Commons ChamberI thank my hon. Friend for that intervention. We hear much debate about Brexit and the hard border, and how it must be frictionless and customs must be harmonised. Every gangster who is engaged in this operation in Northern Ireland and this level of crime, many of whom are senior Sinn Féin supporters and other senior paramilitaries, believes in a hard border on this one, because they love the fact that there is a customs differential and they want to ensure their ability to transfer vast amounts of laundered fuel in a frictionless manner.
Let us examine the scale of the crime. In March, Baroness Neville-Rolfe stated in an answer to questions in the other place that the estimated level of illicit fuel sales amounts to “£50 million” in lost revenue for the last year for which figures were available. I believe that is a glossed over view and that, even though it is a staggering amount, it conceals a far greater level of fraud. However, if that was the height of it, that is half a billion in resources lost to the Government over the term of a normal Parliament. The most recent official report of the Organised Crime Task Force—I must declare an interest, as I served as a member of it before I joined this House—details that the tax gap between Government known legitimate sales of oils and fuels, and illicit fuel trading is about £100 million, as my hon. Friend the Member for Strangford (Jim Shannon) identified. That has reduced from about £160 million nine years ago, but it is still a staggering amount.
Does my hon. Friend agree that, in addition to the substantial amounts of money that the Treasury is losing, an issue that is sometimes not highlighted is the danger of the damage done to vehicles? Some of these illicit fuels are poisoned and treated very badly so that these people can maximise profits.
If we start to go down that line, the costs are in many ways incalculable. We need to bear that in mind.
The Organised Crime Task Force recounts a case study of an organised crime gang that evaded duty of more than £3 million. It had laundering plants in 13 locations, at one of which the police seized approaching £300,000 in cash. They also seized 72,000 litres of illicit fuel that was being sold to unsuspecting motorists, like my hon. Friend the Member for East Londonderry (Mr Campbell) said. Nine people were convicted, and two custodial sentences were handed down amounting to—listen to this—just 16 months in prison. Seriously? A multimillion-pound crime gang and they get 16 months in prison. What sort of disincentive to criminality is that?
The Government will no doubt point to their new fuel marker, which they introduced in conjunction with the revenue and customs people in the Republic. They claim that it is particularly special and
“significantly more resistant to laundering”
than old markers. Given that old markers could be laundered through a sieve, that is not actually a good recommendation. They also boast that there has been a
“reduction in laundering plants discovered”.
That boast is hollow, as it means that the authorities cannot find the laundering plants.
I will tell the House why that is so. Previously, removal of the marker left an environmentally hazardous sludge that ultimately gave away the launderers’ locations and caused a multimillion-pound hazard that the local authorities had to pay hundreds of thousands pounds to clear up. The new so-called more effective marker can be removed via the process of distillation, leaving no environmental waste at all—it simply evaporates—hence the carefully crafted words of the report. If the laundering plants do not leave any trace, they will be much harder to find, so fewer plants will be discovered. On the fact that the new marker can be distilled off the fuel, I leave this thought with the House: many people in Northern Ireland know a lot about distillation. They have been distilling a produce in Northern Ireland for very many years, so it is now so much easier to commit this crime than it was previously.
Let me turn to the substance of my argument; I hope that the Minister will respond to these points. This is not a uniquely Irish problem. Because a blind eye has been turned to stamping it out, organised crime gangs are exporting this crime across the Irish sea. A case study produced by the Government’s Organised Crime Task Force recounts how the
“fuels may move across the EU borders without supervision”.
If ever we were going to get a warning that we need more friction on our border in respect of this issue, this must be it.
In 2016, there were 80 movements of ISO tanks—tank containers built to the standard of the International Organisation for Standardisation—containing 26,000 litres each. The Government estimate that millions of litres of this oil were smuggled before it was identified. The crime amounted to millions of pounds in lost revenue for Her Majesty’s Exchequer—and this is just one operator. Such crimes have a devastating impact on our haulage industry, as my hon. Friend the Member for South Antrim (Paul Girvan) said earlier.
At the weekend, three Secretaries of State visited Northern Ireland and heard at first hand from the haulage industry. The industry took the opportunity to spell out the following, saying that organised crime gangs
“are now exporting laundered diesel to GB on an industrial scale using bulk containers contained inside curtain slide trailers. This is of huge concern to Roll on Roll off operators on the Irish sea as it is hazardous cargo, is not manifested or transported safely”.
A potential disaster looms that would make the Zeebrugge disaster look insignificant. This operation is being used to supply illicit vehicle operations across England. The Government promise that legitimate trade must not be interfered with or delayed, as a result of Brexit, between our islands and on our island. I agree wholeheartedly with that position, but to have confidence, illicit trade must be stamped out. The Government must not sacrifice their principles on ensuring that we have open trade. They must not allow criminals to get away with it. We must deal with the criminal elements, because they are rubbing their hands in glee, looking at the opportunities that Brexit will open up for them.
There are 5,730 licensed commercial vehicle operators and 22,000 licensed goods vehicles in Northern Ireland. Some 27% of Northern Ireland licences are international hire and reward work compared with an average of 10% here on GB mainland. Therefore, this is big business in Northern Ireland. Some 27,000 people are currently employed in the transport and storage industries in Northern Ireland, and fuel represents about 32% of the operating costs of those industries. It is obvious from those figures that illicit traders can destroy a legitimate business by focusing on the sale of illicit fuel, and put a legitimate operator out of work overnight.
Our duty on fuel is, of course, the highest in Europe and it is unlikely to fall, so the pressure on legitimate trade and the opportunity for the criminal grows. Last month, I met people from the Petrol Retailers Association. They are appalled at how easy laundering has become. They have identified a number of sites across Northern Ireland that are openly run by criminals, and yet nothing has been done about it. I was going to use privilege this evening to read out the names of 12 illicit trade operators across the United Kingdom that have been given to me by the Petrol Retailers Association. I would get a very easy headline, but I will not do that, because I am not here to embarrass the Government. I am not here to try to pull that one on them, but I do make a plea to the Minister that if we know who these people are, and if their names are easily circulated between the police, the association and the operators, surely something must now be done to stamp them out. I hope that the Minister will push that matter back to the authorities and tell them that we want these criminals dealt with, and that we want to see examples set.
I have three pleas to make to the Minister this evening, and I hope that he can respond to them. The first is in the words of the Petrol Retailers Association. Let me quote again from the letter:
“I firmly support you and your colleagues in demanding from Government a fresh look at the real impact of this HMRC marker initiative and a renewed commitment to tackle the heinous problem of illicit fuel which has spread to the mainland.”
Secondly, I want the Government to review the sentencing policy and practice of those caught engaging in this heinous crime. Finally, as Brexit approaches, let us use this as an opportunity to make the United Kingdom have the gold standard fuel marker and to put in place a proper and effective British marker that works and stops this illicit trade. I hope that the Minister will be able to respond positively to these matters and offer me the opportunity to meet senior officials to address them.

Commons ChamberWe have junior ISAs, cash ISAs, stocks and shares ISAs and lifetime ISAs. Will the Minister consider simplifying the entire ISA system to help young people in particular with long-term, cost-effective saving?
The Government have developed a range of savings products and incentives, or encouraged providers to do so, to reflect the range of needs. We have also raised the ISA allowance to £20,000 and introduced the personal savings allowance, meaning that 95% of people do not pay any tax on their savings income. It is important that we have that range of options for all age groups.

It is a pleasure to speak in this debate, Ms Ryan, and I congratulate the hon. Member for Cambridge (Daniel Zeichner) on securing it and on setting the scene for us.
I have a particular interest in this issue because we are one of the regions of the United Kingdom of Great Britain and Northern Ireland that already has a concessionary bus pass in place. I am pleased to put on the record in Hansard that my hon. Friend the Member for East Londonderry (Mr Campbell) was the Minister who put that in—and he is now a recipient of the bus pass. It is always good to have such contributions in Hansard. I should add that I, too, am entitled to be a recipient of the bus pass, although I have not applied for it or taken it up. I want to make that clear.
I thank my hon. Friend for mentioning in passing that I introduced the pass. Does he agree that what we have seen in the 17 years since it was introduced in Northern Ireland is the incredible advantage taken of it by our elderly citizens, to the advantage of their social mobility and of their wider community?

Commons ChamberMy hon. Friend raises an important point. The Government’s strategy is not limited to cities. The Transforming Cities programme is for our smaller and larger cities, but we are also interested in coastal towns and communities. I recently met a number of parliamentary colleagues representing those communities, and I would be happy to meet my hon. Friend to talk about how the Treasury will be working with CLG.
Does the Minister accept that as we leave the EU, many people across the United Kingdom will want to see economic development beyond the south-east of England, and that enterprise zones such as the one in my constituency could be used to maximise inward investment and produce productivity and prosperity for everyone across the UK?
I entirely agree. That is why we are working with Mayors such as the Mayor of Tees Valley, who is producing a development corporation and has new powers of planning reform and so on to drive forward the economy of that part of the north-east. We are very happy to talk to other hon. Members who would like to take forward similar proposals.

That this House has considered social mobility and the economy.
Most of our debates in this place are about problems, but today, I want to have a debate about solutions. Improving our poor social mobility is this country’s biggest challenge, and our biggest opportunity. Britain will not truly succeed until it becomes a country where there is equality of opportunity for the first time.
Like other hon. Members present, I did not grow up with advantage or privilege. I grew up in Rotherham, south Yorkshire, where my father and grandfather worked in the steel industry. My father would probably have benefited from the national minimum wage being in place and he spent time unemployed, so I know what it is like to grow up in a family on benefits. I am sure that many young people who are starting out today feel the same as I did: I never wanted to have extra advantages over my peers; I just wanted to have the same opportunities as everyone else—a level playing field.
Most people in our county are not connected. They do not necessarily have someone who they can ask for advice on careers when they need it. They do not have someone to make the right introductions to get them work experience. When they apply for jobs, they do not have anyone who knows x, y or z in that company to put in a good word for them. They do not have the contacts to help them to get work experience in the kinds of companies that they might be interested in working for, so they tend not to get as much experience and do not do as well when they apply for jobs. Because of that, far too much of our nation’s talent goes to waste, which is totally unacceptable and has to change. There is still such a thing as a class ceiling for most people in Britain, and we have to get rid of it.
A year from now, Britain will be on the verge of Brexit. The debate has divided our country, but the time is rapidly approaching when we will need to come together behind some sort of common vision of what kind of country we want Britain to be post-Brexit. That common vision should be of finally creating a Britain that has equality of opportunity for the first time. Brexit must be a moment for change when we smash that class ceiling on opportunity once and for all. In a knowledge-based, global economy, it has never been more important to use all our nation’s talent to the max.
I will focus on social mobility and the economy, and the huge role that businesses can play in driving the economic benefits of social mobility. The social mobility dividend for our economy and our people is significant.
In July, the Sutton Trust published its modelling of the link between stronger social mobility and productivity. The research looked specifically at European countries and found that, if the UK simply improved its performance on social mobility to match the western European average, the benefit to our economy would be an improved annual GDP of between 2.1% and 9%. That is an annual benefit to our economy of between £39 billion to £179 billion, which is the equivalent of each household being £590 to £2,620 better off. We talk about minimising tariffs and barriers to have strong trade, but talent is no different. We know the benefits of free trade, and a free market in talent is just as, or perhaps even more, important.
Education has a huge role to play. The social mobility action plan that I launched before Christmas sets out a clear agenda for the Department for Education to strongly tilt its strategy to lift up the educational prospects of children being left behind. Business has a key role to play too.
I congratulate the right hon. Lady on securing the debate. On educational underachievement, does she agree that, in many working class communities, getting beyond that barrier to achieve is about getting beyond looking at school as a dredge or as something that minimises capability? We have to try to promote that, to ensure that people break the class ceiling, as she puts it.
I absolutely agree with the hon. Gentleman. There are three elements to that. First, it is great that the educational attainment gap is steadily closing, but it needs to happen faster. Secondly, businesses can play a role in lifting the aspirations of young people while they are in our education systems, starting from the earliest age in primary school, which is part of what the social mobility pledge asks companies to come forward and do. Thirdly, we must ensure that businesses continue to nurture and develop young people’s talent once they enter the world of work, and that they have a level playing field when they seek to progress their career after leaving the education system.

Commons ChamberWe are clear that a future comprehensive trade partnership with the European Union must include goods as well as services. A deal can only be done if it is fair to both sides, and because of the shape of the UK economy it would be very difficult to see how any deal could be fair if it did not include services. We have heard it asserted that it is impossible for services to be part of a trade agreement. I do not believe that that is the case. Next week, I shall make a speech in which I will set out our view of how it is possible to include services within such a trade deal.
The Chancellor referred earlier to what he called the “continued prosperity” in the UK. Will he undertake to ensure that a simplification of the tax system is undertaken by looking at the level at which low paid full-time and part-time employees get the first £300 a week free of national insurance and income tax, to try to raise prosperity among all sections of the community?
We will continue to seek to simplify the tax system, although I have to say that my personal observation is that whenever there is a proposal to simplify, those who benefit from complexities quickly speak up. They are not always people on high incomes; they are often people on lower incomes. We shall continue to try to simplify the system in a way that is fair and appropriate for all.

Commons ChamberI am surprised that the hon. Lady is not interested in the news we heard earlier, which is that those on the lowest incomes have seen a 7% real-terms pay rise since 2015, enabling them to support their families.
Does the Chief Secretary agree that one of the best ways of creating employment is to simplify tax structures to help small and medium-sized enterprises to create employment right across the United Kingdom?
The hon. Gentleman is absolutely right. This Government have cut red tape and taxes. We have cut basic rate tax by £1,000 for working people, which has encouraged more people to get jobs and more companies to take people on. That is why we are seeing economic success.

Commons ChamberI thank the Financial Secretary for introducing this group. This is an important debate, not only for the future of Northern Ireland, but for this country’s overall approach to taxation and devolution.
We know—we have discussed it frequently throughout this process—that our country faces a substantial tax gap. The official estimate of the UK’s tax gap is at least £36 billion, up from £33 billion in 2010, but that is at best a conservative estimate, given that the Government’s definition of the tax gap excludes convoluted corporate structures, which we know are used by multinationals to minimise their tax liabilities. The view that the tax gap is underestimated is shared by the Institute for Fiscal Studies and the Public Accounts Committee. I think that we all agree that that £36 billion, and possibly more, is money that should be used to fund our public services, and that everybody should pay their fair share.
Corporation tax is an important part of the UK’s tax revenue. In 2016-17, HMRC collected £56 billion in corporation tax receipts. Although it is important that we keep the rate competitive, particularly in the light of the UK’s exit from the European Union, it is worth noting that we face a law of diminishing returns in this regard. At 19%, the UK’s corporation tax rate is already one of the lowest in Europe. We should be confident that we do not need to plunge the rate to rock bottom in order to encourage businesses to invest and domicile here. The UK plays host to a wealth of resources that enable it to be globally competitive, including our legal system, our language, our time zone, our infrastructure, our regulatory bodies and, most of all, our people.
It is equally important that Northern Ireland is equipped with the tools to compete in that international landscape, as has been brought to the fore recently with the punitive tariffs aimed at Bombardier in the United States. As the Financial Secretary has explained, the corporation tax rate has already been devolved to the Northern Ireland Assembly, through the Corporation Tax (Northern Ireland) Act 2015. Now that that legislation has been decided, it is for Northern Ireland’s politicians to work together and use those powers to see where the line lies between a lower tax rate and the broader appeal of Northern Ireland as a business destination. At present, the decision has been that 12.5% best achieves those ends. It is not my intention to revisit those arguments today, and nor would it be appropriate to do so, given the reasons already outlined.
What is relevant, and the reason Labour has proposed new clause 2, is the relationship between that rate and the rest of the UK. The gap between 12.5% and 19% represents a significant potential for arbitrage between Northern Ireland and the rest of the UK. Some businesses might base their decisions on where to domicile purely with regard to taxation, and that is a risk that we accept—indeed, we already compete with the rest of Europe on that basis. Our concern is that the Government are introducing measures that could be exploited by companies that will seek to abuse the proximity between Northern Ireland and the UK simply to divert profits and benefit from a lower tax regime, which would benefit neither the UK nor Northern Ireland.
The hon. Gentleman spoke a few moments ago about the importance of competitiveness throughout Europe. Does he agree that the argument that he is making runs counter to the attempts to make Northern Ireland’s private sector business more competitive, when we have a difficult relationship with the Irish Republic and its very low corporation tax, which he has alluded to?

I am grateful to my hon. Friend for raising that point. He knows—not everyone in the Chamber will—that Swindon is my home town. I actually did my A-levels at Swindon College, so I am particularly pleased to hear that that institution is still delivering opportunities. The opportunities that I got at a comprehensive school in Swindon and at Swindon College meant that I was the first person in my family to go to university, and definitely the first person in my family to make it to the House of Commons. I am pleased to have had those opportunities, and I want every young person in our country to have them too. That is why this matters.
All that I will say about the Opposition—[Hon. Members: “Where are they?”] My hon. Friends make the point that there are hardly any of them here. [Interruption.] An hon. Friend says that they are out spending. They opposed all the reductions in public expenditure over the past seven years. It seems to me, having done a back-of-the-envelope calculation, that the debt would already have been more than £300 billion higher based on the Opposition’s public spending plans, and that if they had carried on spending at the rate they were when they left office, an extra £1 trillion would have been added to the public debt by the end of this Parliament. At the last general election, the Labour party manifesto was just, “Spend, spend, spend other people’s money,” with no credible plan to pay for it. That is not the route that our country should follow. The fact that so few Opposition Members are here to defend their plans tells us everything we need to know.
Having gone through our record and why I think we have been successful, let me say a few words about the challenges we face. Public sector pay is an important topic—in fact, it is what prompted me to call this debate. We all know hard-working public sector workers in our constituencies. It is good to pay them fairly for the jobs they do, but it is also fair that we look at all our constituents—those who work in the public sector and those who work in the private sector. It is worth reminding ourselves that after the financial crash a lot of people in the private sector experienced reductions in their pay, which did not happen in the public sector. According to the Institute for Fiscal Studies, which is a respected organisation, public sector workers are still paid slightly better than private sector workers, even after adjusting for qualification levels. Even after some public sector pay restraint, the levels of pay in the private and public sectors are about the same, and people in the public sector obviously have the benefit of a more generous final salary pension scheme.
We have not talked much about the fact that the 1% pay cap is of course a cap not on individuals’ pay but on the pay scales. Most people will not be aware that, even with that pay cap, many public sector workers have actually seen significant rises in their pay because they have moved up pay bands. I think that half of national health service staff have had a pay rise of more than 3%. Teachers have had an average pay rise of 3%, because many, unless they have a performance issue, move up the pay bands during their career. That is on top of the 1% pay rise. We need to look at all those facts and conduct the debate in the proper spirit.
There are many pressures on public spending. There is public sector pay and funding for our national health service and for social care, and colleagues want more money put into schools. Part of the challenge of being in government is that we cannot say yes to everyone; we have to make choices and set priorities. The right way to do that is to look at the economic growth forecast, at how much tax revenue we think we will have, and at recruitment needs in public services. We have to look at all those things together.
I congratulate the right hon. Gentleman on securing the debate. On the overall issue of rebalancing the public finances, does he agree that there is an example of effective and pragmatic expenditure in the recent announcement by the Prime Minister and the leader of my party? Is not it a good idea to have investment in an area of the United Kingdom such as Northern Ireland, where there has been high dependency on the public sector, in an effort to reduce the debt that is due to Northern Ireland, by the creation of private sector finance and private investment and thus better investment opportunities and more jobs? Is that a good project for the rest of the United Kingdom to follow?
I welcome that intervention, because one of the things that we set out in our manifesto, and that the Chancellor set out in the House of Commons, is our plan to invest across the United Kingdom in infrastructure such as broadband, to help the economy and businesses to be more productive. That is how to raise tax revenue, grow the economy and create the jobs that enable us to spend money on our public services.

It is good to have you looking after us this morning, Mrs Gillan. It is also good to see the departmental Whip in her place—she is a fully-fledged Minister in her own right anyway. As a former Whip, I feel it is always good to see a Whip temporarily released from the office’s vow of omerta and allowed to show their knowledge of the area they cover for the Whips Office.
Housing, whether rent or mortgage payments, is probably the single biggest monthly bill that most of us face and because we have not, as a country, built enough new houses for decades, no matter who has been in Government, the costs have been getting steadily steeper. The result is less living space, longer commutes, less cash left over at the end of each month for other things and, overall, a lower quality of life for all of us. We need to increase the number of new homes that are built and yesterday’s welcome White Paper contains some important steps towards that goal. Most important, from my point of view, were the ideas to make it easier to build up, not out, in urban areas—greater housing density, in the jargon.
Anyone walking around most British town centres, passing train stations or high street shops, should look upwards. The chances are that they will mostly see fresh air—skyline. British towns and cities are some of the most low-rise in Europe, which seems bonkers for a country that is also one of the most crowded. Much of this is self-inflicted. For many Brits taller buildings create instant mental images of 1960s brutalist concrete tower blocks on sink estates—the backdrops for gritty dramas of social decay from left-wing film auteurs. This mental trope has had some real-world consequences for the country too because it means that we are, as a society, instinctively resistant to anyone who proposes building upwards. So let me sing a fierce anthem of praise for taller buildings—not necessarily brutalist tower blocks, although they have their admirers, but for elegant, well-proportioned apartment blocks and terraces where the design stands the test of time.
I thank the hon. Gentleman for giving way and apologise for interrupting him as he gets to the chorus of his eloquent speech. He talks about the need to build upwards. Does he agree—he has alluded to the ’60s-style connotations that building upwards has for many people—that we need to have planning forethought in terms of what buildings will be like in 20 or 30 years’ time so that we do not repeat the mistakes of the 1950s and 1960s?
