I thank all the Members who have taken part in the debate and the more than 100,000 people who signed the petition. Last year, I surveyed more than 30 schools from across my constituency to try to understand the scale and impact of Government cuts to our children’s education. I was shocked to learn that since 2015 more than 80% of schools in my constituency have been forced to cut basic educational provision such as books, equipment and teacher training. The same number reported that they have had to make staffing cuts owing to funding pressures. Most damningly, every one of the schools surveyed in my constituency reported that they were either dissatisfied or very dissatisfied with their current levels of funding.

Despite the best efforts of our hard-working school leaders to protect pupils from cuts, it is becoming more and more difficult. We know all too well by now that cuts to schools hit the poorest children the hardest. Current levels of funding risk robbing a generation of working-class children of their future. A primary school headteacher in my constituency recently got in touch to raise a number of concerns that illustrate the crisis in schools well. That headteacher represents a school in one of the most deprived parts of my constituency. Despite that, the school achieves excellent results, coming in the top 2% of schools for progress in maths and the top 5% for English.

The headteacher told me that the school achieved those results by working closely with families to support their needs, and by trying to ensure that the children have the resources they need to thrive and achieve. They believe that through support to the whole family children are given the best possible life chances, but she told me:

“I have built a strong, highly skilled and highly effective team to do this—families tell us how much they value the work we do. However, under the current climate of worsening school budgets this service is threatened. I am facing over the next few years a deficit budget. What do I cut? I know that the services we offer make a real difference to our children, but within a couple of years I will struggle to fund the very basics required to educate our children”.

How can the Minister justify putting hard-working educators in such a position?

As that example makes clear, schools with the potential to achieve the very best results are being held back by insufficient budgets. It is a scandal, actively undermining the hard work and progress made by schools in my constituency. Many other local primary schools recently wrote to me expressing similar concerns.

Next week, the Chancellor will issue his spring statement. That is an opportunity for the Government to listen to the concerns of teachers and parents across the country and substantially increase funding for schools. I call on the Government to put an end to their unsustainable programme of education cuts—a programme that is placing an intolerable burden on the future of the country. If the Government are serious about the future direction of our country post Brexit, they must start seriously investing in those who stand to inherit it.

My hon. Friend is right. Many organisations and schools have said that for years, including the Catholic Education Service, which has been a leading advocate of relationships-based education for some time, the Relationships Alliance and the Centre for Social Justice.

The gap in education is due not to a lack of sex education, but a lack of relationships-based education. Even for some primary school children, the problem is not a lack of knowledge about sex, but a lack of knowledge and understanding about respectful healthy relationships. I commend these proposals, which seek to address that, and the way in which the Secretary of State has engaged on the issue. For example, the issue of consent is a relational one before it becomes a sexual one. The addition of health education as a statutory requirement alongside RSE reflects the wider challenges affecting young people’s health and wellbeing, such as the impact of alcohol and drugs.

I am pleased that the Government listened to the cross-party call for action led by my former colleague, David Burrowes, who has done so much work on this issue, and acted when the Children and Social Work Act 2017 introduced compulsory relationships education in primary schools, and relationships and RSE in secondary schools.

However, the main focus of this debate is the right of parents to withdraw their children from sex education. We have to recognise that although the current right may be exercised only rarely, it is consistent with a fundamental principle enshrined in article 2, protocol 1 of the European convention on human rights:

“the State shall respect the right of parents to ensure such education and teaching in conformity with their own religious and philosophical convictions”.

The petitioners feel that parental authority is undermined by the lack of any parental right to withdraw a child from relationships education at primary and secondary school and by the proposed replacement of the parental right of withdrawal at secondary school with the “right of request” just in relation to sex education, with the final decision being made by the headteacher and not the parents. That may be said to happen only in “exceptional circumstances”, but those circumstances are not defined, and the very fact that the caveat exists is a breach of the current parental right to withdraw children. For many, that is a breach too far, and I agree with that assessment.

During the debate in Committee on the 2017 Act, Edward Timpson, the then Minister for Vulnerable Children and Families, said that

“We have committed to retain a right to withdraw from sex education in RSE, because parents should have the right, if they wish, to teach sex education themselves in a way that is consistent with their values.”—[Official Report, 7 March 2017; Vol. 622, c. 705.]

I am clear that there is a distinction between relationships education and sex education, so I do not believe that a parental right of withdrawal is necessary for relationships education in primary schools. Parliament decided not to extend the right of withdrawal to relationships education and also resisted attempts by the Opposition to remove the right altogether—quite rightly, too.

I appreciate the case that the hon. Lady is making. It is important that young people learn about respectful relationships, and are equipped with the knowledge, resilience and confidence they need to challenge exploitative relationships.

However, a number of my constituents have been keen to stress the central role that parenting plays in children’s learning about sex and relationships. I must also stress the need to safeguard the rights of both religious and parental beliefs during the implementation of these regulations. Does the hon. Lady agree that, for that to happen, it is critical that the Government introduce these reforms in collaboration with parents and religious groups, by listening and responding to their concerns in more detail?

I agree that consultation and deliberation are good, and I think the Government have done those things to a great degree. What I am saying is that I do not believe it is right that parents should not be able to withdraw their children from sex education in senior schools. I do not have a problem with children having relationships education, but there is a difference between that and sex education.

While I am sympathetic to the petitioners’ concerns about weakening the parental right to withdraw, I am saying just what I have expressed. The draft regulations propose that

“the pupil must be so excused until the request is withdrawn, unless or to the extent that the head teacher considers that the pupil should not be so excused.”

The proposals put the final decision firmly in the hands of the headteacher, not the parents. Yes, the draft guidance states in paragraph 43 that

“except in exceptional circumstances, the school should respect the parents’ request to withdraw the child, up to and until three terms before the child turns 16.”

However, no attempt is made to define what “exceptional circumstances” are and ultimately the guidance is just that—guidance. It is the regulations that define the law, and so they matter. They remove the right of withdrawal from parents and place it in the hands of the headteacher, who in effect will have total discretion to make the decision, with no requirement to explain it in any way.

What the Government state in the guidance actually affirms parents as the prime educators, as the guidance says:

“The role of parents in the development of their children’s understanding about relationships is vital. Parents are the first educators of their children. They have the most significant influence in enabling their children to grow and mature and to form healthy relationships.”

But the Government do not follow through on that affirmation when it comes to the detail on the right to withdraw. Headteachers are given a power of veto on parents’ rights, which is not consistent with the Government’s own guidance, legislation or the ECHR.

We have the requirement of the ECHR to respect

“the right of parents to ensure such education and teaching in conformity with their own religious and philosophical convictions.”

We also have primary legislation in the Children and Social Work Act 2017, which states:

“The regulations must provide that…when relationships education or relationships and sex education is given….the education is appropriate having regard to the age and the religious background of the pupils.”

I will finish by saying that I do not believe that it is logical that a parent should have the right to withdraw a child aged 11, in year 6, given that there is, for example, a conditional right for an 11-year-old in year 7 to be withdrawn. I have not explained that very clearly, so I will just try again: I am not convinced about the Government’s legal and policy case for diluting a parent’s absolute right of withdrawal for an 11-year-old in year 6, compared with a conditional right for an 11-year-old in year 7.

My hon. Friend is absolutely right. That is a message we hear in both colleges and universities: the demands on them are rising. If, at the same time, they have to cut back to just their core provision, who helps the students and what happens next when those problems arise? The cost of meeting them moves somewhere else.

That colleges have to pay VAT has been a long-running problem for sixth forms, and it really is a kick in the teeth for headteachers who are doing their best to balance their budgets, while competing with private schools that are exempt from VAT.

The problems go wider still. The chief executive of Cambridge Academic Partnership, the multi-academy trust that runs Parkside Sixth Form College in Cambridge, spoke to me about the impact of cuts on the international baccalaureate. He said:

“The International Baccalaureate Diploma Programme is recognised across the world as a rigorous qualification, and it is well regarded precisely for the breadth of its curriculum. IB students distinguish themselves by undertaking study across the academic disciplines at a more advanced level. Therefore, they leave further education with an impressive knowledge base that spans their native tongue, a foreign language, the Humanities, the Sciences, Mathematics, and the Arts. Within each of those disciplines lies a plethora of subjects from which students can tailor their Diploma according to the nuances of their interests and future plans. State centres that offer the IB qualification do so due to their commitment to developing well-rounded students, equipped to contribute across all sectors of society.”

Of course, after all that there is a “but” coming.

I am very grateful to my hon. Friend for giving way. Last Friday, I visited Barrow Hall College in my constituency of Warrington South. It was so refreshing to see so many young people engaged politically and exhibiting so much potential—I could see their potential. Sadly, however, I fear that all too often that potential is being squandered by a further education system that is drastically underfunded. Does he agree that we should all support the “Raise the Rate” campaign, to ensure that young people receive the investment they deserve?

I very much agree. I also applaud my hon. Friend’s enthusiasm, which is the enthusiasm that can be seen in colleges. However, there is also that slight sense of shame when one sees the problems that they are facing.

After the “but”, the chief executive of Cambridge Academic Partnership told me:

“When funding is limited, the skills set that we wish to provide to our students is impacted. Registered IB centres wish to offer students sufficient choice between subjects to give them a learning experience that complements their interests and strengths. A lack of funding reduces that choice because sustaining the breadth of teaching expertise required becomes impossible. It is crucial that school funding reflects the importance accorded to a broad curriculum. If centres are forced to eliminate subjects, it either deters students from undertaking the programme, or undermines the principles of the qualification itself: to be principled, broad-minded and internationally minded.”

Post-16 education is vital to the UK’s prosperity, and at a time when many fear that the Government’s stance on immigration is making access to skills more uncertain, it is foolish to under-invest in young people’s education and training. To be competitive in a global marketplace, the UK must adequately resource the education of future generations. If the Home Secretary acts on the policy proposals in his immigration White Paper, which already threaten the economy as they will restrict access to skills so dramatically, it is essential that we push education and skills right up the agenda, or we will face a crisis that could take many years to resolve. We should be preparing now for that, as providing people with the skills that the country needs takes time, resources and support.

I will conclude by offering an alternative. Labour’s 2017 manifesto made a real offer for education—a national education service. There would be free, lifelong education in further education colleges, enabling everyone to upskill or retrain at any point in life. The manifesto noted:

“Our skills and training sector has been held back by repeated reorganisation, which deprives providers, learners and employers of the consistency they need to assess quality. Labour would abandon Conservative plans to once again reinvent the wheel by building new technical colleges, redirecting the money to increase teacher numbers in the FE sector”.

I am sure that my hon. Friend the Member for Blackpool South (Gordon Marsden), who is on the shadow Front Bench, will have more to say, but our manifesto commitment is a real offer for the further education sector and for students. It has to be a strong offer; we cannot go on like this. We cannot go on without being able to say why we as a country so undervalue our 16 and 17-year-olds. I hope that the Minister will be able to provide an explanation.

I thank my hon. Friend the Member for Bradford South (Judith Cummins) for securing this important and timely debate.

The future of our country depends on how well we are able to equip younger generations to face the challenges ahead. An effective apprenticeships and skills policy is crucial to closing the productivity gap and boosting our competitiveness globally. As we face critical questions about our trading relationships with the rest of the world post-Brexit, it is important now more than ever to reflect on the skills we want the workforce of tomorrow to have. Sadly, eight years of Tory Government have been eight long years of failing to invest properly in young people. Members need not just take my word for it: at the last election, the Tories lagged 40 percentage points behind Labour among voters aged 18 to 24. That says it all. Young people know that they are being poorly prepared for a jobs market that is increasingly fragmented and insecure.

Small businesses also suffer as a result of inadequate education and training policy. Anyone with a background in business will know that having a skilled, well-trained workforce is indispensable to long-term success. However, research published by the Federation of Small Businesses suggests that too many small businesses are struggling to fill skilled jobs, with almost a third of recruiting firms facing skills shortages. In a report on England’s qualifications gap last year, the London School of Economics revealed that skilled trades comprise nearly half—43%—of all occupations reporting skill-shortage vacancies.

The apprenticeship levy is a welcome measure, but it only begins to address the scale of the problem. Measures must be taken to ensure that the levy funds apprenticeships of a high quality. Labour has proposed achieving that by requiring the Institute for Apprenticeships to report annually to the Secretary of State on the quality of outcomes of completed apprenticeships. In that way we can ensure that it delivers skilled workers for employers and real jobs for apprentices at the end of their training. Does the Minister support the proposals and, if not, will she clarify what measures the Government are taking to oversee the delivery of high-quality apprenticeships?

Although there are often disagreements in this Chamber, I am sure that one thing we can all agree on is that every child deserves the best opportunities in life. I am sure that we can also all agree that this begins with a quality education, not just an education. That is something that any Government should be proud to support, yet this Government’s record on education is one of cuts, funding pressures and recruitment crises.

According to the Institute for Fiscal Studies, per-pupil spending in England’s schools has fallen by 8% since 2010, and the cuts are having a very real impact on the quality of education across the country, especially in Warrington, where children and young people have suffered for many years thanks to a legacy of low funding for schools.

Earlier this year, I conducted a survey of schools across my constituency of Warrington South. I did so to better understand the impact of underfunding on pupils and frontline staff, and the response was utterly damning. Some 100% of the 31 schools that responded were either dissatisfied or very dissatisfied with their current funding situation, while 81% said that since 2015 they had had to make staffing cuts due to funding pressures. Some 80% had cut spending on books and equipment. Perhaps of even more concern, many schools reported plans to make further cuts in the next two years to cope with forthcoming budget pressures, with a staggering 91% saying they would need to cut spending on books and equipment, too. I would like to take this opportunity to praise the schools in my constituency, which work tirelessly and do all they possibly can to protect pupils from the cuts, but make no mistake—this is getting harder and harder.

In Warrington South and across the country, underfunding means that our schools are under unprecedented pressure, which is resulting in the loss of school staff and leading to cuts to vital classroom resources and support. Our school leaders are doing an excellent job in the most difficult circumstances, but across the country, our teachers, pupils, parents and campaigners have been crying out for the funding that is so desperately needed.

Does my hon. Friend agree that schools are suffering in England, Wales, Ireland and Scotland? Will he join me in praising the 40,000 teachers who marched through Glasgow last month to stand up for our kids’ education—and that is just the start of it?

I totally agree.

I passionately believe that in life you get what you pay for, and without adequate investment, we simply will not have a fit-for-purpose education system that provides young people with a quality education, and staff with the resources they need to provide that quality education.

In Warrington South and across the country under- funding means that our schools face unprecedented pressure. My survey and many similar ones carried out by my hon. Friends—if I remember correctly, my hon. Friend the Member for Bury North (James Frith) did an excellent survey in his constituency—all tell us loudly and clearly that underfunding is having a real impact on the quality of education that our young people are receiving.

This morning, while I was going through my social media, I came across a video of Alex, who was right here in this Chamber last week as part of the Youth Parliament. He made an excellent and passionate speech. We are taking funding away from such children, but they are the next generation. We are talking about Brexit, and about finding new markets, free trade agreements, manufacturing and so forth, but we must provide quality education to take us forward. If we do not provide those skills and that quality education, we will not have any future. These young people are our future and if this Government are serious about the future of this country being bright, it is high time that they started seriously funding our schools.

I am grateful to the hon. Lady, and I will of course come to the specifics of the Opposition’s motion and the important points about the funding formula.

We are also giving primary schools £320 million a year for PE and sport—double what was given in 2016—and investing £600 million a year to provide free school meals for all infants. That is on top of our substantial investment in school improvement activities. This year, we will invest over £60 million in maths, science and computing, and over £100 million—to respond partly to the hon. Member for Brighton, Kemptown (Lloyd Russell-Moyle)—in arts and music.

Spending is high by historical standards. The independent Institute for Fiscal Studies—this has come up already—has shown that, in real terms, per pupil funding in 2020 will be at least half as much again as it was in 2000. Looking internationally, we spend more on our schools in total than both the EU and OECD averages and at levels comparable with key competitor countries.

However, although it is true that overall spend is higher—this goes to the point made by the hon. Member for Caithness, Sutherland and Easter Ross (Jamie Stone), the sole, or primary Liberal Democrat representative with us here today—on technical and vocational education, our figures compare less favourably. In Germany in particular, the spend is considerably more than ours on secondary-level vocational programmes. That is why I am so pleased that the Chancellor has committed extra money to boost the size and funding for the new T-level programmes. That will total over £500 million a year in additional resources for post-16 education when T-levels are fully rolled out.

As well as ensuring record funding for our schools, the Government have taken on the historical challenge of introducing a fair national funding formula—something, of course, that has not been taken on by any previous Government—to ensure that money is directed where it is most needed, based on the individual characteristics of schools and pupils, not on accidents of history or geography.

Will the Secretary of State give way?

If the hon. Gentleman will forgive me, I will not. We have gone further than our manifesto promise that no school would lose funding as a result of the national funding formula. The formula is in fact giving every local authority more money for every pupil in every school in 2018-19 and 2019-20. Every school is attracting at least a cash increase of 0.5% per pupil through the formula this year, and 1% more next year, compared with their baselines.

Of course, we have always been clear that local authorities continue to have some flexibility on how this funding is distributed across schools in their local area. I think that is right and it is a good thing that the flexibility exists for local authorities as we transition into the national funding formula. As our extensive consultation showed, flexibility is important because it allows local authorities, in consultation with their schools, to reflect local need and to smooth the transition toward the NFF where this represents a significant change.

Yes, it is concerning. As we know, in any organisation seeking to balance the books—and schools are no different—the more experienced and more expensive staff are often the ones encouraged to perhaps take early retirement or redundancy. The replacement staff, if there are any, are often at the lower end of the pay spectrum—not that they are any lesser people for that, but they do not have the skills and experience that justify being in a higher pay bracket.

The cuts to school funding extend to council support. Changes to central support grants will lead to about half a million pounds being lost to my local authority in the next decade, which will further emasculate its already strangled ability to support schools. Not that it can help most of them even if it wanted to, thanks to the acceleration of the academies programme.

Under the new system, Warrington will have among the worst funded schools—141st out of 150—and could also lose just under £2,500 per child. Clearly, the system is not fit for purpose or balanced across the country. Does my hon. Friend agree that the Government should ensure that the fair funding formula is just that: fair?

My hon. Friend is absolutely right. Hon. Members are making points about the situations in their constituencies, and I want to talk about the ludicrous situation facing one of the academies in my constituency. It was placed in special measures last year, but has had to wait over six months to get any financial support from the Department to help it to improve. In the past, the local authority would have stepped in the next day—it would probably have been helping all along—but now the academy is required to go through a lengthy application process, which delays progress. Six months in a failing school is six months too long, and the lack of progress, which has been visible to the local community, has long-term implications for the school’s viability. Because of its situation, the roll is now falling. In fact, the school faces a double whammy of funding losses, which will only exacerbate an already extremely challenging situation.

The net result is that the other schools in my constituency end up being over-subscribed. The chaos of an academy-led admissions system means that some parents end up feeling that they have nowhere to send their children to. That is quite a dramatic statement, but that is how many parents feel and it represents an absolute failure by the state. The prospects of the situation remedying itself any time soon look bleak. If we were truly following the market-led approach that the Government appear to be advocating, the successful schools in my constituency that can attract more pupils would be allowed to expand, but there is precious little funding available for them to do that.

One example of a school in my constituency that has turned round and been a success story is Ellesmere Port Catholic High School, which has seen huge improvements after it was placed in special measures in November 2013. The headteacher and the school have worked exceptionally hard to turn things round, and in June 2015 it was officially rated by Ofsted as good. So impressive has the school’s improvement been that the chief inspector of Ofsted, Sir Michael Wilshaw, referred to it in a speech about schools making remarkable transformations, saying:

“At Ellesmere Port Catholic High School, only a third of pupils achieved 5 good GCSEs. Now almost three-quarters do.”

I am pleased to say that this year the school has had full admissions for its year 7 pupils. These improvements should be applauded, as they have been by Sir Michael Wilshaw, but how is the school rewarded? With a budget scenario that envisages staffing cuts.

The school tells me that it desperately needs to expand as a result of its progress, but where is the capital funding that it needs to help to achieve that aim? How can it build on its success when it is not allowed to build? I am sure that if it reopened as a free school, there would be no problem getting the cash needed, but why does it need to reinvent the wheel? Why are existing schools that have put the effort in and that made great improvements and are already an established part of the community discriminated against because they are not part of the latest Government fad? How about a capital funding policy that rewards improvement and looks at where existing provision can be augmented? Indeed, we can contrast that with a story I read yesterday about a brand new free school in Plymouth that cost £4.2 million to set up, but which has closed after just 16 months. How can money be thrown down the drain on experiments like that when existing good schools cannot expand?

Education is at a tipping point in this country. We know from a National Education Union survey that 55% of schools that responded said that class sizes had risen in the last year and that over three quarters reported cuts in spending on books and equipment.

It is my pleasure to speak in this important debate and follow the hon. Member for Dudley South (Mike Wood). I congratulate my hon. Friend the Member for Birmingham, Edgbaston (Preet Kaur Gill) on her excellent maiden speech.

Madam Deputy Speaker, I have been in the Chamber for over seven hours now. I wanted to speak in the earlier important debate on NHS pay and did not get a chance due to the shortage of time and the number of interventions. I have one and a half minutes at the moment, so I do not know how much I can say, but there is plenty that I wanted to say.

Since 2010, under successive spans of Tory rule, students have repeatedly been held back by Government policy. It was a Conservative-led Government who trebled tuition fees to £9,000 in 2012, with the help of the Liberal Democrats. It is a Conservative Government who have frozen the student loan repayment threshold at £21,000; a Conservative Government who introduced the extortionate 6.1% interest rate on student loans; a Conservative Government who abolished the maintenance grants that were a lifeline for many of the poorest students. And most recently, of course, it was a Conservative Government who snuck out a written statement on the final day before summer recess which allowed universities to further raise tuition fees to £9,250 per year.
