to Government programmes and oppose the efficiency changes that we are making. They have not supported a single cut that we have made. If they did all the things they say, there would be no capital spending at all. That is the problem with the weakness of Labour Front Benchers: because they have taken no tough decisions, they cannot support the capital spending that this country needs.
Can the Prime Minister confirm reports from Jordan that a new treaty has been signed and that this country could have the pleasure of seeing the back of Abu Qatada as soon as this weekend?
I can confirm that this treaty has been taken through both the Jordanian Parliament and our own, but I do not want to say anything that in any way could stop what we all want to happen happening.

Commons ChamberWe will come forward with our proposals shortly, but the Parliamentary Secretary, Cabinet Office, my hon. Friend the Member for Norwich North (Miss Smith), explained our intentions. Lobbying is a perfectly legitimate activity to allow people to explain to decision makers what the consequences of their decisions could be, and we should not malign a perfectly legitimate activity. It just needs to be made as transparent as possible, particularly when lobbying is aimed at those in government who are making important decisions that affect many people in this country.
T2. The Deputy Prime Minister has made it clear that he is passionate about devolution. Has he had a chance to read the recommendations in the report by his Department’s McKay commission, which address the offsetting consequences of devolution? In this Parliament in Westminster, a lot of legislation is England-only but can be voted on by MPs from Scotland, Wales and Northern Ireland. Has he had a chance to see those recommendations?
It is a very important, thorough and thoughtful report that comes up with some ingenious proposals for how the mechanics of this place could be reorganised to reflect votes that take place on issues that affect only English constituencies. Of course, it requires careful consideration and we are giving it that. It does not endorse some of the more radical proposals for an English Parliament and so on, but is all about the internal mechanics of this place and we will give it all due consideration.

Commons ChamberIt is with great humility that I rise today to pay my personal tribute to Baroness Thatcher. I sincerely appreciated the excellent speech made by my hon. Friend the Member for Epping Forest (Mrs Laing), on the role Lady Thatcher played in inspiring so many women in politics. It is a remarkable statistic that only 100 women in the history of this country have become Conservative MPs. Lady Thatcher played a crucial role not only in inspiring us, but in raising money for us. I met her at fundraisers for “Women2Win” or for individual female candidates, including current Members of the House.
Lady Thatcher was always absolutely remarkable in her steadfastness and support for women in the Conservative party, but—this comes better from a Conservative woman MP—she was also always absolutely immaculately dressed. She always looked fantastic. Has it not been wonderful over the past few days watching those old news reels and seeing that, on every occasion she faced as the first female leader in the western world, she always wore exactly the right thing? Whether she was in a tank in Germany or dancing with a former movie star—Ronald Reagan—she always looked impeccable. That held true even very recently, when my hon. Friend the Member for Bournemouth West (Conor Burns) invited some of the new intake MPs to meet her. She asked, with that piercing curiosity, “What’s your majority?”
It is only right that we pay tribute to Lady Thatcher’s personal assistant, Cynthia Crawford, who lives in Worcestershire, and who made such a huge contribution to Lady Thatcher’s life. Cynthia was such a loyal friend throughout Lady Thatcher’s retirement years. She ensured that Lady Thatcher always looked impeccable—they worked together very well on that.
Another secret about Lady Thatcher’s later years is that, as a result of that friendship, she came frequently to Worcestershire. She spent quiet retreats and holidays at the cottage in the woods in Malvern, where she found peace and beauty in the country. She grew to love the Malvern hills—she was inspired by Elgar, who was born there. It gives me and the people of West Worcestershire great satisfaction to know that she enjoyed the beauty of the great constituency that I have the privilege to represent. I am so pleased that she found peace there on earth, and I wish her peace in the next life.

2. What progress the Government have made on resolving the West Lothian question.
With this, I will also answer Question 2. The McKay commission, which the Government established to consider how the House of Commons deals with legislation that affects only part of the UK, reported yesterday. We are grateful to the commission for its work. This is an important issue, which is why the Government asked the expert commission to look at it. The report presents a positive step forward, and we will give it very serious consideration before responding substantively.
I, too, thank the McKay commission for such an erudite report. The commission outlines a principle: that decisions at UK level with a separate and distinct effect for England should normally be taken only with the consent of a majority of MPs for constituencies in England. Will the Minister argue with her boss, who is a passionate believer in political and constitutional reform, to implement that sensible principle in the next Session?
I commend my hon. Friend for her work on this important matter—she has campaigned long and hard and taken the time to go into the detail. As I have said, the Government take the report extremely seriously. We believe it is a positive step forward, and I am happy to talk to all members of the Government about its merits and otherwise.

Commons ChamberWe have made our views very clear to the Cypriot Government. In our view, when there are deposit protection schemes—as we have in this country; as all of Europe put in place after the crash of Lehman Brothers—those deposit protection schemes should be respected. That is the whole point; that is why they are there for small savers.
The civil service union has chosen today to go on strike, but the country does not seem to have ground to a halt. Does the Prime Minister agree that that probably indicates that there is a bit more room to save in terms of public sector spending, so that we can clear up Labour’s debts and get this country back on track?
My hon. Friend raises an important point. It is important to recognise that we should do everything we can to save and find efficiencies in public spending in order to help hard-working families and keep their tax bills down. That is exactly what this Government will continue to do.

Commons ChamberThe main thing is to make sure that work always pays. That is why we are introducing much-needed reforms, which were ducked by the previous Administration, to the benefits system. We have introduced universal credit, which means that even if someone works for only a few hours a week, it always pays to do so. In that way, we get rid of some of the disincentives to work, such as the 16-hour rule in the benefits system, at the same time making sure that when someone works, even on low pay, they keep more of their money. On this side of the House, we are immensely proud that, as of April, because of the lifting of the point at which income tax is paid, we will be taking 2 million people on low pay out of paying any income tax at all.
T2. We heard earlier that the Deputy Prime Minister is a passionate supporter of devolution and localism. If the West Lothian commission, which reports in the near future, recommends that the House should consider English-only legislation with English-only votes, will he back it?
I am not going to start declaring how we will respond to a report that has not yet concluded, but of course we will look at the recommendations of the McKay commission with an open mind. As my hon. Friend will know, the essay question, as it were, that has been set for the McKay commission is how to reflect the long-standing, perennial problem of the West Lothian question here in the workings of the House. We look forward to seeing what recommendations the commission delivers.

Commons ChamberCobra brings together officials from across government, the Ministry of Defence, our armed forces, the police and the security services, and it can meet on an almost rolling basis in terms of bringing the latest information and intelligence to bear. It meets under official guise very regularly. I have chaired three Cobra meetings so far during this crisis, and there will be another one later today to bring together the latest intelligence and information. I would like to take this opportunity to thank those in the British Government who have been working round the clock to try and get the latest information so that the right decisions can be made.
To what extent does the intelligence confirm the supposition that the planning for this appalling atrocity must have long predated the French incursion into Mali last week?
My hon. Friend asks an important question. It is difficult to give a certain answer, but given the scale of the terrorist attack on this gas installation in Algeria, the number of people involved and the sophistication of the weapons used, it looks like it was some time in the planning. As I have said, however, it would be ill-thought through to say, even if there was a connection with Mali, that we are wrong to help roll back terrorist advances in Mali because it might threaten us elsewhere. That is entirely wrong-headed thinking. We should be in favour of rolling back terrorist advances in Mali because it will help make us safer elsewhere as we squeeze the ungoverned space and recognise that these terrorists should have no place to hide.
