It is important that we speak to the Post Office, the Government, the sub-postmasters and other people, including at Fujitsu, to get to the bottom of this matter so that we can learn the lessons and move forward for the sub-postmasters of the future.
This is the last Department for Business, Energy and Industrial Strategy questions before recess and I want to place on record my thanks to you, Mr Speaker, and your staff for the incredible way that they have managed proceedings in the House.
It is Farnborough week and the Government are providing the aerospace industry and its aviation customers with more than £8.5 billion of support, including through UK Export Finance, the covid corporate financing facility, research grants and the job retention scheme. We are discussing further help with the sector.
May I start by thanking the Minister for his personal engagement given some of the difficulties that we have had with the aerospace sector in Northern Ireland, and particularly with Bombardier in my constituency? Given that it is Farnborough Week, let me say that I read with interest the Minister’s comments yesterday on FlightGlobal in the question and answer session, and one of the missing components is the retention of key skills within this high-end engineering sector. Does the Minister accept that, without a clear, bespoke solution to support and sustain jobs beyond the cliff edge of October with the job retention scheme, the aerospace industry is facing a clear and present danger?
I am grateful to the hon. Member for his question and for his comments about our engagement with the sector. We are supporting the aviation and aerospace sector with £8.5 billion and rising. If he looks at support from other countries, which we do, he will see that we will also consider further support as we progress, as the Chancellor has said, through the recovery.

My hon. Friend makes an excellent point. This is a golden opportunity for a number of businesses in the sector and for businesses that want to expand into the sector. It is a growing, profitable business that would make a sensible investment for anyone.
I thank the hon. Member for Rochdale (Tony Lloyd) for raising this question and pay tribute to Members across the House who have shown support over the last number of years for Bombardier in my constituency and the constituencies of the hon. Member for Watford (Richard Harrington) and the right hon. Member for Broxtowe (Anna Soubry); I particularly thank them for their commitment over many years.
I also thank the Minister for taking an interest in this case. I was very grateful to the Secretary of State for his phone call on Thursday and recognise the commitment that he has shown to this key part of our industry in Northern Ireland—and, indeed, to the UK aviation sector—over the last period.
The Minister knows the importance of Bombardier and its significance to our economy. Can he therefore assure us that he will maintain the jobs in Belfast and surrounding areas, the industry, the innovation and the skill that we are benefiting from and that the whole world will?
I thank the hon. Gentleman for his point. He is a huge champion for his constituents and all the workers at the site. My constituency of Pendle is dominated by the aerospace sector and is home to a large Rolls-Royce fan blade factory, so I know the importance of these highly skilled and well-paid aerospace jobs. I will do everything I can, working with the hon. Gentleman and his hon. Friends, to ensure that we secure all the jobs at the Bombardier Belfast site.

Commons ChamberMr Speaker, I think you will soon consider declaring “thrusting” comments completely out of order and unparliamentary language. As you might imagine, the sentiments of what my right hon. Friend says are absolutely right. We are in continual touch with Bombardier. I am proud of the factory; I am proud of the workers there; and I am proud of the Government’s role.
I recognise the Minister’s sincerity on Bombardier and thank him for his continued sincere efforts over the past three years. It would be very easy to consider this as a solely Northern Ireland issue or a localised Belfast issue, but I have been heartened over the past three years that parliamentarians from across the Chamber have recognised its significance to our economy and to high-level engineering, as well as the future benefits associated with Bombardier’s success. The workforce have been through an incredibly difficult time over those three years, and this is a further disheartening blow for a workforce who saw the clouds shifting from above the plant, in Belfast, in Newtownards and in Newtownabbey. Recognising the constraints of private business but knowing the contribution that the Government have made to date, may I ask the Minister to continue to explore every avenue of financial support and to engage with the Department for International Trade and other Whitehall colleagues to ensure that prospects for future growth, sustainability and security are not only explored but delivered for the workforce in Northern Ireland?
I am delighted to be able to give the hon. Gentleman the assurances he asks for. This is critical to my Department, and we hope that Bombardier’s model will be part of our future industrial strategy. The political stability that will, I hope, return to Northern Ireland in a field beyond my remit can only help the future of the workforce there. We work closely with trade unions and politicians of all political parties, and I am pleased to say that the aerospace part of my portfolio is to me the most exciting. I look forward to having many more models of wings produced in Belfast on my office desk.

Commons ChamberThe Government enjoy a strong partnership with the aerospace sector through the Aerospace Growth Partnership. Since 2010, the sector’s turnover has grown from £24 billion to £34 billion, and exports have almost doubled. Following the excellent and wholly justified ruling of the United States International Trade Commission on Friday night, I am delighted that Bombardier in the hon. Gentleman’s constituency will be able to look forward to a bright future.
Hear, hear! I was overjoyed on Friday night when Bombardier unanimously won its case with the United States International Trade Commission. In paying tribute to the Secretary of State and to the Minister responsible for the aerospace industry, I ask that they stand resolute against any appeal that may be lodged and ensure that the C Series, now that it is finally ready for take-off, is the true success we know it can be.
I will indeed. I pay tribute to the hon. Gentleman for the stalwart way in which he and his colleagues stood up for their constituents and, indeed, the supply chain that covers the whole United Kingdom. Right from the beginning, this has been a joint endeavour between us, the Canadian Government, the company and everyone with an interest in the success of Bombardier.

In the last 18 months or two years we had exactly that roundtable, hosted by the hon. Member for Grantham and Stamford (Nick Boles), who was the Minister’s predecessor. It was a very successful engagement. Many companies go the extra mile and the extra cost to ensure that the hon. Member for Moray (Douglas Ross), those of us in Northern Ireland and others in the Channel Islands are not disadvantaged, but many do not. Rather than do exactly the same thing again, I suggest to the Minister that now is the time to start talking about how we encourage and force companies to recognise that in this United Kingdom, we should all get exactly the same service.
I fully agree with the points made by the hon. Gentleman. We have had discussions in the Scottish Parliament and we are now discussing this for the first time in this Session, but I do know, and I did accept at the beginning, that this is an issue that has been raised time and again.
We get to the point where the public are fed up of politicians speaking about it; they are looking for action. That is certainly something that I am considering going forward. I am grateful for the support I have received so far from the UK Government on this issue, and I hope that both of Scotland’s Governments can work together with the companies that treat Scotland so badly and deliver what has been called for: quite simply, fair treatment for consumers across the UK, including those in Moray and across Scotland.
Today I am wearing my “We heart Moray” badge. It is inscribed with towns and villages that make up our wonderful community. Those of us who are fortunate enough to live and work there know how lucky we are to stay in such a wonderful part of the country, but we should not be punished for choosing to live there, as we currently are with delivery charges. It is time to end the parcel rip-off. It is time to deliver the message loud and clear to the companies that impose those charges. We can deliver a Christmas boost to Moray and to Scotland, by calling time on this deplorable behaviour.

Commons ChamberI can assure my hon. Friend that our industrial strategy, and particularly our discussions on the sector deal, have been very much based on skilling up small businesses with a view to their expanding in this country and exporting.
The Secretary of State may know that Unite the union officials from the Belfast Bombardier plant are in Washington and Montreal pressing the case against the egregious US tariff situation. Is the Secretary of State continuing to engage in this process and working towards a sensible resolution?
I certainly am. As the hon. Gentleman knows, throughout this process we have been absolutely determined to send a clear message to Boeing and to the US Administration that this action is unfair. Its effects on Belfast are intolerable. I will have further conversations later this week to continue to press the case with all the parties concerned.

Commons ChamberWe certainly do, and I am delighted that my right hon. Friend has been part of the process of educating generations of Conservative Front Benchers. In fact, the UK’s stock of overseas investment is second only to that of the United States of America. For this country to be second only to the United States in terms of the value of the assets that we own overseas is a remarkable achievement, and he is right to pay tribute to that.
I sincerely thank the Secretary of State and the Energy Minister, the hon. Member for Watford (Richard Harrington), for their steadfast support for Bombardier and Belfast. Does the Secretary of State acknowledge that, in encouraging a union between Bombardier and Airbus, Boeing has scored a spectacular own goal? Will he continue his commitment to supporting that partnership, both in terms of the tariff proposition from the US International Trade Commission and of the regulatory considerations to come?
I will indeed, and I want to pay tribute to my hon. Friend, who is the constituency Member for the Bombardier Shorts plant in Belfast. No part of the United Kingdom could have a more vigorous representative of the interests of its constituents than his constituency. He and his colleagues have played an important role in this process. The reaction of Boeing is clearly a matter for that company, but I have been clear that as long as that unjustified and unmerited complaint is being pursued, we will vigorously defend it. We think that the complaint is without merit. As I said when I last updated the House, it is in everyone’s interest that the complaint should be withdrawn so that the relationship that Boeing seeks to have with this country should not be marred by the unjustified action that it is taking. My hon. Friend has my commitment on this.

Commons ChamberMy hon. Friend makes an important point, which is why many of us in this House are so bitterly disappointed with the actions of Boeing. The company has been the beneficiary of important defence contracts. As many Members know, it is opening an important factory in Sheffield—its first in Europe. A long-term industrial relationship with this country, which it clearly seeks, entails obligations. Those obligations are to treat reasonably and fairly those important parts of our economy that are being attacked without justification.
In thanking the Secretary of State for his statement, may I just reflect on the fact that this Northern Ireland trade dispute is unprecedented in terms of the political engagement it has had from our Government? As the representative for east Belfast, I greatly appreciate not only the work thus far but the presence today of the Northern Ireland Secretary; the Business Secretary; the Under-Secretary of State for Business, Energy and Industrial Strategy, the hon. Member for Watford (Richard Harrington); the defence procurement Minister; the Minister of State, Department for Business, Energy and Industrial Strategy, the hon. Member for Devizes (Claire Perry); and, indeed, the Foreign Secretary, whose presence shows just how much support there is politically for us in Northern Ireland, and I greatly appreciate it.
I was, however, bitterly disappointed by the comments last week by the Commerce Secretary, Wilbur Ross. His comments were not only belligerent, but showed—while the process continues—the political support at this early stage for Boeing in its dispute. There is deep concern about the political overtures tied up with this ongoing issue. May I ask the Secretary of State, having engaged thus far, and seeing that what happened was the inevitable outcome of that engagement, how long it will be until we can assuage the concerns of those in Belfast and Canada that there are meaningful and genuine consequences in store should there not be an adequate and suitable resolution to this case?

Thank goodness I live in Scotland, because the Scottish Government are pouring even more money into making homes more energy-efficient. I myself have benefited from a deal whereby my loft was insulated at no cost, because by that time both my husband and I were of pensionable age. In fact, I think that it was only my husband who was of pensionable age. May I make a plea for that?

By 2021, the Scottish Government will have spent more than £1 billion to ensure that Scottish homes and other buildings are warmer. Since 2008, more than 1 million energy efficiency measures have been installed in nearly 1 million households across Scotland, and the proportion of homes with the three highest energy ratings has increased by 71 per cent since 2010.
Scottish local authorities have also had an additional £10 million this winter to ensure that homes are energy efficient. The Scottish Government do not do that because it is a nice thing to do; they do it because it is absolutely necessary and imperative, to protect the most vulnerable people living in Scotland. Also, rather than simply throwing money at the problem, the Scottish Government have taken a consultative approach, working with many independent stakeholders and acting on their recommendations. My hon. Friend the Member for Ross, Skye and Lochaber mentioned the independent Scottish Fuel Poverty Strategic Working Group, and it has commended the Scottish Government; I will come back to that later.
Progress has been made. In 2015 almost 100,000 fewer households were in fuel poverty than in 2014. Energy to heat our home is a basic human right that no one should go without. That is especially true for older and vulnerable people in our society. Action has been, and will continue to be, taken in Scotland during the course of this Parliament, and a warm homes Bill will be introduced to set a new target for tackling fuel poverty so that it may be challenged head on.
I received an email from Age Scotland this morning. It welcomes the fact that the Scottish Government have designated energy efficiency as a national infrastructure priority. They have also given a commitment to invest half a billion pounds over the lifetime of this Parliament to tackle fuel poverty and promote energy efficiency. That is crucial, and it is what the UK Government need to do for homes in England and Wales, and to help in Northern Ireland. I know this does not come under the competency, but the Westminster Government is the largest Government in the UK and they must set an example.
As has been said, rural communities have particular issues with fuel poverty. In Scotland, the fuel poverty rate is 50% in rural areas compared with 32% in towns and cities, and a staggering 71% of homes in the Western Isles are in fuel poverty. Due to the demographics of these islands, pensioners are largely affected. Only this month, on 8 March, the Scottish Government announced a pilot scheme that will see 220 rural households offered support specific to the needs of older people in these islands to cut their energy bills. The pilot and its review will be used to develop the Scottish Government’s new fuel poverty strategy, due to be published later this year.
The Scottish Government have made huge efforts to minimise the number of older people affected by fuel poverty but are hampered by realities such as many rural homes being off the mains or off-grid, which means they cannot access gas supplies as the majority of us do—something most of us in this Chamber take for granted.
New powers to the Scottish Parliament will maintain winter fuel payments for pensioners in Scotland. Furthermore, early payments to almost 80,000 pensioners who live off-grid will also be made available so that they can take advantage of lower energy prices available during the summer months. That is a common sense idea that will help improve the lives of many older people. In addition, the winter fuel payment will be extended to families with children in receipt of the highest care component of disability living allowance.
As I have shown, the Scottish Government are already taking great steps to address fuel poverty. However, only so many powers to do so are located north of the border; the rest lie here at Westminster, and it is therefore here that the responsibility must lie. As has been mentioned, the fuel poverty rate for 2015 would have been 8.4% instead of 31% if fuel prices had only risen with inflation. Instead, the UK Government have allowed corporations to hike up energy prices, to the detriment of vulnerable groups who are in greater need of a warm home—a basic necessity which, let us be honest, can make the difference between life and death. The current cost of fuel poverty to NHS Scotland is calculated at £80 million per annum, and that must be much higher in the rest of the UK.
Increases in prices can outweigh everything that the Scottish Government are trying to do on fuel efficiency. No matter how much the Scottish Government spend, they can still have little impact on fuel prices across the UK. However, a Scottish Government Minister chaired a summit on 14 December last year urging energy companies to make a difference to low-income households living in fuel poverty and facing a poverty premium tax.

I apologise for not submitting my name to the list of speakers, Mrs Moon. Like the hon. Member for Kettering (Mr Hollobone), I felt compelled to speak because of the way the hon. Member for Warrington North (Helen Jones) spoke and introduced the petition. Having listened to the hon. Gentleman, I do not believe I can sum up what he said more succinctly or eloquently, although I will try.
I agree with the overall outcome of the hon. Gentleman’s synopsis. I say that with great respect to the hon. Lady, who led on the petition. I agree with almost every word she spoke, save in two respects. I have no view either for or against Black Friday, which is not something that exercises me to any great degree. However, in politics, we want to achieve the art of the possible: the hon. Lady’s speech was strongly couched in terms of providing safeguards and protections for workers who need them most, and the solution suggested by the hon. Gentleman is, to my mind, the most pragmatically workable outcome.
I am not old enough, regrettably, to remember the new year sales when they were new year sales, but I remember that stores in Belfast such as Gilmore’s Electrical and Sam’s Yer Man on Holywood Road had people camping out on Boxing day for opening day on the 27th. They did so because the first television was half price and the second had 30% off, and so on. The person at the front of the queue got the best deal.
The thing about Boxing day opening was that folk were not preparing to purchase on Boxing day; they were leaving their homes and their Christmas meal to make sure they were at the front of the queue on Boxing day. We should forget about Christmastide and the religiosity we attach to Boxing day, or the feast of St Stephen, as people disrupted Christmas day to secure the best deal. For me, that quest for a saving was a tragedy for family and community life. Whatever motivates someone to secure that saving, whether it is because they really need it or cannot afford the normal cost, leaving what should be and remains a special day in this country—Christmas day—disrupting it and not spending time with family, friends and close loved ones simply for a retail experience is a great shame.
With that in mind, it would be useful if the Government considered how best to protect those who feel compelled to work, perhaps because they are on zero-hours contracts and feel that if they do not work on Boxing day they will be shut out of employment opportunities, and how best to send a message that if people worked on a Sunday or on what is considered and provided for legislatively as a special day, there would be an economic inducement and double or triple time would be available.
I remember the change in Northern Ireland when large stores opened from 1 to 6 on Sundays and staff who chose to work greatly appreciated the additional recompense. They factored it into their overall household income and knew they would be able to provide more for their family. That opportunity is not currently afforded to them on Boxing day. I would like choice to be injected into the retail sector, and if folk have to work there should be financial benefit for doing so.
Another restriction of the petition is that it focuses solely on retail. The hon. Member for Warrington North referred to emergency services, and I believe that there is a sub-category, not only through vocation but because of the risk of death and injury and the unbelievable work that those workers in the emergency services do.
Another key sector that we should consider is hospitality. Those in the sector will not just be thinking about going to work on Boxing day; they will be working on Christmas day, because many people set aside doing the nitty-gritty, hard work of cooking a Christmas meal themselves. They go to a hotel, their local pub or a bar and restaurant and they expect staff to be there to serve them on Christmas day. Many people in the hospitality sector work incredibly hard, but at this time of year, with Christmas parties happening right the way through December, they work even harder. As a group of staff, they will not get the chance to celebrate together until February or March; on Christmas day they will be expected to work. Whether people are generous with tips is one thing, but the issue for us is whether the Government are prepared to ensure that workers in that situation are given protection, and given choice and options. I think that that would be the greatest outcome of this petition debate. I hope that the Minister will take the opportunity to provide, if not comfort today, then a pathway to how we, as representatives of our people, can ensure that those workers who request, need and deserve rights and protections are afforded that.
