I want to say at the outset: is it not about time that those who win are not precluded from gambling, as seems to be the practice? That is something that the Minister should consider, immediately.

I thank the hon. Member for Inverclyde (Ronnie Cowan) for securing the debate, which is part of an ongoing debate on the problem of gambling. I take the issue seriously and have strong views. We should look after the vulnerable, because the consequences of gambling can be serious. The debate has moved on over the years, and it needs to continue to move on, because technology, platforms and the gambling industry are evolving. There are new methods and types of gambling, into which people are drawn. Gambling has had a devastating effect on some people, and we must approach the issue responsibly and thoughtfully and not dismiss it.

I was interested to hear the comments of the right hon. Member for Chingford and Woodford Green (Mr Duncan Smith), who spoke powerfully. To summarise, if I may, he said that the gambling industry was far too clever for its own good and was acting in a particularly pernicious way with respect to problem gambling. I would add that it almost replicates some of the practices used by the tobacco industry over 60 or 70 years. Although I hear other Members saying the opposite, I want to point out that the thing about the tobacco industry that the gambling industry tries to replicate is making the issue a medical one, rather than a matter of precaution. The reason for that is that if it is a medical issue, and we talk about problem gamblers, we actually allow them to gamble and rack up debts—and we will sort the problem out afterwards. It is a simple and clever strategy, and we must be minded to see through it. We should operate on a precautionary principle. There is a reason why the gambling industry does not want us to do that, which is that it would mean acting before people engage in harmful gambling.

We have accepted the precautionary principle in the case of fixed odds betting terminals. I am delighted that the cap has been lowered to £2 and I congratulate those, including my hon. Friend the Member for Swansea East (Carolyn Harris) and the right hon. Member for Chingford and Woodford Green, who were in the vanguard of the campaign. Equally, going back to 2012, the hon. Member for Strangford (Jim Shannon) will remember the efforts of my hon. Friend the Member for West Bromwich East (Tom Watson) who was one of the first people to raise the matter in this place. He expressed great concern, which I shared at the time, and I do not think thanks have been expressed to him in the debate.

On the point about raising new concerns about gambling, is my hon. Friend aware of the use of loot boxes in video games, which many countries recognise as gambling? People aged under 18 who are using loot boxes sometimes rack up hundreds or thousands of pounds of debt, but the Gambling Commission does not view it as gambling.

My hon. Friend makes a powerful point, which other Members have made in the debate, about children being drawn into gambling by derivatives of money or by tokens simulating money. That is a huge and significant concern and we must all be worried about it.

I appreciate that the gambling industry makes a contribution to the economy and provides employment, including in my constituency. I go into bookmakers, and am happy to work with the staff there. I recently went into William Hill in Accrington to support good causes. I do not in any way think there should be all-out war on bookmakers. We should have a reasoned argument about gambling, what to do about the considerable number of people who have been entrapped into gambling, and how to prevent others from becoming victims—if I may say that—of gambling products and the gambling industry in future. We must take a balanced approach.

According to official data on fixed odds betting terminals, which, as everyone knows, allow users to bet up to £100 every 20 seconds on the spin, the amount that British gamblers lost on them last year doubled. The last figure is for 2016 when it went up from £1 billion to £1.8 billion. That is a colossal amount of money to have been lost, and dividing it up by constituency allows us to appreciate how much. If the council tax collected by my local district council is compared with the amount spent in the same area by being pushed into fixed odds betting terminals, the contrast between the two figures is dramatic. Of course the amount that goes into FOBTs is far more significant.

The evidence for problem gambling is significant, too. The Gambling Commission has reported that there are some 430,000 gambling addicts, and 2 million vulnerable players at risk of developing an addiction. That takes me back to the point that we should not necessarily see the problem as medical—although for those who are addicted we should. We should never forget that we need to apply the precautionary principle. I want to finish with—

I thank my hon. Friend for his question, but I have to fundamentally disagree with him. The arrangements entered into around disguised remuneration, for which the loan charge is being applied, were always defective at the time they were being used. They have been taken through the courts many times over many years by HMRC and been found to be defective. They also went through, in a particular case, the Supreme Court—the highest court in the land—and the scheme was found to be defective. So this is not a retrospective measure, but it is a question of tax fairness, and of course those who are involved can come forward and have discussions with HMRC, who, where there are difficulties around payment, will be sympathetic and enter into time-to-pay arrangements to make sure those people are protected as well as paying the right tax.

T6. IPPR North’s analysis has shown that in the south £326 per head is spent on infrastructure, while only £156 per person is spent in the north, and small towns like those in my constituency have been hit the hardest, with lack of infrastructure and the withdrawal of public sector services. We now find out this week that there will be a third bailout for Crossrail 2, costing £2.1 billion; the Government are simply going to give it a cheque. When is the north-west going to get a £2.1 billion equivalent?

First, I should make it clear that the additional support we are providing to Crossrail is in the form of a loan that will be repaid to the Government by London, so it is London taxpayers and London farepayers who will meet the cost of the overrun. The north-west is now the second-highest region in the UK for transport investment: per capita investment has risen from £648 per year between 2006-07 and 2009-10 to £1,129 a year between 2014-15 and 2017-18.

My hon. Friend makes an important point that has been raised by many others and that I am sure was a significant contributor to the decision of the Department for Digital, Culture, Media and Sport to take this action.

The point I am making is a separate one; that in making the decision to reduce the cap on FOBTs, we want to ensure that the Exchequer can protect its revenues so it can continue to fund public services. To do so, clause 61 increases the rate of remote gaming duty to 21% from 15%, and amendment 17 complements amendment 16 by ensuring that both changes are implemented at the same time in April 2019.

Throughout this process the Treasury has been clear that we want to raise only a commensurate sum of money to protect public services, and that we want to ensure that both the stake change and the change in taxation occur at the same time. That is exactly what we intend to do. This increase applies to anyone who offers online games of chance to UK players, including online roulette, online poker and online slots. This change should ensure that we take decisive action on FOBTs without having to cut services or raise taxes on those outside the gambling sector. To recognise this, I ask the Committee not to press amendments 12 and 13 and to support Government amendment 17.

New clause 12 would require the Chancellor to prepare a report describing the public health effects of the gambling clauses in this Finance Bill, for publication before the House within six months of Royal Assent. The Government take the impact of gambling on individuals’ health seriously, which is why we have listened to Members on both sides of the House and taken the action we have on FOBTs. This summer the Gambling Commission published a well-received paper on how to measure gambling-related harms, setting out how it intends to move forward in such a large and vital area of analysis. I hope that colleagues on both sides of the Committee agree that the Gambling Commission should be left to carry out its important work in this area without the Treasury attempting to carry out its own competing analysis on the very limited effect on public health of a change in accounting periods, which is what the new clause would bring into effect.

I welcome that assessment, but does the Minister accept that the assessment needs to look at the various forms of gambling and that it also needs to consider the amount of gambling advertising presented to people on our television screens?

As a parent and as a citizen I am concerned, like the hon. Gentleman is, about the amount of gambling advertising on television and elsewhere, but that is not a matter for the Finance Bill; it is a matter for the Department for Digital, Culture, Media and Sport and for the Gambling Commission.

As I have just described, new clause 12 would achieve only the Treasury producing a very limited analysis of the public health impact of the change in accounting period set out in the Finance Bill. I therefore urge the Committee not to press new clause 12.

New clause 13 proposes a report on the consultation undertaken on the detail of clause 61 on remote gaming duty and of schedule 18 on gaming duty. Although we have had much debate on the content and implications of clause 61, it is in fact very simple: it is a rate change, and the Government would not normally consult on such a change. I reassure the Committee that we have gone over and above the usual convention in such cases. The increase was originally proposed in May 2018, and my officials, alongside the Department for Digital, Culture, Media and Sport, have since worked with interested parties on its detail. We believe we are in a good position.

I fully reassure the Committee that the change made by clause 61 was consulted on last year. In addition, schedule 18 was published as a clause in the draft Finance Bill in July 2018. It has therefore been subject to scrutiny and comment by stakeholders ever since. I hope my comments will reassure the Committee that there is no need for a further report into our consultation on these issues, and I therefore ask that new clause 13 not be pressed.

New clause 16 returns to an issue with which I began this debate. The new clause asks for a review of the feasibility of bringing forward the rise in remote gaming duty in clause 61 to April 2019. As I have tried to reassure right hon. and hon. Members, we have already covered these matters—they were considered before my right hon. Friend the Chancellor tabled amendments 16 and 17, which will bring forward the date to April 2019—and I therefore respectfully ask that new clause 16 not be pressed.

I look forward to listening to the contributions of right hon. and hon. Members to this debate. The Government amendments to these clauses represent the action on FOBTs that the country demanded and for which Members on both sides of the House have campaigned assiduously over many years. The changes will now be delivered as expeditiously as possible and in a fiscally responsible manner that protects public services. I commend these changes to the Committee.

The report claims that the average betting shop, of which there are 8,500, will make on average, before the change to legislation, a net annual profit of £87,291. Page 11 describes what “at risk of closure” actually means, which is that once the £2 cap is implemented, just under half of those shops would make a net annual profit of £20,000 or less.

My hon. Friend is making a powerful point. If the gambling industry was so concerned about employees, perhaps it ought to have given consideration to the number of single-staffed bookmakers that have arisen because of FOBTs. We are talking about young and vulnerable female staff working late at night in the bookmaking industry. It is too late for the industry to complain about the staff now when it did not care about them in the first place. Does he share that view?

My hon. Friend makes his excellent point well, and I agree with it entirely.

Page 11 of that report describes what “at risk of closure” actually means. It means that once the £2 cap is implemented, just under half of those shops would make a net annual profit of £20,000 or less. Are we seriously to believe that a net profit of £20,000 a year is terminal? KPMG did not think so. The report concludes that these shops would not close, but would simply be “less profitable”. The threat was not to our constituents’ jobs, but to corporate profits. Can the Minister assure Members that the Treasury will never again seek to justify resisting evidence-based policy on the basis of secret reports and clandestine meetings?

By choosing to take such an approach, the Treasury ignored the recommendation in the May 2018 gambling review that the £2 limit should be adopted within nine to 12 months. Let us remember that that policy was designed to reduce the harm caused by gambling addiction. The evidence of harm associated with FOBTs is overwhelming, with that harm disproportionately felt by the poorest in our society. Put simply, there are twice as many betting shops in the poorest 55 boroughs of the UK as there are in the most affluent 115.

Even in narrow economic terms, viewing the delay as merely a reduction in tax income to the Exchequer makes little sense. As we have heard today, the social cost of addiction, crime and debt that accompanies the ever-increasing losses on FOBTs is estimated by the Centre for Economics and Business Research to cost the UK £1.5 billion a year. It has an impact on many aspects of social welfare, including employment, mental health and financial stability, so the awful human cost, about which we have heard so powerfully, is matched by an economic cost that we all bear as a society and as an economy as well. Perhaps the Minister would address whether the Government have factored into any of their fiscal calculations the prospect of alleviating the cost to public services, given a decline in gambling-related harm and crime?

Of course, the most important reason for an immediate stake reduction is a moral one—an issue of social justice that must be resolved. Lives are being destroyed, and this policy change is a milestone on our journey to tackle this harm. Labour Members are proud be part of taking that step forward, and we will keep striving to carry on making these changes until eventually we get to the bottom of what the gambling industry actually is: something that preys on people’s vulnerabilities. Labour Members recognise that quite clearly.

I rise to speak to new clauses 12 and 13. We are all fully aware that the Government have declared their intention to introduce a new £2 maximum stake on fixed odds betting terminals, as has been documented already this afternoon. Getting the Government to this stage has not been easy, but thankfully they have seen the light. After considerable cross-party pressure, they have also agreed that the date of implementation will be in April 2019. That is extremely welcome news, and it came about because they were forced to look at the evidence gathered by the all-party group on FOBTs and not rely on the flawed KPMG report that was steered by the bookmakers’ parameters.

I now expect the Government to do the decent thing and amend the Bill accordingly. This would not have happened without the superb work and commitment of the hon. Member for Swansea East (Carolyn Harris), the right hon. Member for Chingford and Woodford Green (Mr Duncan Smith) and the hon. Member for Chatham and Aylesford (Tracey Crouch). That brings us nicely to new clause 12, entitled, “A review of public health effects on gaming provisions”, which stands in my name. Not that long ago, gambling was restricted to on-course and off-course bookmakers. Other types of gambling existed, but, for the majority of people, casinos were the stuff of James Bond movies, while bingo and the football pools were once a week and deemed to be sociable and aspirational.

Over time and with the advent of new technology, the face of gambling has changed. Through our mobile phones, we have access to gambling 24 hours a day, every day of the year. The first and most obvious outcome is that there is no cooling-off period. Gamblers caught up in the heat of the moment will not run out of races or be asked to leave the premises; quite the reverse, pernicious advertising with offers of free spins and money-back guarantees are used as bait to lure the most vulnerable gamblers, and eventually many are hooked. When I googled “Gambling Clinics UK”, the first two hits on the list were not organisations offering me help, but paid-for adverts for casino sites.

I am very grateful to the hon. Gentleman for giving way. He is making a very powerful point, and I did not want to interrupt him mid-flow, but will he add to that list of problems the misuse of gambling accounts? That needs to be looked at, because gambling accounts are misused so that people become addicted. When people fall away and manage their addiction, they are dragged back in through gambling accounts, and that should be something that this House considers.

I absolutely agree with the hon. Gentleman. A second point is that there are dormant betting accounts with money in them but we cannot access them. If that money could be released and freed up for gambling care, there would be more money in the pot to do some good.

Meanwhile, our TVs are haunted by advertising aimed at the most vulnerable. We even have products aimed at grooming children to be the next generation of gamblers. The gambling industry has to ask itself some very serious questions about its marketing strategy. I wish to thank Hamleys toy store for moving swiftly to remove a product deemed undesirable from its shops across the UK when I brought it to its attention. Our children must be protected. For the majority of adults, gambling is fun.

Early-day motion 61 of the 2016-17 Session, tabled on 23 May 2016, welcomed the all-party parliamentary group on fixed odds betting terminals, and early-day motion 174 in this Session welcomed the re-establishment of the group. I pay tribute to those who have supported the group from outside, including those who campaigned non-stop to reduce the number of victims of the pernicious spread of fixed odds betting terminals.

Although this situation started during the time of the last Labour Government, none of us was awake to what was happening. Although Labour can take responsibility, we should all share it for allowing that to happen. We can also share some of the credit for the way in which the Government, without too much pressure, disregarded the rather wishy-washy advice of the Gambling Commission, which proposed a minimum stake of “£30 or less”. I hope that the commission will review why it did not come forward with a straightforward recommendation of £2.

There was a time when the Government announced that they would bring the stake down to £2, but it was likely that that would take place in April 2020. Then the announcement came that the change would be introduced in October 2019, prompting the resignation of my hon. Friend the Member for Chatham and Aylesford (Tracey Crouch), because although the newly announced date was an improvement on the expected date of 2020, it was not as good as it could have been. We all ought to recognise that a combination of events—the powerful way in which my hon. Friend expressed her view, both inside Government and outside Government, having to change her status to do that, and the way that the Government recognised the reality of parliamentary arithmetic—means that we can now welcome the fact that the terrible effect of these high stakes will be reduced earlier than it otherwise would have been.

I agree with the hon. Gentleman wholeheartedly. I am sure that he would add that our concern extends to the people of Northern Ireland, who are not covered by the measure and where this affliction persists.

The hon. Gentleman raises a point that I was going to come on to indirectly, but I will now make it directly. These fixed odds betting terminals were not allowed in betting shops in the Republic of Ireland, so how could the Association of British Bookmakers go around thinking that it was normal? That leaves open the question that he has raised: how can we make sure that people in Northern Ireland get the change they need? If it is a devolved matter and we need a Northern Ireland Government to solve the problem, I do not have an instant solution.

It is a bit rich of the right hon. Gentleman to suggest that we should not bring politics into this when that is precisely what he is doing. We are making sure that local councils have the flexibility to raise council tax to fund these vital public services. Labour has to acknowledge that this is not just about the money we spend but the way we spend it. The reality is that if the entire focus is on the level of spending rather than what we are doing, we end up with the situation that occurred in 2010—vast increases in spending and services actually getting worse.

I am sure that the hon. Gentleman knows this, but just to put it in context, the vast majority of all current PFI projects—86%—were signed under the previous Labour Government. Since coming into office in 2010, this Government have reformed the approach, so that now PF2 contracts deliver better value for money for taxpayers. The performance of PFI contracts, including those where Carillion is involved, are monitored by the procuring authorities. New PF2 contracts will be subject to a rigorous value for money assessment. There are currently no PF2 projects in procurement.

I am concerned about the workers. Apparently, 90% of Carillion’s private sector contractors have suggested that they will continue to pay staff, but only in the interim period. What about the 10% who are not going to be paid, and what is going to happen to the staff after the interim period? Are the Government going to guarantee the employment status and pay of those individuals?

The hon. Gentleman may be slightly confusing PFI contracts with outsourcing contracts that do not involve capital structures. The resolution of Carillion continues. So far, there has been a very high rate of uptake by private clients of Carillion to continue the services that are being delivered, and we have high hopes of protecting the vast majority of the jobs involved.

Indeed, and it might be a growth industry. When I was in Northern Ireland, the people who were taking me around pointed out a number of large homes and suggested that they might have been acquired through not entirely legitimate means. The Government might be reopening that way of doing business. We also know what has happened with regard to common agricultural policy payments, and with cattle or fuel being transferred from one side of the border to the other within a shed. That long-standing problem has the potential to become an even greater one, courtesy of what the Government propose.

If we are outside the customs union, it suggests that there will be a hard border, but if we follow the Government’s logic that that will somehow be mitigated and we will have an open, frictionless border, surely the border will simply have to be around Great Britain—it will have to be at the Scottish and Welsh ports. Does the right hon. Gentleman agree that if Northern Ireland is treated separately, that will cause a constitutional problem?

Absolutely, and that is why I believe that the question of Ireland and Northern Ireland is the most challenging of the three. The Government could and should have resolved the question of EU citizens 15 months ago by simply saying to them, “You have the right to remain.” The settlement bill is clearly very difficult politically for the Conservative party, because many of its Members are on record as saying, “We won’t give the EU a single penny; in fact, they owe us loads of money,” so they now have a difficult political position to adopt if they say that they support a payment. We do not know how much that will be, but one figure that has been mentioned is £40 billion, and an interesting article in The Sunday Times a couple of weeks ago, which seemed to be flying a kite, referred to £53 billion. Although that question could be resolved at the cost of some political pain, no one has put forward any solution to the issue of Ireland and Northern Ireland that does not involve some sort of control. That might be ad hoc control, and it might not be directly at the border, but some sort of control will be required.

It is a pleasure to serve under your chairmanship this afternoon, Mr Davies. May I be the latest to add my congratulations to the hon. Member for Southampton, Itchen (Royston Smith) on securing this debate on a subject that I know is dear to his heart and to those of many of his constituents? He spoke movingly about the sacrifice made by those in the Woolston and Itchen areas of Southampton where the Spitfires were originally built. I agree that the monument would be a fitting tribute to the memory of those who died when the luftwaffe destroyed the factories in September 1940.

It has been an excellent debate and there have been many first-class contributions. That all-too-rare beast, cross-party consensus, seems to have emerged. That tells the Minister that we believe the memorial is important and should be built, and that there is no more appropriate location than Southampton. I agree with my hon. Friend the Member for East Lothian (George Kerevan) that it is right for the monument to be seen as common to everyone in these islands. Regardless of what the future holds for their constitution, we have a shared history and the Spitfire is a central part of that. I commend the words of my hon. Friend the Member for Stirling (Steven Paterson), who was right to highlight the role that Scotland, and indeed his constituency, played in the development of the Spitfire. I could not—I would not dare—attempt to match the eloquence of the hon. Member for Aldershot (Sir Gerald Howarth), but I share the sentiment he expressed.

It is remarkable that in 2017 we are discussing with such obvious affection and warmth an aeroplane that ceased production 65 years ago. The Spitfire has almost uniquely embedded itself in the collective consciousness of the country, and has a unique place in popular culture. Apart from the Titanic I cannot think of many other objects that have taken up so many reels of celluloid—starting in 1942 with “The First of the Few”, starring and directed and produced by Leslie Howard, and co-starring the great David Niven. Then, of course, came “Malta Story”, in which Alec Guinness and Jack Hawkins told how the Spitfire provided the main defence for the island of Malta. My hon. Friend the Member for East Lothian mentioned “Battle of Britain”, which had a stellar cast—Laurence Olivier, Michael Caine, Christopher Plummer, Ralph Richardson, Michael Redgrave and Susannah York. The one that stands head and shoulders above them all is “Reach for the Sky”, the 1956 classic with Kenneth More playing the part of Douglas Bader. I saw it as a child, and have seen it many times since.

I am sure that we all have personal anecdotes from family and friends that link us directly or indirectly to the Spitfire. My story comes from my time as a youthful barman in the Royal Air Force Association club in Ashley Street, Glasgow, in the early 1980s. Back then the RAF club was a busy, thriving establishment with a loyal clientele of former RAF service personnel and their families. The walls were adorned with photographs and memorabilia, but pride of place was reserved for the Spitfire. The majority of members had not flown in them, but none the less the Spitfire emerged as the symbol that unified them as a group of RAF veterans.

I fondly recall how many an evening on a quiet weekday shift I would sit at the end of the bar listening to some of those remarkable men, who, at the same age at which I was pulling pints, were clambering into planes to defend the skies of the UK and Europe from the Nazis. With hindsight, a bit of life experience, a slightly more cynical disposition and an ability to count, I am now convinced that at least one or two of those men sharing stories of derring do with a highly impressionable teenager must have had their Royal Air Force career thrust on them by dint of national service, and been more—how shall I put it?—Kenneth More than Douglas Bader. However, at the time it was a fascinating insight.

Regardless of whether they flew or not, the fact remains that everyone loved the Spitfire, and everyone who could be associated with it—however loosely, in some cases—wanted that association. It is without doubt a source of great pride for many, and a permanent memorial to remember those who built, designed, fought in and maintained the planes is well deserved. I am sure that when the memorial is built it will commemorate the immense contribution of the chief designer, R.J. Mitchell, the chief draughtsman, Joe Smith, and the chief test pilot, Jeffrey Quill, whose contribution to the success of the Spitfire it is impossible to overstate.

We have heard much of the role of the Spitfire in the battle of Britain, and it is worth remembering, as the hon. Member for Southampton, Test (Dr Whitehead) did, that it played a hugely important role throughout the second world war. He mentioned its use in photo-reconnaissance of the factories that were building the V-2. As I mentioned earlier, it played a crucial part in protecting Malta, and it was also involved in the Pacific theatre, defending Singapore in the early part of the war and, as part of the final push, driving Japan out of Burma. It played a crucial role in defending the city of Darwin in Australia from attacks by the Japanese. This country was not alone in using the Spitfire. I recall that the Soviet Union ordered 1,000, and they were used, in smaller numbers, admittedly, by the Americans and the Yugoslav Air Force. After the war they were still in production and were seen regularly in India, Ireland, Holland and Egypt, which all made good use of them.

The hon. Member for Southampton, Itchen was right to say that the role played by the Spitfire in the battle of Britain ensured that it would leave an indelible mark on the collective consciousness. Although, as the hon. Member for Aldershot said, they were fewer than the Hawker Hurricane—a plane that suffered far greater losses in the battle of Britain—it is the Spitfires’ role that has been preserved in the country’s collective memory, and rightly so.

However, let it be a true memory, because we were not alone in fighting the Nazis in the 1940s. The United Kingdom gave refuge to those fleeing fascism, and welcomed those, wherever they came from, who were willing to help defeat it. I hope that when the monument opens we shall not forget the 30 Australian, 30 Belgian, 84 Canadian, 90 Czech and Slovak, 13 French, two Caribbean, 10 Irish and 135 New Zealand pilots, the 30 from Southern Africa and, of course, the 147 Poles, who shot down more than 200 enemy aircraft.

I am sorry to interrupt a fantastic speech, to which I was listening with enthusiasm. I was waiting to hear whether the hon. Gentleman would add to his list of those who should be recognised by the memorial the factory workers who built the Spitfires. Workers such as my grandmother spent many hours in factories. They were asked to work longer hours—six and seven-day weeks—to make sure that Britain’s war production was kept up. Should they not also be recognised in the memorial?

I thank the hon. Gentleman. I did make the point earlier in my speech that the memorial would be for the workers, designers, test pilots and everyone involved in the Spitfire’s success. I absolutely concur with what he says.

I will conclude by thanking the hon. Member for Southampton, Itchen for securing the debate, and for the work that he is doing to secure a permanent memorial to the Spitfire and all those who designed, tested, built, flew, repaired and maintained that iconic aircraft. I and my hon. Friends wish him extremely well in his endeavour.

I thank the hon. Lady for raising that issue. If she will allow me, I will deal with that exact point later in my speech.

The last measure in support of local businesses that I wish to highlight is the £690 million fund available for local authorities to address urban congestion. Congestion is not something one would ordinarily associate with the rural idyll of North Yorkshire’s villages and market towns, but the residents and community of Northallerton are relentlessly frustrated by the level crossing near our vibrant and diverse high street, as its impact on local business is substantial. I have convened meetings of local authorities and Network Rail to discuss plans to alleviate the congestion, and I very much hope the Chancellor’s new fund can help us.

As the Chancellor so rightly pointed out in his Budget speech, supporting our businesses is a means to an end, not an end in itself. If our children are to benefit from the more than 2 million new jobs created since 2010, they will need the right skills. The 2.4 million apprenticeships created in the last Parliament are a momentous achievement, but we must also recognise that although most of us think of apprentices as young people, 16 to 19-year-olds—school leavers—account for less than 10% of the increase in new apprentices. That means that too many school leavers are still sticking with an inappropriate classroom education rather than a first-class technical one. The Chancellor’s announcement of new T-levels is a crucial step in redressing the balance and closing for good the gap between the classroom and the factory floor, for which our economy has paid a high price for too long. I therefore welcome the new half a billion pound investment in increasing training hours, the streamlining of technical qualifications, the provision of high-quality work placements and the introduction of maintenance loans. Taken together, that is a powerful package to help to ensure parity of esteem between technical and academic education.

Yet I also urge Ministers to continue to look carefully at my campaign, supported in the recent industrial strategy, to create a UCAS-style system for apprenticeships. This branded, one-stop-shop portal would not only end the classroom divide between those applying to university and those applying for apprenticeships, but, by bringing everything together in one place, help businesses to connect more easily with young apprentices in schools.

Turning to national insurance, I, like many Conservative Members, have always believed in low taxes as a spur to economic growth, but when a Government inherit a deficit of £100 billion the greatest priority must be returning to sound finances and doing so in a way that is fair. I believe it is right that those who benefit from public services make an appropriate contribution to paying for them, and that is what this Budget’s changes to national insurance will ensure. Sixty per cent. of self-employed workers—those earning less than £16,000—will see a decrease in their national insurance contributions as a result of the removal of the regressive class 2 band. Workers earning up to almost £33,000 will be no worse off when these changes are taken together with the increases to the personal allowance, and for those earning more the average increase in contributions will be a few hundred pounds. It is right to ask: is this fair? I believe that it is.

Historically, different rates of national insurance for the self-employed and the employed reflected significantly different benefits and access to public benefits, but that difference is no longer there. Indeed, changes to the state pension, which is partly funded by national insurance, mean that self-employed workers now benefit from an extra £1,800 annually in pension—this is something they would need to save up to £50,000 for to receive in the private sector. Similarly, self-employed couples starting a family can now benefit from almost £5,000 in tax-free childcare support.

In this House, I always hear calls for investment in public services, such as this Budget has provided for in social care, but those investments need to be paid for. Her Majesty’s Revenue and Customs has estimated that it is losing about £5 billion a year from the increasing trend of self-employment, so it is right that we make small changes to ensure that everybody contributes to the public services and benefits we value. It is important to recognise that even after these changes the tax system will still recognise the particular issues faced by self-employed workers and will favour them in its tax rates and treatment. They will benefit from a lower rate of national insurance than employees; they will still not bear the cost of employers’ national insurance, which is levied at a substantial 13.8%; they will still have the ability to offset losses and gains over years; and they will still benefit from a more generous treatment of tax-deductable expenses. I am also encouraged that in the longer term the Government are committed to looking at the whole issue of the increasing trend towards self-employment, and to ensuring that we reflect those changes in the economy in our tax system and ensure that everybody is treated fairly. This small change is thus necessary to protect the things we value, and it is fair and proportionate.

In conclusion, we have all learned to be a little cautious of economic forecasts, but if the Office for Budget Responsibility is right, the first students to sit their T-levels will do so in a country with 1 million new jobs, double today’s productivity growth and, for the first time in two decades, national debt falling as a percentage of GDP. This Budget, like the ones that came before it, is building a country where our businesses will not have to pay for the profligacy of the past and our children can look forward to a bright future. Nothing could be more important than that, so I commend this Budget to the House.

On a point of order, Madam Deputy Speaker. Yesterday in regional newspapers, there was a malicious and false report that the Labour party had somehow entered into an arrangement with the British National party in the seat of Pendle. This matter was raised in business questions by the hon. Member for Pendle (Andrew Stephenson). Having just spoken to the leader of the council in Pendle, I am absolutely assured that no such deal has taken place. In fact, the leader of the council has never spoken to the BNP in eight years, and the Labour party does not speak to the BNP in Pendle unless it is absolutely necessary to do so in committee. These reports should be corrected and I wondered how best to go about doing that, Madam Deputy Speaker.

I entirely agree. Some of those problems come down to planning. As in any other planning arrangements, there should be mitigation by any developer of any undue impacts caused in the community. It is important to emphasise that not every place that is the subject of an application will get through, because of the drawbacks that the hon. Gentleman outlines. There are many different ways that compensation could be found from shale gas development, whether through the planning process, the £100,000 per well, 1% of revenues to local communities, or the shale wealth fund, which I believe has a particular role to play in addressing a massive problem in this country—the lack of energy efficiency.

IGas has decided to focus its community fund awards this year on local renewable energy generation and long-term conservation. In its submission, INEOS argued:

“The Government may wish to consider allocating a portion of funding towards energy efficiency initiatives or developing renewable technologies. This will also help to debunk the myth that it is an either/or between gas and renewables.”

Let us remember that INEOS is one of the firms that has had to import shale gas from the USA to meet its current needs.

Lancashire County Council argues in its submission that as part of a devolution deal the shale wealth fund in Lancashire

“could be focussed on green and renewable technologies and also ensuring that ordinary families in the county can help reduce their energy costs through energy efficiency measures in the home.”

I am delighted that my right hon. Friend has secured this debate, as it is extremely important. The topic is being discussed to some extent in Lancashire, and it is certainly being discussed among MPs. In my constituency 40% of properties have category 1 hazards—cold and damp—yet shale gas in the Bowland basin sits underneath it, as it does under the rest of Lancashire. Is it not imperative that we examine the problems, and is it not to the Government’s shame that they have abandoned housing regeneration programmes in the north that retrofitted many of those hard-to-treat properties?

It is certainly demoralising that in the coalition Government five years were wasted advancing methods to tackle the tricky problem of energy efficiency. I would not claim for a minute that all the schemes before that were perfect, but I know that the decent homes programme did a huge amount to bring our social housing stock up to a better standard, and that some of the work that we were doing through the Warm Front programme and other schemes was making an impact. Unfortunately, we wasted five years not learning from what worked and what did not work, and we ended up with something that did not work. We have lost time and we need to get back on track.

It is important to understand that there does not have to be a top-down approach. The past decade or more of energy efficiency programmes have generally shown that national targets need local delivery. Energy companies found that they could deliver their programmes more quickly and reach more households if they had a trusted local partner, such as a local council, acting as the face of the project.

Local authorities have lots of the data needed to create the heat maps, and they are well placed to pull together the records of the elderly and the vulnerable and the lists of the most inefficient properties. When they can see a street where 80% of properties are eligible and 20% are not, they can fill the gap to make sure that we do not leave streets with some properties done and some not done, with all the rage that follows in our communities.

Nor should we underestimate the significance for local economies. Home insulation is a skilled job, requiring high standards. These jobs are delivered locally. There are ready-made training providers to skill up apprentices. This is an ideal opportunity for tradespeople to retrain or to adapt a small business to provide this service. These are jobs for people in every town in Britain, with local investment producing jobs in every local economy—for installers, supply chains and British manufacturers. This fund can help to stimulate growth, jobs and innovation. With the fund’s principles and priorities set nationally, with regional co-ordination and leadership, and with local delivery, our communities can benefit in a more profound way, beyond compensation grants.

At Treasury questions, I recently asked the Chancellor for his views about a shale wealth fund providing for energy efficiency. He said:

“We have a serious challenge on this country’s energy capacity over the next 20 years, and we are going to have to invest eye-wateringly large sums of money—perhaps £100 billion—just to ensure that the lights stay on. Of course it makes sense to look at ways of reducing demand for energy through energy conservation measures.”—[Official Report, 25 October 2016; Vol. 616, c. 140.]

The Minister knows I will never shirk from holding the Government to account. I will continue to press for bill payers to get fairer energy prices, for shale gas to be produced responsibly and for communities to benefit from local funds. We may disagree from time to time, but I have worked with her before—not least to change the law on tax transparency. I will not allow party advantage to prevent the sharing of good ideas or the possibility of finding consensus to meet a problem or find a solution. This debate, and the Government’s consultation, may be such an occasion. Let the shale wealth fund become a warm Britain fund: a fund that is a friend to those households who have yet to see the benefits of energy efficiency; a fund that foresees a low-carbon Britain and contributes to that goal; a fund that creates jobs in every community, uniting politicians and the public for the common good—a fund that truly leaves a legacy.

I thank the right hon. Member for Don Valley (Caroline Flint) for bringing this debate to the House and for a typically thoughtful and constructive speech. I also thank other hon. Members who have stayed to make their contributions on this important topic.

I should say straight away that I absolutely agree that energy efficiency is one of the best ways to reduce energy bills in the long run, so we start on a note of consensus. As the right hon. Lady will know, and as I will make clear in my remarks, the fact that the consultation closed relatively recently inevitably limits a little what I can say. However, I enjoyed her speech, and I would like to make some general comments about where we are in terms of shale and the shale wealth fund.

The Government are backing the safe development of shale gas. We have over 50 years’ experience of regulating onshore oil and gas. The UK has the experience to develop our shale gas industry while at the same time ensuring the most robust and stringent protections for our environment, too.

We believe, as I sense other Members do, that shale gas is an important step forwards in a number of respects. It is a way to secure our energy supply by using our own domestic resources, as we have heard. It also brings with it the potential for tens of thousands of new jobs across various sectors, from the oil and gas industry to construction and engineering. I was very struck when I recently chaired our oil and gas forum in the Treasury just how many jobs are created in supply chains by these industries—it was one of the most striking things to come out of that discussion.

Of course, natural gas will continue to play an important role in our energy system as we move towards a low-carbon economy. We are absolutely committed to reducing our carbon emissions by at least 80% by 2050, compared with 1990 levels. Members on both sides of the House will recognise the fundamental importance of our doing so as part of the collective— indeed, global—efforts to stop climate change in its tracks. We are the first country to propose a phase-out of unabated coal, with gas and nuclear forming the secure base of our future energy mix as we continue to develop renewables and improve energy efficiency. I could not agree more that that is a really important part of the mix.

Shale will be a new, domestic source of gas, which adds to our energy security as we make the shift from coal to reduce our carbon emissions. Gas is the cleanest fossil fuel, producing half the carbon emissions of coal when it comes to generating power. Studies have shown that the carbon footprint of our shale gas would be significantly less than coal and comparable to the liquefied natural gas we import. In short, the shale gas resources beneath Britain could contribute to our security of supply, to jobs, and to increasing tax revenue, while providing a bridge to the greener future we all support.

That is why, in the previous Parliament, we put in place the right fiscal framework to make sure that the incentives are in place for investment in shale gas. It is worth reminding the House that there is an estimated potential cumulative investment in the region of £33 billion. As we explore our shale gas resources, we are also exploring how we can make the most of the benefits that the industry could bring to our economy. Specifically, we want to ensure that the communities and regions that host shale activity will benefit directly from doing so. By that, I mean that they should benefit beyond the boost to the local economy that one would expect them to receive in any case from the development of this new industry. The Prime Minister has been very clear on this. Local people must come first, not only in their involvement in the planning decisions that affect them, with all shale gas applications requiring a full consultation with local people, but in sharing the benefits with the areas in which the industry is developed, with a significant proportion of this expected in the north. That means that the shale industry could play an important role in the economic development of parts of the northern powerhouse, helping to drive local growth, investment and jobs even further.

The autumn statement of 2015 said that the community dividend benefit of 1% is expected to rise to 10%. Are the Government going to make good, to local communities specifically, on that statement that the 1% dividend will rise significantly?

I am about to come on to the dividends for local communities and how we see that working through.

The shale wealth fund is a big part of how we are going to deliver these benefits for local areas. It will consist initially of up to 10% of all the tax revenues arising from shale gas production, all of which should be used for the benefit of the communities that host shale sites. I want to be clear on two points: first, this is new funding, not money used to replace any existing Government funding; and secondly, it will be in addition to any benefits provided by the shale industry itself, because, as Members know, the shale industry has independently committed to making payments to communities that host shale gas developments. The industry’s benefits scheme currently commits to providing £100,000 for each well site of hydraulic fracturing, as the right hon. Member for Don Valley said, as well as 1% of revenues from any site that enters into commercial production. The shale wealth fund is in addition to that. We estimate that it could provide up to £l billion in total and each community could receive up to £10 million. We want this money to go towards leaving a positive legacy for the future of these areas. I note that the issue of legacy was also on the right hon. Lady’s mind.

The shale wealth fund will be the latest in a line of local benefits schemes designed to support communities. For example, a number of renewable energy firms have made a voluntary commitment to provide community benefits of £5,000 per MW of installed capacity.

The Minister says that this wealth fund is going to be available. I am Lancashire MP, so let us just talk Lancashire, where development of fracking is predominant at the moment. What discussions has she had with Lancashire County Council, Lancashire authorities, the local enterprise partnership or other interested parties about how the wealth fund may be delivered? How does she see it being delivered at a regional level in Lancashire?

I pay tribute to the hon. Member for Strangford (Jim Shannon) for securing the debate. May I declare my registered interests? I have received hospitality from bookmakers and racing; along with your good self, Sir Alan, I am joint chairman of the all-party group on racing and bloodstock; and I have the Cheltenham racecourse in my constituency.

It is from the horse-racing point of view that I come to this debate, because bookmakers very largely finance horse-racing through the betting levy and through media rights. If we lose too many bookmakers we will lose horse-racing, there is absolutely no question about that. There are two very good racecourses in Northern Ireland, which I have visited a number of times. We also see the spectacle of the grand national, the Derby, Royal Ascot and, in my own constituency, the Cheltenham gold cup.

The hon. Gentleman is beginning to make an interesting point about the connection between the old type of bookmakers, with sports betting and horse-racing, and the prevalence of high street bookmakers, but will he accept that there is clustering? He argues that doing away with bookmakers will affect the horse-racing industry, but does he not see a line of bookmakers all next to each other one side of the road, and another line on the opposite side of the road? There is a clustering effect.

I will come to that in a moment, but I just wanted to establish where I am coming from on this issue. There is a link between bookmaking and horse-racing, and if we lose one, without doubt we will lose the other. I want that to be very clear. There are far fewer betting shops than there used to be. We hear about the proliferation of bookmaking shops, but there are something like half the number there used to be. It is important to recognise that, while certainly acknowledging the issues raised by the hon. Member for Strangford.

You have asked us to take very little time each, Sir Alan, and I am happy to comply with that. I hope that the Government will continue with their evidence-based approach. I am not convinced that there has been an increase in the number of problem gamblers. There are people with addictive natures who will be addicted to something, whether that is alcohol, drugs or gambling, but we are discussing only one form of gambling, and many other forms are available.

Any Member could use their mobile phone to empty their entire bank account into a betting account and lose all that money within a minute or two. I mention that to draw attention to whether it would be fair to place restrictions on one kind of gambling when so many other forms are available, including the national lottery. I have linked horse-racing to bookmaking, and I also want to link the national lottery to the many good causes it supports. Billions of pounds have been spent on good causes thanks to the national lottery. I have some news for Members: that money is taken not from the millions of pounds that are won but from the money that people lose on the national lottery each and every week.

I hope we can get a measure of proportion into this debate. The Government should take seriously the important points and concerns raised by the hon. Member for Strangford, but I ask them to continue with their evidence-based approach and to remember that the great sport of horse-racing depends on the actions taken by my right hon. Friend the Minister and the Government.

It is, as always, a pleasure to serve under your chairmanship this morning, Sir Alan.

Fixed odds betting terminals are entirely legal. Some claim that people become addicted to gambling but, unfortunately for those who advance the argument, that is simply not supported by the evidence. There is no objective evidence from gambling prevalence surveys or Government health surveys that the level of problem gambling in this country is rising. The inconvenient truth is that the level of problem gambling has remained constant at about 0.5% of the population for the past 13 years. Crucially, that level has not increased since the terminals were first introduced.

The FOBTs are already heavily regulated. Every aspect of their operation is controlled: they must be licensed; the maximum stake is controlled by Government; and the maximum pay-out is controlled. The fact is that gambling is available in many forms. There is no control over how much anyone may stake, say, on a five-furlong flat race, which is over in less than a minute. There is no control over how many scratchcards a 16-year-old may buy.

The hon. Gentleman seems to be making a principled argument that we should not even have a £100 limit on FOBTs. He is asking why we should we have that—if someone can bet £1,000, or £10,000, on a horse race, or can walk into a casino and put x amount on whatever, what is the point in having a £100 maximum stake on a FOBT? Clearly, his argument is to remove the maximum stake and for people to have the freedom to stake as much as they want.

The fact is that very few people bet £100 a stake—only about one in 100 customers even stake over £50. The average stake on a machine is £5.13.

As I was saying, there is no control over how many games of bingo someone may play, and there is no control over how much people may spend on betting on their mobile phone. Betting shops, arguably, are the safest place to gamble responsibly.

That was an interpretational issue, then. I am glad to have my interpretation corrected, because what I said was what came across to me, and perhaps to others in the Chamber.

Evidence from the Scottish health survey suggests that as many as one in 20 betting shop customers may be problem gamblers. The addictive nature of the machines can and does devastate the lives of many people, especially those from poorer communities. The Government need to step in and do more to help those struggling with addiction, and they need to seek out preventive measures.

What is of most concern is the fact that many of the most popular games on fixed odds betting terminals are categorised as B2 casino content and are not subject to the same restrictions on stakes and prizes as traditional slot machine games. With vulnerable people already at risk, the Government must take action and reconsider the B2 classification.

I am fascinated by the hon. Lady’s argument. She is a former member of the Scottish National party—I do not know whether she is still a member. The point was made to the Smith commission that Scotland wanted full devolution of powers over FOBTs, yet the party tabled no amendments to the Scotland Bill on the issue. It said nothing about it, and not one Scottish MP spoke about the matter during the passage of the Bill. For the SNP to criticise the Government is simply duplicitous.

I admit that I find myself extremely disappointed that the hon. Gentleman makes a political point on an issue of great importance for people across the UK. Amendments were tabled on fixed odds betting terminals, but unfortunately, because of the constriction on the time given to the Bill, they could not be brought forward.

I urge the Government to consider the evidence from communities such as mine, and to take action to stop fixed odds betting terminals blighting people in vulnerable and disadvantaged communities.

It is a pleasure to serve under your chairmanship, Sir Alan. I congratulate the hon. Member for Strangford (Jim Shannon) on securing this debate and on his passionate and thoughtful speech, which I think we all appreciated.

We have had a good, constructive and measured debate. All hon. Members who spoke took a balanced approach, and I am grateful for their informed and helpful contributions to this important debate. I appreciate that gambling is a devolved matter for Northern Ireland, so I shall concentrate on Great Britain.

I start by restating that the Government recognise the concerns around subcategory B2 gaming machines, or fixed odds betting terminals, as they are more commonly known. I assure the hon Gentleman and all hon. Members here that the Government take the issue seriously and keep it firmly under review. I appreciate the matters that have been raised and share the concerns that the hon. Gentleman highlighted. I have listened carefully to the comments made and take note of the strong views that have been expressed.

I congratulate the hon. Member for Swansea East (Carolyn Harris) on being elected to the chair of the new all-party parliamentary group on fixed odds betting terminals. I welcome its establishment and look forward to hearing from her and her group. Perhaps we can chat later about issues that we cannot cover here. I wish the group well in its work. This is a good opportunity to say that the Government are listening and looking at the whole issue, and will make strong recommendations in due course.

I cannot give way because I have so little time.

The Government are consistent in their approach to gambling legislation. Any changes in the industry must go hand in hand with enhanced player protection and a genuine commitment to social responsibility. We recognise public concern about the increased visibility of gambling and its potential harm, particularly as regards B2 gaming machines. That is why the Government introduced measures in April 2015 to end unsupervised high-stake play on those machines and gave more powers to local communities, requiring planning applications for new betting shops to be submitted to local authorities. That was a positive move to allow local authorities to make decisions in their area. The industry and the Gambling Commission introduced additional measures to further the social responsibility agenda at this time, and I will touch on that shortly.

The Government subsequently conducted an evaluation of the regulations on B2 gaming machines, which was published earlier this year. In summary, there has been a significant reduction in the number of stakes above £50 and there are indications that, as a result of these regulations, players on B2 gaming machines may now be making a more conscious choice to control their playing behaviour. In addition, the regulations led to an increase in the use of verified accounts, so the number of people able to track their play through an account and make more informed decisions as a result has increased. Although that is a positive step in the right direction, it is prudent to think carefully about what further player protection measures might be appropriate, particularly in relation to B2 gaming machines.

The coalition Government concluded the last triennial review of stakes and prizes in October 2013. They noted in their public response that the reintroduction of a triennial review system was appropriate and anticipated that the next formal review would conclude by 2016. We are aware that there is an expectation of a review this year, and we will set out our views on a review of the stakes and prizes on gaming machines in due course.

It is important to note the role of the Gambling Commission and the industry in the social responsibility agenda. The Association of British Bookmakers, the trade body representing the vast majority of high street bookmakers, introduced new measures for its members in 2014 under its code on social responsibility, which was further updated in 2015. We have made it clear to the industry that although these measures are welcome, they must be independently evaluated and built on to ensure they are fit for purpose.

The Gambling Commission updated its social responsibility provisions in its revised licence conditions and codes of practice, which were introduced in May 2015. This included requirements that customers of B2 gaming machines make an active choice on whether to set time and monetary limits to help them to control their play.

There is little time left, but I want to highlight the issues of money laundering and crime, particularly money laundering through B2 gaming machines. Crime in the gambling sector is obviously worrying, and we and the Gambling Commission are looking closely at the issue. I assure the hon. Member for Strangford and other hon. Members that the Government take the issue of money laundering in gambling very seriously indeed.

The Gambling Commission already requires operators to take measures to prevent money laundering through its licence conditions and codes of practice, and it will shortly announce its conclusions following a consultation on proposed regulatory changes to strengthen the fight against crime linked to gambling. In addition, the Treasury is planning to consult shortly on the EU’s fourth directive on money laundering, which will seek evidence about the extent of risk in certain sectors, including gambling, of money laundering practices. The combination of these measures represents the Government’s continued focus on preventing crime in gambling, including money laundering.

Time is extremely short, but I re-emphasise the fact that the Government recognise the concerns expressed. I welcome the constructive comments of the hon. Member for Eltham (Clive Efford), but time does not allow me to answer all his questions, so I will write to him with my answers. I am grateful for his constructive contribution to the debate. Much has been done, but much more needs to be done. We will certainly look at the matter carefully and monitor it to ensure there is protection and social responsibility, which, as the debate has highlighted, are so important in the gambling industry.

I do not think that there is very much difference. All economic forecasters experience difficulties in getting their forecasts right, but some of us are more humble about our expectations than these official forecasters. I think that the danger of having an official forecast is that too much credibility is given to it, and big decisions are then made on the back of it. When official forecasters are zinging the forecasts around every three or four months, it becomes difficult for any Chancellor to run a stable medium-term policy involving, for example, important spending items that matter a great deal to our constituents.

I urge the Chancellor to be a little more sceptical about the wisdom and virtue of the OBR forecasts. The one thing of which we can be sure is that, over the period during which we have had the OBR, it has always been wrong, but what is stunning is the degree of the error. The OBR itself kindly points that out to us on page 234 of its very readable book, saying that, on average, it has revised the underlying borrowing forecast by £46 billion for the review period in question on each occasion. Given that the figure is an average, it is clear that the forecast revision has been considerably higher. The OBR tends to make its biggest revisions in autumn statements, but it has given us quite a whopper on this occasion. When a Chancellor must face a £46 billion revision every time he has to do the sums, it makes the task of stable economic management much more difficult. This is one of those instances in which an idea that was intended to produce more stability has proved to be destabilising.

The same can be said, I am afraid, of the current Governor of the Bank of England. The Governor of the Bank of England is meant to provide stability and wisdom, but we have now heard four different mantras from this Governor about when interest rates are going to rise. That is a very important statistic, which informs the forecasts of the OBR.

First of all, the Governor said that interest rates would probably go up when unemployment fell below 7%. When it tumbled rapidly below 7%, the Governor changed his mind. I am glad that he did, but the fact remains that he changed his mind. He then said that when real wages started to go up, interest rates would probably go up as well, and I am pleased to say that almost as soon as he had said it, they started to go up. Then he changed his mind, in that he had apparently not meant what he said.

The Governor then said that the turn of the year, 2015-16, would be a witching hour, when interest rates might have to go up. Well, we roared through the end of the year and the beginning of the new year, and they did not go up. Again, I was pleased about that, because I think it might have been unhelpful if they had. However, that shows that people and institutions who should be good at providing stability can be very destabilising and very misleading, and it is all noise that the Chancellor has to deal with.

The one good thing about all this is that when these ridiculous forecasts are made by the OBR and the Governor of the Bank of England that we would be worse off if we left the European Union, we can completely ignore them. We know that those people are always wrong about the things in which they are meant to specialise, so why should we believe what they say about something that is more important?

I think that I am doing that now. The Chancellor quoted the OBR, and the one thing that I disagreed with profoundly in a very good Budget was the OBR’s forecast on what would happen with Brexit. [Laughter.] It is not funny. Labour Members might learn something if they listened. They have obviously closed their ears to any idea that an independent Britain could be rich, prosperous and free, but many of us think that we will be more rich, prosperous and free if we leave the EU.

I am sorry; I will move on.

I have worked in schools as a music teacher, so education is very important to me. Improving our schools so that our children get the best education in life is essential, and the opening up of opportunities for young people is a subject that is close to my heart. The reforms announced today are excellent and will give every young person the chance to succeed. In my constituency we have some excellent academies—Morley, Outwood and Woodkirk, to name but a few. That is why I am delighted to hear that we are providing more money, so that by 2020 every school in England will have become an academy or be in the process of conversion. We are going to shine a particular focus on performance in the north and look at the case for teaching some form of maths to 18 for all pupils. We are introducing a national fair funding formula, from which 90% of schools will benefit, and ensuring that we will see those benefits by the end of this Parliament.

What is important to me is that we will invest £20 million a year into new funding of the northern powerhouse schools strategy. That new funding will ensure that rapid action is taken to tackle unacceptable divides that have seen educational progress in some parts of the north lag behind the rest of the country for too long. In support of that, Sir Nick Weller will lead the preparation of a report into transforming education across the northern powerhouse.

The difficult choices made by this Government mean that we are now able to make decisions that benefit everybody, beginning by raising the tax-free allowance so that more people can keep what they earn. For the sixth consecutive year, drivers will see historically low prices at the pumps maintained, thanks to the Chancellor’s decision to continue the freeze on fuel duty, which has done so much to relieve the burden on families and businesses. As the Chancellor said, that landmark decision will save the average motorist £70 a year, which is a significant amount for families. In constituencies like mine, which have seen an historical under-investment in public transport, cars are a vital lifeline. This cut in duty will make it easy for my constituents to get around, to go to work and to shop, and I welcome it wholeheartedly.

For far too long, previous Governments neglected investment in the north. By contrast, under this Government, this Chancellor is making good on his promises to pump investment into the northern powerhouse, which will see historic improvements to our transport links. The M62, which passes through the heart of my constituency, is to be upgraded to a four-lane smart motorway. So often I talk to constituents who get stuck in the horrendous traffic that builds up on the M62, and my team commute down the road every day. I am totally behind the measures to unclog that vital link.

It is not just the roads that are being kick-started. The new High Speed 3 link from Manchester to Leeds will cut journey times for people from my constituency to travel between the two cities. I look forward to seeing more detailed proposals for the route and stations for that link, which will be a welcome boost to the economy in Yorkshire and the north-west. Britain is a nation of builders. The north is the beating heart of Britain’s industry and I am proud that the north will be building once more.

The Chancellor is also supporting our communities through the landmark decision to freeze duty on beers, spirits and most ciders. I know that residents in my constituency will welcome that this weekend, when they visit the annual Morley cricket club beer festival. As the Budget document tells us, changes to beer duty have already protected 19,000 jobs, and these further changes will continue to support our brilliant breweries. That will protect our local pubs, which are so often the heart of the community, and support the Scotch whisky industry.

Whereas some Members on the Opposition side of the House want to divide us along our internal borders, this Government are committed to supporting one nation, with measures that will benefit the whole country.

A very good question. I am very supportive of what the Government have done. After all, it is the first time in 40 years that we are getting this referendum. I think that is all that matters. We have put it in the British public’s hands to decide on the future.

The floods over Christmas and at the start of the year were devastating to so many people, homes and businesses across the country. My constituency was lucky; we escaped major damage, with most of the affected areas being farmers’ fields. However, I am delighted that the Government have committed more money to our flood defences, including £35 million of new funding for phase 2 of the Leeds flood alleviation scheme. Leeds was hard hit in the recent floods. Many of my residents commute there every day, so that is welcome news. Thanks to our strong economic recovery, we have the tools available to help those affected by the floods.

We found out yesterday that the shadow Chancellor had previously listed his great influences as Marx, Lenin and Trotsky. With a new musical about the Leader of the Opposition coming out next month, I hoped he would not be singing the same tune. Unfortunately, it looks as though the Opposition are more of a tragedy than a comedy. The response from the Leader of the Opposition to the Chancellor’s statement confirmed that the Labour party should never be trusted with the nation’s finances. He said that we were not on the side of small businesses, yet we delivered tax cuts. He criticised the reduction of corporate tax rates, yet that will help businesses to grow and invest more into the economy, helping working people and the country as a whole and creating more jobs. Where the Government are setting out a clear plan for the future of the British economy, the Opposition are stuck in a Marxist dream-world where economic realities do not apply. They should never be given the opportunity to hold the levers of power again.
