I am today informing the House that I have laid a statutory instrument that will extend the moratorium on commercial landlords’ right to forfeiture for the non-payment of rent (section 82, Coronavirus Act 2020). The moratorium that was due to expire on 31 March 2021 has been extended via statutory instrument by three months and will now expire on 30 June 2021, protecting businesses from eviction. This will protect employment as businesses reopen and many more individuals, including renters, can return to work.

In addition, the Ministry of Justice will also lay a statutory instrument to extend the restriction on the use of the commercial rent arrears process by landlords. This measure will increase the total number of days’ outstanding rent required for the commercial rent arrears process to be used to 457 days between 25 March and 23 June, and 554 days between 24 and 30 June. This measure will continue to provide protection to tenants of commercial leases with rent arrears accumulated during the coronavirus period, while protections from forfeiture for business tenancies are in place under the Coronavirus Act 2020.

Accompanying restrictions on the service of statutory demands and winding-up petitions, implemented through the Corporate Insolvency and Governance Act 2020, are currently in place until 31 March. We are conscious of the impact of those measures not remaining in place while others are extended; the Government are therefore considering the future of these measures in the light of what has been announced today.

The Government had previously announced that the previous extension until 31 March 2021 would be the final extension to these measures. However, this was before the discovery of the new UK variant of covid-19 and the national restrictions announced by the Prime Minister on 4 January 2021. These restrictions have prevented many tenant businesses from being able to trade normally and have undermined negotiations regarding rent arrears and ongoing lease terms because tenants have lacked certainty regarding when they may be able to resume trading. This has necessitated the introduction of a further extension to give time for the current national restrictions to be relaxed and for tenants to be able to negotiate with their landlords with some certainty over their ability to trade and so pay rent and accumulated rent arrears, given some businesses will only reopen in June at the earliest under the Prime Minister’s road map.

We are aware of concerns that some tenants who could pay rent are refusing to do so, and of the potential impact of this on the commercial landlord and investment sectors, and on specific sectors who receive much of their income via rent, including the ports sector.

However, the Government are clear that this measure is not a rent holiday: where a tenant is unable to pay in full, landlords and tenants should be coming together to negotiate in good faith, using the principles set out in the voluntary code of practice we published in June. This recommends that those tenants who can pay in full should do so, those who cannot should pay what they can, and those landlords who are able to grant concessions should do so. This code of practice and approach was supported by a wide range of sector bodies representing tenants and landlords. The Government will be publishing further guidance to support this code and help facilitate negotiations between landlords and tenants shortly.

Beyond this point, the Government’s current position is to support landlords and tenants to agree their own arrangements for paying or writing off commercial rent debts by 30 June. This is supported by the code of conduct published by the Government last year, setting out best practice for these negotiations. But if these discussions do not happen and there remains a significant risk to jobs, the Government are also prepared to take further steps.

We will therefore launch shortly a call for evidence on commercial rents to help monitor the overall progress of negotiations between tenants and landlords. The call for evidence will also set out potential steps that the Government could take after 30 June, ranging from a phased withdrawal of current protections to legislative options targeted at those businesses most impacted by covid-19. We would welcome a broad range of feedback to this call for evidence.

England, Northern Ireland and Wales are covered by the protection from forfeiture provisions in the Coronavirus Act. Section 82 relates to England and Wales, and the Welsh Government have announced an extension until 30 June 2021. Section 83 relates to Northern Ireland, who are also considering a similar extension. The Scottish Government shall be implementing similar measures under their separate legislation.

It is a pleasure to serve under your chairmanship, Sir Edward, not least because, as the hon. Member for Strangford (Jim Shannon) said, this is my first debate as Minister. It will possibly be more memorable for me than for you. I thank the right hon. Member for East Ham (Stephen Timms) for securing the debate and other hon. Members for their important contributions to it.

Covid-19 has brought unprecedented changes in how we live and work, with people’s experience of their housing conditions brought into strong focus as never before. Since the start of the pandemic, we have provided unprecedented economic support for households and businesses up and down the country. In the Budget, the Chancellor set out a £65 billion three-point plan to support jobs and businesses as we emerge from the pandemic and forge our recovery. Housing is a key part of that picture, from protecting tenants and landlords to ensuring that our house building sector remains open and active.

For many people, the pandemic has been made tolerable, at least, by a good home and garden shared with the people they care about, but for too many people—examples were movingly set out by the right hon. Member for East Ham—in cramped and substandard accommodation, or unable to walk to shops, green spaces or services, their experience of the pandemic was exacerbated by their housing conditions. Spacious, well-equipped homes that offer green space and access to vital amenities must be the standard if we are to recover from the social as well as the economic effects of covid.

As the right hon. Gentleman outlined, the evidence suggests that housing conditions can play a role in the transmission of the virus and in people’s ability to self-isolate safely, including those living in overcrowded conditions and multi-generational households. We know that black and minority ethnic groups are more likely to live in overcrowded conditions and are disproportionately impacted by the transmission of the virus. The Government are hugely grateful for all the research that has been undertaken—by the Scientific Advisory Group for Emergencies, Public Health England and the Women and Equalities Committee—which demonstrates that. The Government are absolutely steadfast in our determination to make the housing system work for everyone, including by tackling overcrowding and supporting vulnerable people to live in safe and decent homes.

Members have rightly spoken today about the prevalence of overcrowding. Between 2019 and 2020, as the hon. Member for Bristol West (Thangam Debbonaire) said, the recorded state of overcrowding across all tenures in England was 4%, and that rate requires action. In many parts of the country, including in the constituency of the right hon. Member for East Ham, the situation is far worse. Newham has the highest level of household overcrowding in England, with 28,000 households on the waiting list in the overcrowding “reasonable preference” category, as of 31 March last year. We know that for some of those people in substandard housing conditions—especially in built-up areas with high deprivation, such as Newham—the pandemic has been particularly difficult.

The Government have responded at pace since the onset of the pandemic to provide a range of guidance to support and advise people who live in poor housing conditions, including overcrowded housing. We have kept our guidance under continual review in response to the latest available evidence, stressing the importance of ventilation and cleaning. We have made information available on people’s rights as tenants, and on how to work with landlords and local authorities to address hazardous issues.

I believe that our measures are the right ones. Where vulnerable tenants are living in overcrowded accommodation, local authorities can use their enforcement powers to require a landlord to remedy a serious overcrowding hazard. For shared houses and flats occupied by people who are not related—homes in multiple occupation—the Government have clarified the minimum room sizes in shared accommodation, making it illegal for landlords to let out a bedroom that is smaller than 6.51 square metres to one person.

HMOs are at increased risk of overcrowding, and the occupiers are likely to be vulnerable. That is why we require that all larger HMOs—those with five or more tenants—must be licensed with their local council. Under the HMO licensing scheme, a local authority can set conditions that landlords must follow to improve the quality of the accommodation, and the local authority has the power to inspect properties without notice and order improvements to conditions and any health hazards, including gas and electrical safety.

We are determined to crack down on the smaller number of unscrupulous landlords who neglect their properties and exploit their tenants. We want such landlords either to improve the service that they offer, or to leave the business. This is why we have strengthened local authority enforcement powers, introducing financial penalties of up to £30,000 and extended rent repayment orders for landlords and agents who break the rules, with banning orders for the most serious and prolific offenders.

Local authorities also have a duty to take enforcement action if they find seriously hazardous conditions. That is why we are overhauling and simplifying the housing health safety rating system, which is the tool used to assess hazardous conditions in rented homes. If a HHSRS assessment identifies a serious hazard, which includes overcrowding, the local council must take enforcement action against the landlord. That includes banning orders for the worst offenders, and it applies to all privately rented properties. We also brought forward legislation on letting homes fit for human habitation, empowering tenants to take their own action against landlords who let unfit properties.

The Government are already doing things to tackle overcrowding, not least with our substantial investment in new house building. The right hon. Gentleman raised a number of points in his speech, and I will cover some of them. He asked if we expect a new wave of investment in social house building. We need house building of all tenures, and the Government have demonstrated their commitment to increasing the affordable housing supply. We are investing more than £12 billion in affordable housing over five years—the largest investment for a decade. That includes the £11.5 billion affordable homes programme, which will provide up to 180,000 homes across the country; and a further £9 billion for the shared ownership and affordable homes programme, running to 2023, which will deliver 250,000 new affordable homes. The affordable homes programme will deliver more than double the social rent of the current programme, with around 32,000 social rented properties due to be delivered

Are the Government committed to co-ownership—to helping those who want co-ownership homes, and supporting the building projects? The co-ownership scheme enables people who have maybe 50% of the value, or a small portion of it, to get a home earlier. Are the Government committed to that?

I will have to come back to the hon. Gentleman on the specific scheme that he is talking about. The Government are certainly aiming to do things to help people. For example, we have 95% mortgages to make sure more people have the opportunity to buy their own home. I will come back to him on the scheme that he mentioned.

The right hon. Member for East Ham asked about prioritising the building of three-bed properties and above. When the national planning policy framework was revised in July 2018, it set an expectation that local planning authorities must put in place planning policies that identify the size, type and tenure of homes required for different groups in the community. We have not changed that, and we would therefore expect it to be a key consideration when planning housing at a local level.

The right hon. Gentleman also asked about local housing allowance. During the pandemic, the Government increased the local housing allowance rate to the 30th percentile, which meant that 1.5 million people were able to access that additional payment, which averaged £600 annually.

I appreciate that we are unrelentingly miserable in our stories about our constituents’ terrible housing circumstances, but will the Minister join me in thanking Channel 4 and journalist Jackie Long for helping one of my families? Jackie Long visited my constituent, who was going out to be a carer, to see the circumstances in which she was living during the lockdown—in one room with her son. Jackie Long and the viewers were so moved by my constituent’s story that they collected a deposit, and that woman is now in a flat of her own with her son.

I will move quickly.

We welcome the report from the Archbishop of Canterbury’s housing commission, and we will continue to work with all organisations, such as the Church of England, to develop affordable housing programmes. The Government are reviewing our own land ownership to ensure that it is put to good use.

The hon. Member for Mitcham and Morden mentioned people in temporary accommodation who have not registered with their GP for a vaccine. I urge them to do so urgently. We are doing great work to ensure homeless people have access to the vaccine across the country, and I want to ensure that those in temporary accommodation have access. Regarding the invitation to her advice surgery, I have good examples in my own constituency of cases such as the ones she raised.

I thank the hon. Member for Strangford for his kind comments at the start. I was lucky enough to attend a number of meetings of the all-party parliamentary group for healthy homes and buildings, and I value the great work it does.

The hon. Member for North Ayrshire and Arran (Patricia Gibson) mentioned a social house building programme. As I said earlier, I feel that the Government are already committed to a strong investment in building houses of all types and tenures.

The hon. Member for Bristol West mentioned the idea of the Government doing whatever it takes. I feel that councils up and down the country will be incredibly grateful for the investment that this Government have made—we have provided un-ring-fenced money for councils to use at their own discretion. Finally, we have the £50 million social housing decarbonisation fund through the Department for Business, Energy and Industrial Strategy, which will be looking at ways of not just decarbonising social housing, but reducing the cost of fuel and therefore fuel poverty.

The Government have responded at pace since the onset of this pandemic to provide a range of guidance to support and advise households. We have kept our guidance under continual review in response to the latest available evidence.

Today, the Government have published a new page of guidance. This guidance is for people living in all types of housing, in particular for people who live in accommodation with shared facilities, such as a block of flats; overcrowded accommodation; and shared accommodation.

The guidance highlights the importance of ventilation and cleaning, and makes information available on people’s rights as tenants and how to work with landlords and local authorities to address hazardous issues.

We continue to work with agencies across Government to collect evidence to inform the advice we issue so that it reflects the realities on the ground.

I thank my hon. Friend for his question, not least because as a proud member of the Chartered Institute of Building I take a keen interest in all things related to energy-efficient house building, so I am personally delighted that from 2025 the future homes standard will ensure that new homes produce at least 75% less carbon dioxide emissions than those built to current standards. These homes will be future-proofed, with low-carbon heating, high levels of energy efficiency, and no further refit work needed to enable them to become zero-carbon over time, alongside the electric energy grid.

British architects such as Bill Dunster are building not only energy-efficient homes but zero bills homes, which are brilliant for the planet as well as helping us relieve poverty. Will the Government commit that we will aim for the very highest standards, not least so that we do not have to retrofit later?

We are indeed aiming for the very highest standards; I do not think anybody could accuse us of being anything other than very ambitious. While some of the sector is already leading the way by building highly efficient, low-carbon buildings, it is important that all parts of the industry are ready to build homes that are fit for a zero-carbon future. The timeline we have set out delivers on our net zero commitments while providing industry with the time it needs to develop the supply chains and skills that will be necessary. I am hoping that I will get to join my right hon. Friend the Minister for Housing on his visit to the ZEDfactory in due course.

I would like to offer my thanks to the right hon. Member for East Ham (Stephen Timms) for securing this debate and giving us the opportunity to discuss the response of faith groups to the covid outbreak. I would also like to thank him for giving us the opportunity to send colleagues off with a sense of optimism and perhaps renewed faith in humanity. I do not agree with the idea that people think we are odd; I think we do good work collectively. We have had some great contributions, and it is lovely to see my friends here, including the hon. Members for Slough (Mr Dhesi) and for Strangford (Jim Shannon). I was also delighted to hear the contribution from my hon. Friend the Member for Gravesham (Adam Holloway), whose comments about the Sikh community I completely echo and endorse. I am looking forward to calling upon his experience to help and support me in my role as the Minister for homelessness. Just before lockdown occurred, I had the opportunity to visit Israel with my hon. Friend the Member for Bury South (Christian Wakeford)—

Indeed. That visit was made thanks to the Conservative Friends of Israel and it was an opportunity to learn more about that country, the Jewish people and so on. I am not at all surprised by the excellent examples that my hon. Friend gave of their work in this country during the pandemic.

I, too, am glad that my right hon. Friend the Member for East Ham was able to secure this debate on the response of faith groups to the covid-19 outbreak. In Slough, although Slough Borough Council and the Slough Council For Voluntary Service created an umbrella organisation, the One Slough initiative, which is doing so much for our community, I have been so impressed by the faith groups in particular—our churches, mosques, the Hindu mandir, the Sikh gurdwaras and others—who did much-needed work to prepare and deliver food and much-needed supplies to people’s homes. Does the Minister agree that that illustrates that faith and faith groups can be so inspirational, and that faith is once again the source of so much good in our communities?

I echo the comments of the hon. Member for Slough (Mr Dhesi) and the Minister. The religious communities have not only gone above and beyond; they have helped others while missing their own festivals. They deserve much more than we can possibly give with our kind words in the Chamber.

Once again, I completely endorse those comments. I will comment briefly on the festivals that have been missed.

I, like many people, have never needed my faith more than over the previous 11 months. As a Catholic, one of the things I missed most during the first lockdown was going to church. We missed the solace of places like St Peter’s, a beautiful church in Bloxwich. We missed the breathing space we get from praying alone. We missed attending mass as a community. It was particularly hard for all of us over Easter, Passover, Eid, Vaisakhi and many other festivals, and it is with a heavy heart that I realise things still will not be the same this year. However, it is certainly right that places of worship are now open for regular communal worship. I know that the right hon. Gentleman’s constituency of East Ham, which like mine is among the most deprived in the country, has been one of the hardest hit during this crisis and, just like my constituency, East Ham has a strong and diverse faith group.

In Walsall, the difference made by faith groups in response to the pandemic has been nothing short of remarkable. Even when places of worship were closed, faith groups and organisations found new, alternative ways to reach people. When I visited the Guru Nanak gurdwara in Willenhall in May last year—it now seems a long time ago—I incorrectly advertised that it was offering food seven days a week. At that point, it was delivering two days a week, already a huge feat, but soon after my blunder that became the reality. It decided to step up to seven days a week, with delivery three days a week and collection four days a week. Free food available to absolutely anyone, irrespective of their faith—fantastic. I also had the opportunity to join members of the Muslim community packing and delivering food boxes for vulnerable people. I thank Pound 4 Pound boxing club for organising that event.

Those are a few examples from my constituency, but in panning out from Walsall North, I do not know where to begin. Throughout this exceptionally challenging time, faith groups have played a vital role in providing leadership for many and in bringing communities and generations together. Across the way, our neighbours at the Guru Nanak gurdwara in Wolverhampton hosted a covid-19 testing pilot in November, supporting the NHS to identify undiagnosed cases to protect those most at risk from the virus. In January, imams in mosques across the UK delivered sermons at Friday prayers to address concerns surrounding covid vaccinations and reassure worshippers that it was safe to receive them.

During the pandemic, churches, mosques, gurdwaras and temples have opened their doors wide to provide essential support for the most vulnerable people in their communities, and not just those of faith. This year we have seen with our own eyes how faith groups have an ability to mobilise resources that some other civil society actors simply do not. The APPG’s report “Keeping their Faith” rightly picked that up. It is fair to say that that has surprised some people in the last few months. I was not surprised, perhaps because in my previous role as deputy chief executive of YMCA in Birmingham I saw at first hand the transformative power of inclusive faith-based organisations in people’s lives.

To turn to the APPG’s report, the statistics are impressive. While council capacity for engagement has reduced during the pandemic due to building closures and furloughed staff, 67% of local authorities have reported an increase in partnership working with faith groups since the start of the pandemic. Like the right hon. Member for East Ham, I noticed the striking statistic that 91% of local authorities described their experience of partnerships with faith groups as very positive or positive. The report shines a bright light on what can be achieved locally between faith groups and local government as this pandemic continues, but more than that, it is timely. It comes after the report from my hon. Friend the Member for Devizes (Danny Kruger) that delves into levelling up our communities and will complement the important review that is under way on how Government can engage with faith communities, which is being undertaken by the independent adviser, Colin Bloom.

The APPG has shown that faith communities and local and national Government can work together effectively. My colleague Lord Greenhalgh, our Faith Minister, has seen the impact of that partnership at the national level through the places of worship taskforce and the regular faith leadership roundtables that he hosts. Collectively, the Government, alongside faith leaders, were able to advise thousands of places of worship on how to keep congregants safe while still facilitating significant elements of faith practice.

We have achieved a great deal in the past year under incredibly difficult circumstances. I am in full agreement, as is the Faith Minister, that we should capitalise on these positive outcomes. We do not want to lose all this good work and the momentum that has been created. It is a great shame that potentially the lack of understanding of what could be collectively achieved has held some councils back from working with faith groups. While it has taken a pandemic for new relationships to grow, I, for one, will be building on the incredible work that has happened in my own constituency.

The right hon. Gentleman referred to a number of recommendations, including the faith covenant published by the APPG in 2014 to encourage collaboration between faith groups and local authorities, engendered to build mutual understanding between them. Such initiatives can help to encourage collaborations that bring about huge benefits for communities. I encourage all councils to look at the faith covenant and take up the challenge to work constructively with faith groups.

Each report that I have mentioned is seeking to find ways in which government, local and national, can better utilise, engage and work alongside faith communities—an aim we fully support. I know that the right hon. Gentleman has been pushing this cause for years, looking for a step change in how government, local and central, can work together with faith groups and learn from each other to inform policy decisions and effect real change locally. This report and the actions it highlights have opened doors and changed perceptions. Together with the review by my hon. Friend the Member for Devizes and Colin Bloom’s report, we will have the beginnings of a framework for how new, meaningful partnerships can be brought together.

At this time, when our NHS is rolling out the country’s biggest ever public health programmes, faith groups are again at the forefront of that effort. It is the diligence and care that allowed communal worship to restart last year that now allows places of worship to transform into places where large-scale vaccination can take place for the benefit of all of us. Everyone involved in this debate knows that effective vaccines are the best way to protect people from coronavirus, saving thousands of lives and helping us to forge a path out of the pandemic. I thank faith communities for all that they are doing on the vaccine, but also challenge them to keep doing more.

Once again, I thank the right hon. Gentleman for inviting me to speak at such a critical time about such critical work. Faith is a vital part of our identities and it motivates us to play a key part in our communities. The reports we have discussed point us to look ahead and establish new relationships with faith groups. I look forward to Colin Bloom’s report this year as an important further contribution to that debate.

Mr Speaker—sorry, Mr Deputy Speaker; I fell at the first hurdle! Let me begin by thanking right hon. and hon. Members from across the House for their contributions to today’s very important debate. For my part, it is 410 days since I was last called to contribute to a debate in this Chamber, and I would never have thought then that it would be to speak from the Dispatch Box, responding to a debate on behalf of the Government. My parents would have been very proud.

It is a privilege to respond to this debate. There have been some comments on social media about the fact that I have only been a Minister for 15 days, and therefore perhaps do not deserve the opportunity to do so. To that I would say that in the time I have been in the House, building safety has been incredibly important to me. I presented a ten-minute rule Bill that sought to tackle what I described as the “invisible killer” of carbon monoxide poisoning. In many ways, that description could also apply to ACM materials, as we have discussed this afternoon. I could not agree more with the frustrations that have been expressed by Members on both sides of the House.

During the debate—and unfortunately I will be partly guilty of this too—there has been lots of talk about the tens or hundreds of thousands of people who have been impacted, and the millions, if not billions, of pounds that the Government are applying to solve the problem, but let us remember that this issue comes down to individuals. In the opening speech, the hon. Member for Bristol West (Thangam Debbonaire) mentioned Hayley’s story, and others did too. The hon. Member for Glasgow East (David Linden) mentioned Sophie, and the hon. Member for Berwickshire, Roxburgh and Selkirk (John Lamont) mentioned the Youngers from his constituency who had bought a property in London. This is all about the plight of individuals, and I feel that personally in my responsibility as Minister. Perhaps I felt that strongest when we heard from my hon. Friend the Member for Kensington (Felicity Buchan). I had been an MP for only a matter of weeks when the terrible Grenfell tragedy occurred. I am grateful for the work that she has done, picking up the role of working with the families of survivors of the tragedy to press their case. She does that assiduously, not just with Housing, Communities and Local Government Ministers but with the Treasury.

Yes, some developers and building owners have taken responsibility for correcting defects. That applies to more than half of the high-rise private sector buildings with ACM. Warranties have been honoured, and legitimate cost recovery by the original contractor has happened. That is as it should be, but it is far from the whole story. Some contractors have dragged their feet, and we have heard shocking testimony given to the Grenfell inquiry about manufacturers of safety-critical materials gaming test systems, selling products that do not perform as advertised, and refusing to take responsibility. I am grateful to Members, particularly my hon. Friend the Member for Thirsk and Malton (Kevin Hollinrake), for raising that matter.

I hope the House will understand that there is a limit to what I can say about the inquiry. For their part, the Government have a very clear position. Putting lives at risk, ignoring safety regulations and shunning those responsibilities is not acceptable in any way, at any time. No contractor should ever feel safe engaging in that disgraceful behaviour. No one should ever feel unsafe in a high-rise home as a result of contractor error or malpractice. That is what the Government are determined to achieve.

We have taken concrete steps, not only to hold those responsible to account, but to fix the problems that have come to light as effectively as we can, as fast as we can. That is what our building safety programme is designed to do. It was established within days of the Grenfell Tower fire, and it is about making homes safer as quickly as possible, focusing on the most unsafe homes first; ensuring that residents of high-rise blocks of flats are safe and feel safe now and in future; and ensuring that a tragedy like Grenfell never happens again. This is a matter of the highest importance. It is not a matter of party politics.

During the debate, several Members, including the hon. Members for Bristol West, for Hampstead and Kilburn (Tulip Siddiq), for Slough (Mr Dhesi), and for Salford and Eccles (Rebecca Long Bailey), mentioned the waking-watch fund. Some of them were grateful for the £30 million that the Government have provided, although the hon. Member for Bermondsey and Old Southwark (Neil Coyle) asked when the funds would be available and applications would be open. My understanding is that the Government have worked collaboratively with Mayors across the country in many combined authority areas, but that the Greater London Authority has yet to reach an agreement, so there will be a delay from the GLA. I ask him to put pressure on it to make sure that it comes to an agreement with the Government very soon so that we can continue with the assessment of those applications and the issuing of funds. Several Members referred to the EWS form. My right hon. Friend the Member for North Somerset (Dr Fox) mentioned sharp practices in the provision of those forms, and gave us an example of that. I am therefore delighted that the Government are providing £700,000 to allow us to train up to 2,000 people who will be capable of producing these forms to make sure that they are more accessible.

Conservative Members and, towards the end of the debate, Opposition Members made reference to the Fire Safety Bill and the amendment that has been tabled by my hon. Friends the Members for Southampton, Itchen (Royston Smith) and for Stevenage (Stephen McPartland). Personally, I was delighted to hear that my hon. Friend the Member for Bassetlaw (Brendan Clarke-Smith) agrees with me that the Fire Safety Bill is not the appropriate vehicle for that amendment and the Building Safety Bill is obviously the correct place for it. Trying to shoehorn the amendment into an inappropriate Bill will serve only to delay the progress of a very important piece of legislation, so I hope that my hon. Friends will decide to find another place for it.

Perhaps the most significant issue that Members have been considering is the question of who pays. In many cases, leaseholder agreements allow building owners or their managing agents to pass on significant remediation costs to leaseholders. This could result in leaseholders being faced with unaffordable costs. I think there is consensus across the House that this would be completely unacceptable. For that reason, the Government have been accelerating work on a long-term solution to this problem. We are working at pace to develop a financial solution to protect leaseholders from unaffordable costs. It is important that we get this right. I can assure Members that my right hon. Friend the Secretary of State will be making an announcement on this important work at the earliest opportunity.

I have a very different set of prescriptions for some of the problems set out by the hon. Member for Gravesham (Adam Holloway).

Debates in this place are always political, but they sometimes touch on the personal, too. I am the adult son of an alcoholic. Since I lost my father to a lifelong struggle with alcohol five years ago, I have sought to campaign for those in my home city of Birmingham who are self-medicating trauma with drugs and with alcohol. The reality is that what we see on our streets is that the safety net in this country—the social insurance system of which we were once proud—has now so comprehensively collapsed and the holes in that safety net are so big that anyone now hit by a twist of fate without a family to help them will fall straight through and hit the pavement, where in my region, on average, they are now dying every 10 days. That is why I say to this House that the subject of this debate is a moral emergency, which is why the response we need from Her Majesty’s Government is an awful lot stronger than what we heard today.

In cities such as Birmingham, we may have planes in the sky but we have homeless people dying in the doorways. Having this in the second city of the fifth richest country on earth is not a morally acceptable situation. I could give the House a barrage of statistics—

I will come on to Walsall in a minute. I could give the House a barrage of statistics about how rough sleeping in my city is up by 1,000% since 2010; about how the number of homeless children has trebled; and about how we now have a crisis of overcrowding, with one in five homes in inner-city Birmingham and the Black Country now overcrowded. But I do not want to talk about statistics. I want to talk about a story. It is the story of a man I met in an underpass next to Birmingham New Street station when I was out on a Sunday morning last year with an amazing team of people called Outreach Angels. We saw a man lying on the floor in acute distress—a double amputee next to his wheelchair. This was in an underpass that stank of urine. He had been there for three days, and he was still dressed in his hospital gown with a hospital tag on his wrist. It took us nearly two hours to get that man an ambulance. How on earth have we come to this in this country?

Thank God across our region we now have a coalition of kindness that is fighting back, with extraordinary people and organisations, including Hope into Action: Black Country; Matt Lambert, who does great work in Wolverhampton; Nobby Clarke, the Coventry night shelter and Hope Coventry; Langar Aid and Khalsa Aid International; SIFA Fireside; the outreach teams across the west midlands, which are doing extraordinary work; and Councillors Yvonne Davies and Sharon Thompson, who do extraordinary work and who have taken back control of the Housing First programme in our region, because they understand that for Housing First to work we first need homes. Can we guess the grand total of the number of social homes built last year in the hon. Gentleman’s borough? It was zero. The number of social homes built in the west midlands last year fell by 17%, and is down by nearly 80% since 2010. So I will take his intervention, but will he at least agree that we cannot bring together a shared agenda to tackle this problem unless we start building council homes again?

I am just disappointed that the right hon. Gentleman did not mention the excellent work of YMCA Birmingham, where I was assistant chief executive until I came to Parliament. That organisation has been given about £3.5 million over the past five years by this Government to provide accommodation for homeless people in Birmingham.

I would add to the hon. Gentleman’s list, because not only does the YMCA do an amazing job, but so do St Basils, with the work of Jean Templeton; Tabor House; the Good Shepherd Ministry in Wolverhampton, which the Secretary of State mentioned; Homeless One; and the Ummah Care Foundation, where I used to work in a soup kitchen on a Sunday night. This coalition of kindness is basically the last bastion of civility in our country. Thank God for them.

What we now need in our region is the biggest council house building programme since the second world war. What we need is a private sector, region-wide licensing scheme to stamp out bad practice. What we need are street teams delivering 24/7 addiction and mental health support. We need to radically expand the shelter that is available from places such as Tabor House and the Good Shepherd Ministry—places that provide not only shelter, but sanctuary, not just a house, but a home. But we need a Government who help, too.

We need the Government to start by abolishing the Vagrancy Act 1824. I cannot be the only person in this House who thinks that homeless people do not need handcuffs—they need a helping hand. We should replace that with Kane’s law. We should bring together the Department for Work and Pensions, the Prison Service, the health system and local government, and create an obligation on them to collaborate not only to remedy homelessness, but to prevent homelessness. I have met too many people fresh out of prison at 4 o’clock in the morning in Birmingham. I have met too many people who have been sanctioned on to the streets by the DWP. Let us end this injustice once and for all.

My hon. Friend makes an excellent point. The issue is that the use of such materials has been allowed for many years, and we now face a national crisis—I do not use that word lightly—in building safety and standards, with a legacy of dangerous materials across the whole United Kingdom. We need to take urgent and determined action to address that. My hon. Friend makes an excellent point. I understand that the Select Committee on Housing, Communities and Local Government, which he chairs, has carried out some excellent work on that issue, and he is working on a cross-party basis to try to move the matter forward as fast as possible.

I am aware of the need to press on. I will address some specific issues beyond the exterior of buildings, because a number of important points have been made about internal fire safety, an area in which serious dangers could also be lurking for many existing buildings. I draw colleagues’ attention to the issue of fire safety doors, and I will give two examples from Reading residents I have spoken to who have serious concerns about this matter. Obviously, because of the number of buildings that are either tall or are flatted developments, fire safety doors should play a crucial part in stopping the spread of fire—rather like compartmentalisation, which I will come to later.

Perhaps I should apologise for interrupting the hon. Gentleman as he is getting to the bit I am particularly concerned with. One problem is that although we have lots of legislation regarding the assembly of fire doors—such as BS 8214, which I think was revised in 2016—on a hot day we may walk through buildings where doors are, ironically, held open with fire extinguishers, as often happens on this Estate. Additionally, during the life of a building, a lack of routine maintenance may mean that its fire doors become less effective than they were previously. Certainly, one of the things that was identified in Grenfell was that some fire door closers were not functioning correctly.

The hon. Gentleman makes excellent points about the need for proper maintenance, for sensible information to be shared with residents, and for greater awareness of the importance of fire safety doors.

I will give two examples of potentially substandard fire safety doors in two types of development in my constituency. One was a piece of casework that came to me only last week, when an elderly gentleman in his 70s was asked—quite understandably—by the landlord of a shared retirement block to replace his front door, because it was a fire safety door. Although this resident has real concerns about fire, he is an elderly man with a limited income.

Rather like the problems with insurance, one aspect of the issue is the cost of fitting new doors. It is not just about fear and risk, but about the cost to some residents, and the resident I have mentioned told me what happened in his case. The hon. Member for Walsall North (Eddie Hughes) made a good point about the need for maintenance; in this case, the freeholder, which is the business that runs that block of private retirement flats, had asked residents to fit new doors. This gentleman spent £1,500 fitting a new door, only to be told that a different standard applied, and he has now been asked to fit another door, which will cost £2,000. This is an issue of information, of regulation, and of providing clear advice to vulnerable people.

My other point relates to the pure unease and deep concern felt by many residents. I spoke to another gentleman who lives in a block in Reading town centre. He is in his 20s—completely at the other end of the age range—and he described the poor maintenance of some fire doors, which the hon. Member for Walsall North also mentioned. In the block in which this resident lives, which I believe dates from the 1990s, the doors already seem flimsy. They may not have been up to the relevant standard when they were built, and they certainly seem poorly placed to withstand a prolonged fire. There is little information and little support for residents facing this deep concern, so I emphasise that residents are very concerned about fire doors; that there is poor information; and that many residents face significant extra costs when fitting such doors in private rented or leasehold accommodation.

The hon. Gentleman and I have common cause here. My understanding is that some of those fire doors are regarded as 30-minute compliant, or whatever, but they have subsequently been retested and found to not have that level of resistance. Even when somebody thinks they have bought a product that complies, subsequent testing can prove it does not.

The hon. Gentleman makes an excellent point, and I appreciate his intervention. In many ways, the issues are similar to those with cladding: residents have been left with poor-quality building materials in their homes. The advice and the testing of those materials is not up to modern standards. As a result, residents face a great deal of anxiety, and potentially the huge extra cost of retrofitting adequate doors.

A further related issue, which has been discussed quite widely in the media, is compartmentalisation. I have serious concerns about this issue as well, both in tall buildings and in lower ones. Again, I refer colleagues to some of the advice I received as a councillor when the Royal Berkshire Fire and Rescue Service investigated blocks in our county. It shared some of the horror stories it had heard about conversions of buildings where compartmentalisation had been clearly breached, leading to a serious increase in fire risk.

For example, I was told that in a block in Slough—obviously not in my constituency, but a similar town not very far away—builders had inadvertently drilled large holes in walls that were meant to compartmentalise fire, to allow service pipes to gain access through the walls, and had not adequately sealed the holes. In a large block of flats, that type of work can breach compartmentalisation. Just as I have raised serious concerns about the exterior of buildings and about fire safety doors, I am equally concerned about the need to maintain compartmentalisation, as are many other Members. This all comes back to the issue of legacy buildings with significant problems, as well as the need for far greater resources for the fire service, local government and private sector contractors, along with regulation and training for staff working on these matters.

There is a growing awareness of the series of problems in tall buildings, and I understand that the Ministry of Housing, Communities and Local Government is particularly aware of the issues related to ACM. However, I want to highlight how many other blocks also contain the same potential fire risks. This is an issue not just with the very tallest of tall buildings, but with the far greater number of lower-rise buildings that are still flats and contain a large number of residents. To give an idea of the scale of the issue, I want to discuss how it affects Reading and, indeed, the county of Berkshire. I am using Berkshire as an example because our fire service is still operated on a county basis, although the county is made up of small unitary authorities.

Between 2,000 and 2,500 buildings in Berkshire are flatted or multi-occupancy purpose-built buildings under 11 metres tall. I understand that Ministers are currently looking at buildings above an 11-metre threshold, but I urge them to look at those below 11 metres, because of the large number of them across much of this country. I hope that my local examples will give Ministers a flavour of the sorts of problems they may come across when they discuss this issue with local authorities and the building industry. Across Berkshire, there are a large number of buildings—student accommodation at universities and colleges, old people’s residential blocks, a wide range of other residential buildings, and possibly some other buildings—where there may be issues such as faulty fire safety doors and problems with cladding and compartmentalisation, as well as other matters that we have not yet discussed. The scale of the issue is simply enormous.

I appreciate that many Members may have visited Reading only on the train, perhaps while on their way home to their constituencies in the midlands, the west country or other parts of the UK. To give them a simple illustration, if Members were travelling through my constituency on the train, they might notice four or five tall blocks, but below those individual high points on the horizon they would see a townscape of many, many flats. In my constituency office, we carried out an exercise of trying to establish how many addresses had the term “flat” attached to them. It is difficult to fully establish that fact, because some buildings are described as “court”, “residence”, or with some other prefix or suffix, but the number is huge. Several thousand people in Reading itself live in flats. Imagine the number of flats across the whole county of Berkshire, with neighbouring towns such as Slough or Bracknell, which are heavily built up and developed. Indeed, some of the market towns such as Wokingham, Windsor or Newbury may also contain a large number of new flats or retirement homes for older residents, all of which are potentially affected by these same serious issues.

The scale of the problem is simply enormous, and it exists across the whole of the UK. I imagine that every Member here today has dozens and dozens of similar low-rise flats in their constituency, all with the same potential problems as the high-rise flats, yet those buildings are not on the Government’s target list at the moment. I appreciate that looking at buildings below 11 metres may require a significant injection of resource, but given the scale of the concerns and what we have already seen with Grenfell and those other fires, which were in lower-rise buildings at or around the 11-metre threshold, this is a very serious and substantial issue. I also appreciate that the Minister took time to talk to me before this morning’s debate, but I urge her once again to find the necessary resources to address this extremely serious problem, which affects so many residents.

There are two or three other issues that act in combination with those relating to lower-rise buildings below 11 metres. There are not only structural issues, which we have discussed, but important related issues to do with tenure and the nature of conversions, which are also germane to the debate. I will use Reading and Woodley as examples, because I know them well, but I am sure that every hon. Member present could describe the same thing.

Simply, there has been an explosion in the number of houses of multiple occupation in the United Kingdom in the last 20 to 30 years. Many hon. Members may have rented properties in their youth. It is now common to rent properties by room, rather than a couple renting a flat together or a single person renting a small flat by themselves. It is common for terraced houses, including taller three-storey houses, to be divided between multiple occupiers who often do not know one another and who may be cooking and using the building at different times. That building may be old and not have fire safety doors or other measures fitted, which is potentially a massive problem that is linked to the issues with lower-rise buildings. It is an additional and to some extent overlapping problem. I urge the Minister to look at the regulation of that part of the housing sector.

Some local authorities have been quite robust in registering landlords, which is my preference. In my borough, there are serious problems with resourcing, but the local authority has cracked down on the worst offenders. That is typical of many local authorities, which are doing their best with limited resources. One or two local authorities have led the way with full registration schemes, such as Newham Council and Liverpool City Council. I urge the Minister to consider finding the resources for local authorities across the country to run registration schemes, because of the fire safety risks and other related health and amenity risks.

My local fire services told me that, although it has not been widely discussed in the media, there are a large number of unregistered HMOs, which are particularly dangerous, because vulnerable people may be living there and being exploited by unscrupulous landlords. That is beyond the sector where landlords register with the local authority.

Office-to-flat conversions are another pressing issue because building standards are much more lax than in other forms of development. A significant part of the new housing in the borough of Reading, which makes up a large part of my constituency, comes from that type of conversion. If someone were to drive from Reading town centre to the M4, they would see a series of buildings built in the 1980s, which were then the most attractive office buildings. Because of changes to building design and the use of IT in buildings, however, they have been converted to flatted accommodation. A wide range of other risks could lurk inside those buildings. I urge the Minister to address that point, as I am sure she is willing to, when she considers the other issues that I have mentioned. Local authorities lack sufficient powers to investigate the full nature of those conversions, so many fire safety risks may exist in such buildings.

I appreciate that I have spent some time on these matters, so I will address the new fire safety Bill and the need for significant resources. I welcome the Government’s Bill, which I hope will contain the type of regulation that I have suggested that we will need to address those serious concerns, but I ask the Minister to address the full scale of the matter and to make sure that fire services, local authorities and the construction sector have the necessary resources to address the crisis as new legislation is introduced.

I have discussed the measure with colleagues in local government and the fire services in Berkshire. It is estimated that Royal Berkshire Fire and Rescue Service would need 30 extra staff, which is 5% of their total headcount. It is a significant extra resource, which would be needed to inspect the buildings that I have described, which are not currently being inspected. After Grenfell, the service rapidly inspected tall buildings in Berkshire, but did not have the necessary resource to address the 2,500 additional buildings of 11 metres and below, the large number of HMOs or the other buildings that I have mentioned, which may need to be inspected.

The 5% increase in the establishment number for Royal Berkshire Fire and Rescue Service is just one example of a county fire service needing further resources. It is estimated that it would take between two-and-a-half and four years to train some of the key staff. The figure of 30 includes support staff, admin and legal support, all of which are important parts of the fire service team. It will take time to train the fire inspectors, some of whom have significant academic qualifications at degree level, and in some cases at masters level, in fire safety and building matters. I am sure that our fire services are willing to undertake that important work, but they will need extra financial resources.

Our fire services face specific pressures, as the Minister is aware. Many services in areas near major conurbations—in our case, London—face additional financial pressures due to problems in recruiting and retaining public sector staff because of the high cost of housing. In Berkshire and many other places, there is a lack of flexibility in the current fire service precept. In our case, the precept went up to around £65 per household per year across the county, which was only a £1.20-per-household increase. The fire service would dearly like a £5-per-household increase to allow it to carry out further work. That would not cover the extra 30 staff, but would enable other recruitment and retention measures.

In addition to the fire service, there is a clear need to invest far more in local government and to revise the model of accreditation of fire inspection and building control inspections to make it a more professionalised service. The Chair of the Select Committee, my hon. Friend the Member for Sheffield South East (Mr Betts), has carried out more detailed work on this important issue, about which I have spoken to him. Again, it relates to the need for personnel in the fire service. I urge the Minister, who I am sure is aware of the issue, to look at it as a matter of urgency because of its importance and because of the lead time for training staff, many of whom have degree-level qualifications, which are necessary given the complicated world of construction. The staff we need are highly trained and skilled. As a country, we need time to invest in those people, to pay them and to retain them in the public sector.

I urge the Minister to consider the work of other, related Departments, such as the Department for Environment, Food and Rural Affairs and the Department of Health and Social Care, and other forms of regulation in local authorities that overlap with fire safety responsibilities. It is also worth considering the pressure on private sector firms that operate in the construction industry. Yesterday, I had an interesting conversation with a small business in my constituency about that pressure and the fact that there needs to be greater awareness in the industry of different types of cladding and materials, so that it can move away from ACM cladding. As hon. Members may know, part of the problem is that the inner core of ACM cladding is petrochemical-based, which is highly flammable. Many members of the construction industry would like to know more about alternative materials, but they have training needs. They would be grateful if they could work in greater partnership with central Government and local authorities to address those needs.

I have had similar conversations with local councillor Ayo Sokale, who is a civil engineer and has a lot to offer on the subject in Reading. She pointed out the desire of civil engineers to learn more as specialists in their field, which again relates to the issue of building construction safety. There are needs within professions and within the wider construction industry that must be urgently addressed. I encourage the Minister to work closely with the sector through industry bodies, as I am sure she wishes to, to provide it with the support that it needs.

In Reading, we are lucky to have a great academic tradition in the University College of Estate Management, which is now more than 100 years old, and the University of Reading, which provide academic training and support, architecture degrees and other estate management and surveying courses. That type of investment is greatly needed to support the training of people within the industry, working with the sector and related professional bodies, to help them to provide the level of service that they wish to, and to move away from a low-cost, low-quality model, so that we encourage buildings that are safe, that will last for generations and that will provide the kind of homes that people want to live in.

I look forward to hearing more from the Minister and from other colleagues. I urge the Minister to take those points on board and to act with the greatest urgency to address these very important matters.

The hon. Lady is right—I am concerned about the position of those leaseholders, and we will work closely with the Treasury to see whether there is a way forward. There are already examples of building owners or private finance providers bringing forward low or zero-interest loans, on a hardship basis, to help individuals who are on low incomes or without savings to make the payments required to remediate their buildings. There may be a role for the Government in ensuring that that works, that the loans are affordable, and that it is done as quickly as possible.

I remain a proud member of the Chartered Institute of Building. Will the Secretary of State endorse the work of the CIOB in driving up standards in construction to ensure that we build safer buildings in the future, not least with its code of quality management, which was published in September last year?

I am happy to endorse that work. Our building safety regime in this country is flawed in many respects, and decades of neglect now need to be addressed. That will have to work through all parts of the system, whether Government or the construction sector, and we must ensure that builders and developers pay far more attention to quality and safety than they have done in the past. We have recently seen disturbing reports, such as the independent report on Persimmon that was published at the end of last year, and action is now required from the whole construction industry.

We believe in home ownership. The right to buy has helped 2 million people get on the housing ladder. Since 2010, nearly 600,000 households have been helped to purchase a home through either right to buy or help to buy, and we are ensuring that the money from the right to buy is helping more homes to be built. In fact, we have sold 119,000 homes, which has helped to build 140,000 more homes. That is what we will continue to do—allow people to own their own homes and support all people at every stage of life in every home they need.

The Minister is completely right that the housing supply jigsaw has many pieces, so we will continue to pump billions of pounds into housing associations such as Walsall Housing Group in my constituency, which has an innovative partnership with Lovell to build 250 mixed tenure houses on the former Caparo engineering works, a brownfield site. Is that the future?

It certainly is. My hon. Friend hits the nail on the head, and he has a lot of expertise in this area. As I have said, our party is tenure-blind, and we help people along the steps to ownership, to get the house they need at the time they need it, knowing that most people want to own their own home.
