It is a great pleasure to follow the hon. Member for Aldershot (Leo Docherty), who made an excellent case and covered quite a lot of areas that I would like to cover.
I want to declare an interest: I went to China through the all-party parliamentary China group, although that was in September 2017, so it was a long time ago. As a result, I formed the all-party parliamentary group for the belt and road initiative and China-Pakistan economic corridor, which is working hard to get UK businesses involved in the multitrillion-dollar belt and road initiative.
I appreciate that the subject of this debate is wide ranging, but I will limit my remarks to the issue of international trade policy. The key question for UK trade policy towards China is how best to engage with the belt and road initiative, which is China’s signature foreign policy. Last week, I chaired a panel discussion on Britain, Brexit and the belt and road initiative. As we prepare to leave the world’s single largest trading bloc, I asked how post-Brexit Britain should respond to China’s BRI, the world’s biggest ongoing infrastructure project. If Britain is to take a lead as an upholder of the multilateral, rule-based system, we need to be asking ourselves that question. Estimates of China’s intended investment in the BRI range from $1 trillion to $8 trillion; it is a project on an unprecedented scale, yet UK awareness and understanding of it are very limited.
At the belt and road forum two years ago, the Chancellor described the UK as a “natural partner” in that project. It is true that this country is well placed to complement that initiative. There is a lot of scope for the UK’s strong legal, professional and technical services sectors to support the delivery of BRI projects. Britain also has deep historical ties with China, as well as with key BRI partner countries, such as Pakistan. A project of that scale needs international co-operation and partnership, which is something we are well placed to provide. However, our international co-operation must be tied to a commitment to uphold human rights, as well as social and environmental protections. The hon. Member for Aldershot mentioned the Uyghur community in north-west China, as well as the significant role that China can play in climate change. That is really important.
Too often, we are offered two competing visions of China: the paranoid western image of China as a threat to the global order, often endorsed by advocates of Trump’s protectionism, or the image of China as a benevolent state, which is promoted by its state officials. If we are to cut through those narratives, we need to strengthen our multilateral institutions.
At the heart of the BRI is a spirit of mutual co-operation, but China can best embody that spirit by acting with more transparency, embedded in the rules-based international order. The UK can be at the forefront of that order by acting as a strong, independent voice on the global stage. In doing so, we can reject the failed doctrines of free trade orthodoxy and Trump’s tariff wars, to promote a just trade agenda.
In an era when unilateralism and protectionism are on the rise, it is more important than ever that we reject self-imposed isolation and explore fresh opportunities for UK businesses overseas. Under the right leadership, we can do that in a way that reflects our core values of mutual respect and shared prosperity. China should be no exception.

First, I thank every member of the Backbench Business Committee for granting this important debate, as well as all those Members who indicated their support for it.
Every year on 21 March, the United Nations marks the International Day for the Elimination of Racial Discrimination through a series of worldwide events. That is because 21 March was the date of the 1960 Sharpeville massacre in South Africa, when police opened fire and killed 69 people at a peaceful demonstration against the apartheid pass laws. The day was proclaimed six years later, through a United Nations resolution on the elimination of all forms of racial discrimination, adopted on 26 October 1966. Although the international day for the elimination of racial discrimination itself was a few weeks ago, I am delighted that the House is now able formally to mark it with a debate in this Chamber.
As a Muslim MP and a proud advocate of tolerance, peace and integration, the issue is close to my heart. As the first ever Muslim Mayor of Warrington and MP for Warrington South, I have always understood the value of embracing difference and bringing communities together. Almost 96% of Warrington’s inhabitants are white, but I have never been made to feel like an outsider. The people of Warrington have made me a welcome part of their community ever since I went to live there with my family more than 20 years ago. I have been proud to call Warrington my home ever since.
Sadly, we know that not all ethnic minorities are as fortunate as I have been to live in such a hospitable, tolerant environment. If all communities were as welcoming as Warrington, there would be no need for us to have this debate. As it is, many forms of racism and discrimination are on the rise. Disturbing, violent trends of antisemitism and Islamophobia have become more and more frequent. I have already mentioned the horrendous attack on the Muslim community in New Zealand last month. A Jewish place of worship in Pittsburgh was subject to a similar attack five months earlier—the deadliest attack on the Jewish community in US history. Both killers were clear in their hatred of both Jews and Muslims. Both subscribed to the far-right “great replacement” theory, which casts Muslims and other minorities as invaders of western societies and a threat to white, Christian majorities. It seems appropriate that the specific theme to mark this year’s UN International Day for the Elimination of Racial Discrimination is mitigating and countering rising national populism and extreme supremacist ideologies. In the wake of those horrific far-right attacks, I am sure that Members will agree that the theme could not be timelier.
Those are not just sporadic attacks in far-flung corners of the world; they represent part of a wider trend and their impact has been felt much closer to home. Just two weeks ago, the trial of a neo-Nazi who had plotted to kill a Member of this House was concluded. The plotter had been a member of the fascist National Action group. During the trial, the prosecution told the court that National Action had engaged in a campaign of
“racist, anti-Semitic and homophobic propaganda through which it sought to stir up a violent ‘race war’ against ethnic minorities and others it perceived as ‘race traitors’.”
I echo Mr Speaker’s sentiments last week in commending the courage and integrity of my hon. Friend the Member for West Lancashire (Rosie Cooper) when faced with that vile hatred. She has demonstrated that Members of this House will not be cowed by a violent and hateful creed.
In the face of such vile hatred, it is all too easy to give in to despair, but I recall the words of Jo Cox, who from these Benches insisted that
“we are far more united and have far more in common than that which divides us.”—[Official Report, 3 June 2015; Vol. 596, c. 675.]
Her words, and indeed her life, serve as an inspiration for us all. We saw Jo’s ethos in action even in the immediate aftermath of both the Christchurch and the Pittsburgh shootings. Muslim groups raised more than $200,000 for bereaved families at the Tree of Life synagogue in Pittsburgh, and the Jewish Federation of Greater Pittsburgh is now raising money for the victims of the New Zealand mosque attacks. I cannot think of a more fitting illustration of Jo’s message, with diverse communities coming together to reject racism, bigotry and hatred.
In my own constituency, local people of all faiths and backgrounds also came together in a local mosque to commemorate the victims of the Christchurch shootings. I am sure that many Members are able to recount similar initiatives in their constituencies, with countless examples of communities coming together to reject evil and hatred. It is a reminder, even in the darkest of moments, that if we come together to promote peace, tolerance and mutual understanding, bigotry will never prevail.
If we are to counter this threat, we must seek to understand its origins and the conditions that allow it to flourish, for there can be no doubt that white nationalist, far-right violence is firmly on the rise. In the US in 2018, every single one of the 50 extremist-related murders were linked to the far right, according to the Anti-Defamation League. In the UK between 2017 and 2018, the number of white suspects arrested for terror offences outstripped those of any other ethnic group for the first time in more than a decade. In Germany, official figures suggest that nine in 10 antisemitic crimes in 2017 were carried out by members of far-right or neo-Nazi groups.
How are we to make sense of this phenomenon? The UN produced two reports in August 2018 that investigated on a global scale contemporary forms of racism, racial discrimination, xenophobia and related intolerance. The reports argued that the “new forms of media” are partly responsible for the rise in nationalist populism and described how they
“aided or amplified the influence of nationalist populism”.
One study has suggested that American white nationalist movements saw their Twitter following grow by more than 600% between 2012 and 2016. These non-traditional media platforms have been used to revive fascist ideas thought to have been consigned to history.
We need to look again at the responsibility of large technology companies and how these platforms are regulated. Given the size of platforms such as YouTube and Facebook, they have an obligation to ensure that hatred, bigotry and misinformation—I emphasise that misinformation is the key—are not allowed to flourish on their watch. In recent years, we have seen the rise of far-right social media personalities who now have the ability to reach unprecedented numbers of people online. Not only are these individuals allowed to peddle their hatred to huge audiences, but they are able to profit from doing so.
Traditional forms of media have also been complicit in fuelling these racist narratives. During the height of the refugee crisis in 2015, at the very moment when African men, women and children were drowning in the Mediterranean, The Sun published a column describing these people as “cockroaches.” That is shocking and disgusting coming from a national newspaper. The columnist went on to argue:
“What we need are gunships sending these boats back to their own country.”
These were desperate people risking their lives, and often their children’s lives, to flee a desperate, desperate conflict. Nobody wants to leave their country unless they are desperate, and those people were desperate because of the conflict, because of the wars and because of the lack of input from the world. What kind of cruel, inhuman response is it to suggest meeting them with gunships?
Those comments were denounced by the UN’s human rights chief as akin to antisemitic Nazi propaganda. Indeed, this dehumanising rhetoric poisons public debate. For too long, ethnic minorities have been scapegoated in our national press. The media have an indispensable role in our democracy, but it must come with great public responsibility.
Racism in the workplace also continues to be a major problem in the UK. A recent survey by Prospect, the trade union, found that nearly half of ethnic minority workers have witnessed racism in their workplace, with a quarter of black and ethnic minority employees reporting that they have been racially abused.
Just this weekend there were four separate reported instances of alleged racial abuse before, during and after premier league and football league matches, which appears to emphasise a problem highlighted during the week by England international Danny Rose. Tragically, in 2019, Rose was forced to admit that he
“can’t wait to see the back of football”
because he is so disgusted by the racism that blights the game. I commend the example of high-profile individuals like Danny Rose and Raheem Sterling for speaking out and taking a stand against this vile abuse, but it is not good enough for us simply to wring our hands whenever this issue is raised and depend on the courage of a vocal few.
I congratulate my hon. Friend on securing this debate. I apologise for arriving late.
My hon. Friend has touched on such an important point. We have seen some of our sportsmen, particularly our young black British sportsmen, having to undergo racial abuse while they are proudly playing for their country—England. Does he agree that they have shown great courage and dignity in speaking out against the racism they endure? Frankly, we thought that racism was back in our history, but it is still present and remains within the game of football today.
My hon. Friend is absolutely right. There is no need for any sort of racism in any society, especially in sport—it is unbelievable.
We need to systematically eradicate all forms of racist abuse from public life. There should be an absolute zero-tolerance policy towards racism, yet governing bodies like UEFA dole out minor fines and partial stadium closures when teams are subjected to racist abuse. It is nowhere near good enough.
Finally, young people have a pivotal role to play in defeating new forms of racism. Ever since I became involved in politics, I have been inspired by the example of young people seeking to make the world a better place to live. We have recently seen the climate change protests by young people all over the world, teaching us the importance of tackling climate change for future generations. But young people are also on the frontline and at the receiving end of much of this new and pernicious rise in racism, particularly online.
Many young people are adopting extreme and racist views as a result of the content they see online, day in and day out. We can do more to combat this in our schools. Young people must be better equipped to identify new forms of misinformation and bigotry if we are to prevent these poisonous ideas from taking hold of future generations. The fight against bigotry and racism begins in the classroom. This is one of the many reasons why our current underfunding of schools is a national scandal. How can we expect future generations to build on our hard-won victories against racism and intolerance if we starve their schools of funding and resources?
I say to far-right racists: ethnic minorities are not going anywhere. We deserve to live, work and raise our families in peace in our own country. The fight against racism and all forms of discrimination is a mainstay of peace and social cohesion, especially in our increasingly diverse society. With this in mind, I hope the Government commit to marking this day each year, so that we are able to celebrate our diversity and remember those who have committed their lives to fighting racism for a better future.
I am pleased that we have had this debate. It is heartening to see Members from both sides of the House joining in recommitting Parliament to the fight against racism. I thank every Member who spoke or intervened in the debate. I also thank the Minister for her contribution and for reiterating the Government’s commitment to fighting racism, although I am a little confused about why the Government felt this issue was within the Foreign Office’s remit. Surely it is a matter for the Home Office.
We need to remember that our voices and contributions matter. If our institutions and policies are not doing enough to stem the tide of a resurgence in racism, we need to end complacency. If we in our hearts can imagine a better world, let us keep on fighting for it and eliminate racism from our society forever.

My profuse apologies to the hon. Member for Wycombe (Mr Baker), on whose every word, as he knows, I ordinarily hang. My attention was momentarily distracted, and I apologise to him.
I must express my grave concern and alarm at the ongoing escalation of the conflict between India and Pakistan in disputed Kashmir. War will benefit no one, least of all the people of Kashmir. As of yet, however, there are no signs of a serious—I emphasise that word—international attempt to put an end to this crisis. Does the Minister agree that the international community must do more and act now to put an end to these senseless acts of military violence? If so, what steps will his Government be taking to achieve that outcome?
I thank the hon. Gentleman. As I mentioned earlier, we are working as rapidly as we can within all international organisations. If I may touch on a point I did not address earlier about the UN, we are working within the UN. This is a major issue, not least because of the fact that these are two nuclear powers. I suspect there will be a move to de-escalate and negotiate as far as possible. I know from discussions with our US counterparts that they are also expressing concerns. Ultimately, I believe it must be for the Kashmiri people to find a way forward. I appreciate that there is a lot of history. The worry is that a lot of things can be said and done now that could be very difficult to forget. The prize for the future is to try to achieve a more peaceable solution. Ultimately, that must come from the hearts of those who are in Kashmir, whether of Pakistani or Indian origin.

I am grateful for that intervention and I am pleased that the Minister is here. He has some responsibilities and I hope we will have some answers. We need to have an inquiry and to hold those responsible to account, because Israeli forces were using not only live ammunition, but high-velocity weapons in particular, causing absolute maximum harm. Another issue of concern is that the UK Government have approved more than £490 million-worth of arms exports to Israel since 2014.
According to the latest figures from the UN, since 30 March this year, 135 Palestinians, including children, have been killed and thousands injured, half of them seriously, as a result of the use of live ammunition. Does my hon. Friend agree with Amnesty International, which has renewed its call on Governments worldwide to impose a comprehensive arms embargo on Israel following the country’s extreme response to the mass demonstrations along the fence separating the Gaza strip from Israel?
I agree with my hon. Friend. It is about not just the sale of high-powered rifles but the type of ammunition that is being used, all of which has been licensed. The licences include categories of arms and arms components such as sniper rifles, assault rifles, surveillance and armed drones, and grenade launchers. As yet, the use of UK-manufactured weapons in the current atrocities has yet to be verified, but US-supplied weapons of the same type are clearly being used by Israeli forces to kill and maim Palestinians.
The export controls under which our Government operate clearly state that export licences should not be approved if there is a clear risk that the weapons might be used in violation of international law or for internal repression. From the Government’s own figures, it is hard to see how current sales of military and security equipment to Israel are not in breach of those obligations, which comes back to my hon. Friend’s point. The Israeli Government must rein in the military to prevent the further loss of life and serious injuries, and the UK Government must immediately suspend all their current arms sales to Israel and support international efforts to set up a comprehensive arms embargo that applies to Israel, Hamas and other armed Palestinian groups.
The UN Human Rights Council has condemned
“the disproportionate and indiscriminate use of force by the Israeli occupying forces against Palestinian civilians,”
and called for the urgent establishment of an “international commission of inquiry” to investigate the killing of Palestinians during the protests. In my opinion, it shames the UK Government that the UK abstained on the vote, objecting to the omission of references to Hamas and its role in the violence. The UK has, however, separately called for a full and independent inquiry. Indeed, the Minister told the House:
“Our abstention must not be misconstrued. The UK fully supports, and recognises the need for an independent and transparent investigation into the events that have taken place in recent weeks, including the extent to which Israeli security forces’ rules of engagement are in line with international law and the role Hamas played in events…The death toll alone warrants such a comprehensive inquiry.”—[Official Report, 21 May 2018; Vol. 641, c. 579.]

Commons ChamberAs we create our new partnership with the EU, we must also build even stronger bilateral relationships with the 27 member states, and at the same time maintain strong and positive relations with the EU institutions. Considerable effort has been made to ensure that the Foreign Office, and the country, is well placed to do just that.
Last month the Foreign Secretary warned that the UK would become “a vassal state” if we could not diverge from EU tariffs and standards, but he also accepted that divergence would have “trading consequences” for the UK. Could he spell out what those consequences would be?
As we move on to phase 2 of the discussions and negotiations, all these matters will be in the frame. I am sure that we will be able to negotiate an agreement that is in the long-term interests of the UK.

I congratulate my hon. Friend the Member for City of Durham (Dr Blackman-Woods) on securing this timely debate and bringing further attention to such an important issue. I also echo many of the comments that have been made in the debate today. It is utterly heartbreaking to read and hear reports about the devastation in Rakhine state and of the desperate situation that many are facing in Bangladesh. We have a responsibility to speak out against those atrocities and do all we can to stop them, and having listened to colleagues from across the House speak in this debate today, it is clear that that is something on which we all agree.
More than half a million Rohingya have fled to Bangladesh since August, and more than 340,000 of those are children, many travelling unaccompanied. That is the largest displacement of people in a short period since the Rwandan genocide. Two hundred and eighty-four Rohingya villages have been torched; tens of thousands of people have been victims of gender-based violence, including rape and sexual assault; thousands more people have been violently attacked, and many of those have tragically lost their lives. We must be prepared to call this what it is: a textbook example of ethnic cleansing.
I commend the steps that the Government have taken so far in an effort to tackle this crisis. Unfortunately, however, as we all know, in reality that action is not enough. We have been speaking for long enough, and the situation continues to worsen. I call on the Government to lead the way in organising an immediate co-ordinated and effective international response to the crisis, and to urge the other members of the United Nations Security Council to come together and use their collective power to help this persecuted minority. The Burmese Government must be held to account, and the war crimes that have been committed by the Burmese military must be investigated in an international court. The Rohingya people need justice.

Commons ChamberI would like to take this opportunity to raise transport and housing budget-related issues.
I was extremely disappointed that the Chancellor has chosen to make little headway in addressing the north-south divide that continues to prevail in our country. The fact remains that we have greater gaps between our regions than any other OECD country, and this Government are simply not doing enough to address that.
Infrastructure is key to the development of the northern powerhouse the Government hope to build. They have introduced yet another toll in the north-west. It will cost my constituents and other residents in the region in excess of £1,000 a year to cross the new Mersey Gateway toll bridge. Many of their journeys will be made simply to travel to work or to attend hospital appointments. I urge the Government to reassess that situation and to use the next Budget to find the funds to scrap these tolls and to alleviate that burden on my constituents and on businesses. It is about time the Government began to invest properly in northern infrastructure.
Let me move on to housing, the green belt and air quality. In constituencies across the UK, including mine, there is a huge shortage of affordable homes. Under Conservative-led Governments, we have seen homelessness double, ownership fall to a 30-year low, the lowest number of social rented homes built since records began, and the number of new affordable homes fall by half since 2010. There was no new direct central Government investment in affordable housing in the Budget. Many of the houses that have been built are simply not affordable, leaving families, first-time buyers and many others unable to step on to the property ladder.
I welcome the Chancellor’s commitment to continue the strong protection of our green belt, but this Budget remains a missed opportunity to strengthen the protections and to enshrine a brownfield-first approach to development. The Government have so often been strong on words but weak on action, so it is no surprise that, despite strong protections, evidence collected by the Campaign to Protect Rural England shows that there has been a 54% increase in the number of homes being built or that have been planned to be built in the green belt in the past year—the biggest year-on-year increase in two decades. There is increasing evidence that local authorities are turning to development in the green belt as a result of mounting pressure from the Government to meet housing targets and to produce local plans. These councils are responding to a series of national messages and policies that are forcing many of them to release green-belt land to receive financial incentives and avoid sanctions.
The Government must do more to address the housing crisis, to protect our green belt and to improve air quality.

Commons ChamberI do not agree with the conclusion—[Interruption.] No, I do not agree with that UN assessment. It is perfectly clear that weapons and weapons parts have been smuggled into Yemen, and have been used to fire against parties to the coalition. We are quite sure that that is the case. However, the point is not only to give some security to those who do not want to see such missiles pointed at their airports, but at the same time to ensure that the coalition partners realise that the restrictions being put on entry to ports may not assist them in dealing with all the smuggling they are concerned about, but will certainly damage the humanitarian situation and make it worse. That is what we are trying to persuade the coalition partners to relieve.
We defend human rights in a variety of ways. That involves not only funding human rights advocates and training judges and the police, but ourselves as Ministers raising directly with heads of states and our opposite numbers human rights issues across the world and across the continents.
Last February, the Foreign Secretary said that he wished to be a champion of President Sisi of Egypt. With mass arrests, torture, disappearances and deaths in custody now the norm in Egypt, can the Minister tell the House what exactly the Government find to champion in Sisi’s record on human rights?
We continue to raise very strongly with the Egyptian Government our concerns about these issues. The hon. Gentleman is absolutely right to raise them. There are some very troubling issues in Egypt. We continue to study them and we raise them with our US and EU partners all the way—[Interruption.] As the Foreign Secretary says, he raised it directly with President Sisi at his last meeting.

Commons ChamberI would like to begin by congratulating my honourable colleagues for securing this important debate, and of course I echo many of the concerns that hon. Members have already raised. I am pleased that there are so many people here today to add their voices to the call for an end to violence against the Rohingya people. This is the third time in recent weeks that I have raised the persecution of the Rohingya people with the Government. Unfortunately, despite continued pressure from myself and many other Members on both sides of the House, very little progress has been made on this issue. I welcomed the long overdue announcement of the suspension of British military ties to the Myanmar armed forces, but there is still so much more that must be done. We are here today to urge the Secretary of State to do more.
The persecution of the Rohingya people has been allowed to continue for decades. Indeed, the UN has referred to the situation in Rakhine state as a
“textbook example of ethnic cleansing”,
and yet the international community has stood back and watched as the Rohingya people have suffered at the hands of the Burmese authorities. This most recent outbreak of violence is the most aggressive that we have seen in recent years, and we cannot remain silent. I am sure that many Members will have seen the harrowing reports from those who have escaped from Rakhine state, and we have heard many horrific stories in the debate today. We have heard reports of elderly people being burned alive in their homes; of innocent civilians being shot as they tried to flee; of girls as young as five being sexually assaulted by soldiers; and of expectant mothers giving birth on the hillsides as they made the journey to Bangladesh. The levels of suffering and brutality that these people are facing cannot be imagined by the majority of us here today.
It is unbelievable that that has been allowed to happen in the 21st century, yet it has become a daily reality for the Rohingya, over half a million of whom have been forced to flee to Bangladesh after being driven from their homes by violence, fear and starvation. The situation is becoming increasingly dire in Bangladesh, where close to 70% of refugees are without adequate shelter and half have no safe drinking water. The efforts of the Bangladeshi authorities and the aid agencies simply cannot be sustained without more support. The international community must do more.
This truly distressing situation has inspired many to take action to support the Rohingya, and I want to take this opportunity to commend the work of two of my constituents. Mohammed Abubakar Ahmed and Mohamed Amir Siddiq exceeded their initial target of £6,000, raising over £30,000 to help the Rohingya. They are travelling to Bangladesh entirely at their own expense to support the refugees in any way they can. That is just one example, but I know that it being repeated across the UK.
Before the recess, I handed in a petition on behalf of my constituents, and I have received several emails since then requesting that I ask the Government to do more. They have suspended the training of Burmese military, but that is not enough. A constituent of mine also pointed out that the media were slow to pick up on the situation, so I want the Government and everyone else to note that the media should have starting reporting a lot sooner.
I totally agree that the media have a great responsibility to raise awareness of the issue.
It is now the Government’s turn. Will the Minister commit today to take further action, such as imposing travel bans and freezing assets, to ensure that the civilian and military authorities in Myanmar put a complete end to any further violence? Will he commit to providing financial aid directly to the Rohingya through non-governmental organisations to ensure that adequate resources are available to meet the needs of the refugees who have been forced to flee their homes? Will he also ensure that the British Government take action so that those responsible for these horrific crimes are held accountable for their actions? In the face of systematic persecution, we have a duty to humanity and to the Rohingya people to speak up and take action. We must fulfil that duty.

I believe that my right hon. Friend the Foreign Secretary has spoken to Aung San Suu Kyi in recent weeks, when the situation was obviously already beginning to deteriorate. I know that he has regular conversations with her, and I am sure he will be on the phone to her again in that regard.
I am sorry if my constituency neighbour, the hon. Member for Vauxhall (Kate Hoey)—the Thames lies between our constituencies—feels that I am repeating myself. It has to be said that there are only so many ways in which I can answer the same questions from Opposition Members. I do understand the heartfelt concerns expressed by Members on both sides of the House. As I say, I think the message will go out loud and clear to Rangoon and, indeed, to other parts of Burma.
I heard the Minister’s statement, and to be honest, I am quite disappointed. It is a really big issue, and he has mentioned a number of times that the Government are working on the ground. What exactly does he mean by “working on the ground”? What exactly has he been doing and what exactly has he done during the past few weeks? Will he please explain?
To be fair, the nature of diplomacy is to try to keep open lines of communication as far as possible. We obviously have connections at a ministerial level and also, and probably more importantly, through our embassy on the ground in Burma.
Above all, as I have said, there is the humanitarian aid that we are putting in place—a huge amount of work is going on—for the displaced communities that have been leaving. It is a massive humanitarian problem. At one level, it is clearly a problem for the international community, but vast amounts of DFID money—not least because of our expertise on the ground in that part of Bangladesh—are being put to good use to meet this humanitarian crisis.
I am sorry if the hon. Gentleman feels that not enough is being done. The reality, however, is that if 25,000 or 30,000 more people are pouring across the border daily, that is amazingly difficult to deal with. I do believe—I am confident and satisfied—that Britain is doing all we can in the current circumstances, and as the situation unfolds in the weeks ahead, I hope that we can redouble our work. It is unrealistic to think anything else.
