As someone who has walked not only the Thames path but the Ridgeway, I have experience of Goring station. I have found the system quite difficult and bureaucratic. It is a lengthy process and people often ask, just like with Brexit, “Why don’t you just get on with it?” As I get further into my speech, I will discuss my experience of the Hendon constituency.
Kirkby-in-Ashfield and Langley Mill stations, used by my constituents, are a big problem for wheelchair users and mums or dads pushing prams. Making train stations step-free should be a priority in this day and age. Most colleagues here are from towns. Does the hon. Gentleman have any information or can the Minister say whether our towns are being neglected? Or are stations in towns more likely to be step-free than those in our cities?
Although I went to university in Nottingham, I cannot say I know the hon. Lady’s constituency very well, so I will allow the Minister to respond to that point when she sums up.
It is obvious that more can and should be done. In April 2017, the Equality and Human Rights Commission published a report about how disabled people fare in in their day-to-day lives in the UK. On transport, the report stated,
“Transport options for disabled people are very limited because of the need to use only transport forms that are accessible, and these tend to be expensive.”
A few months later, in November 2017, the Department for Transport published the results of its research into disabled people’s travel patterns and attitudes to travel. It found that although being disabled does not always lead to less frequent use of train services, it does lead to problems with trains:
“It is well-established that people with disabilities travel less and for different purposes compared with people without disabilities”.

That is absolutely right. Although parts of our community get access to cheaper fares, for many people it is still a problem. The Joseph Rowntree Foundation study makes the point that, for many of our constituents who are sadly at the lowest end of the pay scale, once they factor in transport costs and the hassle of getting to work—particularly if they are on shift patterns—it is hardly worth while. I have always been a strong believer that work should pay.
I thank my right hon. Friend for securing this debate. Ashfield falls under the north-east of England traffic commissioner. The latest annual figures show that 712 bus services were cancelled in that area, compared with 178 in the south-east and metropolitan area. That pattern has been repeated every year for the last six years. Is it not true that we are paying twice as much for half as good a service in our towns? That has to change.

I could not have put it better myself. The result was that one of the Conservative Government’s first actions was to announce a two-year freeze on public sector pay from 2011-12. They followed that up with an announcement that public sector pay would be capped at 1% for the following four years and, in his 2015 summer Budget, the Chancellor announced a further four years of the cap, saying that he would fund public sector workforces for a pay award of 1%. That did not mean, of course, that everyone would get even 1%: a letter from the right hon. Member for Chelsea and Fulham (Greg Hands), then a Treasury Minister, made it clear that the money was first to be used—as if—to address recruitment and retention pressures in the system: “there should not be an expectation that every worker will receive a 1% award”. What that meant, of course, was that those people in areas where there were retention pressures received less, and those in areas where there were many people on the minimum wage—46,000 in local government alone—who had rightly to receive a pay rise, received less. Even if a public sector worker got the 1% pay rise, their wages were still declining in real terms. A public sector worker on the median income who had their pay determined by the pay cap would, by 2016, have lost £3,875 in real terms. Real-terms losses of between £2,000 and £3,000 are common throughout the public sector.
A midwife on band 6 will have seen a real-terms decline in her wages of 12.1%. Midwives are leaving the profession at a previously unseen rate. They are leaving the register in serious numbers. A teacher outside London will have lost 10.4% and a band 5 nurse will have lost 11.9%. If the pay cap continues until 2020, there will be a further real-terms decline in wages. A social worker will lose £3,533. A border guard—I thought the Government wanted to secure our borders—will lose £2,520. A firefighter will lose £2,766. The reason for those falls is not hard to find: while wages have been stagnant or hardly rising at all, prices have been rising at a much faster rate.
My hon. Friend is making an incredible speech, and I thank her for giving way. On the point about rising prices and falling wages, I want to tell her about a police officer who contacted me. He said that after 20 years of service, he never thought he would be in a position where he was struggling to look after his family. He ended with a question:
“Do we really want a police force that is stressed out and humiliated by not being able to look after their family?”
The clear and simple answer to that is no, we do not.
Indeed. The situation my hon. Friend mentioned is true of many people in the public sector. Between 2010 and 2016, food prices went up by 8.5%, electricity went up by 27.7% and gas went up by 24%. These are not things that people can do without; they are essential for a decent life. Note that I am not talking about an extravagant life; I am simply talking about a decent life.

I thank the hon. Gentleman for securing this important debate. May I place on the record my praise for the many microbreweries that have opened in Ashfield? They have totally transformed the high streets in my constituency. Does he agree that the tax break introduced for smaller breweries by the last Labour Government should remain intact to ensure that they continue to prosper?

My right hon. Friend is correct to say that we want improvement in our public services. I have highlighted education, where more children are going to good and outstanding schools; and I have highlighted our health service, which is dealing with more patients than ever before. School pay policy is set by individual academies, for example, so we are giving more freedom over pay and pay determination. It is important to look at the public finances as a whole, and to ensure that, overall, we are living within our means as a country.
Right now, 130 workers at Annesley Department for Work and Pensions office are being told that their place of work will be closed and their jobs relocated up to an hour’s drive away. Have these public sector workers not suffered enough from the seven-year pay cap? Is not the last thing that they need to be told that they need to find more money to pay for their travel to and from work?
The hon. Lady refers to a specific issue with a jobcentre in her constituency. I am sure that the DWP is looking at how those people can be assisted, and it is certainly something that I am happy to raise with the Work and Pensions Secretary on her behalf.

Commons ChamberWe are returning to a society of grotesque inequalities and poverty among some of the most vulnerable. How can anyone claim that as a proud record?
Is it a record to be proud of that the Chancellor’s cap on public sector pay has contributed to wages falling by 10% since 2008? We have witnessed the longest fall in wages on record. Nearly 6 million people earn less than the living wage. People were shocked when the Royal College of Nursing revealed that nurses’ pay had fallen by 14%, which has forced some nurses—yes, nurses—to rely on food banks.
In Ashfield, average weekly earnings are below the national and regional average. The Government have made attempts to help to create and protect jobs, such as through the regional growth fund, but not a penny of that money has gone to my constituency. Is it any wonder that so many of my constituents feel that the Government have forgotten them?
We talk about people being left behind, but it is whole communities across the country that have been left behind.

Commons ChamberThe system that my hon. Friend refers to has been around for many years and predates the deferred purchase agreements which all local authorities now offer to people contributing to their care. We do not just need to look at individual, specific aspects of this challenge; we need to look broadly at the question of how to make social care funding sustainable for the future, in the face of a rapidly ageing population.
Since 1994, the Government have received £10 billion of pension cash which could have benefited miners. A Treasury written answers says that a further £153 million will be pocketed in the next three years. Will the Chancellor use the Budget to look again at the injustice of the mineworkers pension scheme?
I do not recognise the numbers the hon. Lady has given the House, but I will look at them and write to her accordingly.

My hon. Friend has done a lot of work in this area, both as a Member of Parliament and before she came to this place, and she is absolutely right. I will come on to the difference between caps on overdraft charges and those on payday lending.
Research published today by Which? found that consumers needing as little as £100 could be charged up to £156 more by some major high street banks than the Financial Conduct Authority allows payday loan companies to charge when lending the same amount for the same period. For example, Which? compared the cost of borrowing £100 for 30 days and found that some high street banks’ unarranged overdraft charges were as much as seven and a half times higher than the maximum charge of £24 on a payday loan for the same period. And because bank overdraft charges apply to monthly billing periods, not the number of days money is borrowed for, consumers who need £100 could pay up to £180 in fees if they borrow over two calendar months from their high street bank in the form of an unarranged overdraft.
A constituent of mine was made redundant and wanted to get back on his feet, so he set up a small business—a soft play area for kids, which was essentially a cash business. For every direct debit he paid, he had to pay 40p. For every automated debit and every internet payment, he had to pay 40p. Every time a payment was made to his account, the charge was 22p, and for every £100 paid to his account, he was charged 66p. Those are obscene amounts for what is essentially a cash business. I thank my hon. Friend for allowing me to put that on the record.
I thank my hon. Friend for speaking on behalf of her constituent. We have all experienced people in our patches being ripped off by banks. Frankly, that is not what people expect. They expect to be able to trust their high street bank to give them a good deal and treat them fairly, yet in my hon. Friend’s constituent’s case, that just is not happening.

That this House notes with concern the disproportionate impact of the Government’s policies on women; further notes that, as a result of proposals in the 2016 Autumn Statement, 86 per cent of net savings to the Treasury through tax and benefit changes since 2010 will come from women, according to the House of Commons Library; notes with concern analysis from the Women’s Budget Group which states that by 2020, in every income group, black and minority ethnic women will lose the greatest proportion of their individual income and that low income black and Asian women will lose around twice as much money as low income white men as a result of tax and benefit changes; and calls on the Government to affirm its commitment to ensuring that women and protected groups are not disproportionately affected by tax and benefits changes, to conduct an urgent assessment of the cumulative impact of its policies on women since 2010, to take the necessary remedial steps to mitigate any disproportionate burden of tax and benefits changes on women, to publish a full equality impact analysis with the 2017 Budget and to develop and publish a gender equality strategy to improve the position of women over the remainder of this Parliament.
It is a pleasure to be here today to discuss this important topic. The advancement of equal rights for women is often associated with certain historical milestones, such as the right to vote, the movement to end violence against women and girls, and reproductive rights. Although those are obviously hugely important, the key facet of the ongoing battle for gender equality is gender economic equality. Many women never question their right to open a bank account, own property, or even buy wine or beer in a pub, but those rights, now taken for granted, were actually hard-won. For much of history, and even up to 40 years ago, women were not allowed to handle money, and having a job was seen as a sign of financial desperation. It was only in the 19th century that women were allowed to own their own home. Until the Married Women’s Property Act 1882, common law in Britain deprived women of the right to keep their own property or even hold their own money. As late as the 1970s, working women were refused mortgages in their own right, and were only then granted mortgages if they could secure a male guarantor. It is only since 1980 that women have been able to apply for credit in their own name, and it was not until 1982 that women were allowed to spend their own money in pubs with the confidence that they would actually be served.
Those changes involved fearless and outspoken people challenging the status quo, questioning out-of-date assumptions, and pushing Governments and society to the realisation that economic equality and independence for women must be the norm. Today, Labour is pushing for the next step in this battle for economic equality: for the Government to ensure that their policies advance, rather than hinder, progress. Unfortunately, all the evidence points to the Conservative party turning back the clock on gender economic equality, and nowhere has that been more apparent than in their major financial announcements, such as the autumn statement.
Research from the House of Commons Library, commissioned by Labour, has revealed that as of the most recent autumn statement, 86% of net savings to the Treasury through tax and benefit changes since 2010 will have come from women. That figure is up on the one at last year’s autumn statement, which was 81%, but remains the same as the one at the Budget earlier this year. Someone who happens to be a woman from a black or minority ethnic background is set to lose out even more under this Government. Joint analysis from the Runnymede Trust and the Women’s Budget Group has shown that low-income black and Asian women are paying the highest price for this Government’s failed austerity agenda.
Does my hon. Friend agree that when we talk about the disproportionate cuts affecting women, what that so often means in practice is their children going without? That is why we have seen a huge spike in child poverty, reversing all the good work that the last Labour Government did.
My hon. Friend, who has long been a campaigner in this area, is absolutely right about that. I do not understand why people do not consider the economic impact on the entire country if we hold back certain sectors of our population.

General CommitteesIt is a pleasure to serve under your Chairpersonship, Mrs Moon. I thank the Minister for outlining these provisions. We meet on the final day of voter registration for the EU referendum, which is a fitting time to consider which elements of the current legislation for individual electoral registration need another look. We will support these regulations. First, it will be beneficial to a more mobile generation of younger voters to allow the attester to their identities to come from outside their particular local authority, as it will be to all age groups. Secondly, contacting people by email is, of course, a welcome adjustment to the modern world, particularly for young people, who may be less likely to work with hard copies of official forms, but it will be important to keep the paper forms for voters who prefer not to use online formats. Can the Minister confirm that paper copies will still be available?
While we are making amendments to the voter registration process, it is worth considering the voter registration website. This has made it easier for people to register to vote, but it still contains a field asking for a national insurance number. Will the Minister look at allowing people who do not have their NI number to hand to register to vote by entering other ID numbers—passport number, student number, driving licence number—and ensure that all councils accept such valid forms of ID? Opposition Members have noticed the Prime Minister’s recent attempts to encourage young people to register for the EU referendum. That has been extremely welcome, and I hope that the Minister’s party will continue this very positive push to enfranchise more young voters. Will the Minister support some of the measures I have discussed with him in the past, such as the Northern Ireland school initiative and registration by universities during their annual enrolment process?
It is welcome that the Local Government Boundary Commissions for England and Wales will now receive free copies of the electoral register, but the huge efforts we have all been making to get more people on the register since December 2015 have meant a dramatic increase in the numbers. Will the Minister confirm that he cannot possibly use the December figures for the upcoming review of constituency boundaries?
The regulations we are scrutinising today are important and welcome, but I would like the Minister to address the following points. Will paper forms still be available? What will he do to ensure that more young people are registered to vote? How can we have more flexible use of personal identity numbers? And can he ensure that constituencies accurately represent the number of people who live there?
I will endeavour to respond to each of the points that the shadow Minister has made. First, though, I welcome her support and her party’s support for these measures as they stand. It is particularly important when we are talking about electoral registration that we have a cross-party attempt to persuade and encourage people, no matter how they plan to vote and whichever side of the fence they may be on, whether in the EU referendum or in a party political general election, to register to vote and to use their democratic voice. In fact, so keen am I on cross-party support that I even retweeted one of the hon. Lady’s tweets encouraging voter registration a week or two ago—I am endeavouring to practise what I preach.
The shadow Minister asked some specific questions. She asked whether paper copies of the forms would still be available, and the straightforward answer is yes, they will. We are aiming to ensure that the process is media-neutral, if I can put it that way, depending on how people can best be approached. Some people prefer email—many do—but many still prefer paper, so we need to provide the flexibility for electoral registration officers to use either method, to suit the local demography and unregistered electorate.
The hon. Lady also asked about alternatives to national insurance numbers on the registration website. I can set her mind at rest: we are already doing precisely as she rightly suggests. In general, national insurance numbers are for many the simplest, quickest and most convenient way of proving their identity, but they are far from the only acceptable method. For those who do not have a national insurance number readily to hand and have to look it up—they may not be in a convenient place to do that—other forms of ID are available, should they be required.
Clarity on the form is absolutely essential. Some do not realise—I know that it is possible—that in some cases, student numbers are acceptable. Other councils accept other forms of identification. What is important is that there are universally acceptable forms of identification, and that it is clear that they are universally acceptable on that online form.
The hon. Member for Ashfield is absolutely right. Some of those alternatives are prompted for later on in the website user journey, to use the jargon. If someone cannot provide their national insurance number, other alternatives are listed. For example, documentary evidence can include passports and driving licences. It can involve attestation. That is usually the most time-consuming for all concerned, but if someone runs out of all other alternatives, they can get someone of reputable standing to say that they are who they say. Local data can also be used, because many councils have some information that they can use. She is absolutely right that clarity is helpful, but for most people—not all—national insurance numbers are usually a very good place to start.
