Thank you, Mrs Gillan, for calling me to speak in such a broad debate on road infrastructure. I will not make it too broad because in my constituency investment in road infrastructure is a matter for the Welsh Assembly and the Welsh Government. Montgomeryshire, however, has a very long border with England—Shropshire—and I want to speak specifically about the general principle of how we deal with cross-border road schemes, making reference to two schemes in particular.
Several schemes cross the border between England and Wales, but the two in my constituency are hugely important. The first one that I want to speak about is usually known as the Middletown bypass—you will know it well from your previous responsibilities, Mrs Gillan. It is an 8-mile road between Welshpool and the English border, and the gateway to central Wales. However, it is hopelessly inadequate and a real bottleneck.
The problem is that the cost-benefit analyses are different. The two Governments have to agree for a scheme to go ahead, and the cost-benefit analysis in each of the two countries is different. In Wales it is hugely important that we have access to the market in England, so the cost-benefit analysis in Wales is high and we are keen for the project to go ahead, but of course in England it is not. When I became a Member of the Assembly, then a Member of Parliament, my main interest was for devolution not to have a negative effect on the way in which Britain operates—but it does. In this specific instance, it certainly does.
Two schemes are good examples of this negative effect. The first is the Middletown bypass. It is 90% in Wales and 10% in England, but it cannot go ahead unless the UK Government commit their 10% to a scheme that any cost-benefit analysis would say was not worth while for England. But of course it is hugely worth while, and the scheme would go ahead if we had that agreement between the two Governments. That is absolutely crucial for the way Britain’s economy operates.
The second scheme is the Pant-Llanymynech bypass, for which 90% of the investment would be in north Shropshire and 10% would be in Wales. The case argued locally is often about the environment of the villages of Llanymynech—it is a village, not a town; I do not want to cause any offence—and Pant, and about traffic danger issues, but the key issue for me and for the economy of Wales has always been that the scheme concerns the A483 Manchester to Swansea road, which is a key piece of infrastructure into Wales. Again, the cost-benefit analysis is different on each side.
I conclude with a general point. When the British Government look at investing in roads in England—roads are devolved to Wales and to Scotland—they must look at the benefit to the United Kingdom as well as the benefit just to England. That is absolutely crucial if we are going to make certain that devolution does not have a negative impact, as it currently does, on the two road schemes that I mentioned and on other road schemes between England and Wales. We must look at how such schemes benefit the United Kingdom overall.

I agree with my hon. Friend—I agree with everyone. That is clearly something the Government should take on board. Given that they have absorbed the VAT charges into the general Treasury coffers, surely we should be dipping into the Treasury’s coffers to pay for the resurfacing work.
The Government have recouped a substantial pot of money. We should not forget that they wiped £150 million of debt from the Humber bridge. Wales deserves the same. Has the Minister estimated the date by which the outstanding Government debt will be paid off? I understand that, under their current plans, it could take 18 months. Is their intention to reduce tolls at that point to reflect that?
Will the Minister tell us how the Government calculated the £3 figure? There is no rationale for how it was reached, and it would be really helpful to have a breakdown to know how the tolls will be spent. Will the Minister confirm what ongoing method will be used to calculate the tolls in future? The consultation does not make that clear, and we need to know how the Department for Transport will assess the tolls annually, because we have suffered years of annual increases.
It is also crucial that we know from the Government when the new tolling regime will come into force. We are currently no clearer about the expected timing of the handover of the crossings. It is anticipated that the revenue target will be met in October, and that the actual transfer of services will occur at some stage after that. What is the current plan? It is important that we get clarity about the handover period and know when the bridges are formally to be run by the Department for Transport. If there is a gap, and VAT comes off the bridges but the tolls remain at the current level, there will potentially be a period when businesses that claim back their VAT will, in effect, have to pay more. Have the Government given any thought to that?
The Department for Transport said that it is a year to go until handover. When does it expect that date to be? Does that mean, for instance, that if the formal handover has not taken place by January 2018, we will have to endure yet another retail prices index increase next year?
The mention of free flow is welcome, but many will be disappointed that it may not be seen for some years. As my hon. Friend the Member for Cardiff South and Penarth (Stephen Doughty) said, the main benefit is the reduction in journey times and congestion. Although free flow is clearly a future consideration, I ask for two things: first, that under free flow the tolls will not go up for a return journey; and secondly, that all back-office functions for dealing with evasion and administration should be sited locally. It would be an advantage for free flow if those who carry out the back-office functions know the local area and the local issues. Will the Minister give us some clarity about the Government’s current estimate of the costs of free flow?
Free flow will be looked at in future, but what thought has been given to improving the TAG? It is the fastest current form of payment—it takes about six seconds—but it is important to improve it if we are to tackle congestion. Severn River Crossing has made strenuous efforts to promote the TAG, and nearly 30% of users now use that method of payment, but only an improved season TAG discount and a first-time trip TAG discount beyond a halving of the toll will materially affect TAG take-up. With that in mind, will the Government consider a more ambitious future for the TAG to speed up traffic in the short term?
I am pleased that the long-awaited consultation has been published. I will certainly encourage all those with an interest to contribute their thoughts to it.
Probably every Welsh MP has some sympathy with the points that the hon. Lady is making—not necessarily with all of them, but certainly with some. As she is drawing to the end of her speech, may I ask her about a point of principle? Is she against the whole idea of using a tolling mechanism for constructing new bridges and roadworks? Is the Opposition’s view that there should not be tolls and that we should always fund new road improvements from the Exchequer?
I think that, after many years of pretty eye-watering tolls on this bridge, it is time we looked for a much fairer regime for people who live in south-east Wales. The tolls have hit my constituents and businesses especially hard. As I have said, there is a strong call, supported by the Welsh Assembly and the Welsh Government, to scrap the tolls altogether, and I have huge sympathy with that. If this Government are not willing to go that far, as indicated in the consultation, we should surely have a £1 maintenance-only toll.
My hon. Friend is absolutely right. I wish the Government would not try to pose as generous people who are giving us a gift. Those three grins should be wiped off the faces of our trinity of Tories.
I thought that might excite the hon. Gentleman. I will give way in a moment. We must get through to the reality of this: it is not an act of generosity or a cut; it is a rip-off.
I thank the hon. Gentleman for allowing me to interject in his colourful presentation. I read an article by Lee Waters, a Labour Assembly Member who is concerned about reducing the tolls. I do not think he voted against doing so in the Assembly, but he certainly made a lot of public comments acknowledging that one consequence of cutting the tolls completely would be far less spending on other considerations that he thinks are important. Does the hon. Gentleman have any sympathy at all with Mr Waters’ views?
Mr Waters takes a view that is very much on the side of the environment and so on, but the vote in the Assembly to get rid of the tolls was unanimous. I do not know what Mr Waters has said, but it is the unanimous view of the Welsh Assembly that the tolls should disappear altogether. We want to hear from the Minister how the £3 figure is made up. How much of it is the cost of running the tolls? How much of it would disappear? We need the answers today. We have been far too tolerant for so many years in putting up with double taxation in south Wales.
I did not want any historical inaccuracy—I have used the word now—to stand on the record uncorrected. I know you would not have wanted that either, Mr Davies.
I want to turn now to the specific matters relating to the Severn crossing. The hon. Member for Newport East generously acknowledged at the outset that we have begun the consultation that was promised previously. In the debate that I referred to in 2015, she referred to
“the need to offer some light at the end of the tunnel for my constituents.”—[Official Report, 21 July 2015; Vol. 598, c. 436WH.]
That is part of the reason why she secured that debate then when she sought further progress on the character of tolls, which I will try to address today. She will know that the current consultation invites contributions on a range of issues, many of which have been raised here. It is a real consultation, and we are genuinely open-minded about how we move forward. The Government have made some proposals, as was also said. None the less, to be meaningful, the consultation has to respond to consultees’ ideas and thoughts. We have not come to any predestined conclusion, and I will take into account the various comments that have been made.
I want to deal with five matters. First, on the amount of the toll, the hon. Lady and other hon. Members will know that we have proposed effectively to halve the toll by reducing it to £3. She will also know that that will be welcomed widely by regular users of the route, for any reduction of that scale and size is bound to be welcome. However, the hon. Lady asked for more detail on traffic flows. That is a perfectly reasonable request and I will make more information available following today’s debate. It is important that we gauge the effect on traffic flows of any changes we make both in the toll and in the way it is collected.
There were changes to traffic flows—I discussed this before the debate—when we changed the tolling system at the Dartford crossing in Kent. We believed that if we could automate the process it would improve the flow of traffic and ease congestion and so on. If we were to make that change at the Severn crossing—we are consulting on that and people will offer views—it is important that we gauge the likely effect on the convenience of travellers. The hon. Lady is right to ask about that and details will be provided.
The hon. Lady also asked us to break down costs in greater detail, and that is also a reasonable request. There are a variety of costs. My hon. Friend the Member for Montgomeryshire (Glyn Davies), who always speaks with great authority on all matters to do with Wales—indeed, on all other matters as well—said that a balance has to be struck. A perennial debate on river crossings—bridges and other structures—is how much the Exchequer and the user should each contribute. That debate continues almost wherever some fee or charge is made. It is easy to describe it as double taxation of those concerned but, my goodness, we could say that of any charge that is made for any public service. I do not think that we should want to characterise every charge made to every taxpayer as double taxation. That would be crude and even—dare I say—a little crass.
Does the Minister accept that many, like me, will be concerned about the issue? A huge number of road schemes in Britain are in need of development, for the benefit of the relevant parts of the country and the economy. That is hugely important—it is vital. However, if we cut off the possibility of part-funding through user contributions, we will not be able to provide all those schemes. I use one in the west midlands every time I go home. It will be damaging to the British economy if we take a view that there must be no tolls at all.
That was the point that I was making—less concisely and persuasively than my hon. Friend. As I said, the debate is perennial; we have such a debate about nearly every kind of fee or charge, for every public service. I suspect that the answer—and I hate to sound tediously consensual—is that a balance has to be struck.

I beg to move,
That this House has considered infrastructure and regulations to support electric and low-emission vehicles.
We have worked together a lot in various all-party parliamentary groups and on various issues, Mrs Moon, but this is the first time I have served under your chairmanship, and I very much look forward to it. There should be a large measure of agreement on this subject; I do not expect much disagreement. My interest is in securing information from the Government, rather than challenging them on policy, so this should be a pretty easy debate for you to chair.
I am not in any way a petrol-head—I am not even a car enthusiast. The drivers behind my interest have been more to do with climate change, the targets we set in 2008 to reduce carbon emissions and, following on from that, safety and training within the motor industry in relation to ultra-low emission vehicles.
The transformation we are seeing in the motor industry in our country and across the world is happening much quicker than we might have anticipated a few years ago. Last year, there was a more than 50% increase in the number of pure electric vehicles sold in Britain. We heard last week that by 2025 all new vehicles in Norway will be electric or low-emission vehicles, which is a tremendous change that will accelerate. This is not one of those issues where we are talking about what might be achieved. It is only five years since most motor companies decided to go down this route. Obviously Toyota started in the 1990s, but five years ago every car company in the world started to recognise that electric vehicles were going to be the future and were moving quickly down the road.
Additionally, we are seeing the development of driverless cars and trains. We are seeing an absolute transformation in the way in which we will use our roads in future. There are many important associated issues. One is the massive investment needed in the vehicle charging network across the country—the infrastructure, electric charging points and hydrogen charging points. We need unbelievable investment, which is the purpose of my speech.
We also need investment in training and developing technicians to support electric vehicles. The main driver behind my initial interest in this subject was the climate change targets we set in 2008 to meet the fundamental target of an 80% reduction in our carbon emissions by 2050. The stepping stones are the fourth and fifth carbon budgets—we are currently discussing the fifth carbon budget—and we want transport to contribute to that. Power generation has changed an awful lot. Generally speaking, we will meet the targets, but transport and heating are two areas that simply have not moved as quickly as we might have wanted.
I congratulate my hon. Friend on securing this debate. The Select Committee on Environment, Food and Rural Affairs recently looked into air quality, and one issue is the hotspots in the cities where we have very high levels of nitric oxide. We therefore need to get our diesel lorries, cars and buses out of those areas. We need more electric cars and electric vehicles. Government support to install the necessary plug-in points, and so on, especially in the centre of cities, is important to increasing air quality in those hotspots.
My hon. Friend is certainly right, but it goes much further than that. We are seeing a whole new industry develop. The motor industry is a big part of the British economy, and it will completely change over the next 20 years. My interest in the climate change targets led me to accept an invitation to go to the BMW training centre at Reading. It was an eye-opener in several different ways, and not just my drive in an i8, which I would recommend to anyone. It is a bit like being in a rocket—it is an amazing experience. The visit helped me to understand what is happening, particularly on the development and training of technicians.
The second eye-opener was on the safety of working on electric cars. I had not realised that the batteries in electric cars are 600 V. Any mistake results in death or very serious injury. That is the reality, so training is crucial. Anyone who works on an electric car without experience and training puts themselves in great danger. We have a lot of work to do to ensure that people are properly trained. Of course, the main distributers already ensure that they have people who can work on such cars, but it will not be long before electric cars enter the second-hand car market and are taken to local garages and to people who do a bit of second-hand car repair. We have to avoid the sorts of accidents that will seriously damage the industry. Developing and discovering technicians is becoming increasingly difficult. The Institute of the Motor Industry tells me that its surveys show that more than 80% of small independent garages have huge difficulty recruiting technicians. Will the Minister comment on how we can increase the numbers, and the skills, of technicians available to work in this emerging industry across Britain?
My hon. Friend is making a powerful argument about technicians and the way that technology is moving. I am delighted that York was awarded “Go Ultra Low” city status for its work on installing electric charging points to move the electric car industry forwards. He is right about infrastructure, but does he agree that electric cars will not solve the whole problem and that we have to consider hydrogen, too? Does he agree that Germany and Japan are moving their hydrogen technology forward at a rapid pace? Is that not something that the UK should follow? We need to train technicians in hydrogen technology, as well as on the electrical side of things.
My hon. Friend is absolutely right. We do not know exactly what the future holds. We should use the term “ultra-low emission vehicles,” rather than “electric vehicles,” because hydrogen fuel cell technology may well develop quicker. Things change incredibly quickly. It is only five years since the companies starting producing electric cars. In another five years, who knows? Hydrogen fuel cells might be the future, but that technology requires massive infrastructure investment, too. Unless people can charge their car at a reasonable distance from home, the industry will not take off. That is one of the issues the Government face. There has to be an element of assessment of what the future will be, but having said that, we must be prepared for technology and invention taking us down a road that we had not wholly anticipated taking.
There are three points that I wish to raise with the Government; I am keen to hear the Minister’s response to them. First, I am not a natural regulator, or a person who would naturally support new licensing regimes; I would probably support the opposite approach. However, this is a massive industry. The IMI claims that by 2030 there will be a commercial and social benefit of £51 billion. I do not know how accurate that figure is, but clearly there will be a huge commercial benefit from what is going to happen. There is potential for a huge export business. All those things will happen, but we must have the safety and the technicians. Developing that side of the industry is important. It is not just about having the ability to manufacture cars; we also need the technicians to support that industry, and at the moment we just do not have them. We have to develop a system to deal with the safety aspects, and probably to help the development of a professionalism in working with these low-emission vehicles.
The Government might have to consider providing financial support, and they will certainly have to introduce a licensing system, because one death in an electric vehicle would clearly be massively tragic for the individual concerned and their family, and also tragic for the entire industry. A report of a death from an electric car on the front page of the Daily Mail would inflict a massive blow on an industry that I think will be hugely important to the future economy of our country.
The second issue is whether the Government should financially support a training industry. Again, I am not a natural supporter of Government intervention, through finance, in commercial markets, but the Government already support the development of the electric car industry. We offer grant support for the purchase of new vehicles, to reduce their price and to develop the industry, so I do not see any reason why we ought not to consider supporting the training infrastructure that is absolutely vital if the industry is to develop successfully. That is another issue that I would quite like to hear the Minister comment on.
The third issue is about the IMI. I have been very grateful for its advice and support; it makes a very strong argument on this issue, and that has informed some of the things that I have said this morning. I hope that the Minister would consider meeting the IMI to talk through the points that it makes very powerfully and persuasively. In my view, such a meeting would be very helpful, and I hope that the Minister is willing to agree to it.
My hon. Friend is giving the Minister some good points to consider; I have a further point that he might wish to consider about this industry. In most EU countries, electric cars increase carbon emissions because of our current generating profile. As was rightly said, the fifth carbon budget is under consideration. Do we not need to be aware that this technology, at least for the next decade, will potentially increase carbon emissions in the UK and most parts of Europe?
I thank my hon. Friend for that intervention. That is a comment I have heard before. However, we are developing a completely new technology. The aim is lower emissions. We are trying to reach a decarbonisation target. Unless we achieve the aim of decarbonisation, this industry will not deliver what we want. However, I think that in the longer run, this is the route that we will go down. Practically, this is what is going to happen, and we need to take commercial advantage of this opportunity.
My hon. Friend has secured an excellent debate, and he is being a very useful advocate for electric cars. However, does he agree that the great advantage of electric cars, as part of the electrification of both transport and heat, is that they present a fantastic storage opportunity within the grid, which may help us to achieve our decarbonisation targets, rather than making them more difficult to achieve?
Again, that is a hugely helpful contribution to the debate. I am on the Environment and Climate Change Committee with my hon. Friend, and we know how important the development of storage is for the future. Electric cars are potentially one of the major means of storage. If their use develops quickly, as I expect it to, they will be a major contributor right across the board to our meeting our decarbonisation targets.
I do not disagree with the Minister; I hope that he can respond to the questions that I have put to him. This debate is the start of a major discussion about the development of a new industry, and I look forward to hearing his response to it. In closing, may I say how grateful I am to those hon. Friends who have intervened? They have made very good points that I probably should have included in my speech.

I am grateful to my right hon. Friend for raising those points. I would like the Minister to know that my constituents and I have followed just how doggedly and passionately my right hon. Friend has lobbied on the issue. Someone going from Shrewsbury to Oswestry, particularly during the summer months when many tourists are using the A5, would be shocked that this trans-European network route is so congested and is not dualled. Interestingly, someone trying to get on to the A5 from some Shropshire villages—I must get this point across—has to wait for a gap in the traffic. That is to get on to a trans-European highway, and that is causing some problems.
The A49 runs from Ludlow to Shrewsbury. In anticipation of this debate, I asked my hon. Friend the Member for Ludlow (Mr Dunne) whether he wanted to contribute. He is not able to be here, but he stated that his constituency is the sixth largest in the country and does not have a single metre of dualling anywhere. That lack of dualling is prevalent throughout Shropshire. The A49 has a huge amount of freight traffic coming from Herefordshire, Gloucestershire and parts of Wales and going all the way past Shrewsbury. That traffic winds through a lot of small Salopian villages, and its speed on narrow roads is a significant cause of concern for many local residents. I have spent many years campaigning on pedestrian crossings in some of the small rural villages that the A49 runs through. We have had some wonderful successes, particularly in the village of Dorrington, where we have secured an important pedestrian crossing, but nevertheless more needs to be done on that road.
I have mentioned the north-west relief road, the A5 and the A49, and those are the roads I would like the Minister to focus on.
I simply want to raise some issues with Shropshire roads that my hon. Friend has probably only mentioned in passing. Shropshire is the gateway to mid-Wales, particularly in terms of transport, because alternative transport routes are absent. The cross-border scheme between Pant and Llanymynech on the A483 and the Middletown scheme on the A458 are crucial to the economy of Wales. I hope the Minister will allow me to join him when he comes for tea in Shrewsbury, so that I can explain how crucial those two developments are. The devolution complexities have made them far less likely to go ahead, and we need to liaise to ensure that they happen.
I thank my hon. Friend for that intervention. He will of course receive an invite to join us in Shrewsbury and put his case when the Minister visits our town.
I would like to say something positive to the Minister. The M54, which comes into Shropshire, has been incredibly well resurfaced. Highways Agency staff get a lot of flak when road building improvements take a long time, but they have worked tirelessly night and day on the M54, and the surface and the standard of the M54 are probably the best that I have known over the past 15 years. I pay tribute and extend my thanks to them. I would, however, like to see a reclassification of the road, because the M54 stops at the Wellington junction and continues as the A52 to Shrewsbury. Those last few miles represent a very short distance, and we would like them to be reclassified because that would put Shrewsbury on the motorway network. There are some differences, but the A52 looks almost identical to the motorway. The business community is passionate about that reclassification and wants to convey that to the Minister. When a company, particularly a foreign investor, is looking to invest in a factory or a new plant, they will always look at a map of the motorway network in the United Kingdom. For us not to be on that network puts us at a disadvantage, so I would like the Minister to look at that matter.
We have received pinch point funding of nearly £4 million to improve the Emstrey island and the Preston Boats island. Those are two massive roundabouts where the A5 comes into Shrewsbury, and the work carried out has been superb. I thank the Government for the investment.
Tourism, as I have already indicated, is the No. 1 income generator for Shrewsbury and Shropshire. We need to ensure that people find it as easy as possible to come to our beautiful county on holiday and to see Shrewsbury and other places of interest throughout the county. Working together as Salopian MPs, we have secured a direct train service from London to Shrewsbury, and I know that my right hon. Friend the Member for North Shropshire is trying to get an extension to north Shropshire. That link to London has been critical. The volume of traffic coming on Virgin Trains to Shrewsbury as a result of our campaign is superb, and Virgin is pleased with the initial results. We want to replicate what we have done on rail connectivity and investment for Shropshire with our roads system, and I look forward to the Minister’s response.

Commons ChamberThe hon. Gentleman continues to make a persuasive business case for that new service. As a Nailsea girl who was lucky enough to go from Nailsea comprehensive to Oxford university, I can tell the hon. Gentleman that it would have been a great service for me. As he knows, the Secretary of State has invited Members whose constituencies are on the route to work with their local authorities and the local enterprise partnership to present a collective business case. He may be right in saying that, as a minimum, a westward service from Swindon would be helpful.
T1. If he will make a statement on his departmental responsibilities.
My Department has continued to operate apace as we move towards the Dissolution of Parliament. Last week we introduced the new invitation to tender for the Northern Rail and TransPennine Express services, and transferred East Coast back to the private sector. That is a major step in a franchising transformation that places passengers at the heart of services.
We also continue to invest in our roads. Fifteen strategic road schemes have been completed since 2010, and a further 16 are under way. Because local roads are equally important, we have committed £6 billion to them, up to 2021, in addition to the 27% increase in funding that has taken place since 2010. Funds for cycling have doubled since 2010, and we are committed to a new long-term investment strategy.
In my constituency and that of my right hon. Friend the Member for North Shropshire (Mr Paterson), there has been a decades-long campaign for a new bypass at Llanymynech, which lies between the two constituencies. Will the Minister join the Welsh Government in developing a scheme for that purpose?
I am grateful to my hon. Friend for raising this issue. Such a scheme has been identified in the draft national transport plan for Wales as contributing to access to services. We will discuss the matter further with Welsh Government officials to assess their priorities, but no one could have campaigned harder for it to be examined than my hon. Friend.

Commons ChamberOn Report in the Commons, I informed the House of our intention to strengthen the amendments we tabled in Committee by specifying that if the Committee on Climate Change advises us that onshore oil and gas might adversely impact on climate change objectives, the Secretary of State must either make regulations providing that the right of use for petroleum and deep geothermal exploitation will no longer be available for future projects, or report to Parliament on the reasons for not doing so. Amendment 20B and consequential amendment 20C seek to address that commitment. By introducing them, we are making it absolutely clear that shale development will remain compatible with our goal to cut greenhouse gas emissions.
The Government disagreed with Commons amendment 21 and proposed amendments 21B, 21C and 21D in lieu. There is a clear and pressing need to ensure that this legislation is absolutely right. As drafted, amendment 21 cannot be included in the Bill. Although the courts would attempt to interpret the provisions, it is not viable as law and simply would not work in practice. Our amendments are designed to support the growth of the shale industry, while reassuring local communities it will be done in a safe and responsible manner. They also ensure clarity for all interested parties by proposing clauses that can be interpreted and enforced effectively by the courts.
Regarding the scope of our amendments, they will apply to associated hydraulic fracturing for onshore oil and gas, as defined in the amendment. Geothermal operations will be excluded. Conventional oil and gas well stimulation techniques will also be excluded, which makes perfect sense as they have been used for decades onshore. The territorial extent of the amendments will be limited to England and Wales. To that end, I ask that this House agree with amendment 33A.
Will the Minister clarify the position in relation to hydraulic fracturing in Wales? We read reports that this matter may well at some stage be devolved to Wales. Is that under consideration, and could it happen in the foreseeable future?
I thank my hon. Friend for the opportunity to clarify that. The Welsh Government, as he will know, already have substantial control of onshore oil and gas activities through planning controls and environmental regulation, as they are already devolved. As he will also be aware, the Secretary of State for Wales is leading discussions on further powers for Wales ahead of the St David’s day announcement. I understand that there is some merit in these decisions being devolved to the Welsh Assembly. However, this issue requires further consideration before a decision can be taken.
Turning to the specifics, we outlined on Monday in the other place that Government amendments 21B, 21C and 21D in lieu are designed to ensure associated hydraulic fracturing cannot occur unless a set of 13 conditions have been met. The Secretary of State will not grant consent for associated hydraulic fracturing unless that has been done. I would be very happy to speak about each condition if colleagues have specific questions, but I would like to focus on areas of concern raised during Monday’s debate and by amendments that have been tabled subsequently.
First, amendment (a) indicates a misunderstanding of our clauses, and specifically the way in which subsection (3) works. At the end of (3)(a) it very clearly says “and”, not “or”, so paragraph (3)(b) is not a get-out provision for the Secretary of State, but an additional safeguard to ensure that my Department refuses consent if there is something else wrong with the proposal. We should not change anything here.
Secondly, amendment (b) asks that the environmental impact assessment of the development be taken into account. I want to reassure the House that there is no difference between us on the outcome we are seeking to achieve; it is simply a question of how we deliver the requirement in law. The term “environmental information” is used in the Town and Country Planning (Environmental Impact Assessment) Regulations 2011. It captures the information that must be taken into account by the relevant planning authority before planning permission is granted, including, but not limited to, an environmental statement. This process is commonly referred to as an environmental impact assessment. The Secretary of State cannot give consent for associated hydraulic fracturing unless he is satisfied that the environmental impact of the development has been taken into account by the relevant planning authority. He can be satisfied that this has happened where he is given a notice by the local planning authority stating that the environmental information has been taken into account. As I have said, this is simply about delivering a provision that has a meaning in law. I hope that reassures the House.
Amendment (b) asks that we refer to fugitive emissions, rather than emissions of methane into the air in our clauses. The Environment Agency already requires operators to manage, monitor and report on fugitive emissions. It is unlikely it would require this for carbon dioxide emissions, which are likely to be negligible. The MacKay Stone report on potential greenhouse gas emissions from shale gas sites shows that on average, shale gas is approximately 86% methane and 3% carbon dioxide, as well as ethane, propane and nitrogen. Methane represents more than 99% of the carbon dioxide equivalent emissions—in other words, the global warming emissions—from fugitive shale gas. It therefore makes sense for the conditions related to associated hydraulic fracturing to focus on methane. The principal source of carbon dioxide emissions would be from combustion of gas in flaring. Such emissions from flaring are modelled and monitored as part of the permit conditions. I can also confirm that we are actively considering whether the drilling of bore holes for monitoring purposes should be classified as permitted development, and we hope to take this forward in the near future.
Amendment (b) also deals with individual notification of residents. It is just not feasible to require separate notifications for each individual resident regarding associated hydraulic fracturing. We live in a free country where individuals are not required to register where they live. It would be practically impossible for the Secretary of State to identify each individual resident and check whether they had been notified, so making individual notification a condition of issuing consent for associated hydraulic fracturing would leave every consent wide open to legal challenge by third parties. Similarly, it would be unreasonable to introduce a demand that would require every single resident to consent to associated hydraulic fracturing.

Thank you, Mrs Riordan, for calling me to speak in an important debate on an important issue in mid-Wales. I, too, congratulate the hon. Member for Newport East (Jessica Morden) on securing the debate. She spoke about services in south Wales and there have been contributions on north Wales, but I specifically want to talk about the services that serve not only my constituency of Montgomeryshire, but mid-Wales.
The line from Aberystwyth, on the extreme west coast of Wales, to London runs in two parts: from Aberystwyth to Birmingham, and the direct service from Shrewsbury to London. They overlap to some extent, but the two lines are particularly important for that rail journey. As other Members have said, the line is very important for the economy of mid-Wales. Perhaps more so than in other parts of Wales, the railway tackles the perception of remoteness, which has always been a negative factor in attracting business.
My purpose today is not to make demands of the Minister. I am highlighting the importance of both parts of the line, and I want to make certain that the long overdue good news that we have had about the intention to invest in both parts comes to fruition and is beneficial.
First, on the Aberystwyth to Birmingham line, I have been involved in the campaign for an upgrade for about 30 years, so I have a reasonable right to call this a long overdue investment. The first issue was upgrading the line with passing places to enable an hourly train service. There has been only a two-hourly service, which is hopelessly inadequate. The campaign started 20 or 30 years ago, and money has been invested. It has taken a long time, but we now have a commitment from Arriva Trains and the Welsh Government that an hourly service will be introduced. I think the various people associated with running the trains are now being trained. The service is due to run from May 2015, just in time to bring the newly elected Members in the general election of 2015 from mid-Wales to London.
The second part of the line is the Shrewsbury to Euston connection, which is hugely important to mid-Wales. People will be able to drive to Shrewsbury, park, and then catch the direct service to London. Having to change is incredibly inconvenient and it discourages people from using the line. I would prefer to use the train and not drive to London, but that is simply inconvenient for me. However, the hourly train service will change that.
Such a service used to run, but it was stopped. We had a promise that it would run when there was an agreement with FirstGroup to provide a west coast main line service. The franchise was let, but it was cancelled. Now, of course, there is an agreement with Virgin Trains that the line will run from December. Perhaps the Minister will confirm how often that train will run and at what times. It is hugely important that it runs at convenient times that enable people who wish to work in and travel to London to use it. Otherwise, we would deliver on a promise but not deliver on the actual need.
So, there are two aspects. One is the line within Wales, which we anticipate will come into effect in May next year. I very much hope that that is the case. There is no reason why it should not happen, but we must always be vigilant to ensure that it does. Secondly, the Minister here today has responsibility for the direct line from Shrewsbury to Euston, and I very much hope that that line comes to fruition later this year, with times and frequency that are convenient for the people of mid-Wales.

Diolch—thank you. Members can use Welsh in the proceedings of the House in short extracts, but a translation for the benefit of non-Welsh speakers should be provided. The House agreed in 2001 to the recommendation of the Select Committee on Procedure that witnesses before Select Committees should be able to give evidence in Welsh.
I thank my right hon. Friend for that answer. On the civil service, Welsh-language legislation applies to every aspect of the work of the House, so will he reassure me that every Department is committed to working in a way that fully recognises its legal obligations in compliance with the Welsh Language Act 1993?
I commend the hon. Gentleman for the work he does in promoting the Welsh language. I know that he recently held an important Westminster Hall debate on Welsh identity and, of course, the language played an important part in that debate. The Government are indeed committed to the Welsh language and are fully committed to providing Government services in the Welsh language where there is demand for them.

The introduction of the coalition Government’s e-petitions system has been a successful improvement for public engagement with Parliament. However, it is clear that the public expect to be able to petition their Parliament and seek action from their Government. I want to work with the Procedure Committee, the Backbench Business Committee and interested Members from across the House to develop the current system into something that more fully meets that expectation.
My hon. Friend makes a good point. Improving engagement with Parliament and politics must be the focus of any improved system. I am grateful to him for his suggestion on how we can achieve that. However, I alert him to the fact that more than 11 million signatures have been added to petitions in the two years or so since the Government’s e-petitions system was established. I am not sure that hon. Members would welcome an e-mail for each of those signatures, but I do agree that there are ways in which we can open up the data overall to help Members and their constituents to identify and work together on popular petitions.
In order to increase opportunities for debate on e-petitions with 100,000 signatures, will my right hon. Friend consider bringing forward a motion to reopen Westminster Hall on Mondays?

It is a pleasure to serve under your guidance, Mr Betts. I congratulate my hon. Friend the Member for Ceredigion (Mr Williams) on securing this debate on a matter that is of huge interest to me and has been for most of my adult life. I want to address specifically how we deal with cross-border links in a devolved United Kingdom. It is not just because my constituency is Montgomeryshire; I worked for a long time to develop the economy in mid-Wales with my hon. Friend the Member for Brecon and Radnorshire (Roger Williams), and one part of the strategy that we always knew was important was transport links. It was much more important for mid-Wales to have a link out than it is for England to have a link in, which lies at the root of the problem.
I was going to talk about road links, particularly two specific ones, but as my hon. Friend the Member for Ceredigion mentioned rail links, I should say how important they are as well. When we discussed the Aberystwyth-Euston link, it was part of an initiative that we in mid-Wales developed. We got every organisation there to come together in a partnership and invest in the Cambrian line, because it was so important to us. Although we have lost the Aber link, we hope that the Shrewsbury-Euston link will be restored soon. I hope that the Minister will reconfirm the position on that; we have been left feeling optimistic about it.
The hourly service that we all desperately want is now in the lap of the National Assembly for Wales. The investment in the line has been made; it now just needs extra investment in the infrastructure—the trains and the cost of the line. I am hopeful that it will happen at some stage. It has been delayed, because there is cost pressure on all forms of Government, including the Welsh Government, but I am hopeful that it will happen before too long.
The Shrewsbury-Euston line is important. Clearly, we would like the line to go to Aberystwyth, but the Shrewsbury line is key because Shrewsbury is so accessible to us. If we were confident in that line, there would be investment in car parking. Particularly as the prison in Shrewsbury is closing, I can see opportunities for that station to become a key station for mid-Wales, but the link to Euston is important. The newly renegotiated Virgin contract may deliver that.
Road links are hugely important to us in mid-Wales, and there are two that I want to speak about. One is called the Middletown bypass; it is actually the connection between Welshpool and the improved road to Shrewsbury. I am talking about half the length of that road. The same principle applies to the Llanymynech-Pant bypass, but it is much further down the pecking order, so I will base my points on the Middletown bypass.
When I was involved in developing the economy in mid-Wales in the late 1980s and early 1990s, the bypass was a key part, and we thought we had secured it. Then an Act was introduced relating to protecting the badger population, and it was suddenly found that the agreed line, which would almost certainly have gone ahead, ran through a badger sett, which delayed things at a key time in the early 1990s. The Government then, like the current Government, needed to cut expenditure, and there was a bit of a fashion to be anti-roads. At that stage, the scheme slipped back and back, although it has been resurrected since then.
The Assembly Government are enthusiastic to proceed with their part of the scheme, and would make the commitment. I do not know the exact figures, but the road scheme would probably cost about £30 million. The Welsh Government would commit about £25 million, and the Highways Agency over the border would commit about £5 million. The Welsh Government want to do it, but the Highways Agency has no priority whatever to come into Wales. There is no economic benefit, and any cost-benefit analysis will give it no priority, so the scheme cannot go ahead.
As a consequence of devolution, cross-border schemes —not just in mid-Wales; I think that there are four or five—have simply been put on the back burner, and there is no prospect that they will ever proceed. That is a massive blow to mid-Wales, because we need that road out. Anybody who has travelled from Welshpool to Wollaston Cross knows that it is the most appalling road. Drivers settle in to travel at 30 or 40 mph, because that is the way it is; they get stuck behind lorries they cannot overtake. That is not acceptable. The whole economy depends on it.
We need the Government at Westminster to recognise that it is not just the cost-benefit analysis for the west midlands that counts; Westminster must consider the impact in Wales. That applies to every single devolved service. If we do not consider the impact on Wales, although we do not have a direct responsibility, the post-devolution United Kingdom cannot operate with anything like the fairness or efficiency that it should.
The same issue applies to the Llanymynech-Pant bypass. That scheme is further down the pecking order, but it has been seriously considered in the past. The bulk of that scheme is in England, so I can see why the issue will be much more difficult to resolve. Again, the west midlands body will consider that scheme, as it has done, and put it right down the list. There is a big local campaign—I have been to public meetings—because anyone who travels through Pant and Llanymynech can see that it is not a modern highway. It attaches to the road to Manchester and Liverpool and the north of England, which is crucial to the economy. It is not good enough.
We have cross-border links, but devolved Britain—nobody is more committed than I am to a devolved Britain that works—works negatively in terms of cross-border roads. We must address that, not just from the Welsh side but from the English side. We all want devolution to work. We want a country whose governance operates well and efficiently, so that we can feel comfortable with it, but in mid-Wales—certainly among those who depend on its economy or are trying to create jobs there—we are furious. It is one of the biggest negatives about devolution that could possibly be created, and I think it will get worse. I hope that the Minister has heard the points that I have made and will not only address them today but ensure that they become part of the Government’s thinking.
