I find myself feeling how I did during my A-levels, when I was the only girl in the class doing science A-levels—it has taught me well for this place. Does my hon. Friend the Member for Luton North (Kelvin Hopkins) agree that the issue of maths teachers is now a looming crisis in this country? Someone who has a first or a 2:1 in maths is a very desirable potential employee, and therefore the teaching route is just not as attractive as it once was and we are facing a crisis in maths education.

Mr Hunt is excited at the prospect of another three hours from the Minister, but it is incumbent on every Member of this House to judge the mood of the House, the pace of the debate and the necessity of taking up the time of the House. From my observation and experience, a speech of between 10 and 15 minutes from a Minister winding up is usually appropriate and welcomed by most Members of the House.

The hon. Gentleman and other Opposition Members talked about quality, not quantity. They should practise what they preach.

Let me give an example of the technical education reforms in practice. For someone aspiring to be an engineer, rather than choosing from the 500 qualifications that are currently on offer, many of which hold very little value for employers, there will be one clear route: the new engineering and manufacturing route. That individual will choose an apprenticeship or college-based technical education course by choosing an occupation. They will initially learn a broad base of knowledge based on one approved standard per occupation, and then they will specialise, for example towards electrical engineering. The awarded certificate will be universally recognised and have real value for employers. That is an example of the nature of our technical reforms.

There is no doubt that FE and sixth-form colleges play a vital role in our education system, as the hon. Member for Scunthorpe (Nic Dakin) noted so brilliantly. That is why I have visited my own FE college more than 50 times since becoming an MP. FE colleges act as genuine centres of expertise. We know that, because 80% of colleges are either good or outstanding, and 79% of adult FE students get jobs, move to apprenticeships or progress to university afterwards. It is worth noting that 59% of institutions are in good financial health and 52% are operating with a surplus.

A minority of colleges, however, are in serious financial difficulties—about 40 colleges face these problems. In supporting these colleges, we forecast by March 2017 a total spend of £140 million on exceptional financial support. That £140 million could have been invested in students. We have to deal with the roots of these problems and ensure that we protect students, which was why we started the area reviews, about which there has been much discussion. They will be completed by March 2017 and will ensure financial resilience, strong leadership and well-governed institutions. We have a moral duty to students that money is spent on learning, and a duty to deliver value for money for the taxpayer. Money that would otherwise be spent servicing debt will be freed up to invest in high-quality education and learning.

Order. I hesitate to interrupt the hon. Lady, and I appreciate that she is speaking with passion and that the House is listening to what she is saying, but I will point out that, even though we have quite a lot of time this afternoon and there is not an awful lot of pressure, she has now been speaking for over half an hour—it has passed quickly, because she is speaking with such passion. She does not have to finish immediately, but I am sure that she will be drawing her speech to a close soon.

As a matter of fact, Madam Deputy Speaker, I intend to draw to a close, by reminding the Minister that too many children in this country are unable to learn because of overcrowded housing, poverty and family pressures, and by telling him that the education maintenance allowance and Aimhigher, both of which were abolished by his Government, lifted the number of academic children in my constituency who went on to finish college and go to university by 40% in just six short years. Nothing that the Prime Minister, the Education Secretary or the Minister have said so far on the subject leads me to think that those children are their priority. Instead, they are fond of telling us when we object to policies based on such flimsy evidence that these policies are deeply popular.

I say to the Minister that there is a warning from history here. The Crowther report, commissioned by a Conservative Secretary of State in 1959, highlighted the public clamour that had grown up against a competitive element in grammar school selection. By 1964, when the Conservative party lost the general election, grammar schools had become deeply unpopular with three out of four voters, because segregated education is, by definition, divisive. Perhaps that is why the policy was set out not in his party’s manifesto, but in that of the UK Independence party, one of the most divisive forces in the country.

I will bring my remarks to a close, because many hon. Members wish to speak. In trying to divide children in this country, the Government have succeeded in uniting a range of voices, including the teaching unions, the chief inspector of schools, their own mobility tsar, the previous Education Secretary, the former Universities Minister, the previous Chancellor of the Exchequer and a significant number of MPs from all parties in the House. Together, we will ensure that the Government do better than this.

I say thank you to the teachers, who once again have risen to meet the challenge and to deliver for young people. I reiterate today that teaching is the most noble of professions. Last week’s achievements in helping young people to demonstrate their mastery of the basics is yet another example of why that is so. I urge the House to reject the motion.

Madam Deputy Speaker, may I say that you make an exceedingly good point? I am suitably reprimanded. The point that I was trying to make is that these suggestions in relation to the care system link very well with our reforms of the prison system. Too often, people in prison have gone through many care systems themselves.

The measures in the Bill aim to modernise the relationship between trade unions and their members and strike a fairer balance between the rights of trade unions and the rights of people who rely on public services, by ensuring that strikes happen only when unions have secured a clear, positive and recent democratic mandate. Consideration in the House of Lords has made important changes to the Bill, the great majority of which the Government believe will improve the Bill. However, the first group of amendments deals with those issues on which the Government do not support the proposed changes.

The first group is about electronic balloting and facility time. We have reflected carefully, in the light of the strong views expressed in debates in this House and in the other place, and I will take each issue in turn. As I have said before, the Government have no objection in principle to electronic balloting. I have also said before, and I am happy to say it again at the Dispatch Box, that it is likely to be common in 20 years’ time. We are seeking a degree of sensible caution on this matter.

I am very happy to agree with my hon. Friend and pay tribute to the trade union movement, which has done so much to stand up for the rights of workers when faced with such threats from some big companies.

Eat, the café chain, has reportedly stopped paying staff during lunch breaks. Caffè Nero has told staff that it cannot afford to pay the national living wage and allow their workers a free panini at lunch time, despite the fact that its profits grew by 8.5% to £241 million in the 12 months to last May and that the company has not paid corporation tax since 2007. As was mentioned earlier, B&Q has demanded that employees sign away rights to a range of in-work benefits worth more than a £1,000 a year or face the prospect of being sacked. This intimidating and bullying of staff should not be tolerated in any workplace.

The Low Pay Commission has warned that some employers may decide to label employees as apprentices or self-employed to avoid having to pay them the living wage. Other suggestions floated by large retailers include cutting the number of staff or speeding up the implementation of technology to replace staff, such as using more self-checkout tills in supermarkets. These regressive actions are in complete contradiction to the aims of the living wage, as the Government pointed out when they introduced it. They said it would prompt employers to invest in training and technology to make their workers more productive and break the low-pay, low-productivity cycle. I do not see how cutting in-work benefits will make employees more productive, or break the cycle of low pay and insecure work.

Costa Coffee, Next and other high-profile companies have said that they will increase prices to cover the change in wages by passing the price directly on to the consumer. I was astonished to hear a member of staff in a small chain in my Burnley constituency tell a customer that the price of bread had gone up because of the change to wages. These companies can afford to pay and should pay a living wage off the back of the profits that they produce. This should not be a system in which employers can choose between holiday pay and a living wage, or between raising prices and sacking staff.

Those guilty of such actions show their contempt for their customers, for this Parliament and the law and, most importantly, for their staff—the very individuals who give their sweat and blood, and their time and effort, so that those at the top can receive large salaries deducted from record profits. If such large companies employing thousands of people across the UK can afford to pay their lawyers and accountants large fees to cut their tax bill and avoid paying corporation tax, I do not see how they cannot afford to pay their employees a real wage that they and their family can live off.

The Government estimate that the total cost to employers of implementing the national living wage in 2016-17 is £1.1 billion. Yet last year, according to Her Majesty’s Revenue and Customs, tax fraud cost £16 billion, with tax evasion alone meaning that the Government collected £4.4 billion less in tax. The money lost to the economy could easily cover the cost of the implementation of a real living wage.

Some claim that a living wage will lead to job losses. In the face of much of the scaremongering about job losses, it is worth pointing out that there has been little to no negative impact on our economy or jobs since the introduction of a minimum wage in 1999, despite the fact that the same people made the same arguments then. I am happy to say that some employers have welcomed the wage rise. Some have gone further by paying all their staff, irrespective of age, a higher wage than the Government’s living wage.

This debate is not simply about the cost of a living wage; ultimately, it is a wider reflection of an increasingly divided society. I am running out of time, but I would like to share with hon. Members my own experiences. For 24 years, I owned and ran a successful small business in which I employed 10 people. Through all that time, I recognised that the staff were a real asset, helping to build the success of the business. They worked hard and contributed much, and they were valued highly. I was proud to pay them a real living wage, and they certainly deserved no less. Similarly, when I was leader of Burnley Borough Council, I was pleased to introduce the real living wage for all employees. Not only is this the fair and decent thing to do, but it makes sound economic sense, because when people have more money in their pocket, they create demand for more and better services and shops. Thus the living wage, far from damaging business, actually acts as a boost.

I call on the Government to protect workers’ rights that are clearly being undermined. It should be made clear, through legislation if necessary, that employers should not see the living wage as an opportunity to cut back on holiday pay or other hard fought for entitlements—

This has been an excellent debate, with a large number of superb speeches. I apologise if, in the time available, I am not able to respond to them all.

The Government’s education policy is focused on raising academic standards in our schools. Many Governments promise to raise standards; this Government are raising standards. We are raising standards in children’s reading, with 120,000 more six-year-olds this year reading more effectively as a result of our focus on phonics. We are raising standards in maths, with a new primary maths curriculum that is raising expectations and bringing us closer to the expectations in the top-performing education systems of the world. We are raising standards so that pupils leave primary school fluent in arithmetic. The plan is for all pupils to know their times tables by heart, which is why we are introducing a multiplication tables test at the end of primary school. Our policy is resulting in children starting secondary school having learned the rules of grammar and punctuation for the first time in a generation. The Government have eradicated grade inflation in our public exams—the GCSE and the A-level—which are being reformed so that they are on a par with the best qualifications in the world.

What the Government are doing in education is real; that is why it is controversial. It started under the leadership of my right hon. Friend the Member for Surrey Heath (Michael Gove), and it is now entering a bold new phase under the leadership of my right hon. Friend the current Secretary of State.

If real education reform were easy, it would have been done already. However, every step of the way, we have had to fight and take on the vested interests—the self-appointed experts, the professors of education in the universities and the education quangos. We have challenged local authorities where too many schools were languishing in the performance tables year after year. We have transformed many of their schools into academies with a strong sponsor driving up standards—1,300 schools so far since 2010. We have taken powers in the Education and Adoption Act 2016 to automatically turn into an academy every school that Ofsted has put into special measures and to do the same for every coasting school that is not up to the job of raising its game.

Those schools will be supported by outstanding schools that are leading multi-academy trusts, which are formal groupings of academies spreading what works in the best schools to improve pupil behaviour, raise academic standards, promote sport and the arts, and share back-office functions. That means that small schools are more likely to be financially viable. There are now more than 640 multi-academy trusts led by outstanding schools.

Many strong and effective local authorities have seen the educational benefit of giving professionals control of their schools and have encouraged their good and outstanding schools to become academies and spread their winning formula and expertise. For example, in Bournemouth, 87% of all local authority schools, including primary schools, are now academies, as are 83% of schools in Bromley. Nationally, 66% of secondary schools and 19% of primary schools are now academies.

In 2010, there were just 203 academies; now, there are more than 5,600. The direction of travel is clear. Every month, more and more schools are converting to academy status. At some point, we have to draw the line, and that is why the White Paper sets out what we need to do over the next six years as more local authorities reach the levels of academisation in Bournemouth, Bromley and elsewhere.

Local authorities will continue to have an important role to play as the champions of parents and pupils—[Interruption.]

Thank you, Madam Deputy Speaker. As I was saying, local authorities have a role to play as the champions of parents and pupils with regard to place planning, administering admissions and ensuring that children with special educational needs are properly supported in their education.

May I apologise to the right hon. Member for Manchester, Gorton (Sir Gerald Kaufman) for the occasional split infinitive in the White Paper? There were many more split infinitives in the earlier drafts. The Secretary of State and I have done our best to eradicate jargon, and we will redouble our efforts to do so.

Despite those split infinitives, my hon. Friend the Member for Romsey and Southampton North (Caroline Nokes) read an excerpt from a letter from a headteacher in her constituency, stating that it is the best White Paper he has ever read. She was right to point out that, in her experience, there is enormous community involvement in the academies in her constituency. We are putting greater expectations on academies to involve parents and to take their views into account.

My hon. Friend the Member for Stroud (Neil Carmichael), who chairs the Education Committee, made the important point in his excellent contribution that, of course, the academies programme started under Labour—but that was new Labour, not old Labour—and this Government have turbo-charged that programme.

This has been a lively debate about an issue that could not be more important to our country: the education of the next generation. This Government have a clear plan for education reform and it is already raising standards in our schools. By contrast, we hear nothing from Labour about standards, improving the teaching of reading, instilling a love of books, attainment in mathematics, improving our GCSE and A-level exams or improving pupil behaviour in our schools. For Labour, it is all about politics—it is all about cosying up to the vested interests and the NUT.

Our White Paper is an ambitious plan to ensure that our school leavers, wherever they live and whatever their background, are properly educated and equipped for life in modern Britain. It is clear from today’s debate that the Labour party has learned nothing from its defeat. It has no credibility on the economy, no ambition and no plan to raise standards in our schools, and at the first whiff of controversy it runs to attach itself to the vested interests.

The public want a Government who take difficult decisions and who act not in party interests, but in the national interest. I urge the House to reject Labour’s self-serving motion and to support our amendment—

What does my hon. Friend make of Conservative Peter Edgar, the executive member for education at Hampshire County Council and a former teacher, who said that the scheme could result in Britain’s education system “imploding” and urged the Government to think again? He said:

“I am horrified to think that the county council’s role in education is going to be destroyed by George Osborne in his budget. We have worked with the government to deliver the reforms and have been congratulated”—

It is sad that the councillor has felt forced to say that, but he is absolutely right of course.

There is little evidence of devolution over how local services are funded as a result of the Budget. Yesterday, as the Institute for Fiscal Studies has now confirmed, the Chancellor tightened his fingers around the neck of local government funding. He has handed over limited powers to city regions and others but refused to link those powers to resources. I want to see the Government go much further on devolution—more local control over schools, housing, health and the Work programme—but we need real fiscal devolution as well. If the Government hand over services but then cut the funding centrally, all they are really doing is devolving the blame for cuts made in Downing Street.

Yesterday’s Budget graphically underscored that point. The Chancellor made much of his plans to allow 100% retention of business rates, which of course sounds good, but he will not be clear about which services they will have to pay for. At the same time, he is entirely scrapping the central Government grant, leaving councils far worse off and less able to fund the services that local people rely on. He will not explain, either, what mechanism, if any, will be in place to ensure that business rates retention does not just benefit areas that are already wealthy and penalise those that are not. There needs to be a fair funding mechanism in place that helps areas to expand their capacity for economic growth, otherwise they will be locked into a downward spiral, with no way out.

Of course, we should not be surprised that the Budget did not include anything about fair funding. Under this Government, the 10 poorest councils have suffered cuts 23 times bigger than the 10 richest. Last month, the Government voted to cut Croydon’s funding by another £44 million, but handed a £23 million windfall to far wealthier Surrey next door. Unfairness is the defining feature of this Government.

What these further cuts mean for the vast majority of communities in this country is the closure of libraries, museums, youth services and children’s centres. They will leave streets unswept and street lights turned off at night. They will mean home care taken away from frail older people, and disabled people left to struggle alone. They will mean a cut to early intervention in troubled families, and social workers will not be there to protect children from the impact of domestic violence. Services will not be there any more to protect children at risk of abuse. We are simply storing up problems for the future, while watching young lives get ripped apart.

This Chancellor has got so much wrong. He has had to downgrade growth forecasts that he made only four months ago. He missed his own deadline for paying down the deficit caused by the banking crash. He delayed the recovery by cutting big infrastructure projects early on in his tenure, and he is now struggling to make up for lost time. He has failed to tackle the economy’s desperately low levels of productivity. Now, the IFS has questioned his ability to meet yesterday’s forecasts without more cuts or tax rises to fill a £55 billion financial black hole. The IFS further says that the Budget will reduce wages, lower living standards and lead to further austerity.

Quite simply, this is a Chancellor who cannot be trusted, and who is himself unable to trust. He gets the big decisions wrong, and he is afraid to devolve decisions to others. Instead of reforming public services, this Government are laying them to waste. Instead of sharing the proceeds of growth more fairly, this Government are presiding over growing inequality. Instead of handing decision-making to local communities, this Government are centralising power in their own hands. Instead of shaping a fairer Britain, this Chancellor has thrown a financial bung to his wealthy mates and thrown the rest of the country to the dogs.

I was going over the Government’s approach over the past six years. They scrapped compulsory work experience, with the knock-on effect on the economy. The education and business partnership in my borough is a great success, but it has been consistently undermined over that six-year-period. It had established very good working relationships with businesses and employers generally, and there is a profound economic effect of that policy, as there is with the undermining, and almost destruction of, the careers service.

Turning to forced academisation, we have many good and outstanding schools in the maintained sector. We have parents, children, staff and communities that value the partnership between schools and the local authority. We have academies that are successful, so why are the Government hell-bent on making changes?

In an intervention earlier, I referred to the White Paper and the section on removing the requirement to have parents on governing bodies. Parents will be ignored in the forced academisation process, despite the words from the Secretary of State in her foreword expressing confidence in parents and calling on them to join in the process to improve standards, but clearly not so much that the Department wants parents to be involved in the governance of schools in future.

All that is done in the name of localisation. I think not. This is centralising to the Whitehall desk of the Secretary of State and her Ministers, as is the land grab—the biggest land grab since Henry VIII ransacked the monasteries—with the Government taking ownership of all the land. When the Treasury Minister responds, he will have to demonstrate to me that that is not the case. That is what is proposed by transferring ownership of the land to the Secretary of State.

We have a centralising Secretary of State and a centralising Government who do not trust local people, parents or school leaders. At a time when we have a shortage of staff and a great lack of confidence in Government, all they can do is force schools to do things against their wishes. That is not the way education should be run.

The Chancellor’s Budget yesterday was nothing more than an attempt to confirm that austerity is king for this Government. Ideology has blocked the path of any attempt to ease the burden on the backs of the less well-off. Even setting aside the cuts to welfare and capital spending, the OBR estimates that between 2009-10 and 2019-20 Westminster funding for day-to-day public services is forecast to fall by the equivalent of about £1,800 per head. Chillingly, the Institute for Fiscal Studies predicts that the scale of the cuts to departmental budgets and local government will reduce the role of the state to a point where it will have “changed beyond recognition”, with £3.5 billion of new cuts in this Budget. That is an additional £3.5 billion of cuts for 2019-20 that will once again hit unprotected Departments. The Chancellor of the Exchequer has not specified where that money will come from, either. Scotland faces a £1.5 billion cut in its funding for public services, which means that between 2010-11 and 2019-20 Scotland’s fiscal departmental expenditure limit budget has been reduced by an eye-watering 12.5% in real terms.

I listened earlier to this Government lauding their support for young people, but we have already witnessed the slashing of student maintenance grants for some of the poorest students and their being converted into loans. Housing benefit for unemployed 18 to 21-year-olds has been scrapped, which will create enormous hardship for young people. Student fees will continue to rise. Student nurses will no longer receive grants, but loans instead. All calls for the reintroduction of the post-study work visa in Scotland have gone unheeded.

Of course we welcome the support for the oil and gas industry—as far as it goes—but what is really required is a strategic review of the whole tax regime for oil and gas. The SNP called for a such a review ahead of the Budget, but again that went unheeded. The freeze on fuel duty is to be welcomed. This is a victory for small businesses and rural communities such as Arran in my constituency, and it will also be welcomed by families with stretched budgets across the UK.

More than anything, this Budget bolsters and consolidates inequality across the United Kingdom. Increasing the personal tax allowance is a very expensive approach and it badly targets help for the low paid. That is the view of the Child Poverty Action Group, and the Government should take note. It is not a social justice measure when 85% of the £2 billion that the Treasury spends goes to the top half and a third goes to the top 10%. For every £1,000 by which the personal tax allowance goes up, basic tax rate payers gain £200, but universal credit rules will claw back 65% of that gain from the low paid, leaving them gaining only a maximum of £70 a year. Child poverty campaigners have concluded that this Budget sets the next generation up to be the poorest for decades. Yet there is still money—between £15 billion and £100 billion—to be found to renew Trident. Disability rights groups have warned that these changes will be a devastating blow to disabled people. This is a Budget of missed opportunities.

Thank you, Madam Deputy Speaker. I thank the Minister for being very quick in his remarks and allowing a little time. I just wanted to know what he thought of Councillor Edgar, from his own authority, who stated that he was very angry with the Chancellor about the proposals brought forward yesterday for academisation. He almost sounds ready to rip up his Conservative card, so upset is he about the fact that all schools—[Interruption.] He is a local authority man who is very proud of his schools and who would like to reiterate his dedication to education—

I am delighted to do that. My hon. Friend’s list included a house builder, which gives me the opportunity to point out that there are some fantastic apprenticeships at all levels of construction—not only bricklaying and site carpentry, but project management, architecture and the like—as well as in childcare and a whole range of industries. Apprenticeships are a solution to almost every skills need.

I welcome the Minister’s statement ahead of National Apprenticeship Week. Does he agree that it is vital that we encourage the participation of young women in traditionally male-focused apprenticeships? Will he join me in commending the 800 employers that are already working with Eastleigh College, which we have both visited and where I will be this evening? Such businesses are employing talented young women such as Maisie, who visited Parliament this week and is undertaking an advanced apprenticeship in construction and the built environment.

That is a great note to end on: a young woman who has decided that the opportunities for her future career lie in the construction industry and an advanced set of skills. Last week, when I visited Doosan Babcock, I was introduced to two young apprentice riggers who were moving unbelievably heavy pieces of power plant equipment, and both those young women were absolutely delighted with what they were doing.

I am pleased to welcome the Education and Adoption Bill back to the House for consideration of amendments made in the other place. As a result of the careful scrutiny of both Houses and the strong advocacy of my noble Friend Lord Nash, the Bill returns to the House in good shape and with the potential to ensure that many more children and young people have the opportunity to realise their full potential.

Since 2010, educational standards in England have risen rapidly, and 1.4 million more pupils are now taught in schools that are judged by Ofsted to be good or outstanding. More than 80% of our schools are now good or better. Further improvements are required, however; 1.5 million pupils are still taught in schools that Ofsted judges to be less than good. To deliver educational excellence in every part of the country, we need a school system that consistently delivers high academic standards. This Bill brings forward important reforms to raise standards across the country. It will speed up the process by which failing maintained schools become sponsored academies, introduce new measures to allow us to intervene in coasting schools for the first time and ensure that we have consistent powers to take swift and decisive action when academies underperform.

Alongside reforms to improve school standards, the Bill introduces a reform of the adoption system so that more of our most vulnerable children can find stable, loving homes without delay. The way the sector has embraced the challenge of regional adoption agencies has been impressive, and my hon. Friend the Minister for Children and Families has recently announced that future funding will be available to support the sector during the transition. The move to regional adoption agencies is a widely supported manifesto commitment, and I have been delighted to see the support from across the House and in the other place for the Government’s vision. I am pleased to confirm that the adoption clause, clause 13, stands unchanged from when the Bill was first introduced.

There are eight Lords amendments to the education provisions for the consideration of the House, and the Labour party has proposed changes to two of the Lords amendments. All eight of the Lords amendments were either Government amendments or amendments that were supported by the Government, and each was accepted by all sides in the other place without a Division. I hope that we will be able to reach the same conclusion today.

Lords amendments 1 to 5 relate to coasting schools. I want to speak to the most substantive amendment in the group first, Lords amendment 5, regarding parliamentary scrutiny of the coasting regulations. The Government recognise the importance of Parliament scrutinising the detail of the coasting definition. Lords amendment 5 therefore requires that coasting regulations to be made under the Bill will be subject to the affirmative procedure the first time they are laid. Subject to parliamentary timetabling, we hope that that will take place once the 2016 performance data have been published and before any school is formally identified as coasting for the first time. In making the change, the Government have listened carefully to the concerns raised in both this House and the other place regarding appropriate parliamentary scrutiny of the coasting definition.

Subjecting the regulations to the affirmative procedure when they are laid for the first time represents the most proportionate approach. It will allow both Houses to scrutinise and approve the detail of the final coasting regulations without creating an ongoing burden on parliamentary time. Minor and technical changes could be required to the regulations following the publication of school performance data, which currently takes place twice each year, or as a result of changes to the layout or content of performance tables. Such changes would of course be uncontroversial, but if the regulations were subject to the affirmative resolution procedure each time we made such changes, they would require a full debate in both Houses. Under the negative procedure, Members of both Houses can still call a debate should they have any concerns about the changes proposed.

Lords amendment 1 seeks to improve the drafting of the Bill and to remove any unintentional element of subjectivity that could be read into its original wording. The original text states that a school will be eligible for intervention when it has been notified that the Secretary of State “considers” it to be coasting. We have been clear from the outset that we want schools to be certain about whether or not they meet the coasting definition. That is why our proposed definition is firmly based on school performance data. To ensure that schools are not left in any doubt about this, Lords amendment 1 proposes to revise the wording of clause 1 to remove the term “considers”. In doing so, it clarifies that whether or not a school is coasting is based on the absolute terms of the definition.

Lords amendment 2 provides the Secretary of State with the power to disapply the coasting clause of the Bill from certain types of schools. As currently drafted, the Bill would apply to all maintained schools, as defined in the Education and Inspections Act 2006, including special schools and maintained nursery schools. We have no intention of applying the coasting definition to some of those schools, such as maintained nursery schools, which is why we have proposed this change.

Lords amendment 3 would change the Bill’s wording to ensure the Secretary of State must make regulations to define coasting. Amendments seeking this change were tabled by the Labour party in this House, and the Government supported the amendment when it was brought forward in the other place. It has always been our intention that coasting regulations be made, and this Lords amendment will remove any doubt.

The final amendment to the coasting schools clause, Lords amendment 4, is consequential to Lords amendment 1, and is a technical change to ensure correct cross-referencing within the clause. Lords amendment 6 is also a consequential and technical amendment to make explicit two further sections of the Education and Inspections Act. I will not go into any further detail about that.

Lords amendment 7 will ensure that parents are kept informed when their child’s school is causing concern. Their ability to understand the action that is being taken to bring about improvements has been an important issue throughout the passage of the Bill. In response, the Government brought forward Lords amendment 7, which we hope will provide assurance that parents will always be kept informed when underperforming maintained schools are becoming sponsored academies.

Every parent wants their child to attend a good school. It is right that they demand quick, effective action when concerns arise. We are clear that becoming a sponsored academy will always be the solution for a maintained school that is judged inadequate by Ofsted. The Bill delivers on our manifesto commitment in that respect.
