Commons ChamberMy hon. Friend is so much more knowledgeable than me. Lots of my constituents cannot afford to buy their own home and are in rented accommodation, so that does not even apply to them. They are in beds in sheds—maybe I should not dob them in, but that is a phenomenon in the London Borough of Ealing.
Again, HMRC must accept responsibility for not communicating regularly with people. It could have acted sooner to avoid this sizeable group of people who went into these remuneration schemes having to pay back sometimes hundreds of thousands of pounds at a time. IR35 is being rolled out now, so the deferral is obviously welcome, because these things can be fixed in real time, as long as the deferral is not just pushing punitive measures further away. The Government need to urgently commit to a full review of tax reliefs.
While the debate is about job creation, I want to flag, as my hon. Friend the Member for Liverpool, Wavertree pointed out, that the global pandemic we are in seems to be a bit of a cover for certain companies to behave badly. British Airways and Virgin spring to mind as using the coronavirus job retention scheme—the clue is in the name—to do the very opposite. Having accepted furlough funds from the public purse, they are now using coronavirus as a cover for restructuring plans—plans they were always itching to execute—while they believe the eyes of the world are diverted elsewhere. I say to the Minister that we need a sector-specific deal for aviation.
The situation is the same for the creative, cultural and arts sector. I represent many constituents who work in it. Not for nothing was Ealing long-called a BBC borough. The Questors theatre—the jewel in our crown—is the biggest amateur dramatic venue in the country and it has written to me. It is about to go under. Its rateable value is too high to get any of the reliefs. That is another plea to the Minister.
We were told that, when we left the EU, we would be world-beating on employment rights, and that our rights could exceed those of the bloc after Brexit, but now, with IR35, we are heading for zero employment rights. The Government always said that this would not be a race to the bottom, so they need to put their money where their mouth is. There is nothing like a global pandemic to concentrate the mind. We have heard slogans such as, “We’re all in this together”. To stop all these Government utterances from being just hollow words, we need action. Snappy slogans are not enough.
It is true that we find ourselves in a very serious situation. The number of workers on UK payrolls was down by more than 600,000 between March and May. Of course, the Government are attempting to redress the situation with the Business and Planning Bill and the Corporate Insolvency and Governance Bill. We also hope that we can end lockdown as soon as possible. Certainly, the Prime Minister is talking the talk in terms of build, build, build. That is all very good. We have infrastructure needs; let us meet them. There are no massive spending projects. The problem with them is that they are often hugely bogged down in cost overruns.
I want to say a bit about tax simplification. That is the genesis of this whole debate on IR35 and the loan charge. There is also our hugely ineffective, inefficient and long tax code—longer than India’s—and that is after 10 years of Conservative Government. I think that there is a new wind breathing through No.10, and I hope that we are going to be bold about tax reform. Are there any taxes that we can abolish completely or replace with simpler alternatives? We have created this massive tax avoidance industry, which has sucked many people with quite moderate means into its claws. Let me cite as one example, inheritance tax at 40%. We have to understand how people act. At a rate of 40%, most people are willing to make a significant investment to reduce the effectiveness of that rate. I am not condoning that behaviour, but if someone were left a million pounds and if the state said that it would take £400,000, they might begin to think that it is worth spending £40,000 or £50,000 on tax advice as a way of lessening their payment of tax. All sorts of complicated trusts and avoidance schemes are available to those who recognise that they can avoid paying tax. The result is less money for the Treasury to spend on the things that we need.
On this debate about the loan charge, it is natural that politicians should want to close down loopholes, but often, in closing down loopholes, we are affecting people of quite modest means. It is true that as a level of complexity involves means, those loopholes are usually available to those who have the resources to investigate them, but not necessarily. An entire industry has been created around how to lessen our tax burden, inheritance or otherwise, and I think that the Government are, in a way, responsible for this kind of behaviour. The people who have taken advantage of these tax loopholes, often of modest means, are simply reacting to our hugely complex tax codes. Taxes need simplifying and they need lowering. I make that point because I hope the Minister will say something in his summing up about this. I hope that he tells us that the Government have an agenda, otherwise we will go on having these debates over and over again. Every time a new loophole is discovered, people will take advantage of it, often with the wrong sort of advice. Then the Government have to close the loophole, creating injustice, which we have heard all about in this debate.
My right hon. Friend talks about tax loopholes and, yes, that is absolutely clear, but the thing about the loan charge is that HMRC itself was complicit in the process. It was advising and letting people believe that those charges were quite safe and reasonable. Then quietly, it came to the conclusion that they were not and did not make it clear to anybody. In effect, therefore, it is HMRC that has created the tax loophole and then failed to identify it and tell people that they were on the wrong scheme.
I absolutely agree with my right hon. Friend, and he puts it far more clearly than I have done. I was trying to make the point that he has just made, which is that, ultimately, HMRC and the Treasury are responsible for this in not giving proper advice and in creating an over-complex tax system, and that has created this kind of behaviour. It is natural behaviour and we should not blame the people who have tried to take advantage of these sort of schemes. This complexity kills the economy.
One of my constituents says that because he put in freedom of information requests to HMRC, on two occasions last summer, HMRC paid him a visit at his home. Is that the behaviour we expect from HMRC?
We have learned to expect that sort of behaviour. As Ronald Reagan said—we have heard about Roosevelt, so why can we not hear from Ronald Reagan, who was a better sort of Conservative as far as I am concerned?—when we tax something, we get less of it, and when we subsidise something, we get more of it. Research from the European Central Bank shows that when the tax burden is raised by 1%, economic growth is reduced by 0.13%. We have heard a lot about job creation, but that change means many fewer jobs. Every time we create taxes, we destroy jobs.
The Office for Budget Responsibility forecasts that the UK tax burden will grow to 34.6% of GDP by 2024, which is the highest tax burden for this country in more than half a century. We think of ourselves as a seafaring, deal-doing, trading nation, but how can we compete when the trend of tax burden is going the wrong way? That is how we will stifle job creation. We must look at a comprehensive reform of our economy, not the usual tinkering under the hood, and we can do some of that through regulatory reform. That is not aiming for deregulation—instead, the Government should ensure that the UK’s regulatory structure is simple, clear, and appropriate. That is the genesis of this entire debate: our tax system is not simple, not clear, and not straightforward.
If we radically simplify the tax system we will spur more activity, so it is a virtuous circle of benefit to the whole of our society. Imagine if all the money spent on corporate or personal tax avoidance—tax avoidance is perfectly legal, I say to the Minister—could be invested in productive activity instead. Imagine all those thousands of accountants going off and taking up machine tools—I know it is unlikely, but at least it is a thought. That would also be fairer, as it would no longer mean that the richer someone is, or the bigger their company, the more they are capable of exploiting complicated tax loopholes.
We know it is simplistic to base our economy on Singapore or Hong Kong—we are a larger country with more complex needs—but on tax policy, the example they have set is applicable. Let us consider per capita GDP of the UK, Singapore and Hong Kong. They were all more or less at a parity in 1989, about five years after I came to this House, with each at around $25,000 a year. All three countries have improved their GDP per capita, but the scale of the difference is notable. By 2016, six years into a Conservative Government, the UK, with its complex tax code, had a per capita GDP of $37,000. Low tax, simple tax Hong Kong was at more than $48,000, and Singapore at $65,000 to our $37,000. We neglect at our peril that opportunity for a huge growth in numbers of jobs, for our per capita GDP and for income for the Treasury. My simple point to the Minister is this: when he sums up, will he say something about tax simplification and tax reduction?
We are facing an employment crisis unlike anything we have seen in a decade. The impact of coronavirus will undoubtedly weaken much of our infrastructure, leaving many workers unemployed, and businesses on the brink of collapse. Unfortunately, when lockdown ends, the Government seem intent on a return to normality and business as usual, stuck in the past when they should be learning lessons and looking to the future. The Government’s slow reaction cost us as we entered this pandemic, and they cannot repeat that mistake as we emerge from lockdown.
In contrast, my hon. Friend the Member for Oxford East (Anneliese Dodds) has proposed a back-to-work Budget that places jobs at the heart of the economic recovery. That does not mean a sticking plaster solution, however, or jobs with little or no protection for workers. The damage to our economy caused by this awful virus has been severe, but the economic structuring of society was already broken—skewed in favour of the wealthy rather than workers.
Over the last decade of Tory austerity, the Government have launched attack after attack on the rights and protections afforded to working people. Through the promotion of zero-hours contracts, ambiguity in employment status, low pay and lack of protection in the workplace, the Government have encouraged irresponsible employers and abandoned the country’s workers. Before lockdown, 9 million people living below the poverty line—3 million of them children—were in households with at least one person in work. The Government boast of record levels of employment, but they should be ashamed of the amount of in-work poverty. This economic model needs to end.
If this pandemic has shown us anything, it is that the people on whom society relies the most are those least rewarded in pay and respect. Whether it is the poorly paid nurse, the carer on a zero-hours contract or the retail and hospitality staff working shifts so long that they would not be out of place in Victorian society, the people of Britain deserve better. This pandemic has been devastating, but it provides us with an opportunity to shape the economy and society in a way that prioritises the environment and protects workers. That means better pay, shorter and more consistent working hours and job security. Workers need to be able to look ahead into the week knowing that they have work, that their wages will provide a decent standard of living and that their working hours will leave them the time and energy to live their life. The better the conditions and protection for workers, the better their quality of life and the greater their health, wellbeing and sense of worth—it really is that simple.
The pandemic has also exposed the lack of protections for staff in the workplace and how fragile health and safety standards are. The Government must begin to see employment law as a red line, rather than being advisory, and they must properly fund the Health and Safety Executive, so that safety in the workplace is properly enforced. When the Government finally begin to plan for our post-coronavirus society, they must accept that the status quo has not worked, and any attempt to return to business as usual will fail the public. The 33 million workers of Britain deserve more. When society needed them most during this pandemic, they delivered. It is time for the Government to do the same for them.

May I first welcome the constructive tone that the right hon. Gentleman has struck? His offer to come to the Treasury might contravene some of the recent social distancing requirements, but I appreciate the spirit in which it was made. He is right that we need to move at pace and to work together. That is why my right hon. Friend the Chancellor was involved in further meetings this morning, as he will be later today, as we work through how to take this forward.
The Chancellor was drawing attention to the complexity of the target population. I think that a number of Members would have concerns, not least as we look to the future, if we were subsidising some very wealthy self-employed people. I take the point that they are not the ones getting in touch with the right hon. Gentleman, but it is important that our approach is mindful of the target population.
The right hon. Gentleman raised the issue of reassurance, which is a legitimate concern, and one shared across the House. I draw the attention of his constituents, and those of colleagues across the House, to the Chancellor’s comments this morning. We are working at pace on this and we recognise the issue being raised. I hope that provides reassurance, certainly in terms of an announcement, although the operation of any solution may take further time, as the Chancellor set out.
Considerable work is being done, but the population is complex. We are looking at the burdens of different delivery mechanisms, whether on the Department for Work and Pensions or local authorities, which have their own staffing pressures because of the number who are ill. That is why we are exercising flexibility in lots of other areas in order to reprioritise resources, but it is important that the scheme is deliverable and mindful of the other challenges we are dealing with.
May I make a point from a public accounts point of view by urging the Chief Secretary to the Treasury to consider a system that is humane, rapid and, above all, simple? The Treasury and the Department for Work and Pensions have traditionally been obsessed with complexity, targeting and clawback, but what we need is a simple system. About 40 years ago I suggested having a universal basic income to Mrs Thatcher, and I got an earful for my pains. But we need something like that, which could be rolled out very simply and claimed by taxi drivers, cleaners and those sorts of people, because rich people would not bother with it. So just get on with it, make it simple and do it now.
My right hon. Friend wants us to get on with it. I refer him to the meetings and the considerable work being done to allow us to get on with it. As a former Chair of the Public Accounts Committee, he well knows that many policy ideas start with the simple but then the devil is in the detail of delivery. I recall many an interview that he has given to draw attention to simple schemes that were then less simple in their delivery. It is worth bearing in mind that a small number of self-employed people—a very small proportion—might be doing quite well in the current climate, while many others are suffering, but that is not what we are focusing on now. The question that we are seeking to address is how we target our measures at those who are most deserving, which is what the attention of the House is focused on, and we need to ensure that the scheme that is brought forward does likewise.

Commons ChamberI suppose we will have a longer debate at some stage about the outcome of the last general election. I will be straight with the hon. Gentleman: I think the overriding issue was Brexit and that the overriding message was the one the Conservative party put out of “Get Brexit Done”. I ascribe the victory of the Conservative party to that. I cannot be straighter with him than that.
In the last three months in this Chamber, we have had debates on the spending review and the last Queen’s Speech in which hon. Members have highlighted report after report from independent agencies exposing the impact of a decade of austerity. I want to seize on one group as an example—a group dear to all our hearts. If we are to lay any claim to being a compassionate or even a civilised society, surely the most effective test is how we care for our children, and on that count the Government fail appallingly. Surely no Government could ignore organisations such as the Children’s Society and the Child Poverty Action Group, which have reported that more than 4 million of our children are still living in poverty. That means that one child in three is living in poverty in our country in the 21st century. Some 125,000 of those children are homeless and living in temporary accommodation.
The effects on our children of living in poverty are well documented by the Children’s Society. Those children are more likely to be in poor health, to experience mental health problems, and to have a low sense of wellbeing. They underachieve at school, and experience stigma and bullying. The shocking statistic, though, is that 70% of children living in poverty are in households in which someone is in work. The Children’s Society describes that experience as being hit by a perfect storm of low wages, insecure jobs and benefit cuts. The result is remarkable: this Government have achieved the historic distinction of being the first modern Government to break the link between securing work and being lifted out of poverty.
The Chancellor boasted recently that wage rises were at record levels compared with those of the last 10 years. That is a bizarre boast. Wage rises are at a 10-year record high because his Government have kept wage growth so low for the last decade. Average real wages are still lower than they were before the financial crisis. [Interruption.] The Chancellor, from a sedentary position, has again used the slogan “Labour’s crisis”. Let me try to find a quotation for him. George Osborne said:
“did Gordon Brown cause the sub-prime crisis in America? No.”
He went on to say that “broadly speaking”, the Labour Government
“did what was necessary in a very difficult situation.”
The Chancellor, again from a sedentary position, refers to the deficit. Let me quote again. In 2007, George Osborne said:
“Today, I can confirm for the first time that a Conservative Government will adopt these spending totals.”
He was referring to the spending totals of a Labour Government, by implication. Let me caution the Chancellor, because we might want to examine his role at Deutsche Bank, where he was selling collateralised debt obligations, described by others as the weapon of mass destruction that caused the crisis.
As I was saying, average real wages are still lower than they were before the financial crisis. The Resolution Foundation has described the last decade as the worst for wage growth since Napoleonic times. The recent increase in the minimum wage. announced with such a fanfare by the Government, reneges on their minimal commitment that it would be £9 an hour by this year. It certainly is not. The UK is the only major developed country in which wages fell at the same time as the economy grew after the financial crisis.
The Government seem to believe that the answer to low pay is raising national insurance and tax thresholds. When tax thresholds are raised, the highest gainers are largely the highest earners, and raising them and national insurance contributions is the least effective way of tackling poverty. According to the IFS, only 3% of the gains from raising the national insurance threshold would go to the poorest 20% in our society. A £3 billion cut in the national insurance contributions of employees and self-employed people—which, at one stage, was promised by the Prime Minister—would raise the incomes of that group by 0.1%, which pales into insignificance in comparison with the losses endured from benefit and tax credit cuts since 2010. It is also worth bearing it in mind that, while the heaviest burden of austerity has been forced on the poorest in our society, this Government have given away £70 billion of tax cuts to the corporations and the rich.
We have also heard Ministers refer to the so-called jobs miracle. Of course we all welcome increased employment, but when we look behind the global figures we find nearly 4 million people in insecure work with no guaranteed hours and 900,000 people on zero-hours contracts. Britain has one of the highest levels of income inequality in the developed world. A FTSE 100 chief executive will be paid more in three days than the average worker’s annual wage. Surely no Member of this House can think that that is right, can they? The gender pay gap is 17.3% and there is now an inter-generational pay gap of over 20%. There is an 8% pay gap for black workers, and if you are disabled the pay gap is 15%. There is nothing in the Queen’s Speech that will address any of this. There is nothing that will address the grotesque levels of inequality in our society and at work, certainly on the scale that is needed.
And 30% of all tax receipts come from the top 1% of earners.
That is just income tax. It is interesting that the lowest earners pay 40% of their income in tax while the highest earners pay 34%. We know who is paying more in comparison with what they earn.
There is nothing in this Queen’s Speech that will address the grotesque levels of inequality. Actually, the reverse is true because the Government are now launching another assault on trade union rights and, in particular, the human right of the ability to withdraw one’s labour. The Chancellor has also rejected future dynamic alignment with EU employment rights and standards, and there is a real fear—let us express it now—that this prefaces the fulfilment of ambitions of Conservative Members to undermine workers’ rights and conditions. Maybe that is what some of their campaigning for Brexit was all about. Wage levels are low, in part because this Government have produced a productivity crisis. Over the past decade, productivity grew at its slowest level in 60 years. A German or French worker produces in four days what a British worker produces in five, not because the UK worker is any less industrious; far from it. It is because investment in the UK has been broadly weaker than in the rest of the G7 countries, especially since 2016, and investment is currently stagnating.
This has been exacerbated by the lack of investment not just in capital but in human capital—in training and skills. In his interview at the weekend in the Financial Times, the Chancellor highlighted the role of further education colleges, and I agree with him. He talked about the role they could play in raising productivity by promoting lifelong learning and skills training. As someone who benefited from further education while I was on the shop floor, I fully agree, but the reality is that this Government have brought FE to its knees, with the IFS suggesting that at least £1.16 billion is needed just to reverse the cuts that the Government have imposed on further education. We have seen a decade of a Government denying opportunities to the very people whose skills have been desperately needed, not just to fire up our economy but also to lift their families of poverty.
Alongside skills, a vibrant economy needs to invest in the future if we are to compete in the fourth industrial revolution, but on investment in research and development, the UK is now 11th in the EU. We await the Government’s detailed proposals on investment in R and D, and if they are of a scale we will support them, but it will take a lot to make up for the lost decade in this field. A lack of investment in infrastructure and R&D has resulted in productivity going backwards in many regions of the UK. The 2017 Kerslake report identified a £40 billion productivity gap in the three northern regions compared with the south, which has produced some of the worst regional inequality in all of Europe.
I assure the hon. Member for Leeds West (Rachel Reeves) that no Government Member wants to degrade the rights or the dignity of working people—quite the opposite. We are not interested in turning us into some bargain-basement economy by lowering standards.
This Parliament seems to have a much calmer atmosphere. We seem to have passed through a hurricane, and we now have a solid majority. However, some would claim that we are simply in the eye of the storm and that another hurricane will hit us over a so-called hard Brexit and a failure to achieve a free trade deal. I doubt whether the free trade deal will be so difficult to achieve. After all, we start with exactly the same rules, regulations, tariffs and everything. If there is good will on both sides, as there certainly is on ours, I see no difficulty in achieving the free trade deal.
Much has been made of what the Food and Drink Federation said this week, but I see no difficulty there. Are we going to downgrade the Lincolnshire sausage compared with the Bavarian sausage? Are we going to produce low-grade orange juice? Of course not—we will keep our standards. I look at the Chancellor when I say this: there is use in the Government making it absolutely clear, when it comes to environmental standards, working rights and ensuring that we have good-quality products, that we are absolutely top-notch in the world and that we will not downgrade any of our standards. What would be absolutely intolerable is to sign up to a deal that says that for ever more, we have to follow rules made by another jurisdiction. That would be absurd, which is why I am opposed to remaining permanently in some kind of single market or customs union. I know that the Chancellor will be absolutely robust in resisting that, but the free trade deal can and will be achieved, because we are a party of free trade. We are open to the world—that is what we believe in. I am not a believer in a hard Brexit or a soft Brexit; I believe in a Brexit that is good for business—a business Brexit—and I am sure that the Chancellor does, too.
How will we increase our competitiveness in Europe and the world as Brexit takes place, if we are to maintain these excellent standards? I suggest, by way of a Budget submission to the Chancellor, who is sitting on the Front Bench, that we could learn lessons from the past. I think I have now sat through over 40 Budgets in this Chamber, and most have been frankly unimpressive. They have looked to the next day’s headlines in spending a bit more money here and there. The one Budget that really impressed me was Nigel Lawson’s Budget in 1988, because he had a vision. It was a vision of a lower-tax economy from a Chancellor who was determined to strip away the mass of allowances and ensure that we no longer had the longest tax code in the world after India. I remember when the Chancellor arrived as a fresh-faced young Back Bencher in 2010, a man who had been a success in the City of London, and I saw him as a Thatcherite. I want him to remember those early days and at the next Budget to take a leaf out of Nigel Lawson’s Budget.
Nigel Lawson said, “If you reward enterprise, you get more of it”. We are a Conservative Government with a solid majority. Have we got the courage of our convictions? Nigel Lawson reduced the top rate of income tax from 60% to 40%. Throughout the period of the Labour Government, they kept that top rate at 40%, except in the dying days when Gordon Brown increased it to 45%, and it is still at 45%. There is no economic justification for it, nor was there for George Osborne’s attack on young entrepreneurs through national insurance. Has the Chancellor got the courage in this Budget to do what Nigel Lawson did, to be a visionary and to start simplifying our tax system and rewarding enterprise? I would be very happy to give way to him, if he wants to make that clear. As I said to the shadow Chancellor, given that 30% of all income tax receipts come from the top 1% of income tax payers, I accept that it will be impossible, probably, to ever achieve the dream of a truly flat-rate tax system, but we can simplify it and gradually flatten taxes. Businesses are employing thousands of accountants to help them avoid taxation. Why can we not simplify our taxation system? I hope we can make progress on that.
I hope we can be a radical Government in other respects. I hope we do not feel we have to ape the Opposition in promising more and more public money. Of course, we have to spend more on the NHS—we have an ageing population with more and more treatments coming on stream—but we have to be a radical Government in trying to deliver outcomes. What is important is not what we spend on the NHS or social care, but the outcome, so we must not be afraid of promoting within the NHS private sector solutions that deliver more efficiency. What do the public care about? They care about their operation and treatment being on time. How that is delivered is not really a priority for them. I feel in his heart of hearts that the Chancellor agrees and is committed to achieving free-enterprise solutions.
I remember that the Liberal party in its heyday was a party of free trade and liberalism, so I hope this intervention will be part of that.
Will the right hon. Gentleman not accept that the many vulnerable people who need help who come to my surgery, and whom I see on a daily basis, need good public services?
Of course they need good public services, and we are a party of good public services, but we do not believe that the only way of improving public services is by increasing spending in real terms year in, year out. The best way to downgrade productivity and efficiency in the public services is by rapidly increasing spending without tight cost controls on outcomes. I am sure I can rely on the Treasury in that regard.
Where the Opposition have a point, and where we do have an argument, is that some of the big companies, particularly the American digital companies and tech giants, are not paying their fair share of tax. There is also an increasing feeling in this country—this is the one nation point—that the employment rights of some of the people at the bottom of the heap are being downgraded. The Conservative party has an historic opportunity to build on its alliance with working people to improve standards, workers’ rights and the ability of those big companies to pay taxes, and we can do that while also being an enterprise Government and rewarding hard work. By doing that, we can achieve a great deal.
The last part of the jigsaw—this alliance with working people—is the question: why do they vote Conservative? Why did they vote for Brexit? It is because they are fed up with cheap labour being imported into this country and fed up with their rights and employment opportunities being downgraded. If the Chancellor is now looking to the world in terms of immigration, let him ensure that we will no longer downgrade the rights of workers in this country by importing cheap labour. Let us have good-quality labour—people who have something real to contribute.
I believe that there is a real, historic opportunity for the Conservative party to build on this alliance with the working people in the north of England who have felt forgotten for so long. That opportunity is here, and I am confident that this Chancellor will deliver it.

I congratulate my hon. Friend the Member for Cynon Valley (Beth Winter) and the hon. Member for Arundel and South Downs (Andrew Griffith) on giving their maiden speeches. They come from two different traditions and two very different constituencies, but Cynon Valley and Arundel and South Downs both have strong voices in this House.
Labour was accused by the Chancellor earlier of being out of touch, so I hope he forgives my saying that I represented workers in the world of work for 35 years. What I learned from that is that key to the success of any company or country is its workforce and how they are treated. I used to argue that there are two simple truths: that the difference between the average and the world-class lies in the extent to which we untap the endless potential and creativity of employees, and that how workers are treated is key to the quality of the service they provide or the product they produce. I worked with many world-class companies in world-class sectors, such as Jaguar Land Rover, Airbus, Siemens, British Aerospace, Rosyth and Devonport dockyards—all good employers that are rightly praised by their workforces.
However, there is another world of work on which we must also focus in this debate: the growing gig economy and the growth of work insecurity. Some 3.7 million people now work in insecure jobs, and 8 million work in relative poverty. Even in companies that purport to be good employers, the sad reality is different, and I want to focus on Amazon, which employs 27,000 people here in Britain. I have worked with the GMB both to stand up for the workforce and to challenge some pretty shameful practices.
I remember one particular woman—a team leader—who was asked to attend a disciplinary hearing. She was 38 weeks pregnant. The charges were for gross misconduct, and her crime that caused downtime during work was pregnancy. She was made to attend a five-hour disciplinary hearing and was not offered food or drink. She got off as a consequence of representation by a GMB official, but when she sought to appeal against the final written warning, Amazon set up the appeal on her due date. She was distraught at how the company had treated her. I also met a young man at the gates of the giant depot at Rugeley who had been sacked at 6 o’clock in the morning, and he had his child with him because of the difficulties of managing life and shift patterns. He wept, as did his child in the back of his car.
One can look at the evidence given to the Business, Energy and Industrial Strategy Committee—I praise the work done by my hon. Friend the Member for Leeds West (Rachel Reeves) in rightly focusing on this situation—about the targets being set for Amazon workers. One worker said:
“In Amazon, there is—I am not sure if this is the correct expression—a rat race. There is always a fight for the target. You need to hit the target, and if you do not,”
they come after you. Drivers complained that they sometimes have to do 200 drops in one day. A worker at Rugeley was asked, “What’s it like to work for Amazon?” and they responded, “Prison camp.” Another worker at Rugeley was asked, “In your own words, is Amazon a safe place to work?” and the answer was, “No. Productivity is put first. It could be much safer.” A worker at the Dunstable depot was asked, “What’s it like to work for Amazon?” and the response was, “They act in a cynical way. If someone raises a complaint, they—the management—will start to do things until that person feels undervalued and leaves Amazon.” People are being pushed out by the company.
A worker at Peterborough was asked, “Are there enough facilities for everyone, such as washrooms, toilets, drinking water, canteens, etc.?” and the answer was “No! Given the size of the building and the number of people working there, there are not enough toilets or handwashing facilities.” A worker at Tilbury was asked, “In your own words, describe what it is like to work for Amazon” and they said, “To work for Amazon in my opinion is slavery in a modern world.” Finally, a worker at Gourock was asked the same question and the answer was, “This is the most stressful environment in over 40 years of working” that they had experienced and endured.
For what it is worth, I agree with everything the hon. Gentleman says. Amazon is taking us for fools based on what it is doing to our high streets and on how little tax it pays. We need to find a creative solution—I am looking at the Treasury Bench—to ensure that these American digital giants are paying their fair due and treating their workers properly.
I totally agree with the right hon. Gentleman, and I am going to go on to that topic next. To add insult to injury, not only is there the treatment of workers employed by Amazon, but there is, to be frank, tax dodging. The Guardian reported in September 2019 that Amazon UK Services, one of Amazon’s key British divisions, paid £14 million in tax despite making £2.3 billion in sales and £75.4 million in pre-tax profits. In March 2018, the Daily Mail reported that Amazon paid only £20 million across its eight British-based companies— £4.5 million in corporation tax—despite registering £2.9 billion in UK sales. The issue was also focused upon by the Public Accounts Committee, which found:
“Amazon has a reported turnover of £207 million for 2011 for its UK company (Amazon.co.uk), on which it has shown a tax expense of only £1.8 million, however it shows a European-wide turnover of €9.1 billion for its Luxembourg based company (Amazon EU Sarl) and a tax of €8.2 million.”
I could go on, but the figures are stark and tell the story to which the right hon. Gentleman referred. It is completely unacceptable. Amazon is owned by Jeff Bezos, one of the wealthiest men in the world, and shame on him that he presides over a company that treats workers in such a way on the one hand and dodges paying the tax on the other.
What should be done about this situation? I applaud the tremendous work done by the GMB in standing up for the workers of Amazon, and there is now a global network, because the problem exists not just in Britain, but in Amazon’s companies worldwide. The Government talk about the dignity of labour and respect. The Government talk about wanting to be the champions of working people. What are the Government going to do or say about how Amazon conducts itself? There is a set of commercial relationships between various arms of Government and Amazon, so where do the Government stand? Why not call upon Amazon to do what I proposed when I went into the giant Rugeley depot? I was told, “We are very interested in that idea,” but nothing was done about it. There have been 600 ambulance calls to that and other depots. Why not agree to the proposal that there should be an independent investigation conducted jointly by the HSE and the GMB into the health and safety practices? The Government have power, including the power of advocacy, but will the Government speak out?
In conclusion, I have certainly dealt with some bad employers throughout my life, but I have also dealt with many good employers, and I celebrate how they treat their employees. This country is seeing the growth of insecure employment, under which millions of people endure a difficult life, so the Government should not only bring forward the Taylor proposals, which do not actually go far enough, but speak out. When it comes to the response to today’s debate and to what the Government have to say to Amazon, I am not holding my breath, but I hope the Government say, “Amazon, you need to up your game in terms of your working practices and agree to sit down with the GMB and sort the undoubted and deep-seated problems within the company.”

Lady, and I hope she will find this helpful, is that for the Home Office my starting point was to roll over all funding in real terms that it had received this year, so that was the baseline, which had not been done before. I added to that the extra costs that would be required, with the major cost being for the extra officers. So the real-terms increase in the Home Office budget is £800 million. That is an increase in the real-terms growth rate of 6.3%, the biggest real-terms increase in the Home Office budget in 15 years.
As we saw on the Public Accounts Committee during the Labour years, if there are rapid increases in public spending, particularly on health, they are invariably accompanied by increasing levels of unproductivity, so how is the Chancellor going to maintain his laser-like focus on economy and efficiency and ensure that a greater proportion of our spending is not sucked into administration, away from the frontline? In other words, tax and spend on its own does not work.
My right hon. Friend makes an important point. He talked about it in the context of health, but we could apply it to the spending of many other Departments. He is absolutely right that as we allocate this new spending, especially if it is multi-year funding amounting to billions of pounds, it is imperative that we make sure every penny is spent wisely. That work is done jointly with the Department, but also in a unit in the Treasury. We will have a laser-like focus on efficiency, and if we need to take action we will not hesitate.

Commons ChamberThe hon. Lady raises two points. I was not familiar with the Debt Hacker app, but I will seek it out because it sounds like a very worthwhile initiative. I respectfully say to her that in the fourth quarter of 2018 debt as a percentage of household income was 139%, whereas 10 years previously it was 160%. I recognise that households are experiencing strain, but it is not quite as dire as she makes out.
Loan sharks are the unacceptable face of capitalism, but this is a complex area and the Government should proceed with caution. Confidence in the market, and in capitalism more generally, depends crucially on the payment of debt. I very much hope that the Government will consult widely with the industry, particularly with credit card companies, and consider piloting, because there are unintended consequences of Governments, in their dying days, trying to virtue-signal and regulate more but actually doing more damage than good. Therefore, please may we have piloting and widespread consultation?
I am grateful to my right hon. Friend for his observations. This is not virtue-signalling; it is delivering on a manifesto commitment with the sectors involved, carefully and methodically. We rightly have a robust regulator with powers to deal with exploitative credit providers. As I indicated earlier, we are not complacent. I observe his concerns about ensuring that we implement this appropriately and with the wide assent of the industry.

Commons ChamberI remember all the dire predictions of economic meltdown if the people voted to leave. What has happened to all those predictions? What does my right hon. Friend think would happen if we were to leave with no deal on Friday? Or perhaps I should ask the jobbing Prime Minister, my right hon. Friend the Member for West Dorset (Sir Oliver Letwin), because he appears to be in charge at the moment. Anyway, I am interested in the Minister’s opinion about all the dire predictions of gloom if we leave with no deal.
The UK economy is projected to grow under all circumstances. Our future is in the hands of individuals and businesses in this country. It is those people who determine whether we will be successful or whether we will fail. I have a huge amount of respect for the entrepreneurs in this country who are setting up new businesses, growing and investing. We have a very bright future ahead of us.
The reality is that the threat to British prosperity is not our precise relationship with the European Union, but the ideas of some in this Chamber who want to limit people’s opportunities, see public spending balloon and start increasing our national debt again by £1,000 billion. And what would happen then? Taxes would go up; people would be able to keep less of their own money; businesses would not have the funds they needed to invest in the future; and our economy would decline rather than grow. That is the real threat to British prosperity. Fundamentally, we have been successful and moved on from the post-crash era because we have backed the British people and British businesses to succeed. We have not gone out there and said that business is the enemy—something that should be fought against. We have said that business is a friend of success and aspiration, and we need to back it.
This year represents a big opportunity for Britain. First, 2019 is the year when we are leaving the European Union, but it is also the year of the spending review. As the Chancellor announced in the spring statement, we will be launching the spending review just before the summer and completing it in the autumn. That spending review will set the budgets for the next three years. For the first time since the financial crash we have choices, because there is now headroom in our budget. That headroom is thanks to the fact that there are more people in work than ever before, and they are contributing in taxes.
We now have choices we can make. First, we have the ability to cut taxes, which we will already be doing this April. People will see more money coming into their bank accounts from this April onwards thanks to the fact that this Government have decided to reduce taxes for those on the basic rate and for those on the higher rate. We are also able to invest in public services. Because we have taken these difficult decisions, we have allowed the economy to grow. We have an opportunity to modernise government to make it sleeker and better value for the people it serves.
I rise to support the Chief Secretary to the Treasury, who is rather a heroine and is leading a one-woman campaign to try to keep public spending down. It is all very well to call for more public spending—I use the NHS exclusively and value the work of those who care for me and my family—but only patients would suffer were we dramatically to increase health spending in line with Labour party policy. There would be a dramatic decline in productivity and no obvious increase in good healthcare.
The shadow Chief Secretary to the Treasury spoke for nearly 20 minutes, but it was interesting that there was little about the Labour party’s plans. Although this Parliament is staring at the detail of the various Brexit solutions, all the various outcomes pale into insignificance compared with the threat posed to this country by a Government led by the Leader of the Opposition. Conservative Members of Parliament need to point the finger again and again at what will happen if this Government go and the Labour party takes over under its present management. One cannot meet a Labour MP who does not say in private that they are scared stiff by a Government led by the Leader of the Opposition.
What would happen if the present Leader of the Opposition took over? I predict that there would a few months of dramatic spending increases and everybody would be happy. In the end, however, the country and the economy would be crashed. Let us remember that the present Leader of the Opposition execrated the Governments led by Tony Blair and Gordon Brown, saying that they were right-wing stooges of capitalism, and he is the man who now wants to lead us on what would be the road to ruin. He would open the gates and unleash mass immigration. In the end, we would not have a better health service, better education or better investment; we would have only economic chaos and mismanagement.
Conservative Members must look laser-like at the alternatives, but we also have to put our own house in order. My advice to my hon. Friends is, frankly, to get on with Brexit and to vote for the Prime Minister’s deal. The economic clouds would lift; the pound would shoot up; and investment would increase. The Government could then carry on to the next general election, when we could really put the spotlight where it needs to be: on the disaster that would befall this country if the shadow Chief Secretary gets anywhere near power.

When our party first came to office after the great crash, after the years of borrow and spend, our country was close to the abyss. We inherited then the greatest deficit in our peacetime history, a deficit of a magnitude that posed a real and present danger to every one of us, to every man, woman and child in our country and, indeed, to generations yet to come.
This was a deficit greater even than that created by another profligate Labour Government decades before that party reduced our country to scampering cap in hand to the International Monetary Fund for a bail-out, because they had brought us to the point of bankruptcy. It is the Conservative party that has once again—just as we did then—brought our country back from the brink and into better times.
I will make a little progress.
What does this history teach us? Is it that that Marxism provides the answers, as the Labour leadership would have us believe; that fomenting the overthrow of capitalism, as the shadow Chancellor put it, can lead to prosperity; or that high taxation, nationalisation, the blatant sequestration of private capital and borrowing on a scale hitherto unimagined might provide us with the answers or some easy way out? No, the lesson is rather more prosaic but, none the less, noble: that living within our means matters; that those who work hard for their money should get to keep more of it; that the taxman should be held back from the pay packets of those who create and strive; that those parts of our country that have, for too long, felt neglected and left behind should once again be included and heard; and that economies, our communities and our very liberty thrive if we are freed from the burdens of the excessive state interference advocated by the Labour party.
My hon. Friend is entirely right; there is no doubt that if you keep on putting up taxes, as Labour says it will do and would be forced to do if, heaven forbid, it was ever to form a future Government, because its numbers do not add up, you end up killing the goose that lays the golden egg.
My right hon. Friend is an excellent Minister, knocking on the door of the Cabinet, so I am sure he will agree with everything—[Interruption.] I know he is one of us, too. Is he slightly concerned that we are increasing spending by £30 billion a year up to 2023 and that we are taking out of the state the same proportion as Gordon Brown took out? As a fellow traveller in the Conservative cause, can he convince me that he is committed, as I am and those on our Benches are, to reducing government debt?
I can assure my hon. Friend that we are indeed reducing government debt. The Office for Budget Responsibility has forecast that in each year of the coming period we will be reducing debt as a percentage of GDP. We have of course met our two intermediate targets a full three years early. We are fiscally responsible, which is why we are in a position to be able to support our public services in the very significant way that we are doing.

The hon. Gentleman is getting ahead of himself. The reason why he is a lucky boy is that he is going to get two bites of the cherry. What he should now say is—mouth it after me—“Question 19”.
No, no. I realise the hon. Gentleman has only been here for, I think, 35 years, but what he has to say is, “Question 19”.
My hon. and gallant Friend always gets there in the end and in my experience he is very good when he does. I can tell him that we do a great deal to support small businesses. We announced our one third reduction in the small business rate. Our tax rate for small business is declining. It is now 19% and it will fall to 17% in the next couple of years.
Can the Minister assure me that by the end of this Parliament small businesses in Gainsborough will be paying less tax than they are now?
I can assure my hon. and gallant Friend that the smaller retailers in his constituency will be paying about a third less in rates. He will see a further diminution of the general corporation tax rate. It was 28% in 2010 and it is now coming down to 17%. Of course, they will also benefit from other measures, such as the freezing of fuel duty, which will help many small businesses.
My principal responsibility is to ensure economic stability and the continued prosperity of the British people, and I will do so by building on the plans set out in last week’s Budget. This is a Budget that supports our vital public services, such as the NHS, invests in Britain’s future, keeps taxes low and continues to reduce the nation’s debt. It is a Budget that shows that the hard work of the British people is paying off and that austerity is finally coming to an end. We have turned an important corner in this country and a bright, prosperous future is within our grasp.
As our economy is cyclical and sooner or later there will be another recession, will the Chancellor take this opportunity to deny the claim that by spending an extra £30 billion by 2023, we are going to be taking out of the economy exactly the same proportion as Gordon Brown did at the end of his chancellorship? Will the Chancellor assure me that we remain as committed as ever to fixing the roof while the sun shines and that he has a firm plan to reduce the debt?
Yes, I have a very firm plan to reduce the debt. My hon. Friend will see from the Office for Budget Responsibility forecast published last week that the debt will fall from over 85% of GDP to below 75% by the end of the forecast period. But my right hon. Friend the Prime Minister and I have decided to take a balanced approach, where reducing the debt has to take place in tandem with keeping taxes low, supporting our public services and, probably most important of all, investing capital in Britain’s future.

I say that very gently to my hon. Friend the Member for Mansfield (Ben Bradley), as many of his constituents work in exactly the sorts of manufacturing industries that I am describing. No doubt, like a number of my constituents, some of them work at Toyota. When Members see how these wonderful manufacturing businesses work—whether it is ceramics, cars, automotives, potteries or glass—they will understand the importance of frictionless trade. What that means in the real world is that, at Toyota in Burnaston, parts arrive on lorries, which have come through the tunnel and straight up the motorway, and within three hours they are on the assembly line. It is an astonishing and an incredible achievement that this country should be proud of. It is part of Margaret Thatcher’s legacy—

It was Margaret Thatcher who, as a proud Conservative, championed free trade. I am a Tory. I believe in business. I believe in capitalism and in enterprise. I believe in our economy as it provides jobs and prosperity. It is indeed an engine of aspiration for so many of my constituents who want to see themselves going into apprenticeships at Rolls-Royce as much as they would like to go the finest universities.
I knew Margaret Thatcher; I worked for Margaret Thatcher. My right hon. Friend ain’t no Margaret Thatcher.
I do not pretend to be able to walk in Margaret Thatcher’s boots, but I have read her speeches about the advantages of the single market. She was a huge champion—probably the biggest champion—of the single market. It was Margaret Thatcher who went over to Japan and promised the Japanese that our country would always stay in the single market. On that basis, Japanese business invested billions of pounds in this country.
My hon. Friend attacks me in a wholly unnecessary and really rather foolish way, but I hope that he will speak freely and honestly in our debate and give his assessment of what is facing our country if we do not get Brexit right. It is all well and good for Members to have their ideologically-driven, hard Brexit ideas when they are not able to face up to the reality of what they mean for people in my constituency and the rest of our country.

Commons ChamberI wish to raise two matters in my short speech. The first is young criminal barristers and their existence, and the second is the advice being given to security personnel at the moment.
Let me start with the matter of young criminal Bar barristers. I have become increasingly concerned about the precarious way in which young criminal Bar barristers must exist, and in particular about the very small amount of pay and allowances they receive. Gone are the days when most criminal law barristers came from moneyed backgrounds and could exist on peanuts because they were extremely well supported by their generous families—lucky them.
Forty years ago, I was an impecunious young criminal barrister. Typically, I was sent off to magistrates courts and Crown courts all over outer London and less salubrious parts of London, and I was paid £4 a day, four years in arrears. Life was tough then too. I did not come from a wealthy family. My father was a civil servant, and I had to live at home with my poor parents until I was 32. It has always been very tough for those starting at the criminal Bar.
I thank my great friend—my honourable and probably learned Friend too.
He is not learned. I accept that point, but anyway, I am thinking of the young entering the profession now.
I stand corrected. It is hard to keep going.
My constituent studied law at Liverpool University and then applied for the Bar exams. Fully supported by her parents, she reluctantly came to London because there were more pupillages here. In 2008 she took the Bar exams, which cost her £15,000 of debt, not including accommodation. I gather that only about a third of people who pass the Bar exam now manage to get pupillages, and it took her three years to get hers.
During that time, my constituent worked for various agencies and did paralegal jobs to get relevant experience to help with her application. For some of that time she was on the minimum wage, but she eventually managed to get a criminal paralegal role in north London that paid about £14,000 a year. She did that to gain experience and advance her chances of getting a pupillage. However, the experience that really managed to get her a pupillage was doing voluntary legal work abroad. She was able to get a scholarship to cover her flights from the Inns of Court—well done them—and she managed to get someone to help her pay the rent on her flat in London while she was abroad. That allowed her to exist on that money while she was out of the country, because she was in free accommodation.
The young lawyer finally started her pupillage in October 2011. Although she had been warned that she would receive very little money, she was ignorant of just how little it would be. She told me that, during her first year, she received £16,285.38, but her travel expenses of well over £5,000 were not covered, so in effect she had to exist in London on about £10,000. In that year she could take only five days of holiday, she could not be sick, and she worked late nights and weekends constantly. For a young person, she had little social life. She travelled all over the country to various courts, and on most days she had to represent two clients, often in different courts, working through her lunch break and preparing for further clients late into the night.
My constituent told me that there were simply no breaks at all, but it was her vocation and the job she really wanted to do in life. However, she found that she could not live at that pace and, with so very little money, it was just not sustainable. She had to look at a different area of law, rather than criminal work. To start with she thought she could use that to subsidise what she really wanted to do, which was working at the criminal Bar. However, when she moved to a different area of law, her salary tripled almost instantly and she had more time for herself. As a result, she now practises in that area, and has largely left criminal law. She never thought she would make such a decision, but it was largely forced on her by circumstances. She wants to have a family life and bring up children, and she honestly felt that there was little chance of that happening for her at the criminal Bar. How sad is that?
My constituent came to me earlier this week because she feels that what has happened to her is wrong both for individuals and for the profession itself. People who try to be criminal law barristers normally have a massive calling. They know it may not pay half as much as other parts of their profession, but they feel that it is where they can do most good and what they should be doing. Being paid £10,000 for working all hours that God sends, and having to worry so much about money, is simply wrong for someone with responsibilities like hers. Despite the fact that my learned friend—my hon. Friend the Member for Gainsborough (Sir Edward Leigh)—existed on peanuts when he was a young barrister, if this continues we will simply not have enough criminal law barristers, and we will certainly not have ones of the quality that defending in the public arena deserves. Is it an exaggeration to suggest that the criminal justice system could collapse? It is certainly in crisis if my young constituent is typical.
My constituent asked colleagues to provide her with their financial experiences as they strove to get into the profession, and she gave me the examples of five of her friends. None made more than £20,000 in their first year, and they all had to spend a huge amount of that on travel. They also had considerable debts to repay. Young criminal law barristers often do not even receive the minimum wage. That is wrong for them and most definitely wrong for a profession that we need to be as good as possible. Justice will be best served when those who argue for it are also the best, and we need well-motivated, driven people who care that we get things right in our criminal courts. Someone needs to look closely at what is happening, so that we do something about it before it is too late.
The problem is that compared with their colleagues in other legal work, criminal barristers are massively underpaid, which is all down to cuts in legal aid. The Government have to address that issue: do they want a first-class justice system—what is more important that defending people’s freedom?—or do they not? In order to have a proper justice system we need a proper legal aid system, and that means taking difficult decisions in other areas of Government spending.
I think there will be a debate on these issues next Tuesday, and I might take part. I entirely agree with my honourable and very good Friend, and I thank him for raising that point.
My second topic is something that struck me as I passed by the television monitors this morning. If there is a terrorist incident in our wonderful building, we are told to “run, hide and tell”. I was slightly shocked by that, and I asked a policeman whether that is also the advice they are given. The police officer said, “Yes, but don’t worry, sir, that is the last thing we would do. We would not run, hide and tell.” If that is the way we are telling security personnel to conduct themselves, I am extremely concerned about what the implications might be if someone did not run, hide and tell, but instead ran towards the incident, put themselves in danger and was hurt. Does it mean that the Government might say, “Your advice and instructions were ‘run, hide and tell’ and you did exactly the reverse. Therefore we will not give you compensation”?
This issue concerns me a great deal. I do not believe for a moment that the people responsible for our security would do such a thing as “run, hide and tell”. I spoke with the Chair of the Defence Committee a few minutes ago, and he said that he wanted to comment on that point, so I will sit down.
I am glad that I am following my hon. Friend the Member for Beckenham (Bob Stewart). He spoke about pressure on one part of the public service sector and, in particular, about the cuts in legal aid. He made the very fair point that the criminal justice system relies crucially on talented young people wanting to enter it and receiving appropriate remuneration. I want to make a similar point about the whole public sector.
I shall argue that spending is overstressed in large parts of the public sector. I shall talk about defence for a short time, and then about transport and police funding in my own constituency. This will not—I hope—be just one of a series of speeches in which Members ask for more and more public spending, because I am also committed to lower public spending. I am going to take it on the chin and argue that we cannot devote an ever-increasing part of public sector spending to overseas aid, health and social security.
Let me start with defence. I am going to make some political points. They may not be points with which everyone will agree, but I feel that they need to be made. The fact is that the Ministry of Defence is underfunded. During the cold war, we were spending 5% of our national wealth on defence; even after the peace dividend, following the collapse of the Soviet Union, we were still spending 3%; and we continued to do so until the advent of the Labour Government in 1997. We are now hovering around 2%, and there is a general consensus that we must increase that percentage. That will, of course, involve difficult decisions.
We cannot increase spending on defence unless we are prepared not to spend as much as we would like in other areas, such as health. I understand that certain senior people in the Government may well question whether that is politically possible—whether we could argue the case before a general election. I would argue that not only is spending more on defence in an increasingly dangerous world the right thing to do, but it is a politically sensible and popular thing to do.
I thank the hon. Gentleman for being so courteous with his time. He is making some interesting points, but I ask him to reflect on this. Does he not agree that cutting the spending of the Department for International Development, which he has mentioned, would be counterproductive? Would it not increase the potential reason to spend more on defence? One of the ways in which we reduce our security concerns about other countries is investing in those countries. That is in our interest, as well as being altruistic.
The hon. Lady leapt to her feet too soon. I am not going to argue that DFID’s spending should be cut; I am going to argue that we should spend on DFID what we can afford to spend, and what we need to spend. We should not link the arbitrary aim to spend 0.7% of GNP on aid, which is now enshrined in law, with the very different aim in respect of defence spending.
I will come on to DFID, but as the hon. Gentleman wishes to intervene, I will of course give way.
Is there not another important point to be made about defence spending? It can be kept within the UK, and if there is an increase, money will come back to the Treasury in the form of workers’ income tax and national insurance because of the jobs that will have been created.
There is, of course, a serious argument to be made—and I accept what the hon. Gentleman has said—about the value of defence spending in terms of jobs, particularly in areas such as Lancashire.
As I was saying, some senior people in the Government might argue that, while increasing defence spending was probably the right thing to do because defence was underfunded, it might not be politically sustainable. I am reminded, sitting next to my right hon. Friend the Member for New Forest East (Dr Lewis), that in the early 1980s there seemed to be an unstoppable campaign in favour of unilateral nuclear disarmament. We worked very closely with Lord Heseltine, who was then Mr Michael Heseltine, in the Coalition for Peace through Security. He is a first-rate politician and made excellent arguments, calling it one-sided disarmament. That 1983 election hinged very substantially on defence, and the Conservative party won it. Political parties have to major on, and argue on, the areas in which they are strongest, and every public opinion poll suggests that the Conservatives are trusted most on defence, so this is one of our strong areas and it is not an area that we should feel that we are continually criticised because we are not doing enough.
I am also reminded by my right hon. Friend the Member for New Forest East that these arguments have raged back and forth for many years. In the early 1930s, the Conservative party lost a by-election in Fulham, and there was a peace candidate—a Labour candidate, I think—standing for the Opposition. George Lansbury was leader of the Labour party; he famously in the 1930s wanted to abolish the RAF entirely. There was an understandable, almost universal, desire for peace in the 1930s—part of the Oxford Union debates and many other factors, with people remembering the carnage of the first world war—and rearmament was not considered to be a popular policy, although clearly after 1933 when the Nazis came to power in Germany it was necessary; and I am thinking now of what is going on in Russia.
So it was necessary to rearm but that was perhaps unpopular, and Baldwin, who was a very successful Conservative Prime Minister, gave the “appalling frankness” speech in the late 1930s when he was criticised for not rearming early enough. We only started rearming in 1936 or thereabouts and almost left it too late; we only won the battle of Britain by a whisker. When Baldwin was criticised, he gave the “appalling frankness” speech. He said, “Look at what happened in that Fulham by-election. What would have happened to the Conservative party if we had advocated increased defence spending when it was so unpopular?”
I am not saying we are in as dangerous a position now as we were in the 1930s, but defence spending is an insurance policy. This is all about the value of deterrence, and we cannot know what the threats of the future will be. What we do know, however, is that Russia is increasingly proactive and is probably run by a criminal mafia regime. We know that there is an existential threat to the Baltic states, too, and one lesson of history from the 1930s, particularly from our pledge to Poland in the late 1930s, is that there is no point in giving pledges to defend a country in eastern Europe unless we have the means and will to carry them out.
I would argue in terms of our commitment to the Baltic states that, while admirable in every respect and while underpinned by the NATO alliance—treaties and article 5 and everything else—unless we are prepared now to commit real hardware to their defence, we could be in an extraordinarily dangerous situation in which Russia would believe she could intervene and undermine those states and could even intervene militarily, because by the time she achieved a successful military intervention it would be too late and our only recourse would be to nuclear weapons.
We clearly cannot rely entirely on nuclear weapons, therefore. There must be a whole range of deterrents at all levels. That is why at the moment the armed forces are struggling: the Royal Navy is struggling, and there are threats to various regiments. I will leave it there, but I earnestly implore the Government to take heed when even the former Defence Secretary, my right hon. Friend the Member for Sevenoaks (Sir Michael Fallon), who has just left his post and who was a very careful pair of hands who honestly defended the Government while he was Secretary of State, argues that we need to spend at least 2.5% of our national wealth on defence and we are simply not spending enough.
That is one area where we have to make difficult decisions. We have already talked about legal aid, and we are talking about the difficult decisions we have to make on defence, and now we have to take difficult decisions in our own constituencies. Earlier this week, Lincolnshire Members of Parliament held a meeting with the Policing Minister. Lincolnshire is one of the lowest funded police authorities in the country—it is in the bottom three or four—and for 35 years we have been having meetings with Policing Ministers and begging for more resources. I understand the pressure that the Minister is under. He tells us that, officially, austerity is now finished with regard to policing. All our constituents want more policing, but we have to provide the funds. We have already heard mention of the security threats in London, and it is difficult for a Policing Minister to transfer resources from the capital city to a rural county such as Lincolnshire, even though there is plenty of crime in Lincolnshire that I could talk about. I could even talk about my own personal experience of crime. It is a real issue. We clearly have to increase the resources for police funding.
In traditional Conservative counties, there are other things that people feel are underfunded. When they look at Scotland, at Northern Ireland and even at some of the big urban areas, they see fantastic internet connections, good roads and good police funding in their terms, and they wonder why the rural counties are so underfunded. My plea to those on the Treasury Bench is that they should not forget the rural counties and the real pressures that we face. Yes, there is crime, but also our roads in Lincolnshire are full of potholes. This is an important point, because people are driving at 50 or 60 mph in the middle of the road to avoid potholes, and 500 people are being killed or are injured in some form on our roads locally. These are really important issues, and the Government must address them. They must not forget the pressures that people face in rural counties.
The hon. Gentleman has mentioned the excellent public services that we have in Scotland. The reality is that if we want good, well-funded public services, we have to take some quite difficult decisions on tax. There is a member of his own party, who cannot be here today for reasons unknown, who regularly rails about the fact that higher earners in Scotland—that includes myself as a Member of Parliament—pay a little more tax, but as a result we get better services. Will the hon. Gentleman join me in saying that it would be sensible for his party to look into increasing tax for those who are much better off?
I will not join the hon. Gentleman in advocating ever-increasing levels of the tartan tax. I remain a strong Conservative, and I believe in the value of deregulation and a low-tax system. Earlier in my speech I made pleas for higher Government spending, both in Lincolnshire and on defence, so—to be fair to Treasury Ministers—how is all that going to be paid for? We cannot increase borrowing, and I would not argue that it is right to increase taxes.
There is another matter that I am really concerned about. I understand that the Government are now looking closely at a significant increase in real-terms spending on the NHS. I am of an age at which the NHS is terribly important to me and my family. I have no private health insurance. Indeed, earlier this week, I had a small procedure on my face under the NHS, which was beautifully carried out. I have no complaints against the staff, but I am very worried about this proposal, which Ministers are apparently considering, to dramatically increase the amount of money spent on the NHS in real terms.
I remember what happened during the period of the Labour Government. Of course such measures are popular in the short term, but the more we increase spending on the NHS in real terms, the lower the productivity becomes. I have spent quite a lot of time talking to consultants and doctors—I am at the age where I do that—and they all, to a man and a woman, bewail the level of bureaucracy and incompetence in the NHS. They are not arguing for more public funding in real terms, although it has to increase by a certain amount in real terms every year because we are an ageing population and we understand all the pressures. They all say that what drives them mad is the level of bureaucracy in the NHS, and it worries me that if we substantially increase NHS spending in real terms, we will simply add to that level of bureaucracy, even though Ministers assure us that that is not their aim.
I will give way to the hon. Lady. Nobody else has a solution, but perhaps she does.
The hon. Gentleman is being extremely generous. I do not have a solution, but I caution him to be careful what he wishes for, because that so-called bureaucracy includes data, IT and back-office functions. We heard from the Secretary of State for Health and Social Care only yesterday about what happens when an IT system does not have good scrutiny or governance. We must be careful what we wish for.
It is a question of quality. Is it really necessary to have 30,000 people employed by the NHS, who have never been doctors or nurses and who have never met a single patient, earning over £100,000 a year? We of course need a level of good-quality management, but we must trust the people on the frontline. Whenever we talk to doctors and nurses they say, “Trust us. We are professionals.” They are the people that members of the public want to see. They are the ones with the vocation and the professionalism to look after us.
The hon. Lady makes a fair point and, like all arguments, we could take it to extremes, but in my view there are two models for the NHS. There is the traditional model that I grew up with in the 1950s and 1960s, and there is a newer model with evermore systems, targets, internal markets and the rest. My personal view—this may surprise the hon. Lady—is that the old-fashioned model probably worked better, because it put more competence and more control in the hands of nurses, doctors and consultants.
I am now going to say something that will probably be even more unpopular. I wonder why our Government are not prepared to bite the bullet and consider alternative funding for the NHS. With an ageing population, we must encourage people to put more of their own resources into their health. How are we going to do that? We could do it through general taxation and increase overall spending, but I have argued against that, or we could do what previous Conservative Governments have done. The Major Government and the Thatcher Government—I do not think the Major Government were particularly right wing—gave tax relief for people of pensionable age towards private health insurance. That is anathema to the Labour party, but it would actually put more resources into health. Most people of retirement age simply cannot afford private health insurance, because they pay for it from their taxed income. However, if we gave tax relief for private health insurance, as previous Conservative Governments have done, we would not be saying that we are against the NHS or devaluing it; we would be trying to encourage the people who are going to use healthcare more often to put more of their own resources into healthcare.
I am worried that if this massive real-terms increase in healthcare spending happens, we will be approaching the levels of health spending per head that we see in Germany or France. The fact is—let us be honest about this—that if we are going to be ill, we would much rather be ill in Germany or France. I know that the NHS is a kind of religion for many people, but the health services under the social insurance systems of France and Germany do work better. They cost more, but the people feel that they have real control over their healthcare. They pay large amounts of tax, but they feel that they have some kind of ownership of their healthcare—some kind of right. When something goes wrong, they are not just enmeshed in a vast bureaucratic machine; they believe that they have some right to treatment through social insurance. Indeed, in Germany, they do get that.
My hon. Friend is making an interesting argument, and if I manage to catch Mr Deputy Speaker’s eye, I will talk about that myself. I want to bring to my hon. Friend’s attention a constituent of mine who had a baby in Germany, as a member of the armed forces, and then had one in the UK. She said that the experience in the UK was so much better than that in Germany that she would not recommend that anyone have a baby in Germany rather than the UK.
I stand corrected, but I think it is a generally accepted fact. We all know from our friends and relations, and from public debate, that the health system in Germany is superb. I am sure there are glitches and areas where we might outperform it, but generally the system there works well.
The Government have to be honest in addressing how we will meet the needs of an ever-ageing population and the desire of that ageing population for ever-new levels of treatment. We have to devise new systems to encourage people to put more of their own resources into healthcare, as I do not believe we can do that out of general taxation.
Before I sit down, I promised to make a point about DFID. Nobody values the work of DFID more than I do. DFID is doing tremendous work throughout the world, but its budget—I say this as a former Chairman of the Public Accounts Committee—is under strain, not from underfunding but from an arbitrary link in legislation to a particular proportion of national wealth. The link simply does not work, and it creates all sorts of stresses and strains.
I am not suggesting to the hon. Member for Bristol West (Thangam Debbonaire) that we cut overseas aid spending; what I am suggesting is that we get rid of this arbitrary link in legislation and have the best, the most high quality, the most free from corruption and the best-targeted overseas aid budget in the world, which I am sure is our aim and what we are achieving in large areas. Imposing such an arbitrary device on spending, which must result in a splurge of spending towards the back end of the year, cannot be right.
The hon. Gentleman, as ever, is being incredibly kind in giving way. I declare an interest, having taken part in a national delegation to Tanzania a couple of months after I was elected.
I disagree entirely with the hon. Gentleman. As a Scottish nationalist, it is not often that I am inspired by seeing the British flag and seeing UK aid, but I remember going to visit a school in a rural part of Tanzania and seeing a child read a book about understanding the dangers of malaria, which was funded by UK aid. What the hon. Gentleman is suggesting would mean fewer books for children like that little boy in Tanzania, so I disagree entirely with him.
We all know about the wonderful work being done on malaria, and we all know about the work of the Bill & Melinda Gates Foundation. It is terribly important that we do not have people on one side of this debate arguing that overseas aid is wrong, corrupt and does not work and people on the other side saying, “We believe in it so much, and we are so worried there is some threat to it, that we need an arbitrary device to ensure that the budget increases, sometimes massively, every year.” Equally, if there were a recession, the budget might go down. It simply does not work. Anyway, I have made that point.
My last point is about social security. What worries me about my own Conservative Government is that an ever-increasing share of public spending is taken up by the NHS, social security and overseas aid, which is producing massive distortions and difficulties in other areas of spending that are absolutely vital—we have talked about defence, the police and the criminal justice system, and there are many others. The system is becoming skewed.
As a loyal Conservative and as someone who believes in Conservative values, if the Government are going down this path of giving an ever-larger part of the national cake to those three areas—the NHS, social security and overseas aid—I have to ask how they will pay for it. It is no longer possible to borrow, so they will have to pay for it with higher taxation. If it is indeed true that we will have this massive increase in real-terms NHS spending, we will need an increase in taxation, which would be lethal to the Conservative movement.
People vote Conservative because they want low taxes, and this is why I will be going off in a moment to vote Conservative in Westminster. People are voting for strong defence, strong law and order, low taxes and a pro-business environment. If we continue to increase spending on the NHS, social security and overseas aid, we will simply pave the way for a Corbyn Government. That is what I do not want to do, at all costs. Let us be true to ourselves, let us take the difficult decisions and let us be Conservative.
The hon. Gentleman is absolutely right, although I should say that that 96% referred to access to high-quality healthcare, rather than support for the NHS. I thought I should make that distinction. It may well be that the NHS has 96% support, but I was talking about access to high-quality healthcare.
The hon. Gentleman is absolutely right that diabetes, cancer and other conditions are clearly the issues. The health service has to adapt; I absolutely agree with my hon. Friend the Member for Gainsborough that it can be far too monolithic. Often, we see really good, inspired leadership that makes a real difference in some places—perhaps it even comes from those paid £100,000 a year—but in other places we see some very uninspiring leadership. It is often very much about who is taking on the challenges at the local level and what their motivations are. We clearly have a great deal more to do on that.
Time is short, so I shall move on from the NHS after one final point. I fully agree with the cross-party report published last week by my hon. Friend the Member for Grantham and Stamford (Nick Boles) and other colleagues from the Labour party and the Liberal Democrats. It contains 10 points on how to have a sustainable health system. I have been talking about most of those 10 points in this place for the past five or six years, so I would agree with them, wouldn’t I? Still, there is an awful lot in there for the Government to look at and perhaps take on. I return to the initial point: if we want high-quality services and a strong defence, along with funding for other issues of great importance to our constituents, we will have to pay a little more. The question is whether we pay that through a national health insurance system—a progressive system—through direct taxation or through contributions. Those questions have to be asked. I am in favour of a fully funded system, which may mean that we have to do it through the proposed national health insurance system.
The second thing I wish to talk about is General Electric, which is the largest private sector employer in my constituency. At the end of last year, it announced several hundred job losses, and the consultation on that is currently ongoing. It is a very serious situation. I praise General Electric and its predecessor, Alstom, for their investment in Stafford. They have built two new, modern, state-of-the-art factories, which will provide security for many people in my constituency.
For those facing the prospect of redundancy, it is vital both for them and their families, and indeed for the country, that we see how we can ensure that their skills—often very high skills—are best employed elsewhere. In that context, I want to raise again the matter of the Swansea Bay tidal lagoon, which I and other colleagues have been pushing for. If we are to have a power manufacturing sector in this country, we must be at the forefront of modern technologies, and that is one of them. I urge the Government to come forward with a positive decision on that as soon as possible.
My third point is a local matter. I am very glad to see two of my Staffordshire colleagues—my hon. Friends the Members for Burton (Andrew Griffiths) and for Cannock Chase—on the Front Bench at the moment. I know that they will probably agree with me on most, if not all, of these issues. We have already heard about potholes. Being a rural county, we have the same problems in Staffordshire. Potholes are not just an inconvenience; they are a menace. When cyclists go into potholes that are filled with water, they can suffer very serious injuries, as some of my constituents have. Cars suffers great damage, which brings loss either to the county if there is a claim or to the individual whose car has been damaged. We need to see more money put into that area, both at a local and a national level. After the winter that we have just had, it is a priority. I would like to see the Secretary of State for Transport coming forward with some supplementary funding for potholes for local authorities as soon as possible, because, as we already know, a stitch in time saves nine.
Bus services in rural areas are suffering. My hon. Friend the Member for Gainsborough did not mention this issue, but he has probably been affected by it as well. Clearly, we do not want buses running around empty and wasting a lot of money, but there must be ways of ensuring that our villages and small towns, which are becoming ever less connected with the major centres of population, see a reversal in the situation. We need innovative thinking. Perhaps we should go back to a situation in which councils, as in Nottingham, which runs a very fine public transport service, say, “We will have to step in and fill the gap to ensure that our communities are connected.”
Finally as far as local councils are concerned, I wish to raise the issue of breaks for carers. Carers across the country, and certainly in Staffordshire, perform an absolutely magnificent job. We need to ensure that they can have the breaks that they need, especially those who cannot afford them. They need to be able to get away from time to time. I welcome the fact that Staffordshire has supported such breaks and continues to do so, but the funding is too little. We need to see greater funding in this area and more innovative solutions to ensure that money is wisely spent and available to as many of our carers as need help.
Clearly, on the national scene, the debate is dominated by our leaving the European Union. I will not go into the principles on either side, but I will make points on four areas. Frictionless trade for the manufacturing industry in Stafford and the west midlands is essential. I was recently at the Honda factory in Swindon, and heard very clearly how important it is for us to have seamless trade, in and out, for components. The factory operates, as does almost all manufacturing industry in the automotive sector and others, a just-in-time policy. Such firms cannot have delays at borders.
Another critical area is data, as the Exiting the European Union Committee heard when we took evidence in the City of London. With the EU’s understandable fixation on data protection—we are, of course, putting that into our own law—the City is very concerned that we ensure that data issues are sorted out well in advance of our finally leaving at the end of 2020. It is vital that this is done, because data is at the core of not just financial services but every business.
Financial services companies have a concern about contracts that go beyond the end date of our membership of the European Union. That is a serious issue, because if we do not have the rules on contracts in place, there is a risk that contracts will not be able to be fulfilled and that people will not be paid such things as life assurance or pensions.
My hon. Friend and I fought the last general election on a Conservative manifesto that stated in clear terms that we should leave the customs union. I hope that he shares my view that it is absolutely essential that we fully support the Government’s desire to leave the customs union, and that we have the right and the ability to make free trade deals with other countries.
I absolutely agree that we need to be able to make free trade deals with other countries. The corollary to that is that we cannot be in the customs union, as my hon. Friend said. At the same time it is vital, as the Prime Minster has made clear, that we have frictionless trade and that our industries—not only manufacturing, but agriculture and many other industries—across the country can continue to operate without the hindrance and costs that might be caused by certain arrangements. I have every confidence that the Prime Minister and the Government will come up with the correct decision and conclusion, which may not be one that my hon. Friend and I are currently thinking of.
